UK Think Tanks in 2022 Smart Thinking

UK Think Tanks in 2022 Smart Thinking

UK Think Tanks in 2022 Smart Thinking

This short briefing note summarises the key findings of the survey. Overall, the sector is currently taking a high-profile role in many of the big political discussions of the moment. These include think tanks working in the foreign policy and security and defence space providing insights and expertise as the Ukraine crisis has unfolded. Likewise, the research and data on inflation and cost of living produced by many of the domestic-focused UK institutions has highlighted how they play a crucial role in checking government statements.

As well as continuing to play a highly visible role in public policy discussion this year’s survey also reads for a more positive story about the sector itself. This is clear in the significant drop in those who believe that the sector is facing more challenges now than in the past three years. In the last survey 54% thought the sector faced more challenges now than it did three years ago, down from 58% in 2019. This year it has dropped significantly further to 33%. Partly this can be explained by the change in environment. Those concerned about the impact of fake news and a distrust in experts has also decreased, alongside a 9% drop in those who think the current political environment is having a negative impact on the policy environment.

Many of the key fundamentals in the sector remain consistent, year on year. Think tanks overwhelmingly count politicians as their number one audience but also believe that they have a role to play in educating the general public. However, those who believe they could be more innovative in reaching a wider audience remains stubbornly high at 87%.

The most valuable contribution a think tank makes also remains broadly the same with evidence-based research being listed again as the top contribution. Policy recommendations have, however, gone from 30% in 2020 believing it to be the most important contribution to 37% this year. Scrutiny of current policy has also increased for the second year in a row, with 13% listing it as their think tank’s most valuable contribution.

This year’s survey also highlights, once again, the think tanks’ responsiveness to new challenges. In 2020 we saw that responsiveness in the pivot to online events because of the pandemic. We also can see it in the changing popular event topics for the past three years. In the last survey health and society and diversity had displaced Brexit in the top five as most popular, reflecting the pandemic and Black Lives Matters protests. This year it is the environment that has taken priority. This rapid reaction to new policy discussions indicates a more innovative sector than traditionally assumed.

This responsiveness is also reflected in what the think tanks believe to be the most likely challenges they will face in the next 12 months. In 2020, lack of funding and the recovery from Covid-19 were the top two challenges think tanks believed themselves to be facing in the next 12 months. This year it has reverted to the 2019 answers of political uncertainty and the quality of the public debate.

On a positive note, 63% feel optimistic about the future of the think tank sector, a year on year rise from 45% in 2019 and 59% in 2020. 55% say their organisation is planning to recruit more full-time staff which is also a good indication of the health of the sector. This briefing note hopefully explains a bit more what lies behind that optimism and where the sector itself sees itself heading.

Country context

Recent macroeconomic issues dominated by Brexit, COVID-19 and climate change have diverted other big policy response processes. All other policy issues have been reframed to demonstrate their relevance within a Brexit, pandemic, climate change era.  The UK government is focused on national and regional security issues, net zero and the domestically focused “levelling up” agenda to address regional inequalities, labour market, skill development, etc.

The UK’s two most well-known and well-established international development think tanks are the ODI, now positioning itself as a global affair think tank with satellite offices in Brussels and the Institute for Development Studies at the University of Sussex. Chatham House, the Royal United Services Institution, the International Institute for Strategic Studies and the more recent Centre for European Reform, are other think tanks with strong reputations for their work on foreign policy.  Since the turn of the century, the think tank landscape has proliferated with many new smaller organisations emerging. The current ecosystem is dominated by domestically orientated think tanks focused on issues of national interest.

There are three different types of think tank in the UK. The ideological think tanks whose agendas and values map to a particular ideology and who often maintain close relationships with particular political parties; the thematic expert think tanks that focus on a particular issue but have no visible ideological position; and think tanks that are affiliated with a university, NGO or the private sector.

While one interviewee suggested that this latter type may have less influence on policy, and public opinion than in the past, the think tanks that have the most visibility and influence tend to be those with an ideological position and/or those that clearly communicate their story.

University and NGO think tanks tend to address more micro, technical research questions, and disseminate and communicate research products to achieve impact. The other types of think tanks will be connecting research to the debates happening at a macro level.

In the thematic expert group, several think tanks emerged between 2016 and 2018 specifically to focus on the Europe–Brexit priority. These groups combined a think tank and campaigning/advocacy function and took a position on whether the UK should stay in or get out of the EU. Think tanks of this nature included Open Europe, Economists for Free Trade and Business for Brexit and tended to have a time-bound lifespan related to relevance of their agenda.

In this third affiliated group, a well-known group of university-based think tanks focus on international development and straddle the academia–policy nexus. These include the Institute of Development Studies (IDS) at the University of Sussex, IDEAS at the London School of Economics, and a group of independent think tanks working on similar issues, such as the Overseas Development Institute (ODI) and the London-based satellite office of the Centre for Global Development, headquartered in Washington, DC.

As non-profits, most think tanks need to decide whether to register as a charity organisation; however, 100% political neutrality is a condition to qualify for this status. With many restrictions on registration, some think tanks have chosen to register as corporate entities. See the following visual on the think tank business model.

think research uk

Most think tanks receive minimal state funding and maintain diverse funding sources from multilateral organisations, foundations and endowments. The only exceptions are those working on international development that has historically received significant funding from the Foreign, Commonwealth and Development Office (FCDO) (formerly DFID).

Many derive their basic funding from private individuals’ and firms’ membership fees and publications’ revenue. At the same time, the remainder of their activities benefits from project funding and donations from companies, international organisations and foreign governments.

Foreign affairs and aid-focused think tanks in the UK do not see themselves as targeting the UK public alone. Their membership tends to be international, and some maintain offices abroad. They organise annual conferences and international meetings, many of which are public. Some such as Chatham House and the ODI have set up international education and training centres for “young leaders”. This wide range of activities generates diverse funding sources, with their readily accessible communication in the international media and impressive use of social media, which explains their considerable international reach in terms of funding sources. Following is a visualisation that illustrates the diversity in funding sources based on OTTD data.

Evidence-informed policymaking made considerable headway during the Tony Blair years, despite being seen by many as political posturing.  The general perception is that the Boris Johnson administration does not rely on evidence as much as his predecessors.

Notwithstanding recent stagnation in demand for evidence and the questions over whose evidence counts, the demand and use of evidence are consistently ingrained within the civil service.

There is a tradition of informal networking between policy shops within the civil service with think tanks; however, it is hard to determine the influence of these interactions.  Insights from interviewees suggest that members of parliament from the left regularly meet with think tanks that share their values, and interviewees perceive that these informal networks are more prevalent on the left than on the right.

Think tanks play an expert advisory role by working with government officials with parliamentary committees of the House of Commons or the European Parliament, and representatives from the business community and civil society.

Conservative, centre-right think tanks such as the IEA, Centre for Policy Studies and Policy Exchange have been highly effective at getting policy recommendations written into government reports and influencing policy decisions. As one interviewee stated: “ Policy Exchange is probably the one think tank that works at the intersection of economics, politics, foreign policy, and development and has a high degree of access and receptiveness within the Conservative Party. If you’re not talking to the guys at Policy Exchange, you’re not part of the conversation. ” Another interviewee suggested that although Policy Exchange has a history of strong influence, Onward and Reform have taken up some of that space in recent years and have established pathways to influence the current government. According to some interviewees, the same is true of the IPPR among the Labour Party, with more players, such as the Resolution Foundation, gaining traction with Labour.

There is a well-established revolving door culture in the UK, albeit more parochial and small scale than in the USA. Looking at the list of current government advisers, one will see many who used to work at one of the big think tanks. The exchange of personnel between ministries and think tanks generally takes place in only one direction: from think tanks to politics.

Occasionally think tank employees are appointed to ministerial advisory boards, and some embark on a political career themselves. For example, a former IEA staffer has moved into an adviser role within the PM’s office and contributed significantly to writing the Conservative Party Manifesto. Similarly, several Centre for Policy Studies experts has moved into government as special advisers.

Aside from an advisory role, think tanks influence public opinion, debate and discourse through their publications and the public events, exchanges and workshops they convene. Furthermore, London think tanks demonstrate that they are taking advantage of the opportunities offered by technology by digitising their archives and making expertise available in the form of videos and podcasts. Online access and user-friendly formats make it possible to reach a broad public and expand the expert community.

Brain health ‘Check-in’ tool to help reduce dementia risk

20 January 2023

A free new digital tool has been launched by Alzheimer’s Research UK, supported by evidence from UCL researchers, to help people keep their brain healthy and reduce their dementia risk.

Woman using mobile phone

Only 2% of the public are doing everything they can to keep their brains healthy, according to new figures released by the charity.

Now the charity is helping to empower people to look after their brains and reduce their risk of dementia in later life, with the Think Brain Health Check-in. The new tool prompts people to answer a series of evidence-based questions about the factors that research has shown could be influencing their brain health.

According to findings from a major review paper led by Professor Gill Livingston (UCL Psychiatry), up to 40% of dementia cases could be prevented, if 12 risk factors could be eliminated entirely*. These include smoking, hearing impairment, high blood pressure, physical inactivity, excessive alcohol consumption, diabetes, and infrequent social contact.

However, only a third of people realise that there are steps they can take to reduce their risk of dementia.

According to a YouGov survey, commissioned by Alzheimer’s Research UK, a staggering 98% of people have room for improvement when it comes to looking after their brain health. The survey also revealed:

  • While 35% of people said they’ve had concerns about their hearing, more than half of those (59%) reported that they haven’t done anything about it.
  • Less than a third (31%) of the public said they get the recommended seven hours of quality sleep a night – the recommended amount for good brain health.
  • Over a third of people report that they’re failing to challenge their brain regularly, with 32% only managing to do this occasionally, while 4% feel they don't ever challenge their brain. But on a more positive note, over a quarter (27%) believe they are challenging their brain daily.
  • People find they’re struggling to squeeze in two and a half hours of moderate exercise a week – the NHS recommended amount – with 26% admitting they do this occasionally, while 22% never do this.
  • Promisingly, people say they are doing a great job at keeping connected – with 73% of the public speaking to friends, family and colleagues either daily (40%) or several times a week (33%).
  • And people appear to be keeping on top of getting their blood pressure checked, with 61% having it looked at over the last year.

The Check-in is based on the latest evidence in dementia risk reduction and was developed under guidance from an expert group of researchers and members of the public, including UCL Psychiatry’s Professor Livingston and Dr Naaheed Mukadam, as well as Professor Jonathan Schott (UCL Queen Square Institute of Neurology), who is also Alzheimer's Research UK’s Chief Medical Officer.

It takes around 10 minutes to complete. At the end, the tool highlights the areas where people are doing well, as well as giving them tips on areas where they can be doing more to look after their brains and ultimately, it is hoped, lower their chances of developing dementia.

The Check-in covers everything from physical activity to healthy diet, as well as factors like hearing, sleep, cognitive challenge and mental wellbeing. While people of all ages are encouraged to take the Check-in, it’s primarily aimed at adults in their 40s and 50s. This is because research tells us that this is a particularly important window for taking action to look after our brain health and reduce our risk of dementia.

Professor Schott said: “We hope the Think Brain Health Check-in will show people that there are things that can be done to improve their brain health, and provide a practical and easy means to allow them to take action to reduce their risk of dementia.

“While there are no sure-fire ways to prevent dementia yet – risk is likely to relate to a combination of our age, genetics and lifestyle – evidence has shown that there are steps we can all take to improve our brain health. Currently only a third of people realise this is possible, and we urgently need to change that. It’s never too early or too late in life to start looking after your brain – so please do take the Check-in today and see what you can do to improve your brain health.”

UCL's Professor Livingston added:  "This is a great Alzheimer's Research UK  initiative in response to people asking for advice. Dementia is the most feared illness in the UK and this tool gives people an easy check on ways of reducing their own risk."

Hilary Evans, Chief Executive of Alzheimer's Research UK, said: “It’s time for the nation to wake up to the idea of brain health and how looking after our brains can reduce the risk of dementia. The fact that 98% of people have room to improve their brain health highlights the huge potential of Alzheimer's Research UK’s new Think Brain Health Check-in to help transform lives.

“The Check-in gives people the information they need at their fingertips on how to keep their brains healthy and reduce their risk of dementia later on in life. As the UK’s leading dementia research charity, we want to empower people to take action when it comes to their brain and that’s why we’re calling on people to take the Check-in.”

CEO Interview

Watch an interview with Sachin Aggarwal on the milestone of making over 300,000 digital referrals.

Board of Directors

Dr. Eric Hoskins is a medical doctor and public health expert with more than 30 years’ experience in healthcare, public policy, economic development and international trade. Dr. Hoskins recently served as the Chair of the Federal Advisory Council on the Implementation of National Pharmacare. He previously served as president of War Child Canada and was awarded the Order of Canada in 2007 for his humanitarian work. During Dr. Hoskins’ nearly 10 years as a member of provincial parliament in Ontario, he held several cabinet positions including Minister of Health and Long-Term Care; Economic Development, Trade and Employment; Children and Youth Services; as well as Citizenship and Immigration. As a tireless health advocate, Dr. Hoskins has many years experience creating and delivering health programs in Africa and the Middle East.

As the Chief Executive Officer of Think Research, Sachin Aggarwal understands that health care systems around the world are on the brink of profound, necessary change. Scientific knowledge, clinical best practices and medical data are increasing at an exponential rate, contributing to a global knowledge crisis – with implications for clinicians, patients, governments and countries at large.

In the midst of this growing problem, Sachin sees data as the solution – and the key to system transformation. This principle drives the mission of Think Research: to organize the world’s health knowledge so that everyone gets the best care.

As part of this vision, Sachin led Think Research in 2010 through a strategic transition to become a cloud-based service provider. The move has positioned Think Research as a leader in the global health data economy, allowing the company to standardize care at scale, aggregate knowledge across health systems and improve the quality of care for patients.

When he’s not advocating for disruptive change in health care, Sachin is actively engaged in his community. A recipient of Canada’s Top 40 Under 40 Award in 2017, Sachin also sits on the Board of the Council of Canadian Innovators. He previously served as the Deputy Chief of Staff for the Office of the Leader of the Opposition prior to joining Think Research. He’s currently a Senior Fellow in Public Policy at the Munk School of Global Affairs and Public Policy, and has served as an advisor to numerous start-up and scale-up companies in the innovation sector. He was called to the Bar in Ontario and New York, and holds an MBA from the Rotman School of Management.

Cindy Gray, MBA, is the Managing Director, CEO and the founder of 5 Quarters Investor Relations, Inc. (“5Q”), an independent investor relations consulting firm operating out of Calgary, Alberta since 2013. 5Q provides strategic counsel on financial communications, continuous disclosure compliance and proactive corporate outreach programs for public and private companies. Cindy holds an MBA from the University of Calgary’s Haskayne School of Business and recently concluded two terms on the Board of Directors of Discovery House, a Calgary-based non-profit organization that offers integrated residential and community services for women and children fleeing domestic violence.

Kirstine is the author of a bestselling leadership book published by Random House “Our Turn”. Kirstine Stewart is also the Head of Shaping the Future of Media and a Member of the Executive Committee at the World Economic Forum where she leads a team working with the CEOs, Chairs and other C-suite executives from more than 30 major global media companies including Google, Facebook, Tencent, NBCU, Bytedance and more. The team works with these media leaders to keep the industry on the leading edge in a disrupted marketplace. Kirstine first worked at the intersection of tech and media when she led the Media and Content Teams as VP North America for Twitter, transitioning after she built the fastest-growing Twitter ad sales office in the world, located in Canada. As VP Media in New York, Kirstine led teams driving content creation and business partnerships in News and Government, Entertainment, Music and Sports. Before moving to Twitter, Kirstine was the Head of Canada’s national broadcaster, the CBC. Think expands operations with new Middle East base

think research uk

Think (UK) Managing Director Conor Mullan said:

“Despite the market uncertainties in the last 18 months, we have constantly tried to take a different approach.  We decided early on to stick by our team and invest in growth, rather than shrink into a crisis.  We are now seeing that approach pay dividends with recent contract wins around the globe, the new company and office in the Middle East, being selected as finalists in the Investors in People Awards and accreditation in the UK’s “Good Business Charter”.  Our messaging throughout the COVID crisis has been one of positivity and belief that things will get better.  And so it gives us great satisfaction to see that positivity being reflected in new growth for the company.”

Co-founder of Think Research, Rob Waggitt will head up Think QFZ having relocated to Doha earlier this year.
