Your competitive analysis should identify the indirect and direct competitors your business faces and then focus on the latter.

Direct competitors are other website design businesses.

Indirect competitors are other options that customers have to purchase from that aren’t direct competitors. This includes individuals who prefer to use template-based platforms to build their website on their own, or from dedicated in-house design teams.

With regards to direct competition, you want to describe the other website design businesses with which you compete. Most likely, your direct competitors will be website design businesses located very close to your location.

  • Will you provide superior customer service?
  • Will you offer better pricing?

Think about ways you will outperform your competition and document them in this section of your plan.  

Marketing Plan

Traditionally, a marketing plan includes the four P’s: Product, Price, Place, and Promotion. For a website design business plan, your marketing plan should include the following:

Product : In the product section, you should reiterate the type of website design company that you documented in your Company Analysis. Then, detail the specific products you will be offering. For example, in addition to WordPress site development, will your website design business provide custom design options?

Price : Document the prices you will offer and how they compare to your competitors. Essentially in the product and price sub-sections of your marketing plan, you are presenting the services you offer and their prices.

Place : Place refers to the location of your website design company. Document your location and mention how the location will impact your success. Operations Plan

While the earlier sections of your business plan explained your goals, your operations plan describes how you will meet them. Your operations plan should have two distinct sections as follows.

Everyday short-term processes include all of the tasks involved in running your website design business, including marketing, providing consultations, programming, troubleshooting, keeping abreast of new technology, etc.

Long-term goals are the milestones you hope to achieve. These could include the dates when you expect to launch your 100th e-commerce site, or when you hope to reach $X in revenue. It could also be when you expect to open a website design business in a new location.  

Management Team

To demonstrate your website design business’ ability to succeed, a strong management team is essential. Highlight your key players’ backgrounds, emphasizing those skills and experiences that prove their ability to grow a company.

Ideally you and/or your team members have direct experience in managing website design businesses. If so, highlight this experience and expertise. But also highlight any experience that you think will help your business succeed.

If your team is lacking, consider assembling an advisory board. An advisory board would include 2 to 8 individuals who would act like mentors to your business. Financial Plan

Your financial plan should include your 5-year financial statement broken out both monthly or quarterly for the first year and then annually. Your financial statements include your income statement, balance sheet and cash flow statements.

Income Statement : an income statement is more commonly called a Profit and Loss statement or P&L. It shows your revenues and then subtracts your costs to show whether you turned a profit or not.

In developing your income statement, you need to devise assumptions. For example, will you complete/launch one website per week, or will you have teams working on multiple projects at once? And will sales grow by 2% or 10% per year? As you can imagine, your choice of assumptions will greatly impact the financial forecasts for your business. As much as possible, conduct research to try to root your assumptions in reality.

Balance Sheets : Balance sheets show your assets and liabilities. While balance sheets can include much information, try to simplify them to the key items you need to know about. For instance, if you spend $50,000 on building out your website design business, this will not give you immediate profits. Rather it is an asset that will hopefully help you generate profits for years to come. Likewise, if a bank writes you a check for $50,000, you don’t need to pay it back immediately. Rather, that is a liability you will pay back over time.

Cash Flow Statement : Your cash flow statement will help determine how much money you need to start or grow your business, and make sure you never run out of money. What most entrepreneurs and business owners don’t realize is that you can turn a profit but run out of money and go bankrupt.

In developing your Income Statement and Balance Sheets be sure to include several of the key costs needed in starting or growing a website design business:

  • Cost of buying or leasing a company vehicle
  • Cost of office supplies such as computers and software
  • Payroll or salaries paid to staff

Example business plan format

Before you start exploring our library of business plan examples, it's worth taking the time to understand the traditional business plan format . You'll find that the plans in this library and most investor-approved business plans will include the following sections:

Executive summary

The executive summary is an overview of your business and your plans. It comes first in your plan and is ideally only one to two pages. You should also plan to write this section last after you've written your full business plan.

Your executive summary should include a summary of the problem you are solving, a description of your product or service, an overview of your target market, a brief description of your team, a summary of your financials, and your funding requirements (if you are raising money).

Products & services

The products & services chapter of your business plan is where the real meat of your plan lives. It includes information about the problem that you're solving, your solution, and any traction that proves that it truly meets the need you identified.

This is your chance to explain why you're in business and that people care about what you offer. It needs to go beyond a simple product or service description and get to the heart of why your business works and benefits your customers.

Market analysis

Conducting a market analysis ensures that you fully understand the market that you're entering and who you'll be selling to. This section is where you will showcase all of the information about your potential customers. You'll cover your target market as well as information about the growth of your market and your industry. Focus on outlining why the market you're entering is viable and creating a realistic persona for your ideal customer base.

Competition

Part of defining your opportunity is determining what your competitive advantage may be. To do this effectively you need to get to know your competitors just as well as your target customers. Every business will have competition, if you don't then you're either in a very young industry or there's a good reason no one is pursuing this specific venture.

To succeed, you want to be sure you know who your competitors are, how they operate, necessary financial benchmarks, and how you're business will be positioned. Start by identifying who your competitors are or will be during your market research. Then leverage competitive analysis tools like the competitive matrix and positioning map to solidify where your business stands in relation to the competition.

Marketing & sales

The marketing and sales plan section of your business plan details how you plan to reach your target market segments. You'll address how you plan on selling to those target markets, what your pricing plan is, and what types of activities and partnerships you need to make your business a success.

The operations section covers the day-to-day workflows for your business to deliver your product or service. What's included here fully depends on the type of business. Typically you can expect to add details on your business location, sourcing and fulfillment, use of technology, and any partnerships or agreements that are in place.

Milestones & metrics

The milestones section is where you lay out strategic milestones to reach your business goals.

A good milestone clearly lays out the parameters of the task at hand and sets expectations for its execution. You'll want to include a description of the task, a proposed due date, who is responsible, and eventually a budget that's attached. You don't need extensive project planning in this section, just key milestones that you want to hit and when you plan to hit them.

You should also discuss key metrics, which are the numbers you will track to determine your success. Some common data points worth tracking include conversion rates, customer acquisition costs, profit, etc.

Company & team

Use this section to describe your current team and who you need to hire. If you intend to pursue funding, you'll need to highlight the relevant experience of your team members. Basically, this is where you prove that this is the right team to successfully start and grow the business. You will also need to provide a quick overview of your legal structure and history if you're already up and running.

Financial projections

Your financial plan should include a sales and revenue forecast, profit and loss statement, cash flow statement, and a balance sheet. You may not have established financials of any kind at this stage. Not to worry, rather than getting all of the details ironed out, focus on making projections and strategic forecasts for your business. You can always update your financial statements as you begin operations and start bringing in actual accounting data.

Now, if you intend to pitch to investors or submit a loan application, you'll also need a "use of funds" report in this section. This outlines how you intend to leverage any funding for your business and how much you're looking to acquire. Like the rest of your financials, this can always be updated later on.

The appendix isn't a required element of your business plan. However, it is a useful place to add any charts, tables, definitions, legal notes, or other critical information that supports your plan. These are often lengthier or out-of-place information that simply didn't work naturally into the structure of your plan. You'll notice that in these business plan examples, the appendix mainly includes extended financial statements.

Types of business plans explained

While all business plans cover similar categories, the style and function fully depend on how you intend to use your plan. To get the most out of your plan, it's best to find a format that suits your needs. Here are a few common business plan types worth considering.

Traditional business plan

The tried-and-true traditional business plan is a formal document meant to be used for external purposes. Typically this is the type of plan you'll need when applying for funding or pitching to investors. It can also be used when training or hiring employees, working with vendors, or in any other situation where the full details of your business must be understood by another individual.

Business model canvas

The business model canvas is a one-page template designed to demystify the business planning process. It removes the need for a traditional, copy-heavy business plan, in favor of a single-page outline that can help you and outside parties better explore your business idea.

The structure ditches a linear format in favor of a cell-based template. It encourages you to build connections between every element of your business. It's faster to write out and update, and much easier for you, your team, and anyone else to visualize your business operations.

One-page business plan

The true middle ground between the business model canvas and a traditional business plan is the one-page business plan . This format is a simplified version of the traditional plan that focuses on the core aspects of your business.

By starting with a one-page plan , you give yourself a minimal document to build from. You'll typically stick with bullet points and single sentences making it much easier to elaborate or expand sections into a longer-form business plan.

Growth planning

Growth planning is more than a specific type of business plan. It's a methodology. It takes the simplicity and styling of the one-page business plan and turns it into a process for you to continuously plan, forecast, review, and refine based on your performance.

It holds all of the benefits of the single-page plan, including the potential to complete it in as little as 27 minutes . However, it's even easier to convert into a more detailed plan thanks to how heavily it's tied to your financials. The overall goal of growth planning isn't to just produce documents that you use once and shelve. Instead, the growth planning process helps you build a healthier company that thrives in times of growth and remain stable through times of crisis.

Choose a business plan example from a similar type of company

You don't need to find an example business plan that's an exact fit for your business. Your business location, target market, and even your particular product or service may not match up exactly with the plans in our gallery. But, you don't need an exact match for it to be helpful. Instead, look for a plan that's related to the type of business you're starting.

For example, if you want to start a vegetarian restaurant, a plan for a steakhouse can be a great match. While the specifics of your actual startup will differ, the elements you'd want to include in your restaurant's business plan are likely to be very similar.

Use a business plan example as a guide

Every startup and small business is unique, so you'll want to avoid copying an example business plan word for word. It just won't be as helpful, since each business is unique. You want your plan to be a useful tool for starting a business —and getting funding if you need it.

IRS delivers strong 2024 tax filing season; expands services for millions of people on phones, in-person and online with expanded funding

IR-2024-109, April 15, 2024

WASHINGTON — With the April tax filing deadline here, the Internal Revenue Service highlighted a variety of improvements that dramatically expanded service for millions of taxpayers during the 2024 filing season.

Through Inflation Reduction Act funding, the IRS continued to expand taxpayer service levels not seen in more than a decade with double-digit gains occurring in critical areas. Compared to a year ago, the IRS answered over 1 million more taxpayer phone calls this tax season, helped over 170,000 more people in-person and saw 75 million more IRS.gov visits fueled by a new and expanded Where’s My Refund? tool.

“Taxpayers continued to see major improvements from the IRS during the 2024 tax season,” said IRS Commissioner Danny Werfel. “A well-funded IRS is like night and day for taxpayers. With the help of more funding and added resources, service for taxpayers this filing season eclipsed levels seen during the past decade. This tax season meant real-world improvements for people looking for help, whether calling, visiting in-person or using IRS.gov.”

“We still have much more work to do, both to finish the 2024 tax season as well as put in place continued improvements made possible by Inflation Reduction Act funding,” Werfel said. “But this filing season marks another important chapter where we’ve improved service for taxpayers, continuing an accelerating trend in the story of transforming the IRS.”

Through April 6, the IRS processed more than 100 million individual tax returns. Tens of millions more will come in advance of the April deadline, the busiest time of the year for tax returns. The IRS also projects about 19 million taxpayers will file extensions, which will be due Oct. 15.

Since the start of the January tax season, the IRS has delivered more than $200 billion in refunds through early April. The average refund was $3,011, a 4.6% increase from last April’s average of $2,878.

Here are major filing season numbers in 10 key areas. These numbers, generally from late March and early April, reflect the historic 2024 tax season taking place at the IRS:

  • Improved phone service . Continuing a trend seen last year following the addition of 5,000 new telephone assistors, the IRS level of service on its main phone lines reached more than 88%. That’s above the 84% level seen last year and more than a five-fold increase from the phone service levels seen during the pandemic era period, when the level of service was at just 15% in 2022.
  • More calls answered. The IRS answered more taxpayer calls on its live assistor lines this year, a 16.8% increase from 2023. IRS assistors handled 7,608,000 calls, up from 6,513,000 the year before. IRS automated lines handled another approximately 7 million calls, 280,000 more than the previous year.
  • Faster response times. Taxpayers waited, on average, just over three minutes for help on the IRS main phone lines. This is down from four minutes in 2023 and 28 minutes in filing season 2022.
  • More callback options. The IRS offered callback options on 97% of the phone lines this filing season. The agency offered call back for over 4 million taxpayers this tax season, more than double the 1.8 million calls in 2023. This option, offered when phone lines were busy, saved taxpayers nearly 1.4 million hours of wait time on the phones.
  • More in-person help. The IRS helped 170,000 more taxpayers in-person this filing season than in 2023. IRS employees at Taxpayer Assistance Centers (TACs) served 648,000 taxpayers this year, up from 474,000 in 2023, a 37% increase.
  • Expanded in-person hours . The IRS added extended hours at 242 TAC locations across the nation, generating more than 11,000 extra service hours for taxpayers during the 2024 filing season. In addition to extended service hours, IRS also offered taxpayer assistance on Saturdays in more than 70 locations. These evening and Saturday hours made it more convenient for thousands of hard-working taxpayers to get help.
  • Additional free help at volunteer sites. The IRS saw tax return preparation work at volunteer sites increase to more than 2.3 million returns this tax season, up 200,000 from last year following work at Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) sites.
  • More taxpayers file for free. In addition to volunteer sites, the IRS saw more taxpayers file for free this year; in all, there were over 450,000 more returns filed between volunteer sites, Direct File and Free File. The new Direct File pilot, offered on a limited basis in 12 states, generated more than 60,000 tax returns after opening widely in mid-March. At the same time, the IRS partnership with the Free File partners offering free private-sector software via IRS.gov saw growth with more than 2 million tax returns filed, an increase of 11.2% or more than 200,000 more Free File returns than 2023 .
  • Higher usage of IRS.gov. Driven by increased use of the expanded information on the Where’s My Refund? for the 2024 filing season, IRS.gov saw large increases in traffic. The website had nearly 500 million visits, an 18% increase. And Where’s My Refund? accounted for more than 275 million of those visits, up 62 million from 2023 representing a 29% increase.
  • More chatbot use. The IRS saw more use of its virtual assistant tool on key IRS.gov pages. There were 832,000 uses this filing season, up nearly 150% from 330,000 uses in 2023.

“These numbers illustrate the strength of this year’s filing season, but the IRS needs to continue working hard to make more improvements and continue transforming to serve taxpayers – not just through the April tax deadline but throughout the year and into the future,” Werfel said.

With the April deadline approaching, the IRS reminds taxpayers there are many ways to get last-minute help. They can visit the special free help page on IRS.gov.

For taxpayers who need an extension of time to file their taxes, there are several options to get an automatic extension through Oct. 15. Although an extension grants extra time to file, it does not extend the obligation to pay taxes due on April 15, 2024. To avoid penalties and late fees, taxpayers who owe should pay either their full tax bill or at least what they can afford to pay by the April 15 deadline.

The IRS estimates 19 million taxpayers will file for an automatic extension.

Taxpayers in Maine and Massachusetts have until April 17 to file and pay taxes due this year. This is because these states observe the Patriots’ Day holiday on April 15 this year and April 16 is the Emancipation Day holiday in the District of Columbia.

How can you use Dual SIM?

Use one number for business and another number for personal calls.

Add a local data plan when you travel outside of the country or region.

Have separate voice and data plans.

Both your phone numbers can make and receive voice and FaceTime calls and send and receive messages using iMessage, SMS, and MMS. 2 Your iPhone can use one cellular data network at a time.

If you want to use 5G with Dual SIM on iPhone 12, iPhone 12 mini, iPhone 12 Pro, or iPhone 12 Pro Max, make sure that you have iOS 14.5 or later .

What you need

An iPhone XS, iPhone XS Max, iPhone XR, or later with iOS 12.1 or later

A wireless carrier that supports eSIM

To use two different carriers, your iPhone must be unlocked . Otherwise, both plans must be from the same carrier. If a CDMA carrier provides your first SIM, your second SIM won't support CDMA. Contact your carrier for more information.

If you have an enterprise or corporate cellular service plan, check with your company administrator to see if they support this feature.

Erase your eSIM

All iPhone models that support eSIM can have multiple eSIMs and use Dual SIM with two active SIMs at the same time.

You can use Dual SIM by using a physical SIM and an eSIM. iPhone 13 models and later also support two active eSIMs. iPhone models without a physical SIM tray support two active eSIMs.

Label your plans

After your second plan is activated, label your plans. For example, you can label one plan Business and the other plan Personal.

You'll use these labels when you choose which phone number to use for making or receiving calls and messages, to designate a number for cellular data, and to assign a number to your contacts so you know which number you will use.

If you change your mind later, you can change your labels by going to Settings, tapping either Cellular or Mobile Data, and then tapping the number whose label you want to change. Then tap Cellular Plan Label and select a new label or enter a custom label.

Set your default number

Choose a number to use when you call or send a message to someone who isn't in your Contacts app. Choose which cellular plans you want to use for iMessage and FaceTime. You can choose either or both numbers.

On this screen, choose a number to be your default, or you can choose which number is to be used only for cellular data. Your other number will be your default. If you want your iPhone to use cellular data from both plans, depending on coverage and availability, turn on Allow Cellular Data Switching.

Use two phone numbers for calls, messages, and data

Now that your iPhone is set up with two phone numbers, here's how to use them.

Let your iPhone remember which number to use

When you call one of your contacts, you don't need to choose which number to use every time. By default, your iPhone uses the same number that you used the last time you called that contact. If you haven't called that contact, your iPhone uses your default number. You can also specify which number to use for your calls with a contact. Follow these steps:

Tap the contact.

Tap Preferred Cellular Plan.

Tap the number you want to use with that contact.

Make and receive calls

You can make and receive phone calls with either phone number.

When you're on a call, if the carrier for your other phone number supports Wi-Fi calling, you can answer incoming calls on your other number. When you're on a call using a line that isn't your designated line for cellular data, you need to turn on Allow Cellular Data Switching to receive calls from your other line. If you ignore the call and you have voicemail set up with your carrier, you’ll get a missed-call notification and the call will go to voicemail. Check with your carrier for Wi-Fi calling availability and find out whether additional fees or data usage applies from your data provider.

If you're on a call and your other line shows No Service, either your carrier doesn't support Wi-Fi calling or you don't have Wi-Fi calling turned on. 3 It could also mean Allow Cellular Data Switching is not turned on. When you're on a call, an incoming call on your other phone number will go to voicemail if you set up voicemail with your carrier. 4 However, you won't get a missed-call notification from your secondary number. Call Waiting works for incoming calls on the same phone number. To avoid missing an important call, you can turn on call forwarding and forward all calls from one number to the other. Check with your carrier for availability and to find out whether additional fees apply.

Switch phone numbers for a call

You can switch phone numbers before you make a call. If you're calling someone in your Favorites list, follow these steps:

Send messages with iMessage and SMS/MMS

You can use iMessage or SMS/MMS to send messages with either phone number. 5 You can choose a number to use before or after you start a conversation. Here's how.

Open Messages.

Tap the New button, in the upper-right corner of the screen.

Enter your contact's name.

Tap the number you're using, near the top of the screen.

Choose the number you want to use instead.

The icons in the status bar at the top of the screen show the signal strength of your two carriers. Learn what the status icons mean .

When Carrier 1 is in use, the other line will show No Service.

The status bar shows that the device is connected to Wi-Fi and Carrier 2 is using Wi-Fi Calling.

With Allow Cellular Data Switching turned on, the status bar shows that Carrier 1 is using 5G, and Carrier 2 is using the cellular data of Carrier 1 and has Wi-Fi calling enabled.

One number at a time can use cellular data. To change which number uses cellular data, follow these steps:

Go to Settings.

Tap either Cellular or Mobile Data.

Tap Cellular Data.

Tap the number you want to use cellular data.

If you turn on Allow Cellular Data Switching, then while you're on a voice call on your voice-only number, that number automatically switches to use voice and data. 6 This lets you use both voice and data while on the call.

If you turn off Allow Cellular Data Switching and you're active on a voice number that isn't your designated cellular-data number, then cellular data won't work while you're on the call.

To turn on Allow Cellular Data Switching, follow these steps:

Tap Mobile Data.

Turn on Allow Cellular Data Switching.

To change your cellular settings for each of your plans, follow these steps:

Tap the number you want to change.

Tap each option and set it as you normally would.

How One Family Lost $900,000 in a Timeshare Scam

Hey. How’s it going?

Yeah. I’m not having much luck. So the problem is funding. And all of my money is in Mexico, all of it.

From “The New York Times,” I’m Katrin Bennhold. This is “The Daily.” A massive scam targeting elderly Americans who own timeshare properties has resulted in hundreds of millions of dollars sent to Mexico.

Once you move forward and make your payment, if anything were to happen, he will directly pay you the full amount of what you’re entitled to, including the gains. He will pay you the full amount.

You’ve got all my money. It’s been sent. I sold a freaking house.

Listen to this. I sold a house that I grew up in so that I could come up with funds to send to Mexico.

I don’t even have anything from the sale, nothing.

My colleague Maria Abi-Habib on one victim who lost everything and the people on the other side of the phone.

That’s it. That’s it. There’s nothing —

You know what? That’s what has been said every freaking time. Every time, just pay this. That releases the funds.

But that’s why we won’t allow it to happen again. This is the last time, James.

It’s Friday, April 12.

Maria, you’ve been looking into this scam that’s targeting Americans. Where did your investigation start?

So several weeks ago, I received a phone call from a lawyer based in St. Petersburg, Florida, who had been contacted by a family who was very concerned that the father, this man named James, was in the middle of being scammed. He’d sent hundreds of thousands dollars to Mexico. And he was considering sending another $157,000 when his daughter decided to call up this law firm and try to get her father to stop, stop sending money to Mexico.

So I called him a few weeks ago as I was trying to understand what was going on.

Hi, James. How are you?

Good. Thank you.

He’s asked that his last name be withheld for privacy concerns because he’s quite embarrassed about the story that I’m about to tell you.

You’re retired now, but what were you doing for work? And if your wife was working, what was her job?

I was with the Highway Patrol.

James is a retired state trooper from California. And his wife Nikki is a former school nurse.

She was born in ‘51. So 71-ish.

Two. She’s just reminded me, 72.

And they’re both in their early 70s. And they own this timeshare that is in Lake Tahoe, California. And they bought it in the 1990s for about $8,000.

And for someone who did not grow up vacationing in a timeshare, remind me how exactly timeshares work.

Timeshares are essentially vacation properties. And they tend to be beach resorts. And multiple people can buy into this property. The ownership is a shared ownership. And this gives you the right to use the timeshare for one to two weeks out of every year.

And so James and Nikki used their timeshare every other year with their daughters. But as they hit retirement age and their daughters are growing up and starting their own families, they’re just not really using it that much anymore. And timeshares require the owners to pay off yearly maintenance fees. And so they’re starting to think about maybe letting go of their timeshare and selling it.

Then one day, in late 2022, James gets a phone call from a company that is purporting to be based out of Atlanta, Georgia called Worry Free Vacations.

Worry Free Vacations?

That sounds enticing.

Yeah. And they start off with a simple question, which is, do you want to buy a timeshare? And James says, I already have a timeshare. And then they say, great. Well, what about selling the timeshare? Do you want to sell? There’s this Mexican businessman, and he’s interested in your timeshare. And he’s willing to buy it for about $20,000.

So we figured, well, what the heck? If we can make a few bucks on it, we’ll go for it.

And James jumps at the opportunity.

And did he do anything to try and verify that this was real?

Yeah. So remember, James is former law enforcement. And he feels very confident in his abilities to sniff out untrustworthy people. So he goes online, and he googles this Mexican businessman and sees that, yeah, he is a real person.

He’s a very well-respected individual in Mexico, very well off. And —

And this makes James feel at ease, that he’s selling to a legitimate person, that Worry Free Vacations are who they claim to be and that he’s going to double his money overnight, essentially.

And what happens next?

Well, a couple of weeks after he makes the agreement with the buyer, he’s told that he needs to send a couple thousand dollars to facilitate the purchase.

What does that mean, facilitate?

[MUSIC PLAYING]

I can’t remember specifically whether it was supposed to be cross-border registration —

So he’s being told that there are these fees that are paid directly to the Mexican government.

Or SPID or some other fee that was Mexican government required or not.

A lot of these fees are the same types of fees that you would pay in the United States for a real estate transaction. So he begins wiring money to an account in Mexico.

After that —

— a few days later, we get a notification. Well, everything went well, except that we have to pay an additional fee.

Every time that he sends one fee, he’s being told that he’s got to send another fee right afterwards.

Does he get suspicious at any point?

His wife is suspicious. After the first couple of payments, she starts saying, this does not feel right.

But James is the former law enforcement officer, right? And he’s the one that basically handles the family finances. And he’s confident that all of this is going to work out because he’s being told that the buyer of the timeshare will reimburse James for all of these fees once the sale goes through.

Michael from the Worry Free Vacations was constantly reassuring me the money’s in that account. Check with the commercial escrow account. It’s there. It’s just these fees have to be paid, and you’re being reimbursed for all of this.

They’re sending James documents that show all of the reimbursements that he’s owed and how much money he’s going to get. And this just makes him feel like all of this is kosher.

We have this commercial escrow company that was involved out of New York. So there was an air of legitimacy that I was comfortable with.

Maybe OK, these guys just need one more fee and everything is going to finally be cleared.

But about a year in, James starts to get suspicious. He begins asking questions because he wants his money.

And every time I asked, hey, is there a way I can get a partial release of these funds, there was always no, these funds have to be paid from your account before they’re released.

But Worry Free Vacations, they pivot. And they tell him that, listen, there are all these complications. It’s going to be really hard to get your money out from this transaction.

I could pay about $30,000 and change to reinvest the $313,000 into an environmentally-conscious development in Loreto, Mexico.

Instead, we’ve got this other investment opportunity in Mexico.

And I’m sure you know where that is, over on the East Coast of Baja.

And that is going to make you a huge return, even more money than you had thought that you were going to make, much more than the $20,000.

I’m supposed to have 54 million pesos in a Mexican bank account.

So this is now no longer just about his timeshare. They are now partners in a real estate investment.

Right. And there’s this whole new round of fees and fines associated with that.

So how many payments would you say?

Quite a few. Couple dozen at least, maybe more.

When was your last payment?

It would have been 17 January.

Uh-huh. And what was that for?

Good question.

And all along, he believed it was necessary to pay these costs just to get the money that he’s owed.

The amount of money that I’ve sent to Mexico is just freaking exorbitant. And I mean, it is approaching $900,000 or more.

And at this point, he’s sent about $900,000 to Mexico over about a year and a half.

Nearly $1 million.

That was almost all the money that he and his wife had saved for their retirement.

It also included money from the sale of James’s childhood home and money that he had borrowed from his daughter and son-in-law, about $150,000 from them.

It’s awful. So they were completely cleaned out by these guys.

Yeah. And this is when his daughter asks a law firm to look into this, which is the point in the story when I meet James. And when we start talking, it was clear to me that he just did not know what to think, even after losing this much money.

So this started in 2022. When did it end?

We’re still in it.

And he’s still talking to the scammers.

And as a matter of fact, presently, there was a request for $157,000 and change to clear up this whole thing. It would clear the entire issue out. Now —

And James is even considering putting a second mortgage on his house to send that money that he’d been promised would finally clear all this up — one final payment of $157,000.

It really sounds like he’s still wanted to believe that this was somehow legit.

Yeah. It was pretty clear to me that he was being scammed. But I didn’t definitively know what was going on, so I asked him if he could start recording his phone calls with the scammers.

Would you be so kind as to do me a favor?

Would you be willing to give them a call and record them?

[LAUGHS]: I’ll let you in on a little secret. I’ve been recording them.

And it turns out he already had been.

Worry Free Vacations.

So he shared the recordings of these calls that he’d had with these scammers over the last year or so. And it was just remarkable. It gave me huge insight into how the scam worked and the way that it sounded over the phone.

Is this is Michael in? I think he’s trying to call me. I couldn’t get through pick up.

Yes, I believe he did try to call you, sir. Give me a second. I think he’s only going to be in for a couple of minutes. One second.

There are two main takeaways for me listening to these calls.

Good afternoon. Michael McCarthy.

Michael, I missed your call. I was trying to pick up.

Yeah, don’t worry. Yeah, I figured something was wrong with your phone. Everything OK?

The first is that these scammers had really gotten to know James so well, and they really made James believe that Worry Free was a company that was working for him.

That’s why we need to hurry up and get this money over to you. Because hey, I’m losing my mind too. I’m not even here to convince you, James. I’m not — I’m your broker, and —

One of the things they continuously say is, trust me.

Look, I’m doing everything I can in my power and will on my end. So James, just look — like I told you from the get-go, I’m going to resolve this. And we are doing it. I just need you to focus on the goal.

They would refocus the conversation on what James needed to do to get his money back.

Look, if you make your payment as a security deposit, right away they will release the funds to you. With these —

And the other thing —

I’ve been having so much trouble trying to reach you, and I have not been successful.

— is that the scammers had created this elaborate cast of characters.

Why don’t you answer my calls?

And some of them were really aggressive. James shared a recording of this one man who claimed to be an agent for the Mexican government. And he basically started yelling at James.

I don’t care if your wife is at the hospital. To be honest with you, I don’t give a damn! But you know where I do give a damn? It’s your money, and my name is written all over it! Do you understand?

And he even threatened James. If James didn’t pay off these fines, then he would lose all the money that he’d sent to Mexico already.

You could get the best lawyer you want. You could get whoever you want. And this is not a threat. This is facts. But anyways, who am I to convince you, right?

Well, thank you for the information. And — are you still there? Hello?

Wow. So these scammers were basically doing a good cop, bad cop routine to stop James from walking away and to squeeze every last penny out of him.

If you provide me your email, contact information, I will certainly be happy to forward all of the wire transfer information from my bank account to you so that you can see where those funds went.

Yeah, that would be great. I have your email.

James asks me, a reporter who’s based in Mexico, who speaks the language, if I could help him figure out where his money had gone to.

Thank you very much. I really appreciate your assistance.

I’m just doing my job. Thanks again, and we’ll talk soon.

And the only way that I could figure that out was to understand who was on the other side of the phone.

So Maria, who was on the other side of that phone line?

So by the time that I’d met James, I’d already gotten a tip from US law enforcement agencies that they were seeing a new trend. Mexican drug cartels were getting involved in the timeshare scam industry.

Drug cartels?

Yeah. And not just any drug cartel. This is one of the most notorious, violent, bloody drug cartels that exists in Mexico and Latin America, the Jalisco New Generation cartel. And when I looked at James’s bank records, guess what? All the money that he was sending was going to various bank accounts that were all located in Jalisco state in Mexico.

Wow. So why would the drug cartels get into the timeshare scamming business?

It is a huge business. The FBI told me that it’s about $300 million in profits over the last five years.

But the thing is is that the potential for it to actually be multitudes more is huge. Because the FBI estimates that most of the scams are actually not even reported. In fact, only about 20 percent are. So that means the total timeshare scam business could actually be much larger than the $300 million that they have knowledge of over the last five years.

But wait. I thought the drug business was a pretty lucrative business in itself. So why get into the scamming of elderly people for their properties in Lake Tahoe?

Well, you have to remember that these drug cartels, they’re not just doing one thing. They’re doing multiple things. They’re essentially conglomerates. Because it’s really expensive to run a cartel. You need to pay off officials, both Mexican and American. You need to maintain basically an army in order to secure your routes up to the United States, ports of entry into Mexico from Colombia. And any big business, you need to diversify your income to make sure that you keep the money flowing. Because you never know when one business is going to be shut down by authorities or taken over by your rivals.

We’ve reported that they’re now in the avocado business and the construction business. And timeshare fraud is basically no different than any of those. So we’re seeing that the cartels have their fingers in many pies, the legitimate and the illegitimate economy here in Mexico.

It’s kind of fascinating to think of these drug cartels as like sprawling diversified business empires. But when did the cartels first get into the scamming business?

So Jalisco New Generation started about 15 years ago.

And when they started to consolidate their empire in Jalisco state, they found that there were all these scam timeshare call centers all over the state that were being run by various players, and that this was a huge, huge moneymaker. Because essentially, all you have to do is call up retired senior citizens in the US and Canada. It doesn’t take that much money to run that kind of a scheme. There’s no product you’re making.

So essentially, they conducted a hostile takeover of these call centers. They went in. They kicked down doors and dragged out the people who were managing these call centers by their hair and threatened to kill them unless they gave up the call centers or started handing over a cut of what they made. And slowly, slowly Jalisco New Generation cartel took over the entire timeshare fraud industry.

Interesting. Were you able to find any of these call centers?

So these call centers are pretty hard to find. They look like any other storefront. But I was able to visit two that were located in an upscale neighborhood in Guadalajara, which is the capital of Jalisco state. And it was just really perturbing because it was just so normal. Two villas about a mile away from each other outside. Outside of one villa, parents were walking by, holding their children’s hands as they did drop off at school.

It was right next to a park where people taking their morning exercise or their dogs for a walk. There was no real sign that the cartel was doing business there. But a few months before, Mexican law enforcement had found the bodies of eight young people who had used to work at one of these call centers and said that the Jalisco cartel had killed them.

Wow. What happened?

So I wasn’t able to talk directly to any of the victims’ families. They’re just too scared. But in general, this is usually how it starts.

The cartel seeks out English speakers to work for their call centers. Sometimes they don’t even tell them what exactly they are doing. They would tell the recruits that the job was adjacent to the hotel industry.

You have to remember, Jalisco is a huge, huge tourism magnet for Americans and Canadians and others. And the cartel would get their call lists from bribing hotel employees to give them the names of people who stayed at these hotels and also at the timeshare resorts. And the people who would work at the call centers are provided the names and a manual of what you need to do when you call, like a loose script of how to try to suck as much money as you can out of these people up North in Canada and the States.

So we don’t know for sure what exactly happened with the eight young Mexicans who were killed last year. But through an intermediary, one sibling told us that when their family member knew what their job actually was, they became extremely uncomfortable and tried to leave the call center and find another job maybe.

But the Jalisco New Generation cartel is known for being extremely brutal. They chop off heads, and they’ll put them on the gates of a playground, for instance. So that everybody in the neighborhood knows what went down. And in this case, it’s possible that they wanted to send a warning that there’s no defection from their timeshare call centers.

So basically making a very scary example of these guys, in case anyone else is thinking about quitting one of the call centers.

Exactly. And one man, who runs an organization who advocates for missing people and actually organizes search parties to comb the forests of Jalisco state looking for the missing, says that he knows of about 30 people who have disappeared from the call centers in Jalisco state since 2017. So while Americans and Canadians might be losing much of their life savings, in Mexico, this is actually deadly.

Are the authorities doing anything about this?

Not really, other than the fact that these two call centers were shut down. The authorities haven’t arrested others. They’re not putting pressure on Mexican banks, for instance, to look into these payments coming from senior citizens in the US or Canada. And you have to remember that people are really afraid. But you also have to remember that in Mexico things are not that clear. There is a lot of corruption and government collusion with organized crime and cartels.

And the tourism industry, it is huge in Mexico and particularly in Jalisco state. This is a multi-billion dollar industry. They don’t want Americans or Canadians or Europeans who are coming to Jalisco for its beautiful beaches and its mountains to hear about these stories regarding the cartels being involved in the tourism industry and think, I’m not going to send my family there for that beach vacation. It’s just simply too dangerous.

So everybody has an incentive to have the scam continue, whether because they’re too afraid and don’t want to speak out or because they’re in on it.

So in a way, local authorities have an interest in sweeping it under the carpet in order to just maintain this idea of a tourist destination.

Exactly. I mean, the spokeswoman for the prosecutor’s office was very responsive to me until I told her what I wanted to ask her questions about. And then she just simply never answered any of my texts or phone calls.

So Maria, based on everything you know, all the information you have, would you say that you’re confident that the cartels were the ones who scammed James?

Yes, 100 percent. Everything I’ve seen points in that direction.

What did James say when you told him this?

So it took him quite a while to really allow himself to believe it. On the advice of his lawyers, he stopped picking up the phone calls. And about a week ago, they stopped after the scammers kept trying to call him.

But you said he was in it for over a year. Why do you think it took him so long?

Can you tell me, after all of that had been presented to you, why do you think you weren’t willing to be entirely convinced?

Well, I actually asked him that question.

That’s a very good question. Why wasn’t I able to pick up on that right away? And I think in the back of my mind, I’m finding out that I’m a little more stubborn than I thought I was.

And for him, it was pretty complicated.

And I think that I didn’t want to believe that I had fallen for this. I didn’t feel I was that foolish and stupid when it came to this. You know? I guess I didn’t want to believe that I could be fooled.

To come to terms with the fact that he had lost so much money was to come to terms with the fact that he wasn’t the person that he thought that he was, that he wasn’t this kind of clever former law enforcement officer who was used to fighting the bad guys and winning.

I’m disappointed in myself. There’s a huge level of anger towards the perpetrators. And all of those things wrapped into one. And part of that, I think, contributes to not wanting to actually believe that I was wrong.

Hmm. Yeah, I hear you. I’m sorry. I can hear the pain in your voice.

[LAUGHS]: Yeah.

Some of it’s based on shame, right? That he lost all this money, everything that he’s worked for, and the fact that this was all supposed to be money that his children and his grandchildren were going to inherit. And now it’s gone.

And have you told your daughter that you think you’ve come to terms with the fact that this might have been a scam?

Oh, she’s been involved. Yeah. They know.

My daughter does.

I’m sorry. This is a tough time.

So I’ve got to make some sort of arrangement to compensate them for this on top of our regular debt. So yeah. It’s been a swell experience, all of it brought on by my — evidently, my stubbornness to believe that I couldn’t possibly be a victim.

How’s your wife doing throughout this whole process, with this new knowledge?

She’s not real happy, obviously, at all. I hear a lot of “I told you so.” And at this point, I’ve got no defense. She’s absolutely right. There’s no question about it.

Do you worry this is going to affect your marriage?

Yes, there has been an effect.

And do you think that at this point there’s any way for James and his family to get some kind of justice or at least find some kind of closure?

Ay. Justice? Unlikely.

At this point, I’m not necessarily expecting much in the way of restitution.

And as for closure, it’s a little bit too soon to tell. In a way, James has gone through several stages of acceptance for what happened. There’s fear. There’s shame. There’s resignation. And now he’s talking to me partly because he feels like it’s a public service, that he needs to be vocal so that other people don’t go through what he’s gone through and fall for the scam. And I think it also helps him feel a little bit empowered in a situation for over the last year and a half he was at the mercy of these people who were calling him multiple times a week.

I want to try to get as much information to as many of these official organizations as possible. I have a streak of anger through me now that I’ve developed to the point where I’m not going to let this go.

Detroit — General Motors Co. announced Monday it will move its global headquarters to the Hudson’s Detroit development next year as it works with billionaire mortgage mogul Dan Gilbert's real estate firm to redevelop the Renaissance Center, its current home a mile away.

GM CEO Mary Barra, alongside Gilbert, Mayor Mike Duggan and Wayne County Executive Warren Evans, made the announcement at an afternoon news conference at the under-construction former J.L. Hudson’s department store site, where a new complex is set to open this year. As the development's anchor tenant, the automaker for 15 years will lease the top two office floors of the 12-story mixed-use office, retail and event-space building adjacent to the 685.4-foot-tall tower that will have a hotel and residential housing. A rendering depicted GM's logo on top of the building it will occupy. There also will be a public showroom for GM on the ground floor.

"It's almost like a rebirth for our company and our headquarters and to be a part of everything that the mayor is leading in the city," said Barra after the formal presentation, emphasizing that there will be a focus on collaboration at GM's new headquarters. "We're moving from a building that was designed for a different point in time for the work we do. It's going to be very modernized."

Executives said the company is still working through how many people will work from the new headquarters. GM President Mark Reuss said they will come from the RenCen and the Warren Technical Center and will include executive offices, finance staff, legal teams, communications and human resources. He didn't provide an exact number of how many GM employees work at the RenCen today, saying it fluctuates.

GM, Bedrock and the city also will take a year to consider the right future for the Renaissance Center, which could include commercial, residential or mixed uses, Barra said. She declined to commit to GM's ownership of the building long-term, saying, "We're wide open." Duggan said they'll look at potential corporate opportunities, smaller tenants and even suggested the city could look at consolidating multiple offices it has throughout the city in the Renaissance Center if it saves money. He added that the state is looking at research and development incentives for the site.

"I'm not sure what the right combination of uses is, but we have the right leaders," Duggan said. "Nobody knows more about reusing buildings than Dan Gilbert. He's done one after another."

It would be a new era for Michigan's tallest skyscraper amid questions over its future in the wake of the COVID-19 pandemic that disrupted workplace models and sent many to do their jobs remotely. Earlier this year, southeast Michigan and parts of central Michigan were ranked as the metropolitan area with the nation’s highest office vacancy rate at 25% .

Gilbert's Bedrock LLC previously looked at purchasing the 47-year-old Renaissance Center. The real estate firm, which has made strides in contributing to the refresh of the city's downtown, has snatched up a portfolio of properties along the Detroit Riverfront, citing a vision for a "sustainable urban neighborhood." In addition to acquiring some vacant parcels and parking lots that had been given to a creditor during Detroit's bankruptcy, Bedrock also has bought the shuttered  Roberts Riverwalk Hotel  on River Place Drive,  Stroh River Place  on River Place Drive and the  former UAW-GM Center for Human Resources  on Walker Street.

"From the beginning, we understood the significance of the Hudson's to our city, which is why we designed it to be more than just a building," Gilbert said during the news conference. "We built these buildings to be a destination celebrating Detroit's journey over the past century, and strengthening that momentum for generations to come. Most importantly, we wanted to be a place that would attract the best companies and the best talent from all over the world. Who knew that it would attract the one from around the corner here?"

He added: "Welcome to Hudson's, GM."

Last week at the Hudson's site on Woodward Avenue, Bedrock and contractor Barton Malow held a topping-off ceremony, placing the final steel construction beam on the project's 45-floor tower. The estimated cost to complete the project rose to $1.4 billion in 2022 from $909 million when Bedrock broke ground on the site in 2017.

The two-building development will include 1.5 million square feet of office, retail, food, residential, hotel and event space. Bedrock plans to continue construction through the spring in a phased approach with crews installing the remaining elements of the glass façade. The project, along with Bedrock's Monroe, Book Tower and One Campus Martius expansion projects, received $618 million in transformational brownfield tax credits over 30 years, and the city approved an additional $60 million in tax breaks over 10 years in 2022.

Bedrock and GM declined to specify the amount of square footage GM would occupy and for how much it's leasing the building.

"It's good for the city and good for every GM worker who gets to work out of this beautiful building," said Duggan, who recalled the last time he was on the Hudson's site was January 1983 to buy a Christmas ornament before the store closed. "I said, 'Dan, they haven't even been in the Renaissance Center that long. Are they even looking for a new headquarters?' He said, 'No, they don't realize they need one yet, but I'm going to pitch them.' This is a true visionary."

The city's first addition to its skyline capable of attracting a headquarters like GM's in a generation is a milestone for Detroit's renewal, said Erik Gordon, a professor at the University of Michigan's Ross Business School.

"The bad news is the decline of RenCen, the most identifiable building in Detroit's skyline," he added in an email. "It's going to be difficult to find tenants for all that space, and they are unlikely to be as prestigious as GM."

But that's OK, said Noah Rernick, associate dean at the University of Detroit Mercy’s School of Architecture & Community Development. Investment in the building that's a symbol for the city itself can attract other plans in the area.

"There's so much potential for the riverfront," he said. "The Renaissance Center can still be that icon, that focal point, even if it's not the lead tenant anchor."

However, it's going to take some creativity, likely partnerships and deep pockets, he added. It'll involve a rethinking of what the RenCen is and can be, whether that includes housing, a different approach to retail or something else.

"The biggest problem is it's a skyscraper that was completed in 1977," Resnick said. "Everyone would agree it would probably cost less to tear down the Renaissance Center and build something new. No one wants to do that."

That makes Bedrock and Dan Gilbert strong partners in the project, he added: "If (Gilbert's) vision can still be held as a touchpoint, he understands the value the Renaissance Center as an icon and an anchor to additional development."

GM is the latest example of a corporation making moves concerning its headquarters after the COVID-19 pandemic has revolutionized workspaces. Barra said the return to in-office work showed the need for space to facilitate collaboration, and the company wanted to have a place to engage the community with its products. Most GM employees are expected to be in the office Tuesdays through Thursdays , and it has moved a number of teams from the RenCen to its Warren Technical Center in recent years.

Reuss said there are about 5,000 workers at the RenCen across its tenants, but declined to specify how many are GM's. The Warren Technical Center has a capacity of 19,000 people.

The RenCen, which sits on 14 acres, is a "city within a city" that features a Marriott International Inc. hotel in its center tower. GM dominates Tower 300, which is at 100% capacity, according to commercial real estate database CoStar. Tower 400, which is anchored by Urban Science's automotive business scientists, has less than 1% vacancy. Tower 100 is 82% occupied, with Martin Retail Group as the largest tenant. Tower 200 has 33% occupancy. Law firm Little Mendelson is its largest occupant.

"We've been sort of limping along with what the capacity is since the pandemic," Reuss said. "About 80% of the companies here have hybrid work schedules, including ourselves, so we've been sort of trying to figure it out."

Architectural renderings for GM's Hudson's site space, he said, show a design in harmony with the Eero Saarinen-designed technical center that will have a technical edge but with a nod to the company's heritage. GM is considering whether its showroom at the new headquarters could also leverage its digital retail platform to allow visitors to buy a car online.

Crosstown rival Stellantis NV also has discussed selling its Auburn Hills headquarters in a leaseback agreement where it would remain in the Pentastar-topped tower and technical center off Interstate 75 as a tenant.

Troy's staffing company Kelly Services Inc., Chicago's Motorola Solutions Inc. and Cleveland's Sherwin-Williams Co. all have said they're selling off their headquarters and instead leasing space. It provides them a source of liquidity with employees working remotely or partially so.

Additionally, Silicon Valley companies like electric vehicle maker Tesla Inc. and software company Oracle Corp. have moved their headquarters to Austin, Texas, for flexibility and to save on costs.

"It isn't isolated in terms of moving headquarters, but they've gone out of state, Oracle, Tesla, among others," said Daniel Ives, an analyst at investment firm Wedbush Securities Inc. GM's decision to stay in Detroit "is a big vote of confidence for Detroit."

It also underscores the "modernized GM," he added, that's willing to make big changes in order to be flexible amid a costly, bumpy and historic transformation toward zero-emission vehicles, including electric ones, and other new technologies.

Additionally, remaining in an urban core could be helpful in attracting software and tech talent that increasingly are drivers of value in the auto industry. That was part of reasoning behind Ford Motor Co.'s acquisition of Michigan Central Station for an electric and autonomous vehicle campus in Corktown.

"A lot of developers would rather work in the city" over a suburban community like Warren, Ives said. "Especially the buildout that’s happening in Detroit is attractive to those who would move from the West Coast."

State and community leaders expressed optimism for what the move will mean for Detroit. City Council President Mary Sheffield, who represents the downtown district, said GM isn't only an integral part of the city’s history, it's a significant part of the global economic engine.

“The iconic company’s decision to stay in Detroit and take up roots in the new historic Hudson’s Detroit building is a major feather in our city’s cap and further cements our legacy as a major American metropolis,” Sheffield told The Detroit News.

“Bedrock, under the leadership of Dan Gilbert, and General Motors, under the leadership of Mary Barra, coming together to preserve and reimagine the Renaissance Center is welcomed news and a shining example of both organizations’ commitment to honoring Detroit’s history and culture.”

Gov. Gretchen Whitmer added in a statement: “By keeping their headquarters in the heart of the Motor City, GM is showing the world that Michigan will continue driving the future of mobility this century, too."

Construction on the Renaissance Center began in 1973 under the vision of Henry Ford II in partnership with 26 other business leaders in an effort to encourage building activity in Detroit in the aftermath of the 1967 Detroit uprising. The $350 million project (roughly $1.7 billion today) was the country’s largest privately funded real estate development at the time. Upon opening in 1977, the center hotel tower was the largest in the world. Towers 500 and 600 were added in 1981, and a third phase that was supposed to include residential housing never came to fruition as Detroit's population continued to decline.

GM bought the complex as its global headquarters in 1996 for $73 million (about $142 million today), and Barra said the company has since invested more than $1 billion into it. It moved from Cadillac Place in the New Center district, though its home before that was on Woodward. In 2008 leading up to its bankruptcy, General Motors Corp. explored the possibility of a sale leaseback for the RenCen, but it didn't have any takers.

For a while, GM has been looking to unload the more than 5.5 million-square-foot, seven-tower complex. Crain's Detroit Business previously reported Gilbert's Bedrock and GM had been in discussions in the fall of 2018 about a sale of the site; they fell apart because of costly renovations, including an overhaul of the heating, venting and air conditioning system.

Farmington Hills-based Friedman Real Estate in December purchased the 500 and 600 towers in downtown Detroit from Public Service Enterprise Group Inc., a New Jersey energy company. Blue Cross Blue Shield of Michigan has a long-term lease for the 500 River East Tower.

Viagogo boss Cris Miller: Carrying on ticketing, despite the controversy

The resale website boss is cagey about talk of it profiting from dodgy touts, but does seem rattled by Labour’s plan to cap resale prices

C ris Miller is confident that his musical hero, Bob Marley, would have approved of how his company makes its profits. “I think after some education, yeah, he would,” says the global managing director of Viagogo, who has flown from New York to London as part of a mission to dispel what he sees as unfair myths about the ticketing company.

Viagogo is a website that facilitates the resale of tickets to concerts, theatres and sporting events, taking a slice of commission on each sale.

For ordinary consumers it can be a way to make their money back on gigs they are unable, for whatever reason, to attend. But legions of ticket touts – “professional resellers” in Miller’s terminology – also use Viagogo, sometimes employing questionable techniques to harvest tickets en masse before selling them on to passionate fans, often at eye-watering mark-ups .

The result has been years of negative publicity, denunciation by a British government minister , a bitter legal war with Ed Sheeran , not to mention dismal ratings on social media and the consumer reviews website Trustpilot.

Yet Viagogo has powered on regardless. Fans’ desperation to see the artists and sports teams they love has fuelled its continued success, including a strong recovery from the Covid-19 pandemic. Put simply, fans want tickets and Viagogo usually has some.

Now, though, the company is facing a potentially catastrophic threat to its business in the UK, which is its second-biggest market. Last month, Labour leader Sir Keir Starmer said he would cap ticket resale prices if he became prime minister.

While the amount of profit Viagogo makes is not made public – its parent company is based in the US corporate secrecy haven of Delaware – it takes commissions of about 25% or more on the price of every ticket it sells in the UK, where it dominates a market which had an estimated value of £350m in 2019.

If resale were to be capped, Viagogo’s UK business model could crumble, with seismic consequences for its long-held ambition to float on the stock market – the next step after it completed a $4bn merger with rival StubHub in 2021 .

In the face of this looming threat, the company has been splashing out on sponsored content and advertising with outlets it knows fans trust, such as the music website NME and sports website The Athletic.

Behind the scenes, Miller has been meeting Labour and Tory politicians, seeking to persuade them that though their manifesto pledge is “well-intentioned”, “price caps just don’t work”.

“What happens with price caps is that the highest-demand part of the market, where you might see prices go above the original price, will just get driven underground,” says Miller, 46, who has been with Viagogo since it was founded by US billionaire Eric Baker in 2006.

The apparent crux of Miller’s argument is that it provides a safe platform for ticket resale – an alternative to the street corner tout or illicit website that might simply rip fans off and run.

Viagogo says outright scams, often run via social media, have increased in countries that have restricted or banned resale, such as Australia or Ireland. It does not provide any data or hard evidence of this, but Miller insists it is “common knowledge”.

But two recent court cases have raised questions about the difference between scammers and some of the traders who have listed on Viagogo. “Fuck me. I have rinsed some twat on Via[gogo] today,” wrote one professional reseller, according to evidence at his trial, which saw two people convicted earlier this year – after two others had pleaded guilty – for their role in a £6.5m ticket fraud – initially exposed by the Observer .

“Not unusual though, is it?” his boss wrote back.

How does Miller react to the suggestion that exchanges like these betray the egregious practices used by some of the touts, who are, in effect, Viagogo’s business partners ?

“They’re not business partners. They supply tickets on the website,” he replies, hurriedly adding that Viagogo provided information to the investigation that led to their convictions.

The company condemned “bad actors” but Miller declines to answer when asked whether Viagogo may have benefited, however inadvertently, from the proceeds of their crimes. That probe kicked off when National Trading Standards took part in a raid on Viagogo’s London office in 2017 .

Miller, who is using a co-working space during his flying visit to the UK, also declines to disclose what proportion of Viagogo’s listings – of which there are “50m […] at any given time” have been posted by professional resellers – defined as people who sell more than 100 tickets a year .

He does, though, admit that Viagogo has made mistakes. High-profile gaffes include the reselling, at least twice , of tickets to events held in aid of cancer charities . A prolonged battle in 2018 with the Competition and Markets Authority ultimately saw Viagogo slapped with a court order . Then there was Miller’s own no-show at a select committee hearing , a highly unusual snub to parliament.

“We got that one wrong,” admits Miller, who was “empty-chaired” at the session as a gesture of political rebuke.

He is more bullish about his company’s adherence to consumer regulations, though. “The compliance thing is very, very important to me,” he says, adding that Viagogo goes “above and beyond” the CMA’s requirements.

What, then, of Viagogo listings that appear to stretch the limits of compliance? The BBC Radio 1 Big Weekend, in Luton, is a good example. One seller is offering 56 tickets, another 24. Could this be an example of “speculative selling” , a fraudulent practice – which Viagogo says is banned – where touts list tickets they do not actually have and then seek to fulfil the order later on?

Might this indicate that the seller has ignored restrictions set by the original sales platform limiting purchases to two per person, and warning that breaches could see tickets cancelled?

Consumer laws state that Viagogo must warn customers if any such restrictions apply – but it does not. The company insisted its listings for Big Weekend comply with consumer law. “We go through and we take a look at all the fulfilment records of sellers,” says Miller.

Sellers who let fans down do not get paid and can be banned from the website, he says, adding that Viagogo cannot spot every single dodgy listing straight away. Customers who are left empty-handed are offered a refund, he says, although it does not cover the cost of any accommodation or travel they may have booked, not to mention their disappointment.

According to Miller, in the long run Viagogo is a help to fans who would otherwise be shut out by event organisers, who are not transparent about how many tickets are available and often prioritise VIPs and sponsors.

But if the access that Viagogo offers usually comes with a higher price tag, does it not mean that it is the wealthiest who get through the turnstile, while the touts – and Viagogo – profit?

“Someone doesn’t have to be, like, poor to be a fan,” Miller says, adding that a proportion of tickets – he will not say how many – are sold at below face value, citing Beyoncé’s recent tour as an example.

For all the talk of offering access, or of consumer protection from scammers, Miller’s fallback defence of Viagogo’s business model is ultimately ideological: the dogma of free markets. “We believe that someone that buys a ticket has the right to resell,” he says.

Could fans not simply use “face value” websites such as Twickets? Wouldn’t improved ticketing technology solve the consumer protection risk that Viagogo claims is its priority?

Miller insists that any tech that restricts how, or for how much profit, someone chooses to transfer their ticket, is “anti-competitive” and ultimately “unfair to fans”.

Fall 2024 Tuition and Fees Announcement

On April 4th of 2024, the UW System Board of Regents approved a plan for tuition increases for Universities of Wisconsin undergraduate students. At UW-Madison, resident undergraduate tuition will increase by $362 to $10,006 annually in fall 2024. Tuition for non-resident UW–Madison undergraduates will increase by $1,464 to $40,505 annually in fall 2024. The Board of Regents also approved increases to undergraduate tuition differential charges for the Wisconsin School of Business, the College of Engineering, and the School of Nursing. For the 2024-25 academic year, the Wisconsin School of Business will increase their differential charge to $3,000, the College of Engineering will increase their differential charge to $2,600 and the School of Nursing will increase their differential charge to $1,500. Graduate tuition will not be increased.

Currently, 3,500 Wisconsin high school residents from 70 of Wisconsin’s 72 counties are represented within Bucky’s Tuition Promise.

For Wisconsin residents who are Federal Pell grant-eligible, the University will meet their full financial need through  Bucky’s Pell Pathway.

Students who are the beneficiaries of either Bucky’s Tuition Promise or Bucky’s Pell Pathway have all tuition and fees covered by these programs, so this increase will not impact their costs to attend UW-Madison.

Sixty three percent of UW-Madison’s 2022 graduating seniors did not take out student loans while pursuing their undergraduate degree, the sixth straight year the figure has been well over half. Among those who did borrow, the average student loan debt ($25,513) is below the most recent national and statewide data available and the default rate for UW–Madison borrowers is among the lowest in the nation at 0.2%.
