It will change how people communicate and interact with each other, how people work, travel and how students learn. Technological innovation in the next 50 years will rival innovation that took place in the past 400 years.

According to Reuters, businesses and schools will go paperless as papers are replaced by computer interfaces built into furniture and walls. Advances in communication, energy distribution, and storage in consumer products and businesses will support a technology known as “room ware” that will support this breakthrough. Offices Tables, walls, and cafeteria tables will double as terminals that will allow a person to write down the idea and send it to a personal desk or computer located somewhere else. School and office Walls and windows will have the capability to display maps and direction commands to help locate particular offices, staff, classrooms, etc ( Reuters, 2009). As offices/schools go paperless, the environment will benefit from reduced dependent on the tree for paper production.

After a long period of stability as the main choice of storage DVD and CD, media will be replaced by credit card type media by 2015. As the internet becomes more flexible coupled with the availability of cheap massive storage space, high data transfer rate, people will no longer need physical storage media to store data. File storage and access will be done remotely due to the convenience brought by the internet. Innovation in Science and Technology will also change travel. People will be traveling on sky car that will be cruising comfortably at a speed of 300Miles per hour using regular fuel. The sky car will be equipped with onboard computers and will be fully automated. This means that one will not need a license to fly the sky car. The sky car will be equipped with redundant engines for safety purposes just in case the main engine fails (FutureCars.com, 2010). The cost of a new sky car will be equal to that of a luxury car once mass production begins. Sky car will be cost less to main and will launch and land at a pad the size of the dining room. Using sky car, people will be able to avoid traffic, spending tickets and save travel time.

Other speculations about the future include the availability of cheap, advanced personal equipment for self-diagnosis for illnesses that currently require a costly medical diagnosis. This will reduce the cost of health care and health insurance, hence lowering the cost of living. It will also lead to better health. Robots will also become part of mainstream life, in form of interactive toys, household items like carpets and pets will require no maintenance (Mooneyham, 2005).

The future will be shaped greatly by continued innovation in science and technology. Offices will go paperless and papers will be replaced by a computer interface inbuilt on office furniture and walls. DVD and CD media will be replaced by credit card types of media as people turn to online data storage and access. Technology innovation will also have a great impact on travel with the introduction of sky cars, which will result in reduced travel time and traffic congestion. New health equipment will help people to diagnose themselves for diseases, hence reducing the cost of health care, leading to better health.

The possibilities for human enhancement stem from new scientific and technological innovations. And even though many Americans have reservations about the potential use of cutting-edge biomedical developments considered in earlier chapters, large shares say they think of science and technology, writ large, as mostly beneficial forces in American society.

Two-thirds of U.S. adults (67%) say science has had mostly positive effects on society, while 27% say there have been roughly equal positive and negative effects and just 4% say the effects have been largely negative. This finding is in line with a 2014 Pew Research Center study and others showing generally positive views about the effect of science on society.

Overall, views about the effects of technology are also largely positive, if a bit less so in comparison with science. About half of adults (52%) say technology has had mostly positive effects, compared with 38% who say there have been an equal mix of positive and negative effects of technology. Just 8% say technology has had mostly negative effects.

Many Americans see science as having positive effects from health and medicine

The survey asked an open-ended question to give respondents a chance to explain, in their own words, why they feel the way they do about science’s effect on society. Some 67% of Americans say science has had a mostly positive effect on society; the most common reasons cited are related to medicine and health (59% of this group), including improvements in medical research, quality and longevity of life, and treatment of disease.

Other ways science is seen to benefit society include overall knowledge and reasoning skills (19%), technology improvements (15%) and environmental benefits and awareness about environmental issues (14%).

Just 4% of adults say the effect of science has been primarily negative. This group of 60 survey respondents is not large enough to analyze separately.

Technology seen as positive, especially for quickly and easily sharing information

Overall, 52% of U.S. adults say the effect of technology has been largely positive. Within this group, 57% cite the vast network of information and communication that is available, easily accessed and shared across the world as a benefit for society. Another 21% see improvements to health, medicine and medical research as benefits of technology.

Other ways technology is seen to have a positive effect on society include increased knowledge and understanding, improvements in industry and jobs and an interconnectedness of the world as a result of globalization.

Just 8% of Americans say technology has mostly had negative effects on society. The leading reason for this perspective is the feeling that technology has led to a breakdown of communication and human interaction (41% of this group). Another 28% say technology has degraded society’s morals and values, leading to a reliance on instant gratification and promoting negativity. Others complain that technology has led to an inability to handle normal tasks (20%) or to the misuse of widely available information (16%).

Machines, aided by quick technological changes resulting from scientific advancements, enable man to perform with greater precision and efficiency, resulting in a significant improvement in his work.

The most crucial aspect of our current era is the sustained efforts to leverage the gains of science to enhance the human condition. Human ingenuity must convert scientific discoveries into technological innovations, which must be developed to bring about significant improvements in our living conditions.

Agricultural scientists have made remarkable contributions by introducing new innovations that employ scientific methods to grow crops, thereby improving our national economy and human welfare. By providing machines and developing quality seeds, fertilizers, and insecticides suited to bringing about a green revolution in agriculture, we have achieved complete self-sufficiency in food grains.

Technology is the application of scientific knowledge for practical purposes, especially in industry. Technology is a tool that can be used to solve real-world problems. The field of Science, Technology, and Society (STS) “seeks to promote cross-disciplinary integration, civic engagement, and critical thinking” of concepts in the worlds of science and technology ( Harvard University, n.d.). As an aspect of everyday life, technology is continuously evolving to ensure that humanity can be productive, efficient, and follow the path of globalization . STS is a concept that encompasses countless fields of study. “Scientists, engineers, and medical professionals swim (as they must) in the details of their technical work: experiments, inventions, treatments and cures. “promotes cross-disciplinary integration, civic engagement, and critical thinking” It’s an intense and necessary focus” ( Stanford University , n.d.). On the opposite side of the spectrum is STS, which “draws attention to the water: the social, political, legal, economic, and cultural environment that shapes research and invention, supports or inhibits it — and is in turn shaped by evolving science and technology” ( Stanford University , n.d.). Technology is a crucial part of life that is constantly developing to fit the changing needs of society and aiding humanity in simplifying the demands of everyday life.

According to Oberdan (2010), science and technology share identical goals. “At first glance, they seem to provide a deep and thorough going division between the two but, as the discussion progresses, it will become clear that there are, indeed, areas of overlap, too” (Oberdan, 25). Philosophers believe that for a claim to be considered knowledge, it must first be justified, like a hypothesis, and true.  Italian astronomer, physicist, and engineer, Galileo Galilei , was incredibly familiar with the obstacles involved with proving something to be a fact or a theory within the scientific world. Galileo was condemned by the Roman Catholic church for his beliefs that contradicted existing church doctrine (Coyne, 2013). Galileo’s discoveries, although denounced by the church were incredibly innovative and progressive for their time, and are still seen as the basis for modern astronomy today. Nearly 300 years later, Galileo was eventually forgiven by the church, and to this day he is seen as one of the most well known and influential astronomers of all time. Many new innovations and ideas often receive push back before becoming revolutionary and universal practices.

INNOVATION IN TECHNOLOGY

Flash forward to modern time where we can see that innovation is happening even more around us. Look no further than what could be considered the culmination of modern technological innovation: the mobile phone. Cell phone technology has developed exponentially since the invention of the first mobile phone in 1973 ( Seward , 2013). Although there was a period for roughly 20 years in which cell phones were seen as unnecessary and somewhat impractical, as society’s needs changed and developed in the late 1990s, there was a large spike in consumer purchases of mobile phones. Now, cell phones are an entity that can be seen virtually anywhere, which is in large part due to their practicality. Cell phones, specifically smartphones such as Apple’s iPhone , have changed the way society uses technology. Smartphone technology has eliminated the need for people to have a separate cell phone, MP3 player, GPS, mobile video gaming systems, and more. Consumers may fail to realize how many aspects of modern technological advancement are involved in the use of their mobile phones. Cell phones use wifi to browse the internet, use google, access social media, and more. Although these technologies are beneficial, they also allow consumers locations to be traced and phone conversations to be recorded. Modern cell phone technologies collect data on consumers, and many people are unsure how this information is being used. Additionally, mobile phones come equipped with virus protection which brings the field of cybersecurity into smartphone usage. The technological advances that have been made in the market for mobile phones have been targeted towards the changing needs of consumers and society. As proven by the rise in cell phones, with advancements in the field of STS comes new unforeseen obstacles and ethical dilemmas.

Innovations in the scientific world are becoming increasingly more advanced to help conserve earth’s resources and aid in the reduction of pollutants . Transportation is a field that has changed greatly in recent years due to modernization in science and technology, as well as an increased awareness of environmental concerns. The transportation industry continues to be a large producer of pollution

due to emissions from cars, trains, and other modes of transportation. As a result, cars have changed a great deal in recent years. A frontrunner in creating environmentally friendly luxury cars is Tesla, lead by CEO Elon Musk. Although nearly every brand of car has an electric option that either runs completely gas free, or uses significantly less fuel than standard cars, Tesla has taken this one step further and created a zero emissions vehicle. However, some believe that Tesla has taken their innovations in the transportation market a bit too far, specifically with their release of driverless cars.

“The recent reset of expectations on driverless cars is a leading indicator for other types of AI-enabled systems as well,” says David A. Mindell,  professor of aeronautics and astronautics, and the Dibner Professor of the History of Engineering and Manufacturing at MIT. “These technologies hold great promise, but it takes time to understand the optimal combination of people and machines. And the timing of adoption is crucial for understanding the impact on workers” ( Dizikes , 2019).

As the earth becomes more and more polluted, consumers are seeking to find new ways to cut down on their negative impacts on the earth. Eco-friendly cars are a simple yet effective way in which consumers can cut back on their pollution within their everyday lives.

THE INTERSECTION OF SCIENCE AND TECHNOLOGY

The way in which energy is generated has changed greatly to benefit consumers and the environment. Energy production has followed a rather linear path over time, and is a prime example of how new innovations stem from old technologies. In the early 1800s, the steam engine acted as the main form of creating energy. It wasn’t until the mid-late 1800s that the combustion engine was invented. This invention was beneficial because it was more efficient than its predecessor, and became a form of energy that was streamlined to be used in countless applications. As time has progressed, this linear path of innovation has continued. As new energy creating technologies have emerged, machinery that was once seen as efficient and effective have been phased out. Today, largely due to the increased demand for clean energy sources, the linear path has split and consumers are faced with numerous options for clean, environmentally friendly energy sources. Over time, scientists and engineers have come to realize that these forms of energy pollute and damage the earth. Solar power, a modern form of clean energy, was once seen as an expensive and impractical way of turning the sun’s energy into usable energy. Now, it is common to see newly built homes with solar panels already built in. Since technology develops to fit the needs of society, scientists have worked to improve solar panels to make them cheaper and easier to access. A total of 173,000 terawatts (trillions of watts) of solar energy strikes the Earth continuously, which is more than 10,000 times of the world’s total energy use ( Chandler , 2011). This information may seem staggering, but is crucial in understanding the importance, as well as the large influence that modern forms of energy can have on society.

Technology has become a crucial part of our society. Without technological advancements, so much of our everyday lives would be drastically different. As technology develops, it strives to fulfill the changing needs of society. Technology progresses as society evolves. That being said, progress comes at a price. This price is different for each person, and varies based on how much people value technological and scientific advancements in their own lives. Thomas Parke Hughes’s Networks of Power “compared how electric power systems developed in America, England, and Germany, showing that they required not only electrical but social ‘engineering’ to create the necessary legal frameworks, financing, standards, political support, and organizational designs” ( Stanford University ). In other words, the scientific invention and production of a new technology does not ensure its success. Technology’s success is highly dependent on society’s acceptance or rejection of a product, as well as whether or not any path dependence is involved. Changing technologies benefit consumers in countless aspects of their lives including in the workforce, in communications, in the use of natural resources, and so much more. These innovations across numerous different markets aid society by making it easier to complete certain tasks. Innovation will never end; rather, it will continue to develop at increasing rates as science and technological fields becomes more and more cutting edge.

Science affects our everyday lives in many ways.

What has science done for you lately?

Plenty. If you think  science  doesn’t matter much to you, think again. Science affects us all, every day of the year, from the moment we wake up, all day long, and through the night. Your digital alarm clock, the weather report, the asphalt you drive on, the bus you ride in, your decision to eat a baked potato instead of fries, your cell phone, the antibiotics that treat your sore throat, the clean water that comes from your faucet, and the light that you turn off at the end of the day have all been brought to you courtesy of science. The modern world would not be modern at all without the understandings and  technology  enabled by science.

To make it clear how deeply science is interwoven with our lives, just try imagining a day without scientific progress. Just for starters, without modern science, there would be:

  • no plastic.  The first completely synthetic plastic was made by a chemist in the early 1900s, and since then, chemistry has developed a wide variety of plastics suited for all sorts of jobs, from blocking bullets to making slicker dental floss.
  • no modern agriculture.  Science has transformed the way we eat today. In the 1940s, biologists began developing high-yield varieties of corn, wheat, and rice, which, when paired with new fertilizers and pesticides developed by chemists, dramatically increased the amount of food that could be harvested from a single field, ushering in the Green Revolution. These science-based technologies triggered striking changes in agriculture, massively increasing the amount of food available to feed the world and simultaneously transforming the economic structure of agricultural practices.
  • no modern medicine.  In the late 1700s, Edward Jenner first convincingly showed that vaccination worked. In the 1800s, scientists and doctors established the  theory  that many diseases are caused by germs. And in the 1920s, a biologist discovered the first antibiotic. From the eradication of smallpox, to the prevention of nutritional deficiencies, to successful treatments for once deadly infections, the impact of modern medicine on global health has been powerful. In fact, without science, many people alive today would have instead died of diseases that are now easily treated.

Scientific knowledge can improve the quality of life at many different levels — from the routine workings of our everyday lives to global issues. Science informs public policy and personal decisions on energy, conservation, agriculture, health, transportation, communication, defense, economics, leisure, and exploration. It’s almost impossible to overstate how many aspects of modern life are impacted by scientific knowledge. Here we’ll discuss just a few of these examples. You can investigate:

The Long-Overlooked Molecule That Will Define a Generation of Science

From E=mc² to splitting the atom to the invention of the transistor, the first half of the 20th century was dominated by breakthroughs in physics.

Then, in the early 1950s, biology began to nudge physics out of the scientific spotlight — and when I say “biology,” what I really mean is DNA. The momentous discovery of the DNA double helix in 1953 more or less ushered in a new era in science that culminated in the Human Genome Project, completed in 2003, which decoded all of our DNA into a biological blueprint of humankind.

DNA has received an immense amount of attention. And while the double helix was certainly groundbreaking in its time, the current generation of scientific history will be defined by a different (and, until recently, lesser-known) molecule — one that I believe will play an even bigger role in furthering our understanding of human life: RNA.

You may remember learning about RNA (ribonucleic acid) back in your high school biology class as the messenger that carries information stored in DNA to instruct the formation of proteins. Such messenger RNA, mRNA for short, recently entered the mainstream conversation thanks to the role they played in the Covid-19 vaccines. But RNA is much more than a messenger, as critical as that function may be.

Other types of RNA, called “noncoding” RNAs, are a tiny biological powerhouse that can help to treat and cure deadly diseases, unlock the potential of the human genome and solve one of the most enduring mysteries of science: explaining the origins of all life on our planet.

Though it is a linchpin of every living thing on Earth, RNA was misunderstood and underappreciated for decades — often dismissed as nothing more than a biochemical backup singer, slaving away in obscurity in the shadows of the diva, DNA. I know that firsthand: I was slaving away in obscurity on its behalf.

In the early 1980s, when I was much younger and most of the promise of RNA was still unimagined, I set up my lab at the University of Colorado, Boulder. After two years of false leads and frustration, my research group discovered that the RNA we’d been studying had catalytic power. This means that the RNA could cut and join biochemical bonds all by itself — the sort of activity that had been thought to be the sole purview of protein enzymes. This gave us a tantalizing glimpse at our deepest origins: If RNA could both hold information and orchestrate the assembly of molecules, it was very likely that the first living things to spring out of the primordial ooze were RNA-based organisms.

That breakthrough at my lab — along with independent observations of RNA catalysis by Sidney Altman at Yale — was recognized with a Nobel Prize in 1989. The attention generated by the prize helped lead to an efflorescence of research that continued to expand our idea of what RNA could do.

In recent years, our understanding of RNA has begun to advance even more rapidly. Since 2000, RNA-related breakthroughs have led to 11 Nobel Prizes. In the same period, the number of scientific journal articles and patents generated annually by RNA research has quadrupled. There are more than 400 RNA-based drugs in development, beyond the ones that are already in use. And in 2022 alone, more than $1 billion in private equity funds was invested in biotechnology start-ups to explore frontiers in RNA research.

What’s driving the RNA age is this molecule’s dazzling versatility. Yes, RNA can store genetic information, just like DNA. As a case in point, many of the viruses (from influenza to Ebola to SARS-CoV-2) that plague us don’t bother with DNA at all; their genes are made of RNA, which suits them perfectly well. But storing information is only the first chapter in RNA’s playbook.

Unlike DNA, RNA plays numerous active roles in living cells. It acts as an enzyme, splicing and dicing other RNA molecules or assembling proteins — the stuff of which all life is built — from amino acid building blocks. It keeps stem cells active and forestalls aging by building out the DNA at the ends of our chromosomes.

RNA discoveries have led to new therapies, such as the use of antisense RNA to help treat children afflicted with the devastating disease spinal muscular atrophy. The mRNA vaccines, which saved millions of lives during the Covid pandemic, are being reformulated to attack other diseases, including some cancers . RNA research may also be helping us rewrite the future; the genetic scissors that give CRISPR its breathtaking power to edit genes are guided to their sites of action by RNAs.

Although most scientists now agree on RNA's bright promise, we are still only beginning to unlock its potential. Consider, for instance, that some 75 percent of the human genome consists of dark matter that is copied into RNAs of unknown function. While some researchers have dismissed this dark matter as junk or noise, I expect it will be the source of even more exciting breakthroughs.

We don’t know yet how many of these possibilities will prove true. But if the past 40 years of research have taught me anything, it is never to underestimate this little molecule. The age of RNA is just getting started.

To call L. Ron Hubbard a prolific writer is an extreme understatement. From 1934 to 1940, he regularly penned 70,000 to 100,000 words per month of pulp fiction under 15 different pseudonyms published in various magazines. Not to be constrained by genre, he wrote zombie mysteries , historical fiction , pirate adventure tales, and westerns .

But by the spring of 1938, Hubbard started honing his craft in science fiction . The publishers of Astounding Science Fiction approached Hubbard to write stories that focused on people, rather than robots and machines. His first story, “ The Dangerous Dimension ,” was a light-hearted tale about a professor who could teleport anywhere in the universe simply by thinking “Equation C.”

How Scientologists use the E-meter

Twelve years and more than a hundred stories later, Hubbard published a very different essay in the May 1950 issue of Astounding Science Fiction : “ Dianetics: The Evolution of a Science .” In the essay, Hubbard recounts his own journey to discover what he called the reactive mind and the “technology” to conquer it. The essay was the companion piece to his simultaneously released book, Dianetics: The Modern Science of Mental Health , which in turn became the foundation for a new religion: the Church of Scientology.

Marrying technology with spirituality, Hubbard introduced the electropsychometer, or E-meter, in the 1950s as a device to help his ministers measure the minds, bodies, and spirits of church members. According to church dogma, the minds of new initiates are impaired by “engrams”—lingering traces of traumas, including those from past lives. An auditor purportedly uses the E-meter to identify and eliminate the engrams, which leads eventually to the person’s reaching a state of being “clear.” Before reaching this desirable state, a church member is known as a “preclear.”

During an auditing session, a preclear holds the E-meter’s two metal cylinders, one in each hand, as a small electric current flows through them. The auditor asks a series of questions while operating two dials on the E-meter. The larger dial adjusts the resistance; the smaller dial controls the amplification of the needle. The auditor doesn’t read specific measurements on the meter but rather interprets the needle’s movement as the preclear responds to the questions.

The church’s 2014 Super Bowl ad, which invites viewers to “imagine science and religion connecting,” offers a glamorized glimpse of an auditing session:

In his writings, Hubbard described the E-meter as a Wheatstone bridge , an electrical circuit designed in 1833 by Samuel Hunter Christie to measure an unknown resistance. (Sir Charles Wheatstone popularized the device about a decade later, and his name stuck.) Technically, the E-meter is a modified ohm meter measuring the galvanic skin response of the user—changes in the skin’s electrical resistance, that is. Galvanic skin response is an example of the sympathetic nervous system in action. It’s how your body automatically responds to various stimuli, such as your heart beating faster when you’re scared.

Rejection of L. Ron Hubbard’s claims

Hubbard was not the first to use electrical devices to measure the sympathetic nervous system and consider it a reflection of the mind. As early as 1906, psychologist Carl Jung was noting changes in skin resistance in response to emotionally charged words. By the 1920s, John Larson was using the polygraph to interrogate police subjects.

Hubbard sought approval for his ideas from the medical establishment, but almost immediately, organizations such as the American Psychological Association rejected his theories as pseudoscience. In fact, several scholars looking to dismiss the validity of the E-meter compared it to lie detectors, which also require human operators to interpret the results—and which have also been categorized as being of dubious value by the American Psychological Association and the U.S. National Academy of Sciences .

Government authorities also condemned the church’s claims. In 1951, for example, the New Jersey State Board of Medical Examiners accused one of Hubbard’s foundations of teaching medicine without a license. A few years later, the Food and Drug Administration seized vitamin supplements that Hubbard claimed protected against radiation.

One of the most dramatic episodes occurred in 1963, when U.S. Marshals raided Hubbard’s headquarters in Washington, D.C., and confiscated more than a hundred E-meters. The FDA had issued a warrant that accused the church of falsely claiming that the devices had both physical and mental therapeutic properties. The lawsuit stretched on for years, and the court initially found against the church. On appeal, a judge ruled that the E-meter could be used for religious purposes as long as it clearly displayed this warning label: “The E-Meter is not medically or scientifically useful for the diagnosis, treatment or prevention of disease. It is not medically or scientifically capable of improving the health or bodily functions of anyone.”

Scientologists modified this warning, instead printing this advisory on their instruments: “The Hubbard Electrometer is a religious artifact. By itself, this meter does nothing. It is for religious use by students and ministers of the church in confessionals and pastoral counseling only.”

The E-meter as a recruitment tool

As Scientology spread outside the United States, attacks on the E-meter and the church continued. In Australia, Kevin Anderson wrote the official “Report of the Board of Enquiry Into Scientology” for the state of Victoria. Published in 1965, it became known as the Anderson Report . He did not mince words: “Scientology is evil; its techniques evil; its practice a serious threat to the community, medically, morally and socially; and its adherents sadly deluded and often mentally ill.”

Chapter 14 of the report is devoted to the E-meter, which Anderson viewed as a powerful enabler of Scientology. After describing its construction and use, the report offers expert witness testimony negating Scientologists’ claims, based on the modern understanding of electrical resistance. It then points out specific claims that stretch credulity, such as how the E-meter supposedly helps preclears recall incidents trillions of years in the past down to the precise second. The report quotes from Hubbard’s written recollection of having received an implant “43,891,832,611,177 years, 344 days, 10 hours, 20 minutes and 40 seconds from 10:02.30 P.M. Daylight Greenwich Time May 9, 1963.”

The report also cites the Hubbard Communications Office Bulletin of 30 November 1961, in which Hubbard admits: “An E-meter has a frailty I have just discovered. It operates only if the auditor has some, even small, command value over the pc [preclear], and operates hardly at all when the auditor has no command value over the pc.” Given this imbalance between the auditor and the preclear, Anderson reasoned, the E-meter is a powerful tool for manipulation. “Fears of its abilities keep [preclears] in constant subjection,” the report states. “Its use can be so manipulated by cunningly phrased questions that almost any desired result can be obtained, and it is used unscrupulously to dominate students and staff alike. All the evil features of scientology are intensified where the E-meter is involved.”

Hubbard’s response? The report was simply a kangaroo court that already knew its conclusions before the first witness was called. Following a series of lawsuits, the Church of Scientology countered that it was a religion under the law. In 1973, the Australian government recognized Scientology as such, and a decade later, the High Court of Australia upheld this status. To this day, Scientology is recognized as an official religion in Australia.

The E-meter patents never mentioned religion

Although Hubbard didn’t invent the E-meter, he inspired its creation, came up with a transistorized, battery-powered unit, and received several patents for later versions.

In his patents (see, for example, U.S. Patent No. 3,290,589, “Device for Measuring and Indicating Changes in Resistance of a Living Body”), Hubbard stuck to technical descriptions of the circuitry. The patents made no claims about reading a person’s thoughts or using the device for religious purposes. But Hubbard’s own writings are chock-full of technobabble, intermingling actual technical terms with statements that are demonstrably false. One of my favorites is his differentiation of the resistances of dead male and female bodies: 12,500 ohms and 5,000 ohms, respectively.

Obviously, from the viewpoint of contemporary science, the claims that the E-meter unlocks past-life traumas cannot be verified or replicated. The instruments themselves are imprecise and unreliable, the readouts depending on things like how the cylinders are grasped. And of course, the auditor can interpret the results any way they choose. Scientists and psychologists routinely denounce Scientology as quackery, yet at the same time, religious scholars find parallels to older, well-established faiths.

Centuries ago, Copernicus and Galileo posited a new science that flew in the face of religious beliefs. L. Ron Hubbard turned that idea on its head and founded a new religion purportedly based on science, and he positioned the E-meter as the device for entangling technology and spirituality.

L. Ron Hubbard was a prolific writer as well as a lecturer, and so there are tons of primary sources. I found Introducing the E-meter to be a great starting place.

David S. Touretzky , a computer science professor at Carnegie Mellon University, maintains an extensive website critiquing the E-meter. He includes numerous Scientology texts, along with his own explanations.

The successful development of the revolutionary gene-editing technology called CRISPR won the 2020 Nobel Prize in Chemistry, awarded to Emmanuelle Charpentier of the Max Planck Institute, and Jennifer Doudna of the University of California, Berkeley.

CRISPR offers the exciting possibility of developing new gene therapies – treatments involving genome editing to prevent/treat human diseases that have a genomics basis, such as cystic fibrosis, diabetes, muscular dystrophy, sickle-cell anaemia and more. Unfortunately, CRISPR could also be used to achieve bad ends, such as being used in misguided eugenics programmes.

CRISPR stands for “clustered regularly interspaced short palindromic repeat s”, and is a natural molecular technology used by many bacteria to fight off invading viruses. This molecular technology can also be used in mammalian cells to edit genetic DNA by adding, removing or changing DNA letters, and by turning genes on/off without altering their sequence.

Although there are other means of carrying out gene therapy, CRISPR has opened up new possibilities for treating human genetic diseases, is faster and much cheaper than other gene-editing technologies, and has revolutionised biotechnology. Last year the world’s first CRISPR therapy was approved to treat human patients with sickle-cell disease.

Any ideas of modifying the evolution of society through genetic manipulation resonate with the views of Francis Galton (1822–1911) – of guiding human evolution through controlled breeding, also known as eugenics. Not only were Galton’s ideas based on false evidence, but they led on to disastrous programmes of mass sterilisation and eventually to the genocidal nightmare of the Nazi gas ovens.

We must be extremely cautious and conservative about using CRISPR to manipulate the genetic make-up of future generations. Human diversity of cultures, perspectives, abilities and identities are vitally important for global equilibrium and functioning, and we interfere with this diversity at our peril.

A reasonable person might think it would it be a good idea to use CRISPR to eliminate disease-related genes from the human genome, eg genes that predispose people to heart disease, obesity and type 2 diabetes. However, there is mounting evidence that these genes conferred advantages related to survival upon our ancestors prior to the Industrial Revolution, when nutrition was generally poor and patchy (see the views of Maria Esther Rubio Ruiz and others in International Journal of Evolutionary Biology ).

Today, many people eat highly processed foods rich in fat/sugar while at the same time leading sedentary lives, a combination that interacts with these old survival-enhancing genes to cause deadly modern diseases. So, in a future world possibly bedevilled by famines and other privations, these “bad genes” could actually function as “good genes“. It would be unwise to eliminate them from the population now.

Also, engineering inheritable genetic changes to produce what might be seen as socially desirable traits that are not disease-related in future generations, such as light skin colour, is problematic. Many non-westerners use skin-whitening cream to induce fair complexions, believing fair skin looks better than dark skin. But genetically engineering fair skin in offspring could put them at a future disadvantage in terms of survival. If atmospheric ozone levels deplete significantly, genetically engineered fair-skinned people, who would otherwise be protected by skin melanin, would suffer increased incidence of skin cancer.

In 2018, maverick Chinese scientist He Jiankui carried out unregulated gene editing of human embryos, two of whom were later born as the twin girls Lulu and Nana. This genetic editing was designed to confer resistance to the Aids-inducing human immunodeficiency virus (HIV) by inactivating the gene CCR5, mimicking a natural mutation that protects a small number of people from HIV.

This work was greeted with worldwide concern. Scientists pointed out that too little is known about genes to make such changes safely, that other genes can be damaged in the process, and that these changes are passed on to future generations. A global moratorium on heritable gene-editing was introduced in 2019. This moratorium will end soon, and anxieties regarding what CRISPR technology might lead to are mounting.

While CRISPR technology promises wonderful advances in medicine, it also raises profound ethical questions. Going forward, we must remain vigilant in guarding human rights and ethical practices that support equality and dignity of all, regardless of their genetic make-up. No less than the aforementioned Doudna, one of the inventors of CRISPR technology, has called for a ban on heritable gene-editing until scientific, technical and ethical questions are answered and public consensus has developed.

2022’s seismic shift in US tech policy will change how we innovate

Three bills investing hundreds of billions into technological development could change the way we think about government’s role in growing prosperity.

It was the perfect political photo op. The occasion was the September groundbreaking for Intel’s massive $20 billion chip manufacturing complex in the suburbs of Columbus, Ohio. Backhoes dotted a construction site that stretched across hundreds of flat, empty acres. At a simple podium with the presidential seal, Joe Biden talked about putting an end to the term “Rust Belt,” a name popularized in the 1980s in reference to the Midwest’s rapidly declining manufacturing sector.

It was a presidential victory lap after the passage of some landmark US legislation, beginning with the infrastructure bill in late 2021. Together, three major bills promise hundreds of billions in federal investments to transform the nation’s technology landscape. While ending the Rust Belt might be typical political hyperbole, you get the point: the spending spree is meant to revive the country’s economy by rebuilding its industrial base. 

The dollar amounts are jaw-dropping. The bills include $550 billion in new spending over the next five years in the Infrastructure Investment and Jobs Act, $280 billion in the CHIPS and Science Act (which prompted Intel to go ahead on the Ohio construction), and another roughly $390 billion for clean energy in the Inflation Reduction Act. Among the investments is the most aggressive federal funding for science and technology in decades. But the greatest long-term impact of the legislative flurry could come from its bold embrace of something that has long been a political third rail in the US: industrial policy. 

That means deliberate government interventions, including financial incentives and investments, favoring growth in particular industries or technologies—say, for national security reasons or to address problems such as climate change. Think of US support for semiconductor manufacturing in the 1980s or the creation during the Cold War of the Defense Advanced Research Projects Agency (DARPA), which led to the internet and GPS.  

But for decades now, free-market advocates have disparaged industrial policy as a foolhardy attempt to pick economic winners. Since the early 1980s and the era of Ronald Reagan, US politicians and many mainstream economists have disdained it. In reality, it never completely went away. President Obama toyed with elements of it in trying to revive manufacturing in the US after the 2008 recession; President Trump turned to it in his Operation Warp Speed to mobilize industry around covid vaccine development. But for the most part, it has seemed foreign to US political thinking: it was something China does, something Japan, South Korea, and France used to do (remember the Concorde?). 

The US has effective and productive free markets. And, of course, we have Silicon Valley, our own engine of economic growth, propelling the economy forward. All we need to do is unleash that engine by loosening regulations and cutting taxes. Or so the dominant narrative went. 

That narrative began crumbling long before the covid-19 pandemic made clear the need for the government to help bolster critical industrial sectors and supply chains. An unblinking faith in free markets has led to globalization, helping to gut many of the country’s industries, particularly in manufacturing. For a while, the economic argument was that it didn’t matter where you made stuff; cheap commodities were good for living standards, and the country should focus on high-tech growth. 

The problem is that high-tech growth has been limited, anemic, and unevenly distributed. Income inequality has climbed to high levels. The Rust Belt and other sections of the middle of the country keep getting rustier. Despite impressive advances in artificial intelligence and other areas of high tech, the nation’s prosperity has largely benefited people in only a few regions; notably, experts have begun identifying a handful of superstar cities, including San Francisco, Seattle, and Boston, that are booming while the rest of the country suffers. Perhaps most telling, growth of productivity—particularly the kind related to innovation, called total factor productivity—has been sluggish for several decades now in the US and many other rich countries. 

I wrote about the failure of technologies such as social media and artificial intelligence to boost productivity growth in the mid-2010s, in an essay titled “ Tech slowdown threatens the American Dream .” Since then, the situation hasn’t gotten any better, roiling US politics and fueling a mood of economic malaise. 

What’s changed now is that the new legislation, which passed with some degree of bipartisan support in Congress, signals a strong appetite across the political spectrum for the US government to reengage with the country’s industrial base. After decades of declining federal investment in R&D , which dropped from 1.2% of GDP in the late 1970s to below 0.8% in recent years, the CHIPS and Science Act alone authorizes some $174 billion for research at places like the National Science Foundation.

Part of the reason the legislation received such broad support is that the funding provisions are a bit of Rorschach test. Some see measures to defend critical national technology businesses like chip production against the threat from China, and to make sure we don’t lose the global race in areas such as AI and quantum computing. Others see green jobs and efforts to address climate change, and a return to the post–World War II recognition that investing in science and research is critical to economic well-being. 

Still, despite the differences in motivation, the federal government’s willingness to embrace hawkish industrial policy is at least providing a chance to rethink the role the state plays in innovation. “It’s not just an opportunity—it’s a necessity,” says Dan Breznitz, the Peter J. Munk professor of Innovation Studies at the University of Toronto and co-director of its Innovation Policy Lab. After decades, he says, it’s time the US government got back in the game of “understanding the importance of merging innovation strategy with industrial policy.” 

Likewise, the European Union, South Korea and Japan, countries in the Middle East, and various other members of the Organization for Economic Cooperation and Development are all “back on the industrial-policy bandwagon,” says Dani Rodrik, an economist at Harvard. “It’s not like industrial policy ever went away,” says Rodrik, “but now it’s at the center of the conversation.” Instead of being embarrassed by the topic, he says, politicians are now touting it as a strategy. 

For economists like Diane Coyle, an expert on productivity and the emerging digital economy, the need for industrial policy to promote targeted growth is obvious at a time when productivity is stagnant, climate change is reaching a crisis point, and the rapid digitalization of the economy is worsening inequality. “We absolutely do need industrial policy in the kind of economy we have now,” says Coyle, the co-director of the Bennett Institute for Public Policy at the University of Cambridge. “But the catch, of course, is it’s difficult to do, and governments often don’t do it well.” 

What about Solyndra?

The well-worn critique that industrial policy asks governments to pick winners, something they aren’t particularly good at, doesn’t really hold up to scrutiny. For every Solyndra (a solar company that received a half-billion-dollar federal loan guarantee before flaming out, and the favorite example of a disastrous losing pick), there is a Tesla—funded around the same time by a federal loan. But the criticism does have some truth to it; industrial policy requires, well, policies. It requires choices. 

The US legislation passed over the last year is really a series of different industrial and innovation strategies. There’s a classic industrial policy that singles out support to the chip industry; a green industrial policy in the Inflation Reduction Act (which is often called the climate bill) that broadly favors specific types of companies such as EV manufacturers; and other spending choices and policies scattered throughout the bills that aim to create new jobs. Arguably the most important provisions, at least according to some economists, are those designed to boost federal support for R&D.

There is no obvious, coherent vision tying it all together. 

For now, says David Victor, a professor of innovation and public policy at the University of California, San Diego, that’s fine. “It’s more like industrial policy à la carte,” he says. It’s based on what is politically possible, appeasing different interests, from labor to industry to climate activists. Now, says Victor, “we need to turn it into as effective industrial policy as possible.”

One challenge will be dealing with potentially conflicting priorities. For example, the climate bill’s generous tax incentives for electric vehicles come with a few stipulations. The EVs must be assembled in North America. What’s more, the battery components must be made or assembled in North America and the critical metals going into the batteries must be mined in the US or by its free-trade partners. That might boost long-term domestic manufacturing, creating jobs and building more reliable supply chains, but it also could create a bottleneck in EV production. If that happens, it could slow down efforts to reduce carbon emissions. 

Various other trade-offs and choices loom as the country ramps up its technology investments. To help make better choices, Erica Fuchs, a professor of engineering and public policy at Carnegie Mellon, and her collaborators have started a pilot project, funded by the NSF, that will use advanced data analysis and cross-disciplinary expertise from a team of university researchers to better inform policy makers on technology decisions.

Called the National Network for Critical Technology Assessment, it’s meant to provide useful information on different options to meet various geopolitical and economic objectives. For example, given US dependency on China for lithium and the Democratic Republic of the Congo for cobalt, and given the risks of those supply chains, what is the potential value of innovations in battery recycling, alternative battery chemistries (such as ones that don’t use cobalt), and alternative extraction technologies? Likewise, there are questions around what parts of domestic battery manufacturing are most important for creating US jobs. 

While much analysis has already gone into writing the legislation, says Fuchs, many more questions will come up as the government attempts to spend the allocated funds to best realize legislative goals. She hopes the project will eventually lead to a larger network of experts from academia, industry, and government that provide the tools to clarify and quantify opportunities emerging from US innovation policies. 

A new story

Any new narrative that the government can promote innovation and use it to foster economic prosperity is still very much a work in progress. It’s not yet clear how the various provisions in the different pieces of legislation will play out. Perhaps most worrisome, the large jumps in funding for R&D in the CHIPS and Science Act are simply authorizations—recommendations that Congress will need to work into the budget anew every year. A switch in political mood could quickly kill the funding.

But perhaps the greatest unknown is how the federal funding will affect local economies and the welfare of millions of Americans who have suffered decades of lost manufacturing and declining job opportunities. Economists have long argued that technological advances are what drive economic growth. But over the last few decades, the prosperity resulting from such advances has been largely restricted to a few high-tech industries and has mostly benefited a relatively small elite. Can the public once again be convinced that innovation can lead to widespread prosperity? 

One worry is that while the recent legislation strongly supports semiconductor manufacturing and assorted clean technologies, the bills do little to create good jobs where they are most needed, says Harvard’s Rodrik. “In terms of bang for the buck,” he says, investing in advanced manufacturing and semiconductors “is one of the least effective ways of creating good jobs.” There is, he says, a “kind of manufacturing nostalgia” and a belief that rebuilding this sector will bring the middle class back. But that’s illusory, he says, since today’s advanced manufacturing is highly automated, and facilities tend to employ relatively few workers. 

Rodrik proposes what he calls an industrial policy for good jobs that would move beyond manufacturing and target the service sector, where by far the most jobs are in the US. His plan calls for investing in new technologies and companies that would improve productivity in jobs long thought of as low-skilled. For example, he points to opportunities to increase the capabilities of people working in long-term care, an area that is exploding as the population ages, by giving them digital tools. 

We also need to drop the pretensions around Silicon Valley’s role in creating widespread prosperity. A little more than six years ago, I wrote an essay titled “ Dear Silicon Valley: Forget flying cars, give us economic growth. ” Even with the advent of AI and driverless cars, economists were fretting over slow productivity growth. The inability of those in Silicon Valley to develop and commercialize the types of technologies and innovations that produce growth across a broad swath of the economy was clear. 

The tech industry gave us Zoom to survive the pandemic, and Amazon went on a hiring spree, but none of this led to a widespread economic expansion. We’re still waiting for the long-anticipated economy-­wide productivity boom from AI. These days, I would tweak the message: Forget about Silicon Valley and look elsewhere for economic transformation. 

If not Silicon Valley and other centers of innovation, where will that transformation come from? Though federal legislation has kick-started the discussion about industrial policy and innovation strategies, any real change will have to happen through efforts by cities and states. Each city, says Breznitz of the University of Toronto, will need to figure things out for itself, creating innovation strategies that work for its people on the basis of its industrial base, educational resources, and type of workforce. And, he admonishes, cities need to stop pinning their hopes on an elusive high-tech strategy modeled on Silicon Valley. 

“Two hundred cities in the US are all trying to look like Silicon Valley,” Breznitz says, adding, “I don’t know why. Maybe they’ve never been to Silicon Valley?”

A key, he says, is recognizing that inventions are just one stage of innovation. Local governments need to support what he calls continuous innovation by helping local companies and industries offer improved and cheaper products and services. It might not be as glamorous as coming up with a novel idea for a radical new business, but it’s how most companies and regions become more productive and localities prosper. 

Creating a convincing narrative that large parts of the country buy into will take time. But that, says UCSD’s Victor, is precisely the point of industrial policy: “You begin to change the facts on the ground. You create new industries and jobs. And then the politics shift.”

Before that happens, of course, lots can go wrong. Successful industrial policy depends on consistent and disciplined choices by politicians. You can decide for yourself whether you think they will manage that. 

But one reason for renewed optimism is that today’s technologies, especially artificial intelligence, robotics, genomic medicine, and advanced computation, provide vast opportunities to improve our lives, especially in areas like education, health care, and other services. If the government, at the national and local level, can find ways to help turn that innovation into prosperity across the economy, then we will truly have begun to rewrite the prevailing political narrative.
