आसपास के वातावरण में गंदगी को हटाने के साथ-साथ बीमारियों को भी दूर किया जाएगा। देश की सफाई हमारे विकास की दिशा में एक कदम है। इसका लाभ केवल बीमारियों को दूर करने तक ही सीमित नहीं है बल्कि इससे जलवायु परिवर्तन में भी मदद मिलेगी क्योंकि हम अधिक से अधिक पेड़ लगाएंगे। यह हमारी धरती और हमारी प्रकृति को बचाने के बारे में अधिक है जो हमारी गैर-पर्यावरण-अनुकूल गतिविधियों के कारण दिन-प्रतिदिन खराब हो रही है।

पूर्व भारतीय राष्ट्रपति, श्री प्रणब मुखर्जी ने जून 2014 में संसद को संबोधित करते हुए कहा था कि “स्वच्छता, कचरा प्रबंधन और देश भर में स्वच्छता सुनिश्चित करने के लिए स्वच्छ भारत मिशन’ शुरू किया जाएगा। यह वर्ष 2019 में मनाई जाने वाली उनकी 150 वीं जयंती पर महात्मा गांधी को हमारी श्रद्धांजलि होगी ”।

छात्रों की सुरक्षा और स्वच्छता के लिए पूरे भारत में प्रत्येक स्कूल और कॉलेजों में लड़कों और लड़कियों के लिए अलग-अलग शौचालय बनाने का भी एक मानक है। एक छात्र और सबसे महत्वपूर्ण रूप से एक भारतीय नागरिक के रूप में, मैं भी 2019 तक प्रतिस्पर्धा करने के लिए इस मिशन में भाग लेने के लिए यहां एकत्रित सभी लोगों से अनुरोध करता हूं।

आदरणीय प्रधानाचार्य, शिक्षकों और मेरे सहयोगियों को सुप्रभात। मेरा नाम जहांगीर है, मैं कक्षा आठवीं में पढता हूँ। सबसे पहले मैं आप सभी के सामने स्वच्छ भारत अभियान के बड़े अभियान पर अपनी राय देने के लिए इस महान अवसर पर कुछ समय देने के लिए अपने वर्ग के शिक्षक को एक बड़ा धन्यवाद कहना चाहूंगा। कहा जाता है कि देश के युवा देश का भविष्य हैं।

इसलिए, एक नागरिक, छात्र और देश के युवा होने के नाते मैंने देश के विकास के लिए अपनी जिम्मेदारी को समझा और भारत के लोगों में इस मिशन के बारे में जागरूकता को बेहतर बनाने के लिए इस विषय को चुना। इस मिशन को ‘स्वच्छ भारत मिशन’ या ‘स्वच्छ भारत अभियान’ भी कहा जाता है। यह 2 अक्टूबर को 2014 में भारत सरकार द्वारा शुरू किया गया एक प्रमुख राष्ट्रीय अभियान है। इस अभियान के शुभारंभ की तारीख 2 अक्टूबर को चुना गया था जो महात्मा गांधी की जयंती है क्योंकि भारत को स्वच्छ भारत बनाना बापू का सपना था।

स्वच्छ भारत का अभियान आधिकारिक तौर पर राजघाट, नई दिल्ली में प्रधान मंत्री नरेंद्र मोदी द्वारा स्वयं सड़कों पर सफाई के बाद शुरू किया गया था। यह मिशन अब तक का सबसे बड़ा स्वच्छता अभियान है जब स्कूल और कॉलेज के छात्रों सहित लगभग 30 लाख सरकारी कर्मचारियों ने इस कार्यक्रम में भाग लिया।

इससे पहले 1999 में 1 अप्रैल को इस मिशन के लिए, भारत सरकार ने स्वच्छता कार्यक्रमों को ‘संपूर्ण स्वच्छता अभियान’ (TSC) नाम से लागू किया था, हालांकि यह प्रभावी होने के बाद भी इतना प्रभावी नहीं था। TSC को बढ़ावा देने के लिए निर्मल ग्राम पुरस्कार नामक प्रोत्साहन योजना का शुभारंभ। बाद में, 1 अप्रैल 2012 को, उसी कार्यक्रम का नाम बदलकर निर्मल भारत अभियान (SBA) कर दिया गया और आखिरकार इसे 2 अक्टूबर 2014 को स्वच्छ भारत अभियान के रूप में फिर से लॉन्च किया गया।

उन्होंने स्वयं महात्मा गांधी और भारत के पूर्व प्रधानमंत्री लाल बहादुर शास्त्री की जयंती पर उनकी पुण्यतिथि पर उन्हें श्रद्धांजलि देने के बाद वाल्मीकि बस्ती का मार्ग प्रशस्त किया। उन्होंने कहा कि “स्वच्छ भारत अभियान का लोगो केवल एक लोगो नहीं है, इसके माध्यम से गांधीजी हमें देख रहे हैं और हम सभी को भारत को स्वच्छ करना चाहिए”। सब कुछ करना सरकार की एकमात्र जिम्मेदारी नहीं है।

मंदिर हों, मस्जिद हों, गुरुद्वारे हों या कोई अन्य जगह, हमें अपने आसपास की सफाई के लिए भी प्रयास करने चाहिए। साफ-सफाई केवल ‘सफाई कामगार’ की जिम्मेदारी नहीं है, बल्कि यह 125 करोड़ भारतीयों की भी जिम्मेदारी है। अगर भारतीय मंगल पर पहुंच सकते हैं, तो क्या हम अपने आस-पड़ोस को साफ नहीं कर सकते? ”

स्वच्छ भारत अभियान के निम्नलिखित उद्देश्य हैं: व्यक्तिगत शौचालयों की उपलब्धता, खुले में शौच को समाप्त करना, स्वच्छता के लिए जन जागरूकता बढ़ाना, आम जनता के बीच शौचालय का उपयोग करना, व्यवहार परिवर्तन को बढ़ावा देना, गाँवों को स्वच्छ रखना, ठोस और तरल कचरे का उचित निपटान करना, सेट करना। गाँवों में पानी की पाइपलाइनें बनाना, पानी की आपूर्ति सुनिश्चित करना आदि। यह मिशन हमारे देश को स्वच्छ और खुशहाल नागरिक बनाने के लिए हमेशा के लिए एक स्वच्छ और विकसित देश बनाना अंतिम लक्ष्य है।

The dump yard which was filled with garbage and of course the unbearable stink have been cleaned. The garbage which was overflowing has been picked up. On the other hand there are residents with poor hygiene which needs to be improved. People talk about litter around them but are not taking any measures to dispose it. It should not just be the responsibility of the 'safaai kaamgar' who clean the particular area. Swach Bharat Abhiyan Challenges and Prospects

Swach Bharat Abhiyan, it means that clean India mission it is a national level campaign launched by the Government of India on 2nd October 2014 to accelerate the efforts to achieve universal sanitation coverage. It is a major step towards the protection of degrading environment. The important objects of the mission include elimination of open defecation, conversion of insanitary toilets to pour flush toilets, eradication of manual scavenging and above all to bring about a behavioral change in people regarding healthy sanitation practices. It also ensures public participation in achieving these objectives. The campaign aims to achieve its objectives on 2019 as a tribute to Mahatma Gandhi on his 150th birth anniversary. The important objective of the SBM is that to improve the level of cleanliness and to make open defecation free. Swach Bharat mission has had the biggest domino effect in the world. Because it has addressed the centuries old practices on open defecation and it has had major health and economic impact. According to reports, 11 states are now open defecation free namely Sikkim, Himachal Pradesh, Kerala, Uttarakhand, Haryana, Gujarat, Chandigarh, Daman and Diu, Arunachal Pradesh, Chhattisgarh and Meghalaya. India, which had sanitation coverage of mere 41.92 per cent in 2014 has increased its coverage to 63.94 per cent, and this improvement is being viewed as a major success of the campaign. More than 3.5 crore toilets have been built under the mission in two years compared 83 lakh toilets built in 10 years between 2001 and 2011 under the Total Sanitation Campaign, as per the Ministry of Drinking Water and Sanitation. Not only is it a sharp increase in the number of toilets built under any national sanitation programme, but the pace of constructing toilets under Swach Bharat has been speedier as well. Nearing three years of completion, the campaign has now also laid its focus on the other aspects of sanitation such as behavioral change, piped water supply to toilets and drainage. However, it has been clearly declared that the campaign is not only the duty of the government but each and every citizen of the country is equally responsible to keep the nation clean or swatch. आदरणीय प्रधानाचार्य महोदय, उप-प्रधानाचार्य महोदय, माननीय शिक्षक वृंद एवं यहां उपस्थित सभी बड़ो और साथियों को मेरा नमस्कार। आज मैं आप सबके सामने स्वच्छ भारत अभियान पर चंद शब्द बोलना चाहती हूं। स्वच्छ भारत अभियान अब किसी के परिचय का मोहताज नहीं है। देश का हर व्यक्ति इस अभियान से वाकिफ है और सफाई के इस अभियान में अपना सफल योगदान भी दे रहे हैं।

इस योजना का शुभारंभ 2 अक्टूबर 2014 को मोदी जी के हाथों हुआ था और यह भी कहा कि 2019 तक इस योजना को सफल बनाना है। क्यों कि 2019 में गांधी जी की 150वीं जन्म तिथी है और इस अवसर पर मोदी जी उनको श्रद्धांजलि के तौर पर स्वच्छ भारत देना चाहते हैं। गांधी जी ने उस दौर में स्वच्छ भारत का स्वप्न देखा था। सरकार इस योजना कि सफलता के लिये बहुत धन खर्च कर रही है और अब तक भारके के 98 प्रतिशत क्षेत्रों को खुले में शौच मुक्त घोषित किया जा चुका है। आशा करती हूं की आप लोगों को ये जानकारी ज्ञानवर्धक लगी होगी।

सभी को सुबह की नमस्ते। मेरा नाम…………..और मैं कक्षा….में पढ़ता/पढ़ती हूँ। जैसा कि हम सभी इस महान अवसर पर इकट्ठा हुए हैं, मैं अपने शब्दों में, इस बहुत भारी भीड़ के सामने स्वच्छ भारत अभियान पर कुछ कहना चाहता/चाहती हूँ। ये विषय मैंने विशेषरुप से पूरे भारत में हमारे चारों ओर साफ-सफाई की बढ़ती हुयी आवश्यकता के कारण चुना है, जिसे केवल देश के सभी और प्रत्येक नागरिक के एक दूसरे के सहयोग और प्रयासों से ही सफल बनाया जा सकता है। भारत के महान व्यक्ति, महात्मा गाँधी ने कहा था कि,“स्वतंत्रता से ज्यादा स्वच्छता कहीं अधिक महत्वपूर्ण है।” भारत गरीबी, शिक्षा की कमी, स्वच्छता की कमी और अन्य सामाजिक मुद्दों के कारण आज भी विकासशील देश है। हमें समाज से उन सभी कारणों का उन्मूलन करने की आवश्यकता है जो देश के विकास और वृद्धि में बाधा डालते हैं।

और मैं समझती हूँ स्वच्छता अभियान, समाज से सभी बुराईयों को खत्म करने के साथ ही नागरिकों की वैयक्तिक वृद्धि के साथ देश की वृद्धि को बढ़ावा देने के लिए सबसे अच्छी शुरुआत है। केवल स्वच्छता मिशन की सफलता ही भारत में बहुत बड़े बदलाव को ला सकती है। ये भारत में रहने वाले सभी नागरिकों की आन्तरिक और बाहरी वृद्धि और विकास से जुड़ी हुआ है जो इसके नारे की सम्पूर्णता में दिखायी देता है कि, “स्वच्छ, खुश और स्वस्थ्य नागरिक, स्वस्थ्य और विकसित राष्ट्र के निर्माण में भाग लेते हैं।” स्वच्छ भारत अभियान या क्लीन इंडिया कैंपेन भारत के प्रधानमंत्री, नरेंद्र मोदी के द्वारा 2014 में, महात्मा गाँधी के जन्मदिन (145वीं सालगिरह पर), 2 अक्टूबर को शुरु किया गया था।

महात्मा गाँधी भारतीय शासकों की कमजोरी से बहुत अच्छे से वाकिफ थे। उन्होंने इस देश को एक स्वच्छ देश बनाने के लिए सपना देखा था और यहाँ तक कि उन्होंने ग्रामीण लोगो के बीच बहुत से साधनों के माध्यम से जोर दिया लेकिन लोगों की अधूरी भागीदारी के कारण इसे पूरा नहीं कर सके। स्वतंत्रता के बहुत सालों बाद भी, हम आज भी गन्दे वातावरण में रहते हुए अपने जीवन को हर एक क्षण खतरे में डाल रहे हैं। आँकड़ों के अनुसार, 30% ग्रामीण लोगों की स्वच्छ शौचालय तक पहुँच नहीं है और मैदानों में खुले शौच प्रणाली का प्रयोग करते हैं। भारत के राष्ट्रपति, प्रणब मुखर्जी ने जून 2014 में, संसद को संबोधित करते हुए कहा था कि, “स्वच्छता सुनिश्चित करने के लिए, देश भर में कचरा प्रबंधन और स्वच्छता के लिए “स्वच्छ भारत अभियान” को शुरु किया गया है। ये महात्मा गाँधी के लिए, 2019 में, उनकी 150वीं वर्षगांठ को मनाते समय हमारी तरफ से श्रद्धांजलि होगी।”

पूरे देश में स्वच्छता को सुनिश्चित करने के लिए, स्वच्छता, सुरक्षित शौचालय और उचित अपशिष्ट प्रबंधन के तरीकों की समस्या को सुलझाने की बहुत आवश्यकता है। भारत के प्रधानमंत्री, नरेंन्द्र मोदी ने, 2014 में भारतीय स्वतंत्रता दिवस पर अपने भाषण के दौरान ‘स्वच्छ भारत’ पर जोर दिया था, हालांकि, ये मिशन 2 अक्टूबर 2014 के सफलतापूर्वक शुरु किया था। इस मिशन को 2019 तक, बापू की 150वीं वर्षगांठ तक पूरा करने का लक्ष्य रखा गया है। इस मिशन का लक्ष्य स्वच्छता सुविधाओं को उपलब्ध कराने के साथ ही 2019 तक लोगों के लिए अस्वथ्यकारी प्रथाओं को खत्म करना है। भारत के प्रधानमंत्री के द्वारा 25 सितम्बर 2014 को, पहला स्वच्छता कार्य शुरु किया गया था। ये भारत में सबसे बड़े अभियान के रुप में गिना जाता है जो अब चारों तरफ फैल (वायरल) गया है।

ये उचित स्वास्थ्य और स्वच्छता भारत के बारे में वैश्विक धारणा को बदलने की क्षमता रखता है और हर साल बहुत से पर्यटकों को भारत में आने के लिए प्रभावित कर सकता है, जिससे एक अर्थ में भारत की बड़े स्तर पर आर्थिक वृद्धि होगी। इस अभियान के दौरान, प्रत्येक भारतीय नागरिक से हर साल अपने 100 घंटे भारत की सफाई के लिए देने का अनुरोध किया गया। सुरक्षा और स्वास्थ्य के लिए, 15 अगस्त 2015 तक, पूरे भारत के प्रत्येक स्कूल और कॉलेज में लड़कों और लड़कियों के लिए अलग शौचालय बनाने का नियम बनाया गया है। एक विद्यार्थी के रुप में, इससे भी अधिक एक भारतीय नागरिक के रुप में, यहाँ एकत्र हुए सभी लोगों से इस अभियान को 2019 तक सफल बनाने के लिए, मैं भी अनुरोध करता/करती हूँ।

मेरे आदरणीय प्रधानाचार्य, अध्यापक और मेरे सहपाठियों, सुबह की नमस्ते। मेरा नाम…….है। मैं कक्षा….में पढ़ता/पढ़ती हूँ। सबसे पहले मैं अपने कक्षा अध्यापक/अध्यापिका को इस महान अवसर पर स्वच्छ भारत अभियान पर आप सभी के सामने अपने विचार प्रस्तुत करने के लिए कुछ समय देने के लिए धन्यवाद कहना चाहूँगा/चाहूँगी। ये कहा जाता है कि, देश के युवा देश का भविष्य होते हैं। इसलिए, एक नागरिक, विद्यार्थी और एक युवा होने के नाते, मैं स्वंय को देश के विकास के लिए जिम्मेदार मानता/मानती हूँ और इस विषय का चुनाव देश में इस मिशन के बारे में भारत के लोगों के बीच में जागरुकता और सुधार लाने के लिए किया है।

ये मिशन स्वच्छ भारत अभियान या क्लीन इंडिया कैंपेन भी कहा जाता है। ये भारतीय सरकार द्वारा, 2 अक्टूबर 2014 को, चलाया जाने वाला सबसे बड़ा अभियान है। इस अभियान को शुरु करने की तिथि 2 अक्टूबर चुनी गयी जो महात्मा गाँधी के जन्म की सालगिरह होती है, क्योंकि भारत को स्वच्छ भारत बनाने का सपना बापू का था।

स्वच्छ भारत अभियान आधिकारिक रुप से राजघाट, नई दिल्ली में, प्रधानमंत्री नरेंन्द्र मोदी के द्वारा स्वंय सड़कों को साफ करके शुरु किया गया। ये अभियान अब तक का सबसे बड़ा स्वच्छता अभियान है जिसमें लगभग 30 लाख सरकारी कर्मचारियों सहित स्कूल और कॉलेजों के बच्चों ने भाग लिया। भारत के प्रधानमंत्री ने अभियान को शुरु करते समय 9 प्रसिद्ध व्यक्तित्वों को अभियान के लिए अपने क्षेत्रों में पहल करने के साथ ही अभियान के बारे में प्रवाह लाने के लिए नामांकित किया था। इन्होंने उन 9 व्यक्तित्वों से भी अगले 9 व्यक्तियों को इस अभियान में शामिल करके इस श्रृंखला को (एक पेड़ की शाखाओं की तरह) तब तक जारी रखने के लिए भी अनुरोध किया था तब तक कि भारत का प्रत्येक नागरिक इस अभियान में शामिल न हो जाये क्योंकि इसे 2019, महात्मा गाँधी की 150वीं सालगिरह तक पूरा करना है।

इस मिशन का लक्ष्य व्यक्तिगत शौचालय, शुष्क शौचालयों को कम लागत वाले स्वस्थ्य शौचालयों में परिवर्तित करना, हैन्ड-पंप, उचित स्नान व्यवस्था, सफाई, स्वच्छ बाजारों या मंडियों, नालियों, नमी को रोकने वाले गढ्ढे, ठोस और द्रव्य अवशिष्ट निराकरण आदि की उचित व्यवस्था के साथ ही लोगों में स्वास्थ्य, साफ-सफाई, पर्यावरण को बनाये रखने और व्यक्तिगत स्वच्छता के बारे में जागरुकता लाना है। इस मिशन से पहले 1999 में 1 अप्रैल, भारत की सरकार ने कुल स्वच्छता अभियान (टोटल सैनिटेशन कैंपेन [टी.एस.सी.]) के नाम से एक अभियान शुरु किया था हालांकि, वो कुछ ज्यादा प्रभावशाली नहीं रहा जिसके बाद इस मिशन में नयी जान डालने के लिए योजना शुरु की गयी, जिसे निर्मल ग्राम पुरस्कार कहा जाता था। इसके बाद 1 अप्रैल 2012 को, इसी कार्यक्रम को निर्मल भारत अभियान नाम दिया गया और अन्त में इसे 2 अक्टूबर 2014 को स्वच्छ भारत अभियान के नाम से दुबारा शुरु किया गया।

इस अभियान का मुख्य उद्देश्य 2019, 2 अक्टूबर ( महात्मा गाँधी की 150वीं जयंती) तक भारत के स्वच्छ भारत के सपने को प्राप्त करना है। ये मिशन भारत की सरकार के द्वारा “राजनीति से परे” है और “राष्ट्रीयता की भावना से प्रेरित” करने के लिए, इसका श्रेय पूरे देश के नागरिकों को दिया जायेगा। इसके कुछ अन्य मुख्य उद्देश्य प्रत्येक क्षेत्र में खुले में शौच का उन्मूलन करना, हाथ से शौच उठाने की व्यवस्था को खत्म करना, नगर निगम के ठोस कचरो को दुबारा प्रयोग करने और रीसाइकिल करने के लिए प्रेरित करना, स्वच्छता और स्वास्थ्य के बारे में लोगों के व्यवहार में परिवर्तन लाना, इसे सार्वजनिक स्वास्थ्य से जोड़ते हुए और पूँजी खर्च और रखरखाव के लिए निजी क्षेत्रों को बड़े स्तर पर शामिल करना आदि हैं।

“स्वच्छ भारत, कुशल भारत”।

आदरणीय प्रधानाध्यापक और अध्यापक/अध्यापिकाएं को सुबह की नमस्ते। मैं कक्षा……..में पढ़ता/पढ़ती हूँ। मैं इस विशेष अवसर पर आप सभी के सामने स्वच्छ भारत अभियान पर अपने विचार देना चाहता/चाहती हूँ। मैंने ये विषय विशेषरुप से इस अभियान का भाग होने और लोगों के बीच में स्वच्छ भारत के बारे में जागरुकता फैलाने के लिए चुना है। स्वच्छ भारत अभियान भारत का अब तक का सबसे बड़ा मिशन है क्योंकि लगभग 30 लाख की संख्या में सरकारी कर्मचारियों और स्कूलों और कॉलेजों के विद्यार्थियों ने इसके शुरु होने के दिन इसमें भाग लिया था। ये मिशन 2 अक्टूबर, 2019 तक पूरा होने के लिए देश के प्रत्येक कोनें में से सभी आयु वर्ग के लोगों के सहयोग की अपेक्षा करता है। ये अभियान विशेषतः 2 अक्टूबर 2014 को (महात्मा गाँधी की 145वीं जयंती पर) गाँधी जी के स्वच्छ भारत के सपने को पूरा करने के लिए शुरु किया गया।

महात्मा गाँधी ने स्वच्छ भारत के स्वप्न को देखा था और कहा कि, “स्वच्छता स्वतंत्रता से भी ज्यादा महत्वपूर्ण है।” 2011 की जनसंख्या के आंकड़ों के अनुसार, ये आकलन किया गया कि कुल ग्रामीण जनसंख्या का केवल 32.70% लोगों की शौचालयों तक पहुँच है। यू.एन. की रिपोर्ट के अनुसार, भारत वो देश है जहां लोगों की बहुत बड़ी संख्या खुले में शौच का प्रयोग करती है। प्रधानमंत्री, नरेंन्द्र मोदी के राष्ट्रव्यापी स्वच्छता अभियान को वाल्मिकी बस्ती नयी दिल्ली में शुरु किया था। उन्होंने इस अभियान के शुरु होने के समय पर राष्ट्र को संबोधित करते हुए देश के 125 अरब लोगों से इस अभियान से जुड़ने का निवेदन किया था।

उन्होंने महात्मा गाँधी और पूर्व भारतीय प्रधानमंत्री लाल बहादुर शास्त्री को उनके जन्मदिन पर श्रद्धांजलि देने के बाद स्वंय वाल्मिकी बस्ती के रास्ते को झाड़ू से साफ किया था। उन्होंने कहा था कि, “स्वच्छ भारत अभियान का प्रतीक चिह्न, सिर्फ एक प्रतीक चिह्न नहीं है, इसके माध्यम से गाँधीजी हमें देख रहे है और हम सभी को भारत को साफ करना चाहिए। मैं ये दावा नहीं कर रहा कि नवनिर्वाचित सरकार सब कुछ कर रही है। ये मंदिरों, मस्जिदों, गुरुद्वारों या किसी भी जगह, हमें अपने आसपास साफ-सफाई रखने के प्रयास करने चाहिए। स्वच्छता केवल ‘सफाई कर्मचारियों’ की जिम्मेदारी नहीं है, ये 125 अरब भारतीयों की जिम्मेदारी है। यदि भारतीय मंगल ग्रह पर सबसे कम लागत पर पहुँच सकते हैं, तो क्या हम अपने चारों ओर के वातावरण को भी साफ नहीं कर सकते?”

स्वच्छ भारत अभियान के मुख्य उद्देश्य निम्नलिखित है: व्यक्तिगत शौचालयों का निर्माण कराना, खुले में शौच को खत्म करना, स्वच्छता के लिए लोगों में जागरुकता लाना, आम जनता के बीच में शौचालयों के प्रयोग को बढ़ावा देना, व्यवहारिक बदलाव को बढ़ावा देना, गाँवों को स्वच्छ रखना, ठोस और द्रव्य अपशिष्टों के निराकरण की उचित व्यवस्था, गाँवों में उचित पाइप लाइन की व्यवस्था, पानी की पूर्ति को सुनिश्चित करना आदि। इस मिशन का एकमात्र उद्देश्य अपने देश को हमेशा के लिए स्वच्छ और खुश नागरिकों के साथ साफ और विकसित देश बनाना है।

Swachh Bharat Abhiyan

India, or better we call it as Bharat is an ancient civilization. It is considered to be a pious nation, its people are very religious. India consists of people of various faiths; Hindus, Muslims, Christians, Shikhs, Parsis, Jains etc, and they follow their faiths very devotedly. But it is a sad reality of our country that all the cleanliness and piousness is only confined to religious activities or kitchen. We Indians are not concerned about the filth all around us; anywhere one looks, large mounds of dirt will be found.

It’s not in our behavior to keep our surrounding clean and sanitized. At the most we keep our own houses clean and it is of no concern of ours to be careful about streets, lanes, parks or other public places. Even after 71 years of Independence, it is really shameful that Indians are famous for their unhygienic behavior.

Whichever government comes into the power, one of its main priority is to make India clean. And for the same objective, the government had launched a scheme with the name ‘Swachh Bharat Abhiyan’. The government had associated the ‘Swachh Bharat Abhiyan’ with the ‘Father of the Nation’, Mahatma Gandhi, as he was a great supporter of the cleanliness cause in the country and throughout his life was involved in activities related to sanitation and hygiene.

What is Swachh Bharat Abhiyan

Swachh Bharat Campaign:

The Abhiyan was launched by the Prime Minister Narendra Modi on 2nd of October, 2014 at Rajghat, New Delhi with an aim to make India clean. Aim was to provide sanitation facilities to every family, including toilets, solid and liquid waste disposal systems, village cleanliness, and safe and adequate drinking water supply by 2nd October, 2019.

It will be a befitting tribute to the Father of the Nation on his 150th birth anniversary. It is significant that the PM himself is taking very proactive role in making the campaign a success; at Rajghat he started the campaign by cleaning the street by himself.

However, it has been clearly declared that the campaign is not only the duty of the government but each and every citizen of the country is equally responsible to keep the nation clean or swachh.

History of Swachh Bharat Abhiyan

The campaign of clean India movement is the biggest step taken ever as a cleanliness drive till date. On the day of the launch of campaign around 3 million government employees including students from schools and colleges had participated in the event to make it popularize globally and make common public aware about it. This event was organized at Rashtrapati Bhawan on 2nd of October in 2014 in the presence of 1500 people. This event was flagged off by the Former President, Mr. Pranab Mukherjee.

Prime Minister, Narendra Modi, had nominated the name of nine famous personalities from business industries, sports and Bollywood to drive the clean India campaign. He also had requested from all the nine personalities to invite another nine personalities individually and requested them to continue the chain of nine people and take this campaign to every Indian living in any corner of the country.

Narendra Modi also said that this campaign should be taken as a big challenge and should pass the request to invite other nine people individually (just like branching of tree) so that this vision of cleanliness may be completed till 2019 and India can become a clean country forever in the history.

Cleanliness Drives in India and Neighboring Countries

By getting inspired from this Indian campaign, the Indo-Nepal Doctors Association has launched a campaign called ‘Swachh Bharat Nepal – Swasth Bharat Nepal Abhiyan’ on 3rd of January in 2015. It was started from the Indo-Nepal Border Region, Sunauli–Belihiya (near birth place of Lord Buddha, holy city of Lumbini, Nepal).

Other programme of the cleanliness in India such as Central Rural Sanitation Programme (CRSP) was started in 1986 all over the country which had focused to construct the individual sanitary latrines for the personal use of the people living below the poverty line. It had focused to convert the dry latrines to the low cost sanitary latrines, to construct latrines especially for rural women with other facilities of hand pump, bathing room, sanitation, washing hands, etc.

It was targeted that all the provided facilities should be properly maintained by the village Panchayats. Proper sanitation of the village such as drain systems, soakage pits, disposal of solid and liquid wastes, awareness of health education, awareness for social, personal, household and environmental sanitation etc.

Total Sanitation Campaign (TSC) of cleanliness in India was started in 1999 by the Government of India in order to restructure the Rural Sanitation Programme. Nirmal Gram Puraskar was started in the month of June in 2003 as a sanitation programme to boost the Total Sanitation Campaign. It was an incentive scheme launched by the Government of India in 2003 to award people for total sanitation coverage, maintaining clean environment as well as making villages ‘Open Defecation-Free’ villages by the Panchayats, Blocks and Districts.

Nirmal Bharat Abhiyan (NBA) was started in 2012 and then Swachh Bharat Abhiyan in 2014 on 2nd of October. However, all the sanitation and cleanliness programmes run by the Indian government earlier were not as effective as the current Swachh Bharat Abhiyan of 2014.

Gandhi Ji’s and His Role on Sanitation:

Mahatma Gandhi was a great supporter of cleanliness. He was very much concerned about the dirty roads, streets, temples and specially ‘Harijan Bastis’ of the country. Just after returning from South Africa he noticed very bad state of affairs in India regarding sanitation and cleanliness. He took upon himself to motivate and personally commit towards making the country filth free.

At the Inauguration of BHU:

As early as 4th February 1916, while addressing a gathering at the inauguration function of Banaras Hindu University, Gandhi Ji spoke about the importance of cleanliness and expressed his pain and anguish about the dirt and filth all around. He gave example of his visit to Vishwanath Temple and spoke about the dirty state of affairs in and around the temple. He said: “Is not this great temple a reflection of our own character?” Sharing his pain he questioned whether the temple would be dirt and filth free after the Britishers had left the country. Thus for him cleanliness was equally important as the freedom of the nation.

Gandhi Ji always had the view that everyone should first be the change he/she wishes to see in the world. Thus, whenever and wherever Gandhi Ji would get the opportunity, he himself would start cleaning the places. Also, as part of constructive programmes and visits all over the country, apart from preparing people for mass struggle against the Britishers, he also lectured them about the importance of cleanliness and proper sanitation.

At Gandhi Seva Ashram:

In D.G. Tendulkar’s ‘Mahatma’, Volume Three, there is a reference to Mahatma Gandhi leaving Patna in 1934, as part of his Harijan tour for Orissa. At Champapurhat, he found that there was a dispensary on the grounds of the Gandhi Seva Ashram, and he used that occasion to give a lecture on the need to rely not only on medicines for a cure, but to prevent diseases.

Gandhi Ji always emphasized the need to educate villagers on good hygiene and sanitation. According to him, the true function of the Ashram was to educate people how they could avoid disease. Gandhi Ji and his volunteers would conduct a mass contact programme with the villagers; they would talk about the necessity of sanitation, about keeping their places clean, and about personal hygiene.

Gandhi Ji’s Scavenging Work in Villages:

When the villagers near Gandhi’s ashram refused to cover excreta with soil believing it to be a bhangi’s work and sinful, Gandhi personally supervised the scavenging work in villages. To set an example, he, himself used to go to the villages with a bucket and a broom and would clean the places.

All scavenging work in Gandhi Ji’s ashram was done by its inmates. No dirt or filth could be found anywhere on the ashram ground. There were pits in which all rubbish was buried. In a separate manure pit, peelings from vegetables and left-over food were dumped. Waste water was used for gardening purposes.

Gandhi Ji regularly wrote about the importance of hygiene in his newspaper Harijan. Thus, the Father of our Nation fought not only against the bondages of the British rule but also against the bad practices of our people regarding sanitation and hygiene. Throughout his life he inspired and motivated people to maintain personal as well as public hygiene. Therefore, it is a great gesture and an apt tribute to the Mahatma that the government has launched the ‘Swachh Bharat Campaign’ on his birth day i.e. on 2nd of October.

Objectives of Swachh Bharat Abhiyan

The campaign of Swachh Bharat launched by the government of India is aimed to accomplish various goals and fulfill the vision and mission of “Clean India” by 2nd of October 2019 which is 150th birth anniversary of great Mahatma Gandhi. It has been expected that the investment to cost would be over 62000 crore of Indian rupee (means US$ of 9.7 billion). It has been declared by the government that this campaign is taken as “beyond politics” and “inspired by patriotism”. Following are the some important objectives of the Swachh Bharat Abhiyan:

• To eradicate the system of open defecation in India.
• To convert the insanitary toilets into pour flush toilets.
• To remove the system of manual scavenging.
• To make people aware of healthy sanitation practices by bringing behavioral changes in people.
• To link people with the programmes of sanitation and public health in order to generate public awareness.
• To build up the urban local bodies strong in order to design, execute and operate all systems related to cleanliness.
• To completely start the scientific processing, disposals reuse and recycling the Municipal Solid Waste.
• To provide required environment for the private sectors to get participated in the Capital Expenditure for all the operations and maintenance costs related to the clean campaign.

Corporate India and Swachh Bharat Campaign

Heeding to the call of Prime Minister Narendra Modi, Corporate India is also enthusiastically taking steps towards making the Abhiyan a success.

Public and Private companies are appending in cleanliness activities under their compulsory Corporate Social Responsibility (CSR) schemes which is a statutory requirement as per Companies Act, 2013. CSR is a mechanism through which companies invest in activities beneficial to society as a whole.

Corporate Houses Supporting Swachh Bharat Campaign

Major corporate houses such as L&T, DLF, Vedanta, Bharti, TCS, Ambuja Cements, Toyota Kirloskar, Maruti, Tata Motors, Coca Cola, Dabur, Aditya Birla, Adani, Infosys, TVS and many others have earmarked budgets for Swachh Bharat projects. According to one estimate Rs 1000 Crore worth of various cleanliness projects are in the pipeline by corporate sector and out of which Rs. 500 crores have been already invested on the campaign in past few years. These projects include building toilets in distant villages, running workshops on behavioural changes, waste management, and water hygiene and sanitation activities among other things.

In a bid to invite corporate funds for Swachh Bharat campaign, the government had recently decided that corporate contributions towards this scheme will now be counted as CSR spend. And to make it clearer later, the Corporate Affairs Ministry also amended Schedule VII of Companies Act to specify that contributions to ‘Swachh Bharat Kosh’ would be an eligible CSR spends.

Therefore, not only government and private individuals but also the corporate sector is playing its role in making India totally clean.

How to get Involved in the Swachh Bharat Abhiyan

Swachh Bharat Abhiyan is started to make India a clean India by the effort of all the citizens living in the country. It has been clearly declared by the Prime Minister, Narendra Modi that anyone can actively participate in the event anytime. He just need to take snaps of the dirty places and also take snaps of the same places after cleaning them and upload both, before and after snaps on the social media websites like Facebook, Twitter, etc to familiarize and motivate other common people to do the same in order to fulfill the vision of clean India.

• Uploading Snaps on the Internet:

After such request by the Indian prime minister to the Indian public, it was started rapidly by the people of India. From the day of launching of event, people became very active and motivated, and started doing the same by taking both before and after snaps and uploaded it to the social media websites to globalize the campaign. It was also said by Narendra Modi that those who do this would really be appreciated for his/her involvement in the campaign by the government on the social media websites.

• Celebrities Involvement in the Initiative:

Many famous personalities of the bollywood, tollywood, politicians, sports, business industries, etc such as Aamir Khan, Amitabh Bachchan, Hrithik Roshan, Sachin Tendulkar, Mridula Sinha Ji, Anil Ambani, Baba Ramdev, Shashi Tharoor, Kamal Haasan, Priyanka Chopra, M. Venkaiah Naidu, Amit Shah, Salman Khan, team of ‘Tarak Mehta Ka Oolta Chashma’ and many others participated in the campaign according to their own decided dates and uploaded their pictures on the internet via Facebook and Twitter.

• Participation of Schools and Colleges in the Campaign:

It was also followed by the students from schools, colleges, universities, and other educational institutions. Youths of the country involved in the daily routine jobs and other business activities also participated in the event and did the same. All the activities done by famous personalities, students and youths of the country supported and encouraged common public to get involved in the campaign very actively. We as an Indian citizen just need to pick up the broom in our hand and clean all the dirty places in our surroundings to make them clean and neat.

• Involvement of Developers and Media in the Campaign:

Most of the independent application developers have developed many mobile applications using mobile technologies to make this campaign a successful one. Electronic and print media is also boosting this campaign through their articles and news publications. Times of India newspaper has motivated people towards this campaign by publishing an article under the title ‘Desi companies beat Facebook in ‘Swachh’ apps race”. Another published article is under title “This Indian App Could Change How People Talk to Their Government”.

Nationwide Real Time Monitoring System

A ‘Nationwide Real Time Monitoring System’ has also been launched by the Government of India in order to construct toilets under this campaign aiming to attain 100% Open Defecation Free India by 2019. As of November 2018, around 88.32% villages were made Open Defecation Free and the work is still in progress.

A short film on the Swachh Bharat has been made by the NIT Rourkela PHD students to convey most important message of Swachh Bharat to people. We should participate in this mission by joining our hands together and taking this clean India initiative as an important part of our lives as the vision of clean India can only be achieved through the effort of each and every Indian citizen and not by the effort of government only.

A Movie supporting this Campaign

A movie named as ‘Toilet: Ek Prem Katha’ was released on 11 August 2017. This film was directed by Shree Narayan Singh and co-produced by Akshay Kumar and Neeraj Pandey. Lead roles were played by Akshay Kumar and Bhumi Pednekar. This movie supported the campaign of Swachh Bharat Abhiyan run by the Modi government in order to improve the sanitation conditions and promote the eradication of open defecation especially in the rural areas.

Cleanliness Initiative in UP under Swachh Bharat Abhiyan Campaign

The Chief Minister of Uttar Pradesh, Yogi Adityanath, in March 2017 has banned chewing of paan, paan masala, gutka and other tobacco based products during duty hours in all the government offices across the state when he saw betel-juice stained walls and corners during his first visit to the secretariat annex building. This initiative was started by him to ensure cleanliness in the official buildings.

• Around 89 million household toilets were built since 2 nd  October, 2014
• More than 5 lakh villages were made ODF i.e. Open Defecation Free, under the campaign.
• Additional 4465 villages were made ODF across Namami Gange Initiative
• 533 districts and 25 states were made ODF under the scheme.
• The ‘Household Toilet Coverage’ in India has increased to 96.55% till November 2018 from 38.70% in October, 2014.
• 745.04 lakhs people uploaded their photographs under the Swachh Bharat Abhiyan since 02 nd Oct, 2014.

‘Swachh Bharat Abhiyan’ or ‘Clean India Mission’ is the best tribute that we can give to Mahatma Gandhi. The initiative has started showing its results in the past few years and a sense of responsibility has been evoked in the minds of the citizens. There is a huge participation in the campaign from all the corners of the nation. The drive has taken the face of a national movement and people are joining hands to clean their surroundings and environment.

The Clean India Mission is not only the responsibility of the government but it needs the unanimous support of its people to achieve its goal. If the same zeal and zest continues forever then the day is not very far when there will neither be a single heap of garbage nor a particle of dirt in our surrounding. And this will be the day when we can pay tribute to Mahatma Gandhi in real means.
