Garbage poses a serious danger to a country's growth and it is also a major threat to success in the modern economy. Industrialization and commercialization have only served to aggravate this issue. Therefore, as responsible citizens of this country, it is our responsibility and duty to do everything to keep our environment clean and green.

Our carbon footprint has significantly grown since the Industrial Revolution. Greenhouse gases include carbon dioxide and other exhaust gases from cars and factories. Ironically, life depends on the greenhouse effect, which is a natural occurrence. If this phenomena didn't exist, the earth would swiftly lose heat and freeze. However, if substantial amounts of these gases continue to exist, the greenhouse effect will be amplified.

This may lead to an increase in global average temperatures and the melting of the polar ice caps. As a result, both individuals and the ecosystem suffer from this. The ecology may become unbalanced and endangered animals may go extinct. It can also have negative effects on the climate, often leading to loss of life and property destruction.

It is our duty to keep our surroundings clean, especially any public areas like parks, tourist attractions and restrooms. We should refrain from dumping trash everywhere, whether on the ground or in public spaces. Dustbins should be used in their place to maintain such areas clean. The ideal method to develop this habit is to launch a cleaning campaign in our home, kitchen, living space, and community. It is imperative that we preserve the natural splendour and purity of our surroundings before it is too late.

To eradicate open defecation in rural areas through a decentralized, low cost approach by providing sanitation facilities to the households and employment opportunities for women. In addition to this, it also aims at generation of livelihoods on sustainable basis through decentralized processing and sale of organic manure from faecal sludge management.

Importance of Clean India Green India

Open defecation is one of the key reasons behind India’s high morbidity and mortality rate. The magnitude of this problem lies in the fact that almost 50% of rural households still don’t have access to an improved sanitation facility which is the main cause for open defecation along with lack of awareness, inadequate water supply, poor standards of living and poor sanitation practices. At a global level, 1.9 billion people lack access to improved sanitation while 2.4 billion people, 75% of world population practice open defecation.

The current practice of open defecation is an irreversible health crisis which has been associated with various diseases such as diarrhoea, cholera, worm infestations, typhoid etc. which together is responsible for around 6% of the total disease burden in India.

Furthermore, it also leads to environmental degradation by polluting surface and ground water resources badly thus, degrading community health and living standard along with having a significant impact on women safety.

Clean India Green India addresses these major concerns by providing decentralized sanitation facilities and employment opportunities, generating no less than 5 livelihoods per household through its entire value chain of collection, transportation, processing and sale of biomass.

Steps taken So far under Clean India Green India:

Eliminating the practice of open defecation is not an easy task. It requires a sustainable solution for both sanitation and resource management. To encourage rural households to use improved sanitation facilities, Clean India Green India scheme offers them decentralized, low cost toilets along with material which are required for their construction at nominal prices.

The scheme has been implemented in two phases with an aim to eliminate the practice of open defecation. During Phase I, 82400 household latrines have been constructed in different villages of three districts under the pilot project area i.e. Ranchi, Dungarpur and Jharkhand with an investment cost of Rs 92 lakh which covers design, construction, O&M and marketing.

In order to make them construct their own toilets under the scheme, households are provided with a subsidy support of Rs 5500 each in the form of a demand driven well-functioning revolving fund which is created through a community contribution of Rs 20 per annum from every household having completed toilet. This amount is given as a loan to the community together with an additional fund of Rs 5000 for meeting O&M expenses.

The revolving fund is carried forward from one year to the other by way of adding further contribution from households having newly constructed toilet. In Phase II, another 24000 household latrines have been planned to be constructed under the scheme covering whole project study area of 13 districts in Rajasthan.

The second component of Clean India Green India is composting of faecal sludge from the constructed household latrines which can be used for farming, gardening and landscaping purposes on a sustainable basis. Community-led provisioning of toilet facilities along with decentralized processing and sale of organic manure generated from faecal sludge is the key of success for this component.

To facilitate the community to get involved in collection of faecal sludge, 6 compost plants are set up in each district having a processing capacity of 24 tons per day with an investment cost of Rs 3.75 crore under Phase I which covers design, construction and O&M. For implementation of Phase II, 12 additional plants are planned to be set up covering whole project study area.

Once each plant is operational, about 400 persons are employed in the composting plants on permanent basis while another 2000 persons will get temporary employment opportunities within the plant premises, making it a total of 2500 direct jobs for rural youths.

In order to meet the cost of faecal sludge processing, Clean India Green India scheme offers subsidy support at Rs 2500 per ton to rural communities in form of loans which is carried forward from one year to the other with additional contributions.

The collected faecal sludge is processed and sold by rural communities through a decentralized sale network setup within the district having a capacity of 150 tons per day which makes 2.5 lac ton of organic manure available for sale and use.

The scheme not only provides employment opportunities to rural community at large but also imparts training on different aspects such as toilet construction, O&M and decentralized faecal sludge processing and its sale network establishment.

Achievements of Clean India Green India:

Following are the major achievements so far;

100% households in 5 pilot blocks in Ranchi district have completed construction of toilets.
Community contribution down to only Rs 5 per household per month (from Rs 20) for financing revolving fund. Loans up to 9 lakhs are being given within 6 months after application against guarantee of membership share.
A total of Rs 1.75 crore is released in the fund, covering about 1100 households out of 3000 villages having completed latrines. This has reduced financial burden on the community.
O&M cost per household is kept at Rs 600 p.a through continuous engagement with communities using preventive maintenance techniques under supervision of supervisors trained by the implementing agency.
Construction cost per household is around Rs 3000 p.a including Rs 350 – 400 for toilet construction material and remaining amount as labour charges – a huge reduction from earlier estimates of more than Rs 5500 which often deterred people from investing in toilet facilities. In addition to this, there is also an additional amount of Rs 2500 per household as subsidy that can be used for purchase of construction material or for labour charges.
The compost value chain offers an opportunity to make available fertilizer at cheaper rates through decentralized sale network setup within the district having a capacity of 150 tons per day which makes 2.5 lac ton of organic manure available

Main Beneficiaries

In the baseline survey carried out in 5 blocks of Ranchi district, it was found that construction of household latrines and engagement with communities is comparatively more challenging in SC and ST households (19%) than general category (75%). Also there were some pockets where people had deep rooted cultural issues. Therefore, special efforts are being made to educate communities about benefits of sanitation and construction of latrines through campaigns, consultation meetings, etc.

Value addition through decentralized sale network set up for compost production is more attractive to communities where large number of SC & ST households are engaged in dryland farming having marginal landholding (1.5 acres or less).

The Clean India Campaign or the Swachh Bharat Abhiyan Campaign was started in 2014 by our honorable Prime Minister Narendra Modi on 2nd October.

The objective of this campaign is in the slogan- One Step Towards Cleanliness.

To make our country India clean we should take small steps, starting at home and our nearby surroundings.

Clean surroundings are of concern in all parts of the country be it rural or urban.

Especially in rural areas, where people openly defecate and are more vulnerable to catching diseases and polluting nature as well.

Open defecation was one of the main agendas to first solve in the Swachh Bharat Abhiyan.

This issue also gives rise to more problems like contaminating drinking and cleaning water.

The problem was dealt with by creating awareness among people of the villages and small towns and explaining the importance of cleanliness.

With budgets in the billions for the campaign, the first step was to build toilets and urge people to use them instead of inviting health problems.

The Clean India mission requires all our support and contribution and we should strive to contribute to this cause for a healthier life.

Swacch Bharat Abhiyan is often referred to as the Swachh Bharat campaign, the Clean India Mission, or the Clean India Push. The Indian government has launched a new initiative to clean up the country's backward statutory towns. To move the country forward, this effort comprises increasing cleanliness programs in rural areas, as well as cleaning streets, highways, and changing the nation's infrastructure.

Clean energy’s dirty secret: the trail of waste left by India’s solar power boom

As vast solar plants multiply, so does the scrap, set to reach 19m tonnes by 2050. But disposing of the waste often falls to informal traders who risk injury when dismantling broken panels

U nder the scorching sun, a sea of solar panels gleams in the semi-arid landscape. Pavagada, 100 miles north of Bengaluru in southern India, is the world’s third-largest solar power plant , with 25m panels across a huge 50 sq km site, and a capacity of 2,050MW of clean energy.

India has 11 similarly vast solar parks, and plans to install another 39 across 12 states by 2026, a commitment to a greener future.

Yet this solar boom has a downside: the waste it generates from the panels, made of glass, aluminium, silicon, rare-earth elements; as well as power inverters and wiring.

“While manufacturers claim decades of longevity, degradation of these panels sets in much sooner,” says Atif Mirza, director of Fusion Sprint Recycler, a solar-farm waste contractor in Uttar Pradesh. Panels can break during installation and transport or through exposure to monsoons and typhoons.

India’s solar ambitions come with a hefty amount of waste. With the nation targeting output of 280GW of solar power by 2030 , of which 70.1GW is already installed, one study forecasts an accumulation of more than 600,000 tonnes of solar waste by then, with this projected to increase 32-fold to more than 19m tonnes by 2050.

About two-thirds of the waste is expected to originate from five states – Rajasthan, Gujarat, Karnataka, Tamil Nadu and Andhra Pradesh – which house eight of India’s 10 largest solar parks.

Naranaiah Amaranath, general manager at Karnataka Solar Power Development Corporation, which oversees the Pavagada solar park, acknowledges that while there are basic regulations regarding waste management, the responsibility largely falls on the private firms that own the solar plants.

Protocol dictates that solar waste from the plants must be transferred to e-waste contractors, authorised by the Central Pollution Control Board (CPCB), within a specified timeframe, typically 90 or 180 days.

However, practical and economic challenges abound. Site managers in Pavagada note that the selection of contractors is centralised, one company manages logistics for plants across India

“Most solar plants are located in remote areas, so the logistics and transportation is expensive, and once dismantled there is hardly any money from each individual part,” says Srinivas Vedula from EPragathi, a Bengaluru-based e-waste recycling company. “Plus, the solar glass has no value.”

Mirza, who is the official contractor for Ayana Renewable Power’s plants across India’s solar parks, including in Pavagada, says he sells dismantled parts to traders but admits: “We don’t know what they do with it.”

Because authorised e-waste contractors are often unwilling to handle the waste in accordance with the CPCB protocol, a network of informal operators – who dismantle, aggregate, transport and recycle panels – have stepped in to fill the gap.

T ayyab* and his family work at the tail end of this waste-management chain. In a dimly lit and poorly ventilated room in Bengaluru, the 20-year-old and his younger siblings spend their days dismantling broken panels for their valuable metals and other materials.

“I take apart the metal frame, separate the glass and sort out different metals that can be sold separately,” says Tayyab. There is no safety equipment in sight to prevent cuts from glass and sharp metals.

At a clandestine worksite in Goripalya, just outside Bengaluru, Tayyab skillfully manoeuvres through the hazardous process with bare hands and crude tools. His friend and siblings pitch in wherever they can.

Using a small three-wheeled auto-rickshaw, Tayyab’s friend Imran* makes the rounds of warehouses, collecting about 50 solar panels a week.

Tayyab’s story is just one among many in the informal solar-waste sector, where workers find ways to extract value from the under-regulated but booming renewable-energy sector.

Hussain* is from a family of e-waste dealers in household appliances, computers and televisions, but has carved out a niche for himself handling solar waste. He operates a factory on the outskirts of Bengaluru, described online as a solar manufacturer.

“There are few [people] who actually do this work,” says Hussain. “These big recyclers, who claim they deal in e-waste and solar waste, often offload their waste on to us.”

Despite lacking a licence, Hussain collects solar waste from plants across the country. “Sometimes they [plant managers] do not ask for any papers,” he says.

Hussain has more than 50 workers dismantling panels to sell the individual components to traders. “Silver is most valuable to us,” he adds.

India’s E-Waste Management Rules 2022 , which came into force last April, require solar-panel manufacturers to oversee the return of their products’ waste by arranging collection, storage and dismantling, as well as the recycling facilities. They also need to store panel and cell waste up to 2035, according to CPCB guidelines.

Solar detritus was included for the first time in the 2022 e-waste rules but Rudresh Murthy, environmental officer at Karnataka State Pollution Control Board, admits: “There is still a lot to be done.”

“Economic viability remains a critical concern,” he says, citing the abrupt closure of a solar-waste recycling firm in Tamil Nadu in 2021 due to the economic downturn during the pandemic.

Murthy is unsurprised an informal solar-waste sector is thriving, claiming e-waste dealers often “don’t even properly manage e-waste, let alone solar waste”.

Srinivas says: “The government policy on solar waste is: let’s cross the bridge when we come to it.”

For people such as Tayyab, Imran and Hussain, the chance to make a living outweighs the risk of injuries. “We have gotten used to it,” says Tayyab.
