Any employers who are authorized to recruit foreign workers and wishes to recruit from Nepal can submit Demand Documents for Embassy’s attestation upholding following Standard Operating Procedures. Employer does not need to fill up this online application form who is willing to attest renewed KDN approval only.

  • Mention monthly salary including overtime (maximum overtime four hours in a day) as per the Malaysian labour laws;
  • Provide one day holiday in a week as permitted by the Malaysian labour laws.
  • Female workers are allowed for manufacturing sector only. Male and Female workers can be requested on the same KDN/KSM and a single demand letter. However the number of males and females should be clearly mentioned in the demand letter.
  • All documents should be prepared on original Letterheads  of the Company. Photocopy of Letterheads or letterheads containing digital images shall not be entertained.
  • Agents are not entertained for the submission and collection of the workers demand document.
  • The embassy may need to visit the company’s premises as a part of the review process of the demand document and to physically assess occupational safety and health, condition of living quarters and overall security for the workers.
  • The employers should submit the proof that the accommodation arranged for foreign workers meets the standards set by the Worker’s Minimum Standards of Housing and Amenities (Amendment) Act 2019 (Act No. 446) of Malaysia.

Require documents for attestation of extended Power of Attorney/KDN Approval Letter.

  • Application letter (signed by the Director with Company seal) along with the Lot Number (from Nepal Manpower Agency).
  • Authorization letter for the company personnel with EPF statement.
  • Copy of Previous Original Quota (KDN/KSM) approval letter.
  • Copy of English-translated Quota (KDN/KSM) letter and Power of Attorney, Previously attested by the Embassy.
  • If the KDN letter is extended, the Original (Bhasa) and an English translation copy attested by MOFA.
  • A new Power of Attorney (explaining the reason for extension, where the issue date of the New Power of Attorney must align and start from the expiry date of the previous Power of Attorney, which should not be valid for more than 2 years from initial approval date).
  • The calling visa of the remaining workers.
  • Authorised person visit Level 3 or Level 9 for submission along with all documents mentioned above.
  • Attestation fee: RM 500 for each extended POA and extended KDN.

Collection of Attested Documents

  • Attestation may be completed normally within ten working days.
  • The information of attestation is directly delivered to the concerned authorities in Nepal via Foreign Employment Information Management System (FEIMS) as soon as it is approved.
  • Attested documents can be collected on Monday-Friday from 14:00-16:30 hrs.
  • If your Receipt No. is not included in the list of following Pending Demand Letters after 10 working days of submission of the Embassy has not contacted you for further clarification within that period, it indicates the approval of your demand letters.

Pending Demand Letters : There is no any pending demand document so far .   If you have any confusion on this matter kindly contact to 03-20201898/1899 at anytime or visit Room No. 301 on Monday and Friday and Counter No. 2 of Level 1 from Tuesday to Thursday of the Embassy from 14:00 to 16:30 and clear your pending issues for the attestation of pending demand letters.

If your document has not been attested and is not in the pending list either, please email at [email protected]. Demand documents with following receipt are in the process for clearance. So Directors of the concerned companies are advised to contact to 0320201898/1899 to get appointment for meeting to clear their issues and get attestation approval.

This is to inform all the concerned that the Government of Malaysia has implemented a basic minimum salary of MYR1500 since 01 May 2022. In this regard, the Embassy shall attest only those demand documents which guarantee for the implementation of the minimum monthly basic wage of MYR1500. The Embassy informs the concerned employers, whose demand documents are in the process of attestation at the Embassy, to revise the designated pages of Demand Documents and Contract of Employment, and submit to the Embassy.

Institutional recruitment.

Following documents should be submitted to the Embassy in the given order for processing the recruitment of Nepali nationals:  

  • An Application Form Download Application Form for Demand
  • Standard Demand Letter: It should clearly mention the number and gender of workers, basic salary, working hours(8) and working days(6), provision of food, accommodation, and transportation, medical insurance, workmen’s compensation (compensation for injury and death) insurance, air tickets (joining and return), other benefits and service/agency fee and cost of visa, medical test, and Emirates ID etc. Download Sample of Demand letter
  • Service (Two Party) Agreement: Two copies of agreement between Nepali Manpower Agency and Company in the UAE
  • Power of Attorney: Two copies of the authorization issued by the company in the United Arab Emirates to Nepali Manpower Agency to recruit and supply workers. The license numbers of both the Nepali and UAE Company must be mentioned in the Power of Attorney and it should not be valid for more than two years. Download Sample of power of Attorney
  • Standard Employment Contract: Two copies of contract for each job category based on Job Position and Basic Salary between the employer in the UAE and Nepalese worker(s). However, a single Sample Employment Contract can be prepared for various job category or position if the categories of workers have equal salary and other benefits. In such a case, companies may indicate more than one job title in one Sample Employment Contract (for example Waiter/Bartender/Cook/Commis, etc.) Standard employment Contract must contain basic salary and information about other benefits such as food, accommodation, medical insurance, workmen’s compensation insurance, working days and hours, transportation, two-way air ticket, visa cost, cost of medical test and Emirates ID, etc. Download Sample of Employment Contract
  • Guarantee Letter: Two copies of undertaking conforming that the employee(s) will be assigned to work in the company specified in the contract and will not be compelled to work out of the UAE and assuring the safety and security of workers. Download . Sample of Guarantee Letter
  • Copy of EID of the Sponsor/Owner and the Submittant
  • Copy of Valid Trade/Commercial License of the Company and the Nepali Manpower Agency
  • Authentic Quota Paper from the concerned authority (if the company is private)
  • Copy of ID of the Authorized Person (Owner/HR Manager/PRO) of the company or Authorization letter to submit and collect the documents.
  • ID no. and contact no. of Nepali workers working in the company, if any and their Salary Sheet of the last month.

Minimum Basic Salary and other allowances

As decided by the Government of Nepal published in Nepal Gazette volume 62 number 32 section 5 Dated 2069.7.27.

The above stated salary and allowances are additional to the transportation and other benefits.

  • Please note that all copies of the documents need to be self attested by authorized person to submit the documents.
  • Demand Letters need to be attested by the respective Chamber of Commerce and Industry of the UAE.
  • The UAE Government entities are exempted from the requirement of Chamber attestation.
  • Companies that are operating under Free Zone need to get those documents attested either by the Chamber or by designated Free Zone Authority.
  • Embassy may visit the company and accommodation before the attestation of demand (within 10 days of documents submission), if deemed necessary.
