The right sources and data will be necessary to help you establish your authority. As you go, take notes on the details and nuances of your topic as well as potential counterarguments. Research the counterarguments, too.
  • Choose an angle. For example, if you chose the topic “Should we limit screen time for children?” your speech should come down firmly on one side of that debate. If your topic is frequently debated, such as abortion, capital punishment, gun control, social media, etc. try to find a niche angle or new research. For example, instead of “Should abortion be legal?” you might consider “Should you be able to order abortion pills online?” Another example: “Should the death penalty be banned?” might become “How long is it ethical for someone to stay on death row?” If you do some digging, even the most cliche topics have incredibly interesting and relatively unexplored sub-topics.
  • Create an outline. Your outline should include an introduction with a thesis statement, a body that uses evidence to elaborate and support your position while refuting any counterarguments, and a conclusion. What makes certain persuasive speech topics better than others? There are numerous reasons, but in this section we discuss three of the most important factors of great topics for a persuasive speech.

It's Something You Know About or Are Interested in Learning About

The most important factor in choosing and creating a great persuasive speech is picking a topic you care about and are interested in. You'll need to do a lot of research on this topic, and if it's something you like learning about, that'll make the process much easier and more enjoyable. It'll also help you sound passionate and informed when you talk, both important factors in giving an excellent persuasive speech.

It's a Topic People Care About

In fourth grade, after being told I could give a persuasive speech on any topic I wanted to , I chose to discuss why the Saguaro cactus should be the United State's national plant. Even though I gave an impassioned talk and drew a life-size Saguaro cactus on butcher paper to hang behind me, I doubt anyone enjoyed the speech much.

I'd recently returned from a family vacation to Arizona where I'd seen Saguaro cacti for the first time and decided they were the coolest thing ever. However, most people don't care that much about Saguaro cacti, and most people don't care what our national plant is or if we even have one (for the record, the US has a national flower, and it's the rose).

Spare yourself the smattering of bored applause my nine-old self got at the end of my speech and choose something you think people will be interested in hearing about. This also ties into knowing your audience, which we discuss more in the final section.

It Isn't Overdone

When I was in high school, nearly every persuasive speech my classmates and I were assigned was the exact same topic: should the drinking age be lowered to 18? I got this prompt in English class, on standardized tests, in speech and debate class, etc. I've written and presented about it so often I could probably still rattle off all the main points of my old speeches word-for-word.

You can imagine that everyone's eyes glazed over whenever classmates gave their speeches on this topic. We'd heard about it so many times that, even if it was a topic we cared about, speeches on it just didn't interest us anymore.

The are many potential topics for a persuasive speech. Be wary of choosing one that's cliche or overdone. Even if you give a great speech, it'll be harder to keep your audience interested if they feel like they already know what you're going to say.

An exception to this rule is that if you feel you have a new viewpoint or facts about the topic that currently aren't common knowledge. Including them can make an overdone topic interesting. If you do this, be sure to make it clear early on in your speech that you have unique info or opinions on the topic so your audience knows to expect something new.

Of course, giving a great persuasive speech requires more than just choosing a good topic. Follow the three tips below to create an outstanding speech that'll interest and impress your audience.

Do Your Research

For a persuasive speech, there's nothing worse than getting an audience question that shows you misunderstood the issue or left an important piece out. It makes your entire speech look weak and unconvincing.

Before you start writing a single word of your speech, be sure to do lots of research on all sides of the topic. Look at different sources and points of view to be sure you're getting the full picture, and if you know any experts on the topic, be sure to ask their opinion too.

Consider All the Angles

Persuasive speech topics are rarely black and white, which means there will be multiple sides and viewpoints on the topic. For example, for the topic "Should people be allowed to own pit bulls?" there are two obvious viewpoints: everyone should be allowed to own a pit bull if they want to, and no one should be allowed to own a pit bull. But there are other options you should also consider: people should only own a pit bull if they pass a dog training class, people should be able to own pit bulls, but only if it's the only dog they own, people should be able to own pi tbulls but only if they live a certain distance from schools, people should be able to own pit bulls only if the dog passes an obedience class, etc.

Thinking about all these angles and including them in your speech will make you seem well-informed on the topic, and it'll increase the quality of your speech by looking at difference nuances of the issue.

Know Your Audience

Whenever you give a speech, it's important to consider your audience, and this is especially true for persuasive speeches when you're trying to convince people to believe a certain viewpoint. When writing your speech, think about what your audience likely already knows about the topic, what they probably need explained, and what aspects of the topic they care about most. Also consider what the audience will be most concerned about for a certain topic, and be sure to address those concerns.

For example, if you're giving a speech to a Catholic organization on why you think priests should be allowed to marry, you don't need to go over the history of Catholicism or its core beliefs (which they probably already know), but you should mention any research or prominent opinions that support your view (which they likely don't know about). They may be concerned that priests who marry won't be as committed to God or their congregations, so be sure to address those concerns and why they shouldn't worry about them as much as they may think. Discussing your topic with people (ideally those with viewpoints similar to those of your future audience) before you give your speech is a good way to get a better understanding of how your audience thinks.

She should use both logical and emotional appeals throughout her speech, giving her a better chance of resonating with a larger percentage of her audience.

The art of persuasion.

The art of oratory is one of the oldest and most compelling persuasion tactics in human history. The power of speech has been used for centuries by men and women to negotiate peace, start revolutions, and inspire generations. At the source of change, we often witness a great speaker or speech that affected people’s worldviews. King Solomon, Socrates, Cicero, Elizabeth I, Napoleon, Abraham Lincoln, Martin Luther King, were all powerful speakers who changed the course of human history.  

Luckily, not every persuasive speech happens on such a grand scale. You do not have to become Napoleon to change the lives of people who hear what you have to say. You might have experienced this yourself – perhaps you have had a teacher who instilled in you a great passion for the study of physics during his lectures? Or you happened to attend a political, grassroots gathering where you heard a speech that changed your attitude towards homelessness or poverty. Or maybe your classmate's presentation revealed something about a novel you were reading in class that made you reflect on your own life and the people in it.

The power of a speech lies in your conviction and delivery of the topic you choose to discuss. A persuasive speech topic can be anything you are passionate about. Yes, it is true; whether you want to discuss the repercussions of the Cuban Revolution or analyze the power of K-pop in popular culture, it is up to you to enthrall the audience with your topic. The key to any successful speech is your confidence and enthusiasm. So, let’s start by examining what makes a speech persuasive.

To deliver a speech takes a lot of guts – not everybody is comfortable with public speaking. But to deliver a good speech takes conviction. Think of it like this: you must believe in the importance of your speech topic to discuss it. This must be something you care about and believe in; otherwise, your topic must be something that drives your curiosity, and you believe that it must be examined further.

Conviction stirs your desire to share this topic with others – you are convinced that other people will similarly find this topic fascinating! Whether it is the importance of recycling or bike lanes, the conviction is what will become the backbone of a successful and persuasive topic choice, as well as drive your desire to give a speech in the first place.

With conviction comes passion. These two elements of a successful speech are intimately intertwined. If you believe in the importance of something, you will be passionate about sharing it with the public.

If we look at some of the most famous speeches in human history, you will notice that conviction and passion are the driving force that makes these speeches legendary. Whether it's Cicero's defense of the Republic in the Roman Senate or Martin Luther King's speech in the defense of civil rights almost two millennia later, both these speakers believed in the importance of their convictions and were passionate about sharing their beliefs. In these cases, even despite the threats of death.

Unbiased Expertise

Conviction and passion should also drive your need to know everything there is to know about your topic. To give a persuasive speech, you must not only show confidence and excitement but demonstrate that you are an expert in the topic of your choice. Granted, if you are a high school student or an undergraduate who's been assigned to deliver a speech in less than 2 weeks, you are not going to become a world-renowned expert in your subject matter. However, as I pointed out, your speech topic should be something you are already passionate about, so you must have done some research and have some knowledge of your topic.

A persuasive speech should be based on facts. It should deliver arguments and counterarguments to show many sides of the issue you choose to discuss. For example, if you choose to discuss the importance of bike lanes, you can present several arguments in support of creating more bike lanes in your town or city, such as safety, decrease in traffic, environmental benefits, etc. However, make sure to include arguments that also show the other side of the issue, such as having to close down several major streets in your city to reconstruct the roads to fit in the new bike lanes and the side-effects of construction for businesses. Presenting both sides of the issue will show your comprehensive knowledge of the topic and demonstrate your professionalism.

Using the bike lanes topic as an example, I want to emphasize that showing unbiased research and knowledge of your topic can win the audience’s favor. You can, and should, still have your own opinion on the matter and defend your conviction in the speech but presenting the audience with both sides of the story is a tactic that will make them trust you.

Additionally, knowing both sides of the coin shows that you have come to your conviction after long and thorough research. You are not just presenting an uneducated opinion.

Taking care of the substance of your speech is the first step. While learning how to properly deliver your speech may seem less important, even the most well-researched and factually based speech will seem weak if the orator does not engage the public.

Though they certainly help your confidence, conviction and passion do not always result in strong delivery. This is understandable since public speaking is not everyone’s forte. While you may be animated and absorbing when you speak of your topic with friends, gripping an audience full of strangers is different.

There are three potential goals of any persuasive speech:

When you think about it, these objectives are pretty ambitious. Delivery plays a huge part in achieving these goals. It will be hard to move your audience to pursue any of these goals without clear articulation, professionalism, and charisma.

Strong delivery can be developed. Yes, there are those to whom oratory skills come more naturally, but this is rather an exception than the rule. Many successful orators were terrified of public speaking but worked hard to overcome their fears. A good example of this is King George VI of England. Before taking the throne in 1936, he was already an infamously bad speaker. The King trained to keep his speech impediment and nerves at bay once he was crowned and delivered one of the most inspiring speeches against Adolf Hitler and the Third Reich at the beginning of World War II.

Now that you know what makes a speech topic persuasive, let's go over a step-by-step formula that will help you choose the right topic for you. 

  • Brainstorm where your convictions lie and what you are passionate about. You must reflect on what interests, hobbies, news, events, individuals, and activities of yours could be developed into a persuasive, strong narrative. 
  • Narrow these down to 2 or 3 topics that are particularly important or riveting to you. 
  • Now comes the practical side of the brainstorming process: take a moment to think whether preparing a comprehensive and compelling speech on this topic is feasible in the amount of time you have available. Consider the following questions: Are the topics of your choice well researched by you? Do you know these topics well? If you are not well-versed in the topic of your choice, do you have enough time to do research to present a comprehensive and complete narrative? Do you have enough time to form a well-developed stance about this topic? A thesis? Will you be able to cover several sides of this topic in the amount of time you have available?
  • If you have answered “No” to these questions regarding each of the topics you had in mind, you must go back to the drawing board. 
  • If you have come up with a topic that results in a positive response to all the questions mentioned in step 3, you might have found the winner.
  • Start by developing a thesis, i.e., the main message of your speech. Without a thesis, you will not have a strong speech. 
  • Develop arguments that endorse your thesis and support them with facts. Remember, a strong speech must be based on facts, rather than opinions and unsubstantiated statements.
  • Research counterarguments to your thesis. While you may not personally support these, you must present a well-rounded picture of the issue you are discussing. 
  • You can finish off your speech by responding to the counterarguments in a way that reinforces your thesis. Don't forget to re-emphasize your main message in the closing paragraphs of your speech.

Know your audience

It is always a good idea to know who your audience is. Whether you are giving a speech in your high school, or traveling to attend an undergraduate conference, reflect on who will be listening to your speech. Before you sit down to write it, consider whether you can give yourself the freedom to use technical language, jargon, or make inside jokes on the matter. In general, I would advise you to avoid overly technical or niche language. It is never a good tactic for making a persuasive speech – this might alienate a large part of your audience.

However, if you are delivering a speech to a like-minded audience, you may use "industry lingo". For example, if you are delivering a speech at a video game convention, it is likely that many, if not most, attendees will be familiar with the terms and vocabulary you use. You will be able to strengthen your speech by using language that unites you with your audience. In this case, you are encouraged to engage the public by making inside jokes, using niche terminology, and creating a relatable experience with your speech.

Knowing your audience will allow you to develop a language for your speech. It will also allow you to gauge how deep you can delve into the topic of your choice. For example, if you are a young physics aficionado who is giving a lecture on black holes to your sophomore classmates, you might want to consider the fact that many of them have never studied physics in depth. This may help you shape your speech into something accessible and interesting for others.

If you are unsure about who your audience might be, try researching it. It is always good practice to know whom you will be addressing. Not only will it help you prepare the speech, but it will also ease your anxiety about the day of your speech delivery.

Hook the audience

Your opening sentences can hook the audience and guarantee their attention. While it will be the substance of your speech that keeps them listening to you, the opening must be captivating for your speech to have a chance for success.

So, what do I mean by hooking the audience with your opening? For example, you can state a shocking statistic about your topic. It will be especially impactful if it is related to your audience’s experiences, geographical area, community, or hot-topic issue. Here’s an example for an opening sentence for a speech about the importance of bike lanes:

“Last year, the city of Toronto recorded 715 serious accidents involving cyclists, with over 5% of these accidents resulting in a fatality."

Now, if I was living in Toronto, I would be surprised to hear such information; especially, if I have never thought about this before. I am saddened by this statistic and would like to learn how we can help prevent these accidents.

Let’s examine another opening. This time, we will consider a speech topic involving a historical event. For example, if you are captivated by the mystery of Princess Anastasia of the Russian royal family, the House of Romanov, you might start your speech thusly:

“The question of whether the Grand Duchess Anastasia Nikolaevna Romanova survived the brutal execution of her entire family by the Bolsheviks is one of the greatest mysteries of the 20th century.”

This sentence performs several tasks:

The opening sentence is your chance to establish yourself as the expert! You will seem like the authority on this topic, especially if you can pronounce the Princess's name without mistakes. "}]" code="timeline2">

Coming up with a strong opening sentence is not easy, but very worthwhile for delivering a persuasive speech. If you are having trouble finding the right opening sentence, you do not need to wait to start writing your speech. If you are stuck, move on to the main body of your speech and return to creating a captivating opening later.

To be persuasive, your speech must have a thesis. A thesis is the main argument you are trying to convince your audience of, or simply put, the purpose of you giving the speech. Without a thesis, your speech will be aimless, chaotic, and most likely, unengaging.

And while you can write your introduction after the main body of your speech is ready, you cannot write your speech without a thesis. It will be the landmark, the leading light, of your speech. Everything you say and every fact and argument you include in your essay must support your thesis. Certainly, you will be able to bring up alternative points of view later in the speech, but as we already discussed, your objective is to persuade the audience that your thesis is the correct one.

Let’s return to our bike lanes example. If you are a proponent of bike lanes, your thesis should be more than “Bike lanes are good”. While this can be considered a thesis, it is pretty thin. Instead, find a way to make your thesis compelling, include a supporting statistic, or a benefit of having bike lanes. For example: 

“Having more bike lanes in our city will not only reduce traffic by X% but also allow our city to be at the forefront of the environmentally friendly initiatives happening all over our country.” 

This thesis is clear and introduces the audience to some of the main points of the speech. The listeners get a concise prelude to what the speech is about and what it stands for.

Research and Arguments

Research is always conducted before you sit down to write. While you may have some general knowledge about your topic, remember that you are trying to be as persuasive as you possibly can be. This means that you need the latest statistics, the most up-to-date information, and the strongest support from experts in the field. 

Tip: keep in mind your thesis as you are writing. All your arguments and facts must be in support of the main purpose of your essay. While you should present alternative points of view in your speech to make it well-rounded and unbiased, a strong speech must contain arguments that make it clear that your thesis is the correct one.

Concluding your speech has a twofold purpose. In addition to persuading the audience of your thesis, you must complete your narrative. Give the audience some closure about the topic. On the other hand, you must leave them even more interested in learning about your research. In other words, they must be compelled to explore on their own.

Tip: your conclusion cannot be a dry summary of your thesis and arguments. While you must restate your thesis in the conclusion, you are strongly encouraged to incite an emotional response from your audience. For example:

“More bike lanes will alleviate the heavy traffic and relieve our city from car fumes and soot. It is our responsibility to start making our city more eco-friendly. These small steps will inspire even more initiatives across our hometown and lead to a brighter, greener, future."

In this example, the audience is not only reminded of the main purpose of the speech but is also encouraged to think of other green initiatives that can help their town. The author does a good job of invoking responsibility for the future to encourage their audience to act.

Now, let’s go over 150 persuasive speech topics that can inspire your own essay and presentation! Note that these are questions that should help you form ideas, arguments, and most importantly, theses. Rather than giving you the thesis upfront, we are encouraging you to come up with your own opinion and answers to these questions.

Your speech should be between 15 to 20 minutes long. Anything longer may lose your audience's attention. If applicable, don't forget to factor in some time after your presentation for questions from the audience.

The best way to approach the choice of topic is to reflect on your convictions and passions. If you are truly interested in a topic, your excitement will be felt by the audience.

Of course, you must be interested in your topic, first and foremost. Secondly, your speech must demonstrate a level of expertise and knowledge that will allow the audience to believe that you know what you are talking about. Thirdly, your delivery will have a great effect on whether you succeed in persuading the audience. Even a well-researched speech will suffer from poor delivery.

Firstly, only practice can really help you improve. Once you have written your speech, read it over several times. Do not memorize it, but rather, remember the structure, the flow of your arguments, your main points. Then start practicing pronouncing your entire speech in front of the mirror. Do this until you are quite confident with the content of the essay. Then, you can start practicing with family members, your friends, and classmates. Ask for their feedback: can they hear you well? Are you being articulate? Does your speech have a logical flow? Did they understand your thesis? Their feedback can help you modify not only your content, but also your presentation.

Your speech should take the form of an academic essay: introduction, main body, and conclusion.

Your speech must have a thesis, otherwise it will be meandering and pointless. A thesis will guide you and keep your essay/presentation well-structured. A thesis is what you will be arguing for (or against, if it's a negatively stated thesis) throughout your speech. And while you can include some alternative points of view in your speech, your thesis will inform every argument you make in the speech.

Typically, you should avoid using overly technical language. Even if you are presenting at a professional conference in front of peers, there is a chance that some of your audience will be unfamiliar with the professional terminology. To be inclusive, you should avoid niche language.

To be frank, there is no such thing. You can make a great speech on any topic of your choosing! Your research, your delivery, and your passion will determine whether your speech is successful.

Acknowledging opposing views and presence of debate will demonstrate your thorough knowledge of the topic. Additionally, you will demonstrate that you came to your conclusion/thesis after researching the topic, rather than simply forming an uneducated opinion.

What is a persuasive speech?

In a persuasive speech, the speaker aims to convince the audience to accept a particular perspective on a person, place, object, idea, etc. The speaker strives to cause the audience to accept the point of view presented in the speech.

The success of a persuasive speech often relies on the speaker’s use of ethos, pathos, and logos.

Ethos is the speaker’s credibility. Audiences are more likely to accept an argument if they find the speaker trustworthy. To establish credibility during a persuasive speech, speakers can do the following:

Use familiar language.

Select examples that connect to the specific audience.

Utilize credible and well-known sources.

Logically structure the speech in an audience-friendly way.

Use appropriate eye contact, volume, pacing, and inflection.

Pathos appeals to the audience’s emotions. Speakers who create an emotional bond with their audience are typically more convincing. Tapping into the audience’s emotions can be accomplished through the following:

Select evidence that can elicit an emotional response.

Use emotionally-charged words. (The city has a problem … vs. The city has a disease …)

Incorporate analogies and metaphors that connect to a specific emotion to draw a parallel between the reference and topic.

Utilize vivid imagery and sensory words, allowing the audience to visualize the information.

Employ an appropriate tone, inflection, and pace to reflect the emotion.

Logos appeals to the audience’s logic by offering supporting evidence. Speakers can improve their logical appeal in the following ways:

Use comprehensive evidence the audience can understand.

Confirm the evidence logically supports the argument’s claims and stems from credible sources.

Ensure that evidence is specific and avoid any vague or questionable information.

Types of persuasive speeches

The three main types of persuasive speeches are factual, value, and policy.

A factual persuasive speech focuses solely on factual information to prove the existence or absence of something through substantial proof. This is the only type of persuasive speech that exclusively uses objective information rather than subjective. As such, the argument does not rely on the speaker’s interpretation of the information. Essentially, a factual persuasive speech includes historical controversy, a question of current existence, or a prediction:

Historical controversy concerns whether an event happened or whether an object actually existed.

Questions of current existence involve the knowledge that something is currently happening.

Predictions incorporate the analysis of patterns to convince the audience that an event will happen again.

A value persuasive speech concerns the morality of a certain topic. Speakers incorporate facts within these speeches; however, the speaker’s interpretation of those facts creates the argument. These speeches are highly subjective, so the argument cannot be proven to be absolutely true or false.

A policy persuasive speech centers around the speaker’s support or rejection of a public policy, rule, or law. Much like a value speech, speakers provide evidence supporting their viewpoint; however, they provide subjective conclusions based on the facts they provide.

How to write a persuasive speech

Incorporate the following steps when writing a persuasive speech:

Step 1 – Identify the type of persuasive speech (factual, value, or policy) that will help accomplish the goal of the presentation.

Step 2 – Select a good persuasive speech topic to accomplish the goal and choose a position .

Step 3 – Locate credible and reliable sources and identify evidence in support of the topic/position. Revisit Step 2 if there is a lack of relevant resources.

Step 4 – Identify the audience and understand their baseline attitude about the topic.

Step 5 – When constructing an introduction , keep the following questions in mind:

What’s the topic of the speech?

What’s the occasion?

Who’s the audience?

What’s the purpose of the speech?

Step 6 – Utilize the evidence within the previously identified sources to construct the body of the speech. Keeping the audience in mind, determine which pieces of evidence can best help develop the argument. Discuss each point in detail, allowing the audience to understand how the facts support the perspective.

Step 7 – Addressing counterarguments can help speakers build their credibility, as it highlights their breadth of knowledge.

Step 8 – Conclude the speech with an overview of the central purpose and how the main ideas identified in the body support the overall argument.

How to write a persuasive speech

One of the best ways to prepare a great persuasive speech is by using an outline. When structuring an outline, include an introduction, body, and conclusion:

Incorporate a well-known quote that introduces the topic. Using the words of a celebrated individual gives credibility and authority to the information in the speech.

Offer a startling statement or information about the topic, typically done using data or statistics.

Provide a brief anecdote or story that relates to the topic.

Starting a speech with a humorous statement often makes the audience more comfortable with the speaker.

Provide information on how the selected topic may impact the audience .

Include any background information pertinent to the topic that the audience needs to know to understand the speech in its entirety.

Give the thesis statement in connection to the main topic and identify the main ideas that will help accomplish the central purpose.

In his book “Monroe’s Principles of Speech,” the professor outlines Monroe’s Motivated Sequence, the best structure for persuasive speeches. Each step is broken down below.

Attention: Grabbing the Audience’s Focus

You’ve got something important to say. But first, you need them to listen. Start with a bang. Throwing out a shocking truth, posing a thought-provoking query, or sharing an enthralling tale could work magic in grabbing their attention. It’s all about making heads turn and ears perk up.

Need: Highlighting the Issue at Hand

Now that they’re listening, show them there’s a gaping hole in their lives that only your message can fill. Paint a vivid picture of the problem your speech addresses.

Satisfaction: Proposing a Solution

This is where you come in as the hero with a plan. Introduce your solution clearly and convincingly. How does it patch things up? Why does it outshine merely applying quick fixes to deep-rooted issues? Give your audience hope.

Visualization: Helping the Audience Visualize Benefits

Show them life on the other side of adopting your idea or product—brighter, easier, better. Use vivid imagery and relatable scenarios so they can see themselves reaping those benefits firsthand.

Action: Encouraging Audience Action

Last step: nudge them from “maybe” to “yes.” Make this part irresistible by being clear about what action they should take next—and why now’s the time to act. Whether signing up, voting, or changing behavior, make sure they know how easy taking that first step can be.

  • Vary your voice: As you deliver your speech, let your voice rise and fall to match what you’re sharing. Avoid speaking in a monotone.
  • Say no to memorization: Rather than memorizing every word, learn key points by heart. You want to sound natural out there.

How to use Rhetorical Questions in your Speech, with Examples

Rhetorical questions can be used as an effective communication tool during a speech. These questions provide you with a way of controlling the speech and thoughts of the audience.

They are especially useful in engaging the audience and  persuading them  to agree with you. In this article we discuss how to use rhetorical questions in a speech or presentation.

What is a rhetorical question?

A rhetorical question can be “an effective persuasive device, subtly influencing the kind of response one wants to get from an audience” – (Edward P.J. Corbett)

A rhetorical question is a question that’s asked for effect with no answer expected. The answer may be immediately provided by the questioner or obvious.

  • The question may have an obvious answer
  • The question may not have an answer
  • The question may be answered immediately by the questioner

Examples of rhetorical questions

General examples.

Rhetorical questions with obvious answers are asked about well-known facts, or the answer is suggested based on the question’s context. They are used to emphasises an idea or point:

  • Are you kidding me?
  • Can birds fly?
  • Is the Pope catholic?

Rhetorical questions which have no answers:

  • What’s the meaning of life?
  • How many times do I have to tell you not to…?

Benefits of rhetorical questions

Rhetorical questions are not a necessity but they can be valuable. They can be used in many different ways to:

  • Engage the audience
  • Increase the variety of your presentation
  • Influence and persuade the audience
  • Subtly draw attention and emphasise specific points
  • Introduce topics/ideas
  • Make the listeners think about certain topics

How to use rhetorical questions in a speech

1. engage the audience.

Ask a rhetorical question to engage the audience and pause to allow them to think of an answer. This gets the audience to  actively participate  rather than passively listen as they create hypotheses or resolutions.

For example: asking “Why is practicing mindfulness beneficial for reducing anxiety?” would be more effective than saying “Practicing mindfulness exercises can reduce anxiety levels because…”

Speakers may start presentations with rhetorical questions to increase the likelihood of the audience staying engaged.

2. Personalise your questions

Make the audience feel as though you are speaking to each member individually by using “you” and “your.”

For example: asking “Do you want to lose weight without feeling hungry?” would be more effective than asking “Does anyone here want to lost weight without feeling hungry?”

3. Persuade the audience

To get your audience to agree with you, ask a rhetorical question where the answer is clearly a “yes”. Once the audience begins agreeing with you they are more likely to continue agreeing. You will be familiar with this type of persuasion in casual conversation, for example, “Nice weather today, isn’t it?”

Another way to get the audience to agree with you is to show them that you’re similar. Show your listeners that you have shared experiences and that you understand their problems.

For example, “We’ve all experienced being so stressed at work that we come home and don’t feel like doing anything, haven’t we?”

4. Evoke emotions

Make the audience feel the same way you do about something by asking questions that trigger emotional reactions.

For example, rather than saying “X has never helped our community” ask “What has X ever done for our community?” This will trigger a strong  emotional response  because the audience will come to that conclusion that “X haven’t done anything.”

5. Emphasise a statement

After a statement has been made use a rhetorical question to get the audience to think about that statement.

For example, “The amount of plastic in the ocean is rising at a considerable rate. How much damage will it take for you to help reduce this?”

6. Predict the audiences questions

Think about your topic and audience when planning your speech. Try to predict what the audience may want to ask. In your speech use the predictions as rhetorical questions and answer them.

For example, “As a dog owner you may think ‘What should I be focusing on to keep my dog healthy?’ The answer is providing your dog with the correct nutrition and therefore food.”

You could also introduce one or more rhetorical questions at the  start of your speech  and explain that you will answer them during your speech. For example: “In the next 20 minutes let’s explore the answers to these questions.” Asking these difficult questions and promising you will provide the answers will increase interest and attention.

7. Answer questions with questions

Answer a question, either an audience member’s or your own, using another rhetorical question. Generally both the questions have the same answer.

For example: “Have we met the targets again this year? Is the Pope Catholic?”

Try to make the second question unique and relatable to the audience because common examples can sound cheesy.

8. Consecutive rhetorical questions

– Increase the impact of your argument

Ask multiple rhetorical questions consecutively – each one more specific or more powerful than the previous. This way your content will have a greater impact on the listeners.

For example: “Isn’t their skin lovely? Don’t you think it looks really clear? Can you see any blemishes? Wouldn’t you like to have skin like that?”

– Show conflicting opinions

Use rhetorical questions consecutively to highlight the complexity of a topic by asking questions in which the answers provide conflicting viewpoints.

For example: “How can we reduce the crime rate in the UK? Should we rehabilitate offenders? Should criminals be punished with longer sentences? Should we create initiatives targeting at-risk children?” etc

If you start your speech with this technique, you can  structure your speech  or presentation around it, with each section addressing a different viewpoint.

– Show supporting opinions

You can also consecutively ask questions in which the answers provide similar viewpoints. This is similar to repetition which is used to continually highlight an important point.

For example: “Which company achieves over 90% in customer satisfaction? Which company provides one of the best employee benefits programs in the country? Which company scores highest in employee happiness and fulfilment? Of course, our company does!”

Rhetorical questions are an effective way to gain the support of the audience but ensure that you do your research beforehand. This means finding out  who your audience are , such as, their general views, attitudes, age etc. With this information you can plan rhetorical questions that will be appropriate and tailored to your listeners.

How to Write a Persuasive Speech

A persuasive speech is a speech intended to convince the audience to do something. Whether you want to get people to vote, stop littering, or change their minds about an important issue, persuasive speeches are an effective way to sway an audience. There are many elements that go into a successful persuasive speech. But, with some preparation and practice, you can deliver a powerful speech.

Preparing to Write

Step 1 Learn about your topic.

  • Especially if your topic is a controversial one, it's a good idea to know the arguments on all sides of the issue. [1] X Research source Whatever argument you are making, you'll be more persuasive if you can address the views of the opposing side.
  • Spend some time reading books or articles about your topic. You can go to the library and ask a librarian for help finding books, or just go online and find some articles. Make sure to use reliable sources, like major news organizations, or academic books or articles.
  • Opinion-oriented sources, like editorials, talk radio, or partisan cable news, can be valuable for finding out what other people think about your topic. But, don't rely on them as your only source of information. They can be very biased. If you use them at all, make sure to read a variety of viewpoints on the matter, not just one side.

Step 2 Know your goal.

  • For example, if your topic is recycling, it's important to know a lot about recycling. But, your speech will need to reflect exactly what you hope the audience will do. Are you trying to get people to vote in favor of a citywide recycling program? Or are you trying to convince them to sort out their glass and cans and put them in a separate bin? These will be different speeches, so having the goal spelled out early will help you craft your message.

Step 3 Understand your audience.

  • An audience that knows little about your topic will need more background information and simpler language. An audience made up of experts on the topic would likely find such a simple speech boring.
  • Likewise, an audience that already supports your view on a topic will be easier to persuade to take some action. You won't need to convince them you are right, but only that they need to do something. By contrast, an audience that does not agree with you will need persuasion to even consider your point of view.
  • For example, imagine you want to convince your audience to support a city-wide recycling program. If they already think recycling is important, you only need to convince them of the value of this specific program. But, if they don't care about recycling or oppose it, you will need to first convince them that recycling is worthwhile.

Step 4 Choose the right persuasive approach.

  • Ethos. These are appeals to the audience's ethics or morals. For example: "Recycling is the right thing to do. Wasting our limited resources steals from future generations, which is immoral."
  • Pathos. These are appeals to the audience's emotions. For example: "Think of the animals that lose their homes every day because of trees being chopped down. If we recycled more, we could save these beautiful forests."
  • Logos. These are appeals to the audiences logic or intellect. For example: "We know that there is a limited supply of natural resources. We can make this supply last longer by recycling."
  • You can rely on any one or some combination.

Step 5 Outline your main points.

  • The number of points you can make to support your position will be determined by how much time you have to speak.
  • As a rule of thumb, three to four supporting points is usually a good number. [2] X Research source
  • For example, in the speech about recycling, your three main points might be: 1. Recycling saves resources, 2. Recycling reduces the amount of garbage, and 3. Recycling is cost-effective.

Writing your Speech

Step 1 Write a strong opening.

  • An attention grabber. This could be a statement (or sometimes a visual) that gets your audience's attention. It can be a good idea to be a little startling or dramatic at the opening of your speech. For example, you might start with information (or pictures) showing how a nearby landfill is nearly full to capacity.
  • A link to the audience. This is a means of showing that you have something in common with the audience. Show that you have a similar background or share an emotional connection of some kind. This will really depend on knowing your audience. For example, if you are a parent, speaking to other parents, you might emphasize the concern for your own children's future. If you share a common interest or ideological position with your audience, you can emphasize that.
  • Your credentials. This is a means of showing that you are knowledgeable or an authority on the topic of the speech. Highlight the research you've done on your topic. If you have any personal or professional experience with the topic, be sure to emphasize that, too. In the recycling example, you might say "I've invested many hours studying the recycling issue and the types of programs available in other cities."
  • Your goal. Explain to the audience what you hope the speech will accomplish. For example: "I hope by the end of my talk that you will agree that we need a city wide recycling program."
  • A road map. Finally, tell the audience what the main points of the speech will be. For example, "I believe we must start a recycling program for these three reasons...."

Step 2 Offer persuasive evidence.

  • Arrange these points logically. Don't jump from one point to the next, and then back again. Instead, complete an argument, then move on to another that flows logically from it. [4] X Research source
  • Use credible sources from your research to back the points you are making. Even if your point is more emotional (pathos), introducing some factual information will make your argument stronger. For example "Each year, 40,000 acres of beautiful forests are destroyed to make paper, according to a study from the American Recycling Institute."
  • Use real life examples that the audience can relate to. Even an argument based on facts and logic (logos) should relate to the audience's lives and interests. For example: "In these hard economic times, I know many of you are afraid that a recycling program will mean a costly increase in taxes. But, the city of Springfield started a program like this one three years ago. So far they've seen an increase in revenue as a result of the program. Many residents have seen a decrease in their taxes as a result."

Step 3 Address the counter-argument.

  • Make sure that you describe opposing views fairly and objectively. Consider whether someone who actually holds that view would approve of the way you are describing their position. If you aren't sure, find someone who thinks that way and ask!
  • For example, you would not want to say: "opponents of recycling just don't care if we waste our precious resources, or our money." That's not a fair description of their opinion.
  • Instead, you might say: "opponents of recycling are concerned that the cost might be much higher than just using new materials," and then go on to offer an argument about why recycling might be the more cost-effective option.

Step 4 Conclude with a call to action.

  • Don't just restate, verbatim, what you've already said. Instead, use this as an opportunity to reinforce the way your main points support your call to action. For example: "To sum up, I've shown you (points a, b, and c). These three undeniable facts point to a city-wide recycling program as the most sensible and ethical step we can take in helping create a more sustainable future. Please, join me in voting 'yes' on this program in November."

Delivering your Speech

Step 1 Practice your speech.

  • Try practicing in front of a mirror, so that you can see how you are delivering the speech. This can help you notice your facial expressions and body language. These can help or hinder your ability to get your message across.
  • For example, you might notice you are slouching, or that that you fidget with your collar. These actions suggest to an audience that you aren't confident.
  • Better still, record yourself with a video camera and watch the tape afterwards. This can help you see (and hear) where your delivery needs improvement. [5] X Research source It has the benefit of providing audio, and also won't distract you as much as a mirror when you're speaking.
  • Once you've practiced on your own a few times, try giving the speech to a small group of friends or family members. Ask for their feedback on your message and delivery.

Step 2 Dress appropriately.

  • Generally speaking, this will mean dressing professionally. But, the degree of formality will vary. A speech to a film club to convince them to show your film won't require the same degree of formality as speaking to the executives of a movie distribution company. For the executives, you would want to wear a suit. For the film club, that might be overdoing it.

Step 3 Relax.

  • Be friendly and make eye contact with the audience.
  • Move around, where appropriate, but don't fidget or pick at your clothes or hair.
  • Don't read the speech. It's okay to use a few notes to keep yourself on track, but your speech should be mostly memorized.
  • Roll with the punches. If you make a mistake, don't let it derail your whole speech. This might be an opportunity to use a little humor. Then, move on.

Step 4 Involve your audience.

  • For example, if you want them to contact the mayor, demanding a recycling program, don't just ask them to do it. Give them stamped, addressed envelopes to send a letter, or cards with the mayor's phone number and email address. If you do this, many more people are likely to follow through.

17.3 Organizing Persuasive Speeches

Previously in this text we discussed general guidelines for organizing speeches. In this section, we are going to look at three organizational patterns ideally suited for persuasive speeches: Monroe’s motivated sequence, problem-cause-solution, and comparative advantages.

Monroe’s Motivated Sequence

One of the most commonly cited and discussed organizational patterns for persuasive speeches is Alan H. Monroe’s motivated sequence. The purpose of Monroe’s motivated sequence is to help speakers “sequence supporting materials and motivational appeals to form a useful organizational pattern for speeches as a whole” (German et al., 2010).

While Monroe’s motivated sequence is commonly discussed in most public speaking textbooks, we do want to provide one minor caution. Thus far, almost no research has been conducted that has demonstrated that Monroe’s motivated sequence is any more persuasive than other structural patterns. In the only study conducted experimentally examining Monroe’s motivated sequence, the researchers did not find the method more persuasive, but did note that audience members found the pattern more organized than other methods (Micciche, Pryor, & Butler, 2000). We wanted to add this sidenote because we don’t want you to think that Monroe’s motivated sequence is a kind of magic persuasive bullet; the research simply doesn’t support this notion. At the same time, research does support that organized messages are perceived as more persuasive as a whole, so using Monroe’s motivated sequence to think through one’s persuasive argument could still be very beneficial.

Table 17.1 “Monroe’s Motivated Sequence” lists the basic steps of Monroe’s motivated sequence and the subsequent reaction a speaker desires from his or her audience.

The first step in Monroe’s motivated sequence is the attention step , in which a speaker attempts to get the audience’s attention. To gain an audience’s attention, we recommend that you think through three specific parts of the attention step. First, you need to have a strong attention-getting device. As previously discussed in Chapter 9 “Introductions Matter: How to Begin a Speech Effectively” , a strong attention getter at the beginning of your speech is very important. Second, you need to make sure you introduce your topic clearly. If your audience doesn’t know what your topic is quickly, they are more likely to stop listening. Lastly, you need to explain to your audience why they should care about your topic.

In the need step of Monroe’s motivated sequence, the speaker establishes that there is a specific need or problem. In Monroe’s conceptualization of need, he talks about four specific parts of the need: statement, illustration, ramification, and pointing. First, a speaker needs to give a clear and concise statement of the problem. This part of a speech should be crystal clear for an audience. Second, the speaker needs to provide one or more examples to illustrate the need. The illustration is an attempt to make the problem concrete for the audience. Next, a speaker needs to provide some kind of evidence (e.g., statistics, examples, testimony) that shows the ramifications or consequences of the problem. Lastly, a speaker needs to point to the audience and show exactly how the problem relates to them personally.

Satisfaction

In the third step of Monroe’s motivated sequence, the satisfaction step , the speaker sets out to satisfy the need or solve the problem. Within this step, Monroe (1935) proposed a five-step plan for satisfying a need:

  • Explanation
  • Theoretical demonstration
  • Reference to practical experience
  • Meeting objections

First, you need to clearly state the attitude, value, belief, or action you want your audience to accept. The purpose of this statement is to clearly tell your audience what your ultimate goal is.

Second, you want to make sure that you clearly explain to your audience why they should accept the attitude, value, belief, or action you proposed. Just telling your audience they should do something isn’t strong enough to actually get them to change. Instead, you really need to provide a solid argument for why they should accept your proposed solution.

Third, you need to show how the solution you have proposed meets the need or problem. Monroe calls this link between your solution and the need a theoretical demonstration because you cannot prove that your solution will work. Instead, you theorize based on research and good judgment that your solution will meet the need or solve the problem.

Fourth, to help with this theoretical demonstration, you need to reference practical experience, which should include examples demonstrating that your proposal has worked elsewhere. Research, statistics, and expert testimony are all great ways of referencing practical experience.

Lastly, Monroe recommends that a speaker respond to possible objections. As a persuasive speaker, one of your jobs is to think through your speech and see what counterarguments could be made against your speech and then rebut those arguments within your speech. When you offer rebuttals for arguments against your speech, it shows your audience that you’ve done your homework and educated yourself about multiple sides of the issue.

Visualization

The next step of Monroe’s motivated sequence is the visualization step , in which you ask the audience to visualize a future where the need has been met or the problem solved. In essence, the visualization stage is where a speaker can show the audience why accepting a specific attitude, value, belief, or behavior can positively affect the future. When helping people to picture the future, the more concrete your visualization is, the easier it will be for your audience to see the possible future and be persuaded by it. You also need to make sure that you clearly show how accepting your solution will directly benefit your audience.

According to Monroe, visualization can be conducted in one of three ways: positive, negative, or contrast (Monroe, 1935). The positive method of visualization is where a speaker shows how adopting a proposal leads to a better future (e.g., recycle, and we’ll have a cleaner and safer planet). Conversely, the negative method of visualization is where a speaker shows how not adopting the proposal will lead to a worse future (e.g., don’t recycle, and our world will become polluted and uninhabitable). Monroe also acknowledged that visualization can include a combination of both positive and negative visualization. In essence, you show your audience both possible outcomes and have them decide which one they would rather have.

The final step in Monroe’s motivated sequence is the action step , in which a speaker asks an audience to approve the speaker’s proposal. For understanding purposes, we break action into two distinct parts: audience action and approval. Audience action refers to direct physical behaviors a speaker wants from an audience (e.g., flossing their teeth twice a day, signing a petition, wearing seat belts). Approval, on the other hand, involves an audience’s consent or agreement with a speaker’s proposed attitude, value, or belief.

When preparing an action step, it is important to make sure that the action, whether audience action or approval, is realistic for your audience. Asking your peers in a college classroom to donate one thousand dollars to charity isn’t realistic. Asking your peers to donate one dollar is considerably more realistic. In a persuasive speech based on Monroe’s motivated sequence, the action step will end with the speech’s concluding device. As discussed elsewhere in this text, you need to make sure that you conclude in a vivid way so that the speech ends on a high point and the audience has a sense of energy as well as a sense of closure.

Now that we’ve walked through Monroe’s motivated sequence, let’s look at how you could use Monroe’s motivated sequence to outline a persuasive speech:

Specific Purpose: To persuade my classroom peers that the United States should have stronger laws governing the use of for-profit medical experiments.

Main Points:

  • Attention: Want to make nine thousand dollars for just three weeks of work lying around and not doing much? Then be a human guinea pig. Admittedly, you’ll have to have a tube down your throat most of those three weeks, but you’ll earn three thousand dollars a week.
  • Need: Every day many uneducated and lower socioeconomic-status citizens are preyed on by medical and pharmaceutical companies for use in for-profit medical and drug experiments. Do you want one of your family members to fall prey to this evil scheme?
  • Satisfaction: The United States should have stronger laws governing the use of for-profit medical experiments to ensure that uneducated and lower-socioeconomic-status citizens are protected.
  • Visualization: If we enact tougher experiment oversight, we can ensure that medical and pharmaceutical research is conducted in a way that adheres to basic values of American decency. If we do not enact tougher experiment oversight, we could find ourselves in a world where the lines between research subject, guinea pig, and patient become increasingly blurred.
  • Action: In order to prevent the atrocities associated with for-profit medical and pharmaceutical experiments, please sign this petition asking the US Department of Health and Human Services to pass stricter regulations on this preying industry that is out of control.

This example shows how you can take a basic speech topic and use Monroe’s motivated sequence to clearly and easily outline your speech efficiently and effectively.

Problem-Cause-Solution

Another format for organizing a persuasive speech is the problem-cause-solution format. In this specific format, you discuss what a problem is, what you believe is causing the problem, and then what the solution should be to correct the problem.

Specific Purpose: To persuade my classroom peers that our campus should adopt a zero-tolerance policy for hate speech.

  • Demonstrate that there is distrust among different groups on campus that has led to unnecessary confrontations and violence.
  • Show that the confrontations and violence are a result of hate speech that occurred prior to the events.
  • Explain how instituting a campus-wide zero-tolerance policy against hate speech could stop the unnecessary confrontations and violence.

In this speech, you want to persuade people to support a new campus-wide policy calling for zero-tolerance of hate speech. Once you have shown the problem, you then explain to your audience that the cause of the unnecessary confrontations and violence is prior incidents of hate speech. Lastly, you argue that a campus-wide zero-tolerance policy could help prevent future unnecessary confrontations and violence. Again, this method of organizing a speech is as simple as its name: problem-cause-solution.

Comparative Advantages

The final method for organizing a persuasive speech is called the comparative advantages speech format. The goal of this speech is to compare items side-by-side and show why one of them is more advantageous than the other. For example, let’s say that you’re giving a speech on which e-book reader is better: Amazon.com’s Kindle or Barnes and Nobles’ Nook. Here’s how you could organize this speech:

Specific Purpose: To persuade my audience that the Nook is more advantageous than the Kindle.

  • The Nook allows owners to trade and loan books to other owners or people who have downloaded the Nook software, while the Kindle does not.
  • The Nook has a color-touch screen, while the Kindle’s screen is black and grey and noninteractive.
  • The Nook’s memory can be expanded through microSD, while the Kindle’s memory cannot be upgraded.

As you can see from this speech’s organization, the simple goal of this speech is to show why one thing has more positives than something else. Obviously, when you are demonstrating comparative advantages, the items you are comparing need to be functional equivalents—or, as the saying goes, you cannot compare apples to oranges.

Module 10: Persuasive Speaking

Types of persuasive speeches.

Persuasive speeches revolve around propositions that can be defended through the use of data and reasoning. Persuasive propositions respond to one of three types of questions: questions of fact, questions of value, and questions of policy. These questions can help the speaker determine what forms of argument and reasoning are necessary to support a specific purpose statement.

Propositions of Fact

Questions of fact ask whether something “can potentially be verified as either true or false.” [1] These questions can seem very straightforward—something is or it is not—but in reality, the search for truth is a complex endeavor. Questions of fact rarely address simple issues such as, “is the sky blue?” They tend to deal with deep-seated controversies such as the existence of global warming, the cause of a major disaster, or someone’s guilt or innocence in a court of law. To answer these questions, a proposition of fact may focus on whether or not something exists. For example, in the U.S. there is a debate over the prevalence of racial profiling, the practice of law enforcement officers targeting people for investigation and arrest based on skin color. On one hand, the American Civil Liberties Union advances the proposition: “Racial profiling continues to be a prevalent and egregious form of discrimination in the United States.” [2] They verify this claim using data from government studies, crime statistics, and personal narratives. However, journalist Heather MacDonald proposes that studies confirming racial profiling are often based in “junk science”; in fact she says, “there’s no credible evidence that racial profiling exists.” [3] To substantiate her proposition, MacDonald relies on a study of traffic stops on the New Jersey turnpike along with personal narratives, policy analysis, and testimony from a criminologist. The claim that racial profiling exists is either true or false, but there is evidence for and against both propositions; therefore no consensus exists.

While some propositions of fact deal with the existence of a particular phenomenon or the accuracy of a theory, others focus on causality. For example, the U.S. government appointed a commission to evaluate the causes of the nation’s recent economic crisis. In their report the commission concluded by proposing that recklessness in the financial industry and failures on the part of government regulators caused the economic crisis. However, Congressman Paul Ryan has proposed that Medicare is to blame, and the chief investment officer at JP Morgan has proposed that U.S. housing policy is the root cause of the problem. [4] Each of these three propositions of fact is backed by its own set of historical and economic analysis.

Propositions of fact may also be used to make predictions concerning what will happen in the future. In the summer of 2011, ten miles of a popular Southern California freeway were closed for an entire weekend. Motorists, news outlets, and government officials called the closure “Carmageddon” because they proposed there would be an “inevitable and likely epic traffic tie-up.” [5] As a result of the predictions motorists stayed off the roads and made alternative plans that weekend resulting in much lighter traffic than expected. The proposition may have been true, but the prediction was not fulfilled because people were persuaded to stay off the freeway.

When advancing propositions of fact, you should focus on the evidence you can offer in support of your proposition. First, make sure that your speech contains sufficient evidence to back up your proposition. Next, take the time to interpret that evidence so that it makes sense to your audience. Last, emphasize the relationship between your evidence and your proposition as well as its relevance to the audience. [6]

Propositions of Value

Persuasive speakers may also be called to address questions of value, which call for a proposition judging the (relative) worth of something. These propositions make an evaluative claim regarding morality, aesthetics, wisdom, or desirability. For example, some vegetarians propose that eating meat is immoral because of the way that animals are slaughtered. Vegetarians may base this claim in a philosophy of utilitarianism or animal rights. [7]

Sometimes a proposition of value compares multiple options to determine which is best. Consumers call for these comparisons regularly to determine which products to buy. Car buyers may look to the most recent Car and Driver “10 Best Cars” list to determine their next purchase. In labeling a car one of the best on the market for a given year, Car and Driver says that the cars “don’t have to be the newest, and they don’t have to be expensive . . . They just have to meet our abundant needs while satisfying our every want.” [8]

Both the vegetarian and car examples offer standards for evaluating the proposition. Since propositions of value tend to be more subjective, speakers need to establish evaluation criteria by which the audience can judge and choose to align with their position. When advancing a proposition of value, offer a clear set of criteria, offer evidence for your evaluation, and apply the evidence to demonstrate that you have satisfied the evaluation criteria. [9]

The 2005 disagreement between family members over removing a woman’s feeding tube after she had been in a coma for 15 years sparked a national debate over the value of life that highlights the importance of evaluation criteria. After years of failed medical treatments and rehabilitation attempts, Terri Schiavo’s husband petitioned the court to remove her feeding tube, initiating a legal battle with her parents that went all the way to the President of the United States. [10] Opposing sides in the debate both claimed to value life. To support his proposition that his wife had a right to die, Mr. Schaivo applied the evaluation criteria of quality of life and argued that she would not want to continue to live in a vegetative state. [11] Ms. Schiavo’s parents vehemently disagreed with his argument. They also claimed to value life and, with the support of religious groups, relied on the evaluation criteria of the sanctity of life to contend that she should be kept alive. [12] Both sides gained widespread support based on people’s agreement or disagreement with their evaluation criteria. Despite intervention on behalf of both state and federal legislators, the courts eventually ruled that Mr. Schiavo had the right to have his wife’s feeding tube removed and allow her to die.

Propositions of Policy

Although the Schiavo case was rooted in a question of value, the debate resulted in a question of policy.  Questions of policy ask the speaker to advocate for an appropriate course of action. This form of persuasive speech is used every day in Congress to determine laws, but it is also used interpersonally to determine how we ought to behave. A proposition of policy may call for people to stop a particular behavior, or to start one. For example, some U.S. cities have started banning single use plastic bags in grocery stores. Long before official public policy on this issue was established, organizations such as The Surfrider Foundation and the Earth Resource Foundation advocated that people stop using these bags because of the damage plastic bags cause to marine life. In this case local governments and private organizations attempted to persuade people to stop engaging in a damaging behavior— shopping with single use plastic bags. However, the organizations also attempted to persuade people to start a new behavior—shopping with reusable bags.

When answering a question of policy, speakers will typically begin by describing the status quo. If you are arguing that a change must be made, you must first identify the problem inherent in the current behavior, and then demonstrate that the problem is significant enough to warrant immediate consideration. Once you have established that there is a problem which the audience ought to consider, you can then offer your proposal for a preferable course of action. [13] Then, it is up to you to demonstrate that your proposed policy will have more benefits than costs.

In 2011 the U.S. Postal Service, the nation’s second-largest employer, told Congress it was facing an $8.3 billion budget shortfall. [14] To solve the problem, the Postal Service proposed that be permitted to end Saturday mail delivery and close some post offices. To make their argument, they first described the status quo saying that the demand for their service had dramatically decreased with the popularity of email and online bill-pay services. They explained that in preceding years they laid off workers and cut spending to help with the shortfall of revenue, but now another plan was necessary to avoid defaulting on their financial obligations. They offered evidence that people preferred ending Saturday mail to alternatives such as paying more for stamps or allocating more tax money to post offices. [15] Although they made a compelling case, the USPS still needed to overcome perceived disadvantages to their proposition such as the negative impact on businesses and rural towns. [16] [17] A full year later, the policy proposition passed the U.S. Senate but continues to await approval in the House. [18]

Persuasive Speech Unit Discussion #2:

This week you’ll post your “source defense” for your Persuasive Speech and give feedback to your peers on their use of research.

Start: Look over the sample discussion post. Notice you will be researching your Persuasive Speech assignment this week. Are you familiar with the library’s databases? If not, please ask for help, actually visit the library, see the virtual library services, or ask your instructor. While “Google” is a great search engine, this week you’ll go beyond Google.

The discussion posting will take as long as it does to research your speech topic. If you have not done so yet, go to our college’s library databases [insert]:

This week you’ll post the rough draft for your Persuasive Speech.

Start: Look over the replies from last week, do you need to modify the sources you are using? Did you complete your Works Cited? Review the assignment sheet, especially the outline worksheet to see if you have any questions before submitting the rough draft for your Persuasive Speech. Check the class schedule to determine if you are on track. Ask your instructor if you have any questions. Give yourself enough time to read the chapters prior to writing your post. Then, when ready, the discussion posting should take you 20 minutes to complete. You will, later, need to reply to three of your peers. Each reply should be 75-100 words.

Reflect: Look back at the responses your classmates made about your speech’s rough draft. Consider concrete ways you can use this information for completing your final draft which is due next week. You will discuss your rough draft in an online (or, if it can be arranged, in person) conference with your instructor prior to submitting your final draft. Remember, your final draft is still an outline. Some students begin to write an essay (like in an English Composition class). Your final draft outline is just that, an outline, but the “final” full sentence outline is for grading. See the sample outlines for a guide or ask your instructor.

Two Harms of Hate Speech and the Limits of Counter-Speech

For more than a decade, we’ve been debating how to respond to hate speech – broadly  understood as “offensive discourse targeting a group or an individual based on inherent characteristics (such as race, religion or gender).” 1 The status quo in the United States holds that governments may not restrict speech outside of narrow exceptions (for things like threats, defamation, and obscenity), 2 and hate speech in general doesn’t fit into those exceptions, though some examples of hate speech might, like if the hate speech is likely to incite “ imminent lawless action ”. Non-governmental actors engaged in content moderation, such as social media platforms, are generally understood to be legally permitted to restrict speech according to their own rules, though whether and how companies exercise this legal right is a matter of ongoing debate.

One response to hate speech is the “ marketplace of ideas ” model, which  argues that the most  effective way to defeat loathsome ideas is to challenge them with other ideas, because good ideas will defeat bad ones on a level playing field. 3 Additionally, according to this approach, restrictions aren’t effective, are too blunt, and will be weaponized by those in power against legitimate critics. And it’s certainly true that  authoritarian  regimes have weaponized terms like terrorism to outlaw dissent, while risk-averse platforms  remove  content from activists that documents hate crimes, violence against civilians, and other violations of human rights. This framework of competition has long been a dominant metaphor to understanding approaches to the regulation of speech in the United States, although  experts have increasingly  pushed  back against it in recent years. 

Persuasive hate speech  

This marketplace approach is rooted in understanding hate speech primarily as persuasive communication of ideas that downplays the immediate harms of that speech. And indeed, some hate speech is persuasive, aiming to change minds. For example, some “academics” peddle pseudo-scientific research arguing that racial minorities are intellectually inferior or pose threats to White people. 4 Part of the purpose of this kind of work is to persuade non-believers of the truth of their hate speech.  

For counter-speech to defeat hate speech in this framework, we need to think of hate speech as something with a “truth value” (i.e., statements that can be said to be true or untrue) that can be contested. In this understanding, counter-speech can become a kind of competitor in the marketplace: calling out hate speech as unacceptable states our values and, at least indirectly, attempts to convince others that our values are good. 

Expressive hate speech  

However, some hate speech is less concerned with “truth value” and more concerned with making targets feel unsafe or unwelcome. 5 When someone uses a racial slur, they are not (primarily) saying anything of substance other than “I believe you belong to this racial group, and I do not like people who belong to this racial group.” 6 While there is persuasive potential in this kind of hate speech (for example, convincing bystanders that the target is part of a harmful minoritized group, or that it is permissible to use racial slurs), that persuasion is secondary to the immediate goal of harming the target.

At the same time, even the most persuasive of hate speech also has expressive outcomes. When prominent public voices argue, for example, about whether trans folks should be permitted to use bathrooms that correspond to their gender identity, trans folks justifiably hear expressions of the idea that trans people aren’t normal and deserve to have their autonomy disproportionately restricted by the government. 

Just as targets can hear expressive hate within persuasive hate speech, they can hear expressive solidarity within persuasive counter-speech: when an ally argues that legislating bathroom access for trans folks is unjust, trans folks could also hear expressions of affinity and belonging. 

Countering Hate Speech  

As we think about hate speech interventions, we must consider the different types of harms that come with different forms of hate speech. If an instance of hate speech seems more persuasive than expressive in function, counter-speech that argues against the truth propositions in that hate speech might be a reasonable response. For example, in response to assertions that Latinx immigrants are violent criminals, scholars can collect and publish data to  investigate  crime  rates among immigrants versus non-immigrants, using our best relevant evidence to contradict the truth value of the incorrect assertion about immigrant crime.

However, research on fact-checking and debunking warns about backlash to information correction. For example, when people see negations of false statements (such as “Mexican immigrants are  not  rapists”), they tend to remember the false statement without remembering its negation; e.g., in this example, people would remember “Mexican immigrants are rapists,” forgetting the “ not ” part of that statement. This happens through a few possible  mechanisms , including a tendency to believe that familiar information is true regardless of its truth. That is, the more we hear something, the more we believe it is true, even if we heard about it in the context of refuting the piece of information and including a tendency to forget negation (i.e., forgetting the “ not ” in the above example). 7 As  observers have pointed out in the context of recent fabricated controversies related to DEI efforts, saying that “’malfunctioning doors have nothing to do with DEI’ is still a sentence with both ‘malfunctioning doors’ and ‘DEI’ in it.” A better alternative, according to this perspective, is to change the terms of the discussion to shine a light on the hateful ideas driving the fabricated controversies: don’t say that the racist is wrong, spend your time pointing out the racist’s racism. But this is still engaging in the marketplace of ideas, in a certain sense: rather than a straight competition between two versions of the same “product” (i.e., idea), this is like pointing out the unsanitary conditions in the competitor’s factory.  

Regardless of what we think of the metaphor of the “marketplace of ideas,” we must be clear about what harms we want to reduce and how those harms manifest. Counter-speech against expressive hate speech can only be effective if it undoes the immediate harms of hateful expression, taking someone who was made to feel unsafe and unwelcome and demonstrating that they have support and community. This is the Paxlovid of dealing with hate speech: just as the antiviral medications in Paxlovid reduce the chances that someone will have severe complications from COVID-19 once they’ve already been infected, persuasive counter-speech can perhaps reduce some of the harms that have already been caused by hate speech. But as we know from COVID, prevention efforts (like mask wearing) are more efficient and effective than treatment. 

This distinction between expressive and persuasive hate speech can hopefully lead us to better understand the different types of harm associated with hate speech. 8 Deep knowledge of problems is critical to designing interventions that can address those problems. But unpacking complexity doesn’t necessarily directly lead to better interventions. Though distinguishing expressive hate speech from persuasive may make sense conceptually and might be analytically useful when examining individual cases, I’m not sure that we can distinguish these forms at scale. Identifying expressive hate speech, especially outside of the clearest examples, is challenging for a number of reasons, not least of which is that it’s difficult to know what effects an instance of hate speech will have on those who are the target of the attack until after they have experienced those effects (at which point it’s too late for prevention and we have to think about reducing negative effects after the fact). Instead, this distinction can help us better understand the shortcomings of the marketplace of ideas approach to thinking about harmful speech. 

There are more fundamental hurdles to leveraging the expressive-persuasive distinction for content moderation purposes, though. Most importantly, most instances of hate speech likely contain some degree of both expressive content and persuasive content; there are probably relatively few instances that are pure expression or pure persuasion. 9 The primary utility of deploying this distinction in cases of mixed persuasion and expression is in recognizing that any intervention is likely to only address some of the harms associated with a particular example of hate speech.
