How to Organize Paperwork for Business

We must all be efficient and productive in today's business world. Being organized helps you handle tasks quickly so that you have more time and space to do what you truly want to do.

Have an In Box on your desk for new mail/information. Look at your mail once a day. Review each piece of mail once to decide whether to do it, delegate it or dump it. Sort the categories into 1, 2, and 3. A1 must be done NOW, it is "hot" or "urgent." A2 can be done this AM. A3 can be done by the end of the day. B1 is done on Monday. B2 done by Wednesday. B3 done by the end of the week. Make the decision once, then do the work.

Set a day and time each week for filing. Don't let it stack up. Give yourself space to work.

5. Purge your files on a regular schedule.

You can also apply this to AP, AR, Payroll, and Taxes. This can also be done by year. For example, 2012 AP is blue; 2013 AP is purple.

9. Hot files.

Put a red cover on files that you consider "hot." These could be urgent projects, legally or financially sensitive, or important VIP clients. Keep these visually at your fingertips.

10. Use out guides.

If you work with other people and share files, create a check-out system so that files are not lost. Put the file name, taken-by name, and date on a card and place it in an out guide box. When you can't find what you want, check the box to see if your co-worker is using the file. Be sure to remove the card from the box when you return the file.

Portage Park hardware company B.E. Atlas targeted by burglars 6 times in just weeks

A brazen burglary crew has targeted businesses in several Chicago neighborhoods every month this year except April. So far they have successfully ripped off dozens of electrical, plumbing and tool supply businesses, including one in Portage Park six times. They were targeted again Tuesday morning.

"I can tell you that it does make you think about, why am I bothering anymore?" said Jeffery Kovarsky, owner of B.E. Atlas Company.

The wholesale hardware business his family has owned for more than 50 years has been targeted by thieves six times in just weeks.

Security video from Tuesday morning shows a trio of thieves unsuccessfully trying to steal again after hitting the business in the 4300-block of North Kilpatrick on Mother's Day.

"It makes it difficult to do business. It's like doing business in a war zone," Kovarsky said.

Chicago police issued a community alert about the danger Tuesday . So far the thieves, who are sometimes armed, have managed to pull off more than three dozen heists since January. B.E. Atlas appears to be a favorite target. One burglary from March was captured on surveillance videos.

Frustrated business owners don't know what to do, and neighborhood Chambers of Commerce are concerned too.

"What we're worried about is, is the community members, the customers and the residents who have been living here for a long time, what if they're so afraid they're going to move out?" said Trudy Leong of the Rogers Park Chamber of Commerce.

Although it's back to business at Atlas, it's anything but usual. Concerns about safety remain, even with extra security measures and the anxiety of knowing the thieves could strike again.

"We have cement blocks in front of the doors at night, things that you shouldn't have to do," said Kovarsky.

Investigators said the thieves sometimes drive different vehicles to the locations. There's been no comment by the alderpersons representing one of the wards where the burglary spree happened.

Ukrainian officials suggest there are more Russian gains amid ongoing push in Kharkiv region

Ukrainian officials suggested further gains by Russian forces on Wednesday in the Kharkiv region, as Moscow continues its push into northeastern Ukraine.

The town of Vovchansk, located about 60 kilometers (or about 37 miles) northeast of Ukraine's second-largest city of Kharkiv, is seeing some of the most intense battles in areas near the border, with one police official saying Russian forces are already in the town. 

"The situation in Vovchansk is extremely difficult. The enemy is taking positions on the streets of Vovchansk," said Oleksii Kharkivskyi, chief patrol officer of the Vovchansk Police Department, urging residents to evacuate. 

Gen. Serhii "Marcel" Melnyk, the commander of the Kharkiv city defense forces, also suggested there have been changes in Ukrainian positions in Vovchansk and a possible tactical withdrawal. 

"Heavy fighting is ongoing. In some areas, near Vovchansk and Lukiantsi, Ukrainian defenders were forced to move to more favorable positions to more effectively use their forces and defend the region from the offensive," Melnyk said Wednesday. 

At least 24 people, including four children, were injured as a result of Russian shelling in various parts of the Kharkiv region on Wednesday, Melnyk said.

The Ukrainian monitoring group DeepStateMap indicated on Wednesday that Russian forces have reached northeastern parts of Vovchansk as they continue to push further south into Ukrainian territory. Russian forces have taken control of more than nine villages near the border in recent days. 

Mandatory evacuations continue from all northern border settlements, according to Roman Semenukha, deputy head of Kharkiv Regional Military Administration. Nearly 8,000 people have been evacuated from these areas since May 10, when Russia launched its push.

At least 1,993 children in Ukraine have been killed or wounded since Moscow launched a full-scale invasion in February 2022, according to the UN's children's agency (UNICEF), reiterating calls for a ceasefire.

On average, at least two children lose their lives in Ukraine every day, UNICEF reported on Tuesday.

“Ukraine’s children urgently need safety, stability, access to safe learning, child protection services, and psychosocial support," the agency said in a statement. "More than anything, Ukraine's children need peace."

Mental health impact: The war in Ukraine has "harmfully affected" the mental health and wellbeing of children , UNICEF said, adding that half of teenagers report trouble sleeping. At least one in five suffer intrusive thoughts and flashbacks.

Loss of education: Almost half of children enrolled in school in Ukraine have been robbed of in-person education, according to the report. Nearly one million children across the country cannot access any in-person learning "due to insecurity," UNICEF added.

Earlier this year, CNN reported on Ukrainian children attending newly built bunker schools in the northern city of Kharkiv, as daily Russian strikes rained down overhead.

US secretary of state announces $2 billion in foreign military financing for Ukraine

US Secretary of State Antony Blinken announced Wednesday the provision of additional $2 billion in foreign military financing for Ukraine and said much-needed weapons and ammunition are being rushed to the front lines. 

"Ukraine is facing this renewed brutal Russian onslaught," Blinken said during a news conference in Kyiv, speaking alongside Ukrainian Foreign Minister Dmytro Kuleba, adding he discussed weapons deliveries with Kuleba and President Volodymyr Zelensky. 

"We are rushing ammunition, armored vehicles, missiles, air defenses. Rushing them to get to the front lines to protect soldiers, to protect civilians," Blinken said, pointing out that air defenses are "a top priority."

Blinken also said Washington strongly supports a Ukrainian peace summit set to take place next month in Switzerland.

US Secretary of State Antony Blinken convened with Ukrainian Foreign Minister Dmytro Kuleba in Kyiv on Wednesday, as part of his surprise trip to the Ukrainian capital.

The senior White House official told the delegation more support for Ukraine is "literally on its way." 

Kuleba thanked Blinken for the latest aid package from the US, worth nearly $61 billion, and for focusing on "tangible results" in the face of Russia's invasion. Support from Washington, as well as Blinken's presence "sends a message to the people of Ukraine," Kuleba added.

Blinken agreed that sending weapons to the country was more valuable, adding “support in concrete terms is very much on the way.”

“The people on the frontlines, they need that support and they will get it," he added.

The US is committed to working together to build “a strong successful thriving Ukraine,” Blinken said, adding that reaffirming ties with Kyiv would be the strongest “rebuke to (Russian President Vladimir) Putin."

Zelensky postpones all international trips, as Russian forces advance through Kharkiv region

Emergency services fight a fire following a Russian air strike on May 14, near Kharkiv, Ukraine.

Ukrainian President Volodymyr Zelensky will halt all international events scheduled for the coming days, his office announced on Wednesday, as Russian troops push into the northeastern Kharkiv region .

"Volodymyr Zelenskyy has instructed that all international events involving him scheduled for the coming days be postponed and new dates coordinated," Zelensky's office said in a statement. "We are grateful to our partners for their understanding."

It came days after Ukraine’s top military general warned fighting had "significantly worsened" in Kharkiv, as Russia claimed to have captured four further villages as it expanded its surprise cross-border offensive.

In the spotlight: More than two years into Russia's invasion of Ukraine, Zelensky has fought to keep attention on Kyiv's military efforts to deter advances from Moscow by strengthening ties with allies. Russia says its troops intercepted a large aerial attack on Crimea

Russia's Defense Ministry said Wednesday that troops had suppressed a large aerial attack on the Crimean peninsula by Ukrainian forces.

Moscow said that it intercepted 10 "American Atakms [ATACMS] tactical missiles" over Crimea. 

Missiles were shot down near the Belbek military airfield, according to Mikhail Razvozhayev, governor of Crimea's port city of Sevastopol, suggesting that could be the Ukrainians' target.

Elsewhere in Russia, there were two explosions at a fuel base in the Proletarsky district because of two drone attacks, according to Vasily Golubev, governor of the Rostov region. 

No casualties were reported in any of the attacks.

During his current visit to Kyiv, US Secretary of State Anthony Blinken said American ATACMS were part of the newly supplied arms already "on the front lines."

On Tuesday, Ukrainian President Volodymyr Zelensky told Blinken that Ukraine urgently needed aerial defenses. 

CNN has reached out to Ukrainian authorities for comment. 

Heavy fighting ongoing in Kharkiv region, Ukraine army says

Ukraine's northern region of Kharkiv is enduring "heavy fighting" as Russian troops pushed on with ground and air offensives on Wednesday, Ukraine's army said.

"Heavy fighting is ongoing," said General Serhii Melnyk, Commander of the Kharkiv city defense forces.

"Three combat engagements are still ongoing," Melnyk said.

"In some areas, near (the towns of) Vovchansk and Lukiantsi, Ukrainian defenders were forced to move to more favorable positions to more effectively use their forces and defend the region from the offensive."

Kharkiv's border town of Vovchansk was liberated from Russian occupation more than 18 months ago.

Ukrainian troops repelled 11 attacks and are holding back Russia's advance towards "Lyptsi from Hlyboke and Lukiantsi, and towards Vovchansk from the direction of Shebekino (Russia)," Melnyk said.

Kharkiv city was hit Tuesday by a Russian airstrike that wounded 24 people, including 4 children, and damaged residential buildings, Melnyk said.

The attack also killed one person.

"On May 14, an enemy drone crashed into a residential building on a city street, killing an 80-year-old woman. Another person was killed in the village of Hatyshche," according to the city's defense forces commander.

Russia's Defense Ministry said Tuesday that they had "liberated" the settlement of Buhrovatka in the Kharkiv region and "defeated the manpower and equipment" of Ukraine's army in Vesele, Vovchansk, and Lyptsi.

Russia is continuing its push into northeastern Ukraine since making several advances there over the past week after launching a surprise cross-border assault .

These are Moscow’s most significant gains since Kyiv’s forces recaptured the Kharkiv region in 2022.

On Tuesday, at least 21 civilians, including two 12-year-old girls and an 8-year-old boy, were wounded in  Russian attacks on the city of Kharkiv , Ukraine's second-largest, according to prosecutors.

More than 7,500 people have been evacuated from the region. In the neighboring Sumy region, officials have also ordered a “voluntary evacuation” for several towns where attacks have increased, according to the military administration.

Here are the latest developments:

  • More defense systems needed: As they met in Kyiv on Tuesday, Ukraine's President Volodymyr Zelensky told US Secretary of State Antony Blinken that Ukraine urgently needs more air defenses. That call that was echoed the same day by German Chancellor Olaf Scholtz , who urged European countries to do more to help Ukraine access these systems.
  • Some US hardware already in Ukraine: Blinken said some long-awaited US military assistance has already started arriving in Ukraine after months of delays. 
  • Seized Russian assets to fund Ukraine: Blinken reiterated that the US intends to use seized Russian assets to fund the reconstruction of Ukraine , and that the US is working with other G7 countries to do the same.
  • More pressure on Donetsk: While attention is focused on Kharkiv, Russia’s forces continue to exploit Ukraine’s weaknesses elsewhere , in particular along a stretch of the frontline west of the Russian-occupied city of Donetsk. Zelensky has sought to reassure Ukrainians that defending Kharkiv will not lead to defensive gaps elsewhere.
  • Grid under pressure: Ukraine's state-owned grid operator said that emergency  power cuts are being introduced following a series of Russian attacks on the country's energy infrastructure. Moscow has stepped up efforts to paralyze Ukraine’s energy system in the past month.
  • Putin to meet Xi: Russian President Vladimir Putin will meet Chinese leader Xi Jinping in China this week. Ahead of the visit, Putin commended China for its 12-point plan calling to end hostilities in Ukraine and bashed Ukraine's "Western patrons" for "stubbornly working to 'punish' Russia, isolate and weaken it."
  • More Ukraine aid from EU leaders: The leaders of European Union countries approved a plan that will see a regular flow of payments as part of a financial package of up to $54 billion. And French President Emmanuel Macron told Zelensky that France will send more military aid to Ukraine “in the coming days and weeks.”

The City of San Diego requests approval of the First Amendment to the agreement with CFKAA Holdings, LLC. This amendment will extend the agreement term by two additional years, making it seven years. The agreement is for the provision of a tow dispatch software application, management, and tow dispatching services. This program is cost-neutral because the expenses for CFKAA Holdings, LLC's services are offset by the Tow Dispatch Fee paid to the City by Licensed Impound Providers.

Item 2 – Approval of CP Clear under the Transparent and Responsible Use of Surveillance Technology Ordinance

CP Clear is an internet based, on-line service provided by Thomson Reuters. It offers real-time resources to locate information about individuals, utilities, and assets. Searches can be done individually or as a comprehensive report on individuals.

The use of CP Clear by San Diego Police Department employees is limited to active law enforcement investigations, and individual justification for each search is required to be entered into the system. Each individual search is auditable to ensure compliance with current use policies and applicable laws. Access to CP Clear is removed from users who no longer participate in investigations. These accounts are then reassigned to detectives or analysts currently working on active investigations. The public has no access to CP Clear or information contained in the database.

Item 3 – Approval to Continue Membership in the Automated Regional Justice Information System (ARJIS) Joint Powers Agency (JPA) and User Fees for the Police Department

This item requests Council approval to continue membership in the Automated Regional Justice Information System (ARJIS) Joint Powers Agency (JPA). This membership provides system support, maintenance, and access to regional law enforcement applications and data. The request includes authorization to pay the associated fees for the Police Department for the period from July 1, 2024, through June 30, 2029.

Item 4 – Approval of CoreLogic’s Realquest Online Services under the Transparent and Responsible Use of Surveillance Technology Ordinance

Realquest Online Services allows the San Diego Police Department to address complaints made by community members regarding abandoned or inoperable vehicles stored on private property using public records and open-source information. The technology allows Department members to efficiently conduct records checks to identify property owners through public records.

Item 5 – ordinance adopting updated sdpd military equipment use procedure, and renewing approval for use, funding, and acquisition of military equipment, under assembly bill 481.

The Police Department must submit an Annual Report and seek annual City Council renewal of approval of its military equipment use procedure by ordinance at a regular open meeting. The City Council most recently adopted the procedure and approved the use, seeking funding, and acquisition of military equipment on July 11, 2023. Soon after this approval, the San Diego Police Department acquired new military equipment, which included drones and command vehicles.

Item 6 – Enacting Firearm Procurement Reforms to Reduce Gun Violence

This item intends to develop procurement practices for firearm and ammunition purchases to reduce gun violence and protect public health and safety in the City of San Diego.

Item 7 – Approval of Cellhawk under the Transparent and Responsible Use of Surveillance Technology Ordinance

CellHawk is a mapping tool used in investigations to visualize location-based data for analysis in cases typically involving cell phones. Files uploaded into the system are obtained via judicially approved search warrants or through the device owner’s direct consent. Detectives are required to inform the cell phone subscriber that their records have been obtained as a result of a search warrant. 

These files remain in Cellhawk for the duration of the investigation or however long the case detective deems it necessary to retain them. Deletion of files can be performed by either a Detective or Crime Analyst assigned to a case. Access to Cellhawk is removed from users who no longer participate in investigations. Access is then reassigned to detectives currently working on active investigations. 

Cellhawk is used within SDPD’s secure law enforcement facilities and requires a user’s approved login credentials to access the system. The public has no access to Cellhawk or information contained in the database. 

Item 8 – Approval of the Berla iVe Toolkit under the Transparent and Responsible Use of Surveillance Technology Ordinance

The Berla iVe Toolkit is hardware that can be connected to a supported vehicle and create a copy of the data stored within its system. Typical data obtained from supported vehicles consists of user data, navigational data, and vehicle event data. Analyzing this data can assist investigators in determining what happened, where it occurred, and who was involved. 

The Toolkit is used after a crime has been committed during the investigation of that crime. The analyzed data is provided to the Detective as part of the follow-up investigation. For this data to be obtained, the investigator must have a search warrant or written consent from the vehicle owner. 

Item 9 – Authorization to Enter into a Cooperative Procurement Agreement between the City of San Diego and Axon Enterprise Inc. for Taser 10 Equipment and Services

The City of San Diego seeks authorization to enter into a cooperative procurement agreement with Axon Enterprise Inc. for Taser 10 equipment and services for a term of five years, in an amount not to exceed $9.75 million over the five-year term of the agreement. The San Diego Police Department is currently in its fourth year of a five-year contract with Axon for tasers. The current contract was executed on October 7, 2020, and expires on October 6, 2025. The Police Department would like to upgrade to the new Taser 10 and enter into a new contract with Axon.

SB 1000, Planning for Healthy Communities Act, was adopted in 2016 and requires local governments to address environmental justice issues in their General Plan. This includes developing environmental justice goals, policies, and objectives to reduce unique or compounded health risks throughout the city, focusing on disadvantaged communities. 

Adoption of the Environmental Justice Element into the City’s General Plan will meet the requirements of SB 1000 by highlighting and expanding upon existing policies throughout the plan related to topic areas in one central location. The Draft Environmental Justice Element strives to uphold existing high-quality public spaces and amenities while creating the space for more inclusive practices that foster a San Diego where all community members have equal access and opportunities, regardless of where they live in the City.

Land Development Code Update Process Outline

Item 2 – 2024 Update to the San Diego Municipal Code (2024 Land Development Code Update) and Local Coastal Program

The Land Development Code (LDC) provides the City’s regulations for developing and using property within the City of San Diego. It includes information on zoning, subdivisions, grading, and other related land use activities. In December 1997, the City Council adopted a comprehensive update to the LDC and directed the development of a code monitoring and update process to address changes anticipated as part of implementing the LDC. The City Council recognized the importance of LDC revisions that removed unnecessary barriers to simplify and streamline permitting processes. The City has continually responded to the changing land use and development issues through these regular updates.
