Evidence Review of Bullying Prevention Strategies
The “Strengthen the Evidence Base for Maternal and Child Health (SEMCH) Programs” is a Health Resources and Services Administration-funded initiative that aims to support state Maternal and Child Health (MCH) Title V programs in developing evidence-based or evidence-informed State Action Plans in responding to the National Outcome Measures, National Performance Measures, and State Performance Measures to facilitate the transformation of the MCH Title V Block Grant program.
SEMCH recently released an evidence review of the current literature on strategies to address bullying. Although the intended audience for these briefs is Title V state health departments, the information has broad applicability to any individual or organization interested in bullying prevention. You can access to 3-page brief on the SEMCH website, as well as the full report.

The first step to preventing bullying is making sure students, educators, parents, and other community members are educated about bullying and related behavior. The following presentations are offered by Alberti Center team members and can be offered in a variety of formats, including keynotes, workshops, and virtual webinars. Bullying Prevention and Intervention
Faculty and staff at the Alberti Center can present a wide variety of presentations on bullying in today’s schools and communities, exploring its impact upon students’ learning and sense of safety. These presentations include practical solutions, interventions, and strategies, and resources for identifying and combating these challenges to promote a safe school climate.
Cyberbullying and Digital Media Use: What Educators Need to Know
Although technology and social media use can be positive for many teens, problematic media use and cyberbullying can be a concern for many parents, educators, and other professionals working with adolescents. This presentation will provide an overview on technology and social media use among children and teens, with a focus on cyberbullying. Specific strategies and resources will be shared for educators to prevent cyberbullying and promote safe and respectful behavior in online spaces.
Dignity for All Students Act (DASA) Follow-Up Training
This workshop is a customized training on DASA for individual school districts’ administrators and DASA coordinators.
These customized sessions address the on-going training needs for school administrators and DASA coordinators. Content is determined through consultation with the district and those who will be attending the session. Previous DASA Follow-Up trainings have focused on: school social climate and its correlation to bullying and aggression; the difficulty of addressing allegations of bullying in a climate “where everything is bullying;” strategies that focus on the safety of the target as opposed to punishment of the bully; a deep dive into what constitutes a “material incident” of bullying; how to build relationships with parents of bullies and victims so that they become willing to support the school’s efforts to address the problem; social-emotional learning and bullying; and how to approach interventions that do not depend on harsh punishments for bullies.
Promoting Social-Emotional Strengths Through Assessment and Intervention
As part of a balanced, comprehensive understanding of children’s mental health, it is important to not only examine the problems that interfere with functioning, but also to assess and build upon social-emotional strengths. Social-emotional skills create a sense of accomplishment, contribute to satisfying relationships, enhance the ability to cope with stress, and promote social and academic development. This presentation includes advantages of focusing on social-emotional strengths, an overview of strength-based assessment measures, and approaches to developing these strengths at the individual, small group, and school-wide levels.
Child Sexual Abuse Prevention Education: Reality, Challenges, Barriers, and Opportunities
Child sexual abuse (CSA) is a serious public health concern that merits continued monitoring and study. This session will review current statistics on CSA, signs that a child is being abused, effects of CSA, characteristics of perpetrators and their grooming behaviors, and how to respond to a disclosure of CSA. Additionally, this session will review educational materials for parents and PreK-grade 5 educators that have been evaluated by the Alberti Center. Findings from these studies will explore the challenges and barriers faced by parents and educators as they attempt to protect children from CSA. Opportunities and needed changes to policy and practices will be discussed that protect children while supporting their development, as well as how to support parents in these efforts. This training is for professionals who work with CSA victims and their families, and who educate parents and teachers about CSA.
Supporting Student Mental Health and Alleviating Distress
In addition to academic learning, educators are crucial in supporting their students’ social-emotional behavior. Now more than ever, mental health challenges and stress are a common concern for many students. This presentation will provide an overview of mental health needs among youth and how educators can identify and support students’ mental health. Specific strategies and resources will be shared on how to promote student well-being and alleviate distress within the classroom.

Being Positive for Our Kids: Promoting Social Emotional Strengths
Interdisciplinary research from the fields of education and psychology make it clear that we should be focusing on the social emotional health of children and adolescents. Social emotional skills create a sense of accomplishment, contribute to satisfying relationships, enhance the ability to cope with stress, and promote social and academic development. This session will describe the concept of social emotional learning, the importance of strength-based approaches, and what parents can do to enhance the social emotional strengths of children and adolescents. Resources are provided that can be utilized within home or educational settings.
Bullying: What It Is and How You Can Help
Despite hearing the word bullying on a daily basis, we find that many students, teachers, parents and community members are left questioning what it really is. The consequences of bullying can loom large for perpetrators, victims and bystanders as well as the broader climate. This impact can be seen in both the short and long term. This talk is designed to briefly overview what bullying is and why we need to respond to it. In addition, particular attention is paid with regard to what individuals can do to prevent and intervene when it comes to bullying. This presentation is differentiated based on age of attendees as well as to address specific concerns within a particular setting. In addition, it can be adjusted to small groups with a variety of hands on learning activities as well as for larger assembly style presentations based on need.
Bystander Intervention in Bullying (and Sexual Harassment)
Despite the fact that most students see and hear bullying (and sexual harassment) incidents when they occur, most do not intervene. There are many reasons for this, including fear of retaliation, not knowing what to do, and thinking that it is not their business. The Alberti Center has developed training for students of different ages (late elementary, middle, and high school) that leads them through the research-based 5 step model of bystander intervention. Using examples, discussion, videos, and role-plays, students learn about barriers to intervening and strategies to use in a variety of different situations. The entire training is 4 hours and is best delivered in groups no larger than 30 students (this can be broken up into smaller segments), although it can be modified for shorter time periods.
Cyberbullying
Cyberbullying is a subset of bullying that can be particularly difficult to manage due to the high rates of communication through electronic means in today’s society. The increased access and anonymity found in cyberbullying contribute to the complexity of the issue. This talk is designed to briefly overview bullying with a particular emphasis on cyberbullying. Prevention and intervention methods are a key component of this talk in an effort to empower audience members to find ways to decrease rates of cyberbullying and promote a more positive school and community climate. This talk can be adapted to a larger assembly style presentation or as a workshop depending on needs.

Cyberbullying Videos to Use in Presentations
A curated list of educational videos about cyberbullying, digital citizenship, and more that can be used in assemblies and presentations .
Sameer and I regularly give presentations to students about the importance of using technology safely and responsibly. Due to time and resource constraints, this is often done in large school assemblies . By themselves, assemblies likely don’t accomplish all that we would hope for in educating young people about these issues, but they can serve as one important component of what would ideally be a multi-pronged approach to teaching digital citizenship.
We’ve learned over the years that it is crucial to be open, honest, and real with students about what they are doing, seeing, and experiencing online ( here’s how we do it! ). Attempting to scare them away from technology by offering only the worst-case scenarios (sex offender registries and suicide), doesn’t seem to resonate with students (and may also be counterproductive ). It’s like warning them about going out in the rain by telling them that they will be struck by lightning. That could happen, but it isn’t likely. There are, however, other reasons not to go out in the rain.
We’ve also learned that we need to convey the information in a way that is interesting and entertaining ( here’s what we mean ). We can’t just get up on stage, stand behind a podium, and lecture to them in a monotone voice for an hour about what they should and shouldn’t do online. In our presentations, we try to be dynamic, energetic, and interactive . We use PowerPoint to illustrate what we are talking about. When possible, we use flash polling so that students can participate in the discussion via their mobile devices and see their aggregated responses to various questions appear instantly on the screen.
In addition, we also often include one or two short videos to help break up these presentations. Many students and adults have asked us over the years for links to these videos so I thought I would list some of our favorites here (see others on our YouTube Channel ).
Below is a list of videos that discuss or provide informative content for Cyberbullying in fun and interesting ways. If we find new ones that are great, we’ll add to this list. If you have some suggestions for new videos that you have found resonate well with youth, please offer them in the comments!
“Let’s Fight It Together” Childnet May 3, 2008
Sameer first found this video on cyberbullying on a trip he made to the UK several years ago. This is an older video (by technology standards), but it’s still a very good overview of the issues (especially for younger students). We still sometimes show this to upper elementary and middle school students. I have to admit that when we first watched this it really looked like the story was going to end very badly. And frankly, if it did end that way (with Joe committing suicide), we would not show it (especially not in schools). There are too many of those kinds of fear-based videos out there and we try to avoid them.
Discussion questions: 1. How did the bullying start in the first place? 2. Why did Joe resist telling adults in his life about what he was experiencing? 3. If you were on the bus when Joe was being made fun of, what could you have done? 4. Why were the police called to the school at the end? 5. The ending is a bit abrupt: one minute Joe is being mistreated by his friends, the next they are all friends again. What do you think happened during that time to resolve this? What could you do if something like this happened to you?
“Where Are You?” Mark C. Eshemon 2011
This video on cyberbullying was submitted to Trend Micro’s annual “What’s Your Story” video contest. After viewing, you can see why it was the winner. It is compelling, eloquent, creative, and totally relatable and engaging to students. Middle and high school students really appreciate the unique way important messages are conveyed in this video.
Discussion questions: 1. Can you think of a time when you have been on the wrong side of the line? 2. How can you encourage your friends to stay on the right side of the line? 3. Do you think you could write and perform something like this? Give it a shot and let your words matter!

Australian researcher Donna Cross introduced me to this wonderful video on cyberbullying created by students and staff at a Catholic school in New South Wales, Australia. What I love most about this video is its simplicity. The students acknowledge the problem and then offer suggestions for what to do.

“We Are All Daniel Cui” October 31, 2012
Daniel Cui was a freshman soccer goalie from Hillsborough, California. During his first season, a lot of students were blaming him and bullying him online for his team losing all of their games. To show support for Daniel, his teammates and dozens of other students changed their Facebook profile pictures to one of him making a great save. Others tagged, liked, and commented on the photo posts to encourage and cheer Daniel on. He came back the following year and played with a new sense of confidence, helping his team to many victories. This shows what can happen when we demonstrate to others we believe in them and build them up, rather than hate on them and tear them down. This video was produced by Facebook to highlight the importance of standing up for others (online and off).

School bullying prevention and intervention strategies in the United Arab Emirates: a scoping review
Introduction
Schools in the United Arab Emirates (UAE) witnessed an increase of 7% in bullying prevalence since 2005. This review aimed to map antibullying interventions in the UAE.
A systematic search was performed in five electronic databases (EMBASE, PubMed, PsycINFO, Scopus and Eric) using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses extension for Scoping Review. Studies addressing antibullying interventions and grey literature in the UAE from 2010 to 2021 were included. Interventions were mapped using distribution across key sectors, public health practice levels, and organisation types.
Of the 2122 identified papers, only 2 were included. Both articles were published in 2019 and used qualitative methods. From the search of governmental and non-governmental websites, 22 multilevel interventions were included and presented on the three levels of public health practice across the different sectors and target stakeholders. Eight interventions were at the federal level, and six were by private stakeholders. The government funded 59% of all interventions. Four interventions addressed cyberbullying, and three used multisectoral collaboration.
Conclusions
Although the UAE is building capacity for bullying prevention, we found limited knowledge of antibullying prevention efforts. Further studies are needed to assess current interventions, strategies and policies.

Fentanyl Facts
- Fentanyl is a synthetic opioid that is up to 50 times stronger than heroin and 100 times stronger than morphine.
- It is a major contributor to fatal and nonfatal overdoses in the U.S.
The facts about fentanyl
There are two types of fentanyl: pharmaceutical fentanyl and illegally made fentanyl . Both are considered synthetic opioids (made in a laboratory). Pharmaceutical fentanyl is prescribed by doctors to treat severe pain, especially after surgery and for advanced-stage cancer.
However, most recent cases of fentanyl-related overdose are linked to illegally made fentanyl, which is distributed through illegal drug markets for its heroin-like effect 1 . It is often added to other drugs because of its extreme potency, which makes drugs cheaper, more powerful, more addictive, and more dangerous.
Illegally made fentanyl
Illegally made fentanyl (IMF) is available on the drug market in different forms, including liquid and powder. 2
Powdered fentanyl looks just like many other drugs. It is commonly mixed with drugs like heroin, cocaine, and methamphetamine and made into pills that are made to resemble other prescription opioids. Drugs mixed with fentanyl are extremely dangerous, and many people may be unaware that their drugs contain it.
In its liquid form, IMF can be found in nasal sprays, eye drops, and dropped onto paper or small candies.
Fentanyl and overdose
Synthetic opioids like fentanyl contribute to nearly 70% of overdose deaths. 3 Even in small doses, it can be deadly. 4 5 6 Over the last few years, nonfatal and fatal overdoses involving fentanyl have continued to rise. 4 5 7
Drugs may contain deadly levels of fentanyl, and you wouldn't be able to see it, taste it, or smell it. It is nearly impossible to tell if drugs have been mixed with fentanyl unless you test your drugs with fentanyl test strips.
Test strips to detect fentanyl are inexpensive and typically give results within 5 minutes, which can be the difference between life or death. Even if the test is negative, take caution as test strips might not detect more potent fentanyl-like drugs, like carfentanil. 6

LANSING, Mich. – Today, Governor Gretchen Whitmer joined the Michigan Economic Development Corporation in announcing Michigan Strategic Fund (MSF) approval of projects that will build on Michigan’s commitment to placemaking, helping revitalize communities, and further enhancing the state’s site readiness efforts to attract projects and population growth.

The MSF board approved a request from the Flint and Genesee Group Foundation for assistance from the Strategic Site Readiness Program (SSRP) to support land acquisition and infrastructure development activities at the Advanced Manufacturing District (AMD) of Genesee County site in Mundy Township . As the state’s largest available greenfield site, the AMD consists of nearly 1,000 acres of land, serving as a highly desirable location to attract transformational projects in critical industries, including EV/battery, semiconductor, clean tech/energy, and defense/aerospace.
The $250 million in approved SSRP funds builds on last month’s $9.2 million in SSRP support and will enable the Flint and Genesee Group Foundation to bolster their capacity to attract business investment in the area. With very few sites of more than 1,000 acres remaining nationwide, the Advanced Manufacturing District stands to be highly sought after, particularly with this additional site development to support land assembly and infrastructure development.
“We appreciate the continued support of the MSF Board for our work to bring an advanced manufacturer to Genesee County that will create new jobs and new opportunities for young people,” said Tyler Rossmaessler, the executive director of the Flint & Genesee Economic Alliance . “Today’s action is incredibly important and represents a fundamental step toward creating an attractive site for a job-creating project that will change the trajectory of our community now and for generations to come.”
The AMD of Genesee County is in the heart of Genesee County, a vibrant community centered around the birthplace of General Motors. The area boasts a rich manufacturing heritage, a ready workforce, strong talent pipelines, renowned local universities, and the infrastructure assets an industrial user requires.
The development of the AMD aims to lead to the creation of thousands more jobs and billions of dollars of investment in Genesee County, ensuring the local community will be poised to grow as a thriving hub for Michigan’s core economic industries.
At today’s MSF meeting, Flint also received support through an increase in Revitalization and Placemaking (RAP) funds for projects in its downtown, further adding vibrancy and opportunity within the region.
Revitalization and Placemaking Grants to Support Key Economic Development Projects in Flint, Grayling, and Tecumseh
The MSF board approved a request to authorize a total of up to $11,750,000 in federal RAP funds to support two new grant awards and an increase of a third grant award to support important economic development projects in Flint, Grayling, and Tecumseh.
In Flint , the MSF board approved a $250,000 increase to the existing RAP grant to the Flint and Genesee Chamber Foundation to further support four projects in the city’s downtown, bringing the total amount of RAP support to $10.25 million.
The four projects are the Genesee County Community Action Resource Department building/Flint Children's Museum relocation, Marion Hall Housing, Masonic Temple building improvements, and the Greater Flint Arts Council building improvements, further enhancing the vitality of these community fixtures and adding vibrancy to Downtown Flint.
“This additional investment will help Flint’s downtown corridor continue developing arts, amenities, and mixed-income housing opportunities,” said Kristina Johnston, Chief Operating Officer of Flint & Genesee Group . “It will also support the meaningful work of our partners and bring Genesee County closer to its vision of becoming a top-five community in Michigan by 2040.”
The increase in RAP funds moves the final award amount closer to the original request of $11.5 million, helping to ensure the development teams are able to complete the projects effectively and on schedule.
In Grayling , the Sawmill Lofts project would see the construction of a new 39,000-square-foot, five-story mixed-use building in the city’s downtown. The completed building will feature a total of 40 new apartments as well as approximately 4,076 square feet of retail space, adding much-needed housing to the area.
The project is being supported with up to a $6.5 million RAP award, as well as a Michigan Housing Development Authority Missing Middle Award of $3.5 million.
“It has taken five years working with strong local and state partners to bring this project to life,” said Marilyn Chrumka, Vice President of Development for Michigan Community Capital . “Crawford County has been in great need of housing for many years. As the region continues to grow and bring in new businesses and job opportunities, the need for housing continues to increase. Sawmill Lofts will help provide much needed rental housing as well as bring residents, energy and activity to downtown Grayling.”
In Tecumseh , a $5 million RAP award will support the Products on Evans project, a brownfield redevelopment project that will rehabilitate a vacant, two-story office building near the downtown into a 59-unit apartment community. The brownfield site was previously the headquarters for the Tecumseh Products manufacturing facility. The project is a high priority for adding much-needed housing to the city and will be the first new apartment building in Tecumseh in over 30 years.
The city has also secured a $500,000 Brownfield Redevelopment Loan and a $500,000 Brownfield Redevelopment Grant from EGLE to assist with the costs of certain environmental assessment and remediation activities for the site. The city is providing a 10-year tax abatement on the development.
“The City of Tecumseh is supportive of the large-scale development project known as The Quarters as it will begin to address the significant housing shortage in Tecumseh and Lenawee County,” said Kelly Jo Gilmore, economic development director for the City of Tecumseh . “Located within a few blocks of our historic downtown, the development is set to rehabilitate a current brownfield site that has been vacant for the past decade. The development will serve as a catalyst in transforming the South Evans Street Corridor and reenergize the area as a gateway into Tecumseh’s downtown.”
Redevelopment of Vacant Commercial Building intoMixed-use Site willAdd Residential Density to Downtown Kalamazoo
The MSF board also approved support for the conversion of a vacant commercial building into a vibrant, mixed-use site in Downtown Kalamazoo .
Once completed, the project will add a ground-level restaurant and 82 new residential units – over 40 percent of which will be priced as attainable housing – contributing to Kalamazoo County and the City of Kalamazoo’s efforts to significantly increase housing in the area.
PlazaCorp , the developer, has redeveloped several functionally obsolete, blighted, and contaminated properties over the last several decades, leveraging a combination of Michigan Community Revitalization Program (MCRP) grants, loans, and/or state tax increment financing (TIF). The company’s portfolio of Kalamazoo properties includes the Spearflex Block, Kalamazoo Hotel Partner’s Hilton Garden Inn, and the Exchange Building.
“PlazaCorp would like to extend our most sincere thanks to the MEDC along with the City of Kalamazoo for partnering with our team on this project,” said Trisha Kidd, Director of Project Management,PlazaCorp . “Bringing 82 residential units to market into the heart of our downtown community – at a time when residential projects are needed at every level – will change so many lives. We envision the redevelopment of this building as a catalyst for more foot traffic, which will support the continued development of a walkable community enjoyed by downtown residents and businesses alike.”
The project, supported by a $4.875 million MCRP performance-based loan, represents a total investment of $32.7 million. TIF in the amount of $401,902 was also approved to address brownfield conditions on the vacant property.
“We are thrilled to see the Arcadia Lofts project come to fruition and the transformation of this historic building in Kalamazoo’s downtown,” said Kalamazoo Mayor David Anderson . “It is remarkable to see the historic Lawrence and Chapin Building taking on a new use once again, from its beginnings in the 1870s as an iron works, then operating as Vermeulen Furniture for over 50 years, and now meeting the City’s need for attainable, walkable housing. It is another step towards a vibrant and thriving Downtown for everyone to enjoy, and another exciting and pivotal moment in our Downtown’s journey.”
The redevelopment of this property in Kalamazoo will help add residential density to the area in a walkable, mixed-use district, further enhancing the vitality and vibrancy of the downtown community.
Second Round of Grants to Help Make Travel More Accessible in Michigan
At today’s meeting, the MSF board also approved $366,637 in federal Department of Commerce Economic Development Administration funds for 11 local destination marketing organizations (DMOs) to conduct community accessibility audits and to meet the needs of the visually impaired by making destination websites more accessible.
Approved by the MSF board in August of 2023, the Accessible Traveler Grant Application initiative is intended to support local DMOs in providing a more accessible experience to all users, increasing tourism, and driving growth in Michigan’s economy. Today’s grant approvals are part of a second round of funding that follows an initial round of 16 grants that were approved by the MSF board in January .
