I am a retired army security officer and have served the nation for a long period of 20 years. I joined US Army to serve the people and be useful to them. I feel immensely proud of my association with the army as it has been one of the best times of my life.

I served in the capacity of a security guard and was stationed at different places. I have moved a lot during my service and worked with many people which added enough experience to my portfolio. In the capacity of a security guard, my job description was to transport ammunition and other required stuff to the soldiers at a different location. Although, every soldier carries their essentials with them, many times they need more ammunition when the target is bigger than anticipated.

Transporting goods during crisis time is very difficult because you have to be extra cautious and aware of every movement around you. A simple mistake or judgment call can put you away from your people for an indefinite time.

After spending a good portion of my life in difficult situations, I retired from the army with honor. It is not easy to earn a livelihood as a veteran because people do not prefer to hire army personnel. Therefore, I decided to start my own business as a security firm that provides security services to anyone in need. As a veteran, I am fully trained and can also train other individuals if needed.

I seek to hire other retired army personnel as they would be already trained for unforeseen tasks which can be very useful. I have already devised a proposal for my business and attached it with the following letter to seek approval from XYZ Services.

Security services are defined as the agencies that provide security for any and every valuable on a contractual basis. These firms or agencies can be government-based or privately owned and provide services to every individual or company who can hire them.

Agencies hire professionals and experienced individuals for the role of security guards. Before hiring, a proper background check of every individual is conducted to ensure they have a clean slate and would not cause any harm to the clients and the agency.

Security services can provide protection from violence, theft, vandalism, abduction, protection, and much more. There are categories of guards within an agency based on their knowledge and experience and they are hired on that. They can be hired for

  • Storage spaces
  • Intelligence theft
  • Personal guards

Security guards can provide protection to different buildings and are different from regular police as they are an important component of keeping the environment safe in public places and avoiding any situation of crowds and fights. Whereas police usually entertain a scene after the crime has taken place and havoc has been created.

Security guards are already at places before the police but they cannot take the law into their hands by making arrests, they can just smoothly deter the crowd and their presence keeps the culprits refrain from attacking.

In addition, various security services firms also provide the facility of guards with equipped intelligence to safeguard software and other essentials from computers or laptops. These guards are capable of building firewalls around the system of home locks and computers that protect data from thieves and allow them to trace them and make them hold accountable.

Being a veteran, I have experienced many near-to-death situations, but I was always prepared for those during my training therefore it did not scare me but setting up a firm and working with civilians can be difficult as they are not trained for any hostile situation and security guards are limited in the benefits provided to them.

The difficult task of setting up can be achieved by following the below-mentioned objectives

  • Renting a place for setting up an office and other essentials to start the firm
  • Purchasing high-quality equipment for guards
  • Contacting retired army personnel and other experienced people for the job
  • Setting up a training session to train the guards and also evaluate their responses
  • Making connections with law enforcement and other such agencies to help each other during a crisis
  • Conducting a session on the use of firearms to teach interested individuals
  • Making connections at different avenues to expand the client horizon
  • Using effective marketing strategies to let people know about the provided security services

Significance

The significance of private security guards cannot be compared as the local police are unable to protect us from the ongoing situation of crisis. The police are involved after the deed is done and people have suffered therefore, it is crucial to help your owners and not depend on the government. The significance of security services can be highlighted from the following points

  • Security guards can work their magic just by their presence as their visibility is an alarm for the culprits to stay away from the guarded area.
  • Moreover, active guards who walk around the guarded area, and observe live CCTV footage, are enough to prevent a crime.
  • All the security guards are vigilant and active, if burglars do a little research and find guards sleeping on duty then doing the crime is a piece of cake but active guards can be seen from far and take care of the situation.
  • All the guards are trained to smell, observe, see a minute change in the scenario and react according to what they are taught. They are very diligent on the job and keep a check on everything and every person.
  • Every security guard is trained to actively response in case of any suspicious activity. They are not allowed to use arms but can deactivate the culprit successfully by using different techniques.

Like the devilishly tempting Hostess Ding Dongs treat, a proposal cover letter has to be short, sweet, and dense. Unlike that aforementioned hockey puck of delectability, proposal cover letters cannot be mass-produced. To write a proposal cover letter with nary a wasted word, you first need to understand its strategic significance in the overall proposal.

I’ve spent more than 17 years on proposals and have written hundreds of proposal cover letters. When I started, we printed out proposals and created huge binders to share with reviewers. Reviewers would open the binders to see the proposal cover letter, then an RFP executive summary , and then dig into the proposal itself. Binders are part of a bygone era; there’s been a big digital shift since I started.

Requests for paperless submissions and the growing popularity of online portals has altered the strategic significance of the proposal cover letter. It’s gone from a “must-have” element, to a “nice-to-have” one. My background is predominantly healthcare and insurance. Anecdotally, maybe only 30% of requests for proposals (RFPs) in healthcare and insurance request executive summaries while most volunteer that a cover letter is optional. If they give you an option, take it.

Some online portals don’t even give you an opportunity to include extra documents like cover letters. In such cases, you now have to include the cover letter as part of your proposal PDF. At the same time, RFPs are more complex than ever, requiring more details in submitted proposals. Issuers expect you to have your content in order, and a lot of it.

Speaking of issuers and what they’re looking for in proposal cover letters: They don’t need information that they can find on your website, that they can Google, or that sounds canned. They want to make sure you’ve reviewed the RFP requirements, and it’s absolutely essential to hit them with that up front, in your proposal cover letter. Especially if your solution meets all of the issuer’s requirements. Emphasize that fact simply and directly.

What is a proposal cover letter?

The proposal cover letter is meant to frame up your RFP proposal. It’s not a rehashing of the proposal or executive summary . It’s a vehicle to thank the issuer for the opportunity to respond, to say, “We’ve seen your business requirements and composed this proposal because we think we’re the best partner for you.” Think of it as the bow on your RFP proposal package.

Whether paper, PDF, or stone tablet, one thing that hasn’t changed about the proposal cover letter is that it’s your first opportunity to declare the value propositions that differentiate yours from competitive proposals. These value props will be the threads that weave through your proposal, from cover letter, to executive summary, to answers to questions.

As far as length, I aim for a page and a half when I write proposal cover letters. Try to keep it under two. Go longer only if a template or specific framework for the cover letter is provided by the issuer, which is sometimes the case in government RFPs.

Why a good proposal cover letter matters

RFP reviewers will be looking for deviations in responses. Deviations among responders as well as deviations from their (the issuers) requirements.

When you can write a cover letter and state, “After reviewing the RFP, we are confident that our solution meets all requirements and detail that fact in our proposal,” you make a compelling argument for reviewers to concentrate on how your proposal illustrates how you solve problems. They’ll notice cover letters that do not mention something that direct, and will review those proposals to look for where the solutions fall short.

When should you write the proposal cover letter?

It’s page one so it should be written first, right? Not necessarily. I’m a proponent of writing the executive summary first, the cover letter second, and then building the proposal. Certainly review the RFP first so you can determine what it’s asking for. But don’t just jump into a response from there. Take the time to establish the value props that will make it a cohesive proposal.

Writing the executive summary first helps you formulate your argument and determine which content you’ll need for the proposal. Once you know what you need to be persuasive and how you can solve the issuer’s problem, then you can develop the three-to-five value props (I try to boil it down to three solid, unique value props) that you can define in the proposal cover letter.

Who signs the proposal cover letter?

Notice I didn’t title this section, “Who writes the proposal cover letter?” The person who writes it and the person who signs it may not be one and the same.

If your proposal team is fortunate enough to have a dedicated writer, then have them write the letter based on input from the frontline sales rep. Whoever writes the letter must be fully informed of response strategy and have intimate knowledge of the proposal and executive summary. Strategy, voice, and style need to be consistent across all documents (cover letter, executive summary, and proposal).

Who signs it depends on a variety of factors. In most cases, the frontline sales rep will sign the proposal cover letter. They have the relationship, own the strategy, and likely conducted the discovery that informed the proposal. However, it’s not uncommon for an executive sponsor such as a VP of sales to sign. The thinking being that executive reviewers may appreciate seeing a proposal that’s been vetted by a fellow executive.

There are also those cases when the executive of executives, the CEO, signs the letter. There are two common scenarios for this play. One, the RFP may be large enough to represent a significant percentage of a responder’s annual revenue. Two, the responding organization is concerned with appearing relatively small, and in an effort to improve its stature, seals the proposal with a CEO’s signature.

There’s definitely some gamesmanship at play here. Even so, the name on the letter will never overshadow the content of the proposal.

7 steps to write a proposal cover letter

The compact nature of the proposal cover letter makes it difficult to fit everything in one or two pages. Good writers are valuable assets in these instances. Every proposal cover letter should contain the following sections:

  • Thank the issuer (and broker, where applicable) for the opportunity.
  • Recite your understanding of the opportunity to validate that you reviewed the RFP requirements.
  • List your abilities to meet requirements. If you can meet all of them, lead with that fact.
  • Describe your value propositions. You’re trying to portray that, “This is what we bring to the table, and that’s why we’re the best choice.”
  • Provide a high-level future snapshot of what business will look like after your solution is chosen.
  • Conclude with a persuasive delivery of your understanding of next steps: “We look forward to the opportunity to discuss our proposal further.” Show that you’re able and willing to move forward in the sales lifecycle.
  • Sign it from the frontline sales representative or executive sponsor. This should not look like a form letter from the organization as a whole.

3 common mistakes to avoid

Beyond the mistakes of not including a proposal cover letter at all or writing one that’s too long, proofread your next letter for the following mistakes before sending it.

  • Avoid repeating anything from the executive summary or proposal. Those documents need to live on their own, just like the proposal cover letter.
  • Don’t waste space with your resume.   • If a broker is involved, thank them, too. The proposal cover letter is also an opportunity to directly address the issuer. This can be particularly valuable when a broker is involved. Some issuers rely on RFP brokers to sift through responses to make sure only the best possible solutions get serious consideration. Ignore these brokers at your peril. While the response and executive summary will address the issuer and the problem at hand, the cover letter is where you can give a nod to the broker. Acknowledging their involvement in the process and thanking them for the opportunity as well will at the very least alert all reviewers that you paid close attention to the RFP requirements.
  • Don’t guess. Make sure you or someone on your team does the legwork and discovery to inform your response strategy. The more you have to guess, the longer the letter will take to write.

Proposal cover letter example

Feel free to use the proposal cover letter example below as a template for your next letter. One of the many advantages of proposal software such as Responsive is the automation of the cover letter process. Don’t get me wrong, you still have to write it, but RFP software helps:

For your letter, these will be specific to your solution and the problem stated in the RFP.

Facilities Personnel Security for Cascade BioChem Research

Cascade BioChem Research is in need of both improved facilities and personnel security. Svetner Security has made preliminary analysis of where improvements are needed and required and have included our analysis below. Svetner Security has the experience and personnel to provide all of your security needs. Svetner Security has identified the following vulnerable areas in facilities technology and storage.

We find your greatest vulnerabilities lie in your storage areas which is commonly the least secure of facilities. Some of the following needs must be addressed in order to comply with the new Homeland Security Act of but we suggest correcting all vulnerabilities in order to avoid legal complications information breaches and theft.

All chemicals and controlled substances must be recorded in chemical survey assessment and submitted to DHS. Depending on the risk category you are assigned by DHS as result of your chemical survey you will be asked to comply with additional regulations. Access to your chemical storage area needs to be restricted to authorized personnel only. We suggest that you increase your restrictions to the facility by building 6 foot fence topped with barbed wire and having only one main gate with key card access that can track entries.

Advanced tracking of chemical use needs to be put in place. As of now research personnel are estimating their chemical usage which could lead not only to non compliance but also to theft. Access to your pharmaceutical storage area needs to be restricted to only few key personnel who are monitored. These key personnel will use advanced technology to track pharmaceuticals.

Your policies to date do comply with federal guidelines but we find that drug theft by employees is becoming an increasing problem for many companies. All employees who have job descriptions that don’t necessitate access should be immediately restricted. While your technology facilities are protected very well electronically we find that the site itself has numerous vulnerabilities.

As of now your personnel need key card only at the outside entrance. Secure data storage information is currently accessible to all technology personnel and needs to be restricted. Secure servers further need to be placed in separate locked area rather than in the main area and only authorized personnel should have access to that area. While the visitor parking area is fine your employee parking areas are not secure and are very dark.

We suggest key card access to all employee parking areas because they border secure facilities. We further suggest you double the lighting in all employee parking areas. Your basement passageways lead to secure areas including one of your research labs but because of lack of use the passageways are not monitored by surveillance. This needs to be corrected immediately.

Svetner Security has identified the following vulnerable areas in personnel. While we admire your respect for employee privacy we must point out that your company has some serious vulnerabilities and that theft from employees is by far more serious problem than most companies are willing to admit. Again we suggest correcting all vulnerabilities in order to avoid legal complications information breaches and theft. We further suggest that key personnel be given executive bodyguard services.

Employees and researchers leaving the facility are not monitored which could lead to significant loss from theft. We suggest employees leave by the main entrance where they can use their key card to exit and submit to searches by authorized officers. You employ some highly regarded and very well known bio chemical researchers.

Their knowledge of developments makes them vulnerability because personal threat for their safety exists post 11. These researchers need to be given bodyguard services en route to and from work and while they travel. You employ large contingency of researchers and assistants who could be enticed to take their knowledge to competing companies. Right now no strategies for prevention exist except legal contract.

It is our view that legal contracts can be fought in court at great expense to your company. In addition legal contract does no good once the information has been leaked. We need to implement policy and procedure for the way their research is stored and accessed.

Your maintenance staff have access to some highly secure areas but have not gone through stringent enough background check. Further some of your maintenance personnel have worked here for almost decade but without continuing security checks. This needs to be remedied immediately. Production workers are not being searched for pharmaceuticals when they leave the production facility.

We suggest that you implement policy and procedure that will allow these employees to be searched. Some of your chemical storage personnel have not had adequate emergency training and lack knowledge of post 11 handling and storage procedures. Security is always of primary importance. Listed below are the measures proposed to ensure security on this project and suggested schedule of implementation.

Employee Regulation

Implement policy and procedure whereby all employees enter and exit by main entrance with keycards and submit to standard searches by December 31. Provide key personnel and top level researchers with executive bodyguard services while traveling. Implement immediately.

Implement policy and procedure for accessing and storing secure data and research by December 31. Perform background and security clearance checks on all maintenance personnel and for any employee who has access to secure information or controlled substances. Begin immediately. Facilities Security Implement suggested facilities security upgrades fencing key card access restrictions parking improvements data storage security increased surveillance immediately.

Implement tracking of all chemicals controlled substances and pharmaceuticals by January 31. Train facilities personnel for emergency situations. Training should be complete by December 31.
