The first research question is too vague in both its independent and dependent variables. There is no specific information on what “exposure” means. Does this refer to comments, likes, engagement, or just how much time is spent on the social media platform?

Second, there is no useful information on what exactly “affected” means. Does the subject’s behavior change in some measurable way? Or does this term refer to another factor such as the user’s emotions?

In this research question, the first example is too simple and not sufficiently complex, making it difficult to assess whether the study answered the question. The author could really only answer this question with a simple “yes” or “no.” Further, the presence of data would not help answer this question more deeply, which is a sure sign of a poorly constructed research topic.

The second research question is specific, complex, and empirically verifiable. One can measure program effectiveness based on metrics such as attendance or grades. Further, “bullying” is made into an empirical, quantitative measurement in the form of recorded disciplinary actions.

What is a research question?

A research question is an essential tool to help guide your research paper, project, or thesis. It poses a specific question that you are seeking to answer in your paper. Research questions can be broad or narrow, and can change throughout the research process.

A good research question should be:

  • Focused on a single issue
  • Specific enough to answer thoroughly in your paper
  • Feasible to answer within the length of your paper
  • Researchable using the resources available to you
  • Relevant to your field of study and/or to society at large

The length of your paper and the research you're able to locate will help to shape your research question. A longer paper, like a thesis or dissertation, may require multiple research questions.

The answer to your research question develops into your thesis statement .

Writing Your Research Question

Chose a Topic

You should choose a research topic that is interesting to you. This will make the research and writing process much more bearable.

A good way to begin brainstorming research questions is to list all the questions you would like to see answered, or topics you would like to learn more about. You may have been provided a list of potential topics by your professor, if none are interesting to you ask if you can develop your own.

It is better to start broad and narrow down your focus as you go.

Narrow Your Topic

Now that you have a basic idea of what research exists on your topic, you can begin to narrow your focus.

Make sure that your question is specific enough that it can be answered thoroughly in the length of your paper.

The Purpose of Research Questions

Research questions are very important.

Both professional researchers and successful student researchers develop research questions. That’s because research questions are more than handy tools; they are essential to the research process.

By defining exactly what the researcher is trying to find out, these questions influence most of the rest of the steps taken to conduct the research. That’s true even if the research is not for academic purposes but for other areas of our lives.

For instance, if you’re seeking information about a health problem in order to learn whether you have anything to worry about, research questions will make it possible for you to more effectively decide whether to seek medical help–and how quickly.

Or, if you’re researching a potential employer, having developed and used research questions will mean you’re able to more confidently decide whether to apply for an internship or job there.

The confidence you’ll have when making such decisions will come from knowing that the information they’re based on was gathered by conscious thought rather than serendipity and whim.

Research Questions in a nutshell

A research question is a clear and concise inquiry around which you center a research study. It helps to define the scope of the study and provides a basis for gathering and analyzing a variety of data.

Definition: Research Question

A research question is a concise inquiry that guides the direction of a research study or investigation. It articulates the specific type of subject that the researcher aims to explore, often framed in a way that suggests investigation or analysis . It serves as a fundamental element in the research process, guiding the selection of appropriate methodologies, the collection of evidence, and the interpretation of results. In essence, a research question serves as the starting point for scholarly inquiry, driving the pursuit of knowledge and understanding within a particular field.

Characteristics of a Research Question

The characteristics of a research question play a pivotal role in shaping the direction and success of a research study. The inquiry not only guides the research process, but also ensures its effectiveness in addressing key issues within the field of study.

It should serve three key purposes:

  • Interesting : It should stimulate curiosity and appeal from both the researcher and the audience, motivating researchers to explore the topic further. It also increases the likelihood of commitment from both sides, fostering a deeper understanding and appreciation of the research topic.
  • Well-defined : A well-defined research question provides clarity and focus, ensuring that the research study addresses a specific aspect of the topic. This helps avoid ambiguity and ensures that the research process is coherent and purposeful.
  • Tractable : By ensuring tractability, researchers can conduct the study effectively, maximizing the likelihood of achieving meaningful results. Tractable research questions are also more likely to lead to successful completion of the study, avoiding setbacks due to unattainable goals.

Furthermore, a good research topic should answer three questions:

  • Why is this question significant within the context of the field?
  • How does your research build upon and enhance the current body of literature?
  • What tangible outcomes can be expected if the question is thoroughly investigated and answered?

By answering these questions and ensuring that your research question is interesting, well-defined, and tractable, you can establish the relevance and significance of your research within the field.

How to Create a Research Question

Formulating an impactful research inquiry can be quite difficult. Nevertheless, by employing a comprehensive multistep approach, this task may turn out to be more manageable for you.

1. Identify a broad topic

Begin by identifying a broad area of interest within your field of study and generate questions based on curiosity and knowledge gaps. This could be based on current trends in the field or gaps in existing literature.

2. Conduct background research

Explore existing literature related to your topic to understand what has already been studied and what questions remain unanswered. This will help you identify potential gaps or areas for further exploration, and narrow your focus . Consider the characteristics mentioned earlier.

3. Consider your audience

Reflect on who your specific target audience is — whether it’s academic researchers or the general public. Tailor your research question to be relevant and accessible for your primary audience, considering their interests and level of expertise.

4. Narrow down the focus

Gradually narrow down your topic to a specific research question or a couple of questions based on the gaps found in existing research.

5. Define your questions

Now that you have found your niche, consider all the steps above and start asking open-ended “how” and “why” questions about your topic. A framework such as SMART Goals , PICOT , or FINER , which we will elaborate on in a later section more thoroughly, might be helpful when generating your key questions.

6. Evaluate your question

Now that you have written down your questions, evaluate them to establish if they are effective or if they need further refinement . For this step, look at the characteristics above again, and determine if they answer all the questions and check all the boxes. Is the research question well-defined and interesting to you and your audience? Think about the possible paths your research could take, which is  the question, that effectively captures the essence of your research and aligns with your overarching objectives? It shouldn’t be too broad and also not easily answerable with quick searches.

Types of Research Questions

Research questions can be classified into various types, depending on the types of studies to be undertaken. Below, we will discuss each one of them, and their specifics.

Qualitative

Quantitative, mixed-methods.

A qualitative question is concerned with comprehending a phenomenon , and focuses on finding , explaining , and exploring . Qualitative research is primarily used in social sciences and uses open-ended research questions, and seeks to uncover rich and descriptive data .

The most common types of qualitative questions include:

  • Exploratory questions , which seek to understand without influencing the results. The objective is to investigate an issue that has limited existing knowledge, and is typically conducted at the preliminary stages of a research process without research bias .
  • Predictive questions , which seek to understand the intent or future outcome around a topic. The objective here it to use past information to predict reactions to hypothetical events.
  • Interpretive questions , which aim to understand people’s behavior in a natural setting. The objective is to gather feedback on a group’s behavior without affecting the outcome.

A quantitative question is used to prove or disprove a researcher’s hypothesis through descriptions , comparisons , and relationships . It typically involves the population to be studied, identifying independent vs. dependent variables , and the research design. Quantitative questions are created to express the causality between variables and whether this relationship is relevant.

The most common types of quantitative questions include:

  • Descriptive questions , which aim to explain when, where, why, or how something occurred, are the most basic type of quantitative research. They use numerical data and statistical analysis to describe a phenomenon, and their objective is to provide a clear and detailed description of a particular phenomenon.
  • Comparative questions are used to compare groups or dependent variables to identify similarities, differences, or relationships between them. Their objective is to uncover the “how” or “why” of a topic by examining variations or relationships.
  • Relationship-based questions , such as causal and correlational questions, try to answer whether one variable influences another. These types of questions are used in experimental or in quasi-experimental design studies, to focus on understanding how they are connected or influence each other.

Mixed methods research involves the integration of both qualitative and quantitative approaches within a single study, and for this reason, it’s a popular research method for researching nowadays. Mixed methods research combines both quantitative and qualitative data to explore a research question more thoroughly, and is often used in the behavioral, health, and social sciences.

Mixed methods research questions can help you achieve a more comprehensive picture than a standalone quantitative or qualitative question. However, they can be difficult to implement and come with the same risk of research bias as standalone studies.

There are three types of frameworks you can use as foundational elements to ensure that your research question is succinct.

  • The  PICO framework, which stands for P opulation, I ntervention, C omparison, and O utcome, is commonly used in healthcare research to structure clinical questions. It helps researchers define the key elements of a research question, including the population of interest, the intervention, or exposure being studied, the comparison group, and the outcome of interest.
  • The  SMART framework, which stands for S pecific, M easurable, A chievable, R elevant, and T ime-bound, is widely used and helps ensure that the question is clear, quantifiable, feasible, aligned with the research objectives, and has a defined time frame for completion.
  • The  FINER framework, which stands for F easible, I nteresting, N ovel, E thical, and R elevant, provides criteria for evaluating the quality and appropriateness of research questions. It ensures that the question is feasible to address, interesting and relevant to the field, innovative, ethically sound, and directly related tot the research objectives.

Sub-Questions

Sub-questions can be essential in research for clarifying complex topics and providing depth to the analysis when your main research question can’t be answered all at once. They are optional and should be used only if necessary to address the main question. If the main question is straightforward, sub-questions can be omitted. Let’s say that the main research question is “How has the transition to online schooling during COVID-19 pandemic affected sophomore and junior students’ academic performance and engagement?”. Some potential sub-questions could be:

  • What impact has online schooling had on grades and test scores during the pandemic?
  • How has student participation in classes changed with online schooling?
  • How effectively have teachers adapted their instruction methods for online teaching?

Tips for a Good Research Question

Crafting a good research inquiry is a critical step in conducting a successful research project, as we have learned. The selection of successful research topics is crucial for guiding the direction of a study and ensuring that the research addresses relevant issues within the field. Here are some general tips to help you develop a strong research question.

  • Be specific and clear : A good question should allow for focused study and straightforward answers. Avoid being broad or vague since this could lead to a sprawling investigation.
  • Make it measurable : Your research question should be framed in a way that allows for gathering and analyzing data. It should be possible to measure the aspects of the question through available methods.
  • Ensure relevance : The question should be relevant to current issues or contribute to a field of study that interests you. It should address a gap in knowledge or add a new perspective to existing studies.
  • Test your question : Before finalizing your research question, test it. Discuss it with peers, mentors, or through preliminary literature reviews to ensure it is focused and engaging.

The most important thing is that whatever subject you focus on, it should be interesting to you and your field. Because that way, the writing and analyzing process will be much more enjoyable and rewarding.

Hope amid crisis: Stanford Medicine magazine explores psychiatry’s new frontiers

If it feels like more people in your social circle are experiencing a mental health crisis than they did a few years ago, it’s likely true.

The new issue of Stanford Medicine magazine, a special report on mental health, includes this sobering statistic from the U.S. Substance Abuse and Mental Health Services Administration: 1 in 4 of adults in America reported in 2022 that they experienced a mental illness the previous year, a trend exacerbated by the fact that only half of them received treatment.

At Stanford Medicine, brain science researchers, leaders, clinicians and students understand the gravity of the crisis and of the part they can play in finding effective mental health solutions — and quickly — for the sakes of their patients and for the community at large.

“Society today recognizes that mental health is an integral facet of public health — and that a mental health crisis needs to be acted on with the same urgency as any other public health crisis,” Lloyd Minor , MD, dean of Stanford School of Medicine and vice president for medical affairs at Stanford University, said in a letter in the new issue, Psychiatry’s new frontiers: Hope amid crisis .

The issue explores innovative Stanford Medicine research that is advancing the understanding of mental illness and health and leading to treatments that are more effective, more personalized and more accessible.

The programs and research featured in the issue show there’s plenty of room for optimism about the future of mental health and wellness.

  • Reasons for hope : Mental health crisis solutions are emerging through innovative research, diagnostics and treatments made possible by a lessening of social stigma surrounding mental illness, better research funding and new efforts to reach those in need. 
  • Neuropsychiatry and sandwiches : Psychiatrist Karl Deisseroth ’s idea of luring ambitious researchers to a series of brainstorming lunches resulted in the launch of the groundbreaking Human Neural Circuitry initiative, which is solving neuropsychiatric riddles by measuring cognitive function and gathering real-time data on human brain activity.
  • Going beyond ‘How often do you feel blue?’ : New AI tools and assessments are creating unprecedented possibilities for predicting and diagnosing a person’s mental state and intervening quickly.
  • The early days of a psychedelic resurgence? : Moving past early trepidation over psychedelic drugs and its countercultural associations, psychiatrists see promise in studying how “the trip” experience of psychedelics, when conducted with a professionally trained guide, can open the way to psychiatric healing.
  • Organoid brain models yield insights into resilience : The study of brain organoids is allowing scientists to model the effect of stress and trauma on how our genes function and to better understand how we can withstand them without lasting mental health damage.
  • ‘We could be changing lives’ : Leanne Williams and her collaborators at the Stanford Center for Precision Mental Health and Wellness are using brain imaging and other approaches to provide specific, individualized game plans for treating depression and anxiety.
  • Culture in care : Five therapists speak to inequities in mental health care for people in marginalized communities and ways to support them so they can overcome barriers to accessing care.  
  • Let’s talk about it : Leanne Williams believes that sharing her story of losing her partner to suicide can chip away at stigmas that keep mental health conditions locked in darkness.
  • Beyond the psychiatrist’s office : With young people experiencing high rates of mental illness and the need for care exceeding supply, Stanford Medicine professionals are working with community groups to support youth mental health. State Takeovers of School Districts Still Happen. New Research Questions Their Value

For much of America’s K-12 education system, “local control” is a bedrock principle, with core funds coming from local property tax collections and residents electing representatives to the school board.

But every so often, states override local control, taking over a district’s operations for years or even decades.

These controversial efforts often fail to make the desired financial improvements, and they benefit the majority-Black school districts far less than others, according to a growing body of research. Scholars also haven’t found much evidence linking takeovers to any substantial effect on students’ academic outcomes, particularly because state takeovers don’t inherently lead to changes that affect academics.

And yet, more than three decades since the first state takeover of a school system, at least one district each in Alabama , California , Indiana , Massachusetts , New Jersey , Rhode Island , Ohio , South Carolina , Texas , and West Virginia is currently under state control.

The highest-profile district right now is Houston, the nation’s eighth largest. The move has been hugely controversial—teachers had to reapply for their jobs, school libraries became discipline rooms , a new principal-evaluation system threatened administrators’ jobs . Mike Miles, the district superintendent appointed by the state, has faced calls for his resignation , a teachers’ union walkout last month , and a federal civil rights complaint . Miles has said his intention is to carry out “whole-scale systemic reform.”

A majority of states have laws that permit state officials to conduct a takeover of public school districts that aren’t meeting standards of academic accountability and financial health. Takeovers typically involve firing existing school and district leadership and replacing them with state-appointed officials, often in exchange for a loan.

The practice began in 1989 with New Jersey’s takeover of the Jersey City school district. Since then, major cities like Chicago; Detroit; Newark, N.J.; and Philadelphia have experienced school district takeovers by their respective states. More than 100 districts overall have experienced state takeovers.

Politicians typically pitch state takeovers as efforts to help steer a sinking ship to calmer waters. But existing and emerging research offers a more mixed and less rosy view.

Examining more than 100 takeovers between 1990 and 2019, three education scholars found that state takeovers contributed to increases in per-pupil spending of nearly $2,000 in the five years following the takeover.

Districts with majority-Black districts, however, rarely experienced more than a tiny sliver of that spending boost, researchers found—even though they’re the ones most often targeted for takeover.

These findings got their first public audience in March at the Association of Education Finance and Policy Research conference in Baltimore. The research, now available as a working paper , comes from Melissa Arnold Lyon, a professor of public policy at the University at Albany; Joshua F. Bleiberg, an assistant professor of education policy at the University of Pittsburgh School of Education; and Beth Schueler, an assistant professor of education and public policy at the University of Virginia.

The new research builds on existing scholarship showing that state takeovers disproportionately affect districts with large shares of non-white students.

“If takeovers were happening [solely] because districts are struggling, we would have many more takeovers than we do,” said Domingo Morel, an associate professor of education at New York University who has conducted extensive research on state takeovers of schools.

Other factors that precipitate takeovers, Morel has found, include school boards whose members mostly are people of color and court rulings ordering states to supply more funding to schools with large shares of students with high needs.

Districts worry about state involvement in their operations

A scan of recent local media headlines reveals state takeovers are a looming possibility for many more districts than the ones that actually see it happen.

“About five years ago, I started to think we were entering that phase where states realized that state takeovers were not doing what they wanted them to do,” Morel said. “I think there’s emerging evidence that we might not be entering that phase.”

The Ann Arbor school district in Michigan could come under state control after it posted a $25 million budget shortfall for the upcoming school year.

The superintendent of the Hammond schools in Indiana recently said the district could be at risk of a state takeover after a tax levy referendum failed at the polls.

In Paterson, N.J., district officials last fall voiced fears about the possibility of being taken over by the state , just two years after the state ended its 30-year control of the district.

And in Louisiana, the state superintendent of education is proposing state takeovers for as many as two dozen low-performing schools . That would mark a significant shift from the current status quo; no school or district has been through a state takeover there in nearly a decade, following a cascade of controversy that surrounded the state’s efforts to convert much of the New Orleans school system to a charter governance model after Hurricane Katrina .

Some districts, like the Live Oak schools in California, staved off a state takeover threat this year by laying off teachers , drawing community ire in the process.

State takeovers aren’t the only way

Still, there’s some sporadic evidence of a shift away from the widespread practice of state takeovers.

Lawmakers in the Tennessee Senate recently passed a bill that would remove the state’s authority to take over struggling schools. Instead, for struggling districts, the state would oversee a turnaround plan managed and implemented by local officials. The bill has yet to pass the House.

In Michigan, a nascent legislative effort to repeal the law allowing state takeovers of school districts failed to gain traction a few years ago. But the state hasn’t taken over a district since releasing Detroit to local control in 2016 after the city’s schools spent 13 of the prior 17 years under state control. Gov. Gretchen Whitmer, a Democrat, has declined in recent years to pursue a state takeover for districts that might previously have been prime candidates.

“It’s a back burner issue,” said David Arsen, a professor of education at Michigan State University who’s published evidence that financial fortunes of districts taken over by the state not only failed to improve but declined, as a result of state involvement.

States have other smaller-stakes mechanisms to pressure school districts to improve test scores and eliminate budget deficits.

The Boston district, for instance, is currently required to comply with an improvement plan hammered out with state and city officials to ensure the district improves on persistent issues like bus arrival times and services for students with disabilities.

The Texas Education Agency recently hired for the Socorro school district near El Paso two conservators —monitors appointed by the state who examine the district’s governance decisions, conduct assessments of school buildings and technology systems, and hold schools accountable for adhering to a corrective action plan.

“‘Takeover’ is saying the local community is incapable of supporting their own students, and we need to remove them from the equation,” Morel said. “If we really are interested in improving school districts, there are ways for states to support local communities that get them away from this idea of takeover.”

Pew Research Center conducted this study to understand voters’ views on the 2024 presidential election, as well how the public views President Joe Biden. For this analysis, we surveyed 8,709 adults – including 7,166 registered voters – from April 8 to April 14, 2024. Everyone who took part in this survey is a member of the Center’s American Trends Panel (ATP), an online survey panel that is recruited through national, random sampling of residential addresses. This way nearly all U.S. adults have a chance of selection. The survey is weighted to be representative of the U.S. adult population by gender, race, ethnicity, partisan affiliation, education and other categories. Read more about the ATP’s methodology .

As the 2024 presidential race heats up, American voters face a similar set of choices as they did four years ago – and many are not happy about it.

With the election still more than six months away, a new Pew Research Center survey finds that the presidential race is virtually tied : 49% of registered voters favor Donald Trump or lean toward voting for him, while 48% support or lean toward Joe Biden.

A defining characteristic of the contest is that voters overall have little confidence in either candidate across a range of key traits, including fitness for office, personal ethics and respect for democratic values.

Where Trump has the advantage: More than a third of voters say they are extremely or very confident that Trump has the physical fitness (36%) and mental fitness (38%) needed to do the job of president.

Far fewer say the same of Biden (15% are at least very confident in his physical fitness; 21% are extremely or very confident in his mental fitness). Majorities say they are not too or not at all confident in Biden’s physical and mental fitness.

Where Biden has the advantage: More voters are extremely or very confident in Biden (34%) than in Trump (26%) to act ethically in office. And while 38% say they are at least very confident in Biden to respect the country’s democratic values, fewer (34%) express that level of confidence in Trump. The survey was conducted before the start of Trump’s “hush money” trial in New York City .

The new Center survey of 8,709 adults – including 7,166 registered voters – conducted April 8-14, 2024, finds large divides in voters’ candidate preference by age, education, and race and ethnicity. As was the case in 2020, younger voters and those with a four-year college degree are more likely to favor Biden than Trump.

Older voters and those with no college degree favor Trump by large margins.

Among racial and ethnic groups:

  • White voters favor Trump (56%) over Biden (42%) by a wide margin.
  • Roughly three-quarters of Black voters (77%) support Biden, while 18% back Trump.
  • Hispanic voters are more evenly divided – 52% favor Biden, while 44% back Trump.
  • Asian voters favor Biden (59%) over Trump (36%).

Most voters who turned out in 2020 favor the same candidate in 2024. Among validated 2020 voters, overwhelming majorities of those who cast ballots for Biden (91%) and Trump (94%) support the same candidate this year. Registered voters who did not vote in 2020 are about evenly divided: 48% back Trump, while 46% support Biden.

A majority of voters say “it really matters who wins” the 2024 race. Today, 69% of voters say it really matters which candidate wins the presidential contest this November. This is somewhat smaller than the share who said this in April 2020 about that year’s election (74%). Nearly identical shares of Biden’s and Trump’s supporters say the outcome of the presidential race really matters.

About half of voters would replace both Biden and Trump on the 2024 ballot

Reflecting their dissatisfaction with the Biden-Trump matchup, nearly half of registered voters (49%) say that, if they had the ability to decide the major party candidates for the 2024 election, they would replace both Biden and Trump on the ballot .

Biden’s supporters are especially likely to say they would replace both candidates if they had the chance. Roughly six-in-ten (62%) express this view, compared with 35% of Trump supporters.

There also are stark age differences in these views: 66% of voters under 30 say they would replace both candidates if they had the chance, compared with 54% of those ages 30 to 49 and fewer than half (43%) of those 50 and older.

Evaluations of the Biden and Trump presidencies

  • 42% of voters overall say Trump was a good or great president, while 11% say he was average. This is a modest improvement since March 2021, two months after he left office.
  • 28% of voters say Biden is a good or great president, while 21% say he is average. These views are mostly on par with June 2020 assessments of the kind of president Biden would be – but today, a smaller share of voters say he is average.

  • Biden’s approval among the general public: Today, Biden’s approval rating sits at 35% – roughly on par with his rating in January (33%). His job rating has climbed slightly among Democrats over that period, however. Today, 65% of Democrats approve of him – up 4 percentage points since January.   • Conceding the presidential election: A majority of voters say it is important that the losing candidate in November publicly acknowledge the winner as the legitimate president. But Trump’s supporters are far less likely than Biden’s to say it is very important (44% vs. 77%).  ( Read more about voters’ views on election concession in Chapter 3. )

Trump’s criminal charges related to the 2020 election

As Trump faces charges that he sought to overturn the outcome of the 2020 election, 45% of Americans say they think Trump’s actions broke the law. This compares with 38% who say his actions did not break the law – including 15% who say his actions were wrong but not illegal, and 23% who say he did nothing wrong. Nearly two-in-ten are not sure.

Democrats mostly say Trump broke the law; Republicans are more divided. An overwhelming majority of Democrats and Democratic-leaning independents (78%) say Trump’s actions in seeking to change the outcome of the 2020 election broke the law.

Research breakthrough on birth defect affecting brain size

Molecular cellular mechanism linked to microcephaly.

Nonsense-mediated RNA decay, or NMD, is an evolutionarily conserved molecular mechanism in which potentially defective messenger RNAs, or mRNAs (genetic material that instructs the body on how to make proteins), are degraded. Disruption of the NMD pathway can lead to neurological disorders, immune diseases, cancers, and other pathologies. Mutations in human NMD regulators are seen in neurodevelopmental disorders, including autism and intellectual disability.

Why NMD mutations are enriched in neurodevelopmental disorders remains a mystery. Sika Zheng, a professor of biomedical sciences in the School of Medicine and the founding director of the Center for RNA Biology and Medicine at the University of California, Riverside, has now led a study, published in the journal Neuron , that reveals the molecular cellular mechanism underlying NMD regulation of brain size and its dysregulation in causing microcephaly -- a condition in which a baby's head is much smaller than expected.

The team's finding suggests that maintaining the neuronal NMD function is essential for early brain development to prevent microcephaly. According to Zheng, modulating NMD targets can be a potential treatment for microcephaly and other related neurodevelopmental diseases.

The study explains the functional roles of NMD in brain development and the underlying mechanistic action. It also demonstrates for the first time the link between mRNA decay regulation and brain size control. Additionally, it reveals the intricate connection between NMD and the most famous tumor suppressor gene, p53, suggesting possible new connections between NMD and cancer.

The research was supported by grants from the National Institutes of Health and the California Institute of Regenerative Medicine. The title of the research paper is "Epistatic Interactions between NMD and TRP53 Control Progenitor Cell Maintenance and Brain Size." Zheng was joined in the study by Liang Chen of the University of Southern California, Chun-Wei Chen of the City of Hope, Gene Yeo of UC San Diego, and members of their labs.

What does marijuana reclassification mean for the country?

WASHINGTON — The U.S. Drug Enforcement Administration is moving toward reclassifying marijuana as a less dangerous drug. The Justice Department proposal would recognize the medical uses of cannabis, but wouldn’t legalize it for recreational use.

The proposal would move marijuana from the “Schedule I” group to the less tightly regulated “Schedule III.”

So what does that mean, and what are the implications?

What has changed and what happens next?

Technically, nothing yet. The proposal must be reviewed by the White House Office of Management and Budget, and then undergo a public-comment period and review from an administrative judge, a potentially lengthy process.

Still, the switch is considered “paradigm-shifting, and it’s very exciting,” Vince Sliwoski, a Portland, Oregon-based cannabis and psychedelics attorney who runs well-known legal blogs on those topics, told The Associated Press when the federal Health and Human Services Department recommended the change.

“I can’t emphasize enough how big of news it is,” he said.

It came after President Joe Biden asked both HHS and the attorney general, who oversees the DEA, last year to review how marijuana was classified. Schedule I put it on par, legally, with heroin, LSD, quaaludes and ecstasy, among others.

Biden, a Democrat, supports legalizing medical marijuana for use “where appropriate, consistent with medical and scientific evidence,” White House press secretary Karine Jean-Pierre said Thursday. “That is why it is important for this independent review to go through.”

Will marijuana be legalized nationwide?

No. Schedule III drugs — which include ketamine, anabolic steroids and some acetaminophen-codeine combinations — are still controlled substances.

They’re subject to various rules that allow for some medical uses, and for federal criminal prosecution of anyone who traffics in the drugs without permission.

No changes are expected to the medical marijuana programs now licensed in 38 states or the legal recreational cannabis markets in 23 states, but it’s unlikely they would meet the federal production, record-keeping, prescribing and other requirements for Schedule III drugs.

There haven’t been many federal prosecutions for simply possessing marijuana in recent years, even under marijuana’s current Schedule I status, but the reclassification wouldn’t have an immediate impact on people already in the criminal justice system.

“Put simple, this move from Schedule I to Schedule III is not getting people out of jail,” said David Culver, senior vice president of public affairs at the U.S. Cannabis Council.

But rescheduling in itself would have some impact, particularly on research and marijuana business taxes.

What does it mean for research?

Because marijuana is on Schedule I, it’s been very difficult to conduct authorized clinical studies that involve administering the drug. That has created something of a Catch-22: calls for more research, but barriers to doing it. (Scientists sometimes rely instead on people’s own reports of their marijuana use.)

Schedule III drugs are easier to study, though the reclassification wouldn’t immediately reverse all barriers to study.

“It’s going to be really confusing for a long time,” said Ziva Cooper, director of the University of California, Los Angeles Center for Cannabis and Cannabinoids. “When the dust has settled, I don’t know how many years from now, research will be easier.”

Among the unknowns: whether researchers will be able to study marijuana from state-licensed dispensaries and how the federal Food and Drug Administration might oversee that.

Some researchers are optimistic.

“Reducing the schedule to schedule 3 will open up the door for us to be able to conduct research with human subjects with cannabis,” said Susan Ferguson, director of University of Washington’s Addictions, Drug & Alcohol Institute in Seattle.

How about taxes?

Under the federal tax code, businesses involved in “trafficking” in marijuana or any other Schedule I or II drug can’t deduct rent, payroll or various other expenses that other businesses can write off. (Yes, at least some cannabis businesses, particularly state-licensed ones, do pay taxes to the federal government, despite its prohibition on marijuana.) Industry groups say the tax rate often ends up at 70% or more.

The deduction rule doesn’t apply to Schedule III drugs, so the proposed change would cut cannabis companies’ taxes substantially.

They say it would treat them like other industries and help them compete against illegal competitors that are frustrating licensees and officials in places such as New York.

“You’re going to make these state-legal programs stronger,” says Adam Goers, of The Cannabist Company, formerly Columbia Care. He co-chairs a coalition of corporate and other players that’s pushing for rescheduling.

It could also mean more cannabis promotion and advertising if those costs could be deducted, according to Beau Kilmer, co-director of the RAND Drug Policy Center.

Rescheduling wouldn’t directly affect another marijuana business problem: difficulty accessing banks, particularly for loans, because the federally regulated institutions are wary of the drug’s legal status. The industry has been looking instead to a measure called the SAFE Banking Act. It has repeatedly passed the House but stalled in the Senate.

What do the critics say?

Indeed, there are, including the national anti-legalization group Smart Approaches to Marijuana. President Kevin Sabet, a former Obama administration drug policy official, said the HHS recommendation “flies in the face of science, reeks of politics” and gives a regrettable nod to an industry “desperately looking for legitimacy.”

Some legalization advocates say rescheduling weed is too incremental. They want to keep the focus on removing it completely from the controlled substances list, which doesn’t include such items as alcohol or tobacco (they’re regulated, but that’s not the same).

Paul Armentano, the deputy director of the National Organization for the Reform of Marijuana Laws, said that simply reclassifying marijuana would be “perpetuating the existing divide between state and federal marijuana policies.” Kaliko Castille, a past president of the Minority Cannabis Business Association, said rescheduling just “re-brands prohibition,” rather than giving an all-clear to state licensees and putting a definitive close to decades of arrests that disproportionately pulled in people of color.

“Schedule III is going to leave it in this kind of amorphous, mucky middle where people are not going to understand the danger of it still being federally illegal,” he said.
