Action star turned Putin pal Steven Seagal delivered a painful speech at the Kremlin on Thursday as he was presented with an award for his dubious accomplishments as the Kremlin’s special diplomatic representative to the U.S.

Staring down at a prepared text, the Under Siege star dispassionately urged those in attendance to “come together and fight for truth and justice” against Nazi propaganda after the Russian president awarded him the Order of Friendship for his “great contribution” to international cultural cooperation.

Reciting a list of the Kremlin’s fantastical claims about Ukraine about as convincingly as if he were reading the ingredients on the back of a cereal box, Seagal wondered aloud why the world would not wake up to Ukraine’s supposed history of “human trafficking, organ trafficking, narco trafficking, child sex trafficking”—just about all the traffickings—“bio-chemical warfare labs, fascism, and nazism.”

“And these are the things that we still tried to make them our brothers,” he said clumsily in English. “This war that we are currently embroiled in was started and financed by the West, and has come to involve the entire world in the fight against good and evil.”

Seagal, 72, was personally given a Russian passport by Vladimir Putin in 2016 and in 2018 was appointed a special envoy to “facilitate relations between Russia and the United States in the humanitarian field, including cooperation in culture, arts, public and youth exchanges.” It’s unclear what he has accomplished in that role, if anything, as he seems to serve more as a personal cheerleader for the Russian president.

At Putin’s swearing-in ceremony for his fifth term earlier this month, Seagal told reporters, “He’s the greatest world leader, he’s the greatest.”

FRIDAY PUZZLE — Among all the puzzle varieties of the solving week, I’ve come to look forward to themeless grids the most. Themed puzzles make up the majority of the week, training us to dissect every grid in search of secret patterns. But each Friday and Saturday, we get to luxuriate in a crossword that isn’t keeping any secrets from us — or none beyond the entries themselves, anyway.

Today’s themeless puzzle was constructed by Carolyn Davies Lynch. We last saw Ms. Lynch in February , when she made her New York Times Crossword debut in a collaboration with Jeff Chen, a longtime constructor. Just a few months later, she’s back and going it alone with a sparkling Friday solve that is not only entertaining, but also thoroughly modern and original.

Tricky Clues

17A. Although many of us can relate to the feeling of being “pressed for cash,” the “it” in the clue suggests a physical object as opposed to a person. The answer is A.T.M.

24A. Ms. Lynch tries to trip us up with another figure of speech — “It’s kept in the loop” — but we’re not going to fall for it, are we? The looped item in question is a BELT (in terms of both its own shape, and the loops it passes through).

29A. Of the six 11-letter entries in today’s puzzle, this is the one that really requires reading every part of the clue. “With mulish resolve” looks like an adjective at first, but the entire phrase functions as an adverb; since parts of speech must always match between clues and entries, the answer is INTRACTABLY.

40A. A brilliant bit of misdirection: “Doesn’t strike out, say” isn’t about baseball but about what editors do (or don’t do) to texts. An editor who keeps text as is STETS it, in industry lingo.

49A. The clue in “Lacking, for short: Abbr.” appears to repeat itself by including both “for short” and “Abbr.” to indicate an abbreviation for some adjective — but we’re being tricked again. What we’re really meant to do is figure out what the word “lacking” represents when substituted for “short.” The answer is SYN, short for synonym.

3D. STIMMING describes the “repetition of self-calming movements, such as finger-tapping or hair-twirling.” This medical term was originally applied only in the context of disorders such as autism or A.D.H.D., but is now used to describe the behavior of people without such conditions, too.

19D. Every word of this “Wedding staple with the line ‘Take it back now, y’all’” is singed into my brain, for better or worse. Mind you, I’ve never attended a wedding where the CHA-CHA SLIDE was played — including the one on “Saturday Night Live,” which I wasn’t even invited to — but am delighted that Ms. Lynch introduced it as an entry in the Times Crossword. If you all, too, are thrilled, I might suggest that “Everybody clap their hands!”

Hello, solvers! I am so excited to share my first solo New York Times puzzle with you today, and I wanted to take this opportunity to give a shout out to the folks who taught me to love crosswords over the years. I owe the first spark of this passion to Grandma Carolyn, who let me help her solve the Dayton paper’s daily puzzle back in the ’80s. I sometimes wish she could be here now to solve the puzzles I’m constructing. … But then again, I can only imagine how displeased she’d be to know that multiple-word phrases have become a crossword staple.) I owe my reintroduction to crosswords, in the ’90s, to the Zuckermans, and to our Sunday tradition of solving the Times crossword at their kitchen table over a plate of Bruce’s famous potatoes. They’ve been my “fake family” for decades now, and even served as my test solvers on this puzzle. Also, a huge thanks to the current crossword community for being so wonderfully warm, welcoming and supportive, from online forums to the Lil AVC X crew to everyone I’ve been lucky enough to meet in person to my amazingly generous mentors — you know who you are! All I can say is THANK YOU! And last but certainly not least, thank you to all the solvers who have taken the time to attempt one of my puzzles, including today’s. I do my best to read everything I can find written online about any puzzles I’ve put out into the world, so thank you in advance for all the feedback on this one, whether you love the puzzle or hate it. Donald Trump asked Libertarian voters for their support. He was booed at their convention.

WASHINGTON – Former President Donald Trump spent his weekend proposing "a partnership" with the Libertarian Party, but early indications suggest it won't be a close friendship.

Libertarians attending their convention in Washington booed and hooted at Trump, even as he pledged to pursue policies limiting the federal government and argued that supporting third parties could undermine common efforts to unseat President Joe Biden .

"Combine with us - you have to combine with us," Trump said at one point, drawing objections from many of the 1,500 Libertarians gathered in a hotel ballroom in the nation's capital.

'Maybe you don't want to win'

As friction built, Trump during his speech taunted the party about its low totals and said they only way they can accomplish anything is by supporting him.

"Only if you want to win," Trump said at one point, as large segments of the crowd booed. "Maybe you don't want to win."

Four years ago, Libertarian presidential nominee Jo Jorgensen took only 1.2% of the vote against Trump and Biden. But even that small a percentage could make the difference in closely contested battleground states that are likely to determine the outcome of the 2024 race for the White House. That's why Trump is seeking support from the party as the campaign heats up.

But the former president, who sometimes speaks more than 90 minutes at his political rallies, wrapped up his remarks before the Libertarian conference in 35 minutes as he received criticism from the crowd.

Some speakers at the Libertarian convention urged delegates to be respectful of Trump, although most took shots at the former president.

"We have a lot to teach Donald Trump," Michael Rectenwald, who is seeking the Libertarian Party presidential nomination. "We don't know if he has any capacity to learn."

But how did Trump try to court these third-party voters? In seeking support, Trump pledged to appoint a Libertarian Party member to his next Cabinet, and name other Libertarians to high government posts.

He also promised to commute the lifetime prison sentence of entrepreneur Ross Ulbricht . He created the website Silk Road, which facilitated sales of narcotics and other substances that Libertarians believe shouldn't be illegal in the first place.

Trump also played to the crowd by again pledging to pardon defendants involved in the insurrection of Jan. 6, 2021 .

However, delegates at the convention, many of whom waved blue signs saying "Free Ross," noted that Trump said nothing about pardons for two others: Wikileaks founder Julian Assange and classified information leaker Edward Snowden .

Not committed enough?

Trump's raucous speech capped a noisy weekend in which Libertarian Party conventioneers repeatedly expressed disdain for the ex-president.

Still, the presumptive nominee asked the Libertarians for their endorsement, a "partnership," or at least "a lot of your votes."

Libertarian Party members later indicated that they will stick with their own nominee, who is scheduled to be selected on Sunday.

Many voters at the convention told USA TODAY Trump's promises simply didn't win them over. Some pointed out that while Trump pledged to restrict government, he did not respond to long-time Libertarian calls for outright elimination of the Federal Reserve, foreign aid and the income tax.

"He has some libertarian leanings," said Charlie Larkin, 48, a self-employed worker from Aphol, Massachusetts. "But I don't feel he's committed enough to the ideals of liberty."

Before and after his speech, libertarians also criticized Trump on issues ranging from tariffs to his indictments in four major criminal cases.

Some delegates said they were offended when Trump – who claimed without evidence that prosecutors are politically motivated – said he should be something of an honorary Libertarian because of his indictments.

The former president spoke ahead of a week that may see the end of his hush money trial in New York City . Prosecutors and defense attorneys are expected to make final arguments on Tuesday, and the jury could decide the case later in the week.

But Trump's effort to tie his criminal charges to Libertarians' treatment of the federal government didn't necessarily curry favor with convention attendees over the weekend.

Tension in the hall

The tensions surrounding Trump's speech were even apparent beforehand.

On Friday night, a Libertarian delegate made a formal motion insulting the former president. Members of the crowd cheered, though the resolution wasn't allowed.

Delegates also booed businessman Vivek Ramaswamy as he tried to defend Trump. But the strife didn't end there.

Hours before Trump's speech, groups of his Republican supporters from the Washington area showed up and took some of close-in seats that had been reserved for libertarian delegates,

Angela McArdle, the newly reelected chair of the Libertarian Party, asked the Trump supporters to move farther back and give the delegates their chairs; she also urged the factions to exhibit "camaraderie," and said "we should focus on our areas of agreement."

But at times, the Trump people and the libertarians engaged in dueling chants.

The party's website says that "libertarians strongly oppose any government interference into their personal, family, and business decisions. Essentially, we believe all Americans should be free to live their lives and pursue their interests as they see fit as long as they do no harm to another."

Outside the convention ballroom, vendors hawked posters, books and knick-knacks extolling various libertarian causes, from attacks on COVID vaccines to free trade to eliminating the Federal Reserve. Libertarian voters also told USA TODAY they oppose many of Trump's policies, including tariffs on foreign imports, increased spending and his previous comments about to using power to investigate opponents.

In his speech, Trump said their common desire to defeat Biden should outweigh their differences. "The fact is we should not be fighting each other," Trump said.

Amanda Gibbs, 40, a Libertarian Party member from the Houston area, said she is a former Republican who could not abide his "government overreach" and "how he treated women," among other issues.

"He is what drove me out of the GOP," she said. "That's how I found the Libertarian Party."

Steven and Katherine Wolf missed out on the ultra-low mortgage rates of the pandemic. By the time the couple secured solid jobs and could buy a home, borrowing costs more than doubled.

Rather than wait, the former renters jumped into home ownership in fall 2022. They also stretched, buying a Bakersfield home that carried an uncomfortable monthly payment.

Steven Wolf figured the pain would be fleeting. Within a year rates would drop enough to allow them to refinance and put hundreds of dollars back into their pockets.

That hasn’t happened and isn’t expected to soon. In fact, rates are higher.

“We did this with the expectation that we would only have to weather this high payment for a chunk of time,” the 37-year old English teacher said. “Now that chunk of time is looking like it might actually be permanent.”

Across the country, many buyers employed similar strategies since rates surged in 2022 — at times encouraged by real estate agents and mortgage brokers who earn a commission on each deal. The tactic could still work, but as interest rates stay higher for longer, some Americans express varying degrees of regret as their finances buckle.

A woman in Twinsburg, Ohio, said she’s taken a second job. A man in Oregon said putting money away for retirement is a “distant thought.”

Some said they’re now selling their home or will need to soon. Chelsea Bolinger purchased a house in Highland Ranch, Colo. The 35-year-old tech worker called the experience “horrible.”

“I only bought it because the loan company really pushed that interest rates were going to go down,” Bolinger said.

In Wolf’s case, he said his family’s monthly housing costs jumped nearly $1,500 when they ditched their second-floor apartment and bought a Bakersfield house for $421,000, in part because he and his wife wanted a yard for their two children.

Unable to knock down his monthly payment through refinancing, the family is making little progress paying off other debts and Wolf is working an extra period.

His wife, a speech language pathologist, has picked up weekend shifts she wouldn’t have if rates had dropped.

“That would have been more Saturdays together with the kids,” Wolf said.

In theory, the strategy Wolf and others employed is supposed to work like this.

Buy now — when rates are high and demand low — and you’ll easier snag a home than waiting until rates drop and reignite extreme bidding wars.

By acting now, a home’s purchase price will be lower. The monthly payment will be high, but that will go down once rates decline and you refinance.

As some say: Marry the house. Date the rate.

Steven Wolf his wife Katherine and their children are selling their home they purchased in December 2022.

Personal finance, of course, is complicated.

When refinancing, you pay loan fees and other closing costs, which can surpass several thousands of dollars. Consumers must weigh those upfront costs against any savings on the monthly payment.

Holden Lewis, a mortgage expert with NerdWallet, said it typically makes financial sense to refinance once rates drop at least three quarters of a percentage point from where you bought.

According to the Mortgage Bankers Assn., the average rate on a 30-year fixed mortgage should drop to 5.9% by the fourth quarter 2025, compared to 6.9% currently.

Buying now can be smart, but people should only do so if they are comfortable with the current payment, Lewis said. Expert predictions of falling rates have been proven wrong time and time again. Other home costs — like HOA fees and insurance — tend to go up.

Even if rates fall, there’s no guarantee you’ll save. Your credit score could drop and lenders will charge you more.

Amy Ramirez is among the many Americans who say they have no regrets.

She and her wife, Noelle, bought a home in Rancho Cucamonga in March. They can comfortably afford it and love the additional space compared to the property they sold in Los Angeles.

Ramirez isn’t expecting rates to drop soon and thinks buying when they did reduced the likelihood of bidding wars on their turnkey, four bedroom house with a swimming pool and mountain view.

“It is just great,” said Ramirez, who along with Noelle runs a s’mores shop in West Covina.

High mortgage rates aren’t only impacting consumers, but are slamming many in the real estate industry as transactions decline.

Some lenders have responded with “Buy Now, Refinance Later” programs that offer reduced refinance fees if you take out a mortgage with the company to buy a home, then use them to refinance in a certain period of time.

Lewis said consumers should check if the purchase mortgage in such a program carries higher fees or interest rates and also understand when it comes time to refinance, other lenders may offer lower rates that would save far more than any reduction in fees from the original lender.

As of now, experts said there’s little sign that the inability to refinance will cause a bust similar to the collapse of the 2000s housing bubble.

Then, rising mortgage rates and falling home prices prevented many Americans from executing their plan to refinance out of risky loans before monthly payments adjusted upward from initial teaser rates. Stuck with those high payments, people entered foreclosure en masse, causing home prices to plunge.

Now, home prices are rising and struggling borrowers can likely sell to pay off their mortgage.

Even if prices were to fall, today’s tighter underwriting standards mean people should be better equipped to afford their mortgages than last time, while lenders offer struggling borrowers more options to adjust payments so they don’t lose their home.

“You are going to get very few foreclosures,” said Laurie Goodman, founder of the Housing Finance Policy Center at the Urban Institute think tank. “You are not going to get into that vicious cycle.”

In hindsight, Wolf said he wished he sought advice from someone without a financial stake in his home purchase, because he didn’t understand how to properly calculate the risk that his loan officer’s prediction — rates below 6% by summer 2023 — wouldn’t come true.

“I’m not a financial professional,” Wolf said. “I am an English teacher.”

A spokesperson with Wolf’s mortgage company, PrimeLending, said the company could not comment on individual clients, but that it evaluates a borrower’s ability to repay based on current interest rates and that it “does not make guarantees” on how borrowing costs will change.

“The mortgage market is inherently unpredictable, and while we provide information based on current trends and expert analysis, these are not assurances,” the spokesperson, Mandy Jordan, said in an email.

Going forward, the Wolfs are looking to move to Baltimore after they received better job offers there.

Because their high monthly payment is more than they could rent their house out for, they’ve listed it for sale and don’t expect to get their down payment back.

The other day, Wolf said he spoke with his loan officer who encouraged him to buy right away in Baltimore so they don’t get priced out and gave a new prediction for when rates would drop.

He also offered to do their loan, according to Wolf.
