Omaha Public Schools presented details Monday of a new high school student assignment plan.

It would provide students with transportation options at both their neighborhood school and three partner schools.

Because students can apply to any high school, it also creates a structure for that process, prioritizing neighborhood students first, then students who have siblings at the school, followed by students who are applying to schools where they are eligible for transportation.

"We realize that transportation is a resource that is needed by many of our families, and we want to prioritize that choice," said Dr. Anne MacFarland, Student and Community Services Coordinator with OPS.

The Board of Education should vote on the SAP March 15.

"Are we guaranteeing every student equal access to all programming?" asked board of education member Spencer Head.

The proposal comes as OPS plans for the Academies and Pathways program. That plan was an information back in January and was not up for a vote.

It will implement block scheduling at all OPS high schools and give each a career focus.

"I want students to have the option of liberal arts. Options to really explore," said OPS parent Liz Cook.

Those changes have elicited questions from families for months now.

"To declare that every high school in the district must conform to block scheduling eliminates choice for families like mine," said OPS parent Lisa Winton.

Multiple families said pandemic adjustments have already proved difficult this year.

"OPS families are now faced with new hurdles as we learn of changes to the transportation plan and most recently of the programming changes," said OPS parent Jennifer Simpson.

Others criticized communication from the district.

"The specifics of this are unclear to administrators, teachers, counselors and thousands of confused parents and students," said Barton Hooper.

Some parents at the meeting asked for OPS to delay implementation of the new programming.

"I don't think any of the parents, I don't think many of the board members believe that anybody has been engaged in this process," said Gina Miller.

OPS Student Assignment Plan in place

As part of the back-to-school preps for Omaha Public Schools, the district is trying to make sure parents and students are ready for a new busing plan. It's been years in the making.

Frederick Clemmons brought his grandson Amiri to the OPS enrollment fair Tuesday. He wanted to ensure the 7th grader was able to get to Norris Middle School safely.

“My biggest concern was the school bus issue,” Clemmons said.

Last Year, WOWT 6 News reported on the constant headaches families received involving transportation. This year, OPS has adopted a new Student Assignment Plan for elementary and middle school students.

“I think they'll notice that our buses are full and that they're running on time,” said OPS Supervisor of Placement Anne MacFarland.

There are eight zones for elementary schools and four for middle schools. OPS students are only guaranteed a spot in their neighborhood school. If an elementary student is more than a mile away from that school, transportation will be given.

“We have increased our neighborhood transportation eligibility, so more families getting a ride to their neighborhood school,” MacFarland explained.

Transportation will also be given to students who—live more than a mile away from their neighborhood school—and who want to apply to others within their zone. However, no transportation will be given to those students wanting to go to school outside of their zone.

The district hopes the new partner plan is easy for families to understand. It’s a plan the district spent two years working on.

“Really listening and being responsive to our community with what they need with transportation to school,” MacFarland said.

The plan has given some families peace of mind.

“We'll find out on the first day if it will go smooth, which I think it will,” said Frederick Clemmons.
