How Does The FIFA World Cup Work?

The journey to the fifa world cup.

  • Since the second World Cup in 1934, qualifying tournaments have been held to thin the field for the final tournament.
  • They are held within the six FIFA continental zones (Africa, Asia, North and Central America and Caribbean, South America, Oceania, and Europe), overseen by their respective confederations. For each tournament, FIFA decides the number of places awarded to each of the continental zones beforehand, generally based on the relative strength of the confederations' teams.
  • The qualification process can start as early as almost three years before the final tournament and last over a two-year period. The formats of the qualification tournaments differ between confederations. Usually, one or two places are awarded to winners of intercontinental play-offs.

The journey through the FIFA World Cup

  • The World Cup is divided into two distinct phases: the group stage and the knockout stage.
  • In the group stage, teams compete within eight groups of four teams each. Eight teams are seeded, including the hosts, with the other seeded teams selected using a formula based on the FIFA World Rankings or performances in recent World Cups, and drawn to separate groups.
  • The other teams are assigned to different "pots", usually based on geographical criteria, and teams in each pot are drawn at random to the eight groups. Since 1998, constraints have been applied to the draw to ensure that no group contains more than two European teams or more than one team from any other confederation.
  • Each group plays a round-robin tournament, in which each team is scheduled for three matches against other teams in the same group. This means that a total of six matches are played within a group. The last round of matches of each group is scheduled at the same time to preserve fairness among all four teams.
  • The top two teams from each group advance to the knockout stage.
  • The knockout stage represents the business end of the tournament as teams quickly move through the round of 16, quarter-finals, semi-finals, and the two that remain, arrive at the much-awaited final .

Notable teams that didn’t qualify

  • The Azzurri failed to qualify for the second successive World Cup, having missed out in 2018 too. While they were in need of a rebuild last time around, having won the UEFA Euro 2020, they were one of the favourites to contest for the title at this year's World Cup. However, with the new qualification route in place, they missed out yet again, much to the dismay of the nation.
  • Sweden made it to the playoff fixtures after finishing second in their qualifying group. They beat the Czech Republic in the first round fixture, but fell short against Poland and failed to qualify for the FIFA World Cup 2022.
  • Chile miss out on their second successive World Cup and they had a qualifying run that they will want to forget. The South American country won just 5/18 games in the qualifying phase and gave themselves no chance. They'll be bitterly disappointed and need to make changes to avoid missing out on another edition.
  • One of the biggest shocks was Colombia's failure to qualify for this year's tournament. They came agonizingly close, with only 1 point between them and Peru for the final qualification spot.
  • The Super Eagles are arguably one of the strongest African nations and their inability to qualify was certainly not expected. They unfortunately lost out to Ghana on the away-goals rules during the course of their playoff.

Notable players that will miss the World Cup

  • With the form he's been in this season, opposition defenders must be delighted that Norway and Haaland won't be at this year's World Cup. While he will be disappointed to not be part of the big event, he is just 22 and has time on his side. You can fully expect him to be full-guns blazing once the domestic action returns!
  • The mercurial Egyptian will be gutted not to be at the World Cup. Having endured a difficult season so far with Liverpool, the break might do him some good and give him a chance to be fresh for the resumption of the league action.
  • Possibly one of the best midfielders around at the moment, Marco Verratii misses out this year as a result of Italy's failure to qualify. The Italian would have looked to take the stage when at the peak of his powers, but he'll need to wait until 2026 at the very least!
  • The Colombian has been in sparkling form since his move to Liverpool and misses out this year as Colombia shockingly failed to qualify.
  • Austria's failure to qualify for the World Cup means that the experienced defender misses out this year. He will certainly be disappointed, given the stellar form he's been in the past year.
  • The Italian shotstopper is another casualty of Italy's failure to qualify. Having the UEFA Euro 2020, the young man would have been keen on showcasing his ability at the World Cup too.
  • The Norwegian and Arsenal Captain has been in top form this season, pulling the strings from midfield. Similar to Haaland, he will be disappointed to miss out, but he has time on his side and may yet be one to look out for in future World Cups.
  • The Manchester City star misses out this year as Algeria failed to grab one of the spots available to African nations. He is coming off the back of a strong season with his club and is at the peak of his abilities at the moment. Unless things drastically change for the next World Cup, we might not get the chance to showcase his abilities in it!

Netherlands v/s Senegal The Dutchmen have been in imperious form since Louis van Gaal took over and Senegal are stacked with X-Factors Sadio Mane, Kalidou Koulibaly and Edouard Mendy. It has the potential to be a very exciting match-up.

England v/s the USA While both teams have struggled in recent weeks, England made it to the finals of the Euros just last year and the USA have one of the exciting teams around.

Argentina v/s Mexico and Argentina v/s Poland Argentina are unbeaten in their last 35 games and won the Copa America last year. On the other hand, Mexico are known for their flair and penchant for causing upsets. Poland's chances of making it past the group stage ahead of Mexico could well depend on how each team fares against Argentina.

France v/s Denmark The defending champions go up against an in-form Danish team, led by the resurgent Christian Erisken. These two teams have had their own mini-rivalry in the recent past, keep a keen eye on who prevails this time.

Spain v/s Germany Spain demolished Germany 6-0 the last time these two sides met in the 2020 Nations League. Rest assured Germany will be looking to prove a point.

Belgium v/s Croatia This might well be Belgium's golden generation's final shot at glory. On the other side, Croatia will be looking to make a statement early in the tournament.

Brazil v/s Switzerland The last time these 2 teams met was in the 2018 World Cup and both games ended in entertaining draws. It'll be interesting to see if either team is able to overcome the other this time.

Portugal v/s Uruguay Portugal enter this tournament as one of the favourites and Uruguay are looking to rekindle their past glory. Both teams will be looking to go deep in the tournament and this is bound to be a thriller.

  • Squad expansion: FIFA has confirmed that World Cup squads will no longer be comprised of 23 players, but that international managers will have a selection of 26 to choose from. However, it should be noted that only 23 players will be allowed to appear in match-day squads, meaning that three players are still set to miss out.
  • Five substitutes allowed: Although five players can be brought on from the bench, managers only have three windows in which to make those changes. The law expands further if nations go to extra time in the knockouts. From there, managers may use an additional substitute, and they also have one additional substitution opportunity.
  • Offside: FIFA announced that semi-automated offside technology (SAOT) will be used at the 2022 World Cup in Qatar to enable referees to make faster, more accurate offside decisions at the world's biggest football gala. Read on here for an in-depth analysis!
  • Cooling breaks: Extreme weather conditions may warrant cooling breaks to be implemented during the course of a match in accordance with the protocols established by FIFA Medical. Such breaks will be considered on a match-by match basis. Responsibility for implementing and controlling cooling breaks resides with the referee.
  • Refereeing: There will be 36 referees at the World Cup later this year, with FIFA including two each from Argentina, Brazil, England and France — and for the first time in the competition’s history, women referees will officiate games at a major men’s tournament. Among those included are Stephanie Frappart from France, Rwandan Salima Mukansanga and Yoshimi Yamashita from Japan, all of whom will be the first female referees to be appointed to a men’s World Cup. They will be joined by three female assistant referees, which is also a first at a World Cup.

Visitor guidelines.

  • People can generally wear their clothing of choice. Visitors are expected to cover their shoulders and knees when visiting public places like museums and other government buildings.
  • Swimwear is allowed at hotel beaches and pools.
  • Fans attending matches should note that the removal of shirts in the stadium is not permitted.
  • Alcohol is not part of local culture, but hospitality is. Alcohol will be available to purchase for fans who wish to enjoy it.
  • Alcohol is served in licensed restaurants and in many hotels across the country today. Fans should note that drinking alcohol outside of designated areas is prohibited.
  • Fans should also note that it is not permitted to bring alcohol into the State of Qatar. Fans should avoid travelling with alcohol from their country of origin or purchasing duty-free products en route to avoid confiscation upon arrival in Qatar.
  • Public displays of affection are not part of local culture and we kindly ask for this to be respected by fans who travel to Qatar for the tournament.
  • When taking pictures, common courtesy should be exercised and fans are advised to ask permission before photographing/filming members of the public. Fans should also be aware that taking pictures of government buildings is not permitted.

What is it and why do you need it?

  • The Hayya card will act as an entry permit for travel into Qatar during the FIFA World Cup tournament from November 10 to December 23.
  • It will be used as identification for all ticket-holders and provide benefits to enhance the FIFA experience such as free metro and bus access to and from the matches.
  • You will need to show your Hayya card to gain access to the stadiums to attend matches.
  • The Hayya card costs QAR100 ($27) and allows multi-entry during its 90-day validity.
  • The standard processing time is around 7 business days with options for fast tracking available at higher processing fees.

  • Pedri - Spain
  • Ever since he made his debut for Barcelona in 2021, there's been no looking back for Pedri. A mainstay in Spain's UEFA Euro 2020 starting XI, it is hard to believe he is still just 19. The silky smooth operator in the Spanish midfield is one to keep an eye on.
  • Rafael Leao - Portugal
  • Portugal is a team blessed with an abundance of attacking talent and Rafael Leao is no excpetion to the rule. Coming off the back of a strong 21/22 season with Milan, where he lifted the league title with his club, his confidence levels are as high as ever. He has begun the 22/23 in strong fashion and could be Portugal's X-Factor!
  • Vinicius Jr. - Brazil
  • The Brazilian Baller has grown leaps and bounds over the last season. He had his most prolific season yet with Real Madrid last season. He scored the winner in the UEFA Champions League Final against Liverpool to cap off a wonderful year. He has added remarkable consistency and output to his undoubted technical ability and provides a huge selection headache to the Brazilian manager!
  • Alphonso Davies - Canada
  • Ever since he joined Bayern, Davies has continued to add facets to his already-impressive array of talents. As quick as you can be and with an eye for an assist, he will be key to Canada's chances of progressing past the group stage.
  • Ricardo Pepi - The USA
  • Pepi is touted as the next big thing in a long line of American talents. The tricky winger has incredible driblling ability and is able to utilize it to create and score chances for his team. You can expect him to be the next American to make a big move if he showcases the full breadth of his talents this winter.
  • Jamal Musiala is the latest young English talent to leave the familiarity of England and blossom in the Bundesliga. The young English-born German has been bossing the midfield for Bayern Munich this season. Hansi Flick will be tasked with unlocking his potential for the German National Team this World Cup. Rest assured this young man will find a way to shine.
  • There's a reason Real Madrid chose to pay for his services, despite having the option to sign him on a free transfer a year later. He has fitted in seamlessly into the Los Blancos' midfield and is a midfielder than can do it all- dribble, tackle, score and assist. Still only 19, he has nailed down a berth in the French National Team that will be looking to defend their title.
  • Jude Bellingham is touted as a generational midfielder and for good reason. The young Englishman is adept at playing anywhere in the midfield and has the calmness and confidence to go with his incredible footballing brain. Technically, he's one of the most exciting midfielders around and with speculation rife as to where he might be moving next, expect this to be a huge tournament for Jude.

Potentially Their Last World Cup 😢

  • Not much needs to be said about Cristiano Ronaldo, his career speaks for itself. You can't put it past Ronaldo to make it to the next World Cup, but if it is to be final appearance, he will be looking to end with a bang. This is the one trophy that has eluded him in his illustrious career and if Portugal manage to win it, it might just cement his reputation as the greatest international footballer.
  • Same as Ronaldo, there aren't enough superlatives to describe Messi's career and footballing ability. In all likelihood, this will be the great man's final World Cup. Having come agonizingly close to winning it in 2014, Argentina lost out to Germany in extra time. There has been a fire in Messi's belly when he's played for Argentina off-late and expect to see that continue at the World Cup. A victory for Argentina will not only complete a stellar career, but also cement his status as one of the greatest players of all time.
  • The veteran midfield general has been a mainstay in both the Barcelona and Spanish teams for the past decade. As one of the all-time midfield greats winds down his career, he will be looking to end on a high with a deep run into the tournament with Spain.
  • The only player not named Ronaldo or Messi to win a Ballon d'Or since 2008, and it came on the back of a stellar tournament at the FIFA World Cup 2018. The Croatian Captain played a vital role in the country's journey to the final. The way Modric has been playing the last 2 seasons in particular, it is hard to believe he is 37. The midfield maestro is very much at the peak of his powers, but it is unlikely we will see him at the next World Cup. Sit back and enjoy his magic, potentially for the last time ever at a World Cup.
  • Possibly one of the most underrated players of the last decade, Karim Benzema is finally getting the plaudits he deserves. He has been Real Madrid's focal point ever since the departure of Cristiano Ronaldo, and he is coming off the kind of season that might just win him the Ballon d'Or. He's back in the French squad after a few years away, and he could prove to be key to their chances of defending their title.
  • The veteran defender has shown that he can do it in some of the toughest leagues across the world. He is as classy a defender as they come and oozes confidence and calmness.   • The first and best Raumdeuter to have played the game, Thomas Muller is a player who is unlike any other. His ability to identify half-spaces on the football pitch led to the creation of a new position and over the course of his career, he has played it to perfection. A vastly decorated player with high football IQ and immense leadership qualities, he will be key to his team's chances this year.
  • A traditional number 9 that facilitates play for the forwards around him, Olivier Giroud must go down as one of the best target-men in football history. Despite not scoring any goals at the previous World Cup, he was absolutely vital to France's World Cup Winning Run. CURA Research Presentation "The Image World of Qatar 2022: Visual Representations of the World Cup 2022"

On October 26, 2022, six students from the “Film and Visual Culture in the Gulf” class with GU-Q professor Firat Oruc, presented their analyses of visual representations of the FIFA World Cup Qatar 2022. Shaikha Al Obaidan (class of ’23), Maryam Al Thani (class of ’23), John Carlos Burog (class of ’25), Rodolfo Munoz Cardenas (class of ’23), Meryam Hashmi (class of ’25) and Iman Saif (class of ’24) analyzed Swedish-Moroccan producer, RedOne’s, music videos for the three FIFA World Cup Qatar 2022 songs: “Arhbo,” “Hayya, Hayya (Better Together),” and “ Light the Sky ;” the official mascot, La’eeb ; the official emblem ; and the official poster of the tournament. Each visual representation was analyzed according to three facets: cultural encounter; gender; and space, time & world.

Across all facets of analysis, several themes emerged from these visual representations as highlighted by each student presenter. Themes of East-West hybridity, bringing the world together in one space (Qatar), unity in diversity, convergence, tradition juxtaposed with modernity, the rise of Qatar on the global stage, and gender.

A careful review of the music videos accompanying the official FIFA World Cup Qatar 2022 songs reveals many of the themes noted above. Shaikha provided cultural encounter commentary on the music video for the “Arhbo” song and noted how the video highlights the themes of East-West hybridity, and bringing the world together in one space. One of the singers, Gims, is himself “hybrid” in that he is both Congolese and French. RedOne, the producer of the songs who also features in the video, is Moroccan-Swedish. The imagery of the video depicts people from all different nationalities, and the lyrics are in Spanish, English, French, and the Qatari dialect of Arabic. One repeated verse includes the lyrics “east to west.” “Arhbo’s” space, time, and world facets refer to Qatar as the space where people from around the world will come together. The video takes place in a bus, living room, and stadium – all places where people gather.

In his analysis of the “Hayya, Hayya (Better Together)” music video, John touched on the themes of hybridity, unity in diversity, convergence, and gender. As cultural encounter, the video’s setting juxtaposes the iconography of the desert with the liveliness of the singers and dancers. The singer, Aisha, is filmed on a beach at the point of convergence of two bodies of water with the Doha skyline in the background. John remarks that this scene symbolizes Qatar and the multicultural forces that will impact Qatar, the new ideas and new people that the global attention of the World Cup in Qatar will bring.

In the “Hayya, Hayya (Better Together)” music video, John also highlights the theme of gender. In the scenes of Aisha singing, she is in white, symbolizing modernity, and is surrounded by women in tribal black dress, symbolizing tradition, playing traditional instruments. Additionally, there is a snapshot of women weaving on shore as men prepare to enter the sea to fish or pearl. This depicts the roles of men and women in traditional Qatari society.

The final music video for the song “Light the Sky” provides imagery relating to gender in particular, according to Rodolfo. This music video highlights women – all the singers are women, and the first women FIFA referees are also literally spotlighted. Rodolfo provided a critique of this choice of imagery, arguing that the spotlights isolate the women against the dark stadium as the background, which undermines the idea of women being empowered. The imagery shows the female FIFA referees as isolated, alone, and separate from the game, the fans, and the players.

Under the facet of space, time, and world, the “Light the Sky” video imagery also undermines the idea of women’s empowerment, according to Rodolfo, in that it is filmed in front of Al Thumama stadium , which is designed by a Qatari male architect and visually represents the gahfiya cap, which is part of Muslim Arab boy’s and men’s dress. From a women’s empowerment perspective, it would have been more appropriate to film the video at Al Janoub stadium, the only Qatar 2022 stadium designed by a female architect, Zaha Hadid. One can imagine the choice decision-makers had to make between the only Qatar 2022 stadium designed by a Qatari (Al Thumama stadium), and the only one designed by a woman (Al Janoub).

La’eeb is the official mascot of the FIFA World Cup Qatar 2022. Shaikha presented her analysis of him under the facets of cultural encounter, and Maryam A. provided commentary under the facet of space, time, and world. In a promotional video introducing La’eeb, he is depicted as coming from a parallel multiverse of mascots. In the video, La’eeb is shown breaking into our world. Shaikha and Maryam A. both note that this emergence narrative relates to Qatar’s emergence onto the world stage, and the two parallel worlds reflect the East-West hybridity of the football world. Maryam A. reflects on La’eeb’s retelling of what football is all about, reclaiming the mascots’ version of the story. This parallels Qatar’s own reclaiming of football as a part of its cultural heritage, not a new phenomenon as has often been argued in the lead up to the FIFA World Cup 2022.

Meryam H. provided her analysis of the official emblem of the FIFA World Cup Qatar 2022 under the facets of cultural encounter and space, time and world. The official emblem represents a traditional woolen shawl people in the region often wear in winter. It includes traditional Qatari floral patterns in the burgundy national color of Qatar. The emblem also features diacritic from Arabic script. Meryam H. sees it as a symbol of Middle Eastern culture, and also something that everyone can relate to as it is in the shape of the FIFA trophy. The emblem also features a large amount of blank space, suggesting the viewer is free to fill it in with their own cultural connections. The shape of the emblem also resembles the infinity loop shape. Time has been crucial to Qatar’s preparations for the 2022 World Cup, and countdown clocks feature prominently throughout the city. The final phase of Qatar’s preparations is called “ Now is All ,” which is seen throughout the city on billboards, buses, overpasses, advertisements, and more.

Iman commented on the visual representation of the official posters for the FIFA World Cup Qatar 2022. Her analysis focuses on the area of space, time, & world. The posters were designed by a Qatari female graduate of the Virginia Commonwealth University Qatar (VCU-Q) school of art and design, Buthayna Al Muftah. The striking posters were revealed at the Hamad International Airport, which Iman notes is the space where all people meet before entering Qatar. The airport is a space of diversity, symbolizing how the World Cup in Qatar is meant to be a space for everyone.

The background of the official posters depicts the beach and sand dunes of Qatar. Sand and water are important to Qatar. The posters in combination with the other visual representations show that while Qatar has embraced the city’s bright lights, the desert is also important and harmonizes in a way with the city. In relation to time, Iman suggests that the piece of headwear that is depicted in the posters, the khudra , has been a traditional piece of clothing throughout the centuries. It is the same whether the person wears it in a formal event, or at home with friends. It is a simple garment that has stayed the same throughout history and is the same in whatever context in which it is worn. Similarly, football is a universal sport that is the same across the globe.

How the world reacted to "the best World Cup final ever"

Soccer fans in Buenos Aires celebrate their team's World Cup victory over France on Sunday.

This  World Cup final  was a game that seemed to defy comprehension, conventions and any attempt to describe it.

It was — as the world seemed to settle on in an attempt to sum it all up — simply the greatest final ever.

“Best World Cup Final ever,” Usain Bolt   tweeted , alongside pictures of himself in an Argentina jersey at Lusail Stadium.

“We’re breathless up here. It was just an unbelievable final. It was a pleasure to be here. I’ve never seen anything like it and I don’t think I’ll ever see anything like it again. It was staggering,” former England international Alan Shearer said on the BBC.

Here are some of the other reflections from wowed spectators around the world:

  • “My god, #FIFAWorldCup. This game is a gorgeous, evil curse. I love it so much make it stop,” actor Ryan Reynolds   tweeted  just after Messi’s goal made it 3-2 to Argentina in extra time.
  • “Ok if I have a heart attack it’s cause I’m watching this #FIFAWorldCup,” Serena Williams   tweeted .
  • Telemundo commentator Andrés Cantor simply repeated: “Argentina es campeón del mundo” – Argentina is world champion – as he called the winning moment, hugging his co-commentator Claudio Borghi and his voice cracking with emotion.
  • Argentina’s President Alberto Fernández tweeted: “Thanks to the players and coaching team. They are the example that we should not give up. That we have great people and a great future.”
  • “Happy with the victory of the Argentine neighbours. Great game from Messi, who deserved this a lot, and Di Maria. Congratulations to the players, the Argentina coaching staff and my friend @alferdez,” Brazil’s President Lula da Silva   tweeted  alongside an emoji of the Argentinian flag.
  • French President Emmanuel Macron , who had travelled to Qatar for the final,  tweeted : “Les Bleus made us dream.” He appeared on the pitch after the match and comforted Mbappé as the 23-year-old stared blankly into the night.

"On top of the world": Argentina players struggle to find the words to sum up World Cup triumph

Lionel Messi and his  Argentina  teammates were certainly made to suffer, but eventually they got their hands on the  World Cup trophy Sunday , in arguably the greatest final of tournament history.

It’s a moment that will never be forgotten. Argentina’s heroic players could barely sum up their feelings after the full-time whistle.

“I’ll never forget it. We had to suffer but we deserved to win,” said Argentina’s Rodrigo De Paul after the match, per Reuters. “We’ve beaten the last champions. It’s a joy I cannot put into words. I’m proud of being born in Argentina and today we are on top of the world.”

Argentina coach Lionel Scaloni, who guided the team through highs and lows at Qatar 2022, was emotional after the match and struggled to hold back tears as his players embraced him.

“I cannot believe that we have suffered so much in a perfect game. Unbelievable, but this team responds to everything,” Scaloni said, per Reuters. “I am proud of the work they did. It is an exciting group. With the blows we received today, with the draws, this makes you emotional.

“I want to tell people to enjoy, it’s a historic moment for our country."

Midfielder Enzo Fernandez was crowned the tournament’s best young player.

“It is a moment that I will never erase in my life,” he said, per Reuters. “Having the chance to win the World Cup with my country is priceless. Let’s take the cup and celebrate together.”

Now the countdown begins to the next men's World Cup in 2026 .

It will be held in the United States, Mexico and Canada. It will be the first time that the event has been held across three countries, and only the second time the United States will play host. Mexico will set a new record by hosting the championship event for the third time.

Here's a look at some more of the numbers that will make the 2026 tournament unique ( check it out in interactive format here ):

  • Forty-eight teams will participate at the 2026 World Cup.
  • They will compete in 16 groups of three teams each.
  • The top two teams from each group will advance to a massive 32-team knockout phase with single elimination.
  • Eighty games will be played — that is 16 games more than the World Cup in Qatar, where 64 games were played.
  • Sixty matches will be played in the United States. The remaining 20 will be distributed between Mexico and Canada, and will only be assigned to the group stage.
  • Eleven cities in the United States will host matches. They include Atlanta, Boston, Dallas, Houston, Kansas City, Los Angeles, Miami, New York, Philadelphia, San Francisco, and Seattle.
  • Three in Mexico will be hosts: Mexico City Guadalajara and Monterrey; and two in Canada, Toronto and Vancouver.
  • Five billion dollars is expected in economic activity in North America with this event.

More details, including locations for the opening and final matches, are still being determined.

Qatar 2022 concluded on International Migrants Day, bringing fresh criticism of the tournament host

Several international bodies have renewed sharp criticisms of Qatar and FIFA for glaring human rights abuses and the exploitation of migrant workers before and during the 2022 World Cup.

The World Cup final on Sunday coincided with both International Migrants Day and Qatar National Day. 

On Friday, FIFA president Gianni Infantino praised volunteers and organizers for staging the “best World Cup ever,” but activists and critics say Infantino’s comment ignores the sacrifices of migrant workers, who deserve compensation for unpaid wages, injuries and deaths .

Amnesty International, Human Rights Watch, Equidem, Migrant Defenders and other groups have all called on Qatar and FIFA to do more for the workers who delivered the 2022 World Cup.  

“However good the football has often been, the tournament has come at a heavy cost for hundreds of thousands of workers who have paid illegal recruitment fees, had wages stolen or even lost their lives,” Steve Cockburn, Amnesty International's head of economic and social justice, said Saturday in a statement to CNN.

“These workers and their families deserve compensation, and we are still waiting for FIFA and Qatar to commit to ensuring remedy for everyone who made this World Cup possible,” Cockburn added.

Cockburn acknowledged that Qatar has instituted some labor reforms, but said that they don’t go far enough. Minky Worden, the director of global initiatives at Human Rights Watch, agreed.

“Even the labor reforms Qatar did make came too late, were too narrow in scope, or were too weakly implemented to benefit many workers,” she wrote in a blog post published Friday ahead of the World Cup final.

Qatar’s government says that over  30,000 foreign laborers were brought in to build the stadiums  for the World Cup. Seven new stadiums for the World Cup rose from the desert, and the Gulf state expanded its airport, constructed new hotels, rail and highways. 

All were constructed by migrant workers, who — according to Amnesty International — account for 90% of the workforce in a near-three million population.

Matches for the 2026  World Cup  will be held in 11 US cities as well as three host sites in  Mexico  and two in  Canada , soccer’s world governing body, FIFA, announced.

The 16 host cities will be: Atlanta, Boston, Dallas, Guadalajara, Houston, Kansas City, Los Angeles, Mexico City, Miami, Monterrey, New York/New Jersey, Philadelphia, San Francisco, Seattle, Toronto and Vancouver.

FIFA officials will decide at a later date which of the 16 cities will host group play and which will host elimination round matches.

The 2026 men’s World Cup will be the first edition to feature 48 teams, and it is the first time matches will be played in three countries.

It will be the second time the US has hosted the World Cup after the first in 1994, and a record third time for Mexico, which also hosted in 1970 and 1986. It will be the first time a men’s World Cup match has been held in Canada, though the country did host the Women’s World Cup in 2015.

“We congratulate the 16 FIFA World Cup Host Cities on their outstanding commitment and passion,” FIFA President Gianni Infantino said in a news release. “Today is a historic day – for everyone in those cities and states, for FIFA, for Canada, the USA and Mexico who will put on the greatest show on Earth. We look forward to working together with them to deliver what will be an unprecedented FIFA World Cup and a game-changer as we strive to make football truly global.”

Award roundup: Here’s who took home the top prizes at the 2022 World Cup

The most important hardware for any player at a World Cup is the championship trophy, but some other prestigious honors were also handed down on a stage at Lusail Stadium after today's final.

Mbappé hat trick helps him edge out Messi for the Golden Boot

The race for the Golden Boot — the award for the player who scores the most goals in the tournament — hung in the balance heading into Sunday's clash between Argentina and France.

Fans who were hoping for some excitement in that contest were not disappointed. The lead changed hands multiple times in a back-and-forth finale.

With his first-half goal on a penalty kick, Argentina's Lionel Messi pulled one ahead of France's Kylian Mbappé.

But Mbappé answered with two goals in the span of about 90 seconds in the second half, leapfrogging the legend in the tournament goal count.

One behind going into extra time, Messi tied Mbappé's total again with a go-ahead goal in the second period.

But yet another equalizer late in extra time gave Mbappé eight goals for the tournament and finally secured him the honor.

Lionel Messi wins the Golden Ball award

A QUICK LOOK: At the 2022 World Cup presentations (Dec. 1, 2010)

ZURICH, Switzerland — A cartoon kangaroo stealing the World Cup, a dream for reunification of two countries, the promise of a modern World Cup played in comfortable conditions in the summer heat and not over long distances, the promise of a new technology and a long and sometimes rambling speech by a former President of the United States were among the highlights of Wednesday’s 11th-hour bids by the five candidates who want to host the 2022 World Cup.

It remains to be seen if the final says of the five candidates will be able to sway the decision of FIFA’s 22-member Executive Committee, which will decide the host of the 2002 competition on Thursday.

Here’s a quick look at the highlights of the five presentations:

A cartoon dominated the Australians presentation, which included supermodel Elle Macpherson.

A kangaroo stole the World Cup trophy from FIFA’s new headquarters here and went on a world-wide chase that ended up in Australia. He was pursued by a helmeted man dressed in black on a motorcycle. After hopping through Sydney and Melbourne and with Olympic gold-medal winner Cathey Freeman, the man in black caught up to the kangaroo. He revealed himself to be actor Paul Hogan of Crocordile Dundee fame who said, “Hand it over. You’ve had your fun. I’m taking it back to FIFA.”

On the reality side of things, Frank Lowry, the Football Federation Australia chairman, was enthusiastic.

“I know a good investment when I see one,” he said, adding that an Australian World Cup would be “a fantastic opportunity for the future of the game.

“Australia is the most multi-cultured society in the world. It will feel like a home team for every country. . . . We can and we will deliver a World Cup that will exceed all expectations.”

As it turns out, Australia was first up among the 2022 candidates. FIFA president Sepp Blatter said, “I would like to congratulate you for a wonderful presentation.”

For what it was worth, Blatter did not come close to praising any of the four other presentations.

If you thought sports and politics don’t mix, then you should have listened to Korea’s final presentation.

When members of the Korean delegation weren’t praising the super technology and infrastructure, they were looking toward the future of a reunification between South and North Korea.

Hong Koo Lee, a former Korean prime minister and a member of the country’s bid committee, said he wanted the World Cup “to serve as a gateway for a new era for a unified Korea and peaceful Asia.”

Prime Minister Hwang Sik Kim, who was supposed to be a part of the delegation that spoke in front of the FIFA Executive Committee, had to pull out, sending “his regrets because of pressuring conditions in Korea,” according to a member of the delegation. He was referring to the recent increased tensions between North and South Korea in wake of the former bombing the latter’s island.

Dr. Moon Joon Chung, the Korean Football Association honorary president, called it “the darkness before the dawn.”

Lee remembered when a unified Korean team competed at the Under-20 World Cup in 1991.

“I see the power and possibly of football to unite us despite our differences and open the way for a bright future,” he said.

When the Berlin Wall fell in 1989 and West and East Germany, a democratic and Communist state, respectively, unified, Lee said Koreans watched in awe.

“Nobody can blame the Koreans to be envious,” he said.

The Middle Eastern country had the most radical concepts, which included the entire competition taking place within a 40-mile radius. Qatar would build nine stadiums, whose modular parts — some 170,000 — would be dissembled after the tournament to be used as stadia for developing soccer countries.

“We are offering FIFA an historic opportunity expand the frontiers of the World Cup,” said Sheikh Mohammed bin Hamad Al-Thani, the chairman of the Qatar 2022 Bid Committee.

One of the frontiers is playing a World Cup in a hot country. But Al-Thani said that should not be a problem, thanks to modern technology.

The stadiums will be open air and air-conditioned at about 80 degrees. They energy will be solar-powered and 100 percent carbon neutral, he added.

“Heat will not be an issue,” he said.

Former MetroStars and U.S. national team coach Bora Milutinovic popped up in a video. Exhorting a group of players, Bora said “It is most important to have . . .”

“Heart!” they answered.

Milutinovic also spoke during the presentation. “The conditions will be [good enough] for players to play at a wonderful level,” he said.

The presentation ended with a video with a build-up to Thursday’s announcement with a fictional news broadcast.

“We just heard the decision is in,” a woman broadcaster said. “The 2022 FIFA World Cup will be held in . . .”

United States

No new ground was broken in the Americans’ 35-minute segment, which five minutes over the allotted 30 minutes, thanks to President Clinton’s long and sometimes rambling speech at the end.

U.S. Soccer president Sunil Gulati, the chairman of the USA Bid Committee, spoke about how TV revenue and sponsorship has grown substantially in the U.S. in the past two decades and that a record five million in attendance in 2026 will give FIFA even more money “to invest in the game worldwide.” Gulati also brought up the fact that the Americans were in the mid-point of a 50-year plan that started in 1984 with the Los Angeles Summer Olympics.

The Americans stressed its well-known diversity, how foreign teams would enjoy home-field advantage in the U.S., and that a World Cup would fill FIFA’s coffers, thanks to record attendance and profits.

“We are now the most diverse nation on earth,” actor Morgan Freeman said. “And our patchwork heritage is our greatest strength.”

Clinton elaborated.

“It’s important that all the teams who come to any World Cup venue feel that they, too, are playing at home, not just for people watching on television,” he said. “I tell everyone maybe America’s best claim to this World Cup is that we have the only nation you can put the World Cup that can guarantee no matter who makes the final, we can fill a stadium with home-nation rooters.”

Landon Donovan’s 11th-hour goal against Algeria, which boosted the U.S. into the second round at the South Africa World Cup last summer, remembered when he, as a 12-year-old, fell in love with WC at USA ’94.

“After watching Argentina and Romania, a dream was born in me,” he said.

Some 100 million Americans watched the World Cup this past summer as Gulati predicted that amount would double if the U.S. hosted the 2022 competition.

“The World Cup captivated our country,” Donovan said. “Something very special happened this summer.”

Japanese officials highlighted children and the future of the sport in its opening segments before telling the Executive Committee that the future is now for soccer and FIFA. FIFA World Cup for the next generation, they said.

In fact, Japan touted the fact that they will have screens at 400 stadiums around the world, which includes Maracana and Wembley, which will display the World Cup in life-size 3D and HD form.

SONY chairman and CEO Howard Stringer said the technology, called Full Court 3-D Vision, will work.

“This is not science fiction,” he said. “In 2022, this will be science fact. Twelve years is a long time in technology.”

He added, “You have the courage to be pioneers. I believe this is an extraordinary opportunity not only for Japan, but for FIFA.”
