How you will learn

Learning and teaching.

Classes are designed to provide maximum class interaction, discussion and development of ideas and skills.

Standard classroom delivery for full-time students includes on-campus classes combined with work placement.

  • The course includes a mix of delivery methods, such as face-to-face class time, online work and project work.
  • Assessment requires group work, actor simulation, role play and written assignments.

Specialist guest speakers will provide insights into current workplace practices and emerging issues. Extensive online resources are available to support learning and networking opportunities with fellow students.

Support is also available for students to develop language, literacy and numeracy skills required to succeed in the course assessment that is designed to prepare you for work-ready performance or further study.

Learning at RMIT

The types of classes you have will depend on the course you’re studying. Classes are offered in various formats designed to provide meaningful engagement with staff, industry and peers and provide for access and use of spaces where learning can be applied and active, including an array of specialised equipment.

Most RMIT courses do not include passive large-scale classes such as lectures, instead the content traditionally provided in lectures is made available online. This may be in the form of readings, videos or other on-demand learning materials. This content will also support the basis of interactive learning that takes place in on-campus classes.

RMIT’s community services discipline has a reputation for delivering high quality vocational education courses designed and developed in partnership with industry.

The course content is work focused, and allows you to apply skills and knowledge learned in the course directly to your individual work place.

The Diploma of Community Services includes several work-integrated learning (WIL) subjects.

In these subjects, you will engage in activities that integrate theoretical learning with practical application, engaging you in meaningful and consequential learning activities.

These subjects will be completed through 200 hours of work placement.

Contact hours and study load

You will be required to attend three days per week.

Generally this comprises of two days of face-to-face classes on campus with one day of online learning. You can expect approximately five hours of external study per subject per week to complete required readings, pre-work and assessment tasks.

Electives and course plan

You will complete a total of 20 units (12 core units and 8 elective units).

This will be completed over a period of 18 months (1.5 years) and will include completion of 200 hours of practical placement.

Community service professionals work in government-funded, not-for-profit and charitable organisations. Your work might include the following:

  • welfare support
  • social housing
  • child, youth and family welfare
  • alcohol and drug intervention
  • health promotion
  • mental health
  • disability services.  

Your career could take you in any number of directions – such as providing support, advocacy or interventions to individuals, groups or communities; working under the direction and supervision of others; or managing programs and services directly.

You may also seek employment in community education or development projects. Typical job titles include:

  • case worker or manager
  • client service assessor

  • early intervention worker
  • family support worker
  • pastoral care counsellor or manager
  • senior youth officer or chaplain
  • welfare worker.

Non-government organisations often require this diploma for the development of their community services workforce.

Professional recognition and accreditation

This nationally recognised vocational education and training (VET) qualification has been validated by the community services and health industry.

You need to satisfy all of the following academic (entry) requirements to be considered for entry into this course.

Academic requirements

Prerequisites, selection tasks, english language requirements.

You must be at least 18 years of age by the commencement date of the program.

Applicants must meet one of the following minimum academic requirements:

Successful completion of the Victorian Certificate of Education (VCE) ( or equivalent )

At least 6 months’ work experience

There are no prerequisite subjects required for entry into this qualification.

A selection task is not required for entry into this qualification.

You must meet the University's minimum English language requirements  to be eligible for a place in this program.

Additional immunisations may be required in response to changes in Government regulations or at the request of the placement host organisation.

Applicants will be required to hold a valid  Victorian Working with Children (WWC) Check  (valid for 5 years) prior to undertaking professional placement as part of this program.

Note: For placements undertaken interstate a valid WWC Check is required for that state.

National Police Record Check*

Applicants will be required to hold a valid  National Police Record Check  for professional placements as part of this program. National Police Record Checks are conducted via  fit2work . An account with fit2work will be created using the student’s name and the RMIT issued student email address, once studies in the program have commenced. Further information will be provided once enrolment has been completed.

NDIS Worker Screening Check*

Applicants may be required to apply for, and receive an acceptable  NDIS Worker Screening Check  prior to undertaking professional placement with an NDIS provider as part of this program.

*All relevant screening and compliance check fees are the responsibility of the student.

The University considers the wellbeing and safety of all students, staff and the community to be a priority in academic and professional experience placement settings.

You need to satisfy all of the following requirements to be considered for entry into this degree.

You must have successfully completed a qualification recognised by RMIT as  equivalent  to the Victorian Certificate of Education (VCE) with a minimum average of 65% (see calculator below).

Equivalent qualifications may also include completion of the  RMIT Foundation Studies program  or a recognised post secondary diploma in the relevant discipline with the required grades.

Meeting the minimum academic requirements does not guarantee entry. Your application will still need to be assessed and accepted.

To study this course you will need to complete one of the following English proficiency tests:

  • IELTS (Academic): minimum overall band of 6.5 (with no individual band below 6.0)
  • TOEFL (Internet Based Test - IBT): minimum overall score of 79 (with minimum of 13 in Reading, 12 in Listening, 18 in Speaking and 21 in Writing)
  • Pearson Test of English (Academic) (PTE (A)): minimum score of 58 (with no communication band less than 50)
  • Cambridge English: Advanced (CAE): minimum of 176 with no less than 169 in any component.

**The Victorian Government is currently waiving three (3) eligibility criteria around prior qualifications. Defer your payment

The Australian Government provides financial assistance via the  VET Student Loans scheme , which allows eligible students in eligible programs to defer payment of their tuition fees, up to the maximum loan amount for their program.

In addition to tuition fees, you will be charged an annual  student services and amenities fee (SSAF) , which is used to maintain and enhance services and amenities that improve your experience as an RMIT student.

Students must satisfy the following age, English and other requirements to enroll in the Diploma of Community Services (Case Management):

  • Age: must be 18 years or over
  • Undertake Pre-Training Review
  • Achieve satisfactory result of LLN Test including Learning (ACSF Level 4), Reading (ACSF Level 3), Writing (ACSF Level 3), Oral communication (ACSF Level 3) and Numeracy (ACSF Level 3)
  • It is also essential for the student to possess basic computer skills.

Practical Placements Requirements

The purpose of the placement is to provide students with the opportunity to apply the theoretical knowledge gained in the classroom to a practical setting and to develop the necessary skills and attributes to work in the sector.

To achieve the Diploma of Community Services (Case Management) qualification the candidate must have completed at least 100 hours of work placement as detailed in the assessment requirements of the units of competency.

If a student is unable to find an appropriate work placement, Hammond Institute will assist in finding the work placement.

Able to obtain the following security checks prior to the start of work placement:

  • Valid Police Checks (with no disclosures)
  • Valid Working with the Children Check

It is important for students to remember that the placement component of the course is an integral part of their learning journey and will provide valuable experience and networking opportunities in the sector.

About the Qualification

This qualification reflects the roles of community services, case management and social housing workers involved in the managing, co-ordinating and/or delivering of person-centred services to individuals, groups and communities.

At this level, workers have specialised skills in community services and work autonomously under broad directions from senior management. Workers are usually providing direct support to individuals or groups of individuals. Workers may also have responsibility for the supervision of other workers and volunteers and/or case management; program coordination or the development of new business opportunities.

Note that the  Statutory & forensic child, youth & family welfare   specialisation must be achieved in order to meet the minimum education requirements for child protection and youth justice practice in Victoria. In addition, to meet the minimum education requirements for entry into child protection practice in Victoria, diploma qualifications must be approved by the Australian Community Workers Association (ACWA)

To achieve this qualification, the candidate must have completed at least 100 hours of work as detailed in the Assessment Requirements of units of competency.

No licensing, legislative, regulatory or certification requirements apply to this qualification at the time of publication.

Prerequisites

There are no formal entry requirements for this qualification.

However, a pre-enrolment process to establish suitability to undertake the course and to determine support requirements will be conducted, which will include a Language, Literacy and Numeracy (LLN) assessment.

This course is offered to clients who:

  • Candidates who are working in the industry and want to update their knowledge and skills and gain a formal qualification.
  • Candidates who are working in the industry and have the part qualification and wish to gain the full qualification.

Characteristics: A higher percentage of candidates being in the age ranges of 20 to 50-year-old. Predominately students will be fluent in the English language

Recognition of Prior Learning (RPL)

Simulated Work Environment

If a simulated work environment is required, it will be achieved by using suitable facilities, equipment and resources including individualised plans and equipment outlined in the plan, modelling of industry operating conditions, including presence of problem-solving activities and organisational policies, procedures and protocols.

Work Placement

To be assessed as competent in this qualification you must also complete 100 hours of supervised work placement in a relevant community service setting e.g. direct client work or community education or development. It is your responsibility to locate placement however the College will assist where possible.

Depending on where you undertake your placement you may also need to undergo a police check including working with children check.

It’s the student’s responsibility to find a suitable work placement for the course.

The successful completion of work placement hours as advised in the assessment conditions of the units is required to complete this course. A Statement of Attainment will be issued for the completed units for the units completed which don’t require a work placement. (Please refer to training.gov.au to review assessment conditions of the units or ask your Trainer)

Education and Support Services

In accordance with the requirements of Standards for RTOs 2015, the following support is available to learners:

Language, literacy and numeracy (LLN) advice. The ACSF informs the identification and description of underpinning English language, literacy and numeracy features and requirements within competency standards. LLN requirements of participants will be assessed using LLN assessment form completed upon enrolment. LLN needs of Learners will be taken into consideration in the delivery and assessment of this qualification.

The following processes will be applied for students

  • Learning and assessment materials are written in plain English.
  • Delivery modes are negotiated to meet the needs of a diverse range of learners.
  • Entry to courses is in accordance with equal opportunity legislation, anti-discrimination legislation.

Support strategies include:

  • Identifying requirements (such as literacy, numeracy, English language or physical capabilities) learners would need to complete each course and if necessary, referring them to specialist services prior to enrolling in the course.

Reasonable Adjustment

Reasonable adjustment is the process of adjusting our intended methods of learning and assessment to accommodate the unique requirements of our clients yet remaining within the constraints of the training package whilst still applying the principles of assessment.

  • Delivery methods are negotiated to meet the needs of a diverse range of learners.

Reasonable Adjustment is a key strategy in achieving this outcome. Adjustments are made to the learning environment to ensure equal opportunity without imposing unjustifiable hardship on the Australian College of Higher Studies or compromising the integrity of the Qualification Standards.

Reasonable Adjustment should be catered for without compromising assessment conditions. For example, the Trainer/Assessor should withdraw from assessment to protect privacy, confidentiality and potentially company security concerns. In this instance, Reasonable Adjustment needs to be applied i.e. using a different form of Assessment or a simulated environment.

We are committed to assisting all of our clients where within our capacity to complete the course. To ensure we understand where we can assist we ask our students to self-identify any areas that we can assist them in. Our options and approach to English language literacy have been raised earlier.

Obviously, the trainer/assessor can make their own observations as to how they can modify our assessment process to meet the needs of our students. In the case of this course, possible areas of Reasonable Adjustment include: Shorter more frequent sessions for people with attention issues, the use of colour paper or tinted transparencies to assist those with dyslexia. In general, the student will know what form of reasonable adjustment suits their needs address these options with the student but ensure the needs of the Training Package are met, any requests for Reasonable Adjustment that cannot immediately be accommodated should be discussed with the CEO, and where we cannot accommodate the request, we will refer the Student onto a suitable organisation.

The RTO has incorporated a separate comment section for Reasonable Adjustments into each form of Assessment and in all of its assessment tools, or reasonable adjustments can be made as notes in the general comment sections.

Selection criteria

Domestic students In order to fulfill the compulsory placement requirement of this course, students must turn 18 years of age in the first semester of study.  A drivers licence and private vehicle are highly desirable, and will increase the likelihood of finding a range of placements.

International students The following selection criteria requirements apply only to International students:

  • English Language Proficiency: Academic IELTS 6.0 (no individual band less than 5.5) or equivalent - For a list of all  English Language  tests accepted by TAFE Queensland International.
  • Academic Requirements: Completion of Year 12 (or equivalent). Non school-leavers must have relevant work experience or qualification that indicates likely success of course completion. For more information on the international education achievement levels equivalent to Year 10 and 12.

Applicants must turn 18 years of age in the first semester of study with TAFE Queensland. International students who are under 18 years of age and are applying for a student visa are required by the Australian Department of Home Affairs to have adequate welfare arrangements in place.

During your course you will be required to complete vocational placement so you can start practising your new skills in a real-world environment. You’ll be required to work shifts determined by your placement provider, and these can include early mornings or late nights, any day of the week, including public holidays. TAFE Queensland may be able to assist in arranging suitable placements.

Completing placement is compulsory, and you will be expected to manage family and work commitments in order to complete your shifts. You are required to complete 200 hours of placement to satisfy this component of your qualification.

National Disability Insurance Scheme ( NDIS ) This course requires you to obtain a NDIS Worker Screening Check to be eligible to attend the vocational placement assessment component of your studies. Prior to Placement, you will need to receive and provide evidence of the following checks:

  • Students must complete their online NDIS Worker Screening Clearance application at this link -  NDIS Worker Screening Unit  (WSU) and nominate TAFE Queensland as your employer. There is no cost to students. TAFE Queensland will verify each student.
  • Students must also complete the  NDIS Worker Orientation Online Modules  (4 modules/approximately 90 minutes in total). Upon completion, students will need to provide their Certificate of Completion to both TAFE Queensland and their placement provider.
  • Additionally, if students work with children on Placement, they will also need a Blue Card  Working with Children Check  (Blue Card in Queensland).
  • Please note:  Students can apply for both the NDIS Worker Screening Clearance and Blue Card by completing a combined application via the NDIS Worker Screening portal noted above  NDIS Worker Screening Unit  (WSU).  

If your check identifies that you have a criminal history, you may be disqualified from being eligible to undertake placement and assessment, which would affect your course outcomes. If you think this might impact you, please speak to the relevant Placement Coordinator for further information.

Please note:  TAFE Queensland wishes to warn you, as a Blue Card applicant, that it is an offence for a disqualified person to sign a Blue Card application.  For further information regarding 'disqualified' persons, please contact  Blue Card Services .

Vaccination requirements  COVID-19 vaccination requirements across a range of high-risk settings have eased. There are no Public Health Directions in affect requiring you to be vaccinated in high risk settings. However, decisions on mandatory vaccinations will be made by the owner or operator of these settings. Some facilities may also mandate the number of vaccinations required. These requirements will be provided to the student, prior to arrangements being made for the completion of vocational placement.

Those students who have a medical contraindication may be unable to complete the vocational placement component of their course. This means you may not be able to meet all of the requirements of your course and may not be able to graduate or receive your qualification.

East Coast Region Recognition of Prior Learning Recognition of Prior Learning with workshops are held at each campus over 3 days - this program is for existing workers only. Workshops will assist applicants to work through the RPL application. Prior to enrolment, students will receive a training plan identifying any GAP units where learning will need to be undertaken.

To be eligible for the Higher Level Skills subsidised   price, you must:

  • be an existing worker in the Community Services and Health Industry, (which includes parents and unpaid carers of NDIS participants.)  Evidence must be supplied prior to enrolment.
  • be aged 15 years or over, and no longer at school;
  • permanently reside in Queensland;
  • be an Australian citizen, permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen; and
  • not hold or be currently enrolled in a Certificate IV or higher-level qualification (does not include qualifications completed at school or foundation skills training).

Previous experience and/or studies in the community services sector would be an advantage. It is essential to have sound computer skills in Microsoft Office (eg Word, PowerPoint) as assessments and reading materials are delivered electronically. Due to the sensitivity of course content (eg mental health, addictions, crisis help), it is highly recommended that students are aged 18 or older as well as having a mature outlook.

Course description

This course will give you the specialised skills you need to work in the community services sector. You will learn how to provide direct support to individuals or groups, manage and coordinate service programs, work collaboratively with diverse people, and learn to recognise and respond to crises. You will gain an understanding of government services, community service work, and the not-for-profit community services sector.

Work placement/industry experience

200 hours of work placement is required in this course, organised by The Gordon. As part of work placement, additional costs may be incurred due to a new regulatory requirement for screening conducted prior to working with children and people who have a disability. This is required ONLY for students who are not already working in industry. All people engaged by registered NDIS providers in risk-assessed roles from 1 February 2021 must apply for an NDIS Check and obtain an NDIS clearance before starting work. The screening and clearance check costs $119 and is valid for 5 years. *Please note that you may be required to travel outside your usual training location to attend placement. This may include other regional areas or suburbs of Melbourne. As per worker vaccination requirements, all applicants for this course must be triple vaccinated (boosted) against COVID-19 before undertaking placement, which is required to complete this course. Students are required to provide evidence of full vaccination status, including booster dose, as part of their placement documentation, which is provided to placement facilities. Students who cannot provide valid evidence will be unable to complete placement and, therefore, unable to complete this course.

Additional attendance information

The course is offered in two study modes:

  • The full-time ‘Class Day’ course is delivered Face to Face. Attendance on campus is a requirement for this course. Work placement is completed as part of your study in the workplace.
  • The ‘Blended’ course is delivered via Zoom 1 x evening per week. In addition to the virtual class each week, there is 1 x on campus training & assessment day per term. This Face to Face workshop will incorporate practical training and assessment sessions.
  • Applicants must be 18 years and over at the time of course commencement.
  • Applicants are expected to have literacy and numeracy skills at Year 11 or Year 12 or Australian Core Skills Framework Level 3.
  • You must reside in Victoria to access Victorian Government Subsidised Fees and any incentive such as Free TAFE. Full fees apply to all non-Victorian residents.

Work placement requirements

  • Applicants are required to hold a current Working with Children Check for work placement.
  • Applicants are required to undergo a Police Check for work placement. 

Pre-training review

Each student must complete a pre-training review as part of their application. The outcome of your pre-training review assists our teachers and trainers to better understand your capabilities prior to training and enables you to be matched to the right program. Your literacy and numeracy skills will be evaluated and you may be required to undertake a separate assessment. Follow this link for more information about literacy and numeracy skills .

In order to prepare for your LLN, you may wish to attempt some practise tests in which you will find similar questions (with solutions too). These practice tests are not VSL approved but may be similar in question type and level of difficulty to what may be asked in the VSL approved LLN. Click here for practice tests . Please note, the VSL approved LLN cannot be resat within 3 months of undertaking it.
