Fire Officer Exam (FOE) 2022 Online Application, Schedule, Requirements

MANILA, Philippines – The Civil Service Commission (CSC) announces the schedule of online application for the Fire Officer Exam (FOE) 2022 through CSC Examination Announcement No. 1, series of 2022.

Applications will be on first-come-first-serve basis and shall be close anytime before the deadline if the CSC Regional/Field office already reached the target number of applicants.

FOE aims to establish a Roster of Eligibles (RoE) from which certification and appointment to second level ranks in the Bureau of Fire Protection (BFP) and other functionality related positions shall be made, provided the eligibilities meet the qualifications and other requirement of the positions.

Here is the schedule and deadline of application for 2022 Fire Officer Exam (FOE), Penology Officer Exam (POE), courtesy of CSC.

FOE 2022 Qualifications

Here are the specific qualifications for the Fire Officer Exam as posted by CSC (extracted from the FOE 2018 guidelines). All applicants must strictly meet these qualifications in order to qualify.

  • Must be Filipino citizen;
  • Must be 21 to 35 years old at the date/time of filing of application;
  • Must be of good moral character;
  • Must be mentally and physically fit;
  • Must have not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness or addiction to drugs;
  • Must have not been dishonorably discharged from military service or dismissed for cause from any civilian positions in the government; 
  • Must possess a baccalaureate degree from a recognized institution of learning;

Take note of the following additional reminders

  • Age requirement shall be waived for incumbent employees of the BFP and former employees of BFP provided their applications are endorsed by BFP and they can meet the the minimum service requirement pursuant to existing laws.
  • Approval of applications may be recalled any time upon discovery of applicant’s disqualification, for which the examination fees paid shall be forfeited.
  • Applicants holding dual citizenship under R.A. 9225 may apply for and take the examination upon presentation of original and photocopy of Certification of Retention/Re-acquisition of Philippine Citizenship from the Bureau of Immigration, and meeting of all the other admission and application requirements for the examination.
  • Applicants with pending administrative and/or criminal cases may take the examination and shall be conferred the eligibility if they successfully pass the same. However, this is without prejudice to the outcome of their pending cases. If they are found guilty, their eligibility shall be forfeited based on the penalties stated in the decision and on Section 57 (a) of the 2017 Rules on Administrative Cases in the Civil Service.

Application Requirements

Below are the specific requirements the applicant must comply:

  • APPLICATION FORM: Fully accomplished application form (CS Form No. 100, Revised 2016). Download the form here . The ‘Signature’ and the ‘Right Thumb mark’ as per CSC shall be left blank as this will be accomplished in the presence of CSC representative/ processor. 
  • Taken within the last three (3) months prior to filing of application
  • Philippine passport picture size (4.5 cm x 3.5 cm or 1.78” x 1.38”)
  • Colored, with white background and printed on good quality photo paper
  • Must be in standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm. below the chin)
  • Must be in bare face (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features (facial features not computer enhanced)
  • Must show the left and right ears
  • Must be taken in full-face view directly facing the camera, with neutral facial expression and both eyes open
  • Must have handwritten (not computer-generated) name tag legibly showing signature over printed full name in the format: First Name, Middle Initial, Last Name, and Extension Name, if any
  • Driver’s license/ Temporary Driver’s license/ Student Driver’s Permit;
  • PRC License ID;
  • Voter’s ID;
  • BIR/Taxpayer’s ID;
  • Philhealth ID
  • Current company ID;
  • Current School ID;
  • Police Clearance/Police Clearance Certificate;
  • Barangay ID;
  • NBI Clearance;
  • Seaman’s Book;
  • HDMF Transaction ID;
  • Solo Parent ID;
  • Senior Citizen ID;
  • Alient Certificate of Registration Identity Card (ACR I-CARD);
  • CSC Eligibility Card
  • EXAMINATION FEE : 700 pesos

Additional Requirements (if applicable)

  • For applicants without date of birth in their ID cards – Original and Photocopy of Birth Certificate issued by the Philippine Statistics Authority (PSA), or the Local Civil Registry printed in Security Paper.
  • For applicants holding dual citizenship under R.A. 9225 – Original and Photocopy of Certification of Retention/ Re-acquisition of Philippine Citizenship issued by the Bureau of Immigration
  • For incumbent employees of BFP, availing of the waiver on age requirement – Certification of Employment issued by the authorized agency official
  • For former employees of BFP, availing of the waiver on age requirement – Application Endorsement by the authorized BFP official with a statement certifying that the applicant can meet the minimum service requirement based on existing laws

Height Requirements

There is no height requirement for male and female in applying for the Fire Officer Exam 2022.

Bar, Board, Honor Graduates CSC Eligibility

Bar examination passers given by the Supreme Court of the Philippines are automatically granted with Civil Service Eligibility. Board Exam passers given by the Professional Regulation Commission (PRC) are also automatically granted with CSC eligibility under Republic Act No. 1080.

Honor Graduates may opt not to apply also since they are already eligible and may be granted with Honor Graduate Eligibility under P.D. 907.

Though the following are already CSC eligibles, they can always opt to take CSE if they like.

Passers of Civil Service Exam Professional Level and Career Service Examination for Foreign Service Officer (CSE-FSO) may opt not to take the exams as well.

How to apply for FOE 2022? Where to file?

FOE applicant must communicate/coordinate with the CSC RO or with any CSC RO’s Field Offices where they intend to take the examination regarding the mode of filing of application and the corresponding procedures. Complete directory of these offices can be found at CSC official website.

Passing Grade

The FOE exams has 160 items, 150 for test proper while 10 items for Examinee Descriptive Questions (EDQ), pertaining to personal data of examinees. The exams will start from 8:00 A.M. to 11:05 AM or 3 hours and 5 minutes.

The applicant is advised by the Commission to come at the examination center one hour before the test proper.

The examinee shall obtain 80.00% general rating to pass the examination.

FOE October 2022 Room Assignments

The complete list of room/school assignments for October 2022 Fire Officer Exams will be released few weeks before the exams. We will keep everyone posted as soon as CSC officially releases the lists.

  • Health Declaration Form

As part of the COVID-19 health protocols, examinees shall be required to accomplish a Health Declaration Form (HDF), which will be available at CSC official website.

Examinees are advised to pre-accomplished the HDF prior to the examination day. The temperature reading will be written only upon going through thermal scanning at the main entrance of the school/testing venue.

Examination Day

On examination day, be sure to take not of the following

  • No face-mask and face shield, no entry
  • No ID Card/document, no exam
  • Be at the testing venue not later than 6:30 AM
  • Observe physical distancing
  • Wear proper attire on examination day, preferably white T-shirts/tops. Sleeveless shirt/blouse, shorts/short pants, tokong pants, ripped jeans and slippers are not allowed.
  • Examinees are not allowed to bring cellular phones, gadgets, smartphones, smart watches, pens and glasses with built-in camera, books and other forms of printed materials and other similar items.
  • Bringing the test booklet outside of examination room is strictly prohibited.

Things to bring

Don’t forget to bring the following on examination day

  • ID Card – preferably the same ID presented during application
  • Black ball pens
  • Personal Alcohol/Sanitizer

Release of Results

CSC targeted to release the official results and list of passers for FOE October 2022 on December 3, 2022.

CSC advised examinees to directly coordinate with CSC Regional Office for other concerns like verification of examinee number, and other examination result related matters.

Shall the examinee passed the Fire Officer Exams, Civil Service Commission will confer to the passer the Fire Officer Eligibility. It is the second level eligibility, which is specific and appropriate for appointment to second level ranks in the fire protection service and functionality

The objective of the said examination is to establish a Register of Eligible (RoE) from which certification and appointment to second level ranks in the Bureau of Fire Protection (BFP) and other functionally related positions shall be made, provided the eligible meet the qualifications and other requirements of the positions.

WHO ARE QUALIFIED TO TAKE?

All applicants must STRICTLY meet the following qualification requirements:

1. Must be a Filipino citizen;

2. Must be 21 to 35 years old at the date/time of filing of application;

3. Must be of good moral character;

4. Must be mentally and physically fit;

5. Must not have been convicted by final judgment of an offense or crime involving moral turpitude, or of disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness or addiction to drugs;

6. Must not have been dishonorably discharged from military service or dismissed for cause from any civilian positions in the government; and

7. Must possess a baccalaureate degree from a recognized institution of learning. 

a) Age requirement shall be waived for incumbent employees of the BFP. Age requirement shall also be waived for former BFP employees, provided their applications are endorsed by the BFP and provided further that they can meet the minimum service requirement pursuant to existing laws.

b) Approval of applications may be recalled any time upon discovery of applicant’s disqualification, for which the examination fees paid shall be forfeited.

c) Applicants holding dual citizenship under R.A. 9225 (Citizenship Retention and Re-acquisition Act of 2003) may apply for and take the examination upon presentation of original, and submission of a copy of, Certification of Retention/Re-acquisition of Philippine Citizenship from the Bureau of Immigration, and meeting of all the other admission and application requirements for the examination.

d) Applicants with pending administrative and/or criminal cases may take the examination and shall be conferred the eligibility if they successfully pass the same. However, this is without prejudice to the outcome of their pending cases. If they are found guilty, their eligibility shall be forfeited based on the penalties stated in the decision and on Section 57 (a) of the 2017 Rules on Administrative Cases in the Civil Service.

e) The Bar examination given by the Supreme Court of the Philippines and the Board examinations (requiring completion of at least a bachelor’s degree) given by the Professional Regulation Commission are declared civil service examinations under Republic Act (RA) No. 1080. Accordingly, and under CSC Resolution No. 90-1212, the passers are automatically considered as civil service eligibles. Thus, they may opt not to take the corresponding examination anymore. 

Be it noted that the following individuals below  may opt not to take the examination anymore, to wit:

Individuals who passed the civil service examinations: 

– Career Service Examination (Professional level)

–   Career Service Examination for Foreign Service Officer (CSE-FSO)

–  Board/Bar Passers

Grantees of eligibilities under special laws and CSC issuances: 

– Honor Graduate Eligibility under P.D. 907

–   Scientific and Technological Specialist Eligibility under P.D. 997

–   Sanggunian Member Eligibility (Second level) under RA No. 10156

WHAT ARE THE APPLICATION REQUIREMENTS?

1. Fully accomplished Application Form (CS Form No. 100, Revised September 2016).

NOTE : The spaces for  “Signature of Applicant”  and  “Right Thumbmark”  on the Application Form should be left blank. These shall be accomplished in the presence of the CSC processor.

2 .  Four (4) pieces of identical I.D. pictures with specifications, as follows:

a.  Passport  size  (4.5 cm x 3.5 cm  or  1.8 inches x 1.4 inches)

b. Colored, with  white background

c. Taken  within three (3) months prior  to filing of application

d. Printed on  good quality photo paper

e. In  standard close-up shot  (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately  1 inch   or   2.54 cm  below the chin)

f. In  bare face  (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features; facial features not computer enhanced)

g. Showing  left and right ears

h. Taken in  full-face view  directly facing the camera

j. With  HANDWRITTEN  (not computer-generated)  name tag  legibly showing  SIGNATURE OVER PRINTED FULL NAME  in the format:  First Name, Middle Initial, Last Name, and Extension Name, if any

3.  Original and photocopy of any of the following I.D. cards, which is preferably valid (not expired on date of filing of application):

a. Driver’s License/Temporary Driver’s License (LTO O.R. must be presented together with old Driver’s License; O.R. alone is not allowed)/Student Driver’s Permit;

b. Passport;

c. PRC License;

d. SSS I.D.;

e. GSIS I.D. (UMID);

f. Voter’s I.D./Voter’s Certification;

g. BIR/Taxpayer’s I.D. (ATM type/TIN card type with picture);

h. PhilHealth I.D. (must have the bearer’s name, clear picture, signature and PhilHealth number);

i. Company/Office I.D.;

j. School I.D.;

k. Police Clearance/Police Clearance Certificate;

l. Postal I.D.;

m. Barangay I.D.;

n. NBI Clearance;

o. Seaman’s Book;

p. HDMF Transaction I.D.;

q. PWD I.D.;

r. Solo Parent I.D.;

s. Senior Citizen’s I.D.; AND

t. Alien Certificate of Registration Identity Card (ACR I-CARD).

ADDITIONAL REQUIREMENTS, if necessary:

Original and photocopy of Birth Certificate issued by the Philippine Statistics Authority, or the Local Civil Registry printed on security paper (for applicants without date of birth in their I.D. card/s)

Original and photocopy of Certification of Retention/Re-acquisition of Philippine Citizenship issued by the Bureau of Immigration (for applicants holding dual citizenship under R.A. 9225)

Certification of Employment issued by the authorized agency official (for  incumbent  employees of BFP, availing of the waiver on age requirement)

Application Endorsement by the authorized BFP official with a statement certifying that the applicant can meet the minimum service requirement based on existing laws (for  former  employees of BFP, availing of the waiver on age requirement)

Where to Get Application Form

The application form ( CS Form No. 100, Revised September 2016 ) is available at any CSC Regional/Field Office, or may be downloaded from the CSC website:   www.csc.gov.ph . The application form may be photocopied using legal size bond paper.

Where to File Application

Applicants must  PERSONALLY FILE  their applications at the CSC Regional Office (CSC RO), or at any of the CSC RO’s Field Offices, where they intend to take the examination.

The CSC shall issue an Examination Advisory on the examination venue/school assignment and other important reminders, including what to bring on examination day. The advisory shall be posted on the main CSC website www.csc.gov.ph as well as individual websites of the CSC ROs, as applicable, and other means of publication (e.g. bulletin board).

Related inquiries should be coordinated directly with the CSC Regional/Field Office concerned.

Note: Examinees are strongly advised to visit and have an ocular inspection of their assigned school at least one day before the examination day to familiarize them with the school’s location. 

EXAMINATION DAY IMPORTANT REMINDERS!!!

NO I.D., NO EXAM

GATES OF TESTING VENUES SHALL BE CLOSED TO EXAMINEES AT EXACTLY 7:30 a.m. Examinees that arrive later than 7:30 a.m. shall NOT be admitted.

Failure to take the examination on scheduled date shall mean forfeiture of examination fee and slot. Re-scheduling of examination date is NOT allowed.

Bringing of cellular phones and any other gadgets, including smart watches, calculators, wristwatches with calculator, books and other forms of printed materials and all other similar items, is NOT allowed. If brought, these shall be surrendered to the Room Examiners. Firearms, if any, must also be surrendered to the security guard/designated firearm custodian at the entrance gate of the school/testing venue.

Proper attire must be worn on examination day. SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, and SLIPPERS ARE NOT ALLOWED.

The CSC neither holds any review class nor publishes or distributes any review material for any civil service examination. Further, the CSC does not accredit and has not accredited any review center for the purpose of offering and holding review classes to prospective civil service examinees. Availing of any such product/service shall be at one’s own risk.

Examinees must be at their assigned school/testing venue early on examination day. Testing venues shall be opened to examinees starting 6 a.m.

Examinees must bring the following items:

I.D. card – preferably the same I.D. card presented during filing of application. If the I.D. card to be presented for admission is different from the I.D. card presented during filing of application, the examinee must present any of the other accepted I.D. cards listed in Item D (3) above, which is preferably valid (not expired);

1. The NO I.D., NO EXAMINATION Rule is strictly implemented.

2. All other I.D. cards not included in the list under Item D(3) above shall not be accepted. 

3. As a last resort, expired I.D. card may be presented for admission on examination day, provided that, the expiry date of the I.D. card is within the preceding months of the year reckoning the date of examination (or from January 1, 2018 to June 16, 2018).

b. Original of PSA/LCR issued Birth Certificate printed on security paper (if I.D. card has no date of birth); c. Application Receipt with CSC Official Receipt (if available); d. Black Ball Pen/s; and e. Water, or preferred beverage (except alcoholic beverage) placed in clear/transparent container, and/or candies, biscuits, or fruits, which shall be subject to inspection by the Room Examiner/Proctor.

WHAT IS THE PASSING GRADE (FOE)?

To hurdle the exam, an examinee should get a general rating of at least 80%. The civil service eligibility resulting from passing the Fire Officer Examination shall be called Fire Officer Eligibility. It is a second level eligibility, which is specific and appropriate for appointment to second level ranks under the uniformed service in the Bureau of Fire Protection, and functionally related services only, except for ranks under the Philippine National Police.

 Note and a Warning from the Civil Service!

The Civil Service Commission uses a highly reliable system to detect cheats. Any form of cheating in any civil service examination has been declared criminally and administratively punishable under Republic Act No. 9416. The forms of cheating are, as follows:

1. Use of crib sheets or “codigo” containing codes in any form (written on any material or in digital form)

2. Impersonation

3. Employing a “poste” or a person inside or outside of the examination room who may or may not be an examinee but provides examinees with answers

4. Collusion of whatever nature between examinees and examination personnel

5. Examinee number switching

6. Such other acts of similar nature which facilitate the passing of examination, including possession and/or use of fake Certificate of Eligibility.

What are the qualifications.

All applicants MUST STRICTLY MEET the following qualification requirements:

  • Must be a Filipino citizen;
  • Must be of good moral character;
  • Must be mentally and physically fit;
  • Must not have been convicted by final judgment of an offense or crime involving moral turpitude, or of disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness or addiction to drugs;
  • Must not have been dishonorably discharged from military service or dismissed for cause from any civilian positions in the government;
  • Must possess a baccalaureate degree from a recognized institution of learning; and
  • Age and height requirements.

What are the scope of examination?

The exam will include the General Ability which is 25% and the Specialized Area which is 75%. Under the Specialized Area are Fire Suppression, Fire Safety and Prevention, Fire Investigation and Administrative Matters.

The Online Notice of School Assignment (ONSA) is a documentation or notice that specifies the testing venue or school assignment of an examinee who is scheduled to take the Civil Service Examination.

Our website has compiled an organized list of all the room assignments for all the registered June 2024 Fire Officer Exam (FOE)  examinees in all regions who will take the upcoming exam nationwide (check the table below). Meanwhile, examinees can also access their individual ONSA through the official website of the Civil Service Commission (CSC). It is important for examinees to check their assigned testing venue and be present on the examination day to avoid any inconvenience or issues.

Please be reminded that ONSA is released a few weeks before the scheduled examination date. It contains information such as the name of the examinee, the school or venue where the exam will be held, and the room number and seat number assigned to the examinee.

Testing Centers/School Assignments

Examinees’ testing venue or school assignment for the June 2024 Fire Officer Examination (FOE)  may be generated using ONSA or the Online Notice of School Assignment. The CSC Regional Offices (ROs) though may also initiate/utilize individual approaches in disseminating information on school assignments of their respective examinees. Examinees may check the availability of ONSA, through the CSC Website at www.csc.gov.ph, a week before the exam.

To use ONSA, examinees should encode/fill in the required data in the corresponding data fields accurately, following the indicated format. Examinees may opt to have a print-out of their Notice of School Assignment using ONSA for their personal reference, but, this is not mandatory and is not a requirement.

If examinees cannot access the ONSA and/or still do not know their school assignment one week before the examination day, they should INQUIRE DIRECTLY with the CSC Regional/Field Office concerned. A complete directory of CSC regional/field offices nationwide is available at the CSC Website.

Important reminders.

1. Wearing of FACE MASKS shall be OPTIONALNOLUNTARY. However, as a matter of prerogative, there may be CSC Regional Offices that may require the wearing of face masks. On the other hand, the following individuals are still recommended1 to wear face mask: (i) elderly; (ii) individuals with comorbidities; (iii) immunocompromised individuals; (iv) pregnant women; (v) unvaccinated individuals; and (vi) symptomatic individuals.

2.  NO I.D. CARD/DOCUMENT, NO EXAM.

3.  Be at the testing venue not later than 6:30 a.m., or as required by the CSC Regional/Field Offices concerned.

4.  GATES OF TESTING VENUES SHALL BE CLOSED TO EXAMINEES AT EXACTLY 7:45 A.M. Examinees who arrive later than 7:45 a.m. shall NOT be admitted to take the exam.

5.  If feasible, VISIT AND CONDUCT AN OCULAR INSPECTION of the assigned school/testing venue at least one day before the examination day to be familiar with the school location and its route/direction, the available means of public transport, and the time and motion requirement of travelling from point of origin to the school/testing venue. DO NOT SOLELY RELY ON GPS NAVIGATION/ROUTE/DIRECTION APP TO LEAD YOU TO YOUR TESTING VENUE ON EXAMINATION DAY

6.  Wear proper attire on examination day, preferably plain white shirt/tops. Examinees wearing SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, TOKONG PANTS, RIPPED JEANS, and SLIPPERS will NOT be ALLOWED to enter the exam venue. Also, long hair must be tied.

7.  Bringing of cellular phones, including smart phones/watches and pens/eyeglasses with built-in camera, and any other gadgets/electronic devices, including those that may facilitate video/audio recording of any test material/form, or part/portion/phase of the conduct of the exam, and all other similar items, IN EXAMINEE’S SEAT IS NOT ALLOWED. Prior to occupying the assigned seat, examinees shall be required to deposit said items and all other personal belongings in the designated area. Examinees are encouraged to use transparent bag.

8.  Use of any aid in answering the test (such as calculators; watch calculators; tablets; books, dictionaries and other forms of printed materials; and any other similar materials/items/gadgets) is NOT allowed.

9.  Bringing of the test booklet outside of the testing room/venue is strictly prohibited. The examination or test results of those found violating this rule shall be cancelled.

Important Note : All examinees may print a copy of their individual school, room assignment including Examinees Guide that will serve as their orientation/briefing material by visiting the ONSA or Online Notice of School Assignment ( http://enosa.csc.gov.ph/eNOSAv3/ ) two weeks prior to the date of examination.

Examinees’ Guide

A link to the Examinee’s Guide in Taking June 2024 Fire Officer Examination (FOE)  is also available through the ONSA. Examinees are strongly advised to access this link, read thoroughly, and understand fully the examinee’s guide to be familiar with the examination process.

Serving as the orientation/briefing material of examinees, the Examinee’s Guide contains comprehensive information on the conduct of the examination to include guidelines and procedures to be observed before and during exam day,among other concerns.

The Examinee’s Guide is intended for the exclusive use of examinees. Thus, examinees are advised NOT to re-distribute their copy of the guide on their Facebook Page, or any other communication platforms.

Things to Bring on Exam Day

1.  I.D. CARD (Original) – preferably the same I.D. card presented during the filing of exam application. In case of loss or unavailability, the examinee must present any of the other accepted I.D. cards for civil service exam (see Annex A), which is preferably valid, i.e., not expired on exam day.

  • Photocopy only of I.D. card, or cellphone photo of I.D., shall not be accepted.
  • All other I.D. cards not included in the list of accepted I.D. cards/documents for civil service exam shall not be accepted.
  • As a last resort, expired I.D. card may be presented for admission on examination day, provided that, the expiry date of the I. D card is within the preceding months of the year reckoning the date of examination (or from 01 January 2023 to 25 March 2023).
  • If I.D. card has no date of birth, examinees should also bring their original Birth Certificate issued by the Philippine Statistics Authority, or the Local Civil Registry.

2.  CERTIFICATE OF CONSENT/RELEASE/WAIVER (only if not submitted during the filing of exam application), see Annex B

3.  BLACK BALL PEN/s

  • Examinees must bring their own ball pen/s.
  • Borrowing of ball pen/s shall not be allowed to prevent cross-contamination.
  • Only black ball pen shall be used in the examination.
  • Pencils and any other kinds of pen such as gel pen, sign pen, fountain pen, friction pen, etc. including other colors of ball pen are not allowed.

Also, examinees may opt to bring water in clear/transparent container, and/or candies/biscuits, which shall be inspected by the Room Examiner/Proctor. However, drinking/eating may only be done outside the testing room, one at a time, and only upon the approval of the Room Examiner. Hence, water containers should be placed inside examinees’ bag and brought out only when drinking/eating.

The Fire Officer Examination has 160 items, 150 for test proper while 10 items for Examinee Descriptive Questions (EDQ), pertaining to personal data of examinees. The exams will start from 8:00 A.M. to 11:05 AM or 3 hours and 5 minutes. The examinee shall obtain 80.00% general rating to pass the examination.

Release of Results

The Civil Service Commission (CSC) is releasing the official list of passers for all regions in the June 2024 Fire Officer Examination (FOE) on July 14, 2024.

You can request the Certificate of Eligibility one month after the list of passers is issued, or as stated in the corresponding advisory/issuance. Nonetheless, before visiting the CSC Regional Office/Field Office, you can check with the CSC-Regional Office or Field Office to see if your credential is already valid.

What is the Fire Officer Exam?

The Fire Officer Exam (FOE) is a civil service examination conducted by the Civil Service Commission (CSC) to screen and select qualified applicants for the position of Fire Officer 1 in the Bureau of Fire Protection (BFP).

  • Must be a Filipino citizen;
  • Must be 21 to 35 years old at the date/time of filing of application;
  • Must be of good moral character;
  • Must be mentally and physically fit;
  • Must not have been convicted by final judgment of an offense or crime involving moral turpitude, or of disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness or addiction to drugs;
  • Must not have been dishonorably discharged from military service or dismissed for cause from any civilian positions in the government; and
  • Must possess a baccalaureate degree from a recognized institution of learning.

Important Note :

a) Age requirement shall be waived for incumbent employees of the BFP. Age requirement shall also be waived for former BFP employees, provided their applications are endorsed by the BFP and provided further that they can meet the minimum service requirement pursuant to existing laws.

b) Approval of applications may be recalled any time upon discovery of applicant’s disqualification, for which the examination fees paid shall be forfeited.

c) Applicants holding dual citizenship under R.A. 9225 (Citizenship Retention and Re-acquisition Act of 2003) may apply for and take the examination upon presentation of original, and submission of a copy of, Certification of Retention/Re-acquisition of Philippine Citizenship from the Bureau of Immigration, and meeting of all the other admission and application requirements for the examination.

d) Applicants with pending administrative and/or criminal cases may take the examination and shall be conferred the eligibility if they successfully pass the same. However, this is without prejudice to the outcome of their pending cases. If they are found guilty, their eligibility shall be forfeited based on the penalties stated in the decision and on Section 57 (a) of the 2017 Rules on Administrative Cases in the Civil Service.

e) The Bar examination given by the Supreme Court of the Philippines and the Board examinations (requiring completion of at least a bachelor’s degree) given by the Professional Regulation Commission are declared civil service examinations under Republic Act (RA) No. 1080. Accordingly, and under CSC Resolution No. 90-1212, the passers are automatically considered as civil service eligibles. Thus, they may opt not to take the corresponding examination anymore.

Also, the following individuals may opt not to take the examination anymore:

  • Passers of civil service eligibility examinations, as follows: – Career Service Examination (Professional level) – Career Service Examination for Foreign Service Officer (CSE-FSO)
  • Grantees of eligibilities under special laws and CSC issuances, as follows: – Honor Graduate Eligibility under P.D. 907 – Scientific and Technological Specialist Eligibility under P.D. 997 – Sanggunian Member Eligibility (Second level) under RA No. 10156

What are the Requirements?

1. Application Form:

  • A duly-accomplished application form (CS Form No. 100, Revised 2016) .
  • The  Signature  and the  Right Thumb mark  as per CSC shall be left blank as this will be accomplished in the presence of CSC representative/ processor.

2. ID Pictures:

  • Four (4) pieces of ID photos printed on high-quality photo paper
  • Passport size, colored with a white background
  • With a handwritten name tag showing the signature over the printed full name format.
  • Simply tell the photo studio that the shot is for a Civil Service application, and they will already know the standards.

Specifications are as follows:

  • Passport size (4.5 cm x 3.5 cm or 1.8 inches x 1.4 inches)
  • Colored, with white background
  • Taken within three (3) months prior to filing of application
  • Printed on good quality photo paper
  • In standard close-up shot (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately 1 inch or 2.54 cm below the chin)
  • In bare face (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features; facial features not computer enhanced)
  • Showing left and right ears
  • Taken in full-face view directly facing the camera
  • With neutral facial expression, and both eyes open
  • With HANDWRITTEN (not computer-generated) name tag legibly showing SIGNATURE OVER PRINTED FULL NAME in the format: First Name, Middle Initial, Last Name, and Extension Name, if any

  • Driver’s license, PRC License ID, SSS ID, GSIS ID, Voter’s ID, BIR ID, Philhealth ID, Postal ID, Current company ID, Current School ID, Police Clearance, Barangay ID.

  • Driver’s License/Temporary Driver’s License (LTO O.R. must be presented together with old Driver’s License; O.R. alone is not allowed)/Student Driver’s Permit (card type with photo);

  • GSIS I.D. (UMID);
  • Voter’s I.D./Voter’s Certification;
  • BIR/Taxpayer’s I.D. (ATM type/TIN card type with picture);

  • Company/Office I.D.;
  • School I.D.;
  • Police Clearance/Police Clearance Certificate (with picture);
  • Postal I.D.;
  • Barangay I.D.;
  • NBI Clearance;
  • Seaman’s Book;
  • HDMF Transaction I.D.;
  • Solo Parent I.D.;
  • Senior Citizen’s I.D.;
  • Alien Certificate of Registration Identity Card (ACR I-CARD); and
  • CSC Eligibility Card (note: Implemented only beginning with the May 3, 2015 CSE-PPT).
  • Photocopy only of I.D. card, or cellphone photo of I.D., shall not be accepted.
  • All other I.D. cards not included in the above list shall not be accepted.
  • As a last resort, expired I.D. card may be presented/submitted during filing of examination application, provided that, the expiry date of the I.D. card is within the preceding months of the year reckoning the date of filing of application (or from January 1, 2019 to the date before application filing).

4. NSO/PSA Birth Certificate

  • If the applicant’s ID does not include his or her birth date, he or she must bring an authenticated birth certificate.

5. Examination Fee:

  • ₱700.00 examination fee shall be paid during the filing of application at any CSC Regional or Field Offices nationwide.

Additional Requirements (if applicable)

  • For applicants without date of birth in their ID cards – Original and Photocopy of Birth Certificate issued by the Philippine Statistics Authority (PSA), or the Local Civil Registry printed in Security Paper.
  • For applicants holding dual citizenship under R.A. 9225 – Original and Photocopy of Certification of Retention/ Re-acquisition of Philippine Citizenship issued by the Bureau of Immigration
  • For incumbent employees of BFP, availing of the waiver on age requirement – Certification of Employment issued by the authorized agency official
  • For former employees of BFP, availing of the waiver on age requirement – Application Endorsement by the authorized BFP official with a statement certifying that the applicant can meet the minimum service requirement based on existing laws

Passing Grade

The Fire Officer Examination has 160 items, 150 for test proper while 10 items for Examinee Descriptive Questions (EDQ), pertaining to personal data of examinees. The exams will start from 8:00 A.M. to 11:05 AM or 3 hours and 5 minutes. The examinee shall obtain 80.00% general rating to pass the examination.

You must submit all the required documents personally in the CSC Regional Office (CSC RO), or at any of the CSC RO’s Field Offices, where they intend to take the examination. You can visit the CSC website for more information.

Transfer of Testing Center

Requests for transfer of testing center shall be accommodated within the application period, or not later than five (5) working days after the deadline of filing of application. Strictly, no request for transfer of testing center shall be accepted beyond this period. Hence, applicants are advised to be circumspect and certain in determining the testing center where they intend to take the examination.

The applicant should submit a written request to the CSC Regional/Field Office where the application was filed, which shall be subject to evaluation by the CSC RO/FO concerned . The written request must indicate the reason for the transfer of testing center, and must be accompanied by supporting evidence as well as a copy of the Application Receipt. The written request shall be sent to the CSC Regional / Field Office concerned through email or through courier (e.g., LBC, Lalamove, Mr. Speedy, 2Go Express, Grab Express, JRS Express, DHL Express, J&T Express, etc.).

Examination Venue

The CSC shall issue an Examination Advisory on the examination venue/school assignment and other important reminders, including what to bring on examination day. The advisory shall be posted on the main CSC website www.csc.gov.ph; individual websites of the CSC ROs, as applicable; CSC Facebook page at www.facebook.com/civilservicegovph and CSC RO-managed Facebook pages; and other means of publication. Related inquiries should be coordinated directly with the CSC Regional/Field Office concerned.

Note : Examinees are strongly advised to visit and conduct an ocular inspection of their assigned school/testing venue, as much as feasible, at least one day before the examination day. This is for examinee to be familiar with the school location and its route/direction, the available means of public transport, and particularly the time and motion requirement of travelling from point of origin to the school/testing venue considering the traffic situation. DO NOT SOLELY RELY ON GPS NAVIGATION APPLICATIONS, SUCH AS WAZE AND GOOGLE MAPS, ON EXAMINATION DAY.

Examinee’s Guide/Audio Visual Presentation (AVP)

An Examinee’s Guide/AVP shall be sent via email to examinees approximately one week before exam day. It shall serve as the orientation/briefing material of examinees on the conduct of the examination.

It shall contain comprehensive information on the conduct of the examination, including guidelines and procedures to be observed before exam day, on exam day, after exam day, and other concerns, as well as the health and safety protocols in light of the COVID-19 situation.

Release of Test Results

The List of Passers shall be uploaded/posted on the CSC website www.csc.gov.ph within 41 days after the examination.

Note : Only the List of Passers posted on the CSC website is official. The CSC does not recognize and is not liable for any other postings on any other websites that are not affiliated with, or are engaged in the unauthorized use of the name of, the CSC. Examinees can generate their examination rating through OCSERGS or Online Civil Service Examination Result Generation System which can also be accessed through the CSC website. Generation of examination rating through OCSERGS shall be available approximately 15 days after the posting of the List of Passers, or as indicated in the corresponding issuance/advisory.

Issuance of Certificate or Certification, or Eligibility Card To Passers

A Post Examination Advisory shall be released, and posted on the CSC website, containing guidelines, procedures, requirements, schedule, and other information on the issuance of Certificate of Eligibility, or Certification of Eligibility, or Civil Service Eligibility Card, to examination passers.

Resulting Civil Service Eligibility

The civil service eligibility resulting from passing the Fire Officer Examination shall be called Fire Officer Eligibility. It is a second level eligibility, which is specific and appropriate for appointment to second level ranks in the fire protection service and functionally related positions only, except for ranks under the Philippine National Police. The Fire Officer Eligibility is NOT comparable to the Career Service Professional of Subprofessional Eligibility.

The Civil Service Commission (CSC) recently announced the schedule of online applications and examinations of fire officers. All aspiring fire officers may apply. The application will be on a first-come-first-serve basis. Once they reach the target number of applicants they will close the application. The objective of the said examination is to establish a Register of Eligible (RoE) from which certification and appointment to second level ranks in the Bureau of Fire Protection (BFP) and other functionally related positions shall be made, provided the eligible meet the qualifications and other requirements of the positions.

WHO ARE QUALIFIED TO TAKE?

All applicants must STRICTLY meet the following qualification requirements:

1. Must be a Filipino citizen;

2. Must be 21 to 35 years old at the date/time of filing of application;

3. Must be of good moral character;

4. Must be mentally and physically fit;

5. Must not have been convicted by final judgment of an offense or crime involving moral turpitude, or of disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness or addiction to drugs;

6. Must not have been dishonorably discharged from military service or dismissed for cause from any civilian positions in the government; and

7. Must possess a baccalaureate degree from a recognized institution of learning. 

a) Age requirement shall be waived for incumbent employees of the BFP. Age requirement shall also be waived for former BFP employees, provided their applications are endorsed by the BFP and provided further that they can meet the minimum service requirement pursuant to existing laws.

b) Approval of applications may be recalled any time upon discovery of applicant’s disqualification, for which the examination fees paid shall be forfeited.

c) Applicants holding dual citizenship under R.A. 9225 (Citizenship Retention and Re-acquisition Act of 2003) may apply for and take the examination upon presentation of original, and submission of a copy of, Certification of Retention/Re-acquisition of Philippine Citizenship from the Bureau of Immigration, and meeting of all the other admission and application requirements for the examination.

d) Applicants with pending administrative and/or criminal cases may take the examination and shall be conferred the eligibility if they successfully pass the same. However, this is without prejudice to the outcome of their pending cases. If they are found guilty, their eligibility shall be forfeited based on the penalties stated in the decision and on Section 57 (a) of the 2017 Rules on Administrative Cases in the Civil Service.

e) The Bar examination given by the Supreme Court of the Philippines and the Board examinations (requiring completion of at least a bachelor’s degree) given by the Professional Regulation Commission are declared civil service examinations under Republic Act (RA) No. 1080. Accordingly, and under CSC Resolution No. 90-1212, the passers are automatically considered as civil service eligibles. Thus, they may opt not to take the corresponding examination anymore. 

Be it noted that the following individuals below  may opt not to take the examination anymore, to wit:

Individuals who passed the civil service examinations: 

– Career Service Examination (Professional level)

–   Career Service Examination for Foreign Service Officer (CSE-FSO)

–  Board/Bar Passers

Grantees of eligibilities under special laws and CSC issuances: 

– Honor Graduate Eligibility under P.D. 907

–   Scientific and Technological Specialist Eligibility under P.D. 997

–   Sanggunian Member Eligibility (Second level) under RA No. 10156

WHAT ARE THE APPLICATION REQUIREMENTS?

1. Fully accomplished Application Form (CS Form No. 100, Revised September 2016).

NOTE : The spaces for  “Signature of Applicant”  and  “Right Thumbmark”  on the Application Form should be left blank. These shall be accomplished in the presence of the CSC processor.

2 .  Four (4) pieces of identical I.D. pictures with specifications, as follows:

a.  Passport  size  (4.5 cm x 3.5 cm  or  1.8 inches x 1.4 inches)

b. Colored, with  white background

c. Taken  within three (3) months prior  to filing of application

d. Printed on  good quality photo paper

e. In  standard close-up shot  (from shoulder level up with the head and face occupying at least 80% of the picture and with the name tag positioned at approximately  1 inch   or   2.54 cm  below the chin)

f. In  bare face  (with no eyeglasses, colored contact lens, or any accessories that may cover the facial features; facial features not computer enhanced)

g. Showing  left and right ears

h. Taken in  full-face view  directly facing the camera

i. With  neutral facial expression , and  both eyes open

j. With  HANDWRITTEN  (not computer-generated)  name tag  legibly showing  SIGNATURE OVER PRINTED FULL NAME  in the format:  First Name, Middle Initial, Last Name, and Extension Name, if any

3.  Original and photocopy of any of the following I.D. cards, which is preferably valid (not expired on date of filing of application):

a. Driver’s License/Temporary Driver’s License (LTO O.R. must be presented together with old Driver’s License; O.R. alone is not allowed)/Student Driver’s Permit;

b. Passport;

c. PRC License;

d. SSS I.D.;

e. GSIS I.D. (UMID);

f. Voter’s I.D./Voter’s Certification;

g. BIR/Taxpayer’s I.D. (ATM type/TIN card type with picture);

NO I.D., NO EXAM

GATES OF TESTING VENUES SHALL BE CLOSED TO EXAMINEES AT EXACTLY 7:30 a.m. Examinees that arrive later than 7:30 a.m. shall NOT be admitted.

Failure to take the examination on scheduled date shall mean forfeiture of examination fee and slot. Re-scheduling of examination date is NOT allowed.

Bringing of cellular phones and any other gadgets, including smart watches, calculators, wristwatches with calculator, books and other forms of printed materials and all other similar items, is NOT allowed. If brought, these shall be surrendered to the Room Examiners. Firearms, if any, must also be surrendered to the security guard/designated firearm custodian at the entrance gate of the school/testing venue.

Proper attire must be worn on examination day. SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, and SLIPPERS ARE NOT ALLOWED.

The CSC neither holds any review class nor publishes or distributes any review material for any civil service examination. Further, the CSC does not accredit and has not accredited any review center for the purpose of offering and holding review classes to prospective civil service examinees. Availing of any such product/service shall be at one’s own risk.

Examinees must be at their assigned school/testing venue early on examination day. Testing venues shall be opened to examinees starting 6 a.m.

Examinees must bring the following items:

I.D. card – preferably the same I.D. card presented during filing of application. If the I.D. card to be presented for admission is different from the I.D. card presented during filing of application, the examinee must present any of the other accepted I.D. cards listed in Item D (3) above, which is preferably valid (not expired);

1. The NO I.D., NO EXAMINATION Rule is strictly implemented.

2. All other I.D. cards not included in the list under Item D(3) above shall not be accepted. 

3. As a last resort, expired I.D. card may be presented for admission on examination day, provided that, the expiry date of the I.D. card is within the preceding months of the year reckoning the date of examination (or from January 1, 2018 to June 16, 2018).

b. Original of PSA/LCR issued Birth Certificate printed on security paper (if I.D. card has no date of birth); c. Application Receipt with CSC Official Receipt (if available); d. Black Ball Pen/s; and e. Water, or preferred beverage (except alcoholic beverage) placed in clear/transparent container, and/or candies, biscuits, or fruits, which shall be subject to inspection by the Room Examiner/Proctor.

WHAT IS THE PASSING GRADE (FOE)?

To hurdle the exam, an examinee should get a general rating of at least 80%. The civil service eligibility resulting from passing the Fire Officer Examination shall be called Fire Officer Eligibility. It is a second level eligibility, which is specific and appropriate for appointment to second level ranks under the uniformed service in the Bureau of Fire Protection, and functionally related services only, except for ranks under the Philippine National Police.

The Civil Service Commission uses a highly reliable system to detect cheats. Any form of cheating in any civil service examination has been declared criminally and administratively punishable under Republic Act No. 9416. The forms of cheating are, as follows:

3. Employing a “poste” or a person inside or outside of the examination room who may or may not be an examinee but provides examinees with answers

Fire Officer Examination (FOE) 2024 Schedule and Requirements

The Civil Service Commission issued an Examination Advisory No. 04 s2023  regarding the Schedule of 2024 Fire Officer Examination on June 2, 2024.

Under Examination Announcement No. 04 s.2023, the CSC announces the conduct of FOE examination nationwide for CY 2024:

Is an expired ID invalid?

General rule: All expired IDs are not valid. However, the CSC sets an exception to the rule being the last resort that expired I.D. card may be presented/submitted during filing of examination application, provided that, the expiry date of the I.D. card is within the preceding months of the year reckoning the date of filing of application (or from February 1, 2020 to the day before application filing). Provided further, all other I.D. cards not included in the above list shall not be accepted.

Vladimir Putin has reportedly ordered rolling energy blackouts across Moscow as temperatures reach – 22C. The blackouts are said to cover the entire Moscow metropolitan area which has a total population of around 22 million. The order issued states that electricity is “not to exceed 12 hours per day” with the blackouts in place from January 14 through March 31 2024, according to  Ukraine  commentator Igor Sushko.

Sushko posted on X: “The entire Moscow metropolitan area, population 22 million, will have rolling blackouts of electricity “not to exceed 12 hours per day” from January 14 through March 31, 2024. – announced by the fascist state.”

It comes after a heating main ruptured at the Klimovsk Specialised Ammunition Plant in Podolsk, about 30 miles south of central Moscow, on January 4. As a result, tens of thousands of Russians are said to be without heat in their homes in the Moscow region due to subzero temperatures.

According to a map published by a Russian Telegram channel and circulated on various social media platforms, the affected areas include cities such as Khimki, Balashikha, Lobnya, Lyubertsy, Podolsk, Chekhov, Naro-Fominsk, and Podolsk.

Residents in Moscow, specifically Balashikha, Elektrostal, Solnechnogorsk, Dmitrov, Domodedovo, Troitsk, Taldom, Orekhovo-Zuyevo, Krasnogorsk, Pushkino, Ramenskoye, Voskresensk, Losino-Petrovsky, and Selyatino, are also experiencing power outages, according to other Russian media reports.

Power outages have been reported in St. Petersburg, Rostov, Volgograd, Voronezh, and Primorsky. Meanwhile, a huge fire t ore through a large warehouse  used by  Russia ’s largest online retailer south of St Petersburg on Saturday morning.

The blaze covered an area of 70,000 square meters, with 50,000 square meters of the Wildberries warehouse collapsing, according to  Russia ’s Emergency Situations Ministry. No casualties were reported.

Videos posted to social media appeared to show employees running down fire escapes and fleeing the scene. A video shot from a passenger jet flying nearby showed flames totally engulfing the warehouse, sending huge plumes of smoke into the sky.
