Sebelum membuat bisnis plan, ada beberapa hal yang perlu dimasukan dalam business plan yang akan Anda buat.

  • Rencana Keuangan,  terakhir, pada bagian ini berisi laporan keuangan secara detail.

Contoh dan Cara Membuat Proposal Bisnis Plan

1. latar belakang.

Bagian paling awal yang harus dipikirkan sebelum membuat renaca bisnis plan yang baik dan benar adalah komponen latar belakang atau sebagian orang menyebutnya sebagai Executive Summary.

Di poin ini Anda bisa menuliskan alasan-alasan mengapa ingin menghadirkan sebuah kedai kopi, sejarah penemuan ide kedai kopi, prestasi/keunggulan, hingga potensi yang mungkin bisa berkembang di masa depan.

Seperti halnya menjalankan usaha pada umumnya, persiapan di sini meliputi informasi penjelasan seputar proses pencarian bahan baku, pengolahan, hingga bisa sampai ke target pasar.

“Dalam usaha kedai kopi, bahan baku berupa biji kopi di beli dari tengkulak setiap tiga hari sekali. Jam operasionalnya sendiri mulai dari pukul 3 sore hingga jam 11 malam setiap hari.”

Sumber anggaran bisa berasal dari dana pribadi, investasi, atau pinjaman. Tulislah keterangan informasi dari sumber dana tersebut secara rinci dan gamblang.

Perkiraan dana dari investor: Rp15.000.000

  • Struktur Organisasi

Dalam menjalankan bisnis, kita juga harus memiliki struktur organisasi yang jelas dan bisa diminta pertanggungjawaban.

1.1    Gambar dan Design menarik

Pendahuluan

2.1    Sejarah  Berdirinya Usaha

Sejarah berdirinya usaha menggambarkan  kepada calon investor dasar atau landasan usaha ini berdiri apakah cukup kuat secara pengalaman dan keutuhan individu yang terlibat didalamnya.

2.2    Visi & Misi Usaha

  • Visi merupakan cita-cita yang ingin dicapai usaha dalam jangka panjang  (What to Be?)
  • Misi merupakan cara-cara yang digunakan usaha dalam mencapai visi usaha (How to Be ?). Misi dapat berupa pernyataan kalimat atau kata yang mengingatkan pelaku usaha untuk bekerja sesuai Misi dalam mencapai Visi.

3.1    Gambaran Umum Pasar (STP)

  • Segmen Pasar merupakan gambaran umum dari konsumen usaha kita
  • Target Pasar merupakan sasaran khusus bagi konsumen potensial dari usaha kita.
  • Positioning adalah bagaimana kita menempatkan usaha kita diantara pesaing usaha yang sejenis.

3.2    Permintaan

  • Perkiraan / prediksi jumlah permintaan konsumen terhadap produk.
  • Proyeksikan permintaan konsumen dalam beberapa periode / tahun mendatang seperti kenaikan x % per tahun sesuai kenaikan jumlah penduduk

3.3    Rencana Penjualan dan Pangsa Pasar

  • Rencana Penjualan adalah rencana produk yang akan dijual dalam waktu 1 tahun disesuaikan dengan kondisi permintaan dan penawaran.
  • Pangsa Pasar adalah  bagian dari penjualan produk kita dibandingkan dengan penjualan total produk sejenis dalam industri

3.4    Strategi Pemasaran Perusahaan dan Pesaing

Strategi Pemasaran Perusahaan dilakukan berdasarkan analisa 7 P dengan alat analisis SWOT menurut Kottler yang terdiri atas:

  • Product:  Strategi mengenai bagaimana produk usaha kita dapat menarik hati konsumen untuk membelinya. Produk usaha kita dapat dibedakan berdasarkan mutu / kualitas, ukuran, desain, kemasan, dan kegunaan lebih dibandingkan pesaing.
  • Price:  Strategi mengenai bagaimana produk kita lebih menarik konsumen dari segi harga dibandingkan pesaing. Umumnya konsumen lebih tertarik kepada produk dengan harga yang lebih murah. Selainnya itu dari segi harga, kita dapat membedakan produk kita berdasarkan harga satuan dan harga grosir, syarat pembayaran, diskon/potongan harga,
  • Promotion:  Strategi mengenai bagaimana produk kita dapat dikenal oleh konsumen melalui beberapa cara:
  • Media Cetak: Brosur, spanduk, poster, iklan majalah/koran.
  • Media TV dan Radio: Iklan TV, Jingle Iklan Radio
  • Sales Promotion:  Promosi melalui acara / pameran yang digelar di tempat keramaian dimana konsumen produk berada dan juga dilakukan penjualan ditempat.
  • Personal Selling:  Promosi melalui penjualan langsung ke tempat konsumen berada dengan menawarkan dan mencoba produk langsung.
  • Public Relation:  Cara promosi ini cenderung untuk membuat image perusahaan baik dimata konsumen bukan mempromosikan produk secara langsung. Umumnya dilakukan oleh perusahaan besar.
  • Placement:  Merupakan cara untuk mendistribusikan produk kita untuk sampai ke tangan konsumen. Sistem distribusi yang dilakukan dapat secara langsung ke konsumen atau melalui pedagang perantara seperti wholesaler  (pedagang besar) atau retailer (pedagang kecil).
  • People:  Merupakan kriteria sumber daya manusia secara umum yang dapat meningkatkan penjualan produk ke konsumen secara langsung ataupun tidak langsung.
  • Process:  Proses yang ditampilkan kepada konsumen agar konsumen tertarik untuk membeli. Proses yang dapat ditampilkan seperti proses produksi yang baik ataupun proses pelayanan terhadap konsumen.
  • Physical Evidence:  Penampilan fisik dari fasilitas pendukung atau sarana dalam menjual produk yang dapat dilihat langsung oleh konsumen. Seperti tempat yang menarik dan bersih untuk restoran.
  • Semua strategi pemasaran yang dibuat berdasarkan 7 P diatas haruslah dibandingkan dengan strategi pemasaran yang diterapkan oleh pesaing. Strategi pemasaran yang kita buat harus berbeda dan lebih unggul dalam menarik konsumen.
  • Semua strategi pemasaran yang dibuat pastilah mempunyai anggaran / biaya sehingga perlu dicatat biaya yang dikeluarkan per bagian P.

Aspek Organisasi Dan Manajemen

4.1    Aspek Organisasi

  • Nama Perusahaan / Usaha
  • Nama Pemilik / Pimpinan
  • Alamat kantor dan tempat usaha
  • Bentuk Badan Hukum (Kalo berbentuk Badan Hukum)
  • Struktur Organisasi
  • Jabatan, Jumlah staf, Uraian Tugas, dan Penggajian

4.2    Perijinan

Perijinan yang perlu disiapkan sebelum usaha dimulai dan disertai dengan biaya pengurusannya. Apabila usaha kita tidak berbentuk badan hukum maka perijinan tidak kompleks tetapi hanya perlu perijinan dari wilayah sekitarnya (paling tidak sampai ijin kecamatan / kelurahan ) disertai keterangan dari pihak RT / RW dimana usaha kita berada.

Sedangkan bila usaha kita akan berbentuk badan hukum maka perijinan yang diperlukan diantaranya:

  • Ijin prinsip (dari instansi terkait)
  • SITU (Surat Ijin Tempat Usaha)
  • TDP (Tanda Daftar Perusahaan)
  • Akta Pendirian Perusahaan, dll.

Semua biaya diatas berkisar antara 5-7 jt untuk berbentuk PT (Perseroan Terbatas) tergantung wilayah usaha dan dikerjakan semuanya oleh notaris.

4.3    Kegiatan Pra Operasi dan Jadwal Pelaksanaan

Kegiatan sebelum usaha dimulai disertai dengan jadwal pelaksanaan yang diatur berdasarkan periode tertentu (mingguan atau bulanan).

4.4    Inventaris Kantor dan Supply Kantor

Inventaris kantor untuk barang yang umur produknya lebih dari 1 tahun, sedangkan Supply Kantor merupakan biaya untuk menunjang kegiatan administrasi seperti ATK Alat Tulis Kantor (umur ekonomis 1 tahun atau kurang).

5.1.      Produk

Perencanaan yang perlu dilakukan menyangkut produk (output), terutama pada usaha manufaktur dan industri pengolahan adalah:

Dimensi Produk:  Dimensi produk berkenaan dengan sifat dan ciri-ciri produk yang meliputi bentuk, ukuran, warna serta fungsinya.

Nilai/Manfaat Produk:  Manfaat yang dapat ditawarkan oleh produk dapat dibagi dalam 5 tingkatan, yaitu:

  • Manfaat inti ( core benefit ): adalah manfaat yang diberikan untuk pemenuhan terhadap kebutuhan utama konsumen, misalnya kebutuhan berbicara jarak jauh.
  • Manfaat dasar ( basic benefit ): adalah manfaat dasar yang diberikan untuk memecahkan masalah kebutuhan utama, misalnya telepon.
  • Manfaat yang diharapkan ( expected benefit ): adalah manfaat yang diharapkan lebih dari sekedar pemenuhan kebutuhan dasar, misalnya telepon yang dapat dibawa-bawa (HP).
  • Manfaat di atas harapan ( augmented benefit ): adalah manfaat yang dapat diberikan lebih dari yang diharapankan oleh konsumen, misalnya HP yang dapat digunakan untuk SMS.
  • Manfaat potensial ( potential benefit ): adalah semua manfaat yang mungkin dapat diberikan lebih dari sekedar augmented benefit, misalnya HP yang dapat digunakan sebagai lampu senter, kamera, video recorder , video calling , fax, internet, dsb.

5.2    Kegunaan/Fungsi Produk

  • Convenience goods , yaitu produk yang dibutuhkan sehari-hari dan mudah didapat, misalnya beras, gula, teh, permen, dll.
  • Shopping goods , yaitu produk-produk yang dibedakan oleh kon-sumen berdasarkan kualitas, harga, tren, dan gaya. Contohnya adalah baju, telepon seluler, mobil, dsb.
  • Specialty goods , yaitu produk yang mempunyai karakteristik unik dan mempunyai merek yang sudah terkenal; misalnya mobil mewah, jam tangan mewah, dsb.
  • Unsought goods , adalah produk yang kurang dikenal atau dike-tahui umum tetapi kurang diminati, misalnya asuransi
  • Bahan baku dan suku cadang: merupakan bahan mentah yang akan diproses lebih lanjut.
  • Barang modal: yaitu barang-barang yang berumur lebih dari 1 tahun dan tidak untuk dijual belikan.
  • Perlengkapan dan jasa bisnis, yaitu produk tidak tahan lama yang membantu operasional perusahaan.

5.2.      Proses Produksi

Perencanaan proses produksi pada dasarnya menjelaskan tahapan-tahapan proses yang diperlukan untuk menghasilkan produk atau output yang dimaksud. Bentuk proses biasa digambarkan dalam lembaran skema atau diagram alur yang disertai dengan keterangan deskriptif.

5.3.      Kapasitas Produksi

Perencanaan kapasitas produksi dilakukan untuk semua mesin, peralatan, dan faktor produksi lainnya sesuai dengan rencana jumlah produk akhir yang akan dihasilkan. Dengan sendirinya, kapasitas produksi sampai dengan tingkatan yang rinci semuanya akan mengacu pada hasil dari perhitungan peluang pasar atas produk yang bersangkutan.

Kapasitas produksi biasa dinyatakan dalam unit per periode waktu tertentu (tahun, bulan, minggu, hari, atau jam). Untuk perencanaan strategis, proyeksi kapasitas dilakukan dalam jangka minimal 3 tahun ke depan, sesuai dengan rencana produksinya.

5.4.     Tanah dan Bangunan

Perencanaan tanah dan bangunan berkaitan dengan lokasi untuk kantor, tempat usaha, pabrik, gudang, tempat parkir, dll. Untuk keperluan perhitungan kelayakan finansial usaha, maka perlu diperhitungkan ukuran, harga beli atau sewanya.

5.5.     Pemasangan Sarana Penunjang

Instalasi sarana penunjang berkaitan dengan tata letak ( layout ) yang termasuk dalam anggaran investasi. Pemasangan sarana penunjang ini meliputi listrik, air, telepon, internet, dan lain-lain.

5.6.      Mesin dan Peralatan

Baik untuk skenario pembelian ataupun sewa, daftar mesin dan peralatan juga harus dirinci sedetail mungkin proyeksinya. Perencanaan ini tetap selalu berkaitan dengan kapasitas dan kompetensi teknis wirausahawan.

5.7.     Bahan Baku dan Bahan Pembantu

Perencanaan bahan baku dan bahan pembantu merupakan bagian utama untuk perhitungan kebutuhan modal kerja. Hal-hal yang perlu diperhatikan adalah suplier, kuantitas, harga beli, persyaratan pembe-lian, ketersediaan, dan persediaan.

5.8.      Tenaga Produksi (Tenaga Kerja Langsung)

Perencanaan tenaga kerja langsung (TKL), juga perlu memperhatikan hal-hal mengenai kualifikasi, tarif upah, jumlah tenaga yang dibutuhkan, dan persyaratan kerja.

5.9.     Biaya Umum Usaha/Pabrik

Sebagai komponen biaya modal kerja yang terakhir, perlu juga direncanakan biaya-biaya penunjang (sarana dan prasarana), misalnya sebagai berikut:

  • Pemeliharaan mesin dan peralatan
  • Suku cadang, bahan bakar, oli, dsb.
  • Rekening listrik, air, telepon.

6.1.     Strategi Sumber Pendanaan Usaha

Salah satu komponen yang mendukung pembangunan nasional ada-ah tersedianya lembaga intermediasi yang mempunyai fungsi meng-impun dana dari masyarakat dan menyalurkan kembali ke masyarakat dalam bentuk kredit dan atau bentuk-bentuk lainnya. Lembaga inter-ediasi yang ada dibedakan dalam 3 kategori yakni :

  • Berbentuk Bank tunduk pada Undang-Undang Pokok Perbankan
  • Berbentuk Koperasi Simpan Pinjam tunduk pada Undang-Undang Koperasi
  • Lembaga Keuangan Mikro lainnya yang belum diatur undang-undang

Lembaga keuangan mikro yang membantu mengembangkan iklim wirausaha di Indonesia diatur dalam Surat Edaran Menteri Keuangan No. SE-31/MK/2000 tanggal 5 Mei 2000 tentang Pelaksanaan Program PUKK.

Dalam hal ini Pembinaan Usaha Kecil dan Koperasi mengacu kepada Surat Keputusan Menteri Keuangan No.316/KMK.016/1994 tanggal 27 Juni 1994 yang menggantikan Surat Keputusan Menteri BUMN/Kepala Badan Pembina BUMN No. Kep.216/M-PBUMN/1999 tanggal 28 September 1999.

Sumber pendanaan dari Program Pembinaan Usaha Kecil dan Kope-asi (PUKK) berasal dari penyisihan laba BUMN termasuk saldo dana Pembinaan Usaha Kecil dan Koperasi (PUKK) tahun-tahun sebelumnya yang merupakan sumber pendanaan utama dalam merealisir terwujudnya pemerataan kehidupan perekonomian masyarakat melalui kemitraan dengan para pengusaha kecil dan koperasi serta lingkungan masyarakat sekitarnya.

Pelaksanaan Program Pembinaan Usaha Kecil, Koperasi (PUKK) dan Bina Lingkungan dilaksanakan di dalam lingkup masyarakat yang bertujuan untuk mendorong tercapainya pertumbuhan ekonomi rakyat, melalui pemerataan di sektor ekonomi dimana anggota masya-rakat golongan pengusaha kecil dan koperasi diberi kesempatan untuk melakukan perluasan usahanya, berdasarkan bantuan pinjaman untuk modal kerja / pinjaman lunak yang berasal dari penyisihan laba BUMN.

6.2.     Proyeksi Keuangan

Aspek finansial dari proposal bisnis harus dapat memperlihatkan potensi dana yang dimiliki, kebutuhan dana eksternal, perhitungan kelayakan usaha, termasuk di dalamnya 3 performa laporan keuangan: neraca, rugi-laba, dan cash flow .

6.3.      Analisa Kelayakan Usaha

Analisis investasi digunakan untuk mengukur nilai uang atau tingkat pengembalian dari investasi yang ditanamkan dalam suatu usaha pada masa yang akan datang. Hal ini sangat penting dilakukan sebelum implementasi investasi yang sering mempertaruhkan dana yang sangat besar.

Dengan melakukan berbagai macam simulasi tersebut, akan diketahui besarnya faktor-faktor resiko yang akan dihadapi, dan yang mempengaruhi layak atau tidaknya suatu rencana investasi. Salah satu metode analisa yang dapat dipergunakan adalah metode non-discounted cash flow.

Metode Non-Discounted Cash Flow

Non-Discounted Cash Flow adalah metode pengukuran investasi dengan melihat kekuatan pengembalian modal tanpa mempertimbangkan nilai waktu terhadap uang ( time value of money ). Metode yang dipergunakan adalah Pay Back Period (PBP) Method, dengan formula umum sebagai berikut:

Metode PBP merupakan alat ukur yang sangat sederhana, mudah dimengerti dan berfungsi sebagai tahapan paling awal bagi penilaian suatu investasi. Model ini umum digunakan untuk pemilihan alternatif-alternatif usaha yang mempunyai resiko tinggi, karena modal yang telah ditanamkan harus segera dapat diterima kembali secepat mungkin. Kelemahan utama dari metode PBP ini adalah:

  • Tidak dapat menganalisa penghasilan usaha setelah modal kembali.
  • Tidak mempertimbangkan nilai waktu uang

6.4.      Analisa Keuntungan

Analisa keuntungan ditujukan terhadap rencana keuntungan (penetapan keuntungan) dengan menyesuaikan atau set-up harga dan volume penjualan yang dapat diserap oleh pasar dengan mempertimbangkan kebijaksanaan dari pesaing. Analisa keuntungan ini harus selalu dilakukan dalam atau dengan acuan periode tertentu.

Break Even Point (BEP)

Analisa BEP atau titik impas atau titik pulang pokok adalah suatu metode yang mempelajari hubungan antara biaya, keuntungan, dan volume penjualan/produksi. Analisa yang juga dikenal dengan istilah CPV ( Cost-Profit-Volume ) ini dilakukan untuk mengetahui tingkat keuntungan minimal yang harus dicapai, di mana pada tingkat tersebut perusahaan tidak mengalami keuntungan maupun kerugian.

Dalam analisa BEP, faktor-faktor biaya dibedakan menjadi:

  • Biaya semi variabel , yaitu biaya yang akan ikut berubah jumlahnya dengan perubahan volume penjualan atau produksi, namun tidak secara proporsional. Biaya ini sebagian akan dibebankan pada pos biaya tetap, dan sebagian lagi akan dibebankan pada pos biaya variabel.
  • Biaya variabel , adalah biaya yang akan ikut berubah secara proporsional dengan perubahan volume penjualan atau produksi.
  • Biaya tetap , adalah biaya yang tidak akan ikut berubah dengan perubahan volume penjualan atau produksi.

Analisa BEP dihitung dengan formula sebagai berikut:

Pada saat menyajikan rencana usaha kepada para investor maupun para kreditor, hal-hal yang perlu diperhatikan oleh perusahaan/pengusaha adalah sebagai berikut:

  • Usahakan rencana bisnis yang disusun tidak terlalu tebal tetapi lengkap, artinya mencakup berbagai informasi yang dibutuhkan oleh evaluator baik dari piahk investor maupun kreditor untuk melakukan pengambilan keputusan. Uraian lebih rinci sebaiknya dibuat dalam bentuk lampiran. Kuratko dan Hodgetts (2004) menyarankan agar tebal rencana bisnis tidak lebih dari 50 halaman.
  • Penampilan rencana bisnis harus dibuat menarik karena investor dan kreditor akan memperoleh kesan pertama terhadap perusahaan yang sedang mencari pendanaan dari penampilan rencana bisnis yang diajukan kepada mereka.
  • Sampul depan rencana bisnis harus memuat nama perusahaan, alamat, nomor telpon perusahaan, dan bulan serta tahun rencana bisnis dikeluarkan. Hal tersebut untuk memudahkan calon investor atau kreditor melakukan komunikasi dengan perusahaan atau pada saat mereka memberikan jawaban balasan terhadap rencana bisnis yang disampaikan perusahaan.  Pada bagian dalam dari sampul, harus dituliskan jumlah salinan/copy bisnis yang diedarkan. Hal ini akan memberi kesan kepada calon investor maupun kreditor bahwa mereka adalah pihak yang diprioritaskan oleh perusahaan dalam memperoleh penawaran rencana bisnis.
  • Rencana bisnis yang baik harus mencantumkan ringkasan eksekutif ( executive summary) yang dapat disampaikan dalam 2-3 halaman yang memuat penjelasan mengenai keadaan usaha saat ini. Ringkasan tersebut dapat berisi produk dan jasa yang dihasilkan, manfaat produk bagi pelanggan, ramalan keuangan, tujuan perusahaan dalam jangka panjang (lebih dari lima tahun), jumlah dana yang dibutuhkan, serta manfaat yang akan diterima oleh investor.
  • Penyusunan rencana bisnis harus diorganisasikan dengan baik.

Generally, there are three types of business proposals:

1. Formally solicited

Before you start exploring our library of business plan examples, it's worth taking the time to understand the traditional business plan format . You'll find that the plans in this library and most investor-approved business plans will include the following sections:

Executive summary

The executive summary is an overview of your business and your plans. It comes first in your plan and is ideally only one to two pages. You should also plan to write this section last after you've written your full business plan.

Your executive summary should include a summary of the problem you are solving, a description of your product or service, an overview of your target market, a brief description of your team, a summary of your financials, and your funding requirements (if you are raising money).

Products & services

The products & services chapter of your business plan is where the real meat of your plan lives. It includes information about the problem that you're solving, your solution, and any traction that proves that it truly meets the need you identified.

This is your chance to explain why you're in business and that people care about what you offer. It needs to go beyond a simple product or service description and get to the heart of why your business works and benefits your customers.

Market analysis

Conducting a market analysis ensures that you fully understand the market that you're entering and who you'll be selling to. This section is where you will showcase all of the information about your potential customers. You'll cover your target market as well as information about the growth of your market and your industry. Focus on outlining why the market you're entering is viable and creating a realistic persona for your ideal customer base.

Competition

Part of defining your opportunity is determining what your competitive advantage may be. To do this effectively you need to get to know your competitors just as well as your target customers. Every business will have competition, if you don't then you're either in a very young industry or there's a good reason no one is pursuing this specific venture.

To succeed, you want to be sure you know who your competitors are, how they operate, necessary financial benchmarks, and how you're business will be positioned. Start by identifying who your competitors are or will be during your market research. Then leverage competitive analysis tools like the competitive matrix and positioning map to solidify where your business stands in relation to the competition.

Marketing & sales

The marketing and sales plan section of your business plan details how you plan to reach your target market segments. You'll address how you plan on selling to those target markets, what your pricing plan is, and what types of activities and partnerships you need to make your business a success.

The operations section covers the day-to-day workflows for your business to deliver your product or service. What's included here fully depends on the type of business. Typically you can expect to add details on your business location, sourcing and fulfillment, use of technology, and any partnerships or agreements that are in place.

Milestones & metrics

The milestones section is where you lay out strategic milestones to reach your business goals.

A good milestone clearly lays out the parameters of the task at hand and sets expectations for its execution. You'll want to include a description of the task, a proposed due date, who is responsible, and eventually a budget that's attached. You don't need extensive project planning in this section, just key milestones that you want to hit and when you plan to hit them.

You should also discuss key metrics, which are the numbers you will track to determine your success. Some common data points worth tracking include conversion rates, customer acquisition costs, profit, etc.

Company & team

Use this section to describe your current team and who you need to hire. If you intend to pursue funding, you'll need to highlight the relevant experience of your team members. Basically, this is where you prove that this is the right team to successfully start and grow the business. You will also need to provide a quick overview of your legal structure and history if you're already up and running.

Financial projections

Your financial plan should include a sales and revenue forecast, profit and loss statement, cash flow statement, and a balance sheet. You may not have established financials of any kind at this stage. Not to worry, rather than getting all of the details ironed out, focus on making projections and strategic forecasts for your business. You can always update your financial statements as you begin operations and start bringing in actual accounting data.

Now, if you intend to pitch to investors or submit a loan application, you'll also need a "use of funds" report in this section. This outlines how you intend to leverage any funding for your business and how much you're looking to acquire. Like the rest of your financials, this can always be updated later on.

The appendix isn't a required element of your business plan. However, it is a useful place to add any charts, tables, definitions, legal notes, or other critical information that supports your plan. These are often lengthier or out-of-place information that simply didn't work naturally into the structure of your plan. You'll notice that in these business plan examples, the appendix mainly includes extended financial statements.

Types of business plans explained

While all business plans cover similar categories, the style and function fully depend on how you intend to use your plan. To get the most out of your plan, it's best to find a format that suits your needs. Here are a few common business plan types worth considering.

Traditional business plan

The tried-and-true traditional business plan is a formal document meant to be used for external purposes. Typically this is the type of plan you'll need when applying for funding or pitching to investors. It can also be used when training or hiring employees, working with vendors, or in any other situation where the full details of your business must be understood by another individual.

Business model canvas

The business model canvas is a one-page template designed to demystify the business planning process. It removes the need for a traditional, copy-heavy business plan, in favor of a single-page outline that can help you and outside parties better explore your business idea.

The structure ditches a linear format in favor of a cell-based template. It encourages you to build connections between every element of your business. It's faster to write out and update, and much easier for you, your team, and anyone else to visualize your business operations.

One-page business plan

The true middle ground between the business model canvas and a traditional business plan is the one-page business plan . This format is a simplified version of the traditional plan that focuses on the core aspects of your business.

By starting with a one-page plan , you give yourself a minimal document to build from. You'll typically stick with bullet points and single sentences making it much easier to elaborate or expand sections into a longer-form business plan.

Growth planning

Growth planning is more than a specific type of business plan. It's a methodology. It takes the simplicity and styling of the one-page business plan and turns it into a process for you to continuously plan, forecast, review, and refine based on your performance.

It holds all of the benefits of the single-page plan, including the potential to complete it in as little as 27 minutes . However, it's even easier to convert into a more detailed plan thanks to how heavily it's tied to your financials. The overall goal of growth planning isn't to just produce documents that you use once and shelve. Instead, the growth planning process helps you build a healthier company that thrives in times of growth and remain stable through times of crisis.

It's faster, keeps your plan concise, and ensures that your plan is always up-to-date.

1. Executive Summary

I’d say the executive summary is the most important section of the entire business plan. 

Why? Essentially, it's the overview or introduction, written in a way to grab readers' attention and guide them through the rest of the business plan. This is important, because a business plan can be dozens or hundreds of pages long.

There are two main elements I’d recommend including in your executive summary:

Company Description

This is the perfect space to highlight your company’s mission statement and goals, a brief overview of your history and leadership, and your top accomplishments as a business.

Tell potential investors who you are and why what you do matters. Naturally, they’re going to want to know who they’re getting into business with up front, and this is a great opportunity to showcase your impact.

Products and Services

To piggyback off of the company description, be sure to incorporate an overview of your offerings. This doesn’t have to be extensive — just another chance to introduce your industry and overall purpose as a business.

  • Start with a strong introduction of your company, showcase your mission and impact, and outline the products and services you provide.
  • Clearly define a problem, and explain how your product solves that problem, and show why the market needs your business.
  • Be sure to highlight your value proposition, market opportunity, and growth potential.
  • Keep it concise and support ideas with data.
  • Customize your summary to your audience. For example, emphasize finances and return on investment for venture capitalists.

2. Market Opportunity

This is where you'll detail the opportunity in the market.

The main question I’d ask myself here is this: Where is the gap in the current industry, and how will my product fill that gap?

More specifically, here’s what I’d include in this section:

  • The size of the market
  • Current or potential market share
  • Trends in the industry and consumer behavior
  • Where the gap is
  • What caused the gap
  • How you intend to fill it

To get a thorough understanding of the market opportunity, you'll want to conduct a TAM, SAM, and SOM analysis and perform market research on your industry.

You may also benefit from creating a SWOT analysis to get some of the insights for this section.

3. Competitive Landscape

Since we’re already speaking of market share, you'll also need to create a section that shares details on who the top competitors are.

After all, your customers likely have more than one brand to choose from, and you'll want to understand exactly why they might choose one over another.

My favorite part of performing a competitive analysis is that it can help you uncover:

  • Industry trends that other brands may not be utilizing
  • Strengths in your competition that may be obstacles to handle
  • Weaknesses in your competition that may help you develop selling points
  • The unique proposition you bring to the market that may resonate with customers

It also highlights specific industry knowledge and the importance of location, which shows useful experience in this specific industry. 

This can help build trust in your ability to execute your business plan.

Tips for Writing Your Competitive Landscape

  • Complete in-depth research, then emphasize your most important findings.
  • Compare your unique selling proposition (USP) to your direct and indirect competitors.
  • Show a clear and realistic plan for product and brand differentiation.
  • Look for specific advantages and barriers in the competitive landscape. Then, highlight how that information could impact your business.
  • Outline growth opportunities from a competitive perspective.
  • Add customer feedback and insights to support your competitive analysis.

4. Target Audience

Use this section to describe who your customer segments are in detail. What is the demographic and psychographic information of your audience?

If your immediate answer is "everyone," you'll need to dig deeper. Here are some questions I’d ask myself here:

  • What demographics will most likely need/buy your product or service?
  • What are the psychographics of this audience? (Desires, triggering events, etc.)
  • Why are your offerings valuable to them?

I’d also recommend building a buyer persona to get in the mindset of your ideal customers and be clear on why you're targeting them.

I like the example below because it uses in-depth research to draw conclusions about audience priorities. It also analyzes how to create the right content for this audience.

  • Include details on the size and growth potential of your target audience.
  • Figure out and refine the pain points for your target audience , then show why your product is a useful solution.
  • Describe your targeted customer acquisition strategy in detail.
  • Share anticipated challenges your business may face in acquiring customers and how you plan to address them.
  • Add case studies, testimonials, and other data to support your target audience ideas.
  • Remember to consider niche audiences and segments of your target audience in your business plan.

5. Marketing Strategy

Here, you'll discuss how you'll acquire new customers with your marketing strategy. I’d suggest including information:

  • Your brand positioning vision and how you'll cultivate it
  • The goal targets you aim to achieve
  • The metrics you'll use to measure success
  • The channels and distribution tactics you'll use

I think it’s helpful to have a marketing plan built out in advance to make this part of your business plan easier.

This business plan example includes the marketing strategy for the town of Gawler.

In my opinion, it really works because it offers a comprehensive picture of how they plan to use digital marketing to promote the community.

  • Include a section about how you believe your brand vision will appeal to customers.
  • Add the budget and resources you'll need to put your plan in place.
  • Outline strategies for specific marketing segments.
  • Connect strategies to earlier sections like target audience and competitive analysis.
  • Review how your marketing strategy will scale with the growth of your business.
  • Cover a range of channels and tactics to highlight your ability to adapt your plan in the face of change.

6. Key Features and Benefits

At some point in your business plan, you'll need to review the key features and benefits of your products and/or services.

Laying these out can give readers an idea of how you're positioning yourself in the market and the messaging you're likely to use. It can even help them gain better insight into your business model.

In my opinion, the example below does a great job outlining products and services for this business, along with why these qualities will attract the audience.

Tips for Writing Your Key Features and Benefits

  • Emphasize why and how your product or service offers value to customers.
  • Use metrics and testimonials to support the ideas in this section.
  • Talk about how your products and services have the potential to scale.
  • Think about including a product roadmap.
  • Focus on customer needs, and how the features and benefits you are sharing meet those needs.
  • Offer proof of concept for your ideas, like case studies or pilot program feedback.
  • Proofread this section carefully, and remove any jargon or complex language.

7. Pricing and Revenue

This is where you'll discuss your cost structure and various revenue streams. Your pricing strategy must be solid enough to turn a profit while staying competitive in the industry. 

For this reason, here’s what I’d might outline in this section:

  • The specific pricing breakdowns per product or service
  • Why your pricing is higher or lower than your competition's
  • (If higher) Why customers would be willing to pay more
  • (If lower) How you're able to offer your products or services at a lower cost
  • When you expect to break even, what margins do you expect, etc?

Tips for Writing Your Pricing and Revenue Section

  • Get specific about your pricing strategy. Specifically, how you connect that strategy to customer needs and product value.
  • If you are asking a premium price, share unique features or innovations that justify that price point.
  • Show how you plan to communicate pricing to customers.
  • Create an overview of every revenue stream for your business and how each stream adds to your business model as a whole.
  • Share plans to develop new revenue streams in the future.
  • Show how and whether pricing will vary by customer segment and how pricing aligns with marketing strategies.
  • Restate your value proposition and explain how it aligns with your revenue model.

8. Financials

To me, this section is particularly informative for investors and leadership teams to figure out funding strategies, investment opportunities, and more.

 According to Forbes , you'll want to include three main things:

  • Profit/Loss Statement - This answers the question of whether your business is currently profitable.
  • Cash Flow Statement - This details exactly how much cash is incoming and outgoing to give insight into how much cash a business has on hand.
  • Balance Sheet - This outlines assets, liabilities, and equity, which gives insight into how much a business is worth.

While some business plans might include more or less information, these are the key details I’d include in this section.

Tips for Writing Your Financials Section

  • Growth potential is important in this section too. Using your data, create a forecast of financial performance in the next three to five years.
  • Include any data that supports your projections to assure investors of the credibility of your proposal.
  • Add a break-even analysis to show that your business plan is financially practical. This information can also help you pivot quickly as your business grows.
  • Consider adding a section that reviews potential risks and how sensitive your plan is to changes in the market.
  • Triple-check all financial information in your plan for accuracy.
  • Show how any proposed funding needs align with your plans for growth.

As you create your business plan, keep in mind that each of these sections will be formatted differently. Some may be in paragraph format, while others could be charts or graphs.

The formats above apply to most types of business plans. That said, the format and structure of your plan will vary by your goals for that plan.

1. Startups

Startup business plans are for proposing new business ideas.

If you’re planning to start a small business, preparing a business plan is crucial. The plan should include all the major factors of your business.

2. Feasibility Studies

Feasibility business plans focus on that business's product or service. Feasibility plans are sometimes added to startup business plans. They can also be a new business plan for an already thriving organization.

3. Internal Use

You can use internal business plans to share goals, strategies, or performance updates with stakeholders. In my opinion, internal business plans are useful for alignment and building support for ambitious goals.

4. Strategic Initiatives

Another business plan that's often for sharing internally is a strategic business plan. This plan covers long-term business objectives that might not have been included in the startup business plan.

5. Business Acquisition or Repositioning

When a business is moving forward with an acquisition or repositioning, it may need extra structure and support. These types of business plans expand on a company's acquisition or repositioning strategy.

Growth sometimes just happens as a business continues operations. But more often, a business needs to create a structure with specific targets to meet set goals for expansion. This business plan type can help a business focus on short-term growth goals and align resources with those goals.

Now that you know what's included and how to format a business plan, let's review some of my favorite templates.

1. HubSpot's One-Page Business Plan

Download a free, editable one-page business plan template..

The business plan linked above was created here at HubSpot and is perfect for businesses of any size — no matter how many strategies we still have to develop.

Fields such as Company Description, Required Funding, and Implementation Timeline give this one-page business plan a framework for how to build your brand and what tasks to keep track of as you grow.

Then, as the business matures, you can expand on your original business plan with a new iteration of the above document.

Why I Like It

This one-page business plan is a fantastic choice for the new business owner who doesn’t have the time or resources to draft a full-blown business plan. It includes all the essential sections in an accessible, bullet-point-friendly format. That way, you can get the broad strokes down before honing in on the details.

2. HubSpot's Downloadable Business Plan Template

The template is designed as a guide and checklist for starting your own business. You’ll learn what to include in each section of your business plan and how to do it.

There’s also a list for you to check off when you finish each section of your business plan.

Strong game plans help coaches win games and help businesses rocket to the top of their industries. So if you dedicate the time and effort required to write a workable and convincing business plan, you’ll boost your chances of success and even dominance in your market.

This business plan kit is essential for the budding entrepreneur who needs a more extensive document to share with investors and other stakeholders.

It not only includes sections for your executive summary, product line, market analysis, marketing plan, and sales plan, but it also offers hands-on guidance for filling out those sections.

It’s especially useful if you don’t have an accountant on the team. (I always recommend you do, but for new businesses, having one might not be possible.)

4. ThoughtCo’s Sample Business Plan

One of the more financially oriented sample business plans in this list, BPlan’s free business plan template dedicates many of its pages to your business’s financial plan and financial statements.

After filling this business plan out, your company will truly understand its financial health and the steps you need to take to maintain or improve it.

I absolutely love this business plan template because of its ease-of-use and hands-on instructions (in addition to its finance-centric components). If you feel overwhelmed by the thought of writing an entire business plan, consider using this template to help you with the process.

6. Harvard Business Review’s "How to Write a Winning Business Plan"

Most sample business plans teach you what to include in your business plan, but this Harvard Business Review article will take your business plan to the next level — it teaches you the why and how behind writing a business plan.

With the guidance of Stanley Rich and Richard Gumpert, co-authors of " Business Plans That Win: Lessons From the MIT Enterprise Forum ", you'll learn how to write a convincing business plan that emphasizes the market demand for your product or service.

You’ll also learn the financial benefits investors can reap from putting money into your venture rather than trying to sell them on how great your product or service is.

This business plan guide focuses less on the individual parts of a business plan, and more on the overarching goal of writing one. For that reason, it’s one of my favorites to supplement any template you choose to use. Harvard Business Review’s guide is instrumental for both new and seasoned business owners.

7. HubSpot’s Complete Guide to Starting a Business

If you’re an entrepreneur, you know writing a business plan is one of the most challenging first steps to starting a business.

Fortunately, with HubSpot's comprehensive guide to starting a business, you'll learn how to map out all the details by understanding what to include in your business plan and why it’s important to include them. The guide also fleshes out an entire sample business plan for you.

If you need further guidance on starting a business, HubSpot's guide can teach you how to make your business legal, choose and register your business name, and fund your business. It will also give small business tax information and includes marketing, sales, and service tips.

This comprehensive guide will walk you through the process of starting a business, in addition to writing your business plan, with a high level of exactitude and detail. So if you’re in the midst of starting your business, this is an excellent guide for you.

It also offers other resources you might need, such as market analysis templates.

8. Panda Doc’s Free Business Plan Template

PandaDoc’s free business plan template is one of the more detailed and fleshed-out sample business plans on this list. It describes what you should include in each section, so you don't have to come up with everything from scratch.

Once you fill it out, you’ll fully understand your business’ nitty-gritty details and how all of its moving parts should work together to contribute to its success.

This template has two things I love: comprehensiveness and in-depth instructions. Plus, it’s synced with PandaDoc’s e-signature software so that you and other stakeholders can sign it with ease. For that reason, I especially love it for those starting a business with a partner or with a board of directors.

9. Small Business Administration Free Business Plan Template

The Small Business Administration (SBA) offers several free business plan templates that can be used to inspire your own plan.

Before you get started, you can decide what type of business plan you need — a traditional or lean start-up plan.

Then, you can review the format for both of those plans and view examples of what they might look like.

We love both of the SBA’s templates because of their versatility. You can choose between two options and use the existing content in the templates to flesh out your own plan. Plus, if needed, you can get a free business counselor to help you along the way.

I’ve compiled some completed business plan samples to help you get an idea of how to customize a plan for your business.

I chose different types of business plan ideas to expand your imagination. Some are extensive, while others are fairly simple.

Let’s take a look.

1. LiveFlow

One of the major business expenses is marketing. How you handle your marketing reflects your company’s revenue.

I included this business plan to show you how you can ensure your marketing team is aligned with your overall business plan to get results. The plan also shows you how to track even the smallest metrics of your campaigns, like ROI and payback periods instead of just focusing on big metrics like gross and revenue.

Fintech startup, LiveFlow, allows users to sync real-time data from its accounting services, payment platforms, and banks into custom reports. This eliminates the task of pulling reports together manually, saving teams time and helping automate workflows.

"Using this framework over a traditional marketing plan will help you set a profitable marketing strategy taking things like CAC, LTV, Payback period, and P&L into consideration," explains LiveFlow co-founder, Lasse Kalkar .

When it came to including marketing strategy in its business plan, LiveFlow created a separate marketing profit and loss statement (P&L) to track how well the company was doing with its marketing initiatives.

This is a great approach, allowing businesses to focus on where their marketing dollars are making the most impact. 2. Lula Body

Sometimes all you need is a solid mission statement and core values to guide you on how to go about everything. You do this by creating a business plan revolving around how to fulfill your statement best.

For example, Patagonia is an eco-friendly company, so their plan discusses how to make the best environmentally friendly products without causing harm.

A good mission statement  should not only resonate with consumers but should also serve as a core value compass for employees as well.

Patagonia has one of the most compelling mission statements I’ve seen:

"Together, let’s prioritise purpose over profit and protect this wondrous planet, our only home."

It reels you in from the start, and the environmentally friendly theme continues throughout the rest of the statement.

This mission goes on to explain that they are out to "Build the best product, cause no unnecessary harm, and use business to protect nature."

Their mission statement is compelling and detailed, with each section outlining how they will accomplish their goal.

4. Vesta Home Automation

This executive summary for a smart home device startup is part of a business plan created by students at Mount Royal University .

While it lacks some of the sleek visuals of the templates above, its executive summary does a great job of demonstrating how invested they are in the business.

Right away, they mention they’ve invested $200,000 into the company already, which shows investors they have skin in the game and aren’t just looking for someone else to foot the bill.

This is the kind of business plan you need when applying for business funds. It clearly illustrates the expected future of the company and how the business has been coming along over the years.

5. NALB Creative Center

This fictional business plan for an art supply store includes everything one might need in a business plan: an executive summary, a company summary, a list of services, a market analysis summary, and more.

One of its most notable sections is its market analysis summary, which includes an overview of the population growth in the business’ target geographical area, as well as a breakdown of the types of potential customers they expect to welcome at the store. 

This sort of granular insight is essential for understanding and communicating your business’s growth potential. Plus, it lays a strong foundation for creating relevant and useful buyer personas .

It’s essential to keep this information up-to-date as your market and target buyer changes. For that reason, you should carry out market research as often as possible to ensure that you’re targeting the correct audience and sharing accurate information with your investors.

Due to its comprehensiveness, it’s an excellent example to follow if you’re opening a brick-and-mortar store and need to get external funding to start your business .

6. Curriculum Companion Suites (CSS)

If you’re looking for a SaaS business plan example, look no further than this business plan for a fictional educational software company called Curriculum Companion Suites. 

Like the business plan for the NALB Creative Center, it includes plenty of information for prospective investors and other key stakeholders in the business.

One of the most notable features of this business plan is the executive summary, which includes an overview of the product, market, and mission.

The first two are essential for software companies because the product offering is so often at the forefront of the company’s strategy. Without that information being immediately available to investors and executives, then you risk writing an unfocused business plan.

It’s essential to front-load your company’s mission if it explains your "Why?" and this example does just that. In other words, why do you do what you do, and why should stakeholders care? This is an important section to include if you feel that your mission will drive interest in the business and its offerings.

7. Culina Sample Business Plan

Culina's sample business plan is an excellent example of how to lay out your business plan so that it flows naturally, engages readers, and provides the critical information investors and stakeholders need. 

You can use this template as a guide while you're gathering important information for your own business plan. You'll have a better understanding of the data and research you need to do since Culina’s plan outlines these details so flawlessly for inspiration.

Being new to the game, these terms can seem quite intimidating, and you probably don’t know where to start.

What is a business plan?

A business plan documents a company, its business objectives, and how it plans to achieve them. It includes data regarding business goals, marketing strategies, products, services, market research, financial projections, and the dream team.

Pretty much everything a company will use to achieve its intentions.

Okay! And what about the business proposal?

On the other hand, a business proposal is a document that describes your business’s offerings, like a product or service, to help you win potential clients and partners.

It also outlines your business, including its unique value proposition and how your company can help solve customers’ specific problems.

Now that we know the two business documents aren’t the same let’s see how they are different and in what ways.

Business plan vs. business proposal: How are they different?

Even though used interchangeably (and wrongly), a business plan and proposal are poles apart. Here’s how:

Before you ask why you need a business plan , it’s, first and foremost, to legitimize a business idea that you’ve been brewing in your head.

But it’s also to document company strategies, objectives, and operations that help you create a clear idea on how to achieve your company goals. All that data becomes one source of truth that works as a communication tool. That becomes your golden ticket to wooing investors and lenders.

On the other hand, a business proposal’s purpose is entirely about convincing a potential client and partner that your project is worth their time and money.

Unlike a business plan, it only focuses on a specific product, service, or opportunity instead of the entire business.

2. Components and Structure

When you write your business plan , it will typically follow a specific structure containing the following components:

  • Executive summary: This summary summarizes your entire business plan, highlighting the most important aspects, such as your company’s mission, financial projections, and vision statement.
  • Company description: It reveals your company’s history, mission, value proposition, detailed description of products and services, achievements, and target market.
  • Industry or market analysis: This is an analysis of the industry landscape to gain statistics about market needs, size, trends, competitors, and target demographics.
  • Marketing plan: This includes different marketing strategies and approaches your company will take to market its products and services. It can be your pricing strategy, sales and distribution plan, and unique selling proposition.
  • Operations plan: This component reveals how a company’s operations would look on a day-to-day basis.
  • Organizational structure and management team: This section provides an overview of your company’s structure and how its management teams will execute the operations plan effectively.
  • Financial projections and goals: This section contains a company’s financial performance, including income, sales goals, cash flow projections, and balance sheets.

Similarly, when you write a business proposal , you’ll typically encounter a structure as well. It goes like this:

  • Cover or title page: To make a first impression. It can contain aesthetic visuals.
  • Introduction: To introduce yourself and your company. Also, briefly explain how your product or service will solve a specific problem.
  • Statement of the problem or project: To explain your understanding of the customer’s need, its importance in addressing it, and your right-fit, proposed solution.
  • Table of contents: To make your data essay accessible.
  • Project details: To communicate essential data, including objective, scope, timeline, key stakeholders, disclaimers, cost, and conclusion.
  • Agreement with a signature box: To obtain the client’s signature.

3. Audience

A business plan’s target audience is internal stakeholders, investors, and lenders interested in your company’s long-term goals and path to success.

On the flip side, business proposals go to potential clients from established businesses. They target external or new clients, partners, or funding agencies with a specific focus on:

  • Addressing customer needs
  • Solving customer problems
  • Or seizing opportunities

Do you know how many types of businesses exist today? Two words: Too many!

Now, that implies there are many different types of business plans. But here’s a quick list of the most common types:

  • Startup business plan: This plan describes the foundation of a new business with room to adjust as the company grows. It’s given to potential investors to ask for startup funding.
  • Internal business plan: In this plan, company leaders communicate business goals, strategy, and performance. The aim is to keep the board and the team in sync regarding business objectives.
  • Strategic business plan: This plan documents the framework required to keep long-term goals and company vision intact.

BERLIN — A local council in Germany approved a plan by electric carmaker Tesla to expand the grounds of its first plant in Europe , a proposal which has drawn persistent protests this year.

Councilors in the Gruenheide municipality, just outside Berlin, voted 11-6 Thursday evening with two abstentions in favor of the plan, German news agency dpa reported. The proposal was scaled down to involve the felling of fewer trees than originally intended.

The typical We Energies customer's electric bill would top $150 a month in 2026 under a proposal filed recently with state regulators.

The proposal calls for an 18.5% increase in the cost for residential electric service by 2026 including rate hikes of 9.2% in 2025 and another 8.5% a year later. If the new rates are approved as proposed by the Wisconsin Public Service Commission, the typical residential customer would pay about $24 more a month than they currently pay.

In all, We Energies is seeking an additional $418.6 million from its customers over the next two years to cover rising costs associated with building new sources of power generation, grid improvements, inflation and rising labor costs.

The proposed increase amplifies a two-decade trend in which residential electricity costs increases have risen at more than twice the rate of inflation since 2005, according to an analysis by the Wisconsin Citizens Utility Board.

The increase request will fuel a renewed focus by consumer advocates on energy affordability at a time when inflation has strapped household budgets, particularly among low-income households in Milwaukee and other areas where energy costs can eat up as much as 20% of a household budget, according to an analysis by the Sierra Club - Wisconsin Chapter .

"The big question is how much is the utility taking into account people's ability to pay when they're making requests of this magnitude," said Tom Content, CUB's executive director. "That's a big question and its incumbent on everybody,, including the commissioners who regulate them, to really have that top of mind because this is a lot for people to stomach in a short period of time."

New power sources, grid improvements driving We Energies rate hike

As was the case in recent We Energies rate hikes, the utility's investment in renewable energy is the primary driver of its proposed rate hike.

Looking at 2025 alone, 70% of the new revenue the utility is seeking, or $167 million, is to begin payments for newly completed solar power projects a the purchase of a share of the generating capacity of Alliant Energy's West Riverside natural gas plant. Wisconsin utilities can only begin to bill construction costs to customers when the projects are producing power, so new proposals like a natural gas plant the company intends to build in Oak Creek aren't included in this round of increases.

Bills are also coming due on We Energies' efforts to improve the electric grid's reliability and resilience to storm damage. Burying power lines, more aggressive removal of dead and dying trees, and other improvements authorized by the Wisconsin Public Service Commission in 2022 account for about $71 million of the new costs the utility is seeking to recover.

In a statement, the company said those expenses reflect a commitment to a reliably meeting energy demand, maintaining a healthy electric grid and the transition to renewable energy to avoid having to spend billions of dollars on new pollution controls if it continued to rely on coal power. The utility plans to stop using coal by 2032.

"Our filing focuses on 3 key priorities: reducing customer outages, building infrastructure needed to support jobs and economic growth in Wisconsin and meeting new EPA environmental rules," We Energies spokesman Brendan Conway said.

Largest increase falls on residential customers

The burden of filling that revenue gap is not shared equally. Industrial customers next year would pay just 2.3% more for power and would see a 1.7% increase in 2026. Smaller businesses would fall between the industrial and residential classes depending on their size and type of service.

We Energies says it followed the cost allocations approved by the PSC in 2022 to develop its rate proposal for 2025 and 2026. That allocation resulted in   a 14.4% increase in residential rates over two years , while industrial customers paid a little less than 10% more. 

"Our cost of service estimates reflect the PSCW's past practice, the commission will have the final say on how to allocate revenues," Conway said.

The difference between small and large customers reflects the higher cost of providing service to widely distributed residences that use smaller amounts of power and require more resources to serve, compared to the largest customers which can be served more efficiently, company officials said.

The cost allocation may be based on a previous PSC decision, but the models for determining cost of service have become outdated and out of balance, Content said. That model is under review by the PSC, and could result in new formulas for allocating costs, although that work won't be done in time for this year's rate decisions, he said.

As customers struggle to pay bills, bad debt costs are rising

Part of the outsized increase in residential rates stems from a long-standing policy of keeping costs that are specific to a type of customer within that customer class. As a result, residential customers must pick up the cost of unpaid residential electric bills.

Those costs account for about 20% of the proposed residential price increase, much of it tied to a recently expanded program in which customers who sign up for a payment plan and stick to it can have up to half of their past-due amount forgiven.

The program, known as the Low Income Forgiveness Tool, was introduced on a limited scale in 2021 and expanded by the PSC in 2022 by opening it up to more income-qualified customers and reducing the minimum amount owed for participation. As a result, enrollment grew from just shy of 1,000 customers in December 2021 to more than 36,000 at the end of last year.

The amount of debt forgiven through the LIFT program is expected to top $100 million by December.

We Energies has been carrying those costs in escrow, but is now authorized by the PSC to collect those and future costs from residential customers. Most of that bill will come due in 2026, when the company is proposing to collect $115 million from residential customers.

Content said the utility's numbers may not tell the full story about the costs and benefits of LIFT participants paying at least part of their unpaid bills and avoiding disconnection.

"Clearly it underscores the that there is an affordability challenge for We Energies customers who are struggling to make ends meet," he said. "One of the questions is: from the filing, you can see the costs, but I'm not sure if we have the full picture of the benefits."

That cost-benefit tradeoff, including the likelihood that the program is generating revenue for We Energies that might otherwise be written off, warrants careful scrutiny of We Energies' cost estimates by consumer advocates and PSC staff, he said.

"In every case where there's bad debt the unpaid bills are passed on to all the other customers, and that's been a long standing issue given some of the poverty challenges in the in the community," Content said. "And so, one of the questions PSC staff is asking them is for information about LIFT just make sure that the numbers in the filing, are appropriate."

Coal plants, profit margin eyed as key points for customer savings

Consumer advocates will hone in on two key areas for potential cost reductions: reducing the amount utility customers will pay toward $400 million in debt still owed on pollution controls at Oak Creek Power Plant, where shutdown begins this month and continues through next year, and We Energies' request to return to a 10% profit margin after PSC commissioners cut it to 9.8% in 2022.

Commissioners rejected a proposed settlement in the 2022 rate case that included using a financial tool known as securitization to refinance $100 million of that debt, pushing the issue into this year. Previously, customers reaped about $40 million in savings when a similar amount debt after the Pleasant Prairie Power Plant closed in 2018.

Whether that option will be resurrected is largely up to We Energies and its willingness to reach a rate settlement with intervenors that includes a refinancing package. Commissioners cannot order We Energies to refinance the debt and the company has not proposed doing so in its rate filings.

"Clearly the dead coal plant issue is an opportunity for savings," Content said. "In the utility's, own testimony, they talk about the savings that could be achieved through securitization or through other alternatives, but then they don't offer any savings at all. Their plan is to not only take their current profit rate on that dead powerplant, but actually a higher profit rate of return on it."

When commissioners reduced We Energies' profit margin in 2022 they did it with an eye toward incrementally moving it from 10% to 9%.

We Energies' request to return to a 10% profit rate, or return on equity, on its capital investments reflects the impact inflation has had on those costs and the need to show financial stability to shareholders, We Energies spokesman Brendan Conway said.

"Today, our allowed ROE is at a 40-year low, despite higher interest rates. Our request simply takes into account the current inflationary environment and our need to demonstrate financial stability," Conway said.

Yet even at 9.8%, We Energies is earning some of the highest profits among the nation's utilities even as the number of customers struggling with their bills is increasing, Content said.

"We're in a position where Wisconsin has awarded the fifth highest profit rates in the country even though they're coming down," Content said. "From from a customer's point of view, it's paramount that the trend to bring that down continues and even accelerates."

As cost pressures rise, advocates look to long-term solutions

Pressures on electric customers aren't expected to let up in coming years as We Energies' parent company, WEC Energy Group, pursues a $23.4 billion five-year capital plan that is focused on the transition to renewable energy, building additional generating capacity and improving reliability across its multi-state service territory.

For We Energies, that includes spending $1.4 billion on the new gas plant at Oak Creek and a natural gas storage facility, smaller on-demand natural gas powered generating facilities in various locations, and hundreds of millions of dollars of additional investments in solar energy.

Consumer advocates have raised concerns that regulators, under state law. review projects largely on a case-by-case basis, but are largely prohibited from reviewing how it fits into the bigger picture. They warn that could result in building excess generating capacity, captured costs at gas plants that will be unneeded in the future, and an inability to ensure that long-term decision making is in the best interest of consumers.

A bill was introduced last year in the state Legislature to address the issue but died without coming to a vote.

"There's a lack of justification," said Antonio Butts, executive director of Walnut Way Conservation Corp. in Milwaukee. "Because our state legislators (didn't act), there's no codification for integrated resource planning. So there's no tool in place for us to have a long-term decision making process that's inclusive, that's respectful to vulnerable communities and that emphasizes transparency and accountability so that we have a fair and equitable outcome."

Butts said Walnut Way, a neighborhood development organization that first became active on energy affordability issues during the 2022 rate case, will nonetheless stress that integrated approach as an intervenor in the current case.

"We have to work together in order to make some really solid long-term decisions in partnership with the utility," he said.

TOPEKA, Kan. (AP) — Democratic Gov. Laura Kelly on Thursday vetoed a proposal for broad tax cuts, setting up a high-stakes election-year tussle with the Republican-controlled Kansas Legislature that one GOP leader called “spiteful.”

It was the third time this year Kelly has vetoed a plan for cutting income, sales and property taxes by a total of $1.45 billion or more over the next three years. GOP leaders have grown increasingly frustrated as they’ve made what they see as major concessions, including giving up on moving Kansas from three personal income tax rates to just one.

The Legislature adjourned its annual session May 1 and therefore cannot try to override her latest veto. Kelly promised to call a special legislative session to try to get a tax plan more to her liking and said she’ll announce next week when it will start.

“Kansas is being noticed for its sense of responsibility. Don’t toss all that,” Kelly said in her message. “The Legislature cannot overpromise tax cuts without considering the overall cost to the state for future years.”

All 40 Senate seats and 125 House seats are on the ballot in this year’s elections, and Democrats hope to break the Republican supermajorities in both chambers. Both parties believe voters will be upset if there is no broad tax relief after surplus funds piled up in the state’s coffers.

GOP leaders have accused Kelly of shifting on what’s acceptable to her in a tax plan, and even before Kelly’s veto, Republicans were criticizing her over the extra session’s potential cost, more than $200,000 for just three days.

“It seems her laser focus has shifted solely to wasting your money on a needless and spiteful special session,” House Speaker Dan Hawkins, a Wichita Republican, said in a statement addressing taxpayers.

Republicans were unable to override Kelly’s previous vetoes of big tax bills because three GOP dissidents formed a solid bloc in the Senate with its 11 Democrats to leave GOP leaders one vote short of the 27 votes required.

And so Republicans have trimmed back both the total cost of their tax cuts and given up on enacting a “flat,” single-rate personal income tax that they view as fair but Kelly argued would benefit the “super wealthy.”

Kelly and Republican leaders have agreed on eliminating state income taxes on retirees’ Social Security benefits, which kick in when they earn $75,000 a year. They also agree on reducing a state property tax for schools and eliminating the state’s already set-to-expire 2% sales tax on groceries six months early, on July 1.

But almost half of the cuts in the latest bill were tied to changes in the personal income tax. The state’s highest tax rate would have been 5.57%, instead of the current 5.7%.

Kelly’s veto message focused mostly on her belief that the latest plan still would cause future budget problems even though the state expects to end June with $2.6 billion in unspent, surplus funds in its main bank account.

Before lawmakers adjourned their annual session, Senate Democratic Leader Dinah Sykes, of Lenexa, circulated projections showing that those surplus funds would dwindle to nothing by July 2028 under the bill Kelly vetoed, as spending outpaced the state’s reduced tax collections.

“In the next couple of years, we’re going to have to go back and the very people that we’re trying to help are going to have the rug pulled out from under them,” Sykes said in an interview Thursday.

However, if tax collections were to grow a little more or spending, a little bit less — or both at the same time — than Sykes projected, the picture in July 2028 looks significantly better.

Nor is the $2.6 billion in surplus funds in the state’s main bank account the only fiscal cushion. Kansas has another $1.7 billion socked away in a separate rainy day fund, and Republicans argued that the extra stockpile is another reason for Kelly to have accepted the last tax plan.

“Her shifting reasons for vetoing tax relief have now morphed into the absurd,” Senate President Ty Masterson, an Andover Republican, said in a statement.

The two candidates quickly accepted CNN's offer to attend a June 27 debate at the news network's Atlanta studios, making it the earliest televised, major presidential debate in history. There will be no audience, an occurrence that hasn't happened for decades. Debate moderators were not immediately announced.

The September debate will be hosted by ABC on September 10.

Unlike recent presidential debates, CNN's June event is set to air exclusively on the network's platforms. Though viewers will be able to watch it on CNN.com without a cable subscription, there's no indication that the live debate will be aired on competing networks. Sixteen networks aired live coverage of the first 2020 presidential debate, which an estimated 73.1 million people tuned in to, according to Nielsen data.

Presidential debates are traditionally one of the most-viewed television events of the year — a rare exception to the dominance that sporting events hold on the live TV calendar. It's unclear how ratings will be affected if only CNN airs the debate.

Biden's campaign on Wednesday proposed two debates without input from the Commission on Presidential Debates, the traditional nonpartisan organization that has scheduled these debates for decades. Trump's campaign accepted Biden's offer but countered that the pair should face off more than twice. The former president's team proposed four debates, floating potential dates in July and August.

Biden sells merchandise to troll Trump

Biden's reelection team started selling a "Free on Wednesdays" shirt to tout their debate proposal before Trump accepted the June date. The shirt is a not-so-subtle reference to Trump's ongoing Manhattan criminal trial. Trump is in court most of the week and appears to have fallen asleep multiple times during the trial .

Justice Juan Merchan has scheduled breaks in the proceedings on Wednesdays.

"Trump's acting like he wants to debate the President," the item's description reads. "We hear he's free on Wednesdays. Let's do it!"

The shirt costs $32 and is the latest example of campaigns trying to make money from merchandise that plays on short-lived trends. Nontraditional merchandise can be lucrative for campaigns; Trump's 2020 reelection campaign made more than $450,000 from plastic-straw sales.

While accepting Biden's invitation to debate, Trump said the pair should meet more than twice. Traditionally, presidential candidates square off three times, including a town-hall-style debate.

"I would strongly recommend more than two debates and, for excitement purposes, a very large venue, although Biden is supposedly afraid of crowds - That's only because he doesn't get them," Trump wrote on Truth Social, his social-media platform. "Just tell me when, I'll be there. 'Let's get ready to Rumble!!!'"

Robert F. Kennedy Jr., the best-positioned third-party challenger, is unlikely to join Trump and Biden next month. Third-party presidential candidates have historically struggled to make the stage since the debate commission began imposing a polling threshold in 2000. CNN is also requiring all participants to have qualified to be on the ballot in enough states to win 270 Electoral College votes. Kennedy is still far from that mark.

This is the biggest shakeup to presidential debates in decades

The Commission on Presidential Debates has chosen the venues and moderators for decades. But in recent years, Republicans and Democrats have become critical of the organization, with the Republican National Committee withdrawing from the commission in 2022. Trump's campaign had blasted the group for not scheduling a debate until September.

Biden's campaign has largely agreed with this critique. In a letter to the commission, Jen O'Malley Dillon , Biden's 2024 campaign chair, went even further, criticizing the organization for straying away from what presidential debates should be.

"The Commission's model of building huge spectacles with large audiences at great expense simply isn't necessary or conducive to good debates," O'Malley Dillon wrote.
