The Pantawid Pamilyang Pilipino Program (4Ps) of the Philippine government was implemented by the Department of Social Welfare and Development (DSWD). It was designed to aid poor households with short-term consumption needs while promoting investment in the education and health of their children to help break the inter-generational transmission of poverty in the country. This study employed a descriptive research design to determine the present socioeconomic conditions of the householdbeneficiaries of 4Ps in Bagacay, Daram, Samar, Philippines. The household-beneficiaries belonged to lowincome families whose highest educational attainment of the majority of their members was elementary level only, and fishing was a main source of their income. More household-beneficiaries had two children each covered by the program. They still experienced deficiency with their daily basic needs such as foods, water, clothing, and other family expenditures. Many of them procured only those affordable televisions, electric fans, bulbs or fluorescents, and cell phones. They had no ownership and assurance in their housing and land used. Most of their houses were not concrete, since they could not afford to purchase materials for house construction. Not all household-beneficiaries constructed toilets, and some of those with toilets were not ideal. Other household-beneficiaries were cultivating agricultural lands which were not their own. More parents constantly monitored their children's attendance, and progresses in school. They actively participated in the school activities.

Poverty remains a big challenge in the Philippines. To address the problem, the government introduced Pantawid Pamilya Program that uses conditional cash transfers (CCTs) to poor households that have been identified and agreed upon by the beneficiaries. This study evaluated the perception of the beneficiaries on the attainment of the objectives of the Program and further; it delved on determining the effect of the program at the household level of the Set 1 Pantawid Pamilya beneficiaries in the Province of Surigao del Sur; determining the extent of attainment of the objectives of the Pantawid Pamilya Program; and providing recommendations to enhance the implementation of the program. The study revealed that the program was effective in attaining its objectives but there are still aspects that need further attention regarding the initiatives of the Government in reducing poverty level in the country.

The Philippine government's Pantawid Pamilyang Pilipino Program or 4Ps provides the poor with cash with certain conditions that aim towards short-term poverty alleviation and long-term poverty reduction (breaking the intergenerational cycle of poverty). Using Amartya Sen's human capability approach, I argue that the program occasions other positive impacts on its partner-beneficiaries' lives that are nonetheless glossed over, if not ignored by cost-benefit analysis of the program, as well as by evaluations of targets' income levels. I argue that morally relevant but financially irrelevant data on the lives of the poor, e.g., hope, emergence of real options within the horizon of their existence, capacity for informed choice, sense of financial security, etc., need to be accounted for, integrated, and affirmed in the assessment of the 4Ps. Moreover, I show that the integration of data on the program's effect of expanding the poor's human capability has implications not only in the assessment of the 4Ps itself, but also in reorienting the program and in improving its targeting and selection process. Consequently, I aver that the 4Ps can address the problem of poverty and inequality more comprehensively when it explicitly develops the capabilities of the poor.

This Policy Note presents the potential poverty impacts of the Philippine conditional cash transfer (CCT) program, Pantawid Pamilyang Pilipino Program (Pantawid Pamilya) using simple analytical tools and the government’s largest database of poor households to date, the National Household Targeting System for Poverty Reduction (NHTS-PR). In doing so, the Note also aims to encourage policy-makers and researchers to not only use the NHTS-PR for its intended purpose, that is, for objective targeting of social assistance programs, but also for analysis to maximize the utility of information contained in the database. The Note finds that the Pantawid Pamilya can reduce poverty incidence among beneficiaries by up to 6.2 percentage points. In program areas, it can reduce poverty incidence by 2.6 percentage points and inequality by 6.6 percent. Increasing compliance of existing beneficiaries will enhance the poverty-reducing impacts of the Pantawid Pamilya. Expanding program coverage will produce higher impacts as long as targeting and program implementation remains properly managed.

The pressing problem on poverty have led the Philippine government to initiate program on poverty alleviation, and one of these programs is the Pantawid Pamilyang Pilipino Program (4Ps). Review of related studies revealed that there is a need to investigate the impact of this program. In this context, this case study was conducted to determine the impact of the 4Ps in terms of poverty reduction, social development, financial management, and livelihood empowerment. Through the use of an aide-mémoire, six (6) beneficiaries and their families were interviewed. Results of thematic analysis of the interview transcripts revealed that 4Ps program provides the families’ basic needs, promotes the families’ well-being, promotes their socioeconomic status, and provides capital for their livelihood.
