So I received a reply to my review of the job done at my house. Obviously it was a canned response to my review because I did have contact with Ashley Foster who said she had spoken to the branch and field managers who told her to tell me that this was the way duct sealant is always applied. If David Buerger had happened to check with his staff or Ms. Foster he would have known this before sending me his canned response

We engaged Homework's Energy to install insulation, etc. The photos show how they sealed the ductwork in the basement. Very sloppily done. When I asked them about it they said they could not do anything to clean up the excess because this the way we always do it. I said really? Imagine if I or anyone else had a finished ceiling and this was done? Very disappointed and would not recommend their services. Also, the application of the spray foam insulation was sloppy as well. The actual attic insulation install was ok but nobody sees it.

My insulation scheduled date, which was scheduled several months ago, was confirmed twice in advance (I even called a third time to make sure), because it required me to take time off from work and a 2 hour drive to get to my moms house to meet the installers. A worker had called in sick and my installation was delayed, I wish I could have been told earlier but I was impressed with the guys who finally did arrive at the site.

HomeWorks Energy Lawsuit: What You Need to Know

BBB issues warning over ‘storm chasers’ who prey on victims of natural disasters

The national oceanic and atmospheric administration estimated that natural disasters cost americans well over $92.9 billion in 2023.

(InvestigateTV) — The Better Business Bureau (BBB) has issued a warning about “storm chasers,” who often abound after natural disasters with the intent of scamming victims.

Melanie McGovern with the BBB said they often prey on victims whose homes and property need immediate repair.

“A lot of times we’ll hear about, what’s called ‘storm chasers’ and that’s shady type construction companies that will show up to an area and ask you to prepare your home,” McGovern explained. “You might be distressed in an emergency situation. You might need that repair right away.”

McGovern said if they do knock on the door don’t feel pressured to commit to anything in that moment.

“The best thing you can do is to pause, take their business card, tell them you want to check them out with the BBB,” she said. “Do a little more research. Reputable construction companies will give you the time to do that.”

The Federal Trade Commission (FTC) echoed her sentiment and said to be skeptical of anyone promising immediate clean up or repairs.

Also know that the Federal Emergency Management Agency (FEMA) doesn’t charge application fees. If someone asks for money to qualify for FEMA funds, it’s a scam.

Those with questions about who to contact after a storm should call their homeowners insurance ahead of time. Ask them what their procedure is if damage occurs.

McGovern said often those not directly impacted by natural disasters want to help. But before donating any money, do the homework on different charities and organizations.

“Always work with a charity that has the ability to get to the affected area. If it’s something that’s local and it’s a local charity that you know that has been established, that has been around for a while,” McGovern suggested. “Any kind of crowdfunding you need to look into to make sure that it is on the up and up – donate only to people that you know. A lot of people will mimic being either a victim or knowing a victim. So, you want to make sure that you understand who it’s going to, where it’s going and how much of that dollars is actually going toward the cause.”

Moscow’s energy policy made a sharp transition with two developments last week. The new Power of Siberia pipeline taking gas from Russia to China was last Monday inaugurated by presidents Vladimir Putin and Xi Jinping, and marks a turn by Moscow to the east. Then, at the end of the week, Russian ministers attended the Opec meeting in Vienna and accepted that Russian production would be cut further as part of the cartel’s attempt to stabilise prices. The continued engagement means that Russia — having for decades pursued a fiercely independent oil policy — is now effectively Opec’s 15th member state.

Russia remains a major player in the international energy market — it was a net exporter in 2018 of more than 9m barrels a day of oil and almost 250bn cubic metres of natural gas. But it is finding itself in a buyer’s market that it cannot control.

This month marks the 20th anniversary of Mr Putin’s nomination as president and for the country’s energy sector, those two decades have been a period of success after the slump in the oil industry of the 1990s. But the good times have made Russia even more dependent on oil and gas revenues and therefore more vulnerable to developments in the global market. It has not become the “ energy superpower ” some predicted but rather an adjunct member of the failing Opec cartel.

The first big success has been the growth in production and exports. Oil production is up from 6m b/d in 1999 to more than 11m b/d last year and gas production from 52bn cubic feet a day to 65bcf. Exports of both have increased — and the amount of oil traded would be higher still but for the Opec quota system in which Russia reluctantly participates.

That growth has been built on a strategic opening to international investment encouraged by the oligarchs who own the country’s resources, having bought out significant state-owned assets at a deep discount in the years before Mr Putin came to power. The Russian companies Rosneft, Lukoil and Gazprom have been strengthened to become real players in the international industry.

For inward investors, engagement with Russia has never been easy but a few — led by BP — have prospered and managed to retain their positions in the country despite political travails . Mr Putin has resisted the temptation of renationalisation even when tensions with western governments were at their height.

Now, despite the sanctions imposed by Europe and the US, many international companies see Russia as a potential area for investment because of its huge remaining undeveloped resource base. Compared with the Middle East, Russia is a safe place to do business — because while the companies need the resources, Russia needs their technology and the revenues.

The second big Russian success story has been Rosatom, the state-owned nuclear business that continues to develop civil reactors and has construction deals with countries including China, Egypt, Hungary and Iran. The company’s VVER reactors could have won a significant share of the European market, offering a low-cost and reliable alternative to EDF’s failing EPR programme , but in most of the EU deals with Moscow — particularly on something as sensitive as nuclear power — are politically unacceptable.

Growing oil and gas exports have brought substantial revenues over Mr Putin’s decades in power. But the wealth created has not been well used, and the economy has not been diversified. Oil and gas still account for 60 per cent of exports and provide half of the entire federal budget . By any serious definition, Russia is a petroeconomy and — in common with many other such economies — much of the affluence created by the sector has found its way into western banks and London property.

When oil and gas prices fall, as they have over the past five years, the apparent strength of being one of the world’s key suppliers has become a mark of weakness. Russia is a prime example of the shift of power in the energy market from producers to buyers.

The story of Nord Stream 2 — the new gas line under the Baltic Sea to Germany — is driven by Moscow’s desire to secure an even greater share of the European gas market . But that market has shrunk by more than 10 per cent in the past decade and is liable to decline further as climate policies accelerate the take up of renewables.

That explains the pivot to the east. For Moscow, there was no alternative. The Power of Siberia line taking gas to the Chinese market will add to exports but it will make Russia vulnerable to fluctuations in its political relationship with Beijing. In terms of both price and volume of gas traded, China — with many alternative sources of supply available in Asia and the Middle East — holds the cards. 

In common with all the other petroeconomies, Russia is trapped by circumstances beyond its control and highly exposed to any further downward shift in global energy prices.

Fitch Affirms City of Moscow at 'BBB'; Outlook Stable

Fitch Ratings - Moscow - 09 Apr 2021: Fitch Ratings has affirmed the City of Moscow's Long-Term Foreign- and Local-Currency Issuer Default Ratings (IDRs) at 'BBB' with Stable Outlooks. A full list of rating actions is below.

The affirmation reflects Fitch's unchanged assessment of Moscow's risk profile at 'Low Midrange' and debt sustainability at 'aaa', supported by the city's intrinsically strong resilience to downside shocks. Fitch expects the city to maintain sound debt sustainability that is commensurate with its Standalone Credit Profile (SCP) assessment of 'a+', while its ratings remain capped by the Russian sovereign IDRs (BBB/Stable).

The City of Moscow is the capital of the Russian Federation. It has a high concentration of value-added output and high-earning residents, largely due to its capital status and role as the country's political, economic and financial centre. The city's socio-economic profile is sound, with GRP per capita exceeding the Russian region median, by more than 3x in 2017-2019.

Fitch's ratings are forward-looking in nature, and we will monitor developments in the public sector for the severity and duration of the coronavirus pandemic, and incorporate revised base- and rating-case qualitative and quantitative inputs based on performance expectations and assessment of key risks.

KEY RATING DRIVERS

Risk Profile: 'Low Midrange'

The 'Low Midrange' risk profile is based on five key risk factors assessed at 'Midrange' and one at 'Weaker'. This reflects a high risk relative to international peers that the city's ability to cover debt service by its operating balance may weaken unexpectedly over 2021-2025 either because of lower-than-expected revenue or expenditure overshooting expectations, or because of an unanticipated rise in liabilities or debt service requirements.

Revenue Robustness: 'Midrange'

The city has a strong and expanding tax base, with taxes averaging 85% of total revenue in 2016-2020. Due to the city's high fiscal capacity, federal transfers are a minor source of total revenue (2016-2020: on average 3%). This is materially lower than for most Russian local and regional governments (LRGs). The city is the country's largest and most important market, with a high concentration of value-added output and high-earning residents and is attractive for investors. It is therefore more resilient to potential revenue shocks than most of its domestic peers.

Revenue Adjustability: 'Weaker'

The city received 68% of its 2020 total revenue from corporate income tax and personal income tax, which are exposed to economic cycles. The federal government holds tax-setting authority for these taxes, which impairs the city's fiscal autonomy. Fitch assesses Moscow's ability to generate additional revenue in response to possible economic downturn as limited as the city retains tax-setting power only over regional taxes that amounted to 7% of total revenue in 2020.

Expenditure Sustainability: 'Midrange'

The city's main spending responsibilities are the local economy, education, healthcare, certain social benefits, public transportation and road construction. Non-cyclical spending, primarily on education, healthcare and utilities, dominates the spending structure and accounted for 52% of the city's 2020 expenditure, followed by moderately cyclical (local economy and transfers, 30%) and cyclical (social support, 18%). Moscow is not legally required to adopt anti-cyclical measures, which would inflate expenditure related to social benefits in a downturn. This supports our 'Midrange' assessment of expenditure sustainability.

Expenditure Adjustability: 'Midrange'

The proportion of Moscow's spending items with low flexibility (education, healthcare and social support) in 2020 was 51%, significantly below the national figure of 61%. Some of the city's payments exceed the federally imposed minimum, which provide some flexibility. Moscow continues to demonstrate a strong funding capacity, financing with its own resources capex that averaged 25.6% of total spending in 2016-2020. The city retains flexibility in capex as some planned investment could be postponed or terminated to counteract negative pressures from economic cyclicality and budget rigidity, in case of stress.

Liabilities & Liquidity Robustness: 'Midrange'

Moscow's debt management policy is historically prudent, while national regulation subjects the city to restrictions on debt stock volume, new borrowing limits, and limits on annual interest payments. Derivative debt instruments are not permitted for LRGs in Russia.

Despite being exempt from the external borrowing restrictions imposed on most Russian LRGs, Moscow has no plans to resume external borrowing in the medium term. The city relies on its own resources to fund capex, as its debt stock is at a historically low RUB30 billion (1.1 % of current revenue at end-2020), which represented by a domestic bond maturing in 2022. The city is not exposed to material off-balance sheet risks.

Liabilities & Liquidity Flexibility: 'Midrange'

The city maintains a sound liquidity position, which however has gradually been depleted in 2019-2020 due to a capex-driven deficit. At end-2020, unrestricted cash amounted to RUB162.5 billion (2019: RUB296.6 billion). Excess cash is deposited with domestic banks, earning the city financial revenue of RUB65 billion in 2020 (2019: RUB94.8 billion).

For extra liquidity, Moscow could borrow from domestic banks or tap debt-capital markets. Nonetheless, counterparty risk of domestic liquidity providers is assessed at 'BBB'.

Debt Sustainability: 'aaa category'

The assessment reflects a combination of a sound payback ratio (net adjusted debt/operating balance); a fiscal debt burden (net adjusted debt-to-operating revenue) corresponding to a 'aaa' assessment; and a strong actual debt service coverage ratio (ADSCR; operating balance-to-debt service, including short-term debt maturities), equivalent to 'aaa'.

According to Fitch's rating case, the payback ratio, which is the primary metric of debt sustainability for type B LRGs, will remain below 5x over the five-year projection period. For the secondary metrics, Fitch's rating case projects that the fiscal debt burden will remain below 50% and the ADSCR above 4x in 2021-2025.

Derivation Summary

As with other Russian LRGs Fitch classifies City of Moscow as a type B LRG, as it covers debt service from cash flow on an annual basis. The city's SCP is unchanged at 'a+', which results from a 'Low Midrange' risk profile and a 'aaa' debt sustainability. The city's SCP factors in Moscow's favorable comparison among peers in the same rating category. Moscow's IDRs remain capped by the Russian Federation's (BBB/Stable).

The Short-Term IDR of 'F2' reflects the city's strong liquidity coverage ratio and 'Midrange' liabilities and liquidity robustness and flexibility.

Quantitative assumptions - Issuer Specific

Fitch's rating case is a "through-the-cycle" scenario, which incorporates a combination of revenue, cost and financial risk stresses. The key assumptions for the scenario include:

- 4.1% yoy increase in operating revenue on average in 2021-2025, including a 5.9% increase in tax revenue during the same period;

- 3.9% yoy increase in operating spending on average in 2021-2025;

- Negative net capital balance of RUB827.6 billion on average in 2021-2025; and

- 6.7% cost of debt and five-year weighted average maturity for new debt.

Rating Sensitivities

Factors that could, individually or collectively, lead to negative rating action/downgrade:.

- A downgrade of the Russian Federation's IDRs.

- A multiple-notch downward revision of the city's SCP below 'bbb', which could be driven by material deterioration in debt metrics, particularly a debt payback sustainably above 5x accompanied by the ADSCR weakening toward 1x under Fitch's rating case.

Factors that could, individually or collectively, lead to positive rating action/upgrade:

- An upgrade of the Russian Federation's IDRs.

Best/Worst Case Rating Scenario

International scale credit ratings of Sovereigns, Public Finance and Infrastructure issuers have a best-case rating upgrade scenario (defined as the 99th percentile of rating transitions, measured in a positive direction) of three notches over a three-year rating horizon; and a worst-case rating downgrade scenario (defined as the 99th percentile of rating transitions, measured in a negative direction) of three notches over three years. Liquidity and Debt Structure

The city's debt stock is at a historically low level with a RUB30 billion (1.1% of current revenue in 2020) domestic bond maturing in 2022, which is below an accumulated cash balance of RUB162.5 billion. Therefore, the city had a net cash position at end-2020. It is not exposed to material off-balance sheet risks.
