School assignment change window opens

Greenville County Schools’ change-in-school-assignment choice window will be open from Dec. 7 through Dec. 18. Parents may submit a choice form for up to three schools.

Parents should turn in the forms at their No. 1 choice school. Parents will not be allowed to line up at schools; time of receipt is not a factor in school assignment.

A lottery will be held and results posted by Feb. 17 on the school district website, providing the order of lottery selections by grade for each school. Names will not be listed.

Available space by grade level will determine the assignments. Beginning Jan. 19, change in assignment choice requests will be date and time stamped at each requested school and listed in that order on the school’s waiting list, behind students on the lottery waiting list. All parents will be notified of their children’s 2016-17 school assignment no later than March 24, 2016.

The change-in-assignment-choice lottery does not impact the application process for the district’s magnet schools and Sara Collins Elementary. Some other schools have their own student assignment methods: Dr. Phinnize J. Fisher Middle’s population plan may be viewed at greenville.k12.sc.us/News/docs//1306/fisher_assign.pdf.

Sterling School has a first choice geocode assignment area as well as the change in assignment choice process. Students for the Charles Townes Center are selected using Gifted and Talented criteria. Students selected for the Fine Arts Center may request to attend Wade Hampton High. Others may attend through the change-in-assignment process.

Limited School Choice

Annually, principals will receive a set of administrative restrictions (based on population growth, student projections, and space availability) governing exceptions to school assignments. Principals may request changes to these restrictions by submitting a written request to the Coordinator of Student Assignment. Parents may request a change in assignment by completing a Change in School Assignment form at the school they are requesting. Magnet School applications are available at the requested Magnet Schools. Applications for the Sara Collins Elementary IB program may be made at Sara Collins Elementary School.

  • Schools are to accept change-in-assignment requests regardless of any restrictions on reassignments.  
  • All requests for change in assignment must be submitted on the proper form, which must be date-and time-stamped when received at the school. Requests will be processed on a first-come, first-served basis.  
  • Principals will approve or deny requests on a first-come, first-served basis based on applicable restrictions, and will forward the completed request forms to the Coordinator of Student Assignment within two days of receipt. Students whose requests are denied because of restrictions will be placed on a waiting list for the requested schools.  
  • Requests processed before the next year student file rollover (NYRO) will receive a response on the yearly student assignment letter in April. Requests processed after the NYRO will receive letters of approval or denial from the Coordinator of Student Assignment.  
  • Requests for students to remain at a school due to parental change of residence out of the school attendance area will be granted for the remainder of that school year so long as the student is eligible to be enrolled in Greenville County Schools.  
  • Children of full-time employees at a school will be granted an exception at that school when so requested. Children of full-time employees who reside outside Greenville County Schools will be granted tuition free enrollment. This enrollment is subject to any administrative restrictions governing exceptions to school assignments.  
  • When all or part of the student body of an existing school is reassigned, students in rising grades 5, 8, 10, 11 and 12, whose parents so request, will be granted an exception to remain at that school so long as their residence does not change.  
  • Requests by students qualifying for services under the Individuals with Disabilities Education Act or for accommodations under Section 504 of the Rehabilitation Act will be considered on an equal basis if the requested school provides an appropriate education in accordance with the student’s individualized education program or accommodation plan, is appropriately accessible, and has space in the program the student requires. 9. Requests for changes in assignment to the Sterling School will be granted first to those students whose parents reside in the identified first-choice geocodes surrounding the school. As space permits, requests for reassignment to the Sterling School will be granted on a first-come, first-served basis to students whose parents reside outside the first-choice geocodes. Qualifying students will be invited to attend the Charles Townes Center based on academic eligibility.  
  • Renewals of Change-in-Assignment Requests School-assignment exceptions will be granted for one year only, and parents must renew yearly, on the form provided, their request for their child to remain at the school for which an exception was granted. The granting of an exception for one year does not guarantee that an exception will be granted for the following year.  
  • Change-in-assignment requests may not be denied based on the race, sex, religion, marital status, or national origin of the student.  
  • Requests may be denied when restrictions so dictate or when a parent has willfully falsified their address for the purpose of having their child attend a particular school without an approved exception.  
  • When problems with attendance, tardies, late pickup, or behavior have caused a student to be placed on probation at a school where he or she has been granted an exception, such problems may result in the denial of an exception for the following year.  
  • No Child Left Behind Students in Title I schools identified for improvement will be offered, in writing, exceptions as dictated by the federal No Child Left Behind legislation.  
  • Magnet Schools Exceptions for attending Magnet Schools will be granted, subject to applicable restrictions, when a student applies, qualifies, and is accepted under the Magnet Schools procedures. Renewals to Magnet Schools must be declared annually on the form provided.  
  • It is the responsibility of the parents to provide punctual transportation for any students granted exceptions under parts A and B above.  
  • Transportation will be provided for Sterling School students who reside more than 1.5 miles from that school.  
  • Transportation will be provided, when requested, for students granted exceptions under parts D and E above.  
  • All appeals must be initiated with the Coordinator of Student Assignment.  
  • For appeals involving applications to Magnet Schools or the Sara Collins Elementary IB program, any decision by the Superintendent (or Designee) is final.  
  • For appeals involving general requests for changes in school assignments, any request for review by the Board of Trustees must be submitted on the proper form by the last working day of May preceding the special called Board meeting in June, at which the appeal will be considered.

SC Senate to debate bill about banning transgender youth medical care, what to know

Just days before the legislative session ends on May 9, the South Carolina State Senate is expected to debate a bill that would ban medical care for transgender youth on Tuesday, April 30.

Passed by the House of Representatives after being introduced in the first week of the new legislative session in January, the bill bars anyone under the age of 18 from receiving gender reassignment surgery or any form of puberty-blocking or hormone therapy for transgender youth. If passed by the Senate, it would also make it a felony for doctors who perform gender assignment surgery on those under the age of 18.

Dr. Elizabeth Mack, president of the South Carolina Chapter of the American Academy of Pediatrics, testified against the bill during a Senate Medical Affairs Subcommittee on Feb. 14.

"We have less than 2,000 trans kids in the state, as far as we know, some never seeking medical care, and less than 1% are regretting their transition," she said.

While those in favor of the bill tout it intends to protect children, others point to studies that show transgender and non-binary youth who use hormones and puberty blockers show lowered signs of depression and anxiety .

In February, Greenville County Libraries Board of Trustees unanimously voted to relocate children's materials depicting transgender minors from the children's section to the parenting section, where only adults or minors with library cards allowing them to check out books from any section can access them, as previously reported by the Greenville News.

More recently, South Carolina's Superintendent of Education Ellen Weaver instructed school districts not to implement new federal regulations unveiled by President Joe Biden that seek to protect vulnerable students, including LGBTQ+ students. The latest changes to Title IX, which will take place in August, add protections from discrimination based on gender identity. Title IX is a federal civil rights law banning sex-based discrimination for students and employees attending federally funded schools.

"By redefining the class of people that Title IX intends to protect, the Biden administration’s rule seeks to change the meaning and purpose of the underlying law, thus compelling the speech of students and teachers related to preferred pronoun use, upending biology-based protections for females in athletics, bathrooms, locker rooms, overnight accommodations, and other sex-separate spaces and activities; placing massive legal uncertaintyand compliance costs on districts; and creating chaos and confusion for teachers, students, and parents," Weaver wrote in a memo for district superintendents and South Carolina school board members.
