Secret Teacher: a letter of application for the minister of education

I wish to apply for the position of minister of education.

I have been an English teacher in a secondary school for six years, teaching across the age range up to A-level. I've been a form tutor and have taken on a variety of professional development opportunities to benefit the department, school and pupils. It is because of my experience, knowledge and understanding of education that I am perfectly suited for the position of minister of education. This letter will outline the supporting evidence, and illustrate my plans for education in the United Kingdom.

We all agree that pupils are the most important aspect of education. Teachers work tirelessly to ensure that they provide the best education possible. They spend hours planning – and then more hours assessing – engaging lessons that interest students and allow them to demonstrate their progress in every subject. It is in the country's best interest that teachers are trusted to prepare the children for their futures.

The obstacles and insults that the current minister has levelled at teachers over the past two years, however, have undermined our confidence, competence, and freedom to teach effectively. My grassroots knowledge of the myriad government initiatives introduced since my PGCE training gives me a unique insight into how too many schemes can detract the attention of teachers from their students, forcing them to focus instead on hoop-jumping and box-ticking exercises in a bid to keep their jobs.

As the new minister, I would bring these initiatives to an end, allowing time for those already in place to be assessed and evaluated for success or failure. Those that work will stay; the rest, gone. Any new ideas will be developed by a committee of teachers and educators, whose motivation is focused on the pupils of the UK, not on their own ambition and pay grade.

The government understands how important it is to have intelligent and educated teachers in the classroom, hence its recent drive to ensure that the best and the brightest are attracted to teaching. My academic background is extensive, having spent a total of 13 years in higher education, resulting in four degrees. The best way to utilise my own education was to return to education, and pass on my knowledge and wisdom. The current minister of education has failed to realise, however, that his focus should not be on how to get the best into teaching, but on how to keep experienced teachers in the classroom.

To this end, I have outlined my plans for the department of education below:

Remove this ministry from the political agenda entirely. We are all agreed that the education of children is the fundamental purpose, and they should not suffer for some politician's ambition.

After stabilising education in this country, I would establish the minister of education position as an elected non-partisan post, with the requirement that candidates have a minimum of five years' teaching experience.

Remove needless directives that are of no benefit or importance to education to restore confidence in teachers' abilities to teach and assess.

Restore the national pay scale – effective immediately – and reinstate the original pension scheme. Teachers who worry about their own futures have less time to ensure that the highest standards of resources and teaching are delivered in the classroom.

Return to an end-of-year assessment by the teacher, based upon work throughout the year, that determines whether a child moves forward or stays in that year group. 'No Child Left Behind' has been universally detrimental as we allow students to proceed through the education system with less-than-basic literacy. This has affected everyone's futures in ways that were not previously considered.

Remove league tables as a measure of a school's success. Schools are not a business and should not be forced to follow a business model any longer.

If the current minister does not back down on his vilification of teachers in general, there will be no teachers at all; established teachers will leave the profession, and new teachers will never join. This minister is working towards the closure of schools and the total failure of education across the country.

I believe that the experience I have gained in teaching has prepared me to be the most effective minister of education this country has had. My own vision of what teaching has been, and can be again, will create an intelligent, free-thinking society, made up of members who accept their own accountability, can see how their actions have consequences, and will act in accordance to benefit themselves and contribute to British society in general.

To ascertain eligibility for this grant, the Ministry of Education is currently undertaking a means test application process. This initiative is designed to address the financial challenges faced by students in acquiring essential supplies, thereby facilitating their attendance at primary and secondary schools.

Documents obtained by The Times show the department’s troubled FAFSA rollout this year came in spite of early warnings that the project required sustained attention.

Long before the Education Department’s overhaul of the federal student aid application fell apart this year, officials who now lead the department were warned of a complex and time-consuming effort and its potential pitfalls in 2020, according to internal emails and documents obtained by The New York Times.

The documents anticipated a demanding timetable that would require the department to closely manage its priorities over several years to revamp the application form in time for students’ fall 2022 applications. The documents were prepared by the department’s staff and circulated among soon-to-be top officials after the 2020 election but before President Biden took office, including James Kvaal, the under secretary of education, and Benjamin Miller, a deputy under secretary.

The revelation that the officials were advised to prepare for an arduous process yet still failed to deliver a working form three years later is likely to add to the intense scrutiny the department has faced over the handling of the project, which threw the college application season into chaos earlier this year.

The documents were all distributed in December 2020, as Congress was about to pass a law requiring the department to overhaul the Free Application for Federal Student Aid, known as FAFSA. The law, which mandated changes that included whittling the unwieldy 108-question form down to a more manageable 36, originally envisioned the new form being ready for students by the fall of 2022.

In the weeks before Mr. Biden was inaugurated, officials overseeing the presidential transition approached the Education Department to take stock of pending challenges as they began to sketch out the new administration’s priorities among federal agencies.

In several instances, members of the transition team were told by the staff at the department’s Federal Student Aid office that the 2022 deadline mandated by Congress was too aggressive. They also warned that overhauling the form and the system used to calculate student aid offers would be a major undertaking that required collaboration with other agencies and deft project management.

“Do you have any issues around the proposals for FAFSA reform that have been floating around the hill that you think are worth flagging in case the permanent team needs it on its radar?” the transition team asked the office in one questionnaire.

“This bill would rebuild the FAFSA and the need analysis formula from the ground up,” the office replied in its written answers, adding, “FSA believes that a more realistic implementation time frame would be the 2024-2025 cycle.”

In another instance, the office advised that even a routine launch of the form incorporating “typical, annual changes” could require at least 15 months, and that getting the form ready by the 2022 deadline would be “next to impossible.”

In light of those warnings, the department sought a one-year extension, which Congress granted in March 2022 to move the deadline to Oct. 1, 2023.

Even with the extra time, however, the Education Department repeatedly fell behind.

A string of errors and last-minute tweaks forced officials to push the release of the simplified form from Oct. 1 to Dec. 31. And even once the new form had launched, a maddening array of bugs affected both applicants and college administrators waiting to receive student aid data.

Current and former officials who worked on the FAFSA simplification once the scale of the problems became clear have said that the department’s leaders often failed to check in on the project along the way, and were overly focused on other priorities such as the Biden administration’s flagship student loan forgiveness plans.

A spokesman for the Education Department said that including the FAFSA form, the agency was forced to work through three major initiatives as mandated by Congress within six months of one another — also endeavoring to restart student loan repayments after the pandemic and approving new student loan servicing contracts. Despite the tight deadlines, the spokesman said, Congress provided the department no new funding.

The documents indicate that although top officials were alerted early on that the law would require substantial action, they were still unable to stave off the troubled rollout this year.

The Government Accountability Office documented concerns about the department’s progress in a report in June , which highlighted questions about management of contractors on the project and called on the department to stay on schedule. The office is also pursuing an investigation of the department’s overall management of the project.

After an agencywide scramble to fix the form this spring , the department has since shifted its attention to reaching out to students who may have been derailed or failed to apply for aid. Since February, the department has allocated $100 million to support students and colleges and bolster applications — nearly 30 percent of the total $336 million it spent on the simplification project.

Since problems with the form came into public view in 2023, Education Secretary Miguel A. Cardona has repeatedly said that the agency’s hands were tied by the congressional deadline, and that the department has done everything in its power to meet its deadlines despite limited resources.

Mr. Cardona has said that the department expects the form to work normally for students applying to college this fall, and that the changes will benefit future applicants.

“FAFSA has been a priority since Day 1 when we got into these positions, and it will continue to be a priority until we deliver for these students,” Mr. Cardona told lawmakers in April.

The Welsh Conservatives have focused on Labour's record in Wales as they launched their general election campaign on Friday.

Wales Secretary David TC Davies and the Conservatives' Senedd leader Andrew RT Davies launched the campaign at a farm in Chepstow, Monmouthshire.

They said they were the only party who had a "clear, bold plan to deliver a secure future for Wales".

Recently-announced Conservative policies including national service for 18-year-olds were at the forefront of the Welsh launch.

Mr TC Davies said a Conservative UK government would "get Wales moving" by boosting rail connections between North West England and North Wales.

They also pledged to deliver "nuclear power back to North Wales" and "ensuring personal security for pensioners".

"We will give our young people the best start in life with the national service scheme which will support communities and keep our country safe," he added.

Senedd Tory leader Mr RT Davies said Labour "cannot be trusted to run Wales, so they cannot be trusted to run the United Kingdom".

Yesterday saw Welsh Labour launch its general election campaign, also in Monmouthsire, as Sir Keir Starmer joined Wales's first minister Vaughan Gething in Abergavenny.

Sir Keir pledged there would be "no more conflict" between the Welsh first minister and UK prime minister were Labour to win the election.

Meanwhile, Plaid Cymru launched their campaign in Bangor, Gwynedd, with leader Rhun ap Iorwerth saying "no more to ignoring Wales at Westminster".

The Welsh Liberal Democrats launched their campaign in Knighton, Powys, on Wednesday, pledging to stand up for Wales's farming communities.

Sir Keir Starmer is asked next about polling that shows that while support for Labour is rising, support for independence is not falling.

Asked if his goal is to see that support fall after five years of a Labour government, he replies: "I do understand the sentiment that leads a number of people to say after 14 years of being shackled to this Tory government in Westminster, we'd be better off out."

But he says the election could be "a game-changer", saying: "If people want change, if they want a better Scotland, a different relationship across the UK between the four nations - that is part of the change we can bring about in this election."

He promises that he will "deliver for Scotland" and not be "in conflict".

That concludes Sir Keir Starmer's event in the West of Scotland.

It was reported this morning that the Labour leader used a private jet to travel to Scotland to launch his green energy investment vehicle, GB Energy.

Sir Keir Starmer is asked about those reports, and confirms they are true.

"We did use a private jet because we needed to get very quickly to Scotland from Wales yesterday, and we have to use the most efficient form of transport in the middle of a very, very busy general election campaign.

"We offset the carbon, we always do whenever we use transport in the air."

He adds: "We've got five weeks to take our argument to the country, I need to get across the country to speak to as many people as possible, and from time to time we have to do it as efficiently as possible."

Next, the Labour leaders are asked about reducing the number of drugs deaths in Scotland.

Scottish Labour leader Anas Sarwar said there is a "a health emergency" in Scotland around this.

"One thing that we cannot escape from is we have the exact same drugs laws in every part of the UK, but we have three times the number of drug deaths here in Scotland.

"And frankly, I find it really shameful the SNP want to use that emergency, where people are losing their lives every single day, as another grievance tool between Scotland and the UK."

He argues that Scotland needs to "reverse the cuts to the alcohol and drug partnerships, we have to get more investment in the rehabilitation beds that were promised by the SNP and not delivered, and we have got to make sure we are supporting those communities around, for example, family breakdowns, those who have mental health crises, lack of access to employment, lack of access to adequate levels of housing".

Sir Keir Starmer adds: "So the question for the SNP is not who can you find to blame, what constitutional excuse can you make, but how did this happen on your watch?

"How did this get so bad on your watch? It's shocking to see the statistics and the human beings that are behind those statistics."

A Daily Record reporter is next to put a question to the Labour leader, and he asks about suspended MSP Michael Matheson's refusal to resign.

MSPs voted to suspend Scotland's former health secretary from Holyrood for 27 sitting days and to strip him of his salary for 54 days after running up an £11,000 iPad data roaming bill ( more here ).

Sir Keir Starmer says the scandal shows that "the parallels with the Tories and the SNP are very striking now".

"You've got chaos and division, both in Westminster and with the SNP.

"You've got unelected leader after unelected leader in Westminster and with the SNP. And now on standards in public life, you've got the SNP picking up the Boris Johnson playbook."

Sir Keir went on to say that "there should be a recall petition" for Scottish voters to be able to remove their MSP if warranted.

He added: "It's worked well in our parliament, and we've had a number of by-elections which we've very much enjoyed."

The Labour leader is asked by The Times if he will commit to an immediate investment in health capital projects in Scotland, if elected, to stop the "delays".

The Scottish Labour leader leads on the response, saying there have been "mass cuts to capital projects under this SNP government".

Anas Sarwar points to other capital projects launched by the SNP, where the costs have multiplied.

"Of course there's a role for a UK Labour government... but actually, we've got to better spend that money here in Scotland under this SNP government."

Sir Keir Starmer goes on to say that his plan to invest in the NHS in England could also be able to help Scotland.

Hitting out at the SNP, he adds that it is "shocking" that one in six people in Scotland are on an NHS waiting lists.

Next, Sir Keir Starmer is asked by The Mirror when he will deliver compensation for the WASPI women.

WASPI stands for Women Against State Pension Injustice, and it represents around 3.8 million  women born in the 1950s affected by moves to lift their retirement age into line with men.

The Labour leader replies that the Tories "should have responded" to the ombudsman's report, and accuses the government of leaving the issue "unaddressed".

"It is shocking that the government hasn't dealt with it."

But on what he will do, the Labour leader will not commit to anything, saying: "What I'm not going to do is stand here and make promises that I don't think we can afford."

He says, if elected, Labour will look at the ombudsman's recommendations, and adds this is one of a "long list" of challenges to address after the election.

Martin Forde KC, who investigated racism within the Labour Party, has told The Guardian newspaper that the row over Diane Abbott is leaving some black voters without a "political home".

Asked for his response, Sir Keir Starmer said: "I'd say we’ve got fantastic candidates across the country, including many black candidates, leading candidates.

"I'm very proud of the team that we've put on the pitch. The choice at this election is a very clear choice – there's only going to be one of two outcomes.

"We're either going to get more of the chaos and division under the Tories, or we're going to turn a page with Labour."

He goes on: "When we started selecting our candidates, I was very clear with the team, I wanted the highest quality candidates on the pitch for the task ahead.

"In relation to Diane Abbott, as I've said before, no decision's been taken to bar her, and she's obviously now got the whip back."

Christopher Hope of GB News asks the Labour leader if he would be able to do business with a potential future Trump White House, after he became the first former US president to be convicted of a felony.

Sir Keir Starmer replies that Labour "respects the court's decision".

"There's sentencing still to go and possible appeals, but we respect the court's process."

But he goes on: "In the end, it is for the American people to decide who they want to elect as their president.

"And if we're privileged enough to come into government, we will work with whoever is elected president of the [United States]".

The "special relationship [between the US and UK]... transcends whoever the president is", he adds, and says there is "no doubt" that it is "an unprecedented situation".

Christopher Hope of GB News also asks: "What if the wind stops blowing? Will the lights turn off?"

Sir Keir replies that clean energy in the future will be a mix of renewable sources, citing wind, solar, nuclear, hydrogen.

But he says that "oil and gas isn't going to last forever, and we can't ignore that".

 Next to ask a question is Sky News' political correspondent Tamara Cohen .

She puts to him that unions that back Labour say his energy policy is "a ban without a plan" because it will cost more jobs than it will create, and asks if he is worried about losing votes.

He replies that Labour is "not turning off the taps" on oil and gas, that they "will be part of the taps for many years", and he won't be "revoking any licences".

But he goes on to say that "a transition is coming", which "everybody knows" and is "working towards".

But "the worst thing that we could do now is do what Rishi Sunak is doing and put our head in the sand and pretend it's not happening".

That, Sir Keir argues, is what happened when coal was phased out in the last century, which communities across the UK are still "paying the price for".

"I'm not prepared to let that ever happen under a future Labour government."

Statement by Minister David Maynier, Minister of Education Western Cape

Parents who applied for a place in Grade 1 or 8 for their child for the 2025 school year during the on-time admissions window will start seeing the outcomes of their applications from 30 May 2024 .

We encourage parents to check that they have their passwords to our online admissions system handy in advance of the offers being made, and that their contact details are correct. They can access the system here: https://wcedonline.westerncape.gov.za/admissions

Parents who receive successful offers must then accept or decline these offers before 14 June 2024 , and we encourage them to do so as quickly as possible.

It is especially important for parents to confirm their choice of school speedily when they have received offers from multiple schools. These parents are essentially ‘double parking’ on the system, stopping schools from offering these places to other applicants until they make their choice.

If a parent has not confirmed their choice by 14 June 2024, the system will automatically confirm their top-ranked choice of school that has made an offer. All other offers will then be removed, so that those places can be offered to other learners.

Parents who do not receive an offer on 30 May 2024 should not be disheartened: thousands of additional offers can be made to parents who were not successful initially, as other parents confirm their choices and free up spaces.

We will leave no stone unturned in our efforts to place every learner whose parents applied on time as quickly as possible.

Destruction of girls’ schools in kp alarms education ministry.

ISLAMABAD: The Ministry of Federal Education and Professional Training has drawn the attention of Khyber Pakhtunkhwa government to the destruction of girls’ schools by terrorists in the newly merged districts and demanded a prompt action against the menace of terrorism.

In a letter written to the KP chief secretary, the federal education secretary has expressed grave concern over the recent incidents of torching of schools in the merged districts.

“It is particularly disheartening to note that these heinous acts of terrorism are disproportionately targeting institutions dedicated to girls’ education,” the letter said.

“The federal government is deeply alarmed by these developments, which not only endanger the lives of our children but also threaten the progress we have made in promoting education and gender equality in these regions,” it said, adding that education of girls is a cornerstone of the national development strategy, and any attack on this front is an attack on the future of the nation.

“I want to reassure you that the federal government stands in solidarity with the provincial administration of Khyber Pakhtunkhwa during this challenging time. We are fully committed to supporting all necessary measures to ensure the security of educational institutions and to swiftly rebuild the schools that have been destroyed.

“It is imperative that we work together to counter this menace of extremism and restore a sense of safety and normalcy for our students and educators,” the letter added.

“I propose the establishment of a joint task force comprising federal and provincial representatives to develop a comprehensive plan for the reconstruction of damaged schools and the enhancement of security measures across the region,” the federal education secretary said in the letter.

The letter added that this task force should focus on community engagement and resilience-building to prevent further extremist activities and to foster an environment where education can thrive without fear.

“Please be assured of our unwavering support and cooperation. Together, we can and must ensure that the right to education, particularly for our girls, is protected and promoted, despite the challenges posed by extremist elements. I look forward to your prompt response and to working closely with your office to address this critical issue,” the federal education secretary concluded.

UAE's Minister of Education visits Fudan

On May 28, President of Fudan University JIN Li met with Minister of Education of the United Arab Emirates (UAE) Dr. Ahmad Belhoul Al Falasi at Fudan. The two sides exchanged views on deepening exchanges and cooperation in the field of higher education.

Minister Ahmad Belhoul Al Falasi said educational cooperation is an important area of cooperation between the UAE and China. Chinese President Xi Jinping has recently written a reply letter to student representatives of the Hundred Schools Project of Chinese language education in the UAE, encouraging them to master the language and get more knowledge of China, and contribute to promoting friendship between the two countries. The UAE encourages more UAE students to study in China, and more UAE universities to strengthen cooperation with Chinese universities through personnel exchange and research collaboration. The minister particularly welcomes Fudan to deepen research cooperation with UAE in the fields of sustainable development and artificial intelligence.

JIN Li extended a warm welcome to the minister and made a brief introduction to the university. Fudan has long been actively promoting international cooperation and established extensive partnerships around the world through various ways of exchanges and cooperation. Since 2023, Fudan has been developing comprehensive cooperation with the Arab world, as the university signed MoUs with the Association of Arab Universities (AARU) and the Secretariat of the League of Arab States, joined the China-Arab Consortium of Universities Exchange Mechanism and “China-Arab Universities 10+10 Cooperation Plan”, and established partnerships with Ain Shams University, Qatar University, University of Jordan and other top Arab universities. Fudan will give full play to its strengths to carry out academic cooperation with UAE universities in various fields, and welcome outstanding students from the UAE to study at Fudan.

Fudan University Vice President CHEN Zhimin and representatives from UAE’s Ministry of Education, Consulate General of the UAE in Shanghai, United Arab Emirates University, Zayed University, Higher Colleges of Technology, Higher Colleges of Technology, Khalifa University and relevant departments and schools at Fudan University attended the meeting.
