Romania, a Europe in miniature. Brief presentation of national minorities.

Romanians, Hungarians, Germans, Roma, Ukrainians, Turks, Tatars, Albanians, Armenians, Bulgarians, Croats, Greeks, Jews, Italians, Poles, Lippovan Russians, Serbs, Slovaks, Czechs, Macedonians, Ruthenians – they are citizens of Romania in 2005 and before long citizens of the European Union. Romania’s large array of national minorities, who intermingled for centuries with the majority population, inspired us to conceive Romania as a small scale reproduction of the European mosaic of ethnicities, languages, cultures, beliefs and traditions. This is why we intituled this book Romania, a Europe in miniature. We are bound to Europe through the respect and the openness towards ethno-cultural diversity and the commitment to the same values; therefore we believe in the value we can add to the European human and cultural heritage. Since this is a book about national minorities, it is worth mentioning that the Romanian experience in managing interethnic relations is internationally recognised as a positive practice. Cooperation with other countries and European institutions and organisations in the field is extremely rewarding. The statute of national minorities in Romania is carefully observed since it is one of the political criteria Romania needed to fulfil for accession to the European Union. The steps taken so far have been appreciated accordingly and brought Romania closer to the integration in the European Union. We dedicate this publication to the event of 25 April 2005 when Romania signed the Treaty for accession to the European Union, an event celebrated both by majority population and national minorities. We thank all who made a contribution to producing this publication, launched on Europe Day and included in the Diversity Week in Romania. • What Language Do They Speak In Romania?

Romania is located in eastern Europe and has a population of around 19.5 million. This population represents a decrease from 2011 as the country is currently undergoing negative migration and sub-replacement fertility rates. Approximately 10.5% of the population is made up of ethnic minorities. This diversity is reflected in the languages of the country.

Romanian, The Official Language Of Romania

The only official language of the country is Romanian. This language belongs to the Balkan-Romance group, which descends from Vulgar Latin and dates back to the 5th century AD. Over the centuries, the language borrowed vocabulary from Slavic languages, Hungarian, Turkic, French, and Italian. Of all the Romance languages, it has the most similarities with Italian. The first grammar book in the Romanian language was published in 1780. An estimated 91% of the population speak Romanian as their principal language. All government publications, public education, and legal contracts are written in Romanian.

Hungarian, The Most Widely Spoken Language Of Romania

The most widely spoken minority language in Romania is Hungarian. Approximately 6.7% of the population speaks this language, the majority of which live in Transylvania. This disbursement reflects the history of the country as Transylvania was once part of the Kingdom of Hungary. Hungarian belongs to the Uralic language family. Written records of this language date back to the 900’s AD, using the Old Hungarian alphabet. Today, it is written using the Latin alphabet and has been influenced by French, German, and Italian. Hungarian is used in some local level public offices of Romania where the ethnic Hungarian population exceeds 20%.

Other Minority Languages Of Romania

In addition to Hungarian, several other minority languages are spoken throughout Romania. Romani is the first of these, spoken by 1.1% of the population. It is used in local government administrative offices, including the educational system, throughout 79 communes and in 1 town. These locations are concentrated in Mures County and Calarasi County. Other minority languages include: Ukrainian (57,593 speakers), German (45,129 speakers), Russian (29,890 speakers), Turkish (28,714), and Tatar (21,482).

Other much smaller population sizes speak a number of other languages including Serbo-Croatian (26,732, both Serbians and Croatians), Slovak (16,108), Bulgarian (6,747), and Greek (4,146). The Greeks, Turks, and Crimean Tatars mainly live in the Northern Dobruja region of Romania.

Foreign Languages Of Romania

The multilingualism of Romania does not stop with its official and minority languages. Several foreign languages also play an important part in the society. Approximately 29% of the population can speak the English language. English is the primary foreign language taught in the public school system, from primary to upper secondary grade levels.

English is followed closely by the French language, which is spoken by 24% of the population. This is the second most popular foreign language class in the public school system. Romania is noted as having the largest number of French learners in a non-French speaking country. This fact has grabbed the attention of many international companies, which are now turning their attention to the outsourcing potential within Romania.

Other less common foreign languages within Romania are Italian, spoken by 7% of the population, and German, spoken by 6% of the population.

"I am living in Braila with my father-in-law, who is 74 years and two children. I am trying to find a job here, it is not so easy, but I do not despair." – Dmytro, a 60 year old refugee from Ukraine, hosted in Romania.

On 28 March, the Government of Romania has extended the cash assistance for the refugees from Ukraine for additional three months until the end of June 2024.

Through this programme - that replaced the so called 50/20 programme in April 2023 - the Government is providing 2,000 RON (approx. 434 USD) per family per month to cover accommodation costs and additional 600 RON (approx. 130 USD) per person per month for food expenses for eligible refugees from Ukraine, notably those on the path towards inclusion and some vulnerable categories.

On 28 March, UNHCR visited Cluj-Napoca. The Representative Mr. Pablo Zapata met with the Mayor of Cluj-Napoca Mr. Emil Boc, expressing gratitude for the city’s welcoming approach to refugees and commended the City Hall’s innovative approach to the inclusion of refugees into mainstream services through its one-stop-shop platform. Mayor Boc emphasized the multicultural approach and aspiration of the city, as a welcoming place for all. UNHCR also met with the child protection authority (DGASPC) and the school inspectorate (ISJ) in Cluj and learned about various best practices. UNHCR team met with refugees from Ukraine hosted in Cluj who are currently engaged in entrepreneurial initiatives, thus contributing to Romania's economic development by setting up small businesses, which are supported by UNHCR grants. These grants also benefit the small enterprise initiatives of the members of the Romanian community.

Population Movements

Following recent attacks in Ukraine, notably those of 22 March, UNHCR has observed an increase of 2,000 refugees remaining in the country, totalling the number of refugees present in the country to 78,673 as of 24 March.

UNHCR and partners monitor border crossing points with Ukraine and Moldova, reaching over 7,700 refugees from Ukraine this year with counselling and legal services upon their arrival. On 26 March, UNHCR conducted a mission to Maramures (northern Romania) and met with the Border Police and the Mountain Rescue Service.

During the week, UNHCR, in coordination with the General Inspectorate for Immigration (GII), conducted two training sessions on Best-Interest Determination Procedures and specific protection considerations for unaccompanied and separated children in Sibiu (central Romania). The training sessions were part of an event organized by the GII, bringing together over 70 representatives from various public institutions supporting unaccompanied and separated children in Romania.

Philanthropist group buys up large tracts of land in Romania to create ‘European Yellowstone’

Local residents who at first suspected gold or uranium deposits had been found are being won over by the initiative to protect nature and economically develop the areas involved.

“It has to be an ambitious conservation project,” Hansjörg Wyss, one of the world’s leading environmental philanthropists, told Christoph and Barbara Promberger, promoters of the Foundation Conservation Carpathia, as a condition for financing the purchase of land in Romania, a country that today contains 65% of Europe’s virgin forests. The aim is to create “the European Yellowstone ,” as the largest donor of the initiative described it after flying over the enormous expanse of the Fagaras Mountains, located in the extreme south of the Carpathian range, in a helicopter. So far, the foundation has already bought up 27,027 hectares in this still wild region, but the goal is to create a gigantic protected area of 200,000 hectares, an area roughly equivalent to the North Cascades National Park in Washington.

This area of Transylvania is home to one of the most important wildlife ecosystems in Europe. Wolves and brown bears — of the latter there are more than 5,000 in the country — lynx and beavers roam freely on the forested slopes of the Fagaras Mountains, the highest in the southern Carpathians. Several years ago, 80 bison were reintroduced two centuries after their disappearance from these territories, through a program run by the Foundation Conservation Carpathia. It all started in the mid-2000s when the Prombergers noticed the illegal logging that was still taking place in the Romanian forests, spurred by the restitution of woodlands to former owners from the pre-communist era. Illegal deforestation even spilled over into state-protected parks, such as Piatra Craiului — meaning The King’s Rock — one of the most popular in the country due to its immense variety of flora and fauna.

“‘Only if someone buys these forests and places them in private hands can we save them, at least until the state realizes the importance of preserving them,’ the director of a national park jokingly let slip,” says Barbara Promberger. At that point, the Austrian biologist and her husband Cristoph, a German forester, set out to find philanthropists and conservationists to raise funds to buy large tracts of forest to halt deforestation and, at the same time, promote ecotourism in support of local communities. “This national park has to serve to protect nature, but also to economically develop the areas involved,” says Barbara, who has lived in a tiny village in Brasov province for 30 years. As a conservation model, they were inspired by the Tompkins project launched in the 1990s to restore habitats in southern Chile and Argentina, and also by the Bavarian Forest National Park.

The 27,027 hectares they have acquired to date have been included in Romania’s National Catalog of Virgin and Quasi-Virgin Forests to protect them in perpetuity. The foundation has also reforested almost 2,000 hectares and replanted more than four million young trees such as beech, spruce and maple. Today, Romania has more than six million hectares of forest, a significant proportion of which is free of human settlement. But illegal logging has already wreaked havoc on vast tracts. For this reason, the organization’s rangers are patrolling some 75,000 hectares to stop illegal logging in neighboring forests as well. The project aims to involve the inhabitants of the small villages, located in the foothills of the Fagaras Mountains, by providing jobs and gradually attracting more visitors to the area, as well as developing educational and social programs.

However, the creation of the Fagaras National Park requires the agreement of the affected local authorities. This is where the Foundation Conservation Carpathia is encountering difficulties. “We are in a post-communist country, so people are wary of losing their property again to the state,” explains Barbara, who stresses that the fact that national parks have been set up without infrastructure has led to locals “being left with access restrictions and no economic benefits, which has increased the general rejection. We can only buy from private property, but not from municipalities or landowners’ associations, so our strategy is to acquire what we can and donate it to the state only if it creates a national park,” says the biologist.

The perception of the villagers in the 28 local communities has changed a lot over the years, but it is still the main challenge to overcome. At first, residents prejudged the foundation members as outsiders who wanted to earn significant income at the expense of their land. “They suspected that we had found gold or uranium; they couldn’t imagine that we would invest so much money to preserve nature alone,” says Barbara, who expects her residents to submit a formal request to the Romanian government in the next five to 10 years to turn their area into one of Europe’s largest nature reserves .

On the other hand, there are still localities that are resisting. “We believe it is due to the logging lobbies. Since they have been threatened, these groups that illegally cut the forests have started to create fake news about us, such as that we are going to throw snakes from an airplane, close access to the forests, or cut down the trees,” says Victoria Donos, the foundation’s director of communication and local community relations. “They don’t understand that there really is someone who wants to do good without any interest in return,” adds the activist, who specifies that it will be a park without restrictions with a protected area and another for economic development.

As another innovative measure, the foundation created its own hunters’ association and acquired the hunting rights to 80,000 hectares to protect wildlife, as poaching was especially damaging the herds of chamois and deer. “There is significant opposition from hunters; they perceive us as a danger because we support a quota established under scientific reason to avoid endangering wildlife and the existence of a species,” Donos says.

On the outskirts of the commune of Leresti, which has about 4,500 inhabitants, 28 bison were reintroduced two years ago, which will soon lead to the opening of a bison observation center to attract tourists and further revitalize the area. “Over time, the inhabitants have understood what Carpathia wants to do,” says Marian Toader, mayor of Leresti, who says the area has become a tourist resort of local interest in just a few months. The foundation already owns 3,200 of the commune’s 15,000 hectares, says the mayor, who has seen how the outlying villages of the Bavarian Forest National Park have benefited. “In addition, it has helped us to keep bears away from residents’ houses, a problem that used to occur on a daily basis, by building electric fences,” concludes Toader.

When giving a presentation in english, there are certain guidelines you should follow. Maybe you haven't got a lot of experience presenting - or you would simply like to refresh your already existing knowledge - we're here to teach you the basics about presenting and provide you with a free list of useful phrases and the basic structure you can in your presentation!

1. Structure

The general structure of a presentation is the following:

• Introduction

It is up to you to design these three parts. Using videos or everyday-examples can be a great way to introduce the audience to the topic. The important thing is that you capture the audience's attention from the beginning by making an interesting introduction. The main part is where you present your topic, ideally divided into sections. You can be creative with it - incorporate images, videos, stories or interactive polls . We generally recommend using different kinds of elements, as that makes the presentation more lively. Make sure your main part is well structured, so your audience can follow. In the conclusion, you should give a short summary of the points you made without adding any new information. You can also make an appeal to your audience in the end.

2. Useful Phrases

Here you'll find several phrases that you'll need in every presentation. Of course, you should adapt them and use them in a context that is suitable for your setting. The phrases are divided into subcategories so you can find what you're looking for more easily.
