Khadi is the fabric of freedom struggle and the Father of the nation. Mahatma Gandhi developed the concept of Khadi as a means to provide employment to the unemployed rural population and make them self-reliant. Our Hon’ble PM has given the mantra of ‘ Khadi for Nation, Khadi for Fashion ’, and Khadi is now seen as a fashion statement. It is now used in denim, jackets, shirts, dress material, stoles, home furnishings, and apparel accessories like handbags.

With an objective of promoting Khadi and Village Industries, Handloom and handicraft products, ODOP products, and products of various traditional and cottage industries manufactured locally or by SHGs and to further promote the idea of the “Vocal for Local” campaign and ‘AtmaNirbhar Bharat Abhiyan’ envisioned by the Hon’ble Prime Minister, Govt. of India has initiated a special campaign “Khadi Mahotsav”. The campaign is being organized across the country from 2nd October to 31st October every year.

The campaign is aimed at sensitizing the youth towards Khadi, ‘ Vocal for Local ’ and making them aware of their benefits to our economy, ecology & women's empowerment and to encourage the public at large & youth in particular to buy Khadi & other local products and inculcate in them pride for local products.

Khadi Mahotsav Essay Writing Competition is one such contest being organized by KVIC in collaboration with MyGov for UG/PG Students inviting them to write an essay on any one of the below-mentioned topics: 1. Khadi is not a cloth but an idea. 2. Khadi- Symbol of self-respect and self-reliance. 3. Khadi of my dreams. 4. Khadi –A revolutionary fabric. 5. Khadi-Journey from freedom to fashion. 6. Khadi for Nation, Khadi for Fashion, Khadi for Transformation. 7. Khadi is not only a garment but also an arm and weapon. 8. Role of MSMEs in Rural Development. 9. Handlooms and Sustainable Fashion: A Green Approach to Clothing

Eligibility: a) The online essay writing competition is open to all persons who are currently enrolled as UG/PG students in a course of study at any institution recognized by any University in India. b) Only one entry from each participant will be considered. In case it is discovered that a participant has submitted more than one entry, all the entries from the participant will be disqualified.

General Guidelines: a) There are no charges/registration fees for participation in the competition. b) The competition is open only for Indian Citizens. c) The Essay can be submitted either in Hindi or English languages. d) The length of the Essay must not exceed 1500 words. e) The Essay must be typed in an A-4 size MS word document using Arial font for English and Mangal font for Hindi, having size 12 with 1.5” spacing and should be submitted in the form of PDF. f) The participants must be the same person who has written the essay. The Essay should reflect original thinking and presentation.

Gratification: The top three entries in each language (English and Hindi) will be rewarded with the prizes as below: • First prize: KVIC E-coupons* worth ₹ 15,000 • Second prize: KVIC E-coupons* worth ₹ 13,000 • Third prize: KVIC E-coupons* worth ₹ 11,000

The rewards will be given in the form of a KVIC e-coupon which will be redeemable on the KVIC e-commerce platform www.khadiindia.gov.in subject to the condition that the winner has to first purchase Khadi and V.I. products worth minimum of Rs.100/- from www.khadiindia.gov.in and further the winner has to declare a list of 5 to 10 items, which he/she would replace with local products, in the KVIC e-commerce-platform viz., www.khadiindia.gov.in .

It has endorsed a new identity for tribal art and skills that was not given its due and often devalued by previous governments. Vocal for Local has been introduced to bolster the nation's economy through increased employment opportunities, new revenue channels, revitalized agriculture sub-sectors, and widespread adoption of advanced technology in local manufacturing.

Just like drop-by-drop water makes a vast ocean, similarly, if every citizen of India starts living the mantra of '‘Vocal for Local’', then it will not take long for the country to become self-reliant. When all the countrymen are vocal for the locals, their echo will be heard not only in India but also all over the world. These words of our Prime Minister Narendra Modi have never been more relevant, as facts confirm that generating income through local handicrafts and tribal arts has become more lucrative, accessing wider markets locally and geographically has become more convenient due to the hand holding by government.Recall and response to such products has immensely improved.

IMPACT;VOCAL FOR LOCAL

Embracing digitalisation, the Khadi and Village Industries Commission's (KVIC) forayed into online marketing to expand its reach across India, allowing artisans to sell their products even in the most remote areas through the KVIC E-Portal. Demand for Khadi Industries products has continuously increased over the last decade. Both production and income of artisans has skyrocketed.The sale of indigenous Khadi products crafted by artisans has witnessed an unprecedented growth of 332% from 2013-14 to 2022-23. The annual turnover of Khadi industry products in the year 2013-14 was Rs 31,154 crore, which will reach Rs 1,34,630 crore in 2022-23. Cumulative employment rose from 130,38,444 in 2013-14 to 177,16,288 in 2022-23, marking a 36% increase. Moreover, new employment opportunities increased from 5 lakh+ in 2013-14 to 9 lakh+ in 2022-23, reflecting a 70% rise.

'Vocal for Local' clarion call has trivialized the ill effects of decades-old laws prohibiting tribal communities, previously limited to harvesting forest products like bamboo. They now have ownership rights over these resources. Additionally, numerous initiatives to promote forest products, expanding the list from 12 to nearly 90 items eligible for Minimum Support Price (MSP) has been a big relief for tribals to cut across the barriers that cropped up previously due to alienation from the mainstream and justified remuneration for the products. Driven by distinct appeal and eco-friendliness, tribal craftsmanship now earns more than USD 12 crore in foreign markets. Further, sustainable livelihood boost with assured PM JANMAN outlays of Rs.24,104 crore provide all round security and stability.

The Van Dhan Yojana has widened its scope and linked forest resources with contemporary opportunities, with over 3,000 Van-Dhan Vikas Kendras and 50,000 Van-Dhan Self-Help Groups nationwide. The TRIFED-operated Tribes India outlets for marketing tribal products have expanded from 29 to 119, now featuring one lakh products.

India launched the ODOP-DEH (One District One Product-Districts as Export Hubs) initiative, referenced in the new foreign trade policy, to promote balanced regional development across its 734 identified districts to enhance exports by focusing on specific products in each district. Additionally, the establishment of the Tribal Research Institute in Visakhapatnam, Andhra Pradesh, underscores efforts to support tribal communities in research & documentation activities and training and capacity-building programmes to boost prosperity.

A new recognition was enabled through the PM Vishwakarma Yojana launched on September 17, 2023, to bolster the markets for traditional crafts, offering a new wave of optimism for millions of families reliant on manual skills and tools. This initiative attained the twin objectives of supporting these financially weak families and preserving the diverse crafts and artistic traditions of tribal communities, offering a sense of dignity.

The scheme, with a budget of Rs. 13,000 crore, was fully funded by the Central Government. With such timely support, India will leave no stone unturned to advance & dominate the global handicraft bazaars as 18 additional traditional trades get supported by ease of finance.

Artisan economy seeking long-term employment generation and sustainable growth of the sector welcomed the scheme, particularly as these targeted beneficiaries included artisans, particularly from the Dalit, tribals, backward communities or rural women whose mobility outside their communities had long been restricted due to social or cultural norms. So far, over 1,25,700 craftsmen have successfully registered to take benefits of the scheme.

With the continued emphasis and trust on the success of the Vocal for Local campaign, what the current national leadership successfully attained is fostering innovation, promotion and empowerment of businesses alike for products that never could aspire to reach big global markets and hold grounds in terms of quality. Be it our G20 event, or the series of the India-US Visit, or the latest Ram Mandir inauguration, PM Modi has ensured that local products and craftsmanship get immensely popular internationally and in India, duly recognized for their worth. Our PM’s personal endorsement of the uniqueness of products gifted along with strengths amplified to accurately create astounding impressions on global counterparts is one of the most thoughtful gestures unseen in the past. This also showcases the 'Bharatiyata' in PM Modi and his zeal to nurture all avenues to bring the best from the nation.

Due to such visionary marketing initiatives, the morale of artisans has risen across India. Creating high-quality products has become an unimaginable fervour among artisans, who pamper customers with varied choices and are particular about GI tagging their products to increase their competitive advantage.

The last ten years of Prime Minister Narendra Modi’s government have set in motion the creation of a New India—from rural to urban, from water to electricity, from houses to health, from education to employment, from castes to classes—a comprehensive plan bringing growth and prosperity to each doorstep.

The National Capital Territory of Delhi has emerged as a pivotal part of this dynamic developmental momentum spearheaded by PM Modi throughout this transformative decade.

The city has been at the heart of the infrastructural shift that has given a dedicated facelift to the entire nation. Today infrastructural marvels like Atal Setu, Chenab Bridge, Statue of Unity, and Zojila Tunnel dot India’s ever-evolving landscape.

With its focus on revamping transportation networks, upgrading urban amenities, and expanding digital infrastructure, the Modi government has launched an array of transformative initiatives. From railways, highways to airports, these initiatives have been key in galvanising inclusive and sustainable development across the length and breadth of the country.

The impressive expansion of the metro rail network has revolutionised urban commuting in India. From a mere 5 cities in 2014, the metro rail network now serves 21 cities across the nation—expanding from 248 km in 2014 to 945 km by 2024, with 919 km of lines under construction in 26 additional cities.

The Union Cabinet has recently approved two new corridors of Delhi Metro Phase-IV—Lajpat Nagar to Saket G-Block and Inderlok to Indraprastha. Both the lines have a combined length of over 20 kms with a project cost of over Rs. 8,000 crore (funding being sourced from the Union Govt, Govt of Delhi, and international agencies). The Inderlok- Indraprastha line will play a significant role in enhancing connectivity to the Bahadurgarh region of Haryana. Additionally, India’s first Namo Bharat train, operating on the Delhi-Meerut Regional Rapid Transit System (RRTS) corridor further underlines the Modi government’s commitment to enhancing regional connectivity and upgrading its transportation infrastructure.

Further, the Bharatmala Pariyojana envisages improved logistics efficiency and connectivity via the development of nearly 35,000 km of National Highway corridors. 25 greenfield high-speed corridors have been planned under the plan out of which four intersect with Delhi’s growing infra capacity: Delhi-Mumbai Expressway, Delhi-Amritsar-Katra Expressway, Delhi-Saharanpur-Dehradun Expressway, and the Urban Extension Road-II. The total project length sanctioned for Delhi is 203 km with an allocation of over Rs. 18,000 crore.

Over the past decade, the Modi government has consistently dedicated efforts towards augmenting capacity and decongestion of airports. After the IGI Airport Delhi became the first airport in the country to have four runways and an elevated taxiway, the expanded state-of-the-art Terminal 1 has also been inaugurated recently. In addition, the upcoming Noida International Airport (Jewar) shall further contribute to decongestion of the Delhi airport which is serving millions of passengers annually.

Besides, the inauguration of the New Parliament has further added civilisational yet modern connotations to the city’s landscape. Inauguration of the Yashobhoomi (India International Convention & Expo Centre) has given Delhi India’s largest convention and exhibition centre, offering a mixed purpose tourism experience. Along with Yashobhoomi, the Bharat Mandapam, a world-class convention and exhibition centre, showcases India to the world.

In terms of welfare, the Modi government has launched several schemes benefitting people hitherto on the margins of growth and development. Women’s safety in Delhi has been a key concern. To address the same, the Modi government strengthened the Criminal Law (Amendment) Act, 2013 by increasing the quantum of punishment for rape, including capital punishment for rape of a girlchild below the age of 12.

The Union Home Ministry established a separate Women Safety Division back in 2018. One-stop centers, Sakhi Niwas, Safe City Project, Nirbhaya Fund, SHe-Box, Investigation Tracking System for Sexual Offences, and Cri-MAC (Crime Multi-Agency Center) among others are significant additions in the government’s campaign towards women safety.

In addition, Swachh Bharat Mission, PM Ujjwala Yojana, PM Matru Vandana Yojana, and Beti Bachao Beti Padhao have further led to the empowerment of Nari Shakti in India.

As India becomes the 3rd largest startup ecosystem in the world, Delhi is also contributing significantly towards this development. Today over 13,000 DPIIT-recognised startups are functioning in Delhi even as the government is promoting self-employment through PM MUDRA Yojana with over 2.3 lakh loans sanctioned worth over Rs. 3,000 crore for FY2023-24 (as on 26.01.2024).

PM SVANidhi, which provides collateral free loans to street vendors, is supporting over 1.67 lakh beneficiaries in Delhi. Further, under the Aatmanirbhar Bharat Rozgar Yojana, launched in 2020 to incentivise employers for creation of new employment and restoration of loss of employment during Covid-19 pandemic, over 2.2 lakh employees benefitted in Delhi.

Further, nearly 30,000 houses have been sanctioned and completed in Delhi under PM Awas Yojana (Urban).

Air pollution has been a recurring problem for the people of Delhi. Conscious of this reality, the central government has launched the National Clean Air Programme as a national level strategy to reduce air pollution level across the country.

The Modi government's tenure over the last decade has brought about a remarkable transformation in Delhi across various fronts. From infrastructure development to governance reforms, from education to employment, the government's initiatives have left an indelible mark on the capital city.   • In order to become self-reliant, it is essential to concentrate on our manufacturing sector for which providing skill orientation is the need of the hour to improve the quality of the products. For example, the automobile industry which has been almost indigenised during the recent past and urged other sectors also to follow its path.
  • The central government has already laid the road for a resurgence after the covid 19 pandemic slow down and the implementation is good.
  • The pandemic had learnt how to run our industries despite difficulties. Though India has enough potential in the manufacturing sector it needs infrastructural technological and skill-oriented support to achieve the target.
  • Despite various challenges, the pandemic has given a huge number of opportunities all over the country. The hesitation to buy local products among consumers and the preference for branded and quality products is no longer prevailing, as their attitudes have changed now.
  • Many sectors including MSME (Micro Small Medium Enterprises) are adapting to the new normal.

What is Vocal for Local?

  • Vocal for local does not mean that we should stop buying products which are manufactured in other countries or stop our import.
  • It means that we have to give sufficient importance to the local markets and protect our local economy in such a way that we can be self-sufficient.

How Make in India Initiative and Vocal for Local are Linked?

  • ‘Make in India’, is an initiative launched on 25th September 2014, a major national programme of the Government of India designed to facilitate investment, foster innovation, build best in class infrastructure, and make India a hub for manufacturing, design, and innovation.
  • The development of a robust manufacturing sector continues to be a key priority of the Government. It was one of the unique ‘Vocal for Local’ initiatives that promoted India’s manufacturing domain to the world.
  • ‘Make in India’ recognizes ‘ease of doing business’ as the single most important factor to promote entrepreneurship.
  • The manufacturing sector has the potential to not only take economic growth to a higher trajectory but also to provide employment to a large pool of our young labour force.

What is Production Linked Incentive Scheme(PLI)?

  • PLI is an old and popular tool with governments to spur the production of goods that the country sees as necessary for social good, taxes, or employment-generation reasons.
  • PLIs are essentially the incentives to companies to boost products. They could be in the form of tax rebates, import and export duty concessions, or maybe easier land-acquisition terms. Generally, the benefits of a PLI scheme are passed on to the final consumers of the goods in terms of lower prices.
  • Take the example of electric vehicles. They don’t have ready demand but a shift to greener automobiles is essential for the country.
  • In this regard, the government has what is called the FAME scheme. It stands for Faster Adoption and Manufacturing of Hybrid and Electric Vehicles. Under this scheme are a whole lot of concessions for EV makers.

Steps by Government to promote ‘Vocal for Local’ and for Boosting Industrial Manufacturing

The government takes various initiatives to boost Industrial Manufacturing. The steps taken by Government to uplift the startups and to promote the ‘vocal for local’ campaign are as under:

  • The government of India has extended relaxations on prior experience, prior turnover and earnest money deposit as per the provisions of GFR to ease public procurement from startups.
  • The government of India has taken up the Fund of Funds for Startups (FFS) Scheme and Startup India Seed Fund Scheme (SISFS) to uplift the startups in the country.
  • The objectives of the Fund of Funds scheme include accelerating innovation-driven entrepreneurship and business creation, mobilizing larger equity-like resources for startups.
  • The SISFS aims to provide financial assistance to startups for proof of concept, prototype development, product trails, market entry and commercialization.
  • Other steps: 1. Compliance Regime based on Self-certification 2. Startup India Hub 3. Startup India Portal and Mobile App 4. Legal Support and Fast-tracking Patent Examination at Lower Costs 5. Relaxed Norms of Public Procurement for Startups 6. Faster Exit for Startups 7. Funding Support through a Fund of Funds 8. Credit Guarantee Fund for Startups 9. Tax Exemption on Capital Gains 10. Tax Exemption to Startups for 3 years 11. Tax Exemption on Investments above Fair Market Value 12. Organizing Startup Fests for Showcasing Innovation and Providing a Collaboration Platform 13. Initiatives of the current government like AatmaNirbhar Bharat and ‘Vocal for Local’ have a very vital role to fulfil India’s dream. It’s a duty of every citizen of this country to give their best to achieve it.

‘Vocal for Local’ and its relevance in the global village

The Indian startups across various sectors like Zomato, Ola, Oyo, Paytm and many others would suffer severely if countries across the world suddenly adopted protective policies.

‘Vocal for Local’ is a concept which dates back to the era of the Swadeshi movement which stared in 1905 as part of the Indian independence movement. As an economic strategy, it helped develop Indian nationalism at the time. After 1947, in the 1950s and 60s we followed a conscious, socialist pattern of development to create and grow a base of domestic big industry. However, this minimized competition and also encouraged protectionism. The era of the 1990s saw a liberalization of the economies across the world, including in India. This led to an infusion of FDI and big investments from MNCs and corporate houses and several joint ventures which made India very competitive. My stint at Hindustan Unilever gave me a ringside view of large scale new investments and launch of several new product categories and acquisitions of brands. Indian IT, ITES and BPO companies were able to take advantage of this world market to become dominant global players. But this also led to a decline in some verticals in the manufacturing sector and we witnessed the emergence of South Korea, China and Taiwan as the new hubs of manufacturing. 

So ‘Vocal for Local’ would have been a brilliant strategy for some sectors in India but definitely not in most of the sectors. While ‘Vocal for Local’ is a great idea, we have to recognise that the realities of the global environment have changed significantly. It is no longer possible to create globally competitive products without access to globally competitive resources, and without creating globally competitive synergies. 

Times have changed radically. India depends to a significant extent on the import of energy, especially petroleum crude, and the modern world economy is a complex web of tightly interdependent value chains where market competitiveness is determined by the two holy grails of price and quality. The automobile industry is a perfect example of this. Today, I may be driving a car where steel has been sourced from China, styling has been done in Italy, and manufacturing has been done in Germany, with components sourced from India. There is an undeniable value chain which operates to create a globally competitive product. Companies which are unable to take advantage of such multi-location, competitive manufacturing strategies get acquired by competitors. Tata Motors' acquisitions of Land Rover and Jaguar are prime examples of this trend.

India has a massive textile industry producing world-class textiles. However, the competitive pricing by Bangladesh and Vietnam creates such a powerful advantage that companies from all over the world get clothes manufactured there. Textile manufactured in India is sent to neighbouring countries to be manufactured into readymade clothes. Later these products are sold in multiple countries. This is a clear example of the value synergies global brands create in order to attain world-class competitiveness. Indian food is extremely popular in London. However, surprisingly, most restaurants there are not operated or owned by Indians. Communities from Bangladesh dominate Indian food restaurants in London. Similarly, the Patel community dominates motels all across the US. The primary reasons for success in these two instances are the advantage of cost competitiveness.

While the ambition to create India as a viable centre for manufacturing as compared to China is commendable, Indian manufacturing cannot provide any advantage unless price competitiveness can be created and sustained. This is the only way to attract investment from domestic and foreign players.   In the past 3 decades, India has built formidable strengths in brainpower dominated sectors like IT and ITES, BPOs and several other industries which provide large numbers of jobs to educated youth. The services of these industries provide valuable foreign currency and employment to millions. If the concerns of these industries could have been addressed, it would have been a step which would have helped millions of workers and their companies. ‘Vocal for Local’ would have been better implemented if we had been able to support many of these industries directly. 

India has done particularly well in the dairy sector but has not had a huge amount of success in oil and energy. Additional backing to these sectors would have provided better support for these industries to grow. In FMCG, we have done reasonably well but the sector needs more stability in pricing and new innovations. We have seen homegrown brands like Yoga Bar on the shelves of supermarkets in a category which was heavily dominated by imported brands earlier. These sectors could have done with more direct support.

Production of fruits and exotic vegetables is doing well in India and this sector has a high potential for export. While the industry is doing well in introducing new fruits like kiwi, strawberries and plums, we are not doing well on some fruits which have had traditionally strong industries like apples, pears, walnuts, almonds and other dry fruits. A key consideration for self-reliance is to build businesses which are competitive and able to create a strong value chain via brand, package, price and channels. Direct assistance to these industries would have helped create a stronger and more competitive presence.   MSMEs are one of the most important sectors of the Indian industry. They play an important role in almost all sectors, especially sectors like auto and auto components, supply chain and several other manufacturing sectors. The MSME sector should have been infused with direct cash relief. The weak link in the chain can deprive larger industries of supply. Strengthening the chain from its weakest link is certainly the logical and correct way to go. 

‘Vocal for Local’ should protect industry -- yet not lead to protectionism. The Indian startups across various sectors like Zomato, Ola, Oyo, Paytm and many others would suffer severely if countries across the world suddenly adopted protective policies. The world is looking at Indian pharma to supply the coronavirus vaccine and several pharma companies are in the race to deliver. India, like the rest of the world, is certainly going through a tough phase, but will still shine due to its vast pool of educated talent, its huge demand centres, the resilience of its entrepreneurs and the unflagging spirit of the Indian people.

On 12th May 2020, Prime Minister Narendra Modi televised an address to the nation. As part of his speech, he announced a financial package of Rs. 20 lakh crore to revive India’s stalled economy after the COVID-19 pandemic. Simultaneously, this move aimed to kick-start the process of making India self-reliant through a ‘Vocal for Local’ call.

The PM, in his speech, expanded on what is vocal for local and stated the idea behind vocal for local is to make India a huge local market and take Indian-made local products to a global scale. He urged the masses to recognise the importance of local manufacturing, local markets, and local supply chains. He said that COVID-19 taught India the importance of being local. He said, “All our demands during the crisis were met locally. Now, it is time to be ‘vocal about local’ products and help them become global.”

The PM felt that leading brands of the world were once local brands, and they became global brands when local people started buying and using them. They branded them and then felt proud of them and started promoting them. They were the catalysts to make them global brands from local brands.

The PM said that the world appreciated India’s production of life-saving drugs, and this should make all Indians proud. The PM felt that the COVID-19 crisis has given an impetus to made in India products as during the present crisis, it is the local people who have fulfilled the demand saving India from duress.

He further said that the people making local products need support, and it is every Indian’s responsibility to buy local products. He coined a new slogan, ‘vocal for local,’ meaning to not only buy local products but be vocal about promoting them proudly. He wants Indians to make local the mantra of their lives. 

Local is the new global #Vocal for Local

The ‘vocal for local’ campaign is a way of boosting demanding local products, and therefore, for domestic industries. When the consumption goes up, these industries can scale up gradually and become less reliant on external funding. And eventually, make India the centre of manufacturing for the world.

The PM recalled the response of people when he had given a call for them to buy khadi to support the handloom workers. He said that people responded well, judging by the record level of sales achieved by khadi and handloom products in a very short period of time. He felt that the support Indians gave for the local products created a big brand out of khadi.

The PM said that his reverence for every Indian who has responded to the call for going local has increased, and he is confident that Indians will proudly buy local products and promote them to the global community. He said that he has full confidence that all Indians will know what is vocal for local and do their small part in making Indian products a household name all across the world.

On March 27 2022, PM Modi, in his monthly Mann Ki Baat radio broadcast, gave an update to the masses regarding the Vocal for Local campaign. He stated that India met its export target in the last fiscal and this was a clear indication of the demand for Indian products worldwide, meaning the Indian supply chain was getting stronger. He also noted that the government bought items worth over Rupees 1 lakh crore through the Government e-Market. He said this move helped small entrepreneurs and shopkeepers to sell their goods to the government. Additionally, the PM noted the rise in the market for Ayush products and asked entrepreneurs to focus on making and distributing their products to a Non-English speaking audience as well. After stressing the importance of vocal for local, he asserted that the nation could take bigger strides when resolutions were bigger than dreams.

We believe that Indians adopting the ‘local ke liye vocal’ mantra is truly a game-changer for making Indian products truly global. Let’s start with doing our part by becoming vocal for local India and buying and promoting local products to take India towards a definite path of self-reliance!

  • The Self-Reliant India Mission aims towards cutting down import dependence by focusing on substitution while improving safety compliance and quality goods to gain global market share.
  • The Mission focuses on the importance of promoting “local” products.

Significance of  self-reliance and self-efficiency  in the times of crisis:

  • Covid-19 has/had offered India a valuable lesson on the importance of self-reliance and self-sufficiency, and the country, each state within it, each district within every state, and each village within every district must aspire to attain the twin goals.
  • The definition of self-reliance has undergone a change in the globalized world and clarified that when the country talks about self-reliance, it is different from being self-centered.
  • Self-reliance will prepare the country for tough competition in the global supply chain, and it is important that the country wins this competition. It will not only increase efficiency in various sectors but also ensure quality.
  • Global supply chains have been disrupted and all nations have become preoccupied with meeting their own challenges.
  • The importance of local manufacturing, local market and local supply chains was realized during pandemic time. All our demands during the crisis were met ‘locally’. Now, it’s time to be vocal about the local products and help these local products become global.
  • For instance, the supply chain and global manufacturing controlled by Chinese economy got disrupted due to COVID. Thus there is a need to become self-reliant for essential goods and service like N95 masks, ventilators etc.
  • Restrictions on travel and mobility have meant tight controls over the flow of goods, services and labour across international, state and district borders.
  • The international economic order is changing; the possibility of greater economic cooperation is diminishing. So the emphasis should be on the need to leverage India’s inner potential.
  • India has entered in the period of demographic dividend from 2018 and thus working age population has increased which needs to be employed at home. This helps in capitalizing the Demographic dividend of India.
  • With India (1.37bn) set to surpass China (1.43bn) in becoming country with largest population by 2027, it also provides for increasing domestic demand which can be catered with locally produced goods.
  • The Self-Reliance neither signifies any exclusionary or isolationist strategies but involves creation of a helping hand to the whole world.
  • This is not a rejection of globalisation, but a call for a new form of globalisation — from profit-driven to people-centric which takes into account the needs of labors, vulnerable and have nots.

Means to achieve the self-reliance and self-sufficiency:

  • Several bold reforms are needed to make the country self-reliant, so that the impact of crisis such as COVID, can be negated in future.
  • These reforms include supply chain reforms for agriculture, rational tax system, simple and clear laws, capable human resource and a strong financial system.
  • These reforms will promote business, attract investment, and further strengthen Make in India.
  • Local Governments should be playing a key role in supporting the government’s outreach in vast belts of rural India to spread awareness
  • Local governments can undertake door-to-door campaigns; and provided support to the local administrative and security machinery.

Conclusion:

The slowing down economy as well as weaker forces of globalization demands a new path for the New India. Atmanirbhar mission is a bridge for transforming into  New India which need balancing the interest of capital as well as labor  to be effective and efficient.
