PhD thesis - Deficiencialism: the invention of disability by the normality

Supervisor: Ole Skovsmose. This thesis is divided into four parts. The first part consists of theorizing about the research question, inspired by readings of postcolonial theories, anti-colonial and literature review within the search area, Mathematics Education, Difference and Inclusion, culminating in the creation of a concept that will be used to analyze the data produced for this research. This concept, deficiencialism, appears in its embryonic form in this thesis, as it is still fragile, since it was not widely presented to the community and criticized in order to strengthen it. The second part of the thesis consists of three papers, one theoretical and two empirical. The theoretical article was written along with the supervisor of this research, which started a discussion on the concept of inclusion-exclusion, understanding that this is not fixed, rather is defined depending on the context. This discussion has contributed much to the development of the first part of the thesis. Then the empirical papers will use the first part of the thesis and this theoretical paper in their analysis. The third part deals with meta-search topics, ie they are answers to questions about an area of research. Two texts are in dialogue format with researchers Renato talked about this research and its relation to research and researchers who talk about social justice. The fourth part consists of final thoughts on the work, and a sketch of the notion of anti-deficiencialism and post-deficiencialism, naturally derived from the theory of the first concept also inspired by the post-colonial theories. Resumo: Neste artigo, discutimos preocupações urgentes da Educação Matemática Crítica por meio de cenários que buscam problematizar a importância de se refletir sobre equidade e justiça social no atual contexto em que vivemos. Em um primeiro momento, apresentamos uma fundamentação teórica que estabelece entendimentos acerca de equidade e justiça social, além disso, algumas implicações para a educação matemática. Em seguida, discutimos três crônicas, as quais buscam ilustrar a relevância dos temas centrais deste artigo. Enfatizamos que práticas promovedoras de equidade não podem estar desvinculadas de questões de justiça social, determinantes sociais, discussões sobre desigualdades sociais, bem como das disparidades socioeconômicas que provocam tais desigualdades. Abstract: In this article, we discuss urgent concerns of Critical Mathematics Education through Scenarios, which seek to problematize the importance of reflecting on Equity and Social Justice in the current social context. Initially, we present a theoretical foundation that establishes understandings about equity and social justice moreover some implications for mathematics education. In a second moment, we present three chronicles that illustrate the relevance of the central themes of this article. We emphasize equity-promoting practices can not be separated from issues of social justice, social determinants, discussions about social inequalities, as well as the socioeconomic disparities which provoke these inequalities.

Inferi que o livro didático de matemática em Braille precisa ser construído a partir das especificidades do estudante cego e não levando em conta o material de quem enxerga.

This research presents the modes of action of public policies in the perspective of expanding the offer of accessible books to blind and deaf students. Through a documentary and bibliographical survey, it reveals how, in the history of the senses, scientific knowledge about vision and hearing influenced the education of blind and deaf people since the 16th century. It describes the history of the first institutions founded in Brazil in the 19th century to serve this public, as well as the creation of the first Brazilian Braille printing. Reporting the influences of foreign institutions in the configuration of Brazilian establishments, it shows how the circulation of ideas about deaf people education was a marked phenomenon throughout the world. This study identifies legislation regarding reading accessibility and educational indicators on special education in Brazil. The results show that the sensorial characteristics of each disability were historically determinant for access for blind and deaf people to the literate culture, and show that the legislation is still today insufficient to solve the issue of accessibility, especially with regard to the book acquisitions programs of the school library. The few titles acquired in Braille and Brazilian Signed Language (Libras) by the federal government form a minimal school collection, practically insignificant when compared to the collection available to students without disabilities, thus reinforcing the character of exclusion also through school books. This work is based on contributions from the areas of cultural history and the history of books and reading developed by Roger Chartier, studies on school material culture and education of the senses, as well as research on nationalization and transnationalization.

Este artigo apresenta uma análise das políticas públicas na perspectiva da Educação Especial em prol da acessibilidade de leitura de cegos e surdos. Por meio de levantamento documental e bibliográfico, identifica as leis, decretos e resoluções a respeito dos materiais didáticos acessíveis; descreve as ações dos programas federais de compras de livros – Programa Nacional do Livro Didático – PNLD e Programa Nacional Biblioteca da Escola – PNBE – a respeito da aquisição de obras em braille, caractere ampliado, audiolivro e Língua Brasileira de Sinais (Libras); e identifica, por meio de estudos estatísticos, o impacto da alfabetização e do acesso à cultua letrada na educação das pessoas com deficiência. Os resultados revelam que, além da pequena quantidade de livros acessíveis adquiridos para a biblioteca escolar, a temática das obras selecionadas restringe-se, em sua maioria, à questão da deficiência e da inclusão, mostrando a pouca diversidade de temas e gêneros literários.

INTRODUÇÃO Durante muito tempo, a educação especial esteve associada a espaços exclusivos, substitutivos, complementares/suplementares de acesso à escolarização para pessoas com necessidades educacionais especiais. Ao longo dos anos, foi possível notar um grande esforço, por parte das sociedades civil e acadêmica, em direcionar ações, acordos, leis, estudos e pesquisas que se mostrassem capazes de garantir o direito público e subjetivo de acesso e permanência das pessoas com deficiência nos espaços escolares, ao lado dos demais estudantes. Desde a década de 1980, quando a Constituição Federal (CF), em seu artigo 205, definiu a educação como um direito de todos, garantindo o pleno desenvolvimento da pessoa, o exercício da cidadania e a qualificação para o trabalho, estabelecendo igualdade de condições de acesso e permanência na escola como um princípio, a sociedade vem lutando para garantir o acesso e o direito à escolarização de todos. Dessa forma, vamos tomar por base a CF-também conhecida como "Constituição Cidadã", por estabelecer deveres e garantir direitos a grupos sociais marginalizados, como, por exemplo, as pessoas com deficiência-como o ponto de partida de uma linha temporal por nós construída, na qual apresentaremos os principais documentos legais relacionados aos direitos das pessoas com deficiência, com o objetivo de destacar os avanços, as conquistas e também as incoerências de um sistema controvertido, em prol de uma sociedade mais humanizada e inclusiva, principalmente no ambiente educacional. Em seguida, vamos apresentar e discutir as principais concepções que permeiam a construção de espaços educacionais inclusivos, à luz de algumas ideias de Booth, Ainscow, 2011; Santos et al., 2017. Os autores acreditam que a consolidação desses espaços passa pela construção e o desenvolvimento de políticas, culturas e práticas não só na escola, mas também na sociedade como um todo. Por fim, apresentaremos algumas contribuições de uma escola especializada na educação de pessoas com deficiência visual que, ao longo dos anos, vem-se modificando e transformando, com o propósito de contribuir e integrar o processo de inclusão almejado, ainda em fase de implementação e consolidação na sociedade. Destacaremos as contribuições no campo da formação e da capacitação de profissionais, bem como no campo das práticas pedagógicas e metodologias de ensino que podem contribuir para a inclusão de alunos nas salas de aula dos espaços educacionais. Este trabalho está pautado em uma pesquisa de cunho bibliográfico, inspirada na revisão de literatura e apoiada em um viés qualitativo de investigação e, portanto, descritivo, que teve como local de observação uma escola especializada na educação de pessoas com Deficiência Visual (DV), situada na cidade do Rio de Janeiro, ambiente profissional natural dos autores. De acordo com Creswell (2010), o ambiente natural pode ser definido como o local em que os pesquisadores vivenciam a questão ou o problema em estudo. O ambiente natural sugere a coleta de dados e informações por meio da observação direta e espontânea do ambiente, além de possibilitar contato direto e irrestrito com as questões investigadas, e com a forma como se comportam e agem os atores em determinado contexto.

Resumo Os documentos oficiais e os recentes avanços da legislação buscam assegurar e garantir a oferta de um sistema educacional inclusivo em todos os níveis e modalidades de ensino e a adoção de projetos pedagógicos que institucionalizem o atendimento educacional especializado. Dessa forma, buscamos neste trabalho, apresentar e discutir a utilização de recursos didáticos imprescindíveis ao ensino de matemática para alunos com Deficiência Visual (DV), estendendo e ampliando essas concepções para além dos objetos materiais, incluindo ainda as metodologias, a interação aluno-professor e algumas tecnologias assistivas que podem minimizar as dificuldades desses alunos no aprendizado de matemática. O trabalho se propõe a familiarizar o professor com a leitura e escrita matemática em braille, com a produção de material grafo-tátil acessível e uma breve apresentação dos softwares Braille Fácil e Monet, como recursos úteis ao professor que atua/atuará com alunos com DV. Apresentaremos um viés qualitativo de investigação que busca descrever os recursos e as metodologias utilizadas por seus autores no ensino de matemática para alunos com DV, que teve como local de observação o Instituto Benjamin Constant, uma escola especializada no ensino de alunos com DV. Com o desenvolvimento da pesquisa, foi possível observar que os alunos compreenderam os conceitos e procedimentos apresentados, desenvolveram habilidades de interpretação, além de apropriada organização de dados para a solução dos problemas propostos. Os alunos puderam participar ativamente de todo o contexto das aulas, além de serem capazes de se posicionar criticamente frente às discussões propostas e desencadeadas pelos conteúdos trabalhados. Abstract Issues related to the teaching and learning of people with disabilities have, in recent years, become important objects of study and research. The official documents and the recent advances of the legislation seek to ensure and guarantee the offer of an inclusive educational system in all levels and modalities of teaching and the adoption of pedagogical projects that institutionalize the specialized educational service. In this way, we seek to present and discuss the use of didactic resources essential to the teaching of mathematics for students with Visual Impairment (VI), extending and expanding these concepts beyond material objects, including language, methodologies, interaction student-teacher and the main assistive technologies that can favor and minimize the difficulties of these students in learning math. The paper aims to familiarize math´s teachers with braille mathematical reading and writing, the production of accessible graph-tactile material for teaching mathematics, and a brief presentation of Braille Fácil and Monet softwares, as resources that may be useful to the teacher who will work with students with VI. For this work we will present a qualitative research that seeks to describe the resources and methodologies used by its authors in the teaching of mathematics for students with VI, which had as a place of observation the natural environment of two of the authors and the research site of Master's degree from the third author. With the development of research, it was possible to observe that the students understood the presented concepts and procedures, developed sentence interpretation skills and mental calculation techniques, as well as correct data organization for solving the proposed problems. The students were able to participate actively in the whole context of the classes, besides being able to position themselves critically in the face of the discussions proposed and triggered by the contents worked.

Este trabalho apresenta um estudo de caso sobre o uso de tecnologias assistivas e a inclusão de alunos deficientes visuais, tendo como sujeitos professores e um aluno cego portador da Síndrome de Delleman, que, já passou por vinte e uma cirurgias, atualmente na 6ª série do Ensino Fundamental, com 16 anos, e que utiliza desde sua alfabetização tecnologias assistivas como recurso para auxiliar na participação escolar no que concerne ao seu processo de ensino e aprendizagem e da construção de saberes e do conhecimento. A pesquisa constata que a utilização de tecnologias assistivas é um caminho viável para a inclusão e fundamental para o desenvolvimento sociocognitivo de estudantes cegos e/ou com baixa visão.

Resumo: Este artigo objetiva compartilhar vivências relacionadas à organização e à execução de uma oficina sobre Deficiência Visual oferecida aos estudantes das licenciaturas da Universidade Federal de Santa Catarina/UFSC. Essa temática, embora relevante à formação docente, não está presente nas grades curriculares dos cursos dessas licenciaturas. A oficina se insere no Projeto de Extensão Universitária intitulado Projeto Aprendizagem da Docência-PAD, que oferece formação a estudantes e professores atuantes nas redes de ensino pública e privada. A oficina foi dividida em cinco momentos distintos: conceitualização da Deficiência Visual; histórico da deficiência e conceitos de Compensação Social, Deficiencialismo e Capacitismo; Sistema Braille; apresentação de recursos e materiais a serem utilizados em sala de aula e no AEE; oficina de Braille. Percebemos que ações como esta possibilitam a ampliação dos saberes docentes na formação inicial, ao mesmo tempo que proporcionam a formação em exercício para profissionais atuantes.
