PhD: so what does it really stand for?

Recently, during some particularly thorough literature research, I stumbled on a list of alternative interpretations of the acronym PhD. Most were funny: protein has degraded, parents have doubts. But one froze my face in a bittersweet grimace: paid half of what I deserve.

When I was still a rookie PhD student, I read with outrage an Economist article entitled the disposable academic , which argued that doing a PhD is mostly needless. Lately, I've come to think of the PhD as more of a heavily spicy meal. It doesn't matter how much you enjoy the process, once you're done, you still have half of the pain ahead.

The years of academic slog to work your way up to a full tenure slot (professorship? ha – dream on!) are not much different from the work of a PhD in terms of relentless benchwork (pipetting hand disease) and unceasing literature research (pound head on desk), served on a fixed menu with professional uncertainty (please hire: desperate). All of which result in, if not professorship, then potential heavy drinking.

PhD students and postdocs are the working class of academic research and paid accordingly. Although postgraduates are crucial to the generation, discussion and dissemination of knowledge, 50% pay (i.e half of what they deserve) is standard for PhDs in natural sciences and not even guaranteed in the arts and humanities. It's depressing to think that the overall salary of a PhD candidate is less than the cost of much lab equipment. Lab devices are meant to last years – but, hell, what about the work of PhD students in a system where knowledge is incremental?

There could be several reasons for this discrepancy. Equipment and consumables are costly and have a substantial impact on future budget setting. The number of PhDs, meanwhile, is inflated and international competition is fierce. PhD candidates are earning a degree, which shouldn't come for free, and demands motivation and not a little self-denial – including financially.

PhD candidates are at their infancy in science and being trained to do something different from their education to date – lessons in theory combined with practical labwork – as they move into more independent, innovative research. And contributing to the advancement of knowledge requires a certain naive idealism, right? But does this mean it's okay to exploit highly educated individuals ( probably heavily in debt )? No.

The possible solutions are simple. The most obvious is: raise the salary of PhD students. A remedy for the resulting scarcity of resources would be stricter selection so that only the best candidates started a PhD. Realistically though, this is never going to happen. It's not because policymakers are greedy but because it would mean a reduction of PhDs and thus a slowdown of science.

A second option wouldn't hinder research, and might even enhance it: cut the salary of professors by half. If there are solid reasons for PhDs being paid half of what they deserve, then the same hold good for professors. They too are doing something different from their previous jobs. After tenure, natural scientists move out of the lab and into an office from where they supervise the research of their team members. The knowledge acquired before (both theoretical and practical) still counts, but the job looks quite different.

Political and managerial skills are equally essential, and nurtured for the sake of tenure, not science. Top-tier staff write proposals, manage funds and coordinate subaltern research units and are sometimes scarcely involved with the generation, presentation and discussion of results which is the core purpose of science. Some department chairs merely take note of advancements generated from the institutes they preside over, but co-author papers nonetheless.

Wages of these academic administrators, then, don't deserve to sit even at 50%. And however grim this may sound to today's professors and those postdocs close to a permanent role, the benefits might appeal to future professors much more. Reduction in salaries for tenured staff will create new professorial appointments and reduce the imbalance between the number of temporary researchers and professors, while smaller research units will favour better supervision of PhD candidates and reduce fixed costs.

Today's professors probably already earn too little, after so many years of being underpaid. As one reader wrote in response to that Economist article: "The PhD student is someone who forgoes current income in order to forgo future income." But if some of the surplus resulting from a slash in professorial salaries flowed down to PhDs and postdocs, then entry level professors would be put in a better financial position.

In this light, cuts to science funding (like those we have seen recently in the US) could be an opportunity. Will they slow down scientific advancement? Most probably, yes. But here is a chance for the elite to rethink the way science is done and stop placing merit only on the levels of grant money they gain, the papers they publish, and the prestige they acquire, but instead taking a closer look at the predicament of those who prop this community up.

Advocates of competition see it as a positive outcome of the current shortage of funding and resources. But to defend job insecurity as the main incentive to scientific advancement is offensive. Science would benefit more from a harmonious coexistence of its members than by favouring ruthless competition.

Jorge Cham, creator of the wittily depressing PhD Comics series, revealed that a major motivation for his sketches was to give solace to fellow PhDs struggling as he did through their postgraduate years. He interprets the acronym as piled higher and deeper. You might think of the paper bulk on your desk, but I believe he had something else in mind.

PhD actually stands for philosophiae doctor , or doctor of philosophy. As we say in my native Italian: prendila con filosofia (take it easy, take it as it comes). And waiting for a change in the current system, or for a global PhD manifesto to emerge, one cannot take it any other way.

“M.D.” vs. “Ph.D.” vs. “Dr.”: Are They Synonyms?

Quick: when you hear the word doctor , what do you picture?

Most would probably describe someone in a white lab coat with a stethoscope hanging around their neck or someone in medical scrubs—someone you would seek out if you have a deep cut that needed stitches.

That word doctor , however, is a title assigned to many who don’t come close to that description, many of whom you wouldn’t want stitching up that cut. Take your English professor, for instance. No offense, Dr. Barrett. 

It can all be a bit confusing, which is why it’s important to know who and why someone might be called a doctor , as well as what all those initials and abbreviations after their name mean. Here we break it all down.

What does Dr. mean?

Let’s start with doctor or D r . for short. While the first definition of the word is “ a person licensed to practice medicine,” that doesn’t mean you want to take medical advice from anyone who calls themselves a doctor . There are many looser definitions of the word that follow and, frankly, make things a bit confusing.

For example, the third definition is older slang for a “cook, as at a camp or on a ship,” while the seventh entry is “an eminent scholar and teacher.” Bugs Bunny didn’t help matters either by plying anyone and everyone with his famous greeting,“What’s up, doc?” 

The term doctor can be traced back to the late 1200s, and it stems from a Latin word meaning “to teach.” It wasn’t used to describe a licensed medical practitioner until about 1400, and it wasn’t used as such with regularity until the late 1600s. It replaced the former word used for medical doctors— leech , which is now considered archaic.

Physician vs. doctor : are these synonyms.

While the term physician is a synonym for doctor , it’s typically used to refer to those who practice general medicine rather than those who perform surgery, aka surgeons . 

A quack , on the other hand, is defined as “ a fraudulent or ignorant pretender to medical skill.”

What does M.D. mean?

Moving on to initials that carry more weight than a nod from Bugs, let’s look at M.D.s .

M.D. , which can be used with or without the periods ( M.D. or MD )  is the designation for a medical doctor. This is earned by attending medical school (typically a four-year program after completing at least one undergraduate degree, plus a residency program), and learning to diagnose patients’ symptoms and offer treatment. 

The initials M and D stem from the Latin title  Medicīnae Doctor. There are many different types of doctors, with different specialties, but if you have a physical ailment, visiting a doctor with the initials M.D. is a good place to start.

Specialty doctors may add even more initials to their title, such as DCN (doctor of clinical nutrition), DDS (doctor of dental surgery), or countless others they acquire with additional training. To make things even more confusing, some may add abbreviations from medical associations they belong to, such as FAAEM (Fellow of the American Academy of Emergency Medicine).

This article will outline the key differences between a MD and a PhD. If you are unsure of which degree is suitable for you, then read on to find out the focuses and typical career paths of both. Please note this article has been written for the perspective of a US audience.

What is a MD?

MD (also seen stylized as M.D and M.D.) comes from the Latin term Medicīnae Doctor and denotes a Doctor of Medicine.

MDs practice allopathic medicine (they use modern medicine to treat symptoms and diseases). A common example would be your physician, though there are numerous types of medical doctors, with different areas of speciality and as such may be referred to differently.

What is a PhD?

A PhD (sometimes seen stylized as Ph.D.) comes from the Latin term Philosophiae Doctor and denotes a Doctor of Philosophy.

A PhD can be awarded for carrying out original research in any field, not just medicine. In comparison to an MD, a PhD in a Medicinal field is focused on finding out new knowledge, as opposed to applying current knowledge.

A PhD in Medicine therefore does not require you to attend medical school or complete a residency program. Instead, you are required to produce a thesis (which summarizes your research findings) and defend your work in an oral examination.

What is the difference between a MD and a PhD?

Both are Doctoral Degrees, and someone with either degree can be referred to as a doctor. But for clarity, MDs are awarded to those with expertise in practicing medicine and are therefore more likely to be found in clinical environments. PhDs are awarded to researchers, and are therefore more likely to be found in academic environments.

This does not mean that MDs cannot pursue a research career, nor does it mean that a PhD cannot pursue clinical practice. It does mean, however, that PhDs are more suited to those who would wish to pursue a career in research, and that MDs are more suited to those who prefer the clinical aspects of medicine or aspire to become a practicing physician.

It should also be noted that a medical PhD doctorates possess transferable skills which make them desirable to various employers. Their familiarity with the scientific method and research experience makes them well suited to industry work beyond medical research.

Program structure and time

The standard MD program structure sees students undertake 2 years of coursework and classroom-based learning, before undertaking 2 years of rotational work in a clinical environment (such as a hospital). Getting an MD requires attending a medical school (accredited by the Liaison Committee on Medical Education) and completing a residency program. Both of which prepare students to diagnose patients and practice clinical medicine.

The standard PhD program lasts 5 to 7 years and sees students undertake original research (monitored by a supervisor). Getting a PhD requires the contribution of novel findings, which leads to the advancement of knowledge within your field of research. With the exception of some clinical PhDs, a PhD alone is not enough to be able to prescribe medicine.

PhD doctorates are required to summarize the purpose, methodology, findings and significance of their research in a thesis. The final step is the ‘ Viva Voce ’ where the student must defend their thesis to a panel of examiners.

To summarize, a MD program usually lasts 4 years, whilst a PhD program lasts 5 to 7 years. Before being licensed to practice medicine, however, you must first complete a residency program which can last between 3 to 7 years.

What is a MD/PhD?

A MD/PhD is a dual doctoral degree. The program alternates between clinical focused learning and research focused work. This is ideal for those who are interested in both aspects of medicine. According to the Association of American Medical Colleges, an estimated 600 students matriculate into MD-PhD programs each year .

The typical length of a MD/PhD program is 7 to 8 years, almost twice the length of a MD alone. As with a MD, MD/PhDs are still required to attend medical school and must complete a residency program before being able to practice medicine.

In comparison to PhD and MD programs, MD/PhD positions in the United States are scarce and consequently more competitive. The tuition fees for MD/PhD positions are typically much lower than MD and PhD positions are sometimes waived completely.

Those who possess a MD/PhD are commonly referred to as medical scientists. The ability to combine their medical knowledge with research skills enables MD/PhDs to work in a wide range of positions from academia to industrial research.

PhD students earn major NSF graduate research fellowships

Three Electrical, Computer and Energy Engineering graduate students have received 2024 National Science Foundation (NSF) Graduate Research Fellowships for their promising quantum and metameterial antennas research.  

This year, the NSF awarded 27 students from CU Boulder , including 18 from the College of Engineering and Applied Science with the 2024 graduate research fellowship, a prestigious award recognizing students in a wide variety of STEM disciplines, exploring some of the most pressing issues of our time. 

Each recipient will receive three years of financial support, including an annual stipend of $37,000, as well as professional development and research opportunities.

Bio: Siddiqui is a first-year PhD student with a research concentration in Quantum Engineering and Architecture. She graduated from Louisiana State University, home of the Tigers, with a degree in computer science.

My proposal involves creating a new benchmarking/testing framework for the next generation of error-corrected quantum computers. Given the noise of physical qubits, recent work has suggested combining the state of several physical qubits to create a logical qubit. I will collaborate with Dr. Josh Combes and Sandia National Labs for my PhD. Through this work, the quantum community will have a tool-kit that will help us determine how well a quantum computer performs, diagnose what and where the issues are and create solutions to realize full-scale, error-corrected quantum systems.

Bio:  Pham received their Bachelor's and Master's degrees in Electrical & Computer Engineering from the University of Oklahoma, where he conducted research on RF filters. After graduating, he worked for 3 years in industry as an RF engineer developing radar systems. He will begin his PhD this fall 2024. 

My research proposal is on the application of multi-material additive manufacturing techniques for metamaterial antennas. Metamaterial antennas are capable of more sophisticated capabilities and unique form-factors compared to conventional antennas. By leveraging multi-material additive manufacturing, there are more degrees-of-freedom for the shape and composition of the metamaterials. This research would enhance the design flexibility and capabilities of next-generation antennas to meet the growing performance demands of future wireless systems.

Taylor Swift's "Post Mortem" Apple Music Code Has A Sad Meaning

Long-time Swifties got a healthy dose of nostalgia in the week leading up to The Tortured Poets Department . On April 13, Apple Music updated their Instagram and X (formerly called Twitter) bios to read: “ A word a day til the @taylorswift13 album drops.” Since then, Apple Music users have been noticing secret codes in the lyrics of her music, spelling out an ominous message: “We hereby conduct this post-mortem.”

Swift’s method of delivering this message — capitalizing certain letters in song lyrics on the Apple Music app to spell out a word — is a callback to her old ways. (For her first five albums, up to 1989 , she would write out similar codes in her album booklets.)

Sooo, what does the phrase, “Hereby conduct this post-mortem,” mean? In Latin, “post-mortem” directly translates to “after death.” Today, it is used as a synonym for an autopsy, a process of examining a corpse to determine cause of death. (In corporate America speak, it means “an analysis or discussion of an event after it is over,” per Merriam-Webster .)

For Swifties, this opens up a whole new realm of what’s to come in TTPD . Some have pointed out that Swift used similar language onstage when introducing “Betty” on tour . “My albums have characteristically been sort of excruciatingly autobiographical , where when I put out an album, sometimes, it feels like getting some sort of live-streamed public autopsy or something,” she said.

That’s not all. The album art is all in shades of black and grey — mourning colors. A fan on X also pointed out that some of the TTPD visuals, specifically the library catalogs, seem to resemble something more morbid. “This is giving morgue ,” @mirrorswifft tweeted, connecting the idea to lyrics in “You’re Losing Me”: “I can't find a pulse / My heart won't start anymore / For you.”

This code seems hint at more death imagery to come... and potentially this motif could be a way to help Swifties prepare for the rebirth of Reputation . Here are all the codes and their possible meanings.

“Glitch”: “Hereby”

Swifties figured out the first word on April 13, discovering it in the lyrics for her song “Glitch,” which had a place on her “denial” playlist. The song has lyrics like, “I thought we had no chance / And that's romance, let's dance” — so, it’s fair to say the music is not portraying the most secure connection of all time.

“Glitch” also focuses on the tenuous beginning of a relationship, with lyrics like, “We were supposed to be just friends / You don't live in my part of town, but maybe I'll see you out some weekend.” Maybe the rest of the selected songs will follow the relationship chronologically?

“Peace”: “Conduct”

Swift’s next code was unscrambled to read, “conduct.” Swifties found it in the lyrics for “Peace” off of her 2020 folklore album. (It’s also in her Apple Music “bargaining” playlist.) The track is a... tough one for fans who shipped Swift and Joe Alwyn together. In it, she sings about not being “enough” to make up for the chaos surrounding her and her partner.

There are some other devastating lyrics in there, too. “I'd swing with you for the fences / Sit with you in the trenches / Give you my wild, give you a child,” she sings in one part.

In another moment, she seems to be pleading, “All these people think love's for show / But I would die for you in secret / The devil's in the details, but you got a friend in me / Would it be enough if I could never give you peace?” And this is on the “bargaining” playlist? Let’s reiterate: tough .

“Better Than Revenge”: “This”

Next up, Swift left the code “this” in “Better Than Revenge.” The song might be one of her shadiest, but it’s definitely catchy. (It also happens to be in Swift’s “anger” playlist — as it should.)

Instead of being penned to a partner, this track is directed to the other woman, whom Swift blames for the downfall of the relationship. She sings,

Let's hear the applause / C'mon show me how much better you are / See you deserve some applause / 'Cause you're so much better / She took him faster than you could say sabotage.

Let the record show, Swift wrote this song when she was still a teenager. “I was 18 when I wrote that ,” she told Guardian in 2014. “That's the age you are when you think someone can actually take your boyfriend. Then you grow up and realize no one can take someone from you if they don't want to leave.”

Still, it’s interesting that a song allll about revenge was chosen to hold a code word for the upcoming release.

“Clean”: “Post”

The code “post” appeared in Swift’s 1989 song “Clean,” which has a spot on her “acceptance” playlist, BTW. The song is all about the pain (and relief) of letting go of a toxic habit — more likely, a toxic person.

In the song, Swift sings, “Rain came pouring down / When I was drowning, that's when I could finally breathe / And by morning / Gone was any trace of you, I think I am finally clean.” Pretty straightforward, no?

Swift previously spoke about the song’s meaning in a 2015 interview with Tavi Gevinson for Elle :

“Clean” I wrote as I was walking out of Liberty in London. Someone I used to date — it hit me that I’d been in the same city as him for two weeks and I hadn’t thought about it. When it did hit me, it was like, ‘Oh, I hope he’s doing well.’ And nothing else... The first thought that came to my mind was, I'm finally clean .

It only makes sense that she’d pair this song with the message of “post” — hinting at the feeling of calmness once things finally were over, aka post-relationship.

“We Were Happy”: “We”

Swift changed things up on April 17. While the rest of her coded message seemed to be going in sequential order, her fifth secret word, “we,” belongs at the beginning of the message. That means, it read, “We hereby conduct this post...”

The code word was hidden in the lyrics of “We Were Happy,” which is on her “depression” playlist, BTW. Swift released the vault track in 2021 as part of Fearless (Taylor’s Version) .

The song’s lyrics go:

When it was good, baby, it was good, baby / We showed 'em all up / No one could touch the way we laughed in the dark / Talkin' 'bout your daddy's farm / And you were gonna marry me / And we were happy.

“Begin Again”: “Mortem”

The final secret code word was “ mortem ,” completing Swift’s puzzle on a macabre note. The song was hidden in the lyrics for “Begin Again,” which has a place on her “acceptance” playlist on Apple Music.

The song is one of the most hopeful tracks on Red , which Swifties consider to be her last true breakup album. In it, she sings, “I've been spending the last eight months / Thinking all love ever does / Is break and burn, and end / But on a Wednesday in a cafe / I watched it begin again.”

Maybe conducting the autopsy of her past relationships is what gives her the space to start over with Kelce?

When Amarantha takes Tamlin and the other High Lords Under the Mountain, it seems like they'll never escape her clutches. Feyre ventures Under the Mountain to help Tamlin, and she faces a series of tests in order to save the man she loves. Amarantha throws Feyre into dangerous situations, even pitting her against a Wyrm, and she also takes any opportunity to mock her illiteracy and mortality.

This comes back to bite ACOTAR 's villain later on, as Feyre eventually liberates Tamlin and Prythian by solving a riddle. Amarantha tells Feyre from the very beginning that she can immediately free them if she pieces together her puzzle — and it's clear that the faerie queen doesn't believe Feyre is capable of it. Feyre proves her wrong, solving the riddle just as she's about to die. Fortunately, her success saves her own life and Prythian. It also ensures that Amarantha gets her comeuppance. But Amarantha's riddle has a deeper meaning in ACOTAR , bringing the narrative together nicely.

Amarantha's riddle in A Court of Thorns and Roses is a bit cryptic, painting a picture of something that can be a blessing or a " difficult beast to defeat. " Various lines of the villain's riddle contradict each other in this way, and Feyre eventually realizes that this is because she's referring to " love ." Depending on the circumstances, love can be joyful or painful — and despite the latter, it's something that people still spend their lives seeking. ACOTAR 's riddle alludes to all of this, with the full thing reading as follows:

There are those who seek me a lifetime but never we meet, And those I kiss but who trample me beneath ungrateful feet. With love being a central theme in Maas' ACOTAR books , it makes sense that Amarantha's riddle would circle back to it . And despite this answer fitting every line of the villain's puzzle, it's easy to see how Feyre could miss it. Lines about killing make the answer seem more dangerous or tangible. Love can certainly get someone killed — or even cause enough pain to feel deadly — but it's hardly the first thing that comes to mind after such a statement. Still, the darker parts of Amarantha's riddle serve a purpose: they hold a deeper meaning for her character.

How The Riddle Hides A Deeper Meaning For Amarantha

Just as the ending of ACOTAR is obvious from Tamlin's name , Amarantha's fate is teased in her own riddle . A Court of Thorns & Roses' villain is motivated by power, but she's also desperate for Tamlin's love — and very bitter that she can't seem to obtain it. Amarantha's treatment of Feyre stems from her obsession with Tamlin, and her refusal to accept that her love is unrequited is the reason for her downfall. The riddle's use of words like " scorned " and " ungrateful " isn't coincidental. It paints a picture of the person who's dictating it, even if she doesn't realize this.

ACOTAR 's villain dies due to the dark side of her love, and her riddle sets this up perfectly.

Amarantha also believes that the " strikes " in the riddle apply to Feyre's love for Tamlin, suggesting it will beat her down until she perishes. However, these lines speak more accurately of Amarantha's situation. Although she holds the power for much of A Court of Thorns and Roses, the villain is clearly growing increasingly frustrated with Tamlin's rejection. And when Tamlin finally gets free, he takes her life for what she's done. ACOTAR 's villain dies due to the dark side of her love, and her riddle sets this up perfectly.

How Amarantha's Riddle Also Has Meaning For Feyre

Amarantha's riddle describes her own situation, but it also holds a deeper meaning for Feyre . It's no wonder the villain comes up with this particular puzzle when looking at her own circumstances and those of her opponent. Amarantha doubts Feyre's ability to work out a riddle, but she also doesn't think that Feyre truly loves Tamlin — not enough to work out the meaning of her words. She underestimates how much Tamlin and Feyre care for one another, refusing to acknowledge that Feyre is " the clever and the fair " heroine referenced in the riddle.

A Court of Mist and Fury may alter her feelings for Tamlin , but they leave no room for doubt in the first book.

Why is 4/20 associated with weed?

There are many theories about why "4/20" is associated with marijuana, some with more validity than others. Perhaps the most plausible origin story comes from five teenagers in a California high school.

One rumor, which has been proven false, is that "420” is code among police officers for “marijuana smoking in progress." Another points to a vague reference in a 1966 Bob Dylan song .

Popular lore  ties the birth of "4/20" to a group of high schoolers attending Northern California's San Rafael High School in the early 1970s. The five teens – Steve Capper, Dave Reddix, Jeffrey Noel, Larry Schwartz and Mark Gravich – became known as the “Waldos” because they met by a wall.

The students met at 4:20 p.m. by the statue of chemist Louis Pasteur to smoke weed, presumably because most extracurricular activities had ended by that time.

“We weren’t stupid stoners,” Capper, 68, an original Waldo said, pointing to a certificate for exceptional achievement and citizenship he received in school. The Waldos engaged in after-school activities like sports and studying, so 4:20 was chosen as the time the group could all meet up. The rest is history.

“We got tired of the Friday-night football scene with all of the jocks," Reddix told TIME Magazine in 2017 . "We were the guys sitting under the stands smoking a doobie, wondering what we were doing there."

Reddix would later work with Phil Lesh, the bass guitarist for the rock band "The Grateful Dead." According to TIME Magazine , the band popularized the term. On Dec. 28, 1990, a group of the band's fans, known as "Deadheads," passed out flyers in north California encouraging people to smoke on April 20 at 4:20 p.m. One of the flyers was published in cannabis-culture magazine High Times .

In 2019, Gov. Greg Abbott signed  House Bill 1325  into law. The law allows the production, manufacture, retail sale, and inspection of industrial hemp crops and products in Texas granted that they stay at 0.3% or less  delta-9 THC level . This also includes products for consumable hemp products that contain cannabidiol (CBD), as well as other edible parts of the hemp plant.

On April 10 , 2024, the Attorney General signed ATF’s final rule, Definition of “Engaged in the Business” as a Dealer in Firearms, amending ATF’s regulations in title 27, Code of Federal Regulations (“CFR”), part 478. The final rule implements the provisions of the Bipartisan Safer Communities Act (“BSCA,” effective June 25, 2022), which broadened the definition of when a person is considered “engaged in the business” as a dealer in firearms (other than a gunsmith or pawnbroker). The Final Rule clarifies that definition. It will be published in the Federal Register and will be effective 30-days from publication.

This final rule incorporates BSCA’s definitions of “predominantly earn a profit” and “terrorism,” and amends the regulatory definitions of “engaged in the business as a dealer other than a gunsmith or pawnbroker” and “principal objective of livelihood and profit” to ensure each conforms with the BSCA’s statutory changes and can be relied upon by the public. 

The final rule clarifies when a person is “engaged in the business” as a dealer in firearms at wholesale or retail by:

  • clarifying the definition of “dealer,” and defining the terms “purchase,” “sale,” and “something of value” as they apply to dealers;
  • adding definitions for the term “personal collection (or personal collection of firearms, or personal firearms collection),” and for “responsible person”;
  • setting forth conduct that is presumed to constitute “engaging in the business” of dealing in firearms, and presumed to demonstrate the intent to “predominantly earn a profit” from the sale or disposition of firearms, absent reliable evidence to the contrary, in civil and administrative proceedings;
  • clarifying that the intent to “predominantly earn a profit” does not require the person to have received pecuniary gain, and that intent does not have to be shown when a person purchases or sells a firearm for criminal or terrorism purposes;
  • clarifying the circumstances when a person would not be presumed to engaged in the business of dealing in firearms, including as an auctioneer, or when purchasing firearms for, and selling firearms from, a personal collection;
  • addressing the procedures former licensees, and responsible persons acting on behalf of such licensees, must follow when they liquidate business inventory upon revocation or other termination of their license; and
  • clarifying that licensees must follow the verification and recordkeeping procedures in 27 CFR 478.94 and Subpart H , rather than using an ATF Form 4473 when firearms are transferred to other licensees, including transfers by a licensed sole proprietor to that person’s personal collection.

Please note that this is the text of the final rule as signed by the Attorney General, but the official version of the final rule will be as it is published in the Federal Register. The rule will go into effect once it is published in the Federal Register.
