Work Immersion Program – Philippines

Context: In the Philippines, youth unemployment continues to play a role in hampering meaningful economic development. In July 2020, the number unemployed Filipinos aged 15–24 was estimated at 4.6 million. This was 2.1 million higher than in July 2019, largely due to the impact of the COVID-19 pandemic on the education and employment sectors, and adverse effects on students’ transitions to enter the work force.

Implementation of programme/ initiative: Since 2017, the Work Immersion Program for senior high school students has been implemented by the Filipino Government’s Department of Education (DepEd) and supported by The Asia Foundation’s Coalitions for Change (CFC), working alongside national and local government agencies, private and public enterprises and nongovernmental organizations. The Program is offered as a pre-requisite to graduation to Grade 11 and 12 students, aged 15–18, of DepEd public schools, private schools, state colleges and universities, and technical-vocational institutions. Due to the lack of knowledge, skills, and work experience that puts students at a disadvantage, as part of the programme, DepEd has made it a requirement for them to attain hands-on experience through work simulation of their chosen track to give them greater opportunities to apply their knowledge and capabilities. Participating students are trained, having close mentorship in their work environment with industry supervisors for a period of 80–320 hours during their two years of study. Learners cannot exceed eight working hours per day, anytime between 06.00-18.00 hours. To prepare for Work Immersion, learners have to take four specialized subjects where they can gain experience in a work environment related to their field of specialization. This aims to better equip senior high school students for college, work or business; develop life and career skills; and have attitudes, appreciation and respect for work. It also allows them to have a smooth transition from school to work after they gain valuable experience.

Main challenges: The 2018 Program report outlined certain inconsistencies; in particular there were suggestions of variations in workplace effectiveness of the Program, including with regard to relationships between Work Immersion supervisors and learners. In different areas of work, the number of tasks assigned to students varied; for instance, learners in Accountancy, Business and Management learned a lot during their experience in a bank setting, as well as future employment opportunities, whereas those in the General Academic Strand reported that they were only given minimal duties. Therefore, more years, along with adjustments in the Program are likely to be needed to show more coherent effectiveness of the Program.

Results achieved: Since its operation in the school year 2017—2018, over 390,000 senior high school students have undergone the Work Immersion Program, with 60 per cent subsequently becoming employed. To date, the Program has been achieving good results, for instance, with a high passing rate in National Certification for tourism-related specializations and graduates joining the workforce right after graduation.

Moving Forward: Looking ahead, Work Immersion will help the DepEd Bureau of Curriculum Development recognize the need for a curriculum in more education institutions that responds to local government and industry priorities. DepEd is looking to identify more companies willing to provide immersion opportunities and venues for student learning at the local level, and find linkages with industry partners for greater support in enhancing skills and training.

Replicability: The Work Immersion initiative demonstrates how national and local governments and industries can better coordinate and learn from each other through close collaboration in designing curricula and learning materials that will help senior high school graduates compete in high-growth, high-value and high-employment sectors. DepEd intent to pay close attention to changing job markets and provide relevant training and work experience programmes shows the importance of adjusting to industry expectations and better preparing youth for the world of work. The Program thus provides useful lessons in showing how to help reduce youth unemployment by increasing the number of more-skilled young candidates that join the workforce and boost development in the economic sector and beyond.

• Work ethic refers to a set of moral principles, values, and attitudes around how to act at work. It often surrounds what behaviors are commonly acceptable and appropriate (or not).
• Qualities like reliability, productivity, ownership and team support all demonstrate professional integrity, or a strong commitment to ethical behavior at work. In contrast, low-quality work, tardiness, or lack of attention to details demonstrates bad work ethic.
• If you’re new to the workplace, a good way to start is by observing. Pay attention to how your coworkers behave in meetings to gain a better understanding of their “etiquette,” as well as the communication styles of different people and teams. Work Immersion Journals: Ten Days with My Dream Job

One of the best parts of my senior high school days was the Work Immersion Program. Why not? Work immersion gave me the opportunity to experience my dream job for 10 days and it gave me a pre-taste of what working actually feels like?

When I was a kid, I would often wonder what life would be like if I were working in a bank. That short 10 days gave me a chance to satisfy a part of my curiosity.       I experienced working in one of the country’s biggest and most trusted finance institution together with amazing people. Proudly, I can now say that the Philippine National Bank (PNB) is on my resume.

It was a cloudy day when our Day 1 started. We were a bit late when we came to the bank. Briefly, I scanned the place and saw the branch manager Mrs. Maria Osilla Molina busy reading important documents. The hesitation in our smiles was erased when she smiled back. We were after all, a combination of nerves and excitement.

After calling each of our names for attendance check, Mrs. Molina told us that she has always believed in the old maxim that first impression lasts. She counseled that if we were to apply for a job, we need to looks and dress for that job. Expensive clothes are not necessary but, at least, any applicant must look decent.

Our first day started with that simple lesson.

I actually expected that all students in the Immersion Program just had to sit down all day, chill and observe the surroundings. It turned out, however, that our manager had another plan in mind. Mrs. Molina assigned us to the Annual Confirmation of Pensioners Department.

We took charge of updating the profile of pensioners, surviving beneficiaries or spouses. We made sure that their accounts and documents get updated before the cut off. Sometimes, we would hear heartrending stories of pensioners who were not able to receive their pension because their updates didn’t make it to the cut off. Mostly, they would use the money for their medications.

Some of them, already old and grey, travelled from distant places like Canlaon City, Calatrava or even from Cebu towns for the ACOP. Part of my fulfillment from the Immersion Program was that I know I have at least assisted them.

Another aspect of my experience that I love so much was the bank staff and employees who are all friendly and approachable. They may not speak much during their work hours but they always made sure that at the end of the day they could at least have time for us and share lessons on banking and career in general.

Life lessons were included, too.

Some of the life lessons were given was about the value of action over words. They also taught us about the importance of having a positive attitude in the workplace because it is not intelligence that will give the authority to control and manage but attitude and behavior. Positive vibes always attract a good following.

Most importantly, our banking mentors taught us that putting God first and accepting His will and plan for us is the best career strategy.

We also got the chance to tour the whole bank, except of course for the restricted areas. PNB in San Carlos City may be an old building that has gone through several transformations, but it’s fully alive because of its management and staff.

The days passed with the speed of light. I realized that once our Work Immersion Program teacher told us that we were the “Lucky 6” because we were assigned at PNB. Our teacher is indeed right. But beyond lucky, we were blessed with an immersion assignment at PNB San Carlos because it is a formidable banking institution and its army of bankers is inspiring and nurturing to young aspirants like us.

Impact of Work Immersion on Career Path of Selected Grade 12 General Academic Strand Students of Bestlink College of the Philippines

The Philippine Educational System has been developed to provide the learners the best. It happened the moment they changed the curriculum system from the basic form to the K-12 curriculum. On July 05, 2017, the Department of Education (DepEd) released the guidelines to conduct Work Immersion Activities for the Senior High School curriculum. It consists of 80 hours of hands-on experiences or work simulation that Grade 11 and 12 students will undergo to expose them to the actual workplace setting and enrich the competencies provided by the school under the supervision of the school head and the designated personnel of the partner institutions. Work Immersion will help the students to know what course they want to take in college. Work Immersion can be seen as giving the students a way to improve themselves by experiencing real work simulation. The researcher conducted this study to determine the impact of Work Immersion on the career path of selectedGrade 12 General Academic Strand students of Bestlink Collegeof the Philippines. This quantitative descriptive-analytical study involved 50 students and 2 Work Immersion teachers of Bestlink College of the Philippines who were selected through purposive sampling. Data were collected by a valid and reliable questionnaire. With the overall weighted means of 3.79 from Work Immersion teachers and 3.65 from the students, both groups strongly agreed that choosing a career path, gaining competencies, and gaining experiences are the impacts of Work Immersion on the career path of students. Based on the findings of the study, the following conclusions were drawn. Students who are having a hard time deciding their career path can use their gained experiences and competencies during their Work Immersion as a basis of their evaluation on their career decision making to get more satisfied in their future courses. Students must assess their capacity in working to help them easily decide their career path. Students must apply the work ethics that they have learned from their Work Immersion teachers and workplace. Lastly, students must develop their character while undergoing Work Immersion.
