Introduction (Essay on Female Foeticide)

Female foeticide in India is the abortion of a female foetus outside of legal means. The frequency of female foeticide killing in India is increasing day by day. The natural sex ratio is between 103 and 107, and a higher number shows female foeticide. 

According to the Census of India, the sex ratio of 0 to 6-year-olds in India increased to 102.4 per 100 women in 1961, 104.2 in 1980, 104.5 in 2001 and 108.5 in 2011.

The sex ratio of children is within the natural range of all the eastern and southern states of India, but only slightly higher in some western and especially northwestern states of Maharashtra, Haryana and Jammu and Kashmir (118, 120 and 116, respectively).

According to the 2011 Western Census, the sex ratio of child sex in Maharashtra and Rajasthan is at 113, Gujarat at 112, and Uttar Pradesh at 111.

Census data of India shows that there is a positive relationship between the exceptional sex ratio and functional socio-economic status and literacy. It may be linked to the practice of dowry in India, where dowry kills when a girl lives under financial burden. 

According to 1991, 2001 and 2011 census, the sex ratio is higher in urban India, while female foeticide is higher in urban India. Similarly, the sex ratios of over 115 girls per 100 girls are found in areas where Hindus, Muslims, Sikhs or Christians are more likely.  

There is a “normal” child sex ratio of 104 to 106 boys per 100 girls in areas where Hindus, Muslims, Sikhs or Christians are more likely. These data refute any hypothesis that suggests that sexual selection is an ancient practice that occurs among the illiterate, poor, or particular religions of Indian society.

There is debate whether these high sex ratios are solely because of female foeticide or because natural causes explain some higher ratios. The Pre-Conception and Pre-natal Diagnostic Techniques Act (PCPNDT) was passed by the Government of India in 1994 to prohibit and punish preterm sex tests and female foetus. 

It is illegal for anyone to determine or disclose the sex of the foetus in India. However, there are concerns that the PCPNDT law authorities are not adequately enforcing it.

High gender ratio implications

The school of scholars suggests that the sex ratio of boys’ sex with girls outside the normal 105-107 range is essentially a sex-selective abortion. These scholars claim that the sex ratio at birth and the sex ratio at birth are very stable in the human population.

Significant deviations in the standard range-to-sex rate can only be explained by manipulation, i.e. sex-selective abortion. In a widely cited article, Amartya Sen compared the birth sex ratio in Europe (106) and the United States (105) with that of people in Asia (107+). 

It argued that East Asia, West Asia, and South Asia might have a higher sex ratio may be because of excessive female deaths. Sen’s research suggests that women and men have a better survival rate if men and women receive the same nutrition and medicine and good health care, and that genetically fragile men have sex. 

Census claims that the number of ‘missing women’ from extra women surviving in Asia was like men in Europe and the United States. According to Sen, the high birth-sex ratio for decades represents an 11% drop in females in Asia, or over 100 million women missing from India’s 3 billion populations.

Reasons for female foeticide

Various theories have been proposed as reasons for sex-selective abortions. Some researchers favour culture, and some parties dislike access to gender-biased resources. Natural causes may also explain some unusual sexual proportions. Klassen and Wink suggest that high sex ratios in India and China are mainly the result of sex-selective abortions.

Cultural significance

The school of scholars suggests that female foetus can be traced through history and cultural background. Generally, male babies are preferred because they provide humanitarian labour and success to the family lineage. 

The abortion of a female foetus is widespread in areas where cultural norms are emphasised on males for various social and economic reasons. They often prefer the son as an “asset” because he can earn and nurture a family. A daughter is a “liability” because she marries another family and therefore does not financially support her parents. 

Female foeticide is a different form of prevention or postpartum healthcare in some households. In some cultures, sons are expected to look after parents in their old age. These factors are complicated by the impact of diseases on the sex ratio of children, where infectious and non-infectious diseases affect men and women differently.

Dowry system:

Although the dowry system is legally abolished with the Dowry Prohibition Act of 1961, the prevalence of corruption and corruption in supervised families continues throughout India. Dowry means paying from the bride’s family to the groom’s family at the time of the wedding. 

Theoretically, selecting a partner increases the benefit of the marriage and has equal returns for both participants. It means that Pareto is correct and balanced when no one chooses to get along well with another partner or decide not to marry.

However, if both partners do not share the same returns, there must be a transfer of funds between them to reach efficiency. In Indian society, economic growth has allowed men to work and earn income in “productive” jobs, but most women do not tolerate these opportunities. 

Therefore, women and their families must compete for men and pay the dowry for the lack of productive inputs that bring them into marriage. The dowry trend in India has been growing over the past six decades. Between 1921 and 1981 there was an increase of 15 percent. This partnership is of great importance to women so they can reap the benefits so they can benefit. 

The power hierarchies and financial obligations created by this system help support actions such as female foeticide and high son preference. Technological advances leading to sex-selective abortions reduce the cost of discrimination, and many consider it better to pay “now 500 rupees (abortion)” instead of 50,000 (dowry).

Also, dowry costs are beyond marriage. The bride’s family will bear the burden of high prices for the groom.

India’s weak social security system:

Another reason for this male preference is the financial benefits of having a son and the cost of becoming a daughter. In India, there is a minimal social security system, so parents look to their sons to look after and care for their future in old age. Daughters are responsible because they have to move to another family after they are married and cannot look after their parents. 

Also, they do not finance family wealth and are expensive because of the dowry system. In India, people view men’s work as “productive” and contribute to the family, but this concept is lacking in the social perception of female labour. They also relate it to men getting high-paying jobs in India and financing their families. 

Women need to increase access to education and financial resources to reach lucrative employment levels and change public perception of daughters’ financial responsibilities. With this cost and benefit analysis, many families have concluded that women’s lives should be prioritised over the lives of male children to ensure their financial future.

The traditional social security system in India is family-centred, with three generations of joint families living together and looking after each other.

Law and Governance:

India passed its first abortion-related legislation, known as the Medical Termination of Pregnancy Act 1971, which legalised abortion in most states, but included legal reasons for abortion, medical risks, and rape for the mother. The law also established doctors who could legally provide preventive procedures and facilities, but females were not afraid of technological advances. 

With claims of the availability of sex screening technologies in India and its abuse in urban India in the 1980s, the Government of India passed the Prenatal Diagnostic Techniques Act (PNDT) in 1994. 

They revised this law in the earlier sense and Prevention and Prevention of Prenatal Sex Screening and Female Fetal Injury in the Prenatal Diagnostic Techniques (Regulation and Prevention of Abuse) (PCPNDT) Act 2004. However, there are concerns that there has been no implementation of the PCPNDT law authorities.

The impact of Indian laws on female foeticide and its implementation is unclear. In 2009, the Government of India asked the United Nations Population Fund and the National Human Rights Commission of India to assess the impact of the law.

The Public Health Foundation of India, in its 2010 report, noted that in some parts of India there is a lack of awareness of the law, the inaccurate role of authorities, and the role of some clinics in prenatal care services. 

Some doctors disobeyed the law. The Ministry of Health and Family Welfare of India is targeting education and media advertising to reach out to clinics and medical professionals to raise awareness. At its meetings and conferences, the Indian Medical Association has made efforts to prevent prenatal gender selection by giving Beti Bachao (Save the Daughter) to its members. 

More recently, a study by Nandi and Deolikar (2013) stated that the 1994 PNDT Act might be. Stopping 106,000 female foetuses in a decade had minor effect.

According to a 2007 study by McPherson, the Prenatal Diagnostic Techniques Act (PCPNDT Act) is well-publicised by non-governmental organisations and the government. Many advertisements portray abortion as violent, and the fear of abortion taking place in the population. 

The ads focus on religious insults related to abortion. Macpherson said the media campaign was ineffective because some viewed it as an attack on his character, and many shut down rather than openly discuss the issue. This emphasis on morality, McPherson claims, increased the fear and shame associated with all abortions, leading to the rise of unsafe abortion in India.

The Government of India, in its 2011 report, welled educate all stakeholders about its MTP and PCPNDT laws. The government is supporting the implementation of programs and programs that seek to reduce gender selection, including a media campaign to address the social causes of sexual selection.

Given the country’s child sex ratio and the 2003 Supreme Court directive, the Ministry has established a National Inspection and Monitoring Committee (NIMC) to implement legislation prohibiting state governments from using gender confirmation technology. 

Director (PNDT) Dr Ratan Chand has been appointed as the convenor of NIMC. Dr NIMC has conducted raids in Maharashtra, Punjab, Haryana, Himachal Pradesh, Delhi, and some districts of Gujarat under the guidance of Ratan Chand. 

In April, it attacked three clinics in Delhi. In its report to the Secretary-General of the respective States, the Committee found that the authority failed to monitor or oversee the registered clinics.

Having a child is an exciting time, and is considered to be a sense of fulfilment of relationships. However, a few families find happiness in a woman’s pregnancy only if she is pregnant with a boy child. Even though it is a shameful practice, it is still prevalent in many parts of India. People have this mindset of killing girls in wombs for they are considered to be a burden. The thought of girls being a burden comes from the fact that they will have to be married off along with dowry which will cost a lot. However, a boy will earn and give the family a better life along with carrying the family name forward.

One such thing that had taken ages and still couldn’t be completely curbed is female foeticide. Killing a child even before it's born because it’s a girl is cruel and downright atrocious. There are several social, religious, financial, and emotional reasons that led to female foeticide. Even though times have changed, a few of these reasons still continue to survive in some Indian families.

Reasons For Female Foeticide

Some reasons which are the major cause of this harsh reality include:

Many parents do not wish for a girl child because they will have to give a huge dowry for her marriage.

Girls are believed to be consumers as their needs are more than those of males. Also, it is a prevailing mindset that girls cannot earn and take care of a family as a boy would.

There is a belief no matter how good a girl is she cannot take the name of the family forward. She needs to change her surname to one of her husbands.

Parents are always afraid and insecure about their girls' security and protection.

Harsh realities like female foeticide shake the very existence of humankind. Female foeticide means killing girls before they can see the world with their own eyes. When we kill a girl we are not just taking a life but leaving a huge impact on the nation’s sex ratio as a whole.

The sex ratio of a region denotes the number of girls to the number of boys in that region . This ratio is disrupted due to evil practices like female infanticide and female foeticide and gives rise to many other social evils like human trafficking and exploitation.

Measures To Control Female Foeticide

What is inhumane should be controlled. Female foeticide is a crime and a social evil for women. Lesser women mean lesser respect, lesser opportunities and lifelong male dominance. Some ways in which we can control female foeticide are:

Law should be made and implemented and severe action should be taken against the person found guilty.

If a doctor is found aborting a girl child should have a permanent cancellation of his licence.

Awareness against such practices should be spread through seminars and campaigns.

Women should be well aware of their rights so that they can save their child’s life.

My Aunt’s Story

I was born and brought up in Mumbai, Maharashtra. My mother however belongs to Rajasthan. Once, when I was 20 years old, we visited my mother’s hometown. There was a celebration going on but I was unaware of what it was. I had very little connection to anyone from my maternal family. I always thought they were way too strict and harsh. However, I always loved my aunt. She was an amazing human and originally belonged to Gujarat. As soon as we reached my mother’s house I began looking for her.

After searching quite a bit I found her in the storeroom, curled up and crying hard. I quickly went up to her after shutting the door of the storeroom and enquired about her messed-up state. On talking to her, I got to know the function we were attending was of my uncle’s remarriage. On further probation, I got to know that he was getting remarried for a baby and my aunt had undergone abortion 4 times because she had girls in her womb. I cried too for her and for the children she lost, and for the hardships she underwent.

However, it was time for some action. I straight up called the police and complained about my maternal relatives to them. The police reached us for help and the marriage was cancelled.

I told my mother all that I got to know from my aunt and she was shocked herself. She was unable to believe what she heard. My mother was scared but also proud of me for being so bold. Later, I along with my mother and aunt returned to Mumbai. My mom and I helped my aunt to take up the reins of her life in her hand, start afresh and see where her life leads her to.

Also, UNICEF estimates that the foeticide industry’s turnover has now reached 244 million dollars from 77 million dollars in 2006.

Factors Responsible for Female Foeticide

Economic Factors: Many parents who expect a girl child opt to have an abortion because of the economic factors involved. They believe that raising a girl child would not be economically viable as they will have to marry her off, and all the expenditure on her education and other things won’t do any good to them.

Socio-Ritual Factors: Daughters are also perceived as a disgrace in Indian society as the parents have to maintain a status in society. A typical traditional Indian family wishes that their family name continues, which, according to them, can be done only through a son.

• Beijing, China has the Population and Family Planning Law of the People’s Republic of China of 2002 that prohibits sex identification of foetus and sex-selective abortions.
• In India, the Pre-conception and Prenatal Diagnostic Techniques (Prohibition of Sex Selection) Act, 1994 (amended in 2003) prohibits sex-selection or disclosure of the sex of the foetus. It also prohibits sale of “any ultrasound machine or any other equipment capable of detecting sex of foetus” to persons, laboratories and clinics not registered under the Act .The government of India also recently launched the ‘BETI BACHAO ,BETI PADHAO’ Movement in order to promote girl education and demote the practice of female foeticide and infanticide.
• Nepal, in 2002, amended the Country Code, Muluki Ain, to allow abortion on medical grounds and prohibit sex-selective abortions.
• The Population Ordinance (2006) and Prime Minister Decree (2006) of Vietnam prohibits all practices of antenatal foetal sex diagnosis and sex selection.
• The Ministry of Health and Family Welfare of India has targeted education and media advertisements to reach clinics and medical professionals to increase awareness. The Indian Medical Association has undertaken efforts to prevent prenatal sex selection by giving its members Beti Bachao (save the daughter) badges during its meetings and conferences.

Sons, on the other hand, are considered as investments that will ripe fruits in the future, especially when it comes to getting dowry during marriages.

Despite being banned for decades, it is still practised in many parts of the country. To the core of the reason lies the cultural practices that heavily discriminate against women. In North India, preference for sons has been blamed for repeated incidents of female feticide, despite the legislation in the form of the Pre-Conception and Pre-Natal Diagnostic Techniques Act, 2002. We describe how a team of local private doctors offer package deals to pregnant women and their families in rural areas. The fetal sex is determined at night using a portable ultrasonography machine.

If the fetus is a girl, an immediate induced abortion is offered in the clients’ home. If complications arise, women are advised to attend hospital. Such a patient visited us with a history of bleeding per vagina following incomplete induced abortion. This case study highlights the fact that female feticide continues to occur in India.

Introduction

A preference for sons is reported in many regions of the world. Estimates s uggest that feticide and infanticide, including newborn neglect and abandonment, have resulted in over 100 million missing wome n w orldwide. China and India are thought to be responsible for 80 million missing women. 1 Female feticide has created gender gaps among the 0–19 years age group in many countries including India (12 618 000), China (25 112 000), Pakistan (206 000), Bangladesh (416 000), South Korea (336 000), Vietnam (139 000), Azerbaijan (111 000), Georgia (24 000) and Armenia (35 000). 2

It is estimated that 100 000 sex-selective abortions are performed in India every year. 3

South Asian culture remains largely gender stratified, characterised by patrilineal descent, patrilocal residence, inheritance and succession practices that exclude women. The patriarch has authority over family members. 6

In India, there is considerable ethnographical evidence of regional differences in the situation of women, and female powerlessness is much more acute in North India than in South India. 7 The excessive mortality of females in India is ascribed to the prevailing norms within parts of Indian culture, whereby preference is given to sons, and daughters are discriminated against. Male children are considered to be in the interest of the lineage and family continuity, whereas daughters are regarded as more transitory members. 8 9

Sons are also perceived to be a greater source of support to parents compared with daughters. A woman’s position in her in-laws’ home is low unless she produces at least one son. 10

In North India, sex differentials in child mortality are greater than elsewhere. This is due to the extent to which women are marginalised in this region. 11 When a North Indian daughter marries and leaves the household, her ability to contribute to her natal household is virtually nil. The flow of resources is unidirectional from the woman’s father’s household to her husband’s household (initially as dowry at marriage). This flow continues throughout her life, resulting in significant and mutually reinforcing incentives for parents to value sons more than daughters. 11

Since 1991, 80% of districts in India have recorded a declining sex ratio, with most severe rates seen in the state of Punjab. 12

Various means are used to beget a male child including serial pregnancies until a son is born, preconceptional sex selection techniques and postconceptional intake of sex selection Ayurvedic drugs followed by sex-selective abortions. During the preindustrial era, female infanticide was the most common method used. 13 Thus, though the means have changed, societal gender discrimination against girls continues. 13 14

The first author (SB), a male doctor, was working in a subcentre as a resident doctor of the Community Medicine, School of Public Health, Postgraduate Institute of Medical Research (India). One day, a 25-year-old woman attended with a 24-hour history of vaginal bleeding. The bleeding was associated with palpitations, fever and pain in the lower abdomen. The patient was accompanied by her neighbour and two daughters. A history was taken by the author. Further details were recorded by a public health nurse. The patient was registered as an antenatal case in our outpatient department (OPD). Her case record revealed a gestation of 22 weeks. She had taken folic acid regularly. All laboratory investigations were normal. There was no history of any complications. Her two previous child births were full-term vaginal institutional deliveries. There was no history of chronic illness, hospitalisation or surgery.

When the nurse enquired about details of the bleeding, the patient explained that she already had two daughters and that the family did not want any more girls. Two days earlier, the patient’s in-laws had consulted a local doctor who agreed to see the patient. The local doctor assured them that he would induce an abortion if ultrasound confirmed a female fetus. The in-laws agreed to pay the required amount for the abortion services. The doctor came on the stipulated date and time accompanied by an ultrasonologist. He initiated the abortion procedure after confirming the female sex of the fetus. The procedure lasted for 2 hours. Before leaving, the doctor told the family members that if any problem occurred, they should immediately call him. One hour later, the patient started bleeding. They dialled the doctor’s phone number, but he could not be reached. The following day, the family attended our OPD with symptoms of incomplete abortion.

The patient’s in-laws told us that a team of local private doctors with portable ultrasonography (USG) machine and Medical Termination of Pregnancy kits come to their area on request. They arrive in the evening to clients’ homes as they know their activity is illegal. The mobile team offer a package deal. First, a USG-based sex determination test costing Rs 2500 (£ 30; US$ 39) is conducted. If a female fetus is detected, they offer an immediate induced abortion, for which they charge an additional Rs 15 000 (£182; US$234). On used, initiating the abortion procedure, the team leave, without waiting for the abortion process to complete. For any complications arising, clients are advised to attend hospital with a complaint of vaginal bleeding to avoid punishment under the Pre-Conception and Pre-Natal Diagnostic Techniques (PC-PNDT) Act, 2002. 15

On examination, the patient was conscious and well-oriented. She had a high temperature with a rapid pulse rate. She was hypotensive. Her tongue was dry. There was no pallor. Her abdomen was concave in shape with no undue enlargement of the uterus. Striae were present. There were no scar marks. Owing to pain, deep palpation was not done. Inspection of the genital area revealed blood clots at the vaginal orifice. Vaginal examination by speculum was not done due to fear of excessive bleeding (it is better done in the operating theatre with arrangements for blood transfusion).

The patient was diagnosed as having bleeding per vaginum due to retained products of conception subsequent to incomplete induced abortion. Oral rehydration salt and antibiotics were prescribed as the first-line treatment. The patient required intravenous fluids and an ultrasound of the pelvis. For expert opinion, she was referred to the local civil hospital where our diagnosis was confirmed by the on duty gynaecologist.

This case reveals the suffering and risks to safety and health experienced by women subjected to female feticide. Women bear not only the physical medical risks of undergoing abortion but are also under tremendous psychological pressure.

Reproductive morbidity may also develop after abortion in the form of uterine prolapse, secondary infertility and other complications, and at worst, it can cause maternal death.

There are also significant social implications as a woman forced to undergo female feticide experiences loss of control over her own body and loss of decision-making power over her own reproductive life.

A preference for sons is the main driver of female feticide

In India, whether it was in Vedic or modern era, negative attitudes towards female babies remain. This is particularly true for central and northern parts of India. People want a son at any cost, and for this, they are willing to have female fetuses aborted. 4

Role of legislation

Legislation has played an important role in changing attitudes, behaviours and practices towards female feticide in India. However, the complexity of this issue must be acknowledged. More stringent laws are required with a clear process of implementation. The enactment of legislation alone cannot address the problem of female feticide, as evidenced by the rise in illicit induced abortions, with serious implications for women’s safety following the enforcement of the PC-PNDT Act.

New strategies are needed

Newer strategies such as geographical positioning system-based tracking of USG machines and more stringent laws may help in the future as a short-term measure. In the long run, much work is required to improve the status of women in society and promote women’s empowerment.

Global health problem analysis

This case provides evidence of discrimination against women in Indian society. The problem of female feticide has its origins in the 1950s when the Indian government promoted population control via the National Family Planning Programme (NFPP). 16 Before then, the average family had five to seven children, and most families had at least one son. By 1970s, as per the NFPP two children norm, people in India reduced their family size to two to three children in accordance with the government’s stipulations. It seems that this change in family structure and size created demand to exercise some choice regarding the sex of children in their small families. Given that the probability of having a son was significantly reduced in the new, smaller family structure, people resorted to sex determination technology in pregnancy including amniocentesis and USG machines. 16

Societal perspectives on the status of women in patriarchal India are very different from those in more egalitarian, Western settings. Medical technologies such as USG machines were designed for the early detection of various conditions. Yet in India and other countries, these instruments were misused for sex determination and female feticide. 17

Along with rapid urbanisation came the concept of the nuclear family. A family consisting of husband and wife living away from their parents with their one or two children became the norm. In a family, if the first child is a girl, the couple tries to get a male baby at any cost, including the use of selective abortions or sex-selecting drugs. 13

The problem of sex selection and female feticide requires a multifaceted response. Legislation is required, but legislation alone is insufficient.

Indian legislation has played a notable role in bringing about improvement in the role and status of women. The severe disabilities from which Indian women suffered at the beginning of the 19th century were numerous and drastic and have been gradually removed through laws and successive amendments. The PNDT Act 1994 is one such example. The PNDT Act 1994 banned the detection of sex of the fetus. It was listed as a useful means to curb female feticide. However, it was amended in 2002 to become the PC-PNDT Act. This brought preconceptional sex selection techniques into its fold, which was necessary as people started using preconceptional sex selection methods to avoid punishment under the PNDT Act 1994. 18

Besides India, many other countries have attempted to address the issue of sex-selective abortion. In Canada, for example, a resolution was proposed to condemn sex-selective pregnancy termination. 19 In Arizona, USA sex-selective and race-selective abortion is prohibited. 20 The issue of promulgation of a law on sex-selective abortion is still unresolved in the UK. 21 In 2005, sex-selective abortion was made illegal in China. 22

In India, despite various measures undertaken, the declining sex ratio continues to be a concern. Haryana, in north India, has one of the lowest sex ratios: 879 women per 1000 men in comparison to the national figure of 933 women per 1000 men. 12

To address this problem, raids were conducted on USG clinics. Doctors indulging in sex selection and female feticide were arrested. In response, and to avoid arrest, illicit modes of conducting USGs began. Sex selection tests in USG machine-equipped vans stationed at the people’s doorsteps were offered. 23 Following raids on such vans also, USG tests began to be offered from mobile vans (USG on the go). Our case study illustrates that, in order to avoid punishment under the PC-PNDT Act, a newer strategy of sex determination test and female feticide by a mobile team with portable USG machines has been devised.

Why this case study is important?

• Our case study highlights the important and widely prevalent practice of female feticide in northern India.
• In spite of legislation, people are devising newer strategies for female feticide (via a mobile van, in this case, to avoid punishment) to meet societal demands to beget a male child at any cost.
• Female feticide is double tragedy for women. First, she has to bear loss of a fetus. Second, the process compromises her health as the procedure is done in an illegitimate and unsafe manner.
• Along with legislations such as the Pre-Conception and Pre-Natal Diagnostic Techniques Act, empowerment and skill development of women are also necessary in order to bring an end to female feticide.

Female foeticide is the act of aborting a foetus just because it is female. In India, China, and many other Oriental countries there is a traditional preference for a son rather than a daughter, unlike in Western countries. It is because sons would help the family in earnings in future while a girl is a burden to the family as she has to be married and would go to the groom’s family usually with a dowry. This has connections with the dowry system which is ingrained in Indian culture, despite the fact that dowry has been prohibited by law since 1961.

Now female foeticide has been occurring through the use of medical technologies. Pregnancies are planned by resorting to ‘differential contraception’. Thus social discrimination against girls and a preference for sons have been promoted. Foetal sex determination and sex-selective abortion by medical professionals have grown into a Rs. 1,000 crore ($ 244 million) industry. Since 1991, 80% of districts in India have recorded an increasing male sex ratio. According to the decennial Indian census, the sex ratio (in 0-6 age group) in India has raised from 104 males (per 100 females) in 1981 to 105.8 in 1991, to 107.8 in 2001, to 109.4 in 2011. The ratio is significantly higher in certain States such as Punjab and Haryana (126.1 and 122.0 as of 2011). The sex ratio in Western Rajasthan dropped to 883 girls per 1,000 boys in 2011.

This process began in the early 1990s when ultrasound techniques gained widespread use in India. There was a tendency for families to continuously produce children until a male child was born. This was primarily due to the large sexist culture that exists in India against women. This is reflected by literacy rates among women as well as economic participation, which are both particularly low in States where female foeticide is prominent. An unequal population ratio exists alongside. The government initially supported the practice to control population inflation. Later on, the gravity of the situation was considered, and the Preconception and Prenatal Diagnostic Techniques (PCPNDT) Act was passed in 1994, making sex-selective abortion illegal. It was then modified in 2003 holding medical professionals legally responsible. However, the PCPNDT Act has been poorly enforced by authorities. Researchers for the Lancet journal based in Canada and India stated that 5,00,000 girls were being lost annually through sex-selective abortions. Though gendercide has been acknowledged as a national shame, the police and sometimes the judiciaries do not implement the law strictly because they also believe in the same thing. Authorities often let the unlawful parents and doctors off with light punishment. In addition, mothers who give birth to girls are prone to face violence. Even if she gives birth to baby girls, the in-laws in the family do not report the births and even murder them!!

However, responses from other concerns can be seen nowadays. Increasing awareness of the problem has led to multiple campaigns by celebrities and journalists to combat sex-selective abortions. Amir Khan devoted the first episode “Daughters are Precious” of his show Satyameva Jayate to raise awareness against this widespread practice. The Beti Bachao or ‘Save Girls’ campaign includes rallies, posters, short videos and the media, some of which are sponsored by the State and local governments and other organisations.
