Chamber International - Saudi Arabia Visa Letters

Important new Visa requirement for business visitors to Saudi Arabia

On 29 March 2016 the Saudi Arabian authorities introduced a requirement for ‘Businesss Introduction Letters’ which must be certified and accompany Business Visa applications submitted to the Royal Embassy of Saudi Arabia. Chamber International is authorised to certify the document for you .

What is the form of wording I need to use in the introductory letter?

We have created a template you can download here that incorporates the official wording. This needs to be prepared on your company headed paper.

What do I need to do in order for Chamber International to certify my letter?

Before we can certify your introductory letter you must first download, complete and send a Formal Undertaking   to info@chamber-international.com . If you have obtained certified export related documentation from us in the past we may already hold a Formal Undertaking for your business.

Can I email my letter to you for certification?

No, the embassy require an original document, originally signed by a senior person within your company.

Do I need to provide any additional documents to support my request?

We require an extra copy of the signed document for our records and please remember to enclose a stamped addressed envelope if you would like your document returning by post.

How much does it cost?

The standard issue fee is £23 excluding VAT for Chamber of Commerce members and £45 excluding VAT for non-members. This increases to £46 excluding VAT and £90 excluding VAT for personal callers who use the premium while you wait service.

How do I pay?

You can pay by debit/credit card or cheque made payable to Chamber International.

Members can pay on account, non-members must pay on application.

How long does it take you to certify the form?

Documents can be turned around the same day as received (cut-off times apply).

Working abroad sounds like an adventure to many people. However, work in Saudi Arabia needs more than just the obvious Saudi CV and  Saudi cover letter writing and translation – it requires thorough preparation. You will experience problems that probably did not even cross your mind when you decided to search for jobs in Saudi Arabia.

Do not take too lightly the huge influence the Saudi cover letter can have on the results of your adventure! For example, you will experience the unusual immigration rules and practices, strange job application procedures, weird selection trends and strange management culture.

Your Saudi cover letter is the very first thing an employer will see. The cover letter is used as an introduction and should accompany your CV , whether e-mailed, posted on a job site, mailed or hand-delivered to an employer. It is common to send one page typed cover letter with your CV.

The purpose of your cover letter is to make sure your CV is read. A human or a piece of software scans job applications in seconds. In both cases, the reader is checking if your skills and experience match the criteria detailed in a job ad.

Your first step in writing a cover letter should be to go through the job ad and underline the keywords used by the employer/recruiter. As long as you can back up your claims, try to use these words in your cover letter and CV.

Arabic is the official language of Saudi Arabia. English is widely understood and used in business and public places.

When applying for employment in Saudi Arabia, you may use either English or Arabic, depending on the company and your fluency. Stick to one language once chosen. However, you need to accept that not knowing English or Arabic will put you at a real disadvantage from the local job seekers. The basic knowledge of English is considered necessary to cope with daily office life and life outside work.

If you are submitting an English version only, it is helpful to duplicate in Arabic your name, contact address and company names, unless you are certain that the recipient of your cover letter and CV is an English speaker.

The cover letter should not repeat your CV. A personalized, targeted, well-written cover letter is your chance to set yourself apart, grab the employer’s interest, and draw them in for a closer look at your CV.

Take the time to research every employer’s organization and customize your Saudi cover letter to fit the position. If possible, personalize each letter with a real person’s name. Place the name of the recipient, their title, company name and address in the left-hand corner. Such personalization would increase the retention of your application.

Often the cover letter is more relevant to employers than the accompanying CV because CVs refer mainly to the past time with exception of your present job. Employers are interested mostly in the future of the companies. Therefore, your letter should refer to your present and future plans, showing your prospective employers what you want to do now and what you will do for them in the future, rather than your past achievements.

Using simple language explain your motivation and why you are the right person for the job. Emphasize what you can do for your potential employer, not why their company would be good for your career. Exploit facts about the company collected through research of public information sources, references or insider contacts.

Begin your Saudi cover letter with your name, nationality and contact information including your address, phone/fax and e-mail. A second paragraph should tell the reader why he or she should be interested in you. A third paragraph could be used to highlight one or two career achievements relevant to the job. Close your cover letter, by expressing willingness to explain your application in more detail during a personal interview.

Send your cover letter together with your CV. Send no other attachments such as diplomas or testimonials, unless they have been requested.

Use the same font and style as your CV or resume. We recommend using a font that is easy to read such as 11 points Arial as well as A4 white paper for hard copies of your cover letter. Sign hard copies.

Some large multinational companies use their own job application forms instead of personal cover letters and CVs. So, pay attention to the open questions that try to establish your social and transferable skills. Never leave any blank spaces.

Check the spelling and grammar of your Saudi cover letter . Use the word processor’s spell and grammar checker. If you are not confident of your ability to detect grammatical, punctuation and usage errors in English, Arabic or other language or if you need help in organizing your cover letter, send it to a professional for assistance.

What is the Saudi Arabia Business Visa and who is it for?

The Saudi business visa allows you to go to Saudi Arabia for brief periods of time for business meetings, training, and similar activities.

You can get either a 12-month multiple-entry Saudi visa or a 3-month single entry Saudi visa.

During each visit, you are allowed to stay up to a maximum of 30 days for a single entry and 90 days for a multiple-entry visa.

The process of obtaining visas in Saudi Arabia is somewhat complex. While some countries may not require a visa for travelers from certain countries, Compulsorily, Saudi Arabia requires both a passport and a valid visa whether you are traveling for business, work, or personal travel.

The only exceptions are the citizens of countries that are members of The GCC, the Cooperation Council for the Arab States of the Gulf. Its members include the United Arab Emirates, Kuwait, Bahrain, and the Sultanate of Oman .

Saudi Arabia issues three types of visas:

  • Employment visas
  • Business visit visas
  • Family visit or residence visas

This guide will focus on Business Visas, as will be required by any person intending to conduct their business in Saudi Arabia.

A Saudi Arabian visa is a sticker/stamp placed in a passport and issued by the Royal Saudi Arabian Embassy. The visa is also issued by Saudi consulates present in each country. 

A Business Visa And a Work Visa: Their Difference

A Saudi Arabian business visa is employed to carry out limited business activities with a Saudi sponsor, be it a person or an organization. In theory, the visa limits you to activities like business meetings or conducting negotiations.

Individuals may also use their Saudi business visas to provide interim or short-term technical services or management consultancy. The Saudi authorities tolerate this for the most part.

It is quite important that you understand the difference between a business visa and a work visa. A Saudi business visa allows you only to conduct limited business transactions with your Saudi sponsor.

If you need to work in Saudi Arabia, you will need a work visa, also known as an employment visa . The work visa permits its holder to work within the Kingdom of Saudi Arabia (KSA).

All foreigners who want to work in Saudi Arabia are subject to the Kingdom’s sponsorship system. This sponsorship gives the employer significant legal authority over a person working for them.

For example, an employer can prevent an employee from exiting the Kingdom.

It is illegal to work in Saudi Arabia when your business visa is marked “not permitted to work,” and violating this stipulation can result in deportation, detention, financial penalties, and a ban on returning to the Kingdom.

Be very clear that you do not request a business visa when what you want is a work visa.

Documents Required for a Saudi Arabian Business Visa Application?

The Saudi Arabian government is very particular about the documents required to obtain a business/travel visa. You need to ensure each document presented is appropriate.

As with traveling to any country, traveling to Saudi Arabia will require a passport valid for six months when applying for the visa. Renew your passport if you have less than six months till the passport expires.

Other requirements are:

The signed passport must contain two consecutive blank pages at least. Single blank pages are not acceptable.

Even if your passport is valid but no longer contains two successive blank pages, your passport will not be accepted due to other visa stamps, and amendment pages do not count. 

Your passport should not be altered, damaged, torn, or separated in any manner.

You will be refused a visa if your passport shows that you have visited Israel or intend to do so.

On occasion, nationals of another country but born in Israel have been declined a visa by the Saudi Embassy.

Generally, the passports can be dropped off at the Saudi Embassies between 9:30 and 11:30 a.m. on weekdays and picked up during 9:30 a.m. and 1 p.m. These timings are subject to change without notice, particularly during the month of Ramadan.

Photographs

You are required to submit two recent, identical passport-style photos of 2″ x 2″. These photos in color and on photo-quality paper must be recent and taken within the last 90 days.

Photographs printed on computer paper are not accepted. The pictures should not be the same as the ones in your passport.

Other requirements for the photographs:

The head and the entire face must be in the center of the picture.

Do not smile. You must have a neutral expression.

You will need to remove your glasses for the photos and any non-religious headwear, such as a baseball hat or a visor.

Do not attach any of the photos to your visa application. You cannot use any adhesive material, such as tape, glue, or staples.

Documents required for Your Visa

Business travel to Saudi Arabia will require you to provide the following documents,

A Business Cover Letter From Employer

All visa applicants for a Saudi business visa need to submit a business cover letter (BCL) from your employer in your country. 

This business cover letter must be printed on the company letterhead with a complete address, an original signed document indicating the visit’s itinerary date, purpose, and duration.

The company letter needs to confirm the employee’s position in the company, confirm its financial and moral responsibility for the applicant, and list contact details and the address for their visit to Saudi Arabia.

This letter is required to be notarized and addressed to the Royal Embassy of Saudi Arabia in that country.

Sponsors Business Registration Form

A Saudi business visa application also requires a copy of the sponsoring Saudi company’s registration form. This registration form is issued by the Saudi Ministry of Commerce and Industry.

This copy must be stamped and issued by the Ministry of Foreign Affairs in Saudia.

You also need to submit a copy of your company’s business registration in Saudi Arabia and in the country where you are applying from.

Letter of Invitation

A visa application also requires submitting an original invitation issued by the Saudi Foreign Ministry. This invitation letter is to be arranged by the company sponsoring your visit to Saudi Arabia.

Details required in the invitation letter:

  • Addressed directly to the Royal Embassy of Saudi Arabia, in the country the visa is being applied from.
  • Must show the Saudi sponsor’s complete address and contact numbers.
  • The letter needs to request the exact number of days for the visa as mentioned in the business introduction letter. 
  • Specify single or multiple entry visa requests.
  • If a government company has issued the Letter of Invitation in Saudi Arabia., you will be required to bring a diplomatic note from the embassy in your country.

Notice on Saudi Laws and Regulations

You are required to fill out and sign a Notice on Saudi Laws and Regulations Form. As part of the requirement of this form, you will need to provide your fingerprints and eye iris pattern images.

The Saudi embassy may additionally request a signed copy of your business contract between your company and the sponsoring company in Saudi Arabia.

Educational Qualifications

A letter detailing the highest level of education you have achieved and the subjects you majored in at the university.

Visa Application Form

The visa application form for Saudi Arabia must be filled out in block (capital) letters and precisely the same way as given on your passport, including your full name.

The application must be filled out using blue or black ink only. Y our visa application will be rejected if any other color ink is used. The visa applications must contain your cell phone number and email address. 

Keep the following tips in mind:

For the application section on religion, enter Muslim or other. ‘Other’ in this case means non-Muslim.

Also, ensure that you follow the authorization from the Ministry of Foreign Affairs when choosing single or multiple entries on the form.

If you have traveled to Saudia previously, check your passport to see if it already contains a valid Saudi Arabian visa . A new visa will not be issued if you already have a valid visa.

You also are required to submit proof of a round-trip airline ticket or a computer-generated travel agency itinerary for your business trip to Saudi Arabia.

A private charter’s manifest will fulfill this requirement if you are traveling via a private charter.

The non-U.S. citizens who live and work in the United States must submit a copy of their green card or any documentation confirming their legal residence status in the United States.

If you are required to visit Mecca, Jeddah, or Medina, or if your sponsor is based in any of the above three cities, you will need to prove having received a meningitis vaccination. There are no exceptions to this rule. 

These guidelines can change quickly and without any prior notice.

The processing time required for the Visa Application.

The entire process could take anywhere from 2 to 15 days and even longer in some cases.

The processing time is dependent on several factors, and a consulate or embassy may change the length of time it needs to process a visa application at its discretion and without notice.

What is the validity period of a Saudi Arabian Visa?

The number of days that you can stay within the country start on the day of your entry into Saudi Arabia. Here are some general guidelines:

A single-entry visa permits of up to 90 days (three months).

A multiple-entry visa will allow a stay of up to 180 days (six months).

Do not overstay your visa.

All persons visiting Saudi Arabia are required to observe the country’s Islamic regulations and laws and respect the traditions and values of Saudi Arabia.

Women and children traveling to Saudi Arabia must be received at the airport by a male relative. Women traveling on business, however, may be received at the airport by a male colleague from her company.

Women applying for a business visa also need a pre-approved invitation from the Ministry of Foreign Affairs. This invitation number will always begin with 7005. There are no exceptions to this rule.

A Curriculum Vitae (CV) and cover letter are typically a job applicant’s first introduction to an employer and, as a result, of great importance. Saudi business culture can be divided into positions for expatriates and local hires. The former will request an English-language CV and cover letter following standard Western-style guidelines. The latter position, normally only applicable for Saudi citizens, will expect an Arabic CV and cover letter, although including an English-language cover letter as a demonstration of English writing ability is recommended. In both cases, applicants are advised to take great care with spelling, formatting and customizing their CV and cover letter to meet the demands and interests of a given employer.

A CV and cover letter will normally be submitted digitally, via email or an online upload. One should also prepare a hard copy to have ready for a follow-up sit down interview. If an employer does not ask specifically for a cover letter, applicants are advised to still include a brief introduction (1-3 paragraphs) by email that expands on their CV and stresses suitability for the position.

Employers in Saudi Arabia are generally seeking specific expertise from expatriates – and hence are hiring an expatriate rather than a Saudi citizen. Accordingly, highlighting one’s proficiency in the desired field of expertise is of prime importance in one’s CV and cover letter.

Key Guidelines:

  • For expatriate positions, standard Western-style guidelines for CV and cover letters apply.
  • English is the preferred language for CV and cover letter for most positions. If the job requires Arabic knowledge or the employer does not know English, then applicants should make sure to also include Arabic CV and cover letter.
  • Cover letters should be customized for the position, stressing the unique expertise of the applicant. This is especially important given current Saudi guidelines requiring expatriate hirings to meet specific expertise unavailable in the local economy.
  • Take note of the political and religious sensitivities and restrictions of Saudi Arabia and make sure not to reference countries such as Israel or Iran, or strong religious commitments besides Islam in CV or cover letter.
  • CV should be limited to one page unless there is a need to include extensive technical or published background information.
  • In Saudi Arabia, cover letters are not always used but are very much appreciated by the employer. Your cover letter should emphasize skills and experiences that fit and even exceed the requirements outlined by the employer.

Before applying for any position, carefully read the job advertisement and take note not only of actual job requirements but the language or keywords used by the potential employer. Analyze your own experiences and highlight those that can demonstrate and exceed qualifications for the job.

Business Visa Requirements

1. Valid Passport 

Passport must have at least six months remaining validity.

Passport must contain at least three completely blank visa page.

2. Completed and signed Saudi Arabia visa application form ( download )

Complete all fields of the application.

3. Two (2) recent passport-style photos

Photographs must be 2" x 2", taken against a solid white background with a full-face view of the person without hat or dark glasses.

4. Travel Itinerary or Copy of a Round Trip Plane Ticket

5. Business Letter from Applicant's Company in U.S. ( see sample )

The letter should be written on company letterhead.

Must include the Name and Title of the applicant.

Provide a description of the purpose of the visit, probable duration of stay, state the validity of the visa applied for, organization and places visited, indicate who will be financially responsible for the applicant, and provide contact information in Saudi Arabia.

An executive of the company or human resources must sign the letter.

The type of visa applied for must match the visa applied for on the application and on the invitation letter from Saudi Arabia .

This must be an original letter.

7. Official Electronic Invitation Letter from the Saudi Ministry of Foreign Affairs 

It must show the Saudi company seal and the seal of the Saudi Chamber of Commerce. If the invitation is issued by a government company, a Chamber of Commerce certification is not needed.

The invitation letter must include:

The inviting company’s address and phone number

The applicant’s name, nationality, position in the company, length of the visa, purpose of the trip, and the number of entries requested 

The length of the visa and number of entries of the visa requested should match the business letter.

A faxed or emailed copy is acceptable.

8. Enjaz Online Registration

Select “English” at the top of the page, click on Individuals, the click on “Applications for Visa from Saudi Missions abroad.”

Accept the terms and conditions.

After filling in the registration form exactly as written on your visa application form, import a scanned photo of you. If your photo does not appear after you upload it, you should still be able to continue.

Click “Submit” and continue to the next page where you will make a payment of $10.50. Before submitting payment, write down or print your application number and transaction number.

Print a copy of the registration and payment confirmation pages and include it with your application.

Record the reference number at the top right-hand corner of the application form for future reference.

Here’s the latest on Trump’s bond in the N.Y. civil fraud case .

Donald J. Trump is running out of time to stave off a financial crisis.

The former president is racing to secure an appeal bond for roughly half a billion dollars in his civil fraud case in New York, but has so far failed.

If he cannot, the New York attorney general’s office, which brought the fraud case, could begin to collect. The attorney general, Letitia James, could have enforced the judgment last month, but provided Mr. Trump a 30-day grace period that expires on Monday.

Ms. James might start slowly. She could even wait for an appeals court to decide whether to pause the judgment, a decision that could come as soon as this week.

But if she wanted to take a more aggressive stance, Ms. James could freeze some of Mr. Trump’s bank accounts, which might send the Trump family business into a tailspin.

She could also seek to seize some of his New York properties, and public records show that Ms. James has formally posted the judgment in Westchester County, a preliminary step toward staking a claim to Mr. Trump’s private estate and golf club there.

In recent days, The New York Times has received many questions about Mr. Trump’s financial woes. Here are answers to several:

What was Trump accused of?

Ms. James took Mr. Trump, his company and his adult sons to trial last fall, accusing them of fraudulently inflating the value of golf clubs, office buildings and other properties to the tune of about $2 billion.

Mr. Trump exaggerated the property values, and in turn his own net worth, to obtain favorable terms from banks and insurers, according to Ms. James.

At the trial, which lasted months, Ms. James’s lawyers argued that Mr. Trump’s company had ignored appraisals and manipulated numbers to sometimes absurd degrees.

The judge overseeing the case — there was no jury — ruled in favor of Ms. James.

How was he punished?

The judge, Arthur F. Engoron, came down hard on Mr. Trump, imposing a judgment of $355 million plus interest, amounting to $454 million.

The judge also imposed penalties that could curb Mr. Trump’s influence over his family business, barring him from serving as a top executive at a New York company for three years.

Can he appeal?

Yes. Mr. Trump is appealing Justice Engoron’s punishments, and has asked a higher court, the Appellate Division in Manhattan, to pause the financial judgment. If the appeals court denies that, he might ask the state’s highest court, the Court of Appeals in Albany.

Although he does not have to pay Ms. James’s office the $454 million while he appeals, he must either cut a check to the New York State court system for the full amount, or, more likely, obtain a bond.

What is an appeal bond?

An appeal bond is a document in which a company guarantees the $454 million judgment, plus interest, should Mr. Trump lose his appeal and fail to pay.

Mr. Trump would need to pledge significant collateral to a bond company — about $557 million, his lawyers said — including as much cash as possible, as well as stocks and bonds he could sell quickly.

He would also owe the bond company a fee that could amount to nearly $20 million.

Does he have enough cash to obtain one?

Short answer: No.

A recent New York Times analysis found that Mr. Trump had more than $350 million in cash as well as stocks and bonds, far short of what he would need in collateral for the bond.

In a court filing March 18, Mr. Trump’s lawyers said they had contacted more than 30 bond companies, and none had agreed to a deal.

But I thought he was a billionaire?

While Mr. Trump has long bragged about his wealth, his true financial position remains something of a mystery. Most of his fortune is tied up in real estate holdings, which bond companies don’t typically accept as collateral.

He also has less liquid collateral available today than he did even a few weeks ago. Mr. Trump this month had to post a $91.6 million bond in the defamation case he lost to E. Jean Carroll. For that, he most likely had to pledge more than $100 million in collateral to Chubb, the insurance company that provided guarantee. That money cannot be used as collateral for a second bond.

What is the deadline for the appeal bond?

There is no formal deadline. She offered the 30-day grace period and now may wait for the appeals court to weigh in on whether to pause the judgment.

How could Ms. James collect?

It could get ugly for Mr. Trump.

Ms. James could start by merely issuing a list of properties and accounts she is eyeing, or sending subpoenas to locate assets. Or she could move swiftly to freeze and ultimately seize his assets.

If she opted for the more aggressive path, Ms. James could send so-called restraining notices to Mr. Trump’s banks and brokerage firms, effectively freezing his accounts.

It’s a powerful weapon, legal experts said. She can send the notices on her own, without needing a judge to bless them.

To then collect, Ms. James can ask a judge to grant her an order directing the banks to hand over his assets to the state.

“The low-hanging fruit for the state to enforce the judgment in this case is to issue restraining notices to banks,” said Daniel W. Levy, a former federal prosecutor who is now a lawyer at McKool Smith in New York, where he has represented creditors in judgment proceedings.

What about seizing his properties?

Easier said than done.

Mr. Trump does not directly own his properties — in general, they are owned by corporate entities that he controls — and Ms. James would have to fight in court to pierce those layers. Even if Ms. James could take control and force a sale, Mr. Trump’s lenders would be first in line to collect.

The most sensible option, legal experts said, would be for Ms. James to pursue New York properties — specifically the buildings directly owned by a corporate entity that was a defendant in Ms. James’s case. That would include Mr. Trump’s Seven Springs estate in Westchester.

If she took control of the property, she could instruct a local sheriff to auction it.

She might also try to seize some of Mr. Trump’s marquee Florida properties, including his Doral golf resort, which was a defendant.

And she has threatened to take aim at his office tower on Wall Street in Lower Manhattan. But Mr. Trump does not actually own it: Instead, he effectively controls the property and pays rent to the owner.

Trump Tower also poses a challenge, because it was not a defendant, nor is it directly owned by one.

The legal experts cautioned that actually seizing any property through the courts could take significant time without a guarantee of a huge payoff.

But should Mr. Trump win delays, they could cost him. Under New York law, he must continue to pay 9 percent interest on the judgment.

Can she throw him in jail?

Although Ms. James can’t jail Mr. Trump — it is a civil case, not a criminal one — Justice Engoron could issue an arrest warrant if Mr. Trump repeatedly flouts court orders. That, however, is unlikely to happen.

What other options does Trump have?

Mr. Trump could quickly sell a property or another asset, or seek a supporter’s help. He might also try to obtain a loan from a bank, hedge fund or private equity firm that he could then post as collateral. The attorney general has suggested that Mr. Trump could pledge his properties to the court.

And his net worth could soon leap when shares of his social media company start trading on the stock market as soon as Monday. His stake is valued at roughly $3 billion. Although he is prohibited from selling shares for six months, Mr. Trump could find ways around that restriction that enable him to raise cash for the bond.

If all else fails, he could have the corporate entities implicated in the case file for bankruptcy, which would automatically halt judgments against them. Ms. James’s penalty against Mr. Trump himself would continue to be in force, and she would most likely seek to hold him accountable for his company’s debts.

Could Trump use campaign money to pay?

Probably not.

A super PAC supporting Mr. Trump’s candidacy can raise unlimited amounts, but it is banned from coordinating with him and cannot pay the judgment.

And although the former president has used a political action committee under his control to pay for lawyers and witnesses in his legal cases, that group lacks the money to address the $454 million penalty.

What else is happening Monday?

Mr. Trump has a crucial hearing in his Manhattan criminal case, which could be the first prosecution of a former American president.

The district attorney, Alvin L. Bragg, has accused Mr. Trump of covering up a sex scandal involving a porn star to bolster his 2016 presidential campaign.

Jury selection was originally scheduled to start on March 25, but the trial was delayed late last week after the disclosure of more than 100,000 pages of records that had been in the possession of the federal prosecutors

Justice Juan M. Merchan set the hearing to determine whether the new tentative trial date of April 15 should hold, and to rule on Mr. Trump’s motion for an outright dismissal.

The Manhattan case is among four prosecutions Mr. Trump faces.
