What is a Log Book?

A properly kept Log Book is a record that allows employers, students and training providers to identify workplace training being undertaken, the skills being acquired and the evidence of tasks being performed. Log books are a fantastic way to show volume of learning as it is evidence of a clear timeline of tasks being carried out.

RTOs need to assist employers in identifying and developing satisfactory methods of evidence collection and recording to make sure the correct format is used for the completion of the Log Book.

What is a logbook?

In the fleet management world, a logbook is where truck drivers record their duty status. Driver logbooks were formerly paper records or hardcover books.

On December 18, 2017, the electronic logging device (ELD) mandate went into effect, requiring commercial drivers to record their hours of service (HOS) electronically with limited exemptions. Paper record books were no longer sufficient, and fleets were required to install ELDs in vehicles. ELDs are also known as electronic logbooks, e-logs, or driver logs. ELDs also precede automatic onboard recording devices (AOBRDs) .

Besides recording HOS rules, ELDs can also record:

Real-time GPS location

Engine speed and load

Fuel efficiency, idling, and auto mileage

Diagnostics and fault codes

Safety-related events, like harsh braking or collisions

These functionalities make it easier for fleets to manage compliance, vehicle maintenance, safety, and dispatching and routing.

Why is keeping a logbook important?

One word: compliance.

The Federal Motor Carrier Safety Administration (FMCSA) limits truckers' time behind the wheel. This limitation is known as hours of service (HOS) regulations. It requires drivers to maintain logbooks to track their on duty hours. Drivers must log their hours of service, duty status, and rest periods for each 24 hour period.

A driver can be stopped by a Department of Transportation (DOT) roadside inspector at any given time. Drivers must have their records of duty status (RODs) available for the previous seven consecutive days. Failure to have the logs for the previous seven consecutive days or improper recordkeeping of the logbook can result in violations and fines.

Aside from compliance purposes, logbooks can be beneficial for:

Increasing safety: With electronic logs helping drivers stay in HOS compliance, everyone on the road is safer. Drivers take breaks and can get the rest they need to stay alert and focused on the job, resulting in fewer accidents.

Improving CSA score :  A Compliance, Safety, Accountability (CSA) score is an important metric for a fleet because customers can view it when deciding to work with you. Consistent logging helps businesses meet compliance requirements and avoid violations—which helps keep the score down. 

Potential lower insurance premiums : Insurance premiums often rely on CSA scores. Thus, with an ELD helping fleet managers reduce risky behaviors, coupled with consistent HOS logging, companies can reduce their insurance premiums as they’ve lowered their liability.

What does a logbook record?

Logbooks record driver’s hours of service and duty status for each 24-hour period. An ELD can help do this automatically with the push of a few buttons daily. However, if you ever need to fill out a paper log or want to know what information is logged, see the details below:

Date and start time of the day : The hour at which the day begins.

Driver name : If co-drivers are sharing duties, they should be listed, too.

Main office address : The corporate address of the motor carrier. Spell out city names, but abbreviate state names.

Home terminal address : If you work out of a different address than the main office. Spell out city names, but abbreviate state names.

Departure and arrival cities : Note where you started your day and where you ended it.

Odometer readings : Some logs may ask for the total daily mileage log. Some may ask for the odometer reading at the beginning and end of your day. You should note this information for all vehicles driven that day, even if there were changes to the vehicle.

License plate number or truck/trailer number. You should note this information for all vehicles driven that day, even if there were changes to the vehicle.

Driver status information: There are four duty statuses: off-duty, sleeper berth, driving, on-duty (not driving).

Total hours worked for each driver status : Add up the number of hours in each duty status. They must equal 24 hours.

Breakdowns and accidents : Document these at the appropriate time along with the city and state the incident happened.

Other remarks or annotations if needed. Depending on the carrier, this may not be necessary. Some carriers may want to know specific details about the day.

 Filling out a driver’s log book is an essential task for any commercial truck driver. Trucker’s log books aren’t just company policy: filling them out is a federally mandated law. The Federal Motor Carrier Safety Administration (FMCSA) expects all long-haul commercial drivers to fill out this information after every shift. While trucker’s log books still exist, though, they’re largely being supplanted  electronic logging devices (ELDs) , which offer a near real-time view into fleet-wide activity. How often should you fill out the DOT log book?  

Drivers should fill out DOT log books daily. It’s essential to stay up to date on HOS. Keeping an accurate DOT log book is not only the law, but an essential business practice. 

With ELDs, log book upkeep is more important than ever. It’s essential for log books to match ELD records, so staying current with your DOT log book is very important. DOT agents and representatives will often check log books to ensure they’re compliant. If they’re not, both your company and the driver are at risk for federal prosecution. 

Who fills out the DOT log book? 

Drivers are responsible for filling out DOT log books, and your company is responsible for keeping the log books organized. Drivers sign their log books when they’re complete, and the FMCSA holds the driver responsible for the information. 

Sometimes, companies will push drivers to go outside FMCSA rules and regulations. Because the driver signs each log book, the driver holds the most liability. Drivers whose companies push them beyond the law’s limits are protected under the Surface Transportation Assistance Act (STAA), which helps them stay HOS compliant.

Both drivers and businesses can be prosecuted for failing to follow federal guidelines for log books and ELD compliance.

How to fill out a DOT log book

Traditional log books are made up of a chart with four sections separated into 24 boxes. Each box represents one hour. As drivers continue throughout their day, they’re required to draw horizontal or vertical lines through each status to indicate how they’re spending their time. There are four possible statuses: 

  • On-duty (not driving)

Here’s an example of what a log book looks like:

Horizontal lines indicate the time a driver spent during a certain status, while vertical lines indicate a change in status. For example, if your worker drove from 9 a.m. to 1 p.m., they’d draw a horizontal line through those four boxes. If they transitioned to an off-duty status, they’d draw a vertical line to that designation on the chart, and then a horizontal line for how long they spent at that status.

For this example, let’s say your employee spent one hour at off-duty status. Once they’re ready to get back on the road at 2 p.m., they will draw a vertical line back to the driving section and start another horizontal one to track how long they’re at that status. 

As the driver changes status, it’s important to indicate the current location and what activity they’re completing. If your employee is on duty but not driving – loading, for example – they can include that comment in the remarks section. 

Here is other important information for the DOT log book to include:

  • Current date
  • Driver name
  • Driver employment number
  • Tractor numbers
  • Shipping numbers
  • Total hours from the last seven days

It’s often best to purchase paper logs with only the most basic DOT information on them. Some logs include too many sections to fill out, and when they’re left blank, it can get you in trouble with the DOT. 

A perfect example is the recap section, which isn’t an FMCSA requirement. However, if it’s left blank, DOT agents may give you a hard time. If your drivers use logs with many extra sections, you can use a dash to “fill it out” without inputting information. This indicates the section is unnecessary, which will help you in the event of a road inspection.

How ELDs track DOT logs

While some companies may require drivers to fill out paper logs, they’re now technically obsolete. ELDs replace all the analog functions of a paper log, and can help your company keep HOS and record of duty status (RODS) numbers up to date.

  • Connect to the truck’s engine to indicate when the vehicle is in motion.
  • Select one of the following based on the vehicle’s movement: on duty, off duty or on duty not driving.
  • Provide data in a standardized format to send to law enforcement via USB, Bluetooth or wireless web services.
  • Meet product specifications outlined by federal DOT offices.

In this section, things can get a little trickier without a maintenance log book . The person doing the maintenance must include the date and time. Not only that, but they must also include information equipment serviced, sometimes out of many different assets, spread out in different company sectors. Adding personal notes at the end of the log can be very useful to the next person performing maintenance, or even to assess if it’s time to retire the equipment entirely.

A log book, is often used to record business-related trips for employee reimbursement or tax deduction purposes. Depending on your local tax authorities and your situation, your log book will need to contain specific information. It is important that you follow the set requirements, as your log book is considered an official record and is often submitted to your tax authority.

What Are Logbook And For What They Are Used For ?

You must have been asked many a times to fill a record book; whether be on ship, as a driver or being part of a business institution. Many a times we just do things for the sake of doing; without ever knowing what it really is and what does it used for ? A Logbook is an official document having records of important events and actions; taken in a particular time interval.

For long chemist used to take; note of every events and actions they take to reach to a final solution. This helps them to monitor and locate; possible point of error and give opportunity to fix in future. Similarly a Logbook is used to analyze performance of an unit, ship, industry, person or business; with the ability to do post damage analysis finding the cause.

Many a times they are also required by law or authorities; to ensure compliance to certain rules or just filling tax returns on business. Furthermore they are also required by the insurance company; to insure property or business. A logbook usually contain information such as; monetary transaction, training record, action taken and records in general.

You can consider it as the book with predefined set of questions in it; for which you need to fill in the blanks with the correct answers. A logbook is required to be simple; easy to read, easy to fill and customized based on the use / application.

Why Having A Logbook So Important In Ship & Business ?

A log book is the proof of your activity and actions taken in real time; ready to be looked at in the future. On ship this can be events in navigation, operation and control of the ship. Similarly this can be a record of hours you have worked, achievements, hours you volunteered and personal and business trips you made within a particular fiscal year.

Having a Logbook on ship and industries ensure safe operation with proper preventive maintenance. Furthermore it acts as a legal document for the certain steps and procedures; to be followed before reaching a particular sea water or to follow local rules. Basically it is a proof of what you actually did against what you said you do.

For trucks and commercial vehicles it helps monitor the mileage and performance of the vehicle; similarly on ship it monitor performance of equipment to predict the need for next preventive maintenance and spares to be ordered in advance. Furthermore this can also be beneficial to detect flaw and improve efficiency of the plat or ship.

This legal document with actions events written against the significant time; helps keep records of fleet or business in a central database. This helps improve efficiency saving unnecessary cost. Furthermore it helps being on the safe side of the local and international laws; with a easy time working with insurance and tax return if any.

What Are Logbook And For What They Are Used For ?

Different Record / Log Books Used On Board Ship

Keeping a record / logbook is an integral part of ships safety management system; which is an integral part of the ISM code 1994-2018. The ISM stands for International safety management code and accounts to provide international standard; for pollution control; safety, management and operational capabilities.

Under ISM code 11.3 a ship is required to have a central database for all logs and records related to ship operation, spares and maintenance. Furthermore there should also be adequate backup including in form of hard copy. These hard copy is then required to be stored; for at least next five years before any further action.

All record and log books of international vessels must be filled in English language. They are required to be signed and counter signed by two different designated officers. All entries made must be true and precise to the relevant date and time. In event of false entries or damaging the records and log; the designated officer can be finned and charged with criminal act.

All entries made should be clear and amendments if required should be made with a single strike avoiding over writing or covering the mistake. The logbook of any kind is required to be closed only when a year is passed from the time opening it; or the ship is unregistered / changed its flag state / changed to new registry.

Major Record Book Used On Ship

A ship is required to have a continues synopsis record under SOLAS 1974, section one of five for regulation eleven ( XI – 1/5 ). It basically contains the records for ships history. Similarly a ship is also required to maintain a record associated to ships security plan; under the compliance of SOLAS 1974, section two of five for regulation eleven ( XI – 2/5 ) and ISPS Code.

An Oil record book under Marpol annex one regulation 17 and 36; store all the records of cargo operation related to oil, bunkering and accidental oil spill if any. All ships with 400 and more gross tonnage is required to have an official oil record book ( part I ); while oil tankers above 150 gross tonnage are required to have oil record book ( part I & II ).

Similarly all ships above 400 gross tonnage or caring more than 15 crew is required to have; a dedicated garbage record book under Marpol annex five regulation ten. The other record book a ship is bound to carry are; record book for ozone depleting substance and one related to ballast water management.

Major Logbook Used On Ship

Bridge is the place from where the ship is controlled and all necessary actions are taken related to its safety and management. This is why the official log book; also termed as bridge log book resides at the bridge of the ship. The officer on deck is responsible to fill in the the log book as per the rules and requirement.

The officer on deck has to fill the ships position, weather condition; ships condition ( rolling, pitching, any abnormality if any etc ), captain name with COC details, any change in course if any and speed of ship. They are also required to fill about the next port, last port, drill conducted, compass readings, records of inventory; collision or grounding, oil spill and damage to ship if any.

In part two of the official log book; they have to fill information regarding the ship Articles. This contain important information such as; serial number, call sign, IMO number, Serial Number, ship’s particulars, registered owner, and crew particulars / details.

Just like official logbook on deck; engine rooms have their own log book which is called engine room log book. An engine room logbook contains all records related to; machinery, their spares, maintenance, breakdown, accident, engine parameters and pump operational records.

Furthermore it also accounts for records such as, location of ship, quantity of oil received, quantity of oil used, lub oil consumption, bunkering operation, bildge discharge, sludge, engine rpm, spares in store etc.

What Are Logbook And For What They Are Used For ?

How To Correctly Fill In The Logbook

Filling a Logbook is relatively easier than the common believe. Being an official document it brings in sense of doubt and fear; which make us overthink and make silly mistakes. Just consider it like copying important notes you take throught the day or particular time to a nice to read and find notebook.

Start by filling the key points at the start of the Logbook. Its simple; all is written in place and you just have to fill in the blanks. Try to fill the logbook as soon as possible to the actual events; to avoid chance of error or loss of data. Fill in the details and records as per the designated date; once done due sign the entries and send to higher authority to cross check and ensure everything is correct.

Many a times some information can’t be filled in the designated space provided in the log book. On one such case you should write on an external piece of paper attached to the log; while providing a reference number of the external document in place. Under no circumstance over write on the logbook.

In some logbook as used in shore based industry and business; you need to provide the hour of your work. You can either write it in number or can use a straight line to specify on the given graph. Only make corrections with due sign if asked by the superiors; use a single strike to cancel the last entry and write in the adjacent empty space.

Do We Need Log / Record Book In Personal Life ?

Let’s face it ! Its frustrating and hard to maintain writing records of key action, events and transaction of the day each night. Even you may wonder sometimes what its use in future; but i really pays off when most needed. While we have records of calls on our mobile, major transaction on bank statement; we still need to log it down to avoid missing on small points which too matters.

Personally i keep records of my all transaction and expenses for the day on page on page basis for designated date. While in short term it helps keep a check on my unnecessary expense; and help find the hole where the money is slowly poring through my monthly budget. In long run it become very handy specially during monetary dispute with friends and business partner in general.

Daily Occurrence Book Report: A Guide on what to Record

You have a  daily occurrence book (DOB) and a security guard. Now, only one question remains: what does the security guard record in the daily occurrence book report?

Sometimes a daily occurrence book is jam full of information, at other times it is empty. Is this because of different levels of activity on site or is it because the security guard does not know what to record?

Why bother to record anything in a daily occurrence book report?

There are two reasons to record events in daily occurrence book:

At first sight a daily occurrence book appears to be a reflection of site activity. However, it is also a measure of a security guard’s value. An empty daily occurrence book suggests little happens on site. As a result, the person paying for that security guard may remove them. It is therefore important to remember a daily occurrence book plays an important part in evidencing the value of a security guard.

A daily occurrence book may be referred to in a court of law. As a result they are often considered as important as a police officer’s note book . For this reason, no matter how innocuous the activity may appear at the time of recording, it is better to add rather than miss entries.

Every daily occurrence book report should include two types of information:

  • The expected
  • The unexpected

1. The Expected

Below is a list of entries expected in a daily occurrence book:

  • Repeating duties :   Security patrols , lock-up and unlock, fire drills etc.
  • Visitors and deliveries made to site
  • Audits and inspections : CCTV camera and fire extinguisher checks etc.
  • Assignment Instructions: Review and testing of assignment instructions
  • Shift change over remarks: For instance, equipment checks and any ongoing issues that need to be resolved by the next shift
  • Shift time: Start and end time of shifts

These events may appear mundane but if they are not recorded the reader will assume they have not occurred.

2. The Unexpected

The daily occurrence book should include unexpected security and safety events. Examples of these events are:

  • Incidents: Building faults, near misses, trespass, theft etc.
  • Security precautions: Additional security precautions taken for example, liaising with the nearby café about recent hostile reconnaissance  activity or protests in your area .
  • Support: Support provided on site for example, helping a distressed driver with their vehicle parked on site.

With Laurianna reading like a fiend, keeping up with all of the books that she is devouring can be a bit exhausting. Usually she will tell me {in extensive detail} what the books are about, so to help with book summaries and also have her gather a little more info, I put together a book report form for her to use once or twice a month.

The Book Report Form includes room for: book title, author, number of pages, publisher, copyright date, setting, main characters, summary, two vocabulary words, and book rating/evaluation.

I also put together a Book Reading Log for the kids to write down information about the books that they are reading, either independently or together as a family.  The Reading Log has room to record up to 5 books {I print it off double-sided} and the kids can record: book title, author, number of pages, publisher, copyright date, date started reading and date reading was completed.

Kristi Noem’s story of killing her dog points to class two misdemeanor

South Dakota governor’s account of family dog Cricket killing neighbor’s chickens may be an offence, according to state law

Kristi Noem, the South Dakota governor and Republican vice-presidential hopeful, may have committed a class two misdemeanor offence when her fated dog Cricket, a 14-month-old wirehair pointer Noem deemed “untrainable” for hunting pheasant, killed a neighbor’s chickens.

Under South Dakota law, “any person owning, keeping, or harboring a dog that chases, worries, injures, or kills any poultry or domestic animal is guilty of a class two misdemeanor and is liable for damages to the owner thereof for any injury caused by the dog to any such poultry or animal.”

Though Cricket’s chicken attack has made headlines in recent days, however, it was not the main subject of such reports.

Instead, Noem’s startling description of her decision to kill Cricket – and also an unnamed, un-castrated and unruly goat – has pitched her into an unprecedented political storm.

The story is included in Noem’s new book , No Going Back: The Truth on What’s Wrong With Politics and How We Move America Forward.

The book will be released next month. Last week, the Guardian obtained a copy and reported the passage in which Noem describes killing Cricket and the goat after Cricket first ruined a pheasant hunt, then killed the chickens.

“I hated that dog,” Noem writes, before describing how she shot Cricket and the goat in the same gravel pit, the goat having to be shot twice, the second shotgun blast after Noem left the goat to fetch more shells from her truck.

Noem says what she thought she had to do was not “pleasant”, and describes how her actions startled a construction crew and confused her young daughter.

She also seems to acknowledge the possible effects of including the story in her book, writing: “I guess if I were a better politician I wouldn’t tell the story here.”

News of Noem’s tale did indeed set off a political firestorm , with observers suggesting she had irrevocably damaged her chances of being named running mate to Donald Trump, the presumptive Republican nominee for president who faces 88 felony charges of his own and was adjudicated a rapist but nonetheless maintains his grip on his party.

Noem twice defended her account of killing Cricket and the goat, saying as she does in the book that such actions are sometimes necessary in farming, and show her willingness to do difficult things in life as well as in politics.

But each defense added to her problems.

In the first statement, Noem both referred to recently putting down three horses and advertised her book, promising “more real, honest and politically incorrect stories that’ll have the media gasping”. That drew accusations of insensitivity.

In her second statement, Noem said she could “understand why some people are upset about a 20-year-old story of Cricket” but added: “The fact is, South Dakota law states that dogs who attack and kill livestock can be put down.

“Given that Cricket had shown aggressive behavior toward people by biting them” – Noem says the dog “whipped around to bite me” after killing the chickens – “I decided what I did.”

In a separate section of South Dakota’s codified laws, the definition of livestock makes no mention of poultry, which would have meant the law did not apply to Noem.

But asked about a South Dakota legislature definition that says livestock “means cattle, sheep, horses, mules, swine, goats, and buffalo”, omitting chickens or poultry in general, Ian Fury, Noem’s communications chief, advised the Guardian to “take a look at SDCL 40-34-1 and 40-34-2.”

When the Guardian did, questions arose.

Section 40-34-1 of the South Dakota codified laws – Killing of dog lawful when disturbing domestic animals – says : “It shall be lawful for any person to kill any dog found chasing, worrying, injuring, or killing poultry or domestic animals except on the premises of the owners of said dog or dogs.”

Noem writes that she killed Cricket on her own property.

The following section – 40-34-2, Liability of owner for damages by dog disturbing domestic animals – seems to contain greater potential legal jeopardy.

It says : “Any person owning, keeping, or harboring a dog that chases, worries, injures, or kills any poultry or domestic animal is guilty of a class two misdemeanor and is liable for damages to the owner thereof.”

In her book, Noem writes that she apologised to the family that owned the chickens Cricket killed, “wrote them a check for the price they asked, and helped them dispose of the carcasses littering the scene of the crime”.

Asked if SDCL 40-34-2 indicated that Noem might have committed a class two misdemeanor, Fury did not immediately comment.

The South Dakota laws apparently applicable to the case of Noem and Cricket were passed before the dog’s death.

In her weekend statement, Noem said her story was 20 years old. That would place it in 2004, when she was in her early 30s, three years before she entered South Dakota state politics and six years before she won a seat in Congress as part of the hard-right Tea Party wave . Noem was elected governor of South Dakota in 2018.

South Dakota was the last of the 50 states to make animal cruelty a felony, passing legislation in 2014.

Federal Reserve officials left interest rates unchanged and signaled that they were wary about how stubborn inflation was proving, paving the way for a longer period of high borrowing costs.

The Fed held rates steady at 5.3 percent on Wednesday, leaving them at a more than two-decade high, where they have been set since July. Central bankers reiterated that they needed “greater confidence” that inflation was coming down before reducing them.

“Readings on inflation have come in above expectations,” Jerome H. Powell, the Fed chair, said at a news conference after the release of the central bank’s rate decision.

‘Lack of Further Progress’ on Inflation Keeps Interest Rates High

Today, the F.O.M.C. decided to leave our policy interest rate unchanged and to continue to reduce our securities holdings, though, at a slower pace. Our restrictive stance of monetary policy has been putting downward pressure on economic activity and inflation, and the risks to achieving our employment and inflation goals have moved toward better balance over the past year. However, in recent months, inflation has shown a lack of further progress toward our 2 percent objective, and we remain highly attentive to inflation risks. We’ve stated that we do not expect that it will be appropriate to reduce the target range for the federal funds rate until we have gained greater confidence that inflation is moving sustainably toward 2 percent. So far this year, the data have not given us that greater confidence. In particular, and as I noted earlier, readings on inflation have come in above expectations. It is likely that gaining such greater confidence will take longer than previously expected.

The Fed stands at a complicated economic juncture. After months of rapid cooling, inflation has proved surprisingly sticky in early 2024. The Fed’s preferred inflation index has made little progress since December, and although it is down sharply from its 7.1 percent high in 2022, its current 2.7 percent is still well above the Fed’s 2 percent goal. That calls into question how soon and how much officials will be able to lower interest rates.

“What we’ve said is that we need to be more confident” that inflation is coming down sufficiently and sustainably before cutting rates, Mr. Powell said. “It appears that it’s going to take longer for us to reach that point of confidence.”

The Fed raised interest rates quickly between early 2022 and the summer of 2023, hoping to slow the economy by tamping down demand, which would in turn help to wrestle inflation under control. Higher Fed rates trickle through financial markets to push up mortgage, credit card and business loan rates, which can cool both consumption and company expansions over time.

But Fed policymakers stopped raising rates last year because inflation had begun to come down and the economy appeared to be cooling, making them confident that they had done enough. They have held rates steady for six straight meetings, and as recently as March, they had expected to make three interest rate cuts in 2024. Now, though, inflation’s recent staying power has made that look less likely.

Many economists have begun to push back their expectations for when rate reductions will begin, and investors now expect only one or two this year. Odds that the Fed will not cut rates at all this year have increased notably over the past month.

Mr. Powell made it clear on Wednesday that officials still thought that their next policy move was likely to be a rate cut and said that a rate increase was “unlikely.” But he demurred when asked whether three reductions were likely in 2024.

He laid out pathways in which the Fed would — or would not — cut rates. He said that if inflation came down or the labor market weakened, borrowing costs could come down.

On the other hand, “if we did have a path where inflation proves more persistent than expected, and where the labor market remains strong, but inflation is moving sideways and we’re not gaining greater confidence, well, that could be a case in which it could be appropriate to hold off on rate cuts,” Mr. Powell said.

Investors responded favorably to Mr. Powell’s news conference, likely because he suggested that the bar for raising rates was high and that rates could come down in multiple scenarios. Stocks rose and bond yields fell as Mr. Powell spoke.

“The big surprise was how reluctant Powell was to talk about rate hikes,” said Michael Feroli, chief U.S. economist at J.P. Morgan. “He really seemed to say that the options are cutting or not cutting.”

Still, a longer period of high Fed rates will be felt from Wall Street to Main Street. Key stock indexes fell in April as investors came around to the idea that borrowing costs could remain high for longer, and mortgage rates have crept back above 7 percent, making home buying pricier for many want-to-be owners.

Fed officials are planning to keep rates high for a reason: They want to be sure to stamp out inflation fully to prevent quickly rising prices from becoming a more permanent part of America’s economy.

Policymakers are closely watching how inflation data shape up as they try to figure out their next steps. Economists still expect that price increases will start to slow down again in the months to come, in particular as rent increases fade from key price measures.

“My expectation is that we will, over the course of this year, see inflation move back down,” Mr. Powell said on Wednesday. But he added that “my confidence in that is lower than it was because of the data that we’ve seen.”

As the Fed tries to assess the outlook, officials are likely to also keep an eye on momentum in the broader economy. Economists generally think that when the economy is hot — when companies are hiring a lot, consumers are spending and growth is rapid — prices tend to increase more quickly.

Growth and hiring have not slowed down as much as one might have expected given today’s high interest rates. A key measure of wages climbed more rapidly than expected this week, and economists are now closely watching a jobs report scheduled for release on Friday for any hint that hiring remains robust.

But so far, policymakers have generally been comfortable with the economy’s resilience.

That is partly because growth has been driven by improving economic supply: Employers have been hiring as the labor pool grows, for instance, in part because immigration has been rapid.

Beyond that, there are hints that the economy is beginning to cool around the edges. Overall economic growth slowed in the first quarter, though that pullback came from big shifts in business inventories and international trade, which often swing wildly from one quarter to the next. Small-business confidence is low . Job openings have come down substantially.

Mr. Powell said Wednesday that he thought higher borrowing costs were weighing on the economy.

“We believe that our policy stance is in a good place and is appropriate to the current situation — we believe it’s restrictive,” Mr. Powell said.

As the Fed waits to make interest rate cuts, some economists have begun to warn that the central bank’s adjustments could collide with the political calendar.

Donald J. Trump, the former president and presumptive Republican nominee, has already suggested that interest rate cuts this year would be a political move meant to help President Biden’s re-election bid by pumping up the economy. Some economists think that cutting in the weeks leading up to the election — either in September or November — could put the Fed in an uncomfortable position, drawing further ire and potentially making the institution look political.

The Fed is independent of the White House, and its officials have repeatedly said that they will not take politics into account when setting interest rates, but will rather be guided by the data.

Mr. Powell reiterated on Wednesday that the Fed did not and would not take into account political considerations in timing its rate moves.

“If you go down that road, where do you stop? So we’re not on that road,” Mr. Powell said. “It just isn’t part of our thinking.”

Democrats, political figures dogpile onto Trump VP hopeful after story of animal killings

It doesn’t matter if you’re a Republican or Democrat, liberal or conservative — a growing number of elected officials and political groups all suddenly want you to know: they love their dogs.

The outpouring of animal love from political social media is all in response to South Dakota Gov. Kristi L. Noem (R) — who is believed to be in the running to be Donald Trump’s running mate — admitting in her forthcoming book that she killed a family dog and goat in a gravel pit with a gun on the same day.

According to an excerpt of the book obtained by the Guardian in advance of its publication next month, Noem, a farmer and rancher, said she shot and killed her 14-month-old wirehair pointer, Cricket, because she was “untrainable” and aggressive.

Noem described how Cricket was overexcited on a hunt and wrote that she attacked another family’s chickens like “a trained assassin.” The governor also said Cricket had tried to bite her during the incident, later writing that she “hated that dog.”

After killing Cricket, Noem wrote that she then decided to kill a family goat that was “nasty and mean” and which “loved to chase” Noem’s children.

Democrats, including President Biden ’s reelection campaign, had some fun with it — along with some spirited politicking.

The Democratic National Committee, responding to Noem’s book excerpt, issued a statement on behalf of “the dogs of the DNC, aka the Dogmocratic Party.”

“As DNC’s canine companions, we’ve heard a lot from our owners about just how extreme and dangerous Donald Trump and his far-right MAGA allies are — but nothing could prepare us for the truly disturbing and horrifying passages Kristi L. Noem willingly chose to put in her new book,” the statement said.

“Our message is plain and simple: If you want elected officials who don’t brag about brutally killing their pets as part of their self-promotional book tour, then listen to our owners — and vote Democrat,” the statement added.

After Noem’s excerpt went public, the Biden campaign’s rapid response team shared pictures on X of Vice President Harris holding a puppy and President Biden walking his German shepherd, Commander , at the White House (although Commander was removed from the White House last year after he bit several staffers and Secret Service officers).

Democratic Gov. Tim Walz (Minn.) shared a photo on X of him feeding his dog a treat, writing the caption, “Post a picture with your dog that doesn’t involve shooting them and throwing them in a gravel pit. I’ll start.” The post garnered responses from Gov. Gretchen Whitmer (D-Mich.) and Gov. Phil Murphy (D-N.J.) with their furry companions.

The Lincoln Project, a political organization founded by moderate conservatives who oppose Trump, published a tongue-in-cheek video that seemed to nod at Sarah McLachlan’s earworm ads for the American Society for the Prevention of Cruelty to Animals.

“You have options,” a narrator says in the video. “Shooting your dog in the face should not be one of them. And if you do happen to shoot your dog in the face, please don’t write about it in your autobiography.”

The organization also subsequently said that Trump and Noem’s “disregard for animals reflects their disregard for everything else. Cruelty is the point.”

Other Republicans who do not support Trump, including former Trump aides Alyssa Farah Griffin and Sarah Matthews , as well as Meghan McCain , similarly expressed shock over Noem’s story.

And Laura Loomer, a right-wing activist and Trump ally, wrote on X, “You can’t shoot your dog and then be VP.”

Noem’s actions have been blasted by animal advocacy organizations. Colleen O’Brien, senior vice president of media relations at People for the Ethical Treatment of Animals, said in a statement that the excerpt reveals the governor “obviously fails to understand the vital political concepts of education, cooperation, compromise, and compassion.”

Sara Amundson, president of the Humane Society Legislative Fund — the lobbying arm of the Humane Society of the United States — said in a statement that “there is no redeeming takeaway from a story about the ending of these animals’ lives, including a juvenile dog who was the family pet.”

The organization noted that the 86 million American homes “have at least one beloved pet and value our relationship with them. There are so many effective and humane ways to deal with canine behavioral issues that don’t resort to such means.”

Noem appeared to verify the details of the excerpt published by the Guardian, writing on X Friday morning, “We love animals, but tough decisions like this happen all the time on a farm. Sadly, we just had to put down 3 horses a few weeks ago that had been in our family for 25 years.”

The governor, in her post, then urged her followers to preorder “ No Going Back ,” her forthcoming book, “if you want more real, honest, and politically INcorrect stories that’ll have the media gasping.”
