Graduation design (thesis) is not only the important part of undergraduate training program, but the last and longest practice link in schools. And the graduation design (thesis) is not only the comprehensive testing for students’ knowledge, ability and quality, but an important means of evaluating teaching quality. But in recent years, with the number expansion of undergraduates, the quality decline of graduation design (thesis) is an undoubting fact. In this paper, aimed at the actual situation of the quality decline of graduation design (thesis), such measures to improve the design quality of graduation design (thesis) as improving students’ understanding, creating good atmosphere of graduation design (thesis), establishing system, enhancing process management, strengthening the construction of guidance teams, increasing the guidance ability of guidance teachers and strengthening the career guidance have been put forward.

Guidance and Counseling Record Management System
2021, International Journal of Advanced Trends in Computer Science and Engineering
The developed Record Management System for Guidance and Counseling Center of the Nueva Ecija University of Science and Technology aimed to provide software application that will manage the record of student and provides fast and easy access of personal information of students. The functions focused in adding and updating students’ information/profile by using the application. The user can produce a printed copy of the record of student. The development of the Record Management System underwent the phases for System Development Life Cycle (SDLC) such as: Stage 1 – Planning; Stage 2 – Analysis; Stage 3 – Design; Stage 4 – Coding; Stage 5 – Testing; Stage 6- Implementation; and Stage 7 – Maintenance. The system took three months to be developed was accomplished using Visual Basic 2017 programming language and Microsoft SQl Server 2017 database. Record Management System has been strongly accepted by the respondents based on their assessment on these five criteria: functionality, usability, efficiency, portability, and security. The suggestions given by the group of respondents may be considered for future enhancement of the system.

There were a number of problems associated with adopted manual methods to manage student information in the Department of Student Affairs in the College of Medicine – University of Diyala, these followed regulations caused delay in the delivery of services to students, inaccuracies in the completion of tasks and so on. A new system designed and implemented by using the tools of Microsoft Visual Studio 2010 (.Net Framework Environment) and Microsoft SQL Server 2008 R2 to solve most of the problems and obstacles resulting from the use of the old methods and techniques. The main work of the software design process included requirements analysis, database description and logical structure design of the data. Database System test results show that the database system meets the requirements of each module with a graphical user interface and simple procedures. Student data can be updated by the administrator of the system efficiently, accurately in a short time and in a flexible manner. Finally concluded that adopted this new database student information management system helps to accomplish the tasks at high speed and accuracy, also helps the management of the college in speed of decision-making, which helps raise the level of performance of the college in general.

The rapid growth in Information and Communication Technology paved the way to the development of various systems that will help Guidance Counselors with their information storage and retrieval needs. Since the birth of the World Wide Web, most transactions in the organization were implemented online for easy access and retrieval by various authorized users. The Iloilo Science and Technology University located at Burgos St. Lapaz Iloilo City is composed of five (5) branches. These include the Lapaz Campus, Leon Campus, Miag-ao Campus, Barotac Campus and Dumangas Campus. Each campus has a designated Guidance Counselors who facilitated the efficient management of guidance records. The Online Database Management of Guidance Records for Effective and Immediate Access of Data to Follow-up Students was an online system designed to be implemented to all ISAT U campuses. Since the system is online, all Guidance Counselors from all campuses can secure an account to access the system as well as all the students in each campus. The Data Management System encapsulates processing of the Student's Information Profiles, Routine Interviews, Exit Interviews, and Graduate Tracking records.The system is tested using ISO 9126 software quality standards so as to determine the system's conformance to the software quality measures which include the system's Functionality, Efficiency, Usability, Maintainability, Reliability and Portability. Moreover, the system's performance was tested using Google's PageSpeed Tool.

Senior High School 43 Jakarta, located on Jl. Cipulir I No.1 1 4, RT.1 / RW.4, Cipulir, Kec. Kby. Lama, South Jakarta City, Special Capital Region of Jakarta 12230, has around 500 students and 30 teaching staff. Based on interviews that have been conducted by researchers with counseling guidance teachers and the Deputy Principal for Student Affairs explained that the results of absenteeism, guidance or supervision of student violations are recorded as evaluation material to be given to the homeroom teacher and the parents of students at the end of the school year. But the recording is still manual because there is no computerized system. This resulted in at the end of each school year hampering counseling guidance teachers to make reports quickly because the data is still in the form of paper, not to mention the data is easily lost or mixed with other data and must be recapitulated. Therefore the author intends to analyze and design data management in the form of attendance data, counseling guidance and student violation points by the author's thesis entitled "Analysis and Design of Attendance Information System Application for Attendance, Counseling Guidance, and Website-Based Student Abuse Points on SMK Negeri 43 Jakarta "in the hope that the manual recording system can be updated to provide practical solutions through the use of applications. Also, this application can make it easier for students, parents, and teachers to access information related to student problems. The system that will be created by the author uses the PHP programming language as well as the CodeIgniter and MySQL framework as a repository (database).

In the Guidance Center, the services offered are very evident for the holistic development of every student. The needs and concerns of every individual is a priority to help utilize their potentials to the fullest and plan his/her present and future in accordance with their abilities and interest. Guidance Counselors as an indispensable figure in aiming for the goal and mission of the university have difficulty in managing their time and effort especially on paper works. This study aimed to create a system that has an electronic database that can secure and automatically store files and record responses of the students. Functioning under the principle of accountability, the study made use of the Project Development System to improve the manual process of gathering, segregating, and organizing forms administered by the Guidance Counselor. The system was evaluated by IT Experts using the ISO 9126 Criteria for Software Quality. The overall result of the evaluation is 4.06 which is equivalent to a very good interpretation. Recommendation for the full implementation of the system and active involvement in the effectiveness of delivery and further mainstreaming of these services were also given.

School information management system is enhanced into a web based or database record which can be observed to most of the universities and colleges. The aim of this research study is to implement an efficient database for student information management system of Lipa Adventist Academy (LAA) through Microsoft Access as the database, Visual Studio for the development platform, and Visual Basic as the programming language. It limits only on an admin interface navigating student profiles in a system as an application only. This implementation research study employs qualitative method which revolves in a focus group discussion with two experienced young adults. The information is obtained using primary and secondary sources. Student database information management system for LAA is implemented as it is agreed that it plays a critical role in meeting the needs of academic institutions for sound and accurate control of students' knowledge and/or documents. Database information systems lend a long list of advantages for the school or any institutions. Compare to using Excel Spreadsheet, database offers lesser manual work, user-friendly approach, easy navigation, and data integrity as it guarantees a little to no error in single or massive information update. The system is proved to be more secured, reliable, efficient, accurate, and relevant especially in this time when schools are pursuing distance education. Adapting an integrated student information database management system will not only be beneficial for the LAA administrator, but also favorable for other teachers, students, and even parents. Still, more features are bound to be improved.

In this scholarly thesis pertinent to the setting up of a automated student performance record management system which enables the users of a university like student and faculty to access the important information with ease through a user friendly web application. This proposed system aims at eliminating the practice of time consuming and vulnerable tradition of manual maintenance of student information in paper at the very basic level. In a university there are many departments all these departments provide various records regarding student. Most of these track records need to maintain information about the students. Thus by proposing a computerizes student record management system will enable the users to access data at any time and any place. The student web portal enables huge storage of data and easy retrieval. There are many departments in a college thus but introducing a student web portal will centralize the administration and the entire system will work as one single entity. The paper work would be reduced and number of workers in each department staff also reduces as one single operator can run this web application

—This paper presents an analysis of the current storage of data related to students in college and an idea to centralize those data by building a web based application to access and modify them. The Registration is done every year for the new as well as the old students and theses requires a lot of resources. Paper and file based information storage is not very convenient, secure and environmentally unhealthy. Student Information System is a Simple web based interface to manage student information on all grounds. Critically important that the information stored must be up-to date and accessible ubiquitously, the Student Information System will be helpful to all those institutes that requires the storage of student information. Result Management module enhances the declaration and preparation of semester end results.

Guidance Records Management System with SMS Notification

The guidance service as an integral part of the education focuses on the programs and services for the students that might be significant to their optimum achievement in life. The student records collected by their office are used to enhance the counselling process, and to know and understand an individual. Hence, guidance and counselling is important to address the academic, vocational, social, and personal needs of the students. This study is conducted to help the guidance office perform their tasks by integrating Information and Communications Technology (ICT) in their field. The Guidance Records Management System with Short Message Service (SMS) Notification developed to assist their needs in recording, keeping, and managing the cumulative records of the students, as well as tendered admission slips of the students to monitor their attendance and referred incident reports by teachers for their observed behavior inside the school. The guidance office can efficiently send notification to the parent or guardian through SMS once the student gets involved in any incident, such as delinquency in academics, absenteeism or frequent cutting of classes, and/or other behavioral reasons. Guidance counselor, senior high school principal, college program chairpersons, and teachers are the primarily users and evaluators of the developed system. The software quality standard survey, known as ISO/IEC 25010, is used to evaluate the functional suitability, performance efficiency, copatibility, usability, reliability, security, maintainability, and portability of the developed system.

The long-awaited and much-anticipated update to the basic management standards for the federal grants community is out. The Office of Management and Budget’s 2024 Revisions of the Uniform Grants Guidance aim to streamline, simplify and expand the overall reach of the $1.2 trillion in grants and cooperative assistance agencies pay out each year.
“Terms like federal financial assistance and Uniform Grant Guidance may sound mundane or, perhaps, a little bit bureaucratic. But it’s really the plumbing of our federal programs, and plumbing matters,” said Jason Miller, OMB’s deputy director for management, at an event in the White House yesterday celebrating the roll out of the guidance. “I’m particularly proud of one area of this guidance, something our team has been really focused on from the get go, ensuring that an overhaul to this guidance lowers burden on recipients. Of course, we need strong and clear rules for how federal funds are spent. But those rules should add value not create check the box burdens and red tape, even when well-intended. [Red tape] increases costs and reduces the amount of federal funding recipients can spend on delivering outcomes. Lowering burden, which is exactly what this new guidance will do, means that we get more value from every dollar, shifting minutes and shifting dollars from administrative work and overhead to mission work.”
The guidance , which hasn’t been updated since 2020 and hasn’t seen a significant update since OMB issued the initial standards in 2014, aims to revamp the grants oversight and delivery process in several ways. First, OMB says it instructs agencies to make grant announcements as clear and concise as possible. It also provides a template for agencies when developing notice of funding opportunity (NOFO).
Miller said through this streamline template, agencies are directed to use plain language and write in a manner and a level that is accessible for any potential applicant.

“We’re broadening the pool of potential recipients, for example, by ensuring federal agencies can now use languages other than English and conducting their work. The guidance has been fully rewritten from top to bottom in plain English. So it’s clear, consistent and more accessible and understandable to everyone will say the guidance, we believe strengthens accountability and integrity, accountability and burden reduction should be symbiotic not in conflict with one another,” he said. “In fact, if the language is simple. It makes compliance easier. It makes oversight more consistent, because the updated guidance fixes language that led some federal agencies to interpret the guidance differently than other federal agencies.”
HHS grants pilot shows promise
The Department of Health and Human Services recently piloted the new approach to NOFOs.
Andrea Palm, the deputy secretary of HHS, said the pilot showed that reducing the number of pages that make up NOFOs can be done and the grant still meets all the compliance and outcome goals.
“It’s been my experience at HHS, that over time, you just keep adding pieces of paper, but nobody ever looks to see which of those could be peeled back. Are they still necessary? Or is there duplication? Does it add value? Is it really helping us deliver? So really taking a look at all of those things, and only including necessary information is a way in which we can simplify this process, make it more accessible to communities all across the country and be really clear about the eligibility requirements,” Palm said. “These updates, we believe, allow for greater flexibility and a design of a NOFO that’s much more intuitive, that allows us to get really where we need to be in a more efficient way.”
OMB also believes its update will make it easier for eligible recipients, including in underserved communities, to access funding. The updates also make it easier for recipients to use federal funds to invest in the continuous improvement of their programs by using the money to support evaluation , data gathering and analysis and community engagement.
Miller said the Council of Federal Financial Assistance (COFFA), which OMB established in October , will lead the implementation of the updated guidance over the next year or more.
This update to the uniform guidance comes as the Grants modernization effort is picking up steam.
RFI to seeking feedback from providers
Andrea Sampanis, the acting director of the Grants Quality Service Management Office (QSMO) in the Department of Health and Human Services, said the guidance, a new request for information and several other initiatives are part of the long-term grants modernization effort.

The Grants QSMO released the RFI on Tuesday and it will remain open through April 30.
The QSMO will use results from the RFI as part of its evaluation of commercial options for grants management systems and services to expand and improve the current marketplace tools for federal awarding agencies to take advantage of in the coming years.
“We’ve always used Medallia software to ourselves to bring that feedback in. As we are pushing out our RFI for commercial vendor research, we’re actually updating some of the questions based on feedback we get in those Medallia surveys, either from vendors that give us feedback, but mostly from our buying agencies to make sure I’m asking the questions that they have so that they don’t have to go ask vendors all separately,” Sampanis said in an interview with Federal News Network. “This is very similar to the other one and we do this on an annual basis. Unlike the financial management QSMO which has a special item number (SIN) on the GSA schedules, our process is different. We, instead, are working with GSA’s Federal Acquisition Service on what we call the catalogue of market research. But in order to do that approach, we have to keep it up to date. So we’re going to start doing the survey every other year because in the beginning, the marketplace was changing a lot. Now I think we’re feeling good, we have a really good grasp on it. Obviously, we’ll always engage with vendors.”
Along with the RFI, Sampanis said more agencies are taking advantage of the shared services provided through the QSMO marketplace .
Migrations to shared services happening
Over the last year, the National Institutes of Health’s eRA and HHS’s GrantSolutions have brought on or started the process to bring on the departments of Commerce, Agriculture, Labor and parts of Veterans Affairs into its shared service systems.
“That said they can’t really handle all that capacity. So we’re really excited that we have partners in the commercial space to create our catalog of market research, and really help agencies save a lot of time when their needs can’t be met by the federal space. We help them save some time in acquiring those federal or those commercial solutions,” Sampanis said. “We have one quote it says working with the Grants QSMO market research puts us 1,000 steps ahead in our procurement. That’s really our goal to speed up the acquisition and give them a lot more buying confidence that they know when they go to the vendors on our catalog, they’re going to meet their standards. They’re going to be compliant with 2 CFR 200 [OMB’s new guidance]. Other people have used them. It just lets them really focus their attention on a fewer amount of providers.”
Sampanis added that the Grants QSMO team meets with the grant experts in agencies as well as agency chief information officers more and more to answer questions about the security and technology behind these shared services. And then, they help the agencies reviewing potential options when they decide its time to move off their legacy grant systems.

At Commerce, for instance, they are moving off of three custom applications that eventually will be decommissioned when they fully implement the NIH eRA system.
Labor is getting away from a 30-year-old custom built system.
Sampanis said the marketplace current includes seven grant shared services options, mainly around awards management with integrations with SAM.gov, Login.gov and Grants.gov.
