The city has a prehistoric past. In ancient history, the gently sloping plains on which modern Chandigarh exists was a vast lake ringed by a marsh. The fossil remains found at the site indicate a large variety of aquatic and amphibian life supported by that environment.

HISTORY OF CHANDIGARH

The city was designed by the Swiss architect Le Corbusier and supported by Maxwell Fry, Jane Drew, and several Indian architects and city planners. Foundation began in the early 1950s, and the city’s most significant area was completed in the early 1960s. The project eventually required the migration of about 21,000 people from 58 villages. The territory of the Chandigarh Union was reorganized on November 1, 1966, into two new states, mainly Hindi-speaking Haryana and Punjabi-speaking Punjabi, along the lines of India.

The territory is about 165 miles (265 km) north of New Delhi, adjacent to Haryana to the east and Punjab on all other sides. This land is a flat and fertile alluvial land, and the arable land in the countryside produces crops such as wheat, corn, and rice. In 1948, the governments of Punjab and India decided to build a new capital in the foothills of the Shivaliks. The city site was part of the Ambala district according to a gazetteer from 1892-93.

The foundation of Chandigarh was laid in 1952. Later, when Punjab, Haryana, and Himachal Pradesh were reorganized in 1966, the city became the capital of both Punjab and Haryana. It was declared a Union Territory and under the direct control of the Central Government.

All its buildings are built in a planned manner. Its three major buildings—the Legislative Assembly Building , the High Court and the Secretariat—are the cause of special attraction.

Major functions of the Punjab government are conducted in these three buildings. As laws are made in the legislature. Laws are enforced in the Secretariat and the High Court is committed to complying with these laws.

The bus stand here has been built in sectors 3 and 17. Sataran sector area is the most congested area. In fact, all Punjab government offices are located in seventeen sectors.

Looking to get away from the hectic city life, try Chandigarh for a weekend or more. We did, and came back rejuvenated, a perfect blend of nature with modern city amenities, Chandigarh is a huge breath of fresh air

A holiday in India would most probably mean going to some hill station, near or far. But no, not to a city! We do take Indian cities, for granted. Most of us do not even venture to visit any, except if it is for office work, or a family visit or a wedding or some such thing. A holiday in a city is not attractive option. But I beg to differ. Particularly now, now that I have just returned from one. Just so happened that there was an invitation for UpperCrust from the JW Marriott to come visit Chandigarh. Sounded tempting. I accepted. Time we visited our own cities.

Oh my God, I came away most impressed. What a beautiful city, Chandigarh is. So clean, so green, so friendly, so well-planned, so comfortable, so liveable. A modern, urban society living a relaxed country life. The citizens of this city must feel blessed. It is even named after a temple called Chandi and is picturesquely located at the foothills of the Shivaliks. The one fact about Chandigarh which has the unique distinction of being the capital of two neighbouring states, Punjab and Haryana, governed directly by the union government, is that everyone is aware it is India´s first planned city, designed in the 50s by Le Corbusier, the renowned French architect. What a legacy he has left behind. And with such strict instructions all summed up in an edict, which I recommend you read in totality on the internet.

Do you know that the architect banned statues being installed at any traffic roundabouts or parks in the city. Which means these roundabouts that the locals call golchakkars are simply manicured gardens, free of statues of random politicians looking down upon you, ruining the skyline. Talking of skylines, there are no high-rises in Chandigarh either. And the city is divided into 56 Sectors, number 13 not being in existence at all. A superstition we are familiar with. Even in Bingo, the lottery game, they spell it out, loud and clear, "...and now for the unlucky one, number 13!

Well, for all of Corbusier´s belief in bad luck, he has done a marvelous job. The city has grown and yet remains the same. So well-planned is it that there is no room for chaos. No traffic jams too, will you believe it!

And the city is full of parks and gardens and fortunately Corbusier´s instructions are being followed to the day. Read what his edict states: "The landscaping of this city is based on careful observation of the vegetation of India. Selected ornamental trees, shrubs and climbers have been planted according to colour schemes to beautify it. In future planting and replacements, these principles must be kept in view. There should be no haphazard replacements, so that the avenues retain their harmony and beauty." It is remarkable that its denizens look after their beloved city with great zeal, maintaining the character bestowed upon it more than six decades ago.

Chandigarh incidentally is home to Asia´s largest Rose Garden. Named after India´s former president, Zakir Hussain, the garden is spread over 30 acres of land with over 16 thousand different species of roses.

It would be impossible to write an article on Chandigarh and not talk about its unique Rock Garden. I was left speechless as I wandered in this unbelievably creative space. The creator of this rock garden, Nek Chand was a Road Inspector in the Engineering Department of the Chandigarh Capital Project. He roamed the Shivalik foothills and picked up stones resembling birds, animals, human and abstract forms. He brought them on his bicycle to a hut which he had built by the side of a stream. The first seven years (1958-65) he spent collecting natural material, urban and industrial waste. Gradually his collection mounted to a staggering 20 thousand rock forms of amazing beauty. These were deposited around the hut from where he also proceeded to build the Rock Garden. Since the site where Rock Garden stands today was also used as a dumping ground for urban, industrial and metal waste, Nek Chand picked up random stuff and shaped them with his creative genius into human, animal or abstract forms. These are the very pieces which are now innovatively displayed as sculptures in the garden.

Also on display are shapes sculptured by using a variety of discarded materials such as frame, mudguards, forks, handle bars, metal wires, play marbles, pieces of state, burnt bricks and even hair recovered from barber shops. Nek Chand salvaged from demolished structures; waste from lime kilns, discarded street lights, electrical fittings, broken sanitaryware and crockery, and fruitfully recycled and used it all in his creative pursuit. If for nothing else, a trip to Chandigarh is necessary just to visit this amazing Rock Garden, especially with children. Would be so educative, entertaining and inspiring for them.

There is much else you can do in this lovely city. There is the tranquil Sukhna lake, the elixir of Chandigarh, that you can visit. We made it there for the sunrise and I can´t tell you how exhilarating it was. It´s a popular place to hang out, with a walking path, a cafeteria, shops, a mini amusement park and paddle boats. The lake, incidentally, has Asia´s longest water channel for rowing and yachting.

We also visited Sector 17, which is for shopping and came back with bags full of kurtis, scarves and handicraft adorning phulkari, the local embroidery of the state. You could easily spend an entire evening walking down the no-car street with shops on either sides with everything you can think of. The best global brands jostle for space with local handicrafts, footwear, jewellery and more.

But no trip to Punjab would be complete without a day out in heartland! And that is exactly what JW Marriott had planned for us. We got into tractors and drove past mustard and sugarcane fields to an open space where we first witnessed the making of jaggery and later ate with gusto the hearty lunch which was laid out. Starting with a tumbler of freshly churned lassi and ending with the defining dish of pastoral Punjab; sarson ka saag with makke di roti, we couldn´t have asked for more. Except of course Gajrela. Which is what we rounded off with. The ubiquitous gajar ka halwa with finely grated carrots flavoured with cardamom and sprinkled with dryfruits and nuts put us in a mood to head straight back to Marriott and sleep it off!

Last but not the least, we spent a day at Marriott soaking in the luxury the property offers. The breakfast spread at The Café @JW is perfect. It is not overwhelming while offering you regional as well as international options. Lunch at Saffron, the Indian fine dining restaurant turned out to be a good experience. With flavours and aroma of the North-West Frontier region with a delectable fare in true Punjabi spirit. The menu is extensive, but worth trying are the Doodhiya Barra Kebab, Lehsuni Mahi Tikka, Mushroom aur Chilgoze ki Galouti, Tari Wala Kukkad, Nalli Nihari, Raan-e-Sikandari and Paneer Lababdar. Later in the evening I headed for Quan, their award winning spa for a relaxing treatment. I must say the masseuse was good; well-trained and efficient. Post massage, the sauna did the trick and I was ready to face the world.

Chandigarh , much like Canberra, is one of the best examples of merging the Garden City and the City Beautiful concepts of urban planning, where the existing physical attributes are beautifully interlaced with the planning of the city without any obscurity. Le Corbusier’s intention was the “care of the mind and body”, which was meant to reflect the relationship between the man and the cosmos. He believed that isolation from the natural environment will degrade the health of humans. His concept was not only reflected in the buildings that he designed, but also in the landscaping of the city.

The urban form of Chandigarh was designed to completely adapt to the physical attributes of the site. The grid layout is in cohesion with natural streams, rivulets and topography of the land. The grid was oriented diagonal to the cardinal directions to align parallel to the water streams so as to maintain the natural waterflow, with the Shivalik foothills as a backdrop. The form of the city is further dictated by two seasonal choe s like the Patiala ki Rao and the Sukhna Choe rivulets. The N choe , which runs through the centre of the site, was transformed into a continuous green belt called the Leisure Valley which along with being an active public green space retains the natural waterflow. The Sukhna lake acts as a catchment area to collect the rainwater runoff coming from the Shivalik hills to prevent flooding conditions.

Le Corbusier planned the city with biological similes, where the green spaces were identified as the lungs of the city beautiful. He laid down four basic functions for the city: living, working, circulation and care of the body and spirit.

A hierarchy of green spaces can be seen in both the layout and the design, ranging from city-level public greens to semi-private and private green areas.

City-level public greens

Gardens with themes such as Botanical garden, Fragrance garden, Butterfly garden etc. have been developed over time to create awareness among the citizens, conserve habitats of the migratory species and enhance the existing flora. To retain the ecology of the city, the existing trees are preserved at various sites and native species of trees have been introduced to intermingle with the existing ones. The forest area is reserved along the periphery of the city. Also, the trees were planted in homogeneous and heterogeneous groups in the Green belts and open spaces of the city.

The various species of trees, with regard to colour of flowers, foliage, shape of crown etc. have been chosen for three urban elements such as roads, urban spaces and free spaces such as leisure valley and parks – a meticulous plan developed by Dr. M.S.Randhawa. The flowing leisure valley, with its varied textures of trees and flowers appeals not only to city residents but also to tourists and professionals like city planners.

To discourage unplanned growth of the city and to retain the micro-climate, a green belt which includes the forest areas around Sukhna Lake, Sukhna Choe and Patiala ki Rao, is preserved through legislation. Aside from their aesthetic value, trees in urban areas provide an efficient buffer against dust and noise, especially along industrial belt where rows of mango trees are planted to act as wind breakers.

Semi-private greens

Chandigarh emerged as a perfect balance between architectural imagery and environmental design. Corbusier involved nature by providing open spaces in each sector at urban level which were to function as “lungs of the city”. The parks were extended lengthwise to take a view of Shivalik hill from each sector as well as to join the adjoining sectors so that the dwellers may feel close to nature. Green belts near schools are placed to enable children to reach their school from home safely without any traffic hindrance as far as possible and can spend some time while waiting for public transport. Housing within the sector was staggered in a manner that the view of the mountain is not obstructed even at ground level.

Private green areas

Hierarchy of green open spaces are well structured at a neighbourhood level within housing, schools, colleges, markets and other institutions. In the first phase, low density with large size of plotted development were developed interspersed to merge with their existing surroundings. Whereas in the second phase, smaller plotted development took place with front and back yard open space. In the third phase, as per the zoning plan, group housing mandates 15% of community open spaces to retain closeness to nature.

The Chandigarh Administration is constantly taking the initiative not only to combat increasing urbanization, but also to make it more environmentally friendly and healthy for people. Birdpark has recently been introduced in the city to house exotic bird species to create a new tourist spot and a place for bird lovers and aspiring ornithologists.

As per the State Action Plan on Climate Change report, hedges are being planted along urban trees on city roads to improve air quality. As per the Greening Chandigarh Action Plan 2020-21, the forest cover in the Union territory has increased by 0.47 sq km in 2019 as compared to 2017. Some trees that were planted in the ’60s and the ’70s, perished on green avenues, were replaced with species as per the original plan. Removal of weeds such as Lantana and Parthenium was taken up by the authorities as they were adversely affecting the growth of indigenous species. The Municipal Corporation has introduced compost pits in nurseries, parks and various other sites to convert dry leaves into compost to prevent the malpractice of burning of dry leaves in the city. Open air gyms, accessible at any time of the day, have been set up in the sector parks to further ‘the care of mind and body’.

I would like to talk about Chandigarh, often referred to as ‘The City Beautiful,’ which is one of the most stunning cities I’ve had the pleasure of visiting. This city holds a special place in my heart due to its unique characteristics and thoughtful urban planning.

Chandigarh was designed by the renowned French architect Le Corbusier, and it holds the distinction of being the first planned city in India after gaining independence. The modernist approach of Le Corbusier is evident in the city’s layout and architecture, making it a visual delight for visitors.

One of the standout features of Chandigarh is its cleanliness and the happiness of its residents. It has received recognition as the cleanest and happiest city in India, as confirmed by surveys conducted in 2010 and 2015. The city’s well-maintained infrastructure and abundant green spaces contribute to its pristine appearance and the overall well-being of its inhabitants.

The problems that maintenance of a historical city perhaps can cause are related to the funds required for the restoration and upkeep of the city. Another issue could be the pressure on the resources of that city because of tourism.

4. Do you think having too many tourists is a positive thing for historical attractions?

No, I don’t think so. I believe that too many tourists will lead to pollution and also will affect the upkeep of historical sites. Such sites need a lot of care and maintenance and limiting the number of visitors to such sites can help maintain them, prevent damage to such sites, and also sustain tourism.

5. What can we do to stop visitors from damaging historical places?

To prevent the damage to historical places by the visitors to such places many measures can be taken. There should be strict punishments, like high fines for the people who try to cause harm. There should be security personnel employed to ensure that no one tries to damage the historical places and along with that there should be security cameras installed to monitor the activities of the tourists. There can be tourist guides appointed, who also can ensure that no one causes any damage.

There are eight union territories in India, out of which Chandigarh is also a union territory of India. Chandigarh is the first planned city in modern India. It is world-famous for its settlement and beauty. It also known as the City of Beauty.

Chandigarh is the capital of the two leading states of India, Punjab and Haryana. Chandigarh was earlier only the capital of Punjab. Then, after the formation of Haryana on November 1, 1966, it became the capital of both states.

Chandigarh city is spread over an area of 24 square km. According to the census of the year 2011, the total population here is one crore 16 lakh. On October 7, 1953, the first President of India, Dr. Rajendra Prasad, laid the foundation of this city.

The primary language of Chandigarh is Hindi. Two-thirds of the people here speak Hindi, and Apart from this, Punjabi is the second largest language. Chandigarh city is known for its beauty and tourist places.

Rock Garden is located in this city and is built from waste and unusable material. Besides this, Sukhna Lake, spread over 3 km, is an artificial lake. Its natural view is breathtaking.

Apart from this, the main places of interest are Rose Garden, Government Museum and Art Gallery, Gudiya Museum, Japanese Garden, Musical Fountain, Butterfly Park, and Biological Garden.

Chandigarh has the rare accolade of being one of the few cities in the world with planned landscape. Its Master Plan, ‘a unique work of art’, laid the foundation of what is now popularly called a city beautiful. Between the orderly chequered-mesh of the grid-iron road layout encompassing the sectors, lies a structured patterns of linear green belts and city parks. But sadly, the so-said ‘greenery’ on the master plan is largely misleading. In reality, many of the ‘green belts’ are ‘brown or dry belts’ in summer or cladded with piles of garbage, slums or unauthorised squatter settlements. So, the big question which arises is what actually went wrong in just half a century after the inception of the city? Was the master plan or concept faulty in terms of landscape planning or are the changing socio-economic and political forces currently ruling the city to be blamed? More importantly, the issue is not just only confined to city turning from green and clean to brown and shabby. Other important urban and landscape issues of the city include management of water bodies, water run-off etc. With increased urban population and re-densified built forms in general, Chandigarh will also come under more and more severe environmental stresses. What expectations and strategies do we need to evolve for meeting this challenge?

One of the emerging examples of rapid urbanization and developmental activities in India is the city beautiful, Chandigarh where urbanization has increasingly intensified in the last few decades. French architect Le Corbusier"s aesthetically designed green city Chandigarh is today witnessing a rapid urbanization resulting in environmental and ecological degradation. The impact of land use on water resources depend on many ecological and socioeconomic factors. Major natural factors include climate, topography and soil structure, while socioeconomic factors include economic ability and awareness of the farmers, management practices and the development of infrastructure. Rapid urbanization and unsustainable development have led to environmental pollution which is now a global phenomenon. Planning and managing cities in the new era of globalization and economic liberalization would be a demanding task calling for new skills and approach. Land use/land cover (LULC) changes play a major role in the study of global change. On one side rapid urbanization has bought opportunities in terms of new urban development and suffered losses to arable land, forest land and water bodies on the other side. There appears to be a clear link between land use and the quality of water from a catchment and a much more sporadic link between LULC and the quantity of water available and a variable link between LULC and the constancy of flow. Although remotely sensed images have been used to study urban growth pattern the world over, very few studies have employed these methods to examine the growth of Indian cities. Remote sensing is very helpful for dynamic monitoring of the process of urbanization. A satellite image provides low cost and up to date spatial data that can be used to derive useful information to city managers and planners (Sarvestani, et al., 2011). In the last ten years, much more attention has been paid to urban land use/land cover change because ecosystem in urban areas are strongly affected by human activities and have close relations with the life of almost half of the world"s population (Stow and Chen, 2002). Chandigarh- the city beautiful closed to everyone’s heart for many reasons. Chandigarh is not only known for its well-planned architecture but also for cleanliness and greenery. It has many beautiful places to explore like Sukhana lake which is a popular tourist destination. Here you can enjoy boating and scenic beauty, especially during sunset.

Another very popular tourist destination is the Rock Garden. It is famous for a sculpture garden and its beauty. Its designer Nek Chand made different structures with stones, rocks, and scraps in his spare time. Later on, it became a popular heritage site. It is a must-visit with kids.

Other than these, there is a beautiful rose garden, timber trail, Pinjore garden, and Chatbir zoo which is a common weekend getaway for people from nearby places.

You can pay a visit if you like it all yellow with maple leaves covering the roads and pavements of the city during this time of the year.

This is when people stay indoors during the early morning and night, venturing outside only around noon. The average day temperature remains in the range of 8-10 degrees Celsius during December, January, and February. Rising to settle around 20° C by the end of March.

Another aspect of the north Indian winter is fog, which creates a major problem in commuting, as visibility drops to a large extent and driving in these conditions becomes extremely dangerous.

Chandigarh happens to be the first planned city in the country’s post-independence era. It enjoys a pride of place. Firstly, it is centrally governed union territory and two it doubles up as the capital city of two neighbouring states, i.e., Haryana and Punjab. Chandigarh was the brainchild of India’s erstwhile Prime Minister Jawaharlal Nehru. Interestingly his dream project was taken up and translated into reality by Le Corbusier an architect of international repute. Its strategic location near Delhi and Shimla besides its accessibility from most northern cities and towns has helped to transform it into a tourist and entertainment hub as well.

I had first visited Chandigarh as a teenager, way back in the 1980s . The city held me spellbound. Neatly divided into sectors, it boasted of tree-lined avenues, roads, and streets. The lanes and alleys too were well maintained and spotlessly clean. Everything was in its proper place, no chaos or disarray anywhere!

Coming to the brass tacks, if you are interested in a city tour of Chandigarh, let me assure you that you can wind it up within the space of a single day. Visit the placid Sukhna Lake fringed by the Shivalik range in the distance. You will find serenity enveloping you while you are there. A visit to the Zakir Rose Garden is a must. Located in the heart of the city the vast green expanse boasts of more than a hundred varieties of roses. There is an exciting range of colours each with a catchy name. Who knows some of you might fall in love with the rose flower after a visit to this picturesque spot? Also, worth seeing is the Capitol Complex, located where all the administrative buildings are located. They include the legislative assembly, the Punjab & Haryana High Court and the majestic Open Hand monument among others. Designed by Le Corbusier and resembling the open palm of a human hand it is the emblem of the Government of Chandigarh.

Using his versatile imagination, Nek Chand who masterminded the project, turned the proverbial “ waste into wealth.” There is an endless variety of objects which he had utilised: broken teacups, saucers, pieces of colourful glass bangles, discarded tyres, bottles, tins, and lots more. The garden is a veritable wonderland which the oldsters and youngsters alike find delightful.

The garden is a veritable wonderland which the oldsters and youngsters alike find delightful. While in the city you could look at the local museum and art gallery. They boast of impressive collections. Your visit to Chandigarh would be incomplete without a visit to the Yadavindra Gardens located at Pinjore some miles out of town. It is a quintessential Mughal-style garden dating back to the 17th century. No wonder it bears a strong resemblance with the famous Shalimar and Nishat Bagh, landmarks of Kashmir’s Srinagar.

When the shadows of evening lengthen across the sky, the lights come on and fountains begin to play. It is a bewitching spectacle. If you have more time on your hands beyond just a day, it would be worthwhile to visit the Chhatbir zoological park located at Zirakpur village in the outskirts of town. With an exotic, varied collection of fauna, it has emerged as the largest zoo in north India.

Nearby townships like Mohali and Panchkula had made inroads into the city and swallowed the vast open spaces. Pretty bungalows yielded place to high rise apartment buildings. The streets were crowded with vehicles and jams had made their appearance.

"City Beautiful" Chandigarh invites all its residents to participate in the essay competition for "Smart Chandigarh" initiative. This essay will focus on the issues faced by the residents of the city, and the likely smart solutions which can address these issues. The administration will take help from the selected entries to develop a vision statement for the city and will also define city sub goals based on it. The participants should focus on the practical, bankable & implementable ideas/solutions related to Smart City which should match the context of the city.

• The topic of the essay is "Mere sapno ka Chandigarh" (Hindi), Chandigarh of my dreams (English) , Mere Supnayan da Chandigarh" (Punjabi)

• Maximum word limit - 1000 words

• All the essays must be submitted in .pdf (PDF) format

• Residents can submit their essay in - English, Hindi or Punjabi.

• All the residents can participate in this open essay competition on https://mygov.in , except students of government and private schools for which a separate competition will be held through Education Department.

• The essay should have at least following templates -

(a) What is your Vision for Chandigarh as a Smart City ? - e.g. vision of Copenhagen, Denmark is to become "Carbon Neutral by 2025". (maximum 15 words)

(b) What are the main area specific problems and what smart solutions you want to recommend ? (150 words)

(d) Any global/best practices which can be implemented/replicated in Chandigarh ? (200 words)

(e) How will you contribute to your city as a Smart Citizen ? (100 words)

The top 3 essays will be awarded -

1st Prize - Rs 25,000 (Twenty Five Thousand Rupees only) 2nd Prize - Rs 15,000 (Fifteen Thousand Rupees only) 3rd Prize - Rs 10,000 (Ten Thousand Rupees only)

• 50 best entries will be given consolation prize of Rs 500 (Rupees Five Hundred only)

The competition shall be closed on 15th October, 2015 .

• The winner will be chosen on the basis of brevity, originality of the content and ideas and implementable & bankable action points . The decision of Chandigarh Administration on selection of first 3 winners and consolation prize shall be treated as final. No plagiarism will be allowed.

• No government official working under Chandigarh Administration can participate in this essay.

• It will be assumed that whoever is participating in the essay has fully understood the general information and terms-conditions given hereby.

• Chandigarh administration reserves the right to cancel or amend all or any part of the competition and/or the terms/condition without notice.
