U.S. Geological Survey Data Strategy 2023–33

The U.S. Geological Survey (USGS) has long recognized the strategic importance and value of well-managed data assets as an integral component of scientific integrity and foundational to the advancement of scientific research, decision making, and public safety. The USGS investment in the science lifecycle, including collection of unbiased data assets, interpretation, peer review, interpretive publications, and data release, ultimately contributes to the transparency and availability of science. Foundational Government directives and laws, such as the Foundations for Evidence-Based Policymaking Act of 2018 (Public Law 115–435, 132 Stat. 5529) as well as Executive Order 13642, “Making Open and Machine Readable the New Default for Government Information,” provide a framework for addressing strategic data management. The USGS Data Strategy builds on that framework by outlining high-level goals and objectives that serve as a long-term, decadal guide toward achieving a broad, data-focused vision.

Benefits of the USGS Data Strategy are many. The USGS will contribute to open science by increasing efficiencies in the consistent management of valuable data assets; driving innovation that results in modernized capabilities to ensure data are analysis ready; increasing data skills across the Bureau to enhance workforce data literacy; broadening capacity to understand and address needs of stakeholders; and measuring progress in producing findable, accessible, interoperable, and reusable (FAIR) data products.

The major goals and objectives of the USGS Data Strategy promote maximizing the utility of USGS data based on stakeholder needs, promoting data innovation, coordinating common data practices, modernizing our USGS enterprise data architecture, and enhancing our data-centric culture. The goals and objectives in the strategy align with other Bureau strategic plans, guidance, and directives from the Department of the Interior and the Federal Government. This strategy is a key component to strengthen the Bureau’s data ecosystem to ensure a relevant, long-term capacity that supports internal needs and achieves its scientific mission in the most efficient and effective manner.

2023 Data Management Workshop

This training workshop is aimed at Service staff who collect, analyze, view or maintain scientific data. Staff from field stations, Regional Offices, and Headquarters who work with raw or processed data at any level are the target audience.

Summary and Objectives:  

Train, prepare, and engage in adaptive conservation decision-making in the twenty-first century. To build a conservation legacy we need to shift agency culture and approaches to data management. The workshop will support this shift by:

  • Train specific skills and build knowledge about data management.
  • Prepare employees to champion data management best practices in their daily work.
  • Engage leadership, supervisors, and staff to promote a common understanding of roles and responsibilities, requirements, and how to communicate needs and advocate for high-quality data to make decisions.

Upon completion of this course, participants will be able to:

  • Opportunity to take optional training aimed at increasing skill and competency with data management planning, creating data management plans, generating automated reports through rMarkdown, and creating metadata using mdEditor.
  • Be familiar with metadata editors available in the Service and demonstrate how metadata can help the Service achieve its mission; 
  • Engage the Service’s data management community to improve data management integration across USFWS programs and functions; and
  • Contribute to development of a roadmap/implementation plan that directs the advancement of data management across the Service.

Producer prices spike more than expected

Producer prices spiked again last month.

The U.S. Bureau of Labor Statistics on Tuesday released its Producer Price Index , a key marker of inflation, which showed a sizable increase in April.

The PPI rose 0.5% last month, the biggest increase in months and more than many experts predicted.

“Stripping out food and energy, PPI was still a hot print, and you can clearly see the pace of increase since June '22 has consistently been hotter than the pre-pandemic trend, after rocketing higher [between] Jan '21 and Jun '22,” Heritage Foundation Economist E.J. Antoni wrote on X, formerly known as Twitter.

The prices varied across categories.

“The index for final demand services moved up 0.6% in April, the largest rise since jumping 0.8% in July 2023,” BLS said. “Seventy percent of the April increase can be traced to prices for final demand services less trade, transportation, and warehousing, which advanced 0.6 percent. Margins for final demand trade services rose 0.8%. In contrast, prices for final demand transportation and warehousing services decreased 0.6%.”

Energy costs were an important driver of the inflation increase.

“Prices for final demand goods rose 0.4% in April after decreasing 0.2% in March,” BLS said. “Most of the advance is attributable to the index for final demand energy, which moved up 2%. Prices for final demand goods less foods and energy increased 0.3%. In contrast, the index for final demand foods declined 0.7%.”

The federal pricing data comes as small business owners lament the rising prices.

As The Center Square previously reported, the National Federation of Independent Businesses released a survey of small business owners which showed they cite inflation as their top business concern.

NFIB reported that about 22% of small business owners cited inflation as their top concern in running their business, and that small business optimism remains low at “the 28th consecutive month below the 50-year average.”

(Chicago, IL ) – Today, the Center for Urban Economic Development (CUED) at the University of Illinois Chicago (UIC) released a new report detailing the results of a survey of 1,484 Amazon workers across 451 facilities in 42 states—the largest nationwide study of Amazon workers to date. The report shows that roughly half of Amazon’s frontline warehouse workers are struggling with food and housing insecurity and being able to pay their bills, with one-third relying on different kinds of public assistance programs.

“This research indicates just how far the goalposts have shifted. It used to be the case that big, leading firms in the economy provided a path to the middle class and relative economic security,” said Dr. Sanjay Pinto, senior fellow at CUED and co-author of the report. “Our data indicate that roughly half of Amazon’s frontline warehouse workers are struggling with food and housing insecurity and being able to pay their bills. That’s not what economic security looks like.”

“The findings we report are the first we know of to show an association between the company’s health and safety issues and experiences of economic insecurity among its workforce,” said Dr. Beth Gutelius, research director at CUED and co-author of the report. “Workers having to take unpaid time off due to pain or exhaustion are far more likely to experience food and housing insecurity, and difficulty paying their bills.”

Key findings include:

  • 53% of workers experienced one or more forms of food insecurity in the previous three months.
  • 48% of workers experienced one or more forms of housing insecurity in the previous three months.
  • More than half (56%) have not been able to pay all their bills without a remaining balance in the previous three months.
  • One-third of workers (33%) have used one or more publicly funded assistance programs , including 23% who have used the Supplemental Nutrition Assistance Program (SNAP).
  • Taking time off due to the health impacts of working at Amazon is linked with greater economic insecurity. For example, 60% of those taking unpaid time off due to pain or exhaustion from working at Amazon report one or more forms of food insecurity, versus 36% of those who have not taken time off.

Today’s report reflects findings of the second part of this worker survey; the first part of the survey and its findings were released in a report last fall, which found:

  • 41% of workers report being injured while working at an Amazon warehouse; 51% at the company for more than three years have been injured.
  • 69% have had to take unpaid time off due to pain or exhaustion from working at the company in the past month; 34% have had to do so three or more times.
  • 41% always/most of the time feel a sense of pressure to work faster , and another 30% sometimes do.

“The hourly pay at Amazon is not enough for the backbreaking work ... For the hard work we do and the money Amazon makes, every associate should make a livable wage,” said Linda Howard , who has worked at Amazon for 6 years in the ATL6 facility outside of Atlanta.

“Many Amazon associates cannot pay their bills, they can’t afford proper housing — some of my coworkers have been forced out of their homes. We are stuck in a nightmare: Living in an economy that puts no cap on worker exploitation, while our wages can’t keep up with the increase in our cost of living. This cycle has to stop.”

While the researchers’ previous report highlighted the relationship between invasive surveillance and high injury rates at Amazon warehouse, this report connects Amazon’s worker injury crisis to the economic precarity they face. The report concludes: “The higher levels of economic insecurity reported by workers having to take unpaid time off from work due to pain or exhaustion also point to a worrying relationship between financial strain and the injury toll documented in our previous report.”

“The economic impact of taking unpaid time off is a hidden cost of working for Amazon that, until now, has not been accounted for fully in discussions about compensation at the company. As the previous report suggested, the magnitude of the health toll reported by Amazon warehouse workers should raise concerns both about take-home pay in the immediate term and potential long-term effects on well-being, medical costs, and future employment.”
