Putin is plotting ‘physical attacks’ on the West, says GCHQ chief

V ladimir Putin’s Russia is preparing “physical attacks” against the West, the head of GCHQ has warned, as British and American intelligence officials laid bare the dual threat posed by Moscow and Beijing.

Anne Keast-Butler, who was appointed to lead Britain’s signals intelligence operations last May, used her first major speech to highlight the immediate threat posed by the Kremlin and the “epoch-defining” risk posed by China to the UK and its allies.

The GCHQ director told a gathering of cyber security experts in Birmingham that her agency believed Moscow was looking to go further than attacks simply in cyberspace.

The signals agency is “increasingly concerned about growing links between the Russian intelligence services and proxy groups to conduct cyber-attacks – as well as suspected physical surveillance and sabotage operations”.

Ms Keast-Butler, who is the first woman to hold the post in the agency’s 105-year history, said Moscow was “nurturing and inspiring” groups of cyber attackers , and “in some cases seemingly co-ordinating physical attacks against the West”.

Last week, a British man was charged with an arson attack in London and accused by prosecutors of working for Wagner Group, the Russian paramilitary organisation.

Speaking at the CyberUK conference, Ms Keast-Butler said “Putin has not given up on his maximalist goal of subjugating the population of Ukraine”.

She added that UK support for Kyiv remained “steadfast”, with British spies continuing to bolster the country ’s cyber defences.

Russia has long been accused of protecting cyber gangs that target Western organisations, allowing them to operate with relative impunity as they carry out sophisticated hacks.

Last week, the National Crime Agency named Dmitry Khoroshev, a Russian national, as the person behind LockBit – a ransomware group that had stolen hundreds of millions of pounds from businesses.

Royal Mail fell victim to a LockBit attack last year, after the Russia-based gang paralysed the postal service’s ability to send letters and parcels abroad.

Prior to that, LockBit also targeted London-listed car dealership Pendragon, scrambling computers across its 200 sites and demanding a £60m ransom to unlock them.

Directing physical attacks in the West would represent an escalation of Moscow’s hostility towards the West.

Despite the growing threat from Russia, Ms Keast-Butler said China was taking up “more resource… than any other single mission” at GCHQ.

Ms Keast-Butler said China posed the greatest threat to Britain, representing a “genuine and increasing cyber risk to the UK”.

While she said the UK was open to engaging with China on areas that are “mutually beneficial”, such as climate change or artificial intelligence safety, Ms Keast-Butler added that the “PRC [People’s Republic of China] poses a significant risk to international norms and values”.

She said China was seeking to shape global technology standards “in its own favour” and wanted to “assert its dominance within the next 10 to 15 years”.

The warning over China comes days after it emerged a Ministry of Defence contractor was hacked in an attack blamed on Beijing. Payroll data on 270,000 current and former military personnel was compromised in the breach.

The US government has also accused China of extensive efforts to infiltrate its critical infrastructure via a hacking group dubbed Volt Typhoon .

American officials believe the group has sought to penetrate water facilities, the power grid and transportation systems, lying dormant with tools that can be unleashed in the event of a conflict.

Harry Coker, the White House’s national cyber director, who also appeared at CyberUK, warned China could use its “pre-positioned” hacking resources to “wreak havoc on civilian critical infrastructure to deter US mobility” in the event of a conflict.

Felicity Oswald, the chief executive of the National Cyber Security Centre, GCHQ’s cyber arm, said: “This is a clear warning about China’s intent to hold essential networks at risk. And it is a warning that providers of essential services in the UK cannot afford to ignore.”

Lord Cameron, the Foreign Secretary, summoned China’s ambassador to the UK to a meeting after three people were charged on Monday with spying for Hong Kong.

A Foreign Office spokesman said the Government was “unequivocal in setting out that the recent pattern of behaviour directed by China against the UK, including cyber-attacks, reports of espionage links and the issuing of bounties, is not acceptable”.

MOSCOW (AP) — Russia on Thursday wrapped itself in patriotic pageantry for Victory Day, as President Vladimir Putin celebrated the defeat of Nazi Germany in World War II by hailing his forces fighting in Ukraine and blasting the West for fueling conflicts around the world.

Even though few veterans of what Russia calls the Great Patriotic War are still alive 79 years after Berlin fell to the Red Army, the victory remains the most important and widely revered symbol of Russia’s prowess and a key element of national identity.

Putin has turned Victory Day — the country’s most important secular holiday — into a pillar of his nearly quarter-century in power and a justification of his military action in Ukraine.

Two days after beginning his fifth term in office , he led the festivities across Russia that recall the nation’s wartime sacrifice.

“Victory Day unites all generations,” Putin said in a speech in Red Square that came on the coldest May 9 in decades amid some snow flurries. “We are going forward relying on our centuries-old traditions and feel confident that together we will ensure a free and secure future of Russia.”

As battalions marched by and military hardware — both old and new — rumbled over the cobblestones, the sky cleared briefly to allow a flyby of warplanes, some of which trailed smoke in the white, red and blue of the Russian flag.

Putin hailed the troops fighting in Ukraine as “our heroes” for their courage, resilience and self-denial, adding that “all of Russia is with you.”

He accused the West of “fueling regional conflicts, inter-ethnic and inter-religious strife and trying to contain sovereign and independent centers of global development.”

With tensions with Washington over Ukraine soaring to their highest level since the Cold War, Putin issued another stark reminder of Moscow’s nuclear might.

“Russia will do everything to prevent global confrontation, but will not allow anyone to threaten us,” he said. “Our strategic forces are in combat readiness.”

Nuclear-capable Yars intercontinental ballistic missiles were pulled across Red Square, underscoring his message.

The Soviet Union lost about 27 million people in World War II, an estimate that many historians consider conservative, scarring virtually every family.

Nazi troops overran much of the western Soviet Union when they invaded in June 1941, before being driven back all the way to Berlin, where the USSR’s hammer and sickle flag was raised above the ruined capital. The U.S., U.K, France and other allies mark the end of the war in Europe on May 8.

The immense suffering and sacrifice in cities like Stalingrad, Kursk and Putin’s native Leningrad — now St. Petersburg — still serve as a powerful symbol of the country’s ability to prevail against seemingly overwhelming challenges.

Since coming to power on the last day of 1999, Putin has made May 9 an important part of his political agenda, featuring missiles, tanks and fighter jets. Medal-bedecked veterans joined him Thursday to review the parade, and many — including the president — wore the black-and-orange St. George’s ribbon that is traditionally associated with Victory Day.

About 9,000 troops, including about 1,000 who fought in Ukraine, took part in Thursday’s parade.

Although the U.S. and U.K. ambassadors did not attend, Putin was joined by other dignitaries and presidents of several former Soviet nations along with a few other Moscow allies, including the leaders of Cuba, Guinea-Bissau and Laos.

In his speech, he accused the West of “revanchism … hypocrisy and lies” in seeking to play down the Soviet role in defeating Nazi Germany.

Putin described Victory Day as “very emotional and poignant.”

“Every family is honoring its heroes, looking at pictures with dear faces and remembering their relatives and how they fought,” he said.

Putin, 71, talks frequently about his family history, sharing memories of his father, who fought on the front during the Nazi siege of the city and was badly wounded.

As Putin tells it, his father, also named Vladimir, came home from a military hospital during the war to see workers trying to take away his wife, Maria, who had been declared dead of starvation. But the elder Putin did not believe she had died — saying she had only lost consciousness, weak with hunger. Their first child, Viktor, died during the siege when he was 3, one of more than 1 million Leningrad residents who died in the 872-day blockade, most of them from starvation.

For several years, Putin carried a photo of his father in Victory Day marches — as did others honoring relatives who were war veterans — in what was called the “Immortal Regiment.”

Those demonstrations were suspended during the coronavirus pandemic and then again amid security concerns after the start of the fighting in Ukraine.

As part of his efforts to burnish the Soviet legacy and trample on any attempts to question it, Russia has introduced laws that criminalized the “rehabilitation of Nazism” that include punishing the “desecration” of memorials or challenging Kremlin versions of World War II history.

When he sent troops into Ukraine on Feb. 24, 2022, Putin evoked World War II in seeking to justify his actions that Kyiv and its Western allies denounced as an unprovoked war of aggression. Putin cited the “denazification” of Ukraine as a main goal of Moscow, falsely describing the government of Ukrainian President Volodymyr Zelenskyy, who is Jewish and lost relatives in the Holocaust, as neo-Nazis.

Putin tried to cast Ukraine’s veneration of some of its nationalist leaders who cooperated with the Nazis in World War II as a sign of Kyiv’s purported Nazi sympathies. He regularly made unfounded references to Ukrainian nationalist figures such as Stepan Bandera, who was killed by a Soviet spy in Munich in 1959, as an underlying justification for the Russian military action in Ukraine.

Many observers see Putin’s focus on World War II as part of his efforts to revive the USSR’s clout and prestige and his reliance on Soviet practices.

“It’s the continuous self-identification with the USSR as the victor of Nazism and the lack of any other strong legitimacy that forced the Kremlin to declare ‘denazification’ as the goal of the war,” Nikolay Epplee said in a commentary for Carnegie Russia Eurasia Center.

The Russian leadership, he said, has “locked itself up in a worldview limited by the Soviet past.”

US announces $2bn in new aid for Ukraine as Russian forces advance

Antony Blinken says US rushing military support as Ukraine struggles to hold off renewed Russian offensive.

Ukraine's Foreign Minister Dmytro Kuleba and U.S. Secretary of State Antony Blinken walk holding bunches of red roses past the Memory Wall of Fallen Defenders of Ukraine outside the Saint Michael's Cathedral in Kyiv

US Secretary of State Antony Blinken has announced $2bn in additional military aid for Ukraine as he visits the country at a crucial phase in the war, with Russia striking deeper into Ukrainian territory and claiming to have seized three more settlements.

Speaking at a joint news conference in Kyiv alongside Ukrainian Foreign Minister Dmytro Kuleba on Wednesday, Blinken said the support, which comes on top of $61bn in US support approved by Congress last month, would be aimed at investing in Ukraine’s industrial base.

Russia-ukraine war: list of key events, day 811, us promises ukraine military aid to make ‘real difference’ on the way, what is behind russia’s nuclear escalation threat.

He announced that the United States and Ukraine had already done the “heavy lifting” on a bilateral security agreement, which could be signed within weeks. He said the US was rushing ammunition, armoured vehicles, missiles and air defences to Ukraine in order to ensure their speedy delivery to the front line.

His remarks came as Ukrainian forces are being stretched across the long front line, struggling to fend off a renewed Russian offensive . On  Wednesday, Russia’s Ministry of Defence said Russian forces had taken control of the settlements of Hlyboke and Lukyantsi in the northeastern Kharkiv region, and Robotyne in the southern Zaporizhzhia region, the latest in a run of incremental gains that have alarmed Kyiv.

Ukraine said that it had pulled back some troops in the Kharkiv region, where Russian troops launched a surprise offensive earlier this month, pounding settlements along the border.

“In certain spots in Lukyantsi and Vovchansk areas, due to the fire impact and assault actions of the enemy, manoeuvres were carried out in order to save the lives of our soldiers, units were removed to advantageous positions,” a military spokesman said on state television.

Ukrainian officials have said that more than 30,000 Russian forces have been deployed to the northeastern region. Emergency services have evacuated about 8,000 people, most of them women, elderly people, people with reduced mobility, and people with disabilities and children.

In central Ukraine, at least two people were killed in a Russian air attack on the city of Dnipro, according to the regional governor.

“Putin is ramping up yet another offensive against Ukraine in Kharkiv and across the east, sending wave after wave of Russian soldiers, Iranian drones, North Korean artillery, and tanks, missiles and fighter jets built with machines and parts supplied by China,” Blinken said in a speech on Wednesday at the Igor Sikorsky Kyiv Polytechnic Institute.

“We are with you today. And we will stay by your side until Ukraine’s security, sovereignty, its ability to choose its own path is guaranteed,” he said.

Growing ‘alarm’

As Russia intensifies its attacks, Ukraine President Volodymyr Zelenskyy’s press secretary announced the leader had postponed all upcoming foreign visits. The president had earlier cancelled a visit to Spain and Portugal.

Speaking at a news briefing in Moscow, Russian Foreign Ministry spokeswoman Maria Zakharova, said Blinken’s visit to Kyiv looked like a sign of Washington’s growing alarm over the front-line situation.

“It is obvious that the situation on the front and the military failures of the Ukrainian armed forces are causing increasing alarm in the Biden administration,” Zakharova said.

“No amount of armaments will save Zelenskyy’s criminal regime from collapse. All military equipment supplied to Ukraine will be destroyed,” she said.

The Russian Defence Ministry said on Wednesday that its aerial defence systems had intercepted and destroyed 17 drones across several border areas, as well as 10 ATACMS missiles over the annexed Crimean Peninsula.

Ukrainian drone attacks also forced the closure of two airports in the region of Tatarstan, some 1,000km (620 miles) inside Russian territory.

This echoes analysis made by experts at the Institute for the Study of War (ISW), who said Russian forces have advanced eight kilometres from the border.

"Russian forces have been able to make tactical advances in northern Kharkiv Oblast since 10 May in areas where Ukrainian forces purposefully did not establish significant defensive lines," the ISW said.

Kharkiv administration officials said yesterday that Russia's initial gains were the result of shelling across the border making it impossible to build fortifications within five kilometres of it.

Western prohibitions on the use of Western weapons to attack Russian soil makes fixed defensive positions close to the border "vulnerable and possibly indefensible," the ISW said.

The think tank said Russia appears to be prioritising the creation of a "buffer zone" at the border - on the other side of which is Belgorod - over a penetrating deeper into the Kharkiv region.

Russian forces have continued to mount offensive manoeuvres across much of the front line.

In the northeast, troops attacked Ukrainian positions on the Kupiansk front 30 times and the Lyman front five times, reported Ukrainska Pravda.

In central eastern areas, there were another 109 attempts to break through Ukrainian defences across the Sivershchyna, Kramatorsk, Pokrovsk, Vremivka and Kuakhove fronts.

To the south, Russian soldiers continued to try and drive Ukrainian forces from the Dnipro River's east bank.

Here are the latest updates from governors in some of the major Ukrainian regions on the frontline.

Rocket fire hit a five-storey building, a farm and a doctor's surgery in the region, according to governor Oleh Syniehubov.

A 50-year-old man was killed, while nine people were injured.

Ukrainian troops repelled four Russian attacks since this morning from the border area, where Moscow launched a fresh incursion on Friday.

In the 24 hours ending at 6am this morning, the towns of Mykhailivka, Antonivka and Stanislav and the city of Kherson came under fire, said governor Oleksandr Prokudin.

Residential areas were targeted, including 12 high-rise buildings and 11 houses, a nursery and medical institutions, injuring 19 people.

Dnipropetrovsk

Russian artillery shelled the Nikopol region, but there were no casualties, said governor Serhiy Lysak.

Attacks on Novogrodivska have killed two people, while houses were damaged or destroyed in the Kramatorsk district, said the head of the Donetsk regional military administration, Vadim Filashkin.

In Bakhmut and Toretsk, 28 houses and three high-rise buildings were damaged.

Zaporizhzhia

Russian forces attacked near Robotyne four times, but no positions were lost, said Dmytro Lykhovii, spokesman for the Tavriia operational strategic group.

The Kremlin has dismissed a summit that Switzerland hopes will pave the way for a peace process in Ukraine as futile.

More than 50 countries have signed up for the conference, due to be held June 15-16, and Switzerland aims to persuade China to attend.

Chinese attendance would "dignify" the  event but it would be ineffective if Moscow is not invited, Kremlin spokesman Dmitry Peskov said.

"Without Russia, discussing security issues that concern us is absolutely futile.

"Most likely, it will be just empty scholasticism with no prospect of getting at least some tangible result.

Swiss President Viola Amherd agreed to host the summit at the behest of Volodymyr Zelenskyy.

"A balanced approach by the Chinese may dignify any conference, from our point of view, but this will not add to the effectiveness of this particular event."

Vladimir Putin and Chinese president Xi Jinping have attended an official welcoming ceremony in Beijing.

Moving away from Vladimir Putin's visit to China for a moment, and Russian security agency FSB says it has detained two Ukrainian agents in Crimea.

A man and his wife were recruited via an internet messaging service, state news agency Tass reported.

Another state news agency, RIA Novosti, said one of the pair had admitted to having transferred information on air defence systems protecting the Crimean bridge.

Sky News cannot independently verify these claims.

Occupied Crimea, and the Russian fleet surrounding it, has increasingly become a target for Ukrainian forces.

Last year, Ukraine claimed responsibility for a sabotage operation on the Kerch Bridge linking Crimea with Russia in 2022.

Vladimir Putin and Chinese president Xi Jinping are turning to the subject of Ukraine at a news briefing.

The Russian president confirms the pair spoke about the war and says he is grateful to China for its efforts to resolve the Ukraine crisis.

He says that while both carry out foreign policy independently, the pairs' approaches to regional problems were similar.

For his part, Mr Xi says China will continue to uphold a position of non-alliance, non-confrontation and no targeting of a third-party in their foreign policy.

China hopes Europe will return to peace soon and will play a constructive role, he says.

Former Russian defence minister Sergei Shoigu has said the Russian military is "advancing in all directions" in Ukraine.

His comments are at odds with Kyiv's, which yesterday said Russian forces were "partially pushed back" near Vovchansk, a Karkhiv town attacked from the northeastern border with Russia.

Mr Shoigu, now the secretary of Russia's Security Council, was side-lined by Mr Putin in a recent cabinet reshuffle, but is attending the visit to China.

Vladimir Putin and Xi Jinping have signed a joint statement on deepening the strategic partnership between Russia and China.

The document - more than 30 pages - notes the "special character" of their relationship and outlines further paths for development, Russian presidential assistant Yuri Ushakov told state news agency RIA Novosti.

On signing the agreement, which followed more than two hours of talks, Mr Xi noted that both countries were permanent members of the UN Security Council and were working to form a multipolar world, RIA reported.

The so-called multipolar world policy refers to attempts to shift geopolitical power away from the West.

Mr Putin characterised the talks as "warm and comradely".

On the eve of his visit to China, Vladimir Putin talked up his supposed desire for a "peaceful" solution in Ukraine - despite launching a fresh incursion across the border into Kharkiv last Friday, forcing 8,000 people to flee their homes.

Mr Putin has repeatedly backed so-called peace plans, such as China's proposal last year, that consolidate Russia's territorial gains, while at the same time bombarding Ukraine.

The UN's latest estimates recorded Russia's invasion has killed upwards of 10,000 civilians, as of November last year.

"We have never refused to negotiate. We are seeking a comprehensive, sustainable and just settlement of this conflict through peaceful means. We are open to a dialogue on Ukraine, but such negotiations must take into account the interests of all countries involved in the conflict, including ours," Mr Putin was quoted as saying by the China's state Xinhua News Agency.

Volodymyr Zelenskyy has said any negotiations must include a restoration of Ukraine's territorial integrity, the withdrawal of Russian troops, the release of all prisoners, a tribunal for those responsible for the aggression, and security guarantees for Ukraine.
