UK Education System Guide

The UK education system is reputed worldwide for its high quality and standards. Britons enter the education system at the age of three, and up to 16 are obliged to attend school (compulsory education), while afterward is upon their choice.

Generally, the British higher education system has five stages of education: 

  • Early Years
  • Primary Years
  • Secondary Education
  • Further Education (FE)
  • Higher Education (HE) 

Besides sharing many similarities, the UK education system at different levels at each zone of administration (England, Scotland, and Wales) differs a bit. Generally speaking, these differences could be more meaningful if we discuss UK higher education as one.

In the UK, everybody over five and under 16 is obliged to attend school. This aging time frame contains two sections of the education system in the UK: Primary and Secondary Schools.

The Compulsory Education in the UK 

Compulsory education in the UK is divided into four key stages, distinguished by a student’s age. The first stage includes 5 to 7-year-olds, and the fourth and final stage lasts from the age of 14 to age 16. 

Here are the four stages of mandatory education in the UK and the curricula for each key stage:

First Key Stage 

The first key stage in compulsory education in England includes children from 5 to 7 years old, otherwise known as a primary school, comprising the first two years. 

Here are some of the main subjects that this stage of mandatory education includes:

  • English Language 
  • Mathematics
  • Physical Education

During the first year of this stage, the curriculum structure contains the Phonic screening, a short assessment of kids’ ability to decode and understand phonics properly. Typically, the teacher will ask the students to repeat a list of around 40 words out loud. At the end of this stage (the same in all stages), these pupils will sit for an examination to measure their English, Maths, and Science knowledge development.

Second Key Stage

Between 7 to 11 years, pupils will be in the second key stage of compulsory education. The second key stage includes years 3 to 6. At this level, the curriculum is designed to give students a more advanced understanding of the previously gained knowledge on the core subjects. 

At the end of this stage, the school will test students in the following subjects:

  • English reading.
  • English grammar, punctuation, and spelling.
  • Mathematics.

In English and Mathematics, the testing will be done through national assessment tests, while the teacher will independently assess the level of improvement of each student in Science.

Third Key Stage

Pupils aged 11 to 14 belong to the third stage of compulsory education, or years 7 to 9. This education level is essential to a certain degree because only a few years later, they will sit for the GCSE national qualification. 

The curriculum during this stage of education will also contain new subjects at which students are supposed to get some basic knowledge before moving any further in the upcoming stages of education.

The subjects learned in Key Stage 3 are:

  • Art and Design
  • Physical Education 
  • Modern Foreign Languages 
  • Design and Technology and Computing

At the end of the third Key Stage, some students may take their GCSE or other national qualifications. 

Fourth Key Stage

The final stage of compulsory education, key stage 4, lasts from 14 to 16 and includes years 10 to 12. The fourth key stage is the most common period for students to undertake the national assessment tests that will lead them to take a GCSE or other national qualifications.

The compulsory national curriculum at this stage contains the “core” and “foundation” subjects.

  • Citizenship

Additionally, schools in the UK are obliged to offer one of the following subjects during this stage of education.

  • Design and Technology
  • Modern Foreign Languages

The Higher Education System in the United Kingdom 

In particular, UK higher education is valued worldwide for its renowned standards and quality. Its higher education’s prestige also emanates from its graduates’ work afterward. Many eminent people in many different areas whose work reached global recognition came from British universities. 

Some universities and other higher education providers are ranked top among universities worldwide. The UK capital city, London, not by accident, is considered to be the world’s capital city of higher education. With its four universities ranked in the world’s top ten, London has the highest number of worldwide-ranked universities per city.

By definition, UK higher education is the level of education that follows secondary school at the hierarchy of the educational system in the UK. When high school is over, Britons have to sit in a standard examination, making them eligible not to continue their education at a higher level.

What is the Difference Between Colleges and Universities?

In the UK education system, in contrast to the US higher education, there is a difference between college and university. While in the US, there is no distinction between college and university, with most people referring to a higher education provider as a college, in the UK, this is not the case. 

In the UK, a college is a further education institution that prepares students to earn a degree. At the same time, a university is a licensed HE institution that awards students with a degree at the end of their studies. 

Studying in the UK as an International Student 

If you’re an international student , you must know that not all higher education providers in the UK are referred to as a university. This issue is regulated by law. 

As this official regulation states, a higher education institution can be labeled as a university under these circumstances:

  • If it gets approved by the Privy Council under the Further and Higher Education Act 1992.
  • If it gets approval under the provisions of the Companies Act 2006.

International students from countries other than the European Economic Area (EEA) or Switzerland must apply for a student visa to study in the UK.

The UK Higher Education Degree Levels and Programs

Based on the actual education regulations in the UK education system, Higher Education comprises the following levels of courses. 

1. Undergraduate Courses

Undergraduate courses in the UK include a wide range of first degrees which are listed below.

  • Bachelor’s Degree 
  • Honors and Ordinary Degrees 
  • Qualified Teacher Status 
  • Enhanced First Degrees 
  • Intercalated Degrees (medical schools or other specific study fields allow students to take a year off between the second and third years to study a different area which can be a BA, BSc, or master’s degree program).

Here are other undergraduate courses: 

  • Foundation degrees 
  • Higher National Diploma HND (or equivalent) 
  • NHC (or equivalent), etc.

An undergraduate course usually takes three years; however, Scotland is an exception, where undergraduate courses take four years to complete. The higher education system in the UK has many universities that offer 4-year undergraduate courses, also known as “ sandwich courses .” This program includes a one-year work experience —usually carried out in the third year.

Keep in mind: Some British universities offer fast-track programs where you can obtain a Master’s degree at the undergraduate level. Unlike traditional undergraduate courses, fast-track programs allow students to attend an additional year of studying instead of taking a Bachelor’s degree which leads to a Master’s program. 

Besides, it costs much less than the typical 3-year undergraduate courses; however, it usually is much more intense with shortened holiday breaks and a heavy schedule.

2. Postgraduate Courses 

The postgraduate degree programs are only obtainable if you have a bachelor’s degree at an accredited university (not necessarily one in England).

The postgraduate level includes the following degrees:

  • Master’s Degree (Taught or Research). Master’s degrees usually last one year or longer if they are research-based.
  • Doctorate. The typical doctoral degree takes three years to complete. 
  • Postgraduate Diplomas.
  • Postgraduate Certificates of Education (PGCE).
  • Professional Degrees.

Note: To enter this level, it is usually required to have a first degree (Bachelor’s).

The Higher Education Curriculum and Admission Process 

In the UK’s education system, most syllabi are set by the universities offering them and are not controlled by the government or certain British educational institutions. The only exception to this is teacher education programs, which the government has a lot of say over. 

The British government has established the Office for Standards in Education, Children’s Services and Skills (Ofsted) to maintain those standards. Most countries have specific regulations for their teachers, so this isn’t any different than studying teaching in your home country. Because of its strict rules and high standards for teacher education programs, the UK is considered to have some of the best teacher education programs in the world.

Even though universities set the syllabi, the Office for Fair Access (OFFA) in the British school system has a lot of say in the admission procedures of each university. This office was created so everyone who wishes to attend university in the UK can do so. They also promote fair access to higher education, even for those attending university as international students. Appropriate access also includes those of different cultures, different races, different nationalities, and those who have disabilities.

UK Tuition Fees and Costs

The reputation of British higher education goes hand in hand with its costs. Tuition fees may vary from university to university, as well as from one location to another.

So it’s always advisable to check the university’s website before making further study plans. Indeed, to attend a British university, you need a lot of money packed in —whether you’re a native or not— but since there are many scholarship schemes , you can always apply for one.

The tuition fees of UK universities also vary depending on the degree level and study program. The average tuition fees for international students range from ~£17,109 (USD 20,876) to  ~£22,200 (USD 27,000). 

  • Undergraduate tuition fees: International students pay around £11,400 – £38,000 (USD 13,900 – USD 46,355).
  • Postgraduate tuition fees: International students pay around £9,000 – £30,000 (USD 10,980 – USD 36,570)

Climate change education needs review, say experts

Climate change knowledge and the skills to help students tackle it should be embedded in the school curriculum, according to education experts.

The education body Cambridge University Press & Assessment said teaching about the changing climate was undervalued and under-represented in the curriculum.

It wants the next UK government to appoint an independent expert to carry out a review to help confront "this multi-generational challenge".

Christine Özden, global director for climate education, said: "We can’t expect geography lessons alone to address the climate crisis."

More than 80% of the teenagers surveyed said more climate education would help them make more informed choices about travel, food and energy

"Effective climate education must become available to students at every age and stage if we are serious about confronting this multi-generational challenge," said Ms Özden.

“We can empower students with skills and knowledge to adapt to new career opportunities in emerging green industries and to better understand and respond to the climate crisis."

The findings by the university's publishing and assessment arm follow the hottest year on record and the warmest March on record.

It commissioned a multi-nation YouGov survey which showed 58% of the 2,000 UK adults polled thought a focus on climate change would prepare students for jobs in the green economy.

It also found more than 80% of the 700 14 to 18-year-old students surveyed said more climate education would help them to make more informed choices about travel, food and energy.

'Multi-dimensional challenge'

One teenager asked for climate education to be added to subjects like humanities and languages.

"As someone who does these at A-Level, I don’t recall climate change even being mentioned once," the student said.

Another teenager supported the move, saying "we will all be suffering from the effects of the climate crisis for the rest of our lives and so many generations to come".

The survey found more than 70% of the British public think a greater focus on climate change at school would help students better understand how to tackle it.

More environmental content has been introduced into the curriculum, with a new GCSE in Natural History set to start in 2025 , external .

Mike Berners-Lee, author of There is No Planet B and a professor at Lancaster University’s Environment Centre, said: "The climate and ecological emergency is a multi-dimensional challenge, and as such it needs to be woven into every part of the curriculum.

"Our schools need to be enabling the next generation not just to understand the core facts but to explore the implications for every aspect of society."

EU proposes youth mobility agreement with UK to help youngsters travel, work and live in both areas

BRUSSELS (AP) — The European Commission proposed Thursday to start negotiations with the United Kingdom to allow young people to move freely, work and study in both regions after Brexit — the U.K.'s departure from the EU four years ago.

According to the EU, the withdrawal of the United Kingdom from the EU following a referendum in 2016 has damaged mobility between the two areas.

“This situation has particularly affected the opportunities for young people to experience life on the other side of the Channel and to benefit from youth, cultural, educational, research and training exchanges,” the Commission said.

When the U.K. was still a member of the economic and political bloc, its nationals had the right to live and work freely in the EU, with reciprocity for EU nationals in the U.K. Under the agreement proposed by the EU’s executive arm, EU and UK citizens between 18 and 30 years old would be eligible to stay up to four years in the destination country.

The deal would also allow equal treatment of EU and UK students in the field of university tuition fees. Most EU students must now pay international tuition fees if they want to study in the U.K. The Commission says these vary between 11,400 and 38,000 pounds ($14,200-$47,300) per year and are a strong deterrent for EU students who generally don’t have to pay as much within the bloc.

The Commission’s recommendation will be discussed by EU member countries who must give the green light before the executive arm can start negotiations with the UK.

“We have successful Youth Mobility Schemes with 13 countries, including Australia and New Zealand, and remain open to agreeing them with our international partners, including EU member states,” the British government said in a statement.

The U.K. has its own Youth Mobility Scheme, which it has offered to some EU member states. The Commission believes the British plan is less ambitious than its own proposal.

“Our agreements provide a valuable route for cultural exchanges providing partner countries are also willing to offer the same opportunities for young British people,” the British government added.

Teaching difficult and sensitive topics in higher education: some starting points

What are difficult and/or sensitive topics? 

Defining and agreeing what constitutes a difficult and/or sensitive topic can be hard to agree on because what is ‘difficult’ for some, is not for others. A key aspect for success in the classroom is dependent on some careful thinking and planning as well as challenging some ‘taken for granted’ aspects of our practices. Generally, difficult topics are characterised by engagement with curriculum content that can make learners feel discomfort, where disagreement becomes a feature of the classroom space, perhaps in ways it was not in previous modules or sessions. So, talking to colleagues about the ways you define and understand ‘difficulty’ can be a really valuable first step in understanding how best to teach these areas. 

Why do we need to think about this? 

Higher education classrooms are diverse and dynamic and, while this can bring many benefits for learners, it can pose tensions and dilemmas for educators introducing difficult topics within a short space of time (such as one module session). We cannot always do justice to the complexity of the topic. Conversely, working with colleagues to introduce or revise teaching to incorporate direct engagement with difficult topics can be creative and drive innovation – because we need to think about issues such as inclusive learning, culturally relevant teaching, authentic assessment and preparing students to work in institutions where difficult topics and conversations may be the norm. Teaching difficult topics offers enormous potential to teach critical thinking skills, using evidence and reasoning to agree on productive solutions and to think about wider concepts around social justice and equity. 

What can we do? 

There are three key strategies important when thinking about and planning for teaching topics that could be described as difficult or sensitive. 

Prepare your students

Firstly, it is helpful to think about the ways that students encounter potentially difficult or sensitive topics across a module or a programme. It is useful to think about the timing of the introduction of difficult content from the perspective of students. The research shows that introducing content too early or too late restricts opportunities to prepare students to learn about difficult content and for us to ensure we have laid the groundwork in terms of skills and understanding.

For example, we might want to teach students to understand the legacy of eugenics at UCL and ask them to present their research on the topic. If this topic is introduced in a way that leaves students unprepared to do the task, to understand the rationale behind including this work, and not understanding why this is relevant to learning outcomes, we are more likely to encounter a lack of engagement or strong emotions related to wanting to question the inclusion of such content. 

Explain your approach 

Linked to mapping, offering and explicit educational rationale and justification is critical. In my experience, when colleagues offer a short overview of their teaching approach, explain the inclusion of content and their choices for learning strategies, students understand the decision-making around the inclusion of difficult content, and can see the connections between teaching philosophies and practical approaches.

This doesn’t have to be a huge piece of work – I have seen examples of this done well as part of module introductions on Moodle or as part of introductory sessions with students where tutors have explored, with students, the use of approaches and their intended aims. This is important if we want our sessions to be productive and engaging for students and it also enables us to work with students before difficult topics appear. 

Alignment pedagogies 

The final tool that I see used by educators relates to alignment. Reflecting on times when I have seen things ‘go wrong’ in teaching session, I have worked with colleagues to explore and identify places in their work where there is a small misalignment in their teaching. This is usually almost imperceptible, but its impact can be significant for students.

For example, we might be wanting to teach an area that is sensitive, and our goal is to support students to understand many perspectives and to think about empathy, and develop their critical thinking skills. So, these are lofty aims for one session and when we add a pedagogic approach that is not quite aligned, we might find that students do not engage. So here, we’d want to think about reducing the content and aims of the session, and choosing a pedagogic approach that offers students time and space to think about the complexity. We would want the students to understand and experience that the goal is NOT to decide for or against, or offer simplistic solutions to complex issues.

Thousands of parents of two-year-olds benefit from 15 hours free childcare - here's how

We’re making the  biggest investment  by a UK government into childcare in history, doubling the amount we expect to spend over the next few years from around £4 billion to around £8 billion each year.  

We've already started to rollout the first phase of the expansion. As of April 2024, eligible parents of children who have turned 2-years-old before 1 April are getting help with their childcare costs by accessing 15 hours of government-funded childcare.

The rollout of support is part of our plan to help families – freeing thousands of couples from having to choose between having a family and a career.

This builds on existing government-funded childcare and later in the year the support will be extended to include some children from when they turn 9-months-old.

  • Currently, eligible working parents of 3 and 4-year-olds can access 30 hours of childcare support.  
  • Eligible working parents of 2-year-olds are also now able to access 15 hours childcare  support.
  • From  September 2024 , 15 hours childcare support will be extended to eligible working parents with a child from 9-months-old.  
  • From  September 2025 , support will reach 30 hours for eligible working parents with a child from 9-months-old up to school age.  

It's worth noting that some providers may ask for charges in addition to the government funded childcare. Visit childcarechoices.gov.uk for further information.

When can I apply?  

Applications are now open for eligible working parents whose children will be 2 or older by the 31 August to receive 15 hours childcare, starting from September 2024.

And from 12 May, eligible working parents whose children will be aged between 9- and 23-months old on 31st August, can apply to receive 15 hours childcare starting from September 2024.

It’s important to remember that codes need to be renewed every three months, so parents applying close to 12 May will need to renew their code prior to the offer starting in September.

You are able to claim your place the term after your child turns the relevant age. This gives local authorities and childcare providers enough time to prepare.

How do I apply?   

You apply online here on   Gov.uk once you have checked our  eligibility criteria .  

You’ll need to make sure you have the following information to hand before starting the application:  

  • your national insurance number (or unique taxpayer reference if you are self-employed)  
  • the date you started or are due to start work  
  • details of any government support or benefits you receive  
  • the UK birth certificate reference number (if you have one) for your child.  

You may find out if you’re eligible straight away, but it can take up to 7 days.  

Once your application has been approved, you’ll get a code to give to your childcare provider.  

Eligible parents are also able to access Tax-Free Childcare through the same application system. You can apply for Tax-Free Childcare at any time. However, you don't need to apply for Tax-Free Childcare to be eligible to apply for the 15 hours childcare scheme.   

Can I apply for government-funded childcare if I’m on parental leave?

We have extended the period where a parent starting a new job or returning to a job after parental leave (including maternity leave) can apply for government-funded childcare.

Previously, there was a 31-day window in which new parents could apply for childcare before returning to work.

Now, as long as a parent plans to return to work from parental leave or start a new job by the end of September 2024, they can apply for a free childcare code on 12 May at the same time as everyone else, giving them plenty of time to secure a place.

Parents on parental leave or starting a new job will need to apply online but will then receive a letter in the post so they can access their childcare entitlement.

Parents who plan to start or return to work between 1 October 2024 and 31 January 2024 will be able to apply for a code from 1 September 2024 to use from 1 January 2025, in line with existing termly deadlines.

What happens once I receive my code?  

Once you receive your code, you’ll need to take it to your childcare provider, along with your National Insurance number and your child’s date of birth.  

Your childcare provider will process the code to provide your place.  

Places will be available for September in every area of the country, but a significant minority of settings hold waiting lists of over six months. If you have a preferred nursery for September, you should reach out now to secure a place for your child ahead of receiving your code.  

Your local authority can provide support for finding a government-funded place in your area.  

What if I’m already registered for Tax Free Childcare?  

Parents must reconfirm that they are still eligible for Tax-Free Childcare every 3 months.  

Parents who are already claiming Tax-Free Childcare and need to reconfirm their eligibility between 1 April and 12 May will be automatically issued a code in the post from HMRC soon after the 12 May.   

This is to ensure every parent can give their code to their provider in good time. This code will be valid to apply for 15 hours of government-funded childcare from September.   

If I receive a code in a letter from HMRC, does this make my code on my Childcare Account invalid?  

No. Both codes will be valid.   

Do I need to wait for my reconfirmation window to add another child to my account?  

A parent who is already using the childcare service for another child can add a new child to their account at any time.  

Your reconfirmation cycle for your current Tax-Free Childcare will not affect this.  

How are you making sure there will be enough childcare places for eligible parents?  

Parents that have a preferred place for September should reach out now to their local provider to secure a physical place for their child ahead of time.  

To make sure there are enough places available, we’re investing over £400 million in 2024-25 to increase the hourly rates paid to local authorities.  

The Institute for Fiscal Studies has independently reported that the average funding rates for two-year-olds and under 2s paid by government from April 2024 are projected to be substantially higher than the market rate paid by parents last year, and we have committed to further increases to provider rates for the next two years.  

We have also committed to increasing hourly funding rates over the next two years by an estimated £500 million, to make sure providers can increase places at each phase of the rollout.

How are college costs adding up these days and how much has tuition risen? Graphics explain

College decision day is closing in and many prospective students are making commitments to their university of choosing. With that commitment comes an enrollment deposit – one of many fees students will pay in the next four years.

Of the more than 60,000 high school graduates, 64% will go on to enroll in two- or four-year college programs. Many will incur debt and join the already 43.5 million Americans who have student loans.

Last year, President Joe Biden's student debt cancellation plan was struck down by the Supreme court. Now he's proposing a workaround that could cancel the loans of more than four million borrowers, according to the White House . In addition, more than 10 million borrowers could get $5,000 in debt relief.

Whether or not the new proposal works, many college students will be paying nearly two-fold what their parents paid for an undergraduate education 20 years earlier. According to the Education Data Initiative, the average cost of college tuition and fees at public four-year institutions has risen 179.2% over the last two decades.

How much does college tuition cost?

The average cost of an undergraduate degree ranges from  $25,707 to over $218,000 , according to the Education Data Initiative. The price varies and depends on whether a student lives on campus and the institution they're attending.

According to the most recent data from the Education Department, the average tuition at a four-year private nonprofit university increased 14% between the fall of 2010 and fall of 2021.

In 2023, the average full time student at a four-year college spent nearly $31,000 on their tuition fees, room and board for the year. That number is more than double amount paid for the same education in the 1960s, adjusted for inflation in 2022-2023 dollars.

Why is college tuition rising?

The demand for a college education is going up – at the same time government funding for postsecondary education is on the decline, according to Bankrate.

The personal finance website pointed out several key areas that have lead to an increase in tuition costs:

  • The cost of operation is increasing, due to rising inflation. The inflation rate increased 3.5% between March 2023 and 2024, according to the Bureau of Labor Statistics. With rising inflation comes increased cost of living. Universities must pay highly educated professors more to keep up with rising living costs.
  • A reduction in state funding led to increased tuition costs, according to the National Education Association. An analysis from NEA found that state funding for higher education decreased in 37 states by an average of 6% between 2020 and 2021.
  • Colleges are spending more on administrative services: A 2021 study found that between 2010 and 2018, spending on student services and administration grew by 29% and 19% respectively.

Some universities are already estimating the cost of attendance for the 2024-2025 academic year to be nearly $100,000.

About half of Americans say public K-12 education is going in the wrong direction

About half of U.S. adults (51%) say the country’s public K-12 education system is generally going in the wrong direction. A far smaller share (16%) say it’s going in the right direction, and about a third (32%) are not sure, according to a Pew Research Center survey conducted in November 2023.

Pew Research Center conducted this analysis to understand how Americans view the K-12 public education system. We surveyed 5,029 U.S. adults from Nov. 9 to Nov. 16, 2023.

The survey was conducted by Ipsos for Pew Research Center on the Ipsos KnowledgePanel Omnibus. The KnowledgePanel is a probability-based web panel recruited primarily through national, random sampling of residential addresses. The survey is weighted by gender, age, race, ethnicity, education, income and other categories.

Here are the questions used for this analysis , along with responses, and the survey methodology .

A majority of those who say it’s headed in the wrong direction say a major reason is that schools are not spending enough time on core academic subjects.

These findings come amid debates about what is taught in schools , as well as concerns about school budget cuts and students falling behind academically.

Republicans are more likely than Democrats to say the public K-12 education system is going in the wrong direction. About two-thirds of Republicans and Republican-leaning independents (65%) say this, compared with 40% of Democrats and Democratic leaners. In turn, 23% of Democrats and 10% of Republicans say it’s headed in the right direction.

Among Republicans, conservatives are the most likely to say public education is headed in the wrong direction: 75% say this, compared with 52% of moderate or liberal Republicans. There are no significant differences among Democrats by ideology.

Similar shares of K-12 parents and adults who don’t have a child in K-12 schools say the system is going in the wrong direction.

A separate Center survey of public K-12 teachers found that 82% think the overall state of public K-12 education has gotten worse in the past five years. And many teachers are pessimistic about the future.

Why do Americans think public K-12 education is going in the wrong direction?

We asked adults who say the public education system is going in the wrong direction why that might be. About half or more say the following are major reasons:

  • Schools not spending enough time on core academic subjects, like reading, math, science and social studies (69%)
  • Teachers bringing their personal political and social views into the classroom (54%)
  • Schools not having the funding and resources they need (52%)

About a quarter (26%) say a major reason is that parents have too much influence in decisions about what schools are teaching.

How views vary by party

Republicans are more likely than Democrats to say major reasons are:

  • A lack of focus on core academic subjects (79% vs. 55%)
  • Teachers bringing their personal views into the classroom (76% vs. 23%)

Among Republicans, conservatives are particularly likely to cite a lack of focus on core academic subjects and teachers bringing their personal views into the classroom.

Among Democrats, liberals are especially likely to cite schools lacking resources and parents having too much say in the curriculum.
