The Philippine government encourages consumers to buy locally produced foods to promote growth and sustainable agriculture. This will provide further economic, environmental and social benefits to farmers and local areas, leading to more sustainable patterns of consumption. This qualitative research looks at the views and behaviour of consumers in Tacloban City towards buying foods from public and private supermarkets, focusing on the barriers that prevent greater uptake local produce. Two separate focus groups (N=28) were conducted. Content analysis identified five relevant themes in relation to buying foods from public supermarket and private grocery stores. These were lifestyle, cost, food quality, food choices and environment. Participants reported buying their foods and food products mostly from the local public supermarket with the cost, food quality and food choices as factors influencing them to do so. The main barriers preventing participants from buying from local public supermarkets are the dirty environment and inconvenience. The results of the study are useful in developing future strategies for encouraging people to buy more from the local public supermarkets increasing consumption of local produce.

Shopping centers have become a center of convergence providing an opportunity to shop, entertain, relax and socialize. The quantum of foot traffic to the mall indicates the preference of the customers to visit a specific mall as the customers believe that their interests will be best met there in terms of ambiance, shopping, facilities and convenience. A shopper usually comes across many retailers in the market place, each having its own overall product offering. One retailer may be attracting customers due to its unbeatable location and visibility, other on the basis of discounted prices, someone on the basis of variety of merchandise or specialised product offering. If small retailers promise to offer the convenience of fulfilling the daily needs at your doorstep, the big retailers promise to offer better value in terms of competitive pricing and convenience of making all products available under the same roof. Then online retailers are trying to outsmart conventional retailers by killing time and distance constraints. Thus, it is seen that retail market place has become very competitive and challenging over a period of time. Market has already become tough due to increasing cultural and demographic diversity and changing lifestyles over a period of time. Every market has its own set of needs. Like any marketer, a retailer has to decide which kind of market it should cater to in a satisfactory manner. As a result, the retailer has to explore many options to differentiate themselves in the market place and appeal to its target customers. The options are available in the form of combining different elements of retail mix. Retail mix is mainly deciding about merchandise, price, promotional mix, location, services extended etc. to serve the needs of target market in a satisfactory manner. Retail format is the popular term used for retail mix. It bears close resemblance with marketing mix. In the ensuing study, discussion about various retail formats is carried on.

The major factor of consumer behaviour in organised retailing is the changing buying behaviour. Various management thinkers have conducted several studies to understand the relationship of buying behaviour and organised retailing. Consumer behaviour is defined as the behaviour that consumers display in searching for, purchasing, using, evaluating and disposing of products and services that they expect will satisfy their needs. (L.G. Schiffman, L.L. Kanuk, 2005). Consumer buying behaviour is changes due to organised retailing sector which introduce in India in 2000 year. Slowly organised retail flourish in India year after year and till 2008 many malls and other hypermarkets open in many cities of India. In this sector some Indian players took the initiative and open their retail chains. For example Future Group opened Big Bazaar, RPG Group opened Spencer Store, Ruia Group opened Shoppers Stop in many cities Now-a-days employees have been hired, trained and remunerated in organised sector. In this respect the malls and hypermarkets provide job opportunities to many people in the country. The organised retailing changes a lot the " consumer buying behaviour " in the country. Under one roof the whole items related to each category available to the consumers in the shops. Times have changed people want a good shopping experience and this experience they feel in purchasing the products from malls, hypermarkets etc. The purpose of this study was to identify through hypothesis testing how consumer buying behaviour changes in organised retailing. The study was conducted using structured questionnaire on private and public sector employees. Chi-Square technique was applied and chi value was computed to test the formulated hypothesis in order to find relevance of consumer buying behaviour in organised retailing.

Determining the dynamics of consumer behaviour is most challenging task for any marketer. It is, especially, important for retailers to develop in-depth consumer insight as they are in direct contact with customers and as purchasing has become increasingly experience-oriented. Now customers expect better purchasing experience with a wide range of merchandise, store ambience and visual merchandising. The Indian retail sector is witnessing a sea change and the emerging market is a spectator of major change in the growth pattern. Both existing and new players are trying out with new retail formats. These emerging retail formats offer extensive range to customers and offer an ideal shopping experience with a blend of product, entertainment, food and service, all under a single roof. Changing tastes and preferences of consumers' are leading to necessary change in standard of living and spending pattern and this in turn is leading to surge in new business opportunities Thus, retailers have to make continuous innovations to enrich the shopping experience. Modern retailers may try to distinguish themselves on the basis of improved shopping experience from conventional retailers.

The purpose of this study is to understand the buying behavior towards sustainable and eco-clothing. This paper presents the facts, figures and general awareness about eco fashion and eco clothing. It also elaborates the environmental impacts about the raw material and manufacturing process used for clothing and suggests Sustainable Raw Material be preferred for sustainable clothing's in India, The purpose of this paper is also to examine the relationship between eco fashion and their willingness to pay a premium for eco-clothing's with the focus on gender and age group. This paper classifies the consumer into 7 types with respect to specific attitude to sustainable and eco-clothing within the sample of 119 in Pune region. The findings will help fast fashion retailers, marketers, environmental activists, ecological researchers, charity institutions and public policy makers.

The increasing popularity of local food consumption can be attributed to the heightened awareness of food safety concerns, carbon emissions produced from food transportation, and an understanding of how large corporations’ obtain their food supplies. Although there is increasing discussion on both the local and organic food movement independently, there is not a wide availability of literature examining the motivations and perceptions of consumers with regard to farmers’ markets. Issues such as perceptions about what type of food consumers are purchasing at markets, nor the main motivations for frequenting such establishments are discussed. Therefore the purpose of this study was to determine consumer motivations, benefits, and perceptions of farmers’ markets. Using the case study location of Toronto, Canada, this study surveyed 300 participants during the fall of 2011. Findings indicated that the main purpose for visiting famers’ markets is not solely to fulfill grocery needs. Quality of products offered and the ability to support the local community were the primary motivators to visit the markets.

The purpose of this paper is to examine public market functions in three different continents (Europe, North America and Asia) and to identify a set of planning implications for their use in contexts of urban regeneration.

Design/methodology/approach

The paper presents a comparative analysis of four downtown market functions based on the LABiMAAM framework: [L]ocation; [A]ccessibility; [B]uilding; [i]nternal structure; [M]ain trading area; [A]menities and services; [A]nimation program; and [M]anagement structure.

The lessons learned suggest that centrally located public markets possess: social functions aimed at guaranteeing food security, urban development goals that prevent the leap-frog suburbanization of the territory, walkability goals that reduce automobile dependence and welfare goals that support disenfranchised, usually minority, populations.

Research limitations/implications

Positive and dire implications are identified. The former are structured in terms of these five categories, namely, social, financial, macro-spatial, environmental and public space; while the latter tend to result mostly from the abandonment of the public good orientation associated with having a public market function in a central location.

Originality/value

This study results from the realization of increasing developmental pressures and widespread tendencies to multiply specialized retail offers in both traditional, and especially, innovative commercial formats. The findings comprise the identification of public policies aimed at augmenting the relevance of commercial urbanism and urban regeneration strategies.

Design Parameters

Determining an accurate design flow, or how much wastewater is generated at the facility, is a good starting point when designing a wastewater system. City engineers are estimating that the average flow from the Jaro market is 12 cubic meters per day. This is a good initial estimate and provides a baseline for further investigation and refinement for developing the design flow value. To determine an accurate design flow, engineers will verify water consumption figures from the water district. Because a wastewater system must be designed to accommodate peak flows, some estimates for converting the monthly water meter data to peak daily flow will be required. For example, if water meter data for a peak month is used, the value is divided by the number of days in the month and the result multiplied by a peaking factor. A peaking factor of 1.5 or 1.7 (the appropriate peaking factor is determined through local knowledge) will estimate peak flows from average flow data. This will also help to build in some margin of safety to ensure that the system will not be undersized. Engineers are working now to determine the proper peak flow number and identify the wastewater system design flow from which the detailed engineering designs will be based.

Proposed Wastewater System Components

Engineers are recommending that the wastewater system include the following components:                                         

  • Grease and trash traps located at key points in the sewer system to remove grease from the food service areas and heavy solids from the vegetable, meat and fish areas
  • Settler - a settling tank, similar to a septic tank, to perform primary settling
  • Anaerobic Baffled Reactor (ABR) - to remove much of the organic mater and suspended solids in the wastewater stream

Secondary Treatment - Constructed Wetlands

The constructed wetlands, otherwise known as a planted gravel filter, will treat the wastewater to a point where it may be safely discharged in compliance with environmental standards. Wastewater from the ABR tank will flow through the inlet structure of the constructed wetlands where it will be evenly distributed through the gravel media. As this is a subsurface flow wetlands, all of the wastewater will be maintained below a layer of gravel and mulch.

There are several good examples of constructed wetlands systems for public markets. The photo provided here is from the BORDA-developed system at the Dumaguete Public Market. Constructed wetlands not only help treat wastewater, but they add aesthetic values as well. They may also be used to develop microenterprise projects through the sale of cut flowers or hydroponically growing saplings for the reforestation industry.

Cost Estimate

City engineers are developing a detailed cost estimate for the Jaro market wastewater project. Initial estimates are provided below:

Approximate Total Project Cost P 2,457,900.00

In addition to the project cost estimated above, the engineers will be preparing a cost recovery plan. This will be based upon how many stalls and how many pesos per stall should be calculated for a 3, 5 and 7 year cost recovery plan. Then the stall owners can decide how they want to proceed. Engineers and planners at the city staff will consider other options for financing as well. They may adopt the program of funding operations and maintenance through a public restroom user fee similar to the Dumaguete public market project, which uses the fees from the public restroom to fully fund the operations and maintenance for their market facility.

Finally, an operations and maintenance plan will be developed and associated costs calculated. Operations expenses are anticipated to be quite low as this is a passive wastewater system with no electrical requirements. Data on the operations and maintenance costs will be considered for the cost recovery plan.

Improved Market Operations for Vigilant, Efficient and Responsive Services (I-MOVERS)

The I-MOVERS Project was conceptualized to address the typical problems in the public market. The focus of the project is on the improvement of the market’s sanitation and waste management system; reasonable pricing of basic and prime commodities; compliance of business establishments to trade and industry laws, particularly on the Price Tag Law; consumer awareness on their rights and responsibilities; recognition of business establishments complying to trade and industry regulations; and, establishment of a redress mechanism for consumer issues and complaints.

Background and Problem

The Public Market or the  Palengke  is the face of business in the different cities and municipalities of the country, particularly in the non-metropolis areas. However, the typical public market is usually characterized by poor waste management and sanitation standards, presence of unscrupulous vendors, lack of a redress mechanism for consumer complaints, and no established systems of operations. Ironically, the public market should be a clean and well-kept place considering that this is where consumers buy their staple food. The I-MOVERS Project is piloted at the Santiago City Public Market referred to as the Juan Dela Cruz Public Market, located at the center of the City. It covers a land area of seven (7) hectares or 70,000 sq. meters catering to consumers from Santiago City and nearby municipalities. Despite the magnitude of its operations, there is no existing Market Code as guide in market administration. It also lacks basic utilities such as clean comfort rooms, washing areas, consumer welfare center, police outposts, among others. As a result, consumer protection is at stake, public safety and security is uncertain, cleanliness, and sanitation is similarly a problem. Another problem is the existence of deceptive, unfair and unconscionable sales acts and practices of some vendors and traders in the public market. The project was then extended to also cover Cauayan City Public Market to expand coverage in Isabela.

Solution and Impact

The Consumer Act of the Philippines (Republic Act 7394) provides that it is the policy of the State to protect the interest of the consumers and promote their general welfare and establish standards of conduct for business and industry. The best interest of the consumers must be upheld, such as food safety, reasonable prices, quality products, correct weights and measures, clean and green environment, among others. Hence, aligned with this Act, and in conjunction with the mandate of the DTI on consumer protection, the “I-MOVERS” Project was conceptualized to address consumer issues and concerns. The project focused on the enhancement of the efficiency and responsiveness of the public market in upholding consumer protection and in ensuring best value for money. It envisioned for the establishment of an efficient waste management system, standards and monitoring checklist, electronic price board, recognition of consumer-friendly stores, and a redress system coupled with increased consumer awareness on rights and responsibilities by providing information materials at the Consumer Welfare Center.

In ensuring that the objectives of this project are fully attained, the DTI-Region 2, established partnership with the LGU of Santiago City and Cauayan City, together with the market vendors’ association and Federation of Market Vendors Associations, consumer representatives and other stakeholders to jointly undertake measures and strategies in the implementation, sustainability and continual improvement of the public market through the “I-MOVERS.” Together, the project team implemented the following components and corresponding outputs that contributed to the significant improvement of the Santiago City and Cauayan City Public Market:

  • Green Market : Establishment of sanitation and waste management monitoring standard checklist;
  • Gawad Huwarang Tindahan : Institutionalization of a recognition system for business establishments within the public market;
  • Honest Market : Installation of an electronic price board and  Timbangan ng Bayan ;
  • Consumer-friendly Market : Establishment of a Consumer Welfare Desk (CWD);
  • Well-informed Consumers/Business Establishments Market : Establishment of a Consumer Welfare Center and a Business Education and Information Corner; and
  • Fair Trade Law-Compliant Market: Advocacy and monitoring on the compliance of business establishments to the Price Tag Law.

Public-Private Partnerships (PPP) in the Philippines: Issues and Prospects

In the Philippines, Local Government Units (LGUs) are working to change the administration and functioning of public markets, and the study looked at how well these LGUs were internalizing the basic ideals of New Public administration (NPM). The study evaluated the effectiveness of PPP/BOT Public Markets in resolving the enduring issues with public markets in the Philippines using Public Private Partnership (PPP) as a framework of NPM for infrastructure development and service delivery.  It questioned whether PPP had made public markets run more efficiently as a reform tool.  Five of the nation's first PPP public markets, including the Mandaluyong Public Market in Mandaluyong City, the Carmen and Cogon Public Markets in Cagayan de Oro City, the Suki Market in Quezon City, and the Bocaue Public Market in Bocaue, Bulacan, were reviewed to support the evaluation. As performance indicators, it looked at management and organization, the range of facilities and services, LGU revenue income and expenditures, vendor income from the market, and client satisfaction with the caliber of the facilities and services.  Case studies, content analyses, ocular inspections, and interviews with city and municipal administrators, market administrators, market vendors, and officials of market vendors organizations were some of the combined research approaches used to gather the study's data. The study shows that while PPP has improved the performance of public markets during the early years of operation, these gains and all advances were not sustained by the LGUs when management and operation of public markets were turned over to them from the private project proponent-operators. The study argued that to sustain public-private partnerships in the operation of the public market, it is imperative to institutionalize reforms in the structure, processes, mindsets of the leaders, and stakeholders. The institutionalization of NPM’s core values can be carried out effectively through localization of PPP as a policy so that the necessary legal and institutional frameworks for PPP will be anchored based on the need, strength, and weaknesses of the LGU concerned.

The study makes a positive contribution to the on-going discourse on public sector reform in the Philippines particularly at the local level using PPP as a model. It enriches not only the literature of Public Administration but also provides valuable lessons in the praxis of governance.

EMERGING MARKETS: THE PHILIPPINES

YEAR IN REVIEW

The Philippines is projected to experience slightly above average GDP growth in 2021. Experts say the economy will grow almost a percentage point higher than the 6% average of ASEAN nations. As the country looks to sustain this economic growth, it has several challenges to overcome as it evolves into a major regional player in the Pacific.

Last March, President Rodrigo Duterte imposed severe lockdowns in the capital of Manila and the surrounding region. With nearly a quarter of the Philippines living in poverty, the economic disruption caused by lockdowns was a disaster that threatened many peoples’ very survival. The pandemic also exacerbated the nation’s pre-existing food shortage . Many families living in poverty were forced to go without food during the early days of the pandemic.

With daily case counts still over 5,000, the threat of another wave of the virus is still a real threat, but the Philippines government is desperate to avoid additional lockdowns, so “the government is now pinning its hopes on vaccines .” Although initially delayed due to logistical and supply issues , a Chinese-developed vaccine is slowly being rolled out across the Philippines; however, even armed with the vaccine, the Philippines government faces an up-hill battle. Vaccine hesitancy is still very high. In a recent survey, over 68% of respondents said they would refuse a vaccine if offered. “ Less than 1% of the country's 108 million people have been fully inoculated, according to data compiled by CNN.”

Because tourism is a major part of the local economy, the Philippines was especially hit hard by the pandemic. In 2019, the tourism industry contributed almost 13% to the Philippines’ GDP. The sector “lost some $8 billion in 2020 because of the pandemic.” Despite an incredibly low vaccination rate among the general population, the Philippines government recently loosened lockdowns in a desperate attempt to restart the economy. The government particularly wants to restart domestic tourism , which represents an important part of the Philippines tourism sector.

ECONOMIC GROWTH

The Philippines boasts one of “the most dynamic economies in the East Asia Pacific region.” Analysts attribute “increasing urbanization, a growing middle class, and a large/young population” as important factors contributing to economic growth potential. The Philippines economic power is “rooted in strong consumer demand supported by a vibrant labor market.” In short, the country has “sound economic fundamentals” and an internationally competitive workforce. The country has a strong business process outsourcing (BPO) sector and also enjoys robust “real estate, tourism, finance, and insurance” markets . Between 2010 and 2019, the country saw annual GDP growth of 6.4% . Although the Philippines GDP shrunk by 9.51% in 2020 during the pandemic, economists predict that the country will rebound and make a recovery over the next two years.

TENSIONS WITH CHINA

Despite President Dueterte’s friendly relationship with China, the Philippines have increasingly clashed with China over disputed waters near the Philippines. The Philippines government claims the disputed area, which is a rich source of fishing, oil, and gas reserves, lies solidly in Philippines’ internationally recognized territorial waters . The Chinese foreign ministry has asked the Philippines to “stop actions complicating the situation and escalating disputes.” The Philippines Defense Secretary Delfin Lorenzana responded in a statement, “While we acknowledge that China’s military capability is more advanced than ours, this does not prevent us from defending our national interests and our dignity as a people with all that we have.” The United States has signaled its intentions to support the Philippines’ claim over the disrupted waters. Despite Dueterte’s pro-China rhetoric, the Philippines has been forced to rebuild ties with the United States in the face of Beijing aggression.

POVERTY RATE

The Philippines have made real “progress in delivering inclusive growth,” but the “stubbornly high poverty rate” still currently hovers around 21% . It is a major factor constraining the Philippines’ potential. Critics say the Philippines government needs to redouble its efforts against local “corruption, elite capture, inadequate education, health services and infrastructure, limited access to financing” if the country is to succeed and achieve widespread prosperity.

INFRASTRUCTURE DEVELOPMENT

As the country continues to rapidly urbanize due to economic growth, the Philippines has struggled to facilitate modern infrastructure development, which is an important factor to spur outside investment in the country. This is a major concern for the Philippines since experts forecast that “ the number of city dwellers in the Philippines [will] rise from about 33 million in 2013 to 47 million by 2030.” The Philippines government will need to “address major bottlenecks , focusing on transportation, water resources, and energy.” Broadly, “improvements in the quality of infrastructure services will help cut the cost of doing business...and enhance productivity around the country.” Currently, the Philippines’ infrastructure lags behind many of the country’s neighbors, but the Philippines is making progress. According to the International Monetary Fund, The Philippines recently implemented a plan to increase the national infrastructure budget to 6% of GDP by 2022 - up from just 3% in 2015.

WEIGHING OPPORTUNITIES AND RISKS

Opportunity: utilizing bpo expertise.

More companies should think about ways to creatively leverage the country’s flourishing business process outsourcing (BPO) sector. In fact, The Philippines is “ second only to India in the number of large BPO centers. The sector boasts an “educated, English speaking and service-oriented labor pool.” For this reason, “the Philippines has become a business processes outsourcing destination for many companies across the world.  Many “English speaking countries have been utilizing Philippine-based outsourcing providers for over two decades because they have proven themselves to be powerful, efficient, and provide a quality product.” This technical workforce is a serious advantage for the Philippines, and many experts believe if this industry is further developed, this workforce could easily pivot into other “ related service sectors ” and boost economic growth.

RISK: CORRUPTION

Like many other developing economies , Corruption is an issue in the Philippines. The country ranked as the 65th most corrupt country on the planet by Transparency International’s Corruption Perceptions Index . According to a recent survey, 86% of citizens describe corruption as a major issue in the Philippines. Under the Duterte administration, the country has climbed 20 spots on the Corruption Perceptions Index since 2015. Despite his strong anti-corruption rhetoric , the country still struggles with a widespread culture of bribery and favoritism. Corruption can “ severely restrict the efficiency of businesses operating in the Philippines...extensive bribery within the public administration and vague and complex laws make foreign companies vulnerable to extortion and manipulation by public officials.” To make matters worse, this type of corruption also exists in the court system, which can lead to “time-consuming and unfair dispute resolution, and to an uncertain business environment .”

OPPORTUNITY: MANUFACTURING

As the Philippines continues to modernize and revamp its infrastructure to support long-term economic growth, outside investors will have an incredible opportunity to harness the Philippines’ manufacturing capabilities . Over the past decade, the Philippines industrial sector has accounted for roughly 30% of the nation’s GDP. Given on-going trade tensions with China and the lingering effects of COVID-19 , some companies are seriously considering “ relocat[ing] production from China , their traditional base, to the Philippines and neighboring countries in Southeast Asia.”  The Philippines manufacturing sector has specific focuses in “mining and mineral processing, pharmaceuticals, shipbuilding, electronics, and semiconductors.” These factors place the Philippines in a unique position to benefit and “will help sustain the growth of the industrial sector in the years to come.”

Despite the difficulties caused by COVID-19, the Philippines is poised for economic growth in the 21st century. Dutchman’s opened in 2022 as a pop-up housed at Nomad pizza in Brunswick’s Fort Andross building. There are 10 or so Mister Bagel locations in Maine, including South Portland and Falmouth. It all began with the Portland location, which was the first bagel shop to open in Maine. The late Rick Hartglass started Mister Bagel in 1977, and it is still a family business. Music fans will appreciate the breakfast sandwich menu, which includes The David Bowie (bacon, egg and American cheese), the Jimmy Buffett (egg with roast beef and cheddar) and The Lady Gaga (avocado, salt and pepper, with or without egg).

THE WORKS CAFE

The Works Cafe is an institution on the edge of the Portland’s Old Port. It opened in 1990 as Bagel Works before it changed its name in 2002. The original shop in this regional chain opened in Manchester, Vermont, in 1988, and there are 11 locations around New England, though just the one in Maine. Gone are the ’90s-era banana-walnut bagels and cold pizza cream cheese, but The Works Cafe is still a reliable place to grab a salt, multigrain or cinnamon raisin bagel, among others. The menu also has bowls, sandwiches and smoothies.
