Sustainable economic development entails the ability of the present human beings to meet their needs with the available resources without trashing the ability of the future generations from doing the same (Sustainable Development in Developing Countries, 2012a ). It also involves integrating all environmental issues with the purpose of ensuring economic development that can meet the immediate needs of both the present and future generations. Sustainable economic development encompasses cultural, natural, social, and economic environments whose inclusive development is vital to the welfare of society.

Notably, sustainability in terms of interdependence and fairness ought to be between countries in the world and individuals within a country. For instance, South Africa that has abundant gold and platinum lacks adequate water for its population. The rich population possesses most of these natural resources since the distribution processes do not follow fairness and equity but the purchasing power of an individual. Clearly, such an economy encourages disparities among the population with a small population having the potential to consume a large portion of the world’s natural resources. This country can reduce poverty levels by enhancing pro-poor development mechanisms.

The main causes of environmental degradation in developing nations are grouped into two categories namely natural and human factors. Natural factors are nature bound; they include hurricanes, volcanic eruptions, and droughts among others. Droughts, for instance, destroy the vegetation thus leaving the land open for massive erosions (Powell, 2009). Both wind and soil erosions sweep the top fertile soil; such soils cannot support crop production.

If droughts occur in some parts of the world then, there will be a diverse economic growth thereby causing unsustainability in economic development. On the other front, human factors like industrialization and urbanization result from human actions. Powell (2009) asserts that when a country sets up industries in different areas, employment opportunities and the market for investments arise. From this perspective, the economy will serve a vast population thereby enhancing equality and accessibility to the country’s resources by all. On the other hand, the industrialization process can lead to the mechanization of production thus putting laborers out of work.

Deforestation and water pollution have immense effects on developing countries — polluted water results from wastes that do not decompose quickly. Developing countries will meet the extra cost of treating polluted water. Their governments could have directed these funds to other useful economic projects like rural electrification and education sponsorship. Socially, polluted water causes numerous diseases such as cholera and typhoid.

These diseases may kill the poor who only have money for their everyday basic needs. The social structure in society reveals the different economic powers that exist in the community. Economists believe that the massive deforestation in Sub-Sahara Africa and Latin America are due to the tragedy of the commons where individuals pursue their own interests. Cutting down of forests destroys water-catchment regions in a country; this forces a country to put more funds on irrigation than ever in order to enhance economic sustainability. Developing nations can develop alternative sources of energy among their rural population who mostly uses firewood and charcoal as a source of fuel.

Moreover, they can carry out mass education on the benefits of planting trees and proper waste management methods. Since a negative effect on the environment affects all, developed countries should increase financial incentives that target developing nations on forest preservation and clean water management (Kanetkar & Pachauri, n.d.). An example of such a program is the REDD initiative that stands for Reducing Emissions from Deforestation and Forest Degradation; it has consumed over $30billion towards funding clean low-carbon emission initiatives in the underdeveloped nations.

The high vulnerability among the poor makes them be at a high degree of influence from the effects of climate change and global warming. Libya that is in North Africa experiences immense drought while areas of Asian mega-deltas experience massive flooding (Todaro & Smith, 2012). These poor nations meet the cost of environmental degradation. Some extended effects include displacements, poor housing, and adverse health conditions.

Between 1915 and 1934, the United States occupied Haiti and in the process constructed roads, improved the education system, restored order, and basic security. In addition, the US improved Haiti’s health system. When the dictatorial leader Francois Duvalier took over the leadership, the economic infrastructure began deteriorating. The dictator focused on short-term benefits instead of modernizing Haiti. On the other hand, the Dominican Republic leadership focused on improving their already made infrastructure (Todaro & Smith, 2012). Comparatively, the DR dictatorial leader Trujillo facilitated a higher economic growth than his counterpart in Haiti did.

Haiti went ahead to record the highest illiteracy rate and a poor health system by 2010. However, DR was well placed at the time in providing its people with the basic human capital that remained essential in the global economy. Further, the strong background on infrastructure, health, trade, and education steered the economic growth of DR. Its exports, remittance, and tourism grew to almost half the GDP. Haiti, on the other hand, experienced political instability since the army overthrew the regime.

The regime was so violent that the country could not engage in other economic activities. The diversification on tourism made DR focus on the clean and sustainable environment while Haiti only focused on sugar that had a volatile market price. The organization of the early institutions in DR reveals its stability even during natural calamities like the 2004 Hurricane Jeanne. It went further to absorb Haitians refugees who crossed the border due to the Haiti hurricanes.

Our future lives and livelihoods: Sustainable and inclusive and growing

As the world economy starts to emerge from the COVID-19 crisis, the time will soon come for leaders to look beyond safeguarding lives and livelihoods  and to set their sights on a more profound challenge: bettering them. This societal challenge might be ten times as big as the pandemic and last ten times as long. The three goals we have in mind—growth, sustainability, and inclusion—buttress one another yet don’t always pull in the same direction; we see powerful reinforcing as well as counteracting loops among them (exhibit). And so, while many might broadly agree on the aspiration, there’s a very tough question lurking in the background: How do we go about building a future that delivers growth and sustainability and inclusion?

Full disclosure: we’re not going to offer an answer. Instead, we propose a way for changemakers in business, government, and society to explore the problem, a mental model that might offer the best chance to reach the answer. It starts with this: we believe the ands are crucial and that they are in fact the means to the end . The three elements of growth, sustainability, and inclusion are deeply connected and cannot be viewed as trade-offs. Consider this: without growth, how could we achieve prosperity and well-being or pay for the transitions needed to make the economy more sustainable and inclusive? Without sustainability, how could we fashion growth for the current generation and the ones to follow? Without inclusion—an opportunity for productive work and a satisfying life for all citizens—how could we ensure the demand needed to propel growth? Indeed, getting to and —moving to a world in which growth and sustainability and inclusion form a powerful dynamic—is the imperative for the next era of business.

But before we get to the challenge of and , let’s face facts: hastening growth, sustainability, and inclusion are incredibly difficult challenges in their own right. Fortunately, thinkers, strategists, activists, and many others around the world—dreamers and doers—are working on it. We are too. In our view, the world will need to confront three problems simultaneously:

  • Growth is elusive. In the mature G-7 economies, GDP growth has halved to 1 percent per year on average since the 2008 global financial crisis. 1 World Economic Outlook Database, October 2021, International Monetary Fund, imf.org. It’s the same story in emerging economies: despite some exceptions, such as China and India, growth in emerging economies overall has been lower recently than in the early 2000s.
  • Poverty is still endemic, despite the progress made. More than 600 million people still lived in extreme poverty as of 2017. And in 2020, another 100 million or so people joined them as a result of the COVID-19 pandemic. This will persist unless today’s leaders create sufficient jobs with decent wages, as well as a robust social contract that ensures access to affordable housing, healthcare, and energy for the bottom one to three quintiles of the population, depending on the country. Meanwhile, a new threat to personal income is mounting: the rise of technology-driven changes in the ways we work, which the pandemic has accelerated. We estimate that more than 100 million people will need to make occupational transitions  by 2030 in a set of eight advanced and emerging economies.
  • Ensuring a sustainable future will require massive investment. For example, the International Energy Agency estimates that net-zero emissions might require investments of almost $5 trillion each year by 2030, and $4.5 trillion per year by 2050. 2 Net Zero by 2050 , International Energy Agency, July 2021, iea.org. The annual bill equates to about half of global corporate profits in 2019, or about one and a half times the annual increase in public debt over the preceding 15 years. Additional investments needed for decarbonization in agriculture, transportation, and other sectors could nearly double the bill. While many of these investments would produce a return, their financing or pricing is not yet set up.

And that’s just the start: as we explain in this article, even if the global economy were to get these three goals notionally right, there are contingencies among them that, if left unresolved, could wreck any progress made.

Here, we seek to frame the debate about achieving sustainable, inclusive growth in a clear-eyed way, laying out the aspiration but also the toughest problems that need to be solved to achieve this growth, with some illustrations as to their size. Good strategy should always start with asking the right questions. For today’s leaders, the questions are vast and profound— and soluble.

The virtuous cycle starts with growth

What do we mean by sustainable, inclusive growth? There are many ideas associated with these words. We aim for broad rather than narrow interpretations:

  • In growth, we include the ambition of increased prosperity and well-being, including economic-profit growth for companies, GDP growth for nations—as well as measures such as life satisfaction for citizens—derived in part from dignity of work (while recognizing that measurable definitions of well-being are still evolving).
  • In inclusion, we consider equality of opportunity and broad-based progress of outcomes for all—especially sufficiency of living standards—and the narrowing of inequalities among genders, ages, ethnicities, family backgrounds, and places of residence.
  • In sustainability, we aim for environmental resilience, which starts with reducing climate risk but also includes much broader preservation of natural capital as well as intergenerational fairness, all considered in terms of economic and societal costs and benefits.

These three goals are daunting. Fortunately, they can strengthen and reinforce one another:

  • Growth supports inclusion, part 1: Creating meaningful jobs and lifting incomes. High-growth emerging economies  have delivered powerful proof that growth supports inclusion, by reducing the global share of those living in extreme poverty by two-thirds—to less than 10 percent of the world’s population—and by welcoming hundreds of millions to the middle class. This applies in advanced economies too: from the early 1990s to 2005, before the global financial crisis, GDP per capita rose by 2 to 4 percent per year and real median household market incomes also rose.
  • Growth supports inclusion, part 2: Correcting labor-market inadequacies. In growing economies, government transfers and tax policies can help support incomes for large swaths of the population. Research from the McKinsey Global Institute found that real market incomes were flat or fell  for just 20 to 25 percent of households, after taxes and transfers; before these transfers, some 60 to 70 percent of households saw incomes decline. During the pandemic, while US median household income dropped 2.9 percent in 2020, the share of people living in poverty declined , after accounting for government aid. 3 Income, poverty and health insurance coverage in the United States: 2020, US Census Bureau, September 14, 2021, census.gov.
  • Growth enables sustainability by encouraging investment. Economic growth strengthens consumer confidence , spending, and demand, all vital elements of a healthy investment climate—which the energy transition is going to need. And as our research on outperforming emerging economies  has shown, the capital deepening that results from greater investment spurs productivity and, with it, wages and growth.
  • Greater inclusion and sustainability promote growth through new demand and investment opportunities. Sustainability drives new business opportunities in domains such as clean technologies. India, for example, could more than quadruple its renewable-energy capacity by 2030 ; we estimate that this could generate some $90 billion in GDP and support about two million jobs in 2030. And inclusion has similarly powerful effects on growth. We estimate that more inclusive access to healthcare could add 0.4 percent to the world’s GDP  growth by 2040. More broadly, inclusion spurs demand, as a burgeoning middle class is a key driver of consumption. Africa has about 200 million young people of working age and will have close to a billion by 2050. Youth training and development, especially of digital skills, can vault this group into the middle class—and help close skill gaps in the rest of the world.
  • Sustainability reinforces both inclusion and growth through the ‘energy prize.’ The energy transition will yield a prize of two cross-cutting benefits: lower costs that make energy more accessible, and more productive lives. Over the past ten years, the cost of electricity from renewables fell about 50 to 85 percent . 4 “Majority of new renewables undercut cheapest fossil fuel on cost,” International Renewable Energy Agency, June 22, 2021, irena.org. Renewables are now gaining ground in developing economies. In sub-Saharan Africa, a region with the lowest energy-access rate in the world, decentralized renewable solutions such as rooftop solar are taking root. 5 Jan Corfee-Morlot et al., Achieving clean energy access in sub-Saharan Africa , Organisation for Economic Co-operation and Development, January 31, 2019, oecd.org. Lower emissions and reduced air pollution can improve health and allow more people to participate productively in the economy. These three goals—sustainability, inclusion, growth—are daunting. Fortunately they can strengthen and reinforce each other.

Squaring the circle

If only each element of the circle of sustainable, inclusive growth created purely positive reinforcements to the others, the way forward would be clear. But the reality is that sustainability, inclusion, and growth also counteract. Squaring this circle means combating three sets of potential counterforces, which could be just as powerful as the reinforcing loops.

Growth’s counteractions

Growth imposes two major challenges. First is the persistent rise in inequality, which could worsen with growth. Already, 70 percent of the global population live in countries where inequality is mounting. Second is rising resource consumption and emissions.

  • Growth affects inclusion through skill-biased inequality—and its magnitude is set to rise with trends accelerated by the COVID-19 pandemic. Growth in the knowledge-based economy has stoked demand for higher-level cognitive, technological, and socioemotional skills — a demand not matched by the supply of workers with such skills. As a result, a skill-biased inequality in many countries has sprung up. In the United States, for example, wages for middle-income jobs grew by 1.1 percent between 2000 and 2018, whereas wages for high-pay and low-pay workers grew much faster , at 7.3 and 5.3 percent, respectively. As the pandemic accelerates digitization and automation, almost all growth in labor demand could occur in high-wage occupations . The number of workers who would need to make occupational transitions by 2030 in order to stay employed would increase by up to 25 percent , including—for the first time—many low-wage workers.
  • Growth counteracts sustainability through greater resource consumption. The global “material footprint” —that is, the raw materials used to make the goods that we consume—rises in correlation with GDP growth. 7 The Sustainable Development Goals Report 2019 , United Nations, 2019, unstats.un.org. As growth expands in emerging countries, the problem of an increasing global material footprint could get worse. According to the World Bank , about 10 percent of the world’s people still have no access to electricity, and 2.6 billion people lack access to clean cooking solutions. 8 “Report: Universal access to sustainable energy will remain elusive without addressing inequalities,” World Bank press release, June 7, 2021, worldbank.org. If increased demand from a globally expanding consuming class is not accompanied by improvements in resource efficiency, this will put an even heavier burden on the planet.

Sustainability’s counteractions

Trillions in capital are needed for energy investment to achieve the goal of net-zero emissions by 2050. If consumers and businesses shoulder the burden, near-term growth and inclusion could suffer, even though the longer-term benefits are clear. If costs are passed on to consumers, energy prices could rise well before the gains are eventually reaped, and if costs are passed on to businesses, the profitability of whole sectors could suffer.

This dynamic sets up the potential for two counteractions: uneven distribution of impact and a challenge to the goal of inclusion.

  • The energy transition could affect some countries and sectors severely. Oil- and natural-gas-producing economies could see their annual per capita income from these products fall by about 75 percent by the 2030s , according to the International Energy Agency. 9 Net Zero by 2050 , International Energy Agency, July 2021, iea.org. Lower-income countries will be disproportionately exposed because they have a higher share of emissions-intensive sectors and will also need to make higher investments relative to their GDP. Those sectors include power, automotive, construction, and others, all of which will be intensely affected, as will supply chains.
  • Lower-income households are disproportionately vulnerable. In Europe, recent rises in energy prices—the vanguard of the energy transition—are falling heavily on low-income households, prompting some governments, including in Spain, to provide subsidies . 10 “Spain targets energy firms as European bills surge,” BCC, September 14, 2021, bbc.com. And while the transition could lead to some 18 million more jobs in the green economy , according to International Labour Organization estimates, many people, especially lower-income workers, will need to retrain to qualify for these new jobs. 11 Greening with jobs—World Employment and Social Outlook 2018 , International Labour Organization, May 14, 2018, ilo.org.

Inclusion’s potential counteractions

The positive spillovers of inclusion are indisputable and well documented: greater workforce participation, higher creativity, more capital allocated to children’s needs. However, poorly conceived measures to boost inclusion can have unintended negative consequences that can include distorted product markets, reduced investment, or faster environmental depletion. For example, in developing economies, free or highly subsidized nonvolumetric pricing of electricity used to pump water can lead to groundwater depletion . 12 Bekele Shifraw, “Addressing groundwater depletion: Lessons from India, the world’s largest user of groundwater,” World Bank Independent Evaluation Group, August 23, 2021, ieg.worldbankgroup.org. Efforts to achieve equality can also backfire if they become a box-ticking exercise, or a quota-driven program, which may fail to address the root causes of inequality. As a result, the goal of achieving a fairer workplace or society may not be achieved, and outcomes may even worsen for certain groups.

As in the pandemic, we will need multiple experiments, unprecedented speed in scaling successful ones, and broad participation across actors.

Starting here, starting now: A proposal

Achieving a future that is sustainable and inclusive and growing is so compelling an idea that today’s leaders owe it to future generations to act immediately. Such a feat cannot be left to enlightened self-interest: if it were that easy, the problem would already have been solved. We see six key challenges that will need to be tackled—with success or failure hinging on how effectively these challenges are met.

  • How to unlock growth supported by higher productivity of an additional 1.0 to 1.5 percentage points of GDP per year, at a global scale with the same urgency that we have seen during the COVID-19 pandemic?
  • How to reduce the transition costs of decarbonization by, say, $500 billion to $1 trillion of the $5 trillion in required spending per year through technological innovation and smart-portfolio choices?
  • How to finance and smooth the cost of the energy transition , country by country and sector by sector, in a way that won’t stifle growth?
  • How to reskill and re-employ more than 100 million workers who are in stagnating or shrinking occupations as a result of technological change, including the many millions who will likely be displaced by energy transitions?
  • How to strengthen the social contract by achieving basic needs for median households , including affordable housing, healthcare, and energy—needs that are unmet for many of these families in both advanced and developing countries—in a way that attracts private-sector innovation and supply?
  • How to support the most vulnerable population segments —for example, the poorest one-fifth of the global population—that struggle with access and affordability in areas such as nutrition, water, energy, education, and financial capital?

Answering these six questions would negate the counterforces mentioned earlier and allow the virtuous cycle to flow unimpeded. But important obstacles, linked to incentives, stand in the way. First is what Mark Carney has called “the tragedy of horizons” : today’s leaders collectively need to take action today for returns that will accrue only over time. 13 “Breaking the tragedy of the horizon—climate change and financial stability—speech by Mark Carney,” Bank of England, September 29, 2015, bankofengland.co.uk. Second is the tragedy of the commons: for collective action, especially on environmental sustainability, all invested parties must look past their parochial interests and fight for the common good.

No stakeholder can solve all these problems on their own. A clear road map, with buy-in from others, is paramount, as is a framework of incentives that balance short- and long-term horizons and interests across value-chain elements, economic sectors, countries, and regions. As in the case of the pandemic, tackling these challenges successfully will require multiple experiments, unprecedented speed in scaling successful ones, and broad participation across actors.

Governments will need to orchestrate a resilient transition—to manage risks, smooth costs, and avoid cascading crises in response to actions taken. On the business side, more companies and CEOs will need to enter the arena, to engage deeply in the design of policies, and to contribute their market knowledge. They will need to be open and realistic about the challenges, while also setting ambitious goals to create positive impact for their customers, workforces, societies, and the environment. Their capacity for innovation can and must be harnessed to shift the frontier of what’s possible and to help achieve what may seem unachievable. If companies don’t engage well and honestly, younger generations of workers will hold them accountable.

When it comes to achieving sustainable, inclusive growth, it is crucial first to fully recognize both the reinforcing as well as the counteracting loops. Then the conversation must move from agreeing on the targets—for who would not agree to such a tantalizing vision—to understanding how to solve the tough problems that stand in the way.

For our part, we have put our hypotheses on those problems at the top of our research agenda and look to learn even more from the leaders of the global organizations we work with who are “making a dent in the universe” through sustainable, inclusive growth. We hope that the ways in which we’ve sketched out the forces and counterforces here contributes to our collective understanding. With that, it may be possible to start to move toward a sustainable and inclusive and growing global economy.

Economic Growth and Environmental Sustainability

There are political and business leaders who do not care if economic growth causes environmental damage and there are environmental advocates who do not believe you can have economic growth without causing environmental damage. In a New York Times piece on the climate and economics discussions at Davos, Mark Landler and Somini Sengupta reported that:

“ Critics pointed to a contradiction that they said the corporate world had been unable to resolve: how to assuage the appetite for economic growth, based on gross domestic product, with the urgent need to check carbon emissions. “It’s truly a contradiction,” said Johan Rockström, director of the Potsdam Institute for Climate Impact Research. “It’s difficult to see if the current G.D.P.-based model of economic growth can go hand-in-hand with rapid cutting of emissions,” he said .”

I find this dialogue a little amazing since it completely ignores the history of America’s success in decoupling the growth of GDP and the growth of environmental pollution. This fact of American environmental and economic life began around 1980, a decade after the creation of the U.S. Environmental Protection Agency (EPA) and continues today. It’s really quite simple: with public policies ranging from command-and-control regulations to direct and indirect government subsidies, businesses and governments developed and applied technologies that reduced pollution while allowing continued economic growth. This is not a fantasy, it is history. In the 1960s you could not see the mountains from downtown Los Angeles; today you can. In the 1960s you could not ride a bike on a path next to the Hudson River; today you can. Until 1985, we New Yorkers dumped raw sewage into the Hudson River. Today, with rare exceptions, we treat our sewage waste. And both Los Angeles and New York City have larger economies in 2020 than they had in 1980. In case you believe this progress was due to deindustrialization, the two largest sources of air pollution are power plants and motor vehicles and we have many more of them today than we had in 1980. Both utilize pollution control technology required by regulation under the law.

Environmental protection itself contributes to economic growth. Somebody makes and sells the air pollution control technologies we put on power plants and motor vehicles. Somebody builds the sewage and water treatment facilities. Just as someone makes money off of solar cells and windmills and whoever invents the 1,000-mile high capacity battery that will power electric cars someday will become very, very rich. And environmental amenities are worth money. The cleaner Hudson made the waterfront more suitable for housing development. And the building boom on New York’s west side followed the clean-up of the Hudson River. An apartment across the street from a park will bring a higher price than the same apartment a block away. The revival of New York’s Central Park raised the value of the already high-end real estate bordering the park. Clean air and water, healthy food and preserved nature all benefit human health and result in far more economic benefit than economic cost.

The climate problem is not caused by economic growth, but by the absence of effective public policy designed to reduce greenhouse gas emissions. There is nothing incompatible with capitalism and environmental protection as long as rules are in place that control the environmental impacts of the products and services we make and use. With those rules in place, a concern for environmental sustainability can and will permeate everyday decision-making in the private, nonprofit and governmental organizations we all benefit from.

I’ve written often about the evolution of the field of management over the past century or so and that a concern for sustainability is the newest trend in the development of more sophisticated organizational management. In the 20th century, we saw the field of management absorb the development of mass production, social psychology, accounting, information management, satellite and cellular communications, globalization and now a concern for the physical dimensions of environmental sustainability. Sustainability managers continue to lead an organization’s marketing, strategy, finance and work processes but they also seek to assess their use of energy, water and other materials and work to reduce waste and environmental impacts. Just as finance staff, reinforced by the Security and Exchange Commission rules learned to identify and reduce self-dealing, conflict of interest and fraud; sustainability staff reinforced by EPA rules look to identify and reduce organizational practices that damage the environment.

On the production side, organizational managers work to increase environmental sustainability, but on the consumption side, consumers are not only buying green but changing patterns of consumption that also help reduce environmental damage. Going to a gym, riding a bike or eating a salad are all activities that add to the GDP. But so does taking your private jet to your ski lodge, driving in your SUV to the ski slopes, and eating a steak. All consumption behaviors are not created equal and do not have the same impact on environmental sustainability. More sustainable lifestyles are emerging and they can be detected in consumption patterns. For example, young Americans seem less interested in owning cars than their older siblings and parents did. Ride-sharing, bike sharing and other transit options have become feasible due to the development of the smartphone. But sitting in an Uber or driving your own car are both economic activities that are counted in the GDP.

These consumption trends are more influenced by changing cultural norms than by public policy, and typically should not be subjects of policymaking. Exceptions might include consumption that has a direct negative impact on others such as driving while intoxicated or smoking in a public space. The environmental impact of consumption can also be reduced by new technologies. For example, streaming music and video has far less environmental impact than videos and discs that used to be manufactured, packaged and shipped before they were used.

It is ironic that some environmentalists along with some climate deniers share the belief that we must trade off economic growth and environmental protection. We can and must accomplish both. A reason that we cannot abandon economic development is that most people in the developed world like the way they live and will not give up their way of life. Asking them to do so dooms environmental advocates to political marginalization and failure. Due to the internet, even very poor people in the developing world see the way we live here, want it, and are demanding that their political regimes help them achieve their dreams. The absence of economic development leads to political instability and the potential for violence. Climate scientists often mention the impact of climate change on political instability and the phenomenon of climate refugees is well documented. But the path to climate mitigation is not through slower economic growth, but through economic growth that is steered toward environmental sustainability and away from gratuitous environmental destruction.

One of the first sustainability books I ever read was Ian McHarg’s Design with Nature. McHarg developed cluster development as an alternative to suburban sprawl. The idea was that rather than providing every home with a quarter acre of land and their own large yard, you would build the housing in the one area of the building site that would cause the least damage to natural drainage and eco-systems and preserve the rest of the land as a parkland for hiking and viewing. It turned out that most of the outdoor access people used in their homes was on their patios, and that suburban yards were not simply ecological disasters, but a burdensome waste for most homeowners. (This past June a wonderful piece summarizing McHarg’s ideas and influence appeared on the City Lab website and it is well worth reading.) McHarg demonstrated that with care, humans could build urban developments that might minimize rather than maximize environmental damage.

Sloppy management, the hunger for easy money and short-term profits, and ideological rigidity lead some to believe the environment must be sacrificed for economic growth. The belief that capitalism is evil and inevitably causes environmental destruction leads others to believe that sustainable economic development is not feasible. My view is that with enlightened design, sustainability management and cutting-edge technology we can harness human ingenuity to the practical problems of environmentally sustainable economic development. We can build and live in sustainable cities and end the climate and ecological crises that seem so overwhelming today.

Can we really reduce resource extraction and pollution (including carbon) and maintain growth as currently measured by gross GDP? Renewable energy needed to replace existing consumption is itself a mass industrialisation operation. If the measure of growth was shifted to well-being, and energy and resource consumption were curtailed, and as you point out radical rational approaches to efficiency were implemented by regulations (driven by well-being measures) then I find it easier to imagine.

I think you are missing one important part of the criticism that capitalism is facing, that is income gap not only within the borders but outside the national borders. Income gap is one of the leading reasons for excessive consumption by some people. Most supporters of capitalism seem to stand against this idea. There is another issue of unfair trade policies and I don’t see most capitalist/ industrialized countries taking any clear stand on this issue in the near future. It also does not help that we keep refusing to acknowledge some quite dire problems capitalism has created that directly led to unsustainable habits. I don’t know whether the solution is reformed capitalism or some other economic system but the first step is not to deny some very fundamental issues with the current system and I will give you hint – look from the perspective of the most underprivileged because without that you are just speaking to your bubble.

It seems to me that the US simply moved its pollution and production-based emissions elsewhere, such as China. If a US-based company moves its dirty factory to China, then it magically becomes “Chinese pollution” rather than “US pollution.” It’s a neat trick, but let’s not pat ourselves on the back. (We see the same bait and switch tactic used with carbon emissions.)

The point is that, in a global economy, it is incorrect to think in terms of any single country in isolation. The environmental impact of the US economy must be properly accounted by tracing everything we consume all the way back to the extraction of raw resources (e.g., mining, pumping) and every intermediate refinement, production, cultivation, assembly, transport, and processing step along the way…in ALL of the places in the world where it occurs. If such an accounting were made, I can imagine that the US environmental footprint in the world has never stopped growing, even if our own neighborhood is cleaner.

The point is that, in a global economy, it is incorrect to think in terms of any single country in isolation. The environmental impact of the US economy must be properly accounted by tracing everything we consume all the way back to the extraction of raw resources (e.g., mining, oil pumping) and every intermediate refinement, production, cultivation, assembly, transport, and processing step along the way…in ALL of the places in the world where it occurs.

The “climate crisis” is just the most obvious existential risk threatening the “ecosystem services” on which our civilization depends. If our nonstop growth-addicted capitalist economy were a species, then the climate crisis would be what ecologists call a “limiting factor”. It happens to be the most dire but it certainly isn’t the only existential threat to ecosystem services that support our civilization. If we magically fix climate, but fail to kick the nonstop growth addiction habit, then we will exploit the earth’s systems until some other limiting factor threatens to bring down civilization. This is really quite simple. We don’t know how to do capitalism without growth, but in a finite system anything that grows nonstop and forever will kill the host. Part of me feels like us advocates of some sort of “steady state” economy are like reformers urging chain smokers to quit cold turkey. And the nonstop “green” growth advocates tell the smokers they can puff away if they switch to low tar while calling us shills for Big Tobacco. It might be hard to get away from economic growth, and it might be impossible. But as Sarek said to Spock in the Trek reboot, “What is necessary is NEVER unwise.”

There’s no reason why a green revolution shouldn’t create countless jobs. I suspect paid scaremongering propaganda backed by fossil fuel companies has created a false dichotomy. Directing our resources towards repairing our damaged environment, eliminating fossil fuel subsidies and redirecting those subsidies towards clean energy and all the jobs that would go with it seems like a win win solution.

Both developing and underdeveloped countries have left out the issue of climate change action as they all fail to provide enabling conditions for policy implementation. Land reform policies, industrialisation policies and the use of weapons of mass destruction planned wars that appear more economical than political have grievously affected the environment. Policies sound better during international conferences but their implementation and evaluation remain peripheral to the direct beneficiaries—an outcry to community engagement for policy implementation.

To fight the global problems of humanity, the United Nations has adopted 17 Sustainable Development Goals (SDGs). To achieve these goals, it is necessary that future decision-makers and stakeholders in society consider these goals to be important. Therefore, in this study, we examined how important students in 41 countries directly related to the environmental sector rated each of the 17 SDGs. Based on the analysis of these ratings, it was possible to categorize the SDGs into three higher-level factors that reflect the three pillars of sustainability (social, economic, environmental). These three pillars are considered to be of varying importance in different countries. We also correlated the ratings of these higher-level factors with country-specific indicators, such as the Human Development Index. The correlations between the indicators and the higher-level factors revealed that in countries with higher indices, the SDGs are rated as less important compared to in countries with lower indices. These results provide stakeholders with important guidance on how the SDGs should be promoted in their country.

To address these global issues on an international cross-border level and to create a more sustainable and better future for all, the United Nations adopted the 17 Sustainable Development Goals (SDGs) in 2015 (United Nations, 2015 ). Each of the SDGs has indicators that are used to measure progress towards achieving the goals (United Nations, 2017 ). The individual goals do not stand alone but rather influence each other and are closely linked (Bali Swain and Yang-Wallentin, 2020 ; Nilsson et al., 2016 ; Pham‐Truffert et al., 2020 ; Pradhan et al., 2017 ); each goal addresses environmental, social and economic problems (Elder and Olsen, 2019 ).

It is particularly important how the SDGs are perceived, accepted and evaluated by people worldwide. In this context, there have been several surveys conducted in recent years, some with varying results. While awareness of the SDGs has increased globally compared to their predecessor, i.e., the Millennium Development Goals (GlobeScan, 2016 ), 63% of the respondents in a survey of 28 European countries said they had never heard of the SDGs. Globally, awareness of the SDGs is approximately 50% (Theresa et al., 2020 ); however, only 1% of people say they are very well informed about the SDGs (Lampert and Papadongonas, 2016 ). There are also regional differences in the assessment of the individual goals. Globally, ‘climate action’, ‘good health’ and ‘well-being and quality education’ are considered particularly important (Theresa et al., 2020 ). In another survey, ‘zero hunger’, ‘clean water and sanitation’ and ‘no poverty’ were selected as the most important SDGs (Lampert and Papadongonas, 2016 ). Young people in particular are more likely to have heard of the SDGs, and for them, quality education is particularly important (Youth Speak Survey, 2020 ). In general, people around the world have a high level of acceptance about the content of the SDGs (Ipsos, 2015 ).

The education system has an important role in raising awareness of the SDGs and in teaching skills and values that lead to more sustainable behaviour. Therefore, the United Nations Educational, Scientific and Cultural Organization (UNESCO) has developed learning objectives for the SDGs to support teachers and learners (UNESCO, 2017 ). Tertiary educational institutions are particularly important in this regard, as they educate the next generation of decision-makers who will have a critical impact on the future of the planet (Yuriev and Sierra‐Barón, 2020 ). Universities, through their education and influence, contribute directly to the achievement of a whole range of SDGs (Kioupi and Voulvoulis, 2020 ). In recent years, there has been a strong increase in sustainability programmes at universities, with a particular focus on student attitudes (Rodríguez-García et al., 2019 ); however, there is wide divergence between programmes (O’Byrne et al., 2015 ). Despite the recent surge of sustainability in higher education, students generally have limited knowledge of the SDGs (Zamora-Polo et al., 2019 ). Higher education institutes, such as universities, have a special responsibility worldwide because they shape future leaders (Alshuwaikhat and Abubakar, 2008 ; Bellou et al., 2017 ), decision-makers (Alshuwaikhat and Abubakar, 2008 ; Lozano et al., 2013 ), professionals (Kioupi and Voulvoulis, 2020 ) and intellectuals in various academic fields (Lozano, 2006 ).

In addition to educating the next generation of decision-makers, which is most likely the most important factor, universities also make an important contribution to achieving the SDGs through research, public engagement or university policy (Kestin et al., 2017 ). They can influence politicians and industry leaders with their clear and unbiased information (Stephens et al., 2008 ) and reach a wide audience in the general population (Kioupi and Voulvoulis, 2020 ).

While elite positions in society can be reached independently of having a university education, universities provide knowledge and technical skills that significantly increase the likelihood that a person will achieve such a socially relevant position (Frank and Meyer, 2007 ; Vicente-Molina et al., 2013 ). Therefore, students, as potential future decision-makers of society, contribute greatly to the achievement of the SDGs and have an impact on the major problems of humanity and thus on the future of the planet. Until now, however, there has been a lack of valid international research that examines the perspective of students in the natural and sustainable sciences on the various SDGs. This study is an attempt to reduce the international research gap and examine the views of environmental students in different countries regarding the SDGs. The aim is to determine how important students in each country consider the SDGs to be. In this context, statistical methods will be used to check whether the individual SDGs can be assigned to higher-order groups on the basis of the students’ evaluation. To identify patterns and differences between the countries, these higher-ranking groups were compared among the individual countries and correlated with country-specific indicators. The results are intended to provide guidance for action for today’s decision-makers in individual countries.

Therefore, in our study, we asked more than 4000 university students in 41 countries whose course of study is directly related to sustainability to rate the 17 SDGs on a scale of 1–5 (important to unimportant). In the first step of the analysis, an exploratory factor analysis was used to investigate the extent to which the SDGs can be categorized into higher-level factors based on the participants’ ratings. In a second step, we examined how these higher ranking factors differed among the 41 countries studied. In the final step, we analysed the relationship between these higher-ranking factors and various country-specific indicators (GDP per capita, the Human Development Index, the Education Index, the Environment Performance Index and the SDG Index).

Data collection procedure

The survey was conducted using an online questionnaire. To guarantee a high level of data protection and the anonymity of the participants, the survey software that is also applied for evaluation at Goethe University in Frankfurt was used. Students were shown the labels and descriptions of each SDG (Table 1 ) and asked to rate them on a scale of 1 to 5 (unimportant to important). The survey was conducted in one of the official languages of the respective countries. The translation of the questionnaires was performed by a native-speaking translator and always checked by an additional person. The translations of the SDGs were taken from the official website of the UN (United Nations, 2016 ). If no translation was available, the SDGs were translated by a translator following the same principle. The English version of the questionnaire can be found in Supplementary Fig. 1 . To collect the data, professors and scientists worldwide were contacted and asked for their help. The scientists were asked to distribute the questionnaire among their students. An English cover letter was provided to participants and described the content and background of the study. In addition, a short introductory text at the beginning of the questionnaire explained the research project to the participants. Only people from natural science courses directly related to sustainability (e.g., biology, environmental sciences, ecology and conservation, natural resources management, etc.) were contacted.

A total of 4305 students (34.3% male, 63.6% female, 0.8% divers, 1.2% no answer) participated in the survey. The participants were on average 22.59 (±0.495) years old and in the 4.29th (±2.744) semester of study. The number of participants broken down by country is shown in Supplementary Table 2 . The survey period was September 2020–July 2021.

The study was reviewed by the ethics committee of the science didactic institutes and departments of the Goethe University Frankfurt am Main under approval number 15-WLSD-2104. If a university required a local ethics vote, that vote was also conducted prior to the survey.

An exploratory factor analysis was conducted to examine the relationship between the individual SDGs and to assign the SDGs to higher ranking factors based on the students’ ratings. This is a structure-simplifying procedure that is used to assign individual variables or items to higher-order factors and thus simplify the interpretation of the data (Yong and Pearce, 2013 ). In simple terms, a factor analysis generates a correlation matrix ( R -matrix) for all items used. Items that correlate particularly well and separate themselves from other item clusters are assigned to a higher ranking factor (Field, 2013 ). The rotation method chosen was varimax, which is considered the most reliable orthogonal rotation method (Fabrigar et al., 1999 ). To check whether the data were at all suitable for this type of analysis, Bartlett’s test of sphericity and the Kaiser–Meyer–Olkin measure of sampling adequacy were performed (Dziuban and Shirkey, 1974 ). The number of factors was determined by the Kaiser criterion, which takes into account all factors that have an eigenvalue larger than 1 (Kaiser, 1960 ). To examine whether the values of the three higher-level factors found by the factor analysis differed within countries or whether the factors were perceived to be of similar importance, the (two-tailed) Friedman test was used (Field, 2013 ). For significant results, a pairwise comparison was performed using the (two-tailed) Dunn–Bonferroni test (Dunn, 1964 ). The effect size was calculated using the following formula: r  =  \(\frac{Z}{{\sqrt N }}\) (Fritz et al., 2012 ).

To investigate whether there is a linear relationship between the factors found through factor analysis and the indices of each country (e.g., the Human Development Index and the Education Index), the Spearman rank correlation was calculated. The Spearman rank correlation was selected because the data were ordinally scaled and not normally distributed (Field, 2013 ; Schober et al., 2018 ).

Selected indices

The following five country-specific indices were selected:

Gross domestic product per capita (GDP per capita, 2021): GDP per capita is a value calculated by organizations such as the international monetary fund (International Monetary Fund, 2021 ). It is often used as an indicator of the standard of living, even though some weaknesses in this interpretation are currently known (Goossens, 2007 ).

Human Development Index (HDI from 2020): The HDI is an indicator of the United Nations (Conceição et al., 2020 ) that consists of life expectancy, the average number of years of schooling, and the standard of living (United Nations Development Programme, 2020b ).

Education Index (EI from 2020): The EI is a United Nations indicator that consists of the number of years of schooling that an adult person has attended on average and the expected years of schooling that a child will attend (United Nations Development Programme, 2020a ).

Environment Performance Index (EPI from 2020): The EPI is an index that assesses environmental health and ecosystem vitality using 32 performance indicators (Wendling et al., 2020 ).

SDG Index (SDGI from 2021): The SDGI is an indicator of the Bertelsmann Foundation that attempts to calculate the progress of the SDGs in percent based on various indicators. For example, if a country has an SDGI of 85.9, then approximately 86% of the SDGs have been achieved by that country (Sachs et al., 2021 ).

Both the Bartlett test ( p  < 0.001) and the KMO criterion (KMO = 0.924) confirmed the applicability of an exploratory factor analysis for the 17 SDGs. The analysis revealed three factors with an eigenvalue > 1, indicating that the SDGs can be attributed to three higher-order factors (social, economic, environmental), which together can explain 53.48% of the variance. Overall, there was a clear assignment of items to the factors, and only a few cross-loadings were observed (Table 1 ).

The comparison of the three sustainability factors within the tested countries showed that the countries rated the individual dimensions of the SDGs differently. For example, in some countries, all three sustainability factors were rated as being equally important (Fig. 1a ); thus, there was no significant difference between the factors. In a number of countries, the environmental component was rated higher than the economic component, but no difference was found between the social and environmental components or between the social and economic components (Fig. 1b ). In the third group, the economic factor was rated as slightly less important than the environmental and social factors (Fig. 1c ). In some countries, the environmental factor was rated significantly higher than the other factors (Fig. 1d ). For better clarity, the individual significance levels are not marked in Fig. 1 but can be found along with the effect sizes in Supplementary Table 1 .

The three higher-level sustainability factors show significant correlations with all five selected country-specific global development indices ( p  < 0.001). The correlations are shown in Table 2 .

All correlations are in the high range according to the common interpretation (Field, 2013 ). It is noteworthy that there is a negative correlation for all the global development indices examined. It follows that students in countries with higher indices rate the SDGs as less important than do students in countries with lower indices. For all the global development indices tested, a higher score means a higher standard. In other words, students in countries with, for example, a higher standard of education or higher income per person consider the SDGs to be less important compared to their counterparts.

The correlations between the three sustainability factors found and the individual indices are shown in Fig. 2 . The importance score refers to the mean values of the individual sustainability factors for the different countries. The dashed lines represent the linear trend.

The results of this study provide important information on how students in the environmental field worldwide perceive and evaluate the 17 SDGs. Based on the rating of the importance of the individual SDGs, it was possible to assign them to three higher-level factors in the factor analysis. Although each of the 17 SDGs contains all three pillars of sustainability (social, economic and environmental (Purvis et al., 2019 )) and the different levels of sustainability build on each other (Sachs, 2012 ; United Nations, 2015 ), it has also been shown in previous studies that people assign the SDGs to individual pillars to varying degrees (Bain et al., 2019 ; Dalampira and Nastis, 2020 ; Elder and Olsen, 2019 ). Reviewing the three higher-level factors, it can be assumed that our data also reflect such a classification. When considering only the labels and short descriptions, Factor 1 includes the SDGs that are primarily considered social, Factor 2 includes the SDGs that are considered economic, and Factor 3 includes the SDGs that are considered environmental (Elder and Olsen, 2019 ). While in previous studies, respondents were often asked directly to assign the SDGs to the three pillars of sustainability, in this study, the classification was solely based on the different ratings of the importance of each SDG.

The clear separation of the SDGs into these three groups and the low cross-loading values suggest that environmental students worldwide make this categorization and assign different importance to the SDGs in the three groups, potentially subconsciously. It can be concluded that the students consider ecological, economic and social challenges to be of varying importance. This finding provides an essential starting point for decision-makers in tertiary education institutions. In addition to the current increasing number of courses with a focus on sustainability (O’Byrne et al., 2015 ; Rodríguez-García et al., 2019 ), more emphasis should be placed on the interconnectedness of the individual layers of the various SDGs. For each SDG, attention should be given to highlighting social, environmental and economic components and to underlining the close relationship between these pillars. In this way, the importance of all three components of each SDG can be taken into account for current issues. Fisheries, for example, have important elements of the social and economic components, in addition to the environmental component, and all of these elements are closely linked (Asche et al., 2018 ). These connections should be addressed and highlighted in environmental education courses.

When comparing these three factors within the countries, different patterns emerge. In approximately two-thirds of the countries, the three factors are not rated as equally important. A noticeable pattern, which is particularly evident in a number of industrialized countries, is that the gap between the economic factor and the other two factors is particularly large. This could well be explained to some extent by the attitudes of people in industrialized countries; i.e., environmental issues, such as fighting climate change, are seen as particularly important aims in North America and Europe (Theresa et al., 2020 ). When considering problems in developing counties, people in Europe often rate issues belonging to the social component (such as peace and security) as particularly important (European Commission. Directorate General for International Cooperation and Development. et al., 2016 ). This potentially leads to the assessment that the environmental and social factors are particularly important, while the economic SDGs are perceived as less important, as they do not fall into either category.

Another pattern that repeatedly emerges is that the environmental component is rated as being more important than one or both of the other components. In no country was the environmental component rated significantly worse than the two other factors. These results are very positive, as environmental problems are currently more relevant than ever before. The boundaries of our planet are being increasingly exhausted, and there is an urgent need for action at the global level (Steffen et al., 2015 ). The high rating of environmental factors also shows a particularly positive trend in all countries. In the past, many governments and experts prioritized economic growth and considered environmental damage as a trade-off (Elder and Olsen, 2019 ). The common approach has been to accept pollution as a consequence of economic growth and to deal with the related environmental problems that arise later (Azadi et al., 2011 ). This view is not reflected in our study of environmental students. In the current study, environmental concerns are considered to be at least as important, and in some countries even more important, than social and economic factors.

The differences identified between countries can serve as a possible guide to action for local decision-makers who can incorporate specific promotion of the importance of different SDGs into the curriculum. In this way, country-specific actions can be implemented that specifically address the economic, ecological or environmental awareness of each of the SDGs. These results can also be seen as a call to those countries in which the gap between the three factors is particularly large. Especially in these countries, political or educational actions, such as emphasizing the global importance of the economic SDGs in the educational context, would be particularly important.

The comparison of the country-specific indicators with the rating of the importance of the higher-level factors shows a similar picture for all indicators. In countries with higher indices (higher GDP per capita, higher health index, etc.), the SDGs are generally rated as being less important than in countries with lower indices. In this context, it does not matter whether the SDGs are perceived as social, economic or environmental. This result is surprising, since in previous international studies, it was often found that people in wealthier countries, i.e., countries with a higher GDP per capita, have a more positive attitude towards, for example, environmental problems, than do people in countries with a lower GDP per capita (Franzen, 2003 ; Franzen and Meyer, 2010 ; Franzen and Vogl, 2013 ). The research of and theory put forth by Inglehart is often used as a basis for explanation. He found that in countries where postmaterialist values dominate, people have a more positive attitude towards environmental protection than they do in countries with more materialist values. Thus, postmaterialist values are more likely to be found in advanced industrial societies (Inglehart, 1995 ). However, postmaterialist values do not necessarily lead to higher support for the SDGs (Guan et al., 2019 ). Our study also supports this assumption. The results show that, on average, people in societies with higher indices (usually industrialized societies) rate the SDGs as being less important than do people in countries with lower indices. This provides important insights for politicians, stakeholders and decision-makers; i.e., in wealthier countries that have already made great progress in implementing the SDGs, the relevance of the SDGs must be communicated at different levels. Particular attention must be paid to higher educational institutions. The fact that the SDGs are rated lower on average in wealthier countries with a higher Education Index outcome shows that it is especially in these countries that there is a need to improve the related knowledge and that the focus of higher education institutions should be placed specifically on content related to the SDGs. In this context, it is not sufficient to teach only basic scientific knowledge (Frick et al., 2004 ); rather, other factors, such as attitudes (Gifford and Sussman, 2012 ) or values (Steg and Groot, 2012 ), should also be a particular focus of education. The importance of the SDGs should be considered not only for specific countries but also in an international and global context. Thus, these topics could be integrated into the curricula of universities and schools to enable students, as future decision-makers in society, to act as multipliers and pass on the relevance and importance of the SDGs in society.

Limitations

Although the study was conducted with great care, some limitations must be addressed. For example, the study surveyed a very select group of students in environmental and sustainability science courses. It can be assumed that people in these courses are more interested in environmental issues than the general population. However, because a similar group of students was surveyed in each country, cross-country comparison is possible. Nevertheless, it must be assumed that the results cannot be generalized to other courses of study or to the general population. Further international studies are necessary to investigate relationships in other groups.

Another limitation of the study is that the survey was conducted by e-mail on a voluntary basis. This could possibly lead to self-selection; i.e., people who were already interested in the topic of the SDGs were more likely to participate in the survey.

It should also be mentioned that the sample size differs in part between the individual countries. While in some countries, several hundred people could be surveyed, in other countries, only a sample size in the two-digit range was possible. This result could potentially have had an influence on the comparison between the countries.

When evaluating the individual SDGs, it cannot be ruled out that the students did not rate each SGD independently but rather related their importance to each other. As a result, some SDGs may have been rated differently than they would have been without such a direct comparison. However, since this effect was equally possible in all countries, the results remain comparable, and the conclusions remain valid.

The current research was able to show that the importance of the SDGs, regardless of the pillar of sustainability (social, economic, environmental), is considered important by students in environmental and sustainability science courses in different countries. However, there are variations between the countries in how important the individual pillars for sustainability are considered to be. This result offers the opportunity to specifically promote individual pillars for sustainability in those countries in which a pillar was perceived as being less important. Another important finding of the study is that especially in countries with high global development indices, the SDGs are rated as less important compared to the ratings in countries with lower global development indices. Therefore, our research is a call to countries with higher indices, where the SDGs have already been implemented to a higher extent, to actively improve the view and acceptance of students regarding the SDGs. This can help to further achieve the SDGs both in individual countries and at the global level.

There is a growing understanding that the deepening crises facing the world come from trends in our societies and economies that are becoming unsustainable. We must tackle the basic structural problems at their source.

The challenge is to recover and rebuild in a way that creates sustained economic growth and transforms our economies while tackling the social and ecological stresses caused by our current economic models. It is also clear that there is now a new and feasible approach to development across the world, which is much more attractive than the dirty and destructive paths of the past. But the world must invest and act quickly to get there.

The wars and hardening geopolitical divisions we are witnessing underscore the precious opportunity to act together, globally, on an agenda in which all countries have an overwhelming interest.

Net-zero and nature-centred transformation, investment-driven growth and innovation, an inclusive approach to tap human talent while managing insecurity, and a process of international collaboration that fosters common goals – this will be the economic growth story of the 21st century. The private sector will take centre stage, with global investment being 80-90% private. And much of the private sector has, with rapidly increasing scale, committed to sustainability, responsibility, and net-zero emissions.

Towards sustainable and resilient economic growth

We described the path forward in a briefing paper to help frame the debate at the World Economic Forum Annual Meeting in Davos in May 2022. Here, we focus on the centrality of investment, innovation, policy, and finance in driving a new economic growth model.

1) Investment in the right kinds of capital and infrastructure

The future of people and the planet will be shaped by the capital investments realized over the next 10-20 years, capital that can drive clean, green, job-rich and much healthier economic growth than what came before. To drive the low-carbon transformation, global investment must increase by around 2–3% of GDP per year above pre-pandemic levels. This investment will be primarily in the private sector, but public investment must complement and catalyse this.

Corporate leaders from the mining, metals and manufacturing industries are changing their approach to integrating climate considerations into complex supply chains.

The Forum’s Mining and Metals Blockchain Initiative , created to accelerate an industry solution for supply chain visibility and environmental, social and corporate governance (ESG) requirements, has released a unique proof of concept to trace emissions across the value chain using distributed ledger technology.

Developed in collaboration with industry experts, it not only tests the technological feasibility of the solution, but also explores the complexities of the supply chain dynamics and sets requirements for future data utilization.

In doing so, the proof of concept responds to demands from stakeholders to create “mine-to-market” visibility and accountability.

Why do we believe that this is possible? Because investment ratios are far below potential, the energy transformation opens up vast new markets, technology is yielding increasingly high returns, and the world continues to produce excess savings that can feed investments. Investments should not be misperceived as costs. They can propel more efficient, cleaner, and inclusive economic growth and create further private sector opportunities, along with many other significant co-benefits (see Table 1).

2) Innovation and systems transformation

Much of the fundamental structural change needed lies in transforming the key systems of energy, transport, industry, cities and land. All require combinations of institutional change, standards and regulation, design and good policy. Fortunately, revolutions in digital and AI enable the management of these systems in new ways.

The potential is immense: By 2030, low-carbon solutions could be competitive in sectors accounting for nearly three-quarters of emissions, compared to one-quarter today (mainly in electricity) and no sectors only five years ago (see Figure 1). Public-sector support and partnership will be crucial for technologies that face high upfront costs and uncertain returns; initiatives such as Mission Innovation, the International Solar Alliance, the Climate Action Platform and the Glasgow Breakthrough Agenda are powerful examples.

How is the World Economic Forum fighting the climate crisis?

The Global Risks Report 2023 ranked failure to mitigate climate change as one of the most severe threats in the next two years, while climate- and nature- related risks lead the rankings by severity over the long term.

The World Economic Forum’s Centre for Nature and Climate is a multistakeholder platform that seeks to safeguard our global commons and drive systems transformation. It is accelerating action on climate change towards a net-zero, nature-positive future.

  • Scaling up green technologies: Through a partnership with the US Special Presidential Envoy for Climate, John Kerry, and over 65 global businesses, the First Movers Coalition has committed $12 billion in purchase commitments for green technologies to decarbonize the cement and concrete industry.
  • 1 trillion trees: Over 90 global companies have committed to conserve, restore and grow more than 8 billion trees in 65 countries through the 1t.org initiative – which aims to achieve 1 trillion trees by 2030.
  • Sustainable food production: Our Food Action Alliance is engaging 40 partners who are working on 29 flagship initiatives to provide healthy, nutritious, and safe foods in ways that safeguard our planet. In Vietnam, it supported the upskilling of 2.2 million farmers and aims to provide 20 million farmers with the skills to learn and adapt to new agricultural standards.
  • Eliminating plastic pollution: Our Global Plastic Action Partnership is bringing together governments, businesses and civil society to shape a more sustainable world through the eradication of plastic pollution. In Ghana, more than 2,000 waste pickers are making an impact cleaning up beaches, drains and other sites.
  • Protecting the ocean: Our 2030 Water Resources Group has facilitated almost $1 billion to finance water-related programmes , growing into a network of more than 1,000 partners and operating in 14 countries/states.
  • Circular economy: Our SCALE 360 initiative is reducing the environmental impacts of value chains within the fashion, food, plastics and electronics industries, positively impacting over 100,000 people in 60 circular economy interventions globally.

3) Policies to foster investments, innovation and a just transition

A big push on investments and innovation requires credible and supportive policy and governance that can create confidence in future returns. Implementing a price on carbon is central for efficiently shifting production and consumption towards lower-carbon sources. Beyond pricing, rapid changes in the use of coal and petrol will require regulatory action to avoid unacceptably steep price hikes. The design of our towns and cities must be re-shaped towards cycling, pedestrian and public, and shared transport.

Appropriate actions should also be taken to support a just transition, to ensure that the benefits and opportunities of the shift to a new economy are shared widely while helping those affected by economic losses or dislocation.

Fostering Effective Energy Transition 2022

International cooperation around policies, technology and finance will be crucial to realise the required big push on investment and innovation if action is to be on time and at scale.

Country platforms can provide a focal point and help overcome the main obstacles to greater investments in emerging markets and developing economies (EMDEs), which often include policy and institutional hurdles, a lack of project development capacity, and the absence of reliable channels for large-scale finance.

While many advanced economies have fiscal space or borrowing ability, EMDEs entered the latest crises with high debt and limited resources. Domestic resource mobilization, largely taxes, will have to contribute to incremental finance. But international financial collaboration will be critical.

Donors from developed countries fell short of delivering on the $100 billion goal by 2020, but there is an opportunity to step up and deliver in 2022. Furthermore, as the financing challenge exceeds fiscal capacity by far, the private sector must be enabled to contribute most of the finance.

We identified six key sources of finance that need to scale up, each making specific and important contributions:

Private sector : quantitatively the biggest source of finance, but strongly dependent on the implementation of good policies, country platforms and risk management; the Glasgow Financial Alliance for Net Zero (GFANZ), launched at COP26, creates major potential in this direction.

Bilateral official finance : Concessional finance from bilateral donors is central to international climate priorities, including a just transition, adaptation, and investments in natural capital. Donors should double bilateral climate finance from its 2018 level to $60 billion by 2025.

Multilateral Development Banks : MDBs can play a key role in supporting the development of country platforms and policies to improve the flow and cost of capital by reducing, managing and sharing risk. MDBs will need to triple their climate-related lending from 2018 levels by 2025. The shareholders should insist on the expansion but also stand behind them in support of risk-taking, including growing their capital base.

Multilateral agencies : While the sums are smaller than for MDBs, institutions such as the Green Climate Fund (GCF), the Global Environment Facility (GEF) and the Adaptation Fund can be valuable in mobilizing others.

Philanthropy : Philanthropic organizations are well equipped to provide finance for growth activities that lack market support, such as adaptation and resilience, and they do not create new indebtedness.

Voluntary carbon markets : By helping deliver finance to projects that demonstrate innovative ways of reducing emissions footprints, VCMs can also drive early investment in green technologies that would otherwise lack access to finance; again, these do not create new indebtedness.

These six financing sources are complementary. Combining them within policies and platforms to foster investment could launch the world on a new course of development.

What are the sustainable development goals.

The Sustainable Development Goals (SDGs), also known as the Global Goals, were adopted by the United Nations in 2015 as a universal call to action to end poverty, protect the planet, and ensure that by 2030 all people enjoy peace and prosperity.

The 17 SDGs are integrated—they recognize that action in one area will affect outcomes in others, and that development must balance social, economic and environmental sustainability.

Countries have committed to prioritize progress for those who're furthest behind. The SDGs are designed to end poverty, hunger, AIDS, and discrimination against women and girls.

The creativity, knowhow, technology and financial resources from all of society is necessary to achieve the SDGs in every context.

Eradicating poverty in all its forms remains one of the greatest challenges facing humanity. While the number of people living in extreme poverty dropped by more than half between 1990 and 2015, too many are still struggling for the most basic human needs.

As of 2015, about 736 million people still lived on less than US$1.90 a day; many lack food, clean drinking water and sanitation. Rapid growth in countries such as China and India has lifted millions out of poverty, but progress has been uneven. Women are more likely to be poor than men because they have less paid work, education, and own less property.

Progress has also been limited in other regions, such as South Asia and sub-Saharan Africa, which account for 80 percent of those living in extreme poverty. New threats brought on by climate change, conflict and food insecurity, mean even more work is needed to bring people out of poverty.

The SDGs are a bold commitment to finish what we started, and end poverty in all forms and dimensions by 2030. This involves targeting the most vulnerable, increasing basic resources and services, and supporting communities affected by conflict and climate-related disasters.

Goal targets

  • By 2030, reduce at least by half the proportion of men, women and children of all ages living in poverty in all its dimensions according to national definitions
  • Implement nationally appropriate social protection systems and measures for all, including floors, and by 2030 achieve substantial coverage of the poor and the vulnerable
  • By 2030, ensure that all men and women, in particular the poor and the vulnerable, have equal rights to economic resources, as well as access to basic services, ownership and control over land and other forms of property, inheritance, natural resources, appropriate new technology and financial services, including microfinance
  • By 2030, build the resilience of the poor and those in vulnerable situations and reduce their exposure and vulnerability to climate-related extreme events and other economic, social and environmental shocks and disasters
  • Ensure significant mobilization of resources from a variety of sources, including through enhanced development cooperation, in order to provide adequate and predictable means for developing countries, in particular least developed countries, to implement programmes and policies to end poverty in all its dimensions
  • Create sound policy frameworks at the national, regional and international levels, based on pro-poor and gender-sensitive development strategies, to support accelerated investment in poverty eradication actions

Zero Hunger

The number of undernourished people has dropped by almost half in the past two decades because of rapid economic growth and increased agricultural productivity. Many developing countries that used to suffer from famine and hunger can now meet their nutritional needs. Central and East Asia, Latin America and the Caribbean have all made huge progress in eradicating extreme hunger.

Unfortunately, extreme hunger and malnutrition remain a huge barrier to development in many countries. There are 821 million people estimated to be chronically undernourished as of 2017, often as a direct consequence of environmental degradation, drought and biodiversity loss. Over 90 million children under five are dangerously underweight. Undernourishment and severe food insecurity appear to be increasing in almost all regions of Africa, as well as in South America.

The SDGs aim to end all forms of hunger and malnutrition by 2030, making sure all people–especially children–have sufficient and nutritious food all year. This involves promoting sustainable agricultural, supporting small-scale farmers and equal access to land, technology and markets. It also requires international cooperation to ensure investment in infrastructure and technology to improve agricultural productivity.

We have made great progress against several leading causes of death and disease. Life expectancy has increased dramatically; infant and maternal mortality rates have declined, we’ve turned the tide on HIV and malaria deaths have halved.

Good health is essential to sustainable development and the 2030 Agenda reflects the complexity and interconnectedness of the two. It takes into account widening economic and social inequalities, rapid urbanization, threats to the climate and the environment, the continuing burden of HIV and other infectious diseases, and emerging challenges such as noncommunicable diseases. Universal health coverage will be integral to achieving SDG 3, ending poverty and reducing inequalities. Emerging global health priorities not explicitly included in the SDGs, including antimicrobial resistance, also demand action.

But the world is off-track to achieve the health-related SDGs. Progress has been uneven, both between and within countries. There’s a 31-year gap between the countries with the shortest and longest life expectancies. And while some countries have made impressive gains, national averages hide that many are being left behind. Multisectoral, rights-based and gender-sensitive approaches are essential to address inequalities and to build good health for all.

Since 2000, there has been enormous progress in achieving the target of universal primary education. The total enrollment rate in developing regions reached 91 percent in 2015, and the worldwide number of children out of school has dropped by almost half. There has also been a dramatic increase in literacy rates, and many more girls are in school than ever before. These are all remarkable successes.

Progress has also been tough in some developing regions due to high levels of poverty, armed conflicts and other emergencies. In Western Asia and North Africa, ongoing armed conflict has seen an increase in the number of children out of school. This is a worrying trend. While Sub-Saharan Africa made the greatest progress in primary school enrollment among all developing regions – from 52 percent in 1990, up to 78 percent in 2012 – large disparities still remain. Children from the poorest households are up to four times more likely to be out of school than those of the richest households. Disparities between rural and urban areas also remain high.

Achieving inclusive and quality education for all reaffirms the belief that education is one of the most powerful and proven vehicles for sustainable development. This goal ensures that all girls and boys complete free primary and secondary schooling by 2030. It also aims to provide equal access to affordable vocational training, to eliminate gender and wealth disparities, and achieve universal access to a quality higher education.

Ending all discrimination against women and girls is not only a basic human right, it’s crucial for sustainable future; it’s proven that empowering women and girls helps economic growth and development.

UNDP has made gender equality central to its work and we’ve seen remarkable progress in the past 20 years. There are more girls in school now compared to 15 years ago, and most regions have reached gender parity in primary education.

But although there are more women than ever in the labour market, there are still large inequalities in some regions, with women systematically denied the same work rights as men. Sexual violence and exploitation, the unequal division of unpaid care and domestic work, and discrimination in public office all remain huge barriers. Climate change and disasters continue to have a disproportionate effect on women and children, as do conflict and migration.

It is vital to give women equal rights land and property, sexual and reproductive health, and to technology and the internet. Today there are more women in public office than ever before, but encouraging more women leaders will help achieve greater gender equality.

Water scarcity affects more than 40 percent of people, an alarming figure that is projected to rise as temperatures do. Although 2.1 billion people have improved water sanitation since 1990, dwindling drinking water supplies are affecting every continent.

Over the past 25 years the number of workers living in extreme poverty has declined dramatically, despite the lasting impact of the 2008 economic crisis and global recession. In developing countries, the middle class now makes up more than 34 percent of total employment – a number that has almost tripled between 1991 and 2015.

However, as the global economy continues to recover we are seeing slower growth, widening inequalities, and not enough jobs to keep up with a growing labour force. According to the International Labour Organization, more than 204 million people were unemployed in 2015.

The SDGs promote sustained economic growth, higher levels of productivity and technological innovation. Encouraging entrepreneurship and job creation are key to this, as are effective measures to eradicate forced labour, slavery and human trafficking. With these targets in mind, the goal is to achieve full and productive employment, and decent work, for all women and men by 2030.

An estimated 172 million people worldwide were without work in 2018 - an unemployment rate of 5 percent.

Income inequality is on the rise—the richest 10 percent have up to 40 percent of global income whereas the poorest 10 percent earn only between 2 to 7 percent. If we take into account population growth inequality in developing countries, inequality has increased by 11 percent.

Income inequality has increased in nearly everywhere in recent decades, but at different speeds. It’s lowest in Europe and highest in the Middle East.

These widening disparities require sound policies to empower lower income earners, and promote economic inclusion of all regardless of sex, race or ethnicity.

Income inequality requires global solutions. This involves improving the regulation and monitoring of financial markets and institutions, encouraging development assistance and foreign direct investment to regions where the need is greatest. Facilitating the safe migration and mobility of people is also key to bridging the widening divide.
