The theme puts the impetus on the thought that the development and progress of the nation take place when individuals and organizations are vigilant in safeguarding integrity as a core value. All sections of society need to be vigilant in order to uphold integrity in all aspects of our national life. Being vigilant also means improvement of internal processes, time-bound disposal of work, and systemic improvements leveraging technology. Technology can play a significant role in making India vigilant and prosperous through process improvements leading to inclusion, simplification, efficiency, and transparency. Prime Minister inaugurates National Conference on Vigilance and Anti Corruption

The Prime Minister inaugurated the National Conference on Vigilance and Anti Corruption on the theme рд╕рддрд░реНрдХ рднрд╛рд░рдд, рд╕рдореГрджреНрдз рднрд╛рд░рдд (Vigilant India, Prosperous India) today through video conferencing. The event was organized by the Central Bureau of Investigation focusing on Vigilance issues aimed at raising awareness and reaffirming India’s commitment to promotion of integrity and probity in public life through citizen participation.

Addressing the Conference, the Prime Minister said Sardar Patel is the architect of United India as well the country’s administrative systems. As the first home minister of the country, he made efforts to build such a system which is meant for the common man of the country and where the policies are based on integrity. Shri Narendra Modi lamented that the following decades witnessed a different situation which lead to scams worth thousands of crores of rupees, establishment of shell companies, tax harassment and tax evasion,

The Prime Minister said in 2014, when the country decided to make a major change and to move in a new direction, there was a big challenge in changing this environment. He added the constitution of the committee against black money was in limbo despite the Supreme Court’s directions. The committee was formed immediately after formation of this Government. This shows the commitment of the government against corruption. He said since 2014 the country witnessed reforms in many sectors including banking sector, health sector, education sector, Labour, Agriculture, etc. He said based on these reforms, the nation is now moving ahead with its  full strength to make the AtmaNirbhar Bharat campaign successful. He envisioned making India one of the leading countries of the world.

The Prime Minister stressed the necessity for the administrative systems to be transparent, responsible, accountable, answerable to the public. He added that the biggest enemy against this is any form of  corruption. He said one hand corruption hurts the development of the country and on the other it destroys the social balance as well as the trust that people should have in the system. And therefore, he said tackling corruption is not just the responsibility of any single agency or institution but that it is a  collective responsibility. He said corruption cannot be dealt with a stand-alone approach.

He said When it is the question of the country, then the scope of vigilance becomes very expansive. Be it corruption, economic offences, drug networks, money laundering, terrorism, terror funding, it has been seen quite often that they are all linked.

He said hence there is a need for systematic checks, effective audits, and capacity building and training with a holistic approach to fight corruption. The Prime Minister emphasized that it is the need of the hour that all agencies work with  synergy and a cooperative spirit.

He wished the conference to emerge as an effective platform to suggest new ways to make рд╕рддрд░реНрдХ рднрд╛рд░рдд, рд╕рдореГрджреНрдз рднрд╛рд░рдд (Vigilant India, Prosperous India).

The Prime Minister recalled what he said during  the 2016 Vigilance awareness program that corruption does not have even an iota of  place in our country which is fighting poverty. He said that for decades, the poor did not get their entitlements but now owing to the DBT the poor are directly receiving their benefits. He said owing to  DBT alone more than Rs 1.7 lakh crore are being saved from getting into wrong hands.

He expressed satisfaction that peoples faith in the institutions is being restored again.

He stressed that there should be neither any strong interference from the government nor an absence of Govt. Government's role should be limited to the extent that is needed. People should not feel that the Govt is unnecessarily interfering or that the govt is not acting when needed.

Shri Modi said that over the last few years more than 1500 laws have been abolished and many rules simplified. He said that many applications for pension, scholarship, passport, startup, etc. have been made online to reduce the hassle to the common people.

He said similarly preventive vigilance is better than punitive vigilance. He urged the need to remove the circumstances that lead to corruption.

He quoted Kautilya’s saying

meaning, those who do not siphon government money but try to utilize it for public good, should be appointed to important posts in the interest of the state.

He said earlier there was a nefarious industry to lobby for transfer & postings. Now the government has taken many policy decisions, has shown the will to change this situation and the lobbying for appointments to higher posts has ended. The Government has abolished the interview for the post of Group B & C. He said the formation of the Bank Board Bureau, has ensured the transparency in appointments to senior positions in banks.

The Prime Minister said many legal reforms were undertaken and new laws introduced to strengthen the vigilance system of the country. He cited the new laws enacted to strengthen the vigilance system like laws against Black money, Benami properties. Fugitive Economic Offenders Act. He said India is among the few countries in the world where a face-less tax assessment system has been implemented. India is among those few countries where technology is being used more and more to prevent corruption. He said the priority of the government has been to provide better technology, capacity building, latest infrastructure and equipment to agencies related to vigilance so that they can work more effectively and deliver better results.

The Prime Minister stressed that this campaign against corruption is not just a one-day or just a one-week affair.

He mentioned generational corruption as a major challenge that has been gradually growing in the past decades and has taken a formidable form in the country. He explained generational corruption as the corruption transferred from one generation to another. He said when a generation of corrupt people does not get the right punishment, then the second generation commits corruption with more vigour. Mr Modi said, due to this, it became part of political tradition in many states. He said, this corruption and dynasty of corruption from generation to generation makes the country hollow. He said this situation is a major hurdle in the development of the country, for a prosperous India and a self reliant india. He wished that this topic would also be discussed in the national conference.

The Prime Minister urged to pay attention to the corruption related news. He said when examples of strong timely action against corruption are shown prominently it would increase the trust of the people and sends a message that it is difficult for the corrupt to escape.

He said that the country gets strengthened if it can defeat corruption and achieve the dream of Sardar Patel by making India prosperous and self reliant.

The Central Bureau of Investigation organizes this National Conference coinciding with Vigilance Awareness Wee’, which is observed in India every year from 27th October to 2nd November. Activities in this conference would be focused on Vigilance issues aimed at raising awareness and reaffirming India’s commitment to promotion of integrity and probity in public life through citizen participation.

The three day conference would discuss the Challenges in investigation in foreign jurisdictions, Preventive Vigilance as a Systemic Check against Corruption, Systemic improvements for financial inclusion and prevention of bank frauds, Effective Audit as an Engine of Growth, Latest amendments to the Prevention of Corruption Act as an impetus to the fight against corruption, Capacity Building and Training, Multi Agency Coordination-an enabler for faster and more effective Investigation, Emerging Trends in Economic Offences, Cyber Crimes and Transnational Organized Crime-measures to Control and Exchange of Best Practices among Criminal Investigative Agencies.

The Conference shall bring policy makers and practitioners on a common platform and will act as an enabler to combat corruption through systemic improvements and preventive vigilance measures, thereby ushering in good governance and accountable administration. This is a significant contributing factor for enabling ease of doing business in India.

The participants of the Conference include Heads of Anti-Corruption Bureaux, Vigilance Bureaux, Economic Offence Wings or CID from States and UTs, CVO’s, CBI officials and representatives from various Central agencies will also participate. The inaugural session was also attended by Chief Secretaries and DGsP of States and UTs.

Ministry of Electronics & Information Technology (MeitY), Government of India is observing the тАШVigilance Awareness FortnightтАЩ тАШрд╕рддрд░реНрдХрддрд╛ рдЬрд╛рдЧрд░реБрдХрддрд╛ рдкрдЦрд╡рд╛реЬрд╛тАЩ from 27 October to 10 November 2020 to emphasize the importance of integrity in public life. The Theme for the Vigilance Awareness Fortnight is тАУ Satark Bharat, Samriddh Bharat (Vigilant India, Prosperous India) . The theme puts the impetus on the thought that the development and progress of the nation take place when individuals and organizations are vigilant in safeguarding integrity as a core value. All sections of society need to be vigilant in order to uphold integrity in all aspects of our national life. Being vigilant also means improvement of internal processes, time-bound disposal of work, and systemic improvements leveraging technology. Technology can play a significant role in making India vigilant and prosperous through process improvements leading to inclusion, simplification, efficiency, and transparency.

Following the same, to enthuse employees and the public at large towards values of honesty, integrity, sincerity, responsibility, transparency, and service to the nation, MeitY has undertaken a slogan writing competition through the MyGov platform.

After independence, we, the people of India, agreed on our shared road to prosperity, and that is Democracy. Our democracy, as it is today, faces perils not from outside but from within, from its constituents. The current threats to our democracy are covert and lie deep within the societal structures that we have built. We are the agents of such structures. Hence, the words of Thomas Jefferson that тАЬEternal vigilance is the price of democracyтАЭ hold more weight today than ever before.

Vigilance is not an easy task. It demands an alert civil society if not the entire citizenry. Being vigilant requires one to be fearless and question those in power, those reposed in authority and above all oneself. Only an aware and a questioning mind can perceive the subtle manoeuvres of those at the helms of power. Constant vigilance works like a negative feedback system. It ensures that those who are entrusted with power by the public are kept reminding that they are under the perpetual public gaze. тАШThe janta is watching’, and those representing the janta must act accordingly. Vigilant citizens create a vibrant and a real democracy which in turn ensures that the fruits of prosperity reach the last person. There are four specific issues which require our utmost vigilance- corruption, crimes of hate, cybersecurity and climate change.

After the 1990s, with skewed economic growth came income inequality. Moreover, in a country with inherent graded social inequality in the form of caste, the picture is grimmer than what meets the eye. Inequality is a breeding ground for corruption. However, corruption in its traditional form is not the real cause for concern. Petty bribery at the lower rungs of administration would be taken care of by the digitization drive of the government. Today, we are witnessing a metamorphosis of operational corruption into structural corruption.

Structural corruption is the reason why, despite complete digitization of banking services in India, large banks still fail. The leading cause for bank failures like in the case of PMC Bank or Yes Bank is the corruption pervading in their governing boards. Political pressure forces banks to lend to defunct projects with the minimal scope of repayment and allow individuals with clout to siphon off public money. No mechanism put in place can detect such corruption. Here, a vigilant citizen can come to the rescue. Stakeholders can form an independent committee outside the purview of a bank. Bank failures do not happen overnight; they are the outcome of a long process. Hence, such a committee can collate all the necessary information to keep a watch on the bankтАЩs performance parameters. A vigilant stakeholdersтАЩ committee can identify the abnormality in their bankтАЩs functioning and notify the RBI as well as the rest of the depositors. Banks are the engines of a countryтАЩs economic prosperity. Hence, such prompt collective action would contribute a long way in IndiaтАЩs prosperity.

A nation cannot prosper by staying indifferent towards the predicament of a significant section of its population. Such an attitude nurtures divisiveness in society. The recent Hathras incident is an indication that hate crimes against women and socially deprived castes and communities are on the rise in India. Adding fuel to the fire is the phenomenon of fake news. Hence, vigilance is the need of the hour in this age of post-truth politics. Political parties to garner support may project lies or distorted facts through social media. Also, people tend to follow similar pages and accounts on social media platforms. Thereby, confining themselvesto echo-chambers where a repeated lie is projected as the truth.

In such a scenario, one must be a vigilant consumer of social media content. This means not believing in things as they are shown, following genuine sources and, most importantly, verifying before forwarding. One needs to stay alert against online toxicity and be wise enough to distinguish between facts and fakes. IndiaтАЩs prosperity rests on her social cohesiveness. Prosperity is possible only when all social groups contribute towards it. Thus, a vigilant citizen who breaks the chain of тАШWhatsApp forwardsтАЩ, potential of stoking communal passions, serves the national cause.

Digitization and penetration of the Internet, like any other technological intervention, has inadvertently opened an arena for fraudsters. Rampant digitization in a society with no prior digital literacy has shot up cybercrime in India. This is corroborated by the fact that the National Crime Records Bureau’s data for 2019 showed a 63.5 percent increase in cybercrime. Cybercriminals tap into the innocence and ignorance of the Indian user. Flashy advertisements of Ponzi schemes on websites or calls from fake job providers are used to trap people and extort money and extract their crucial data. The government has legal instruments like the Information Technology Act, 2000, to combat cybercrime. Also, it has set up the National Computer Emergency Response Team (CERT-in) as the nodal agency for cybersecurity.

However, a digitally vigilant citizen is an essential component of Digital India. One should not divulge any personal information, passwords, addresses, etc. to an unreliable website or page. Also, rather than rushing to ‘I agree’, one must read the ‘Terms and ConditionsтАЩ before entering any deal online. In the age of big data, one cannot afford to be incautious about oneтАЩs digital footprint. Just as an alert driver saves lives on the road, a digitally aware user can save money and reputation on the information superhighway. Furthermore, youngsters can ensure prosperity by disseminating digital literacy to the elderly and the less-educated.

Climate Change is an imminent danger to India. With millions living in ecologically vulnerable areas, its effects will be disproportionate towards the poor. Mass migrations caused due to floods or droughts are detrimental to the working of democracy. A socially and economically battered crowd is susceptible to a populist political agenda. Hence, vigilant citizens can play an important role in combating Climate Change and its adverse effects.

First and foremost, as a vigilant citizen, one must reflect on one’s lifestyle. As one attains social mobility, one should not give into extravagance and flamboyance. Experience of the West has shown that consumption-based lifestyle is a significant cause of pollution. One must strive to achieve an eco-friendly way of living to the extent possible. Moreover, purchasing earthen diyas instead of plastic lanterns would contribute to the prosperity of indigenous artisans. Secondly, as vigilant citizens, we must be the guardians of our country’s natural wealth. Forests and wildlife are an inseparable part of national prosperity. We must be aware of any nexus between politicians and industrialists to encroach upon forest areas. Collective vigilance is a roadmap to sustainable development.

Citizens are the base of a democratic polity and their vigilance is the cement that holds it together. As humans, we are susceptible to buy propaganda and lower our vigil. Indifference on the part of citizens can push democracy down the slippery slope. Hence, vigilance is the pre-requisite for prosperity in a democracy. Ultimately, the question is тАШwho will guard the guard?тАЩ The BuddhaтАЩs eternal message can be our guide in this task- тАЬBe vigilant; guard your mind against negative thoughtsтАЭ.
