In 2024, the chemical and advanced materials industry is expected to continue experiencing the challenges that persisted throughout 2023, such as inconsistent economic growth, climate crises, and geopolitical conflicts. Institutions such as the OECD, IMF, and the World Bank are sending warning signals that the global economy will be even bleaker than last year.

Extreme climate conditions are causing widespread impact, including affecting energy supply and supply chain logistics; while also creating greater public demand for sustainability solutions. Geopolitical conflicts continue to challenge particularly in sourcing key markets.

In the context of 2024's low-growth environment, accelerating carbon-neutral management, transforming business portfolios, and strengthening global supply chains will likely top the global agenda for the industry in 2024.

At the end of 2023, the World Economic Forum invited members of its communities to contribute a brief commentary on recent, upcoming and detailed views of the chemical industry and its transformation. Here are their findings:

1. Low economic growth

The OECD has adjusted its global economic growth forecast for 2024 to 2.7%, a 0.2 percent point drop from June, due to limitations on global trade resilience from global economic fragmentation and fundamental structural problems like low birth rates and ageing populations. As the downturn is expected to continue in 2024, companies need sustainable survival strategies to adapt to the prolonged period of slow growth.

In response to the impact of low growth, the Chinese government has declared a shift towards a domestic-driven growth system. In line with this, China's self-sufficiency rate for ethylene in the chemical industry continues to rise, and according to Chemical Market Analytics, full self-sufficiency in the Chinese market is expected by 2025 with the establishment of new petrochemical complexes. To cope with the situation, companies outside of China are rapidly transforming differentiated survival strategies, such as phasing out businesses that have reached their limits and transitioning to new ventures like battery materials and eco-friendly plastics. Thus, as a response to the uncertainties, a swift transformation of business portfolios is crucial.

2. Climate action is on the agenda

According to the UN, we have entered the era of “global boiling” beyond “global warming”. This is the warning from UN Secretary-General António Guterres after the world average temperature in July 2023 hit the highest record since human observations began. Considering strengthened environmental regulations in various countries to address the climate crisis, adaptation to environmental concerns will become a crucial factor in determining the growth and ability to sustain economic growth and company operations.

According to the International Panel on Climate Change (IPCC), with the current rate of temperature rise, the global temperature will reach the threshold of “1.5 degrees above the pre-industrial levels” of the Paris Climate Agreement between 2030 and 2052. More and more countries are introducing environmental regulations to address the climate crisis. In 2022, the United Nations Environment Programme (UNEP) passed a resolution limiting total plastic production and disposal, and the EU plans to implement the Sustainable Battery Regulation in 2027, strengthening the recycling rate of battery materials.

The Fostering Effective Energy Transition 2023 report showed that after a decade of progress, the global energy transition has plateaued amid the global energy crisis and geopolitical volatilities.

The World Economic Forum’s Centre for Energy and Materials is driving the transition to a “fit for 2050” energy system. It is a cross-industry platform building new coalitions and delivering insights required for a sustainable, secure and just energy future.

Such changes in the regulatory environment can facilitate the expansion and transition to environmentally friendly businesses within the chemical and advanced materials industry. According to the 2022 Green Industry Insights Plastic Recycling Report , the global plastic recycling market was approximately $45.4 billion in 2022, but it is expected to grow to around $59.6 billion by 2026, with a 7.4% annual increase. We expect that in 2024, circular net molecules/plastics could reclaim the spotlight, with net-zero circular molecules potentially returning to the forefront of the global agenda.

Thus, the climate crisis can create new opportunities for companies by promoting a transition to sustainability-related industries. The year 2024 will be a test of the appetite and ability to deploy capital and resources so that this value can be materialized.

3. Geopolitical shifts and decarbonization strategies for the chemical industry

As protectionism and geopolitical conflicts challenge supply chain operations, the reconfiguration of global supply chains and the diversification of supply are becoming essential survival strategies. Major countries are expanding the scope of regulations employing strict environmental standards and investigations into subsidies, to protect the domestic industries. This trend is expected to persist in 2024 and become a comprehensive issue throughout the whole value chain, rather than an independent concern. In response, companies need to be strategic about supply sourcing, partnerships and driving trusted trader policy environments.

Besides that, governments around the world are recognizing the crucial role of a robust industrial policy in achieving a net-zero world. It’s becoming evident that beyond decarbonizing the energy system and facilitating access to renewable sources (green electrons, green hydrogen, nuclear/SMRs, and carbon capture, usage and storage (CCUS)), achieving net-zero circular molecules/materials, like steel, aluminum, and chemicals is imperative. In Europe, the upcoming EU Commission (2024-2029) and EU Council Presidency are anticipated to prioritize industrial policies and the vital role of the chemical industry in realizing the EU Green Deal. A Potential “EU Chemical Industrial Act” could foster investments in Europe, align the EU Transformation Regulatory Framework and balance the Inflation Reduction Act (IRA). Meanwhile, in the US, the IRA has played a significant role in enhancing investments in low-carbon technologies, circular solutions, and CCUS within the industrial and chemical sectors. The question remains: could this landscape undergo changes following the American Presidential elections in November 2024?

Predictably the most important group of respondents we speak to in the chemical industry are those people who make decisions. We know how to connect with people who choose equipment and supplies. These include technical personnel, procurement, health and safety and senior management. They may be based in head offices, on oil rigs, and in temporary offices in far-flung regions. The interviews are usually by telephone and sometimes online.

Distributors and merchants have become vitally important in the distribution of chemicals. They frequently figure in our research as they play a key role in moving chemicals to small and medium-size companies. The telephone is the main means of carrying out interviews with this group.

There are occasions when it is essential to obtain the views of people on the ground who do the job. They know whether products work. They may not buy them, but they certainly influence whether they are purchased and used – or not. Getting through to this group of respondents is never easy because they are not sat in an office. We use the phone and where necessary to self-completion questionnaires. Sometimes we meet them on the ground with a clipboard in our hands.

Directors, VPs and owners of companies may not often order products themselves, but they certainly influence the purchase, especially when it comes to expensive and strategically important supplies. Getting through to these people isn’t easy but it is possible using the right approach. Telephone engagement is the main means of interviewing this group.

Global gas market to grow 50% amid energy transformation

market research on chemical industries

The oil and gas industry is undergoing a major transformation as it braces for the eventual long-term decline in oil demand  and rising global need for natural gas.

As those trends ripple through the industry, growth in oil investment shows signs of peaking in non-OPEC countries, while investment in liquified natural gas (LNG) is expected to increase more than 50% by 2029, according to Goldman Sachs Research. The industry had 73 major projects under development worldwide last year, 30% more than at the beginning of the decade but still 32% below the level in 2014, according to Top Projects, GS Research’s 21st annual analysis of the energy sector. Underscoring this shift, Goldman Sachs Research projects the global gas market will grow 50% during the next five years.

We spoke with Goldman Sachs Research’s Michele Della Vigna, head of Natural Resources Research in EMEA, about the shift in investment, and what that means for OPEC and energy prices.

How does new investment in oil and gas compare with recent years?

We are seeing a complete realignment of capital, and this is coming despite a good oil and gas price environment and very healthy returns. The industry’s capital expenditure grew at about 11% a year from 2020 to 2023. But that isn’t likely to continue. We expect it will level off to around 4% a year from 2023 to 2026.

Oil investment growth is peaking, and the industry is shifting towards short-cycle, short-life projects, which has reduced decline rates but also shortened the reserve life by 55% over the past decade to just 21 years.

How does the outlook for oil projects differ from gas projects?

The shift towards short-cycle projects has implications for long-term oil supplies . The reserve life of top projects has fallen significantly because of a focus on short-cycle projects like US shale and some deepwater projects that, while profitable in the short term, don’t sustain long-term supply.

Last year, the industry had 73 giant projects under development, which is 30% more than in 2020 but still 32% below the 2014 level. The industry is improving project execution and focusing on higher returns. Some 80% of undeveloped resources are now able to make money with Brent prices below $70 per barrel, which is up from just 25% in 2014.

At the same time, the cost curve has steepened consistently since 2017, driven by project delays, higher capital costs, and higher taxes. All of this means that the oil-price incentive for new projects — or what oil must be selling at for a company to view a project as worthwhile — has risen from $64 per barrel to $80 per barrel.

And for LNG?

Liquefied natural gas in the US, without any doubt, is dominating future supply and we believe that the capacity growth in LNG is going to bring an end to the energy crises that began a couple of years ago, following European sanctions on Russian gas after the invasion of Ukraine, and work to lower natural gas prices in Europe and Asia. We’re projecting an 80% increase in global LNG supply by 2030, which will be driven by new projects in North America and Qatar.

In the US, the growing global demand has led to a revival of local supply. And we think you’ll see even more supply growth in the next two to three years. We’re projecting a 54% increase by 2029, and it’s shale gas. This not only gives a clear cost advantage to the US, but we believe those costs will continue to flatten. This has become an extraordinary driver of exporting LNG and making the US the world’s largest exporter of energy and by far the biggest source of LNG to Europe.

Will the growth of US LNG exports continue to grow?

We’ve seen a lot of commitment to US supply, which is going to drive a doubling of export capacity over the next three to four years from committed projects. It’s questionable how many more projects will go ahead in the coming years, especially if energy prices start to come down. We expect prices to face downward pressure because, just based on what’s already under construction, the US will double energy capacity, which is extraordinary.

What does this shift mean for long-term oil supplies? How is the industry addressing that?

For new projects in US shale, we predict that production growth will slow by 2027. So in the near term, we continue to see healthy, although decelerating, growth.

Where does that leave OPEC in terms of market share?

If you put it all together, there is a strong opportunity for OPEC to gain market share towards the end of the decade. But in the next two to three years, there is very little opportunity for OPEC to increase production capacity without rocking the market. We think non-OPEC production will peak this year, and then OPEC can potentially begin increasing its market share as decline rates rise and the project pipeline normalizes. But this assumes that OPEC maintains its current production discipline for the next few years.

What does this mean for energy company profits?

The range-bound oil costs between $80 and $90 a barrel will continue to lead to attractive returns to shareholders and good per-share growth, and we maintain a positive view especially of the big oil and gas companies. We are more neutral on oil services, even with the demand growth from producers that we expect in the coming years.

What’s your outlook for energy company mergers?

We've seen a tremendous increase in consolidation, and consolidation is driving more efficiencies, a better quality of investment, and more consistent returns. The industry is reacting to future challenges of potential oil demand through consolidation and capital discipline, leading ultimately to a higher-return industry.

The consolidation, especially in US shale, is really one of the key drivers, and my sense is you may see more of it. The biggest question is whether the differential in valuations between the US and Europe is going to drive trans-Atlantic mergers to take advantage of the higher US valuations.

Over the past few years, the Indian chemicals sector has exceeded all shareholder expectations, outperforming not just the overall equity market but also the majority of its upstream and downstream industries (Exhibit 1). This exceptional growth has been fueled by consistent revenue expansion, increasing margins, and a rise in multiples.

About the authors

The sector is projected to grow by 11 to 12 percent during 2021–27 and by 7 to 10 percent during 2027–40—tripling its global market share by 2040. This growth is expected to be driven by a range of factors:

  • Rising domestic consumption. India is expected to account for more than 20 percent of incremental global consumption of chemicals over the next two decades. Domestic demand is expected to rise from $170 billion to $180 billion in 2021 to $850 billion to $1,000 billion by 2040.
  • Changing consumer preferences. The growing demand for biofriendly products globally could benefit India, as it is among the leading producers of many chemicals that are used in such products.
  • Shifting supply chains. Triggered by the evolving geopolitical scenario and the trend to diversify from the existing core manufacturing markets, firms are seeking to make their supply chains more resilient. With its strong value proposition, India could be a preferred destination.

Widening trade deficit

India’s current trade deficit, at $9 billion to $10 billion, is expected to balloon to $40 billion to $42 billion by 2040.

While exports are projected to grow at a CAGR of 9.5–10 percent to $140 billion to $145 billion by 2040, imports are likely to grow at a CAGR of 9–9.5 percent to $180 billion to $185 billion.

Out of the three main segments of the sector—inorganic, petrochemicals (petchem), and specialty—only specialty is expected to be a net exporter. By 2040, its net exports are expected to rise by around ten times, from about $2 billion in 2021 to $21 billion. At $41 billion, petchem’s deficit will be almost twice as large as inorganic’s $21 billion (Exhibit 2).

1. Benchmarking India’s manufacturing competitiveness in chemicals

While it is clear that the Indian chemicals sector is geared up for robust growth, its manufacturing competitiveness is less clear. Benchmarking the sector against six global chemicals clusters—China, Germany, Indonesia, Saudi Arabia, South Korea, and Vietnam—across 24 variables shows that though India is more or equally competitive on most counts, other countries have a competitive edge over India in a few crucial respects (Exhibit 3).

An analysis of India’s competitiveness

This section analyzes India’s competitiveness in chemicals across four categories—feedstock availability, labor and utilities, capital costs, and regulatory environment:

Petchem feedstock availability: India is self-sufficient in C4, C6, and C8 but is deficient in C1, C2, C3, and C7. In the petchem segment, India possesses abundant feedstock for higher carbon building blocks (C4, C6, and C8). Consequently, its combined surplus production of butadiene (C4), benzene (C6), paraxylene (C8), and orthoxylene (C8) is significantly higher than that of its peers. However, for building blocks C1, C2, C3, and C7, India does not have sufficient feedstock to meet its downstream requirements. There is limited availability of ethylene and propylene in the merchant market, and as a result, India is dependent on imports for intermediates and end products derived from ethylene and propylene. Similarly, India imports large quantities of methanol and toluene for domestic consumption.

Labor and utilities: India has abundant low-cost labor and competitive water & electricity costs, but faces a shortage of R&D talent. India has the world’s highest labor availability after China, with more than 470 million. Among its six peers, its labor costs are also one of the lowest, at less than $2 per hour. India’s industrial-grid electricity and water costs are also globally competitive, at $0.1 per kWh and $0.6-0.8 per m 3 , respectively. However, India’s chemical sector faces a shortage of skilled R&D talent. Only about 1,400 chemical engineers graduate from India’s top 25 to 30 universities every year. Even from this limited pool, the majority either opt for higher studies or switch streams. India, therefore, is dependent on foreign talent for its chemical R&D needs.

Capital costs: India is competitive across the board. India’s infrastructure costs, across construction, material, and machinery, are up to 70 percent lower than other global chemicals manufacturing hubs. Similarly, India’s material costs are 4.5 times lower versus Germany and 3 times lower versus Saudi Arabia. At 25 percent, India’s corporate tax rate is highly competitive, and its average real interest rate is similar to that of global peers. While it is lower than the average rate in China, Indonesia, and Vietnam, it is higher than in South Korea and Saudi Arabia.

On the back of these low rates and a razor-sharp focus on profitability, Indian firms outperform their global peers on the measure of EBITDA-to-gross-PPE (personal protective equipment) ratio. The top 15 to 20 Indian companies generate an EBITDA of more than 35 percent per unit of investment in gross PPE—significantly higher than the 10 to 30 percent reported by their counterparts across the world.

Regulatory environment: India has made good progress over the years, but more needs to be done. Over the past five to seven years, India has made substantial improvements in its policy and regulatory environment, making it much easier for enterprises to establish themselves and flourish. These improvements have included the introduction of the Insolvency and Bankruptcy Code (IBC) in 2016; a revamped universal tax regime in the form of the Goods and Services Tax (GST); and simplification, digitization, or discontinuation of large numbers of compliance requirements. As a result of these developments, India’s Ease of Doing Business Ranking jumped from 143 in 2015 to 63 in 2020, and its manufacturing FDI during FY16–20 exceeded the figure for the preceding five-year period by three times.

On some parameters, however, India lags behind its peers. These include the ease of starting a business, registering property, paying taxes, and enforcing contracts. Getting timely environmental clearances (ECs) is also a major challenge in India.

With a net trade surplus, the specialty segment is the strongest pillar of India’s chemicals sector. In all, 16 specialty chemicals subsegments perform well on both cost competitiveness and market attractiveness.

2. Potential winning opportunities in India’s chemical sector

Today, the Indian chemical industry offers several opportunities to build at-scale businesses across several specialty, inorganic and petrochemical segments. Identifying these opportunities calls for the right balance between market attractiveness and cost competitiveness. While cost competitiveness is generally a function of feedstock availability, trade balance, and scope of value addition via process or tech innovation, market attractiveness is a composite of current market size, expected CAGR, and macrotrends.

Specialty chemicals

With a net trade surplus, the specialty segment is the strongest pillar of India’s chemicals sector. In all, 16 specialty chemicals subsegments perform well on both cost competitiveness and market attractiveness. Two of these subsegments are the following:

Agrochemicals. Agrochemicals in India is currently a $5.5 billion market, growing at a CAGR of 8.3 percent. By 2040, it is expected to account for almost 40 percent of India’s overall chemicals exports.

Food and feed ingredient chemicals. Constituting flavors and fragrances, food and feed additives, and nutraceuticals, this subsegment is a $3 billion market in India, growing at a CAGR of 7 to 9 percent.

Inorganic chemicals

As inorganic chemicals require little processing compared with other segments, the inorganic chemicals segment is predominantly dependent on feedstock availability. India, unfortunately, has a scarcity of raw materials for most chemicals in this segment. However, it has a high demand for many inorganic chemicals, making it an attractive market.

Six subsegments emerge as an opportunity for building an at-scale business in the segment, backed by high growth rate of end-use industries and natural feedstock advantages. Two of these are as follows:

Fluorine. Growing at a CAGR of more than 10 percent, fluorine is expected to become a $4.2 billion market by 2040. Its growth will be driven by rising demand from two of its main end-use industries: pharma and ag-chem.

Sodium and caustic. This subsegment is expected to register CAGR of nearly 10 percent. By 2040, sodium and caustic could become a $13 billion and $11.5 billion market, respectively.

In petrochemicals, opportunities are highly dependent on scale and vertical integration capabilities of chemical companies. For example, backward integration at the cracker level makes bulk polymers (polyethylene, polypropylene, PVC, etcetera) score high on market attractiveness and cost competitiveness. However, other companies are better suited to focus on products where feedstock are easily available in the merchant market (for example, C4, C6, and C8 derivatives).

3. Implications and questions for Indian and global companies to reflect on

India has the potential to become the consumption and manufacturing engine of the global chemical industry. It is witnessing rapid economic growth, is home to a rising middle class, and requires lower capital and operating expenses. However, numerous challenges still persist including limited domestic feedstock availability, delayed regulatory approvals, and scarcity of skilled R&D talent. These enablers and obstacles have influenced the spectrum of chemical subsegments falling in the consideration pool, in terms of both market attractiveness and cost competitiveness.

Global chemical companies interested in entering or scaling up their businesses in India should, however, strategically ponder upon several questions, such as: should we cater to India’s demand via exports or a local manufacturing base? What should be our resource allocation strategy for Indian operations? What could be the right business model to overcome India’s structural challenges?

Similarly, Indian chemical companies need to reflect upon numerous questions, such as: what type of business is suitable to enter and what is the best mode of entry? Where does the business stand across the feasibility variables (technical, economic, and social) to enter a subsegment? Can we leverage the existing supply chain, if possible?
