Qualitative research and case studies in public administration.

Public administration has experienced academic growing pains and longstanding debates related to its identity as a social and administrative science. The field’s evolution toward a narrow definition of empiricism through quantitative measurement has limited knowledge cumulation. Because the goal of all scientific endeavors is to advance by building upon and aggregating knowledge across studies, a field-level point of view eschewing traditional dichotomies such as qualitative/quantitative debates in favor of methodological pluralism allows for examination of both the art and science of public administration.

To accomplish this, traditional notions of quality, namely rigor, must be reconceptualized in a way that is appropriate for the philosophical commitments of a selected methodology. Rigor should focus on the accuracy, exhaustiveness, and systematicity of data collection and analysis. This allows for quality judgments about the degree to which the methods resulted in evidence that addresses the research questions and supports stated conclusions. This is a much broader approach to rigor that addresses multiple types of inquiry and knowledge creation. Once the question of rigor is not limiting the types of research done in the field, attention can be turned to the ways in which high-quality studies can contribute to knowledge cumulation.

Case studies can be used as an example of a field-level point of view, as they have the ability to utilize abductive reasoning to consider both the whole (the entire case) and the particular (factors that contribute to outcomes, processes, or theories). Case studies explore the relationship between context-independent theories and context-dependent factors using different types of data collection and analysis: a triangulation of sorts. They can test theories in multiple ways and create or suggest new theories. Considering field-level questions as a case study and synthesizing findings from multiple related studies, regardless of methodology, can help move the field forward in terms of its connection between theory and practice, art and science.

This paper discusses the major dimensions of transparency in governance. It starts with an introduction of transparency. It found out that, social scientists, scholars and politicians have discussed the dimensions of transparency in governance in two different perspectives. The first one is a narrow perspective which identifies 5 major dimensions of transparency and the second perspective which is a wider one, discusses dimensions of transparency in 7 broader categories and several sub-categories. The study has been focused on the major dimensions of transparency in governance and discussed openness, integrity, whistleblowing protection, citizens’ empowerment and publicity. It has been concluded that all of these dimensions are crucial for good governance and prosperous leadership. However, it has been found out that implementation of them involve challenges and difficulties.

Promoting the rule of law, transparency and fighting against corruption have emerged as attractive concepts in the global discourse on public policy, and they enjoy practically universal appeal. Their beauty, apparent moral clarity and simplicity, however, contrasts with the considerable difficulty in defining their content and the cumbersome and often frustrating process it becomes when these ideals are to be put into practice – and this is true for every country, developed or developing, recent or old democracy. This paper briefly outlines the various approaches to understand these concepts, and highlights the risks associated with basing public policy paradigms on such vague notions, and mentions some of the challenges which arise when governments and international organizations undertake to translate these abstract goals into tangible realities. The complexity of the subject should, however, not discourage, in particular in the context of UN’s work or the ICNRD, from engaging in activities aimed at better legal frameworks, modernized judiciaries, introducing transparency rules or reducing corrupt practices. A wide range of technical know-how and tools exists and is available to governments that want to engage in this type of reform in earnest, in an effort to provide better governance for their people. While much remains uncertain, a number of international actors have emerged as specialists in these fields, and have accumulated a significant amount of lessons learnt and good practice over the past two decades. The bottom line of the conclusion is that caution should be exercised when embarking on initiatives which sound promising, but have uncertain effects. Rhetorical simplifications must be critically examined. If a global democracy movement is to remain authentic and credible, and the inherently political context of such work – with all its major pitfalls and minefields - must not be overlooked under what is at times seen as a merely technical/pragmatic exercise.

Orienta práticas mais confiantes para a elaboração de políticas públicas e alerta cidadãos para o combate à corrupção. Além disso, as relações menos opacas nas empresas públicoprivadas podem fortalecer a confiança de investidores e tendem a desconstruir relações assimétricas em cenários de longo prazo. No entanto, é importante trazer à tona nesse debate o nascimento de uma racionalidade transversal que tem forjado uma sociedade civil na comunidade internacional para além das fronteiras nacionais. Cada vez mais, atores civis em redes sociais organizam debates e opiniões desde plataformas locais para elaborar temas mundiais. O objetivo do presente artigo é sugerir a transparência como uma resposta local nascida dentro dos Estados e concebida pela sociedade civil para enfrentar os abusos dos poderes econômicos globais. Análises comparativas sobre constituições e legislações nacionais relacionadas à transparência geralmente mostram quão pode ser assimétrica a percepção de investimentos privados e setores públicos; o primeiro visto como virtuoso e o último vicioso.

Ethics is an essential aspect of society and public administration (PA). Despite being an essential aspect of PA, ethics courses are not universally integrated into higher education programs. Few higher education institutions have adopted a comprehensive approach to ethics, and ethics courses are not required for most doctor of philosophy (Ph.D.) graduates in PA. The purpose of this qualitative case study is to understand the ramifications of not having a stand-alone ethics course in PA Ph.D. programs. The research questions that guided this study are: What are the ramifications of not having a stand-alone ethics course in PA Ph.D. programs? What are the perceived gaps in ethical knowledge among graduate students from PA Ph.D. programs without a stand-alone ethics course? What are the similarities and differences of the Ph.D. PA program ethics courses? Applying Kolb’s experiential learning (EL) theory provided this study with a theoretical underpinning. Data to answer the research questions were collected by 12 semi-structured interviews, two focus groups, and document analysis. Braun and Clarke’s six-step thematic data analysis process was applied, resulting in identifying the themes to answer the research questions. The six themes identified are: Limited ability to overcome complex ethical dilemmas, a deficit in ethical awareness and sensitivity, limited conceptual understanding, uncertainty balancing multiple ethical obligations, course structure, and integration with other courses. The findings in this study have empirical, theoretical, and practical implications.
