UGC allows part-time PhD to govt servants, does away with distant mode research

Now publishing two papers in refereed research journals before the final phd thesis also not mandatory.

University Grants Commission (UGC) has made important changes in the rules pertaining to doctoral research being conducted by universities and research institutes across the country. From conducting viva to number of publications required prior to submitting the thesis, the UGC has made important changes in its policy, say Allahabad University (AU) officials aware of the move.

In the most important change as per the notification released by UGC on November 7, now the employees or teachers serving anywhere will be able to do part-time PhD. Earlier government servants or teachers had to take sabbatical or study leave from their department to do research, they added.

Likewise, in another change pertaining to number of examiners for a PhD thesis, the present practice is to have three examiners for thesis evaluation, including the guide of the research scholar and two external examiners. Normally, the external examiners were one from the research scholar’s own state and the other from another state.

Now, the UGC has set the norm for one examiner being from outside the parent institution or university and the other being an eminent academician from abroad, officials say. Yet another change is that research work, done through online or distant mode, will not be recognised by UGC.

Likewise, permanent teachers who have three years left in their retirement also now cannot enrol a student for research but they can guide the PhD scholar as a co-guide but that too till they attain the age of 70.

Another important change is that before submitting the first thesis, presently the researcher has to get at least two papers published in the refereed research journals but now the PhD scholars will be exempted from the same. “The requirement of publication of two papers during the course of research has been done away with”, said dean (research and development), Allahabad University, prof SI Rizvi.

Apart from this, once a thesis is submitted, universities will have to conduct the viva within a maximum period of six months. Earlier, after submitting the thesis, students used to make rounds of teachers and departments for viva-voce. Now the PhD will be of at least three years including six months of course work. The maximum duration for completion of PhD will be six years.

“These are extremely important changes made by the UGC which have been taken in the larger interest of the research scholars and also to improve the quality of research. Along with this, employed individuals will get a big relief as they can also do PhD,” says prof Rizvi. Another special feature is that earlier the oral examination or viva of the research scholar was conducted only in offline mode. UGC had given exemption of online viva during the Covid period.

“Now the commission has decided that it is not mandatory to conduct physical face-to-face viva. If the student or guide wants, viva can be done online,” prof Rizvi added.

The University Grants Commission (UGC) is exploring the possibility of allowing part-time PhD programmes for working professionals in tune with the system followed by the IITs.

UGC vice-chairman M Jagadesh Kumar said Monday that part-time PhD programmes are also offered by prestigious universities across the world.

“In part-time PhD programmes, a University faculty member supervises a PhD student, who works on his or her subject in consultation with the supervisor, but largely independently. Such part-time PhD programmes are available in some of the best universities across the globe. Why not in our Indian universities?” Prof Kumar said.

The UGC had in March notified the draft UGC (Minimum Standards and Procedure for Award of Ph.D. Degree) Regulations, 2022. The provision on part-time PhD programmes are likely to find a place in the regulations which are being finalised.

Prof Kumar, an alumnus of IIT Madras who was a faculty in the department of Electrical Engineering in IIT Delhi, said part-time PhD is very common in IIT system.

Festive offer

“Such students have to complete the course work requirements during their first or second semester by starting on campus or if they are living in the same city where the University is located, they can attend the lectures and go back to their work without being a resident on the campus. Such part-time PhD programmes are very useful to professionals who cannot take long leave for doing PhD,” he said.

The eligibility conditions are likely to be the same for both full-time and part-time candidates, he said. However, part-time PhD aspirants will be have to produce an NOC from their organisations in order to be get enrolled for the doctoral programme.

The NOC will have to specify that “facilities in the employee’s field of research are available at the place of work and and the employee will be relieved from duty, if required, to complete course work. “

UGC Rolls Out Part-Time PhD For Working Professionals - Details

13 July 2022, NEW DELHI: The University Grants Commission (UGC) is likely to allow part-time PhD programmes for working professionals from the next academic year. According to the proposed UGC regulations, any PhD completed full-time or part-time will be considered regular mode. 

To be eligible for the part-time PhD program, working candidates will have to produce a no-objection certificate (NOC) from their respective organizations. UGC has initiated this regulation, taking into account the many working people who cannot take long leaves to pursue PhDs. The new regulation will be applied to every central and state Indian university.

This article will discuss the eligibility criteria and other information regarding this regulation in detail. Working people who wish to pursue part-time doctoral programmes are advised to read the whole article before applying for the same.

UGC Part-Time PhD – Eligibility Criteria

  • The assessment process for both full-time and part-time PhDs is the same.
  • Candidates will have to submit a no-objection certificate (NOC) from their employers.
  • The NOC must clearly state that the employer will allow the candidates enough time to do their research work.
  • Employers will have to submit an undertaking stating that candidates will be relieved from the duty to attend the coursework. 
  • Candidates must have a four-year undergraduate degree or a two-year postgraduate degree to be eligible.

UGC Part-Time PhD – Supervisors and Guidance 

  • Permanent faculty members who hold a PhD degree and work as professors or associate professors with over three research publications to their names can become PhD supervisors for candidates.
  • Part-time PhD candidates will work mostly independently, but will be under regular consultation with their respective supervisors.
  • Candidates must complete their course work before seeking guidance from their supervisors.

Who is eligible for a part-time PhD?

Any person working or not working who has either a four-year graduate degree or a two-year postgraduate degree is eligible for the part-time PhD. In addition to this, candidates must have obtained a no-objection certificate (NOC) from their respective employers.

What are the specifications for NOC?

The NOC must mention that the employer will allow sufficient time for the candidate for the research work and that they will be relieved from the job for their coursework.

Is a part-time PhD approved by the UGC?

A part-time PhD is going to be approved by the UGC as a regular mode of PhD.

New Delhi: Students who have completed a four-year undergraduate course will be eligible for direct admission to a doctorate programme, the University Grants Commission (UGC) said in its revised PhD regulations notified earlier this week.

The new PhD regulations — “University Grants Commission (Minimum Standards and Procedures for Award of PhD Degree) Regulations, 2022” – says a candidate should have a minimum of 75 percent marks in “aggregate or its equivalent grade on a point scale wherever the grading system is followed”.

In case the candidate does not have 75 percent marks in a four-year undergraduate program, she has to pursue a one-year master’s programme and score at least 55 percent.

The new admission rules further say, “A 1-year master’s degree programme after a 4-year bachelor’s degree programme or a 2-year master’s degree programme after a 3-year bachelor’s degree programme or qualifications declared equivalent to the master’s degree by the corresponding statutory regulatory body, with at least 55% marks in aggregate or its equivalent grade in a point scale wherever grading system is followed.”

No more publishing in peer-reviewed journals 

The UGC has removed the clause, “publishing paper in a peer-reviewed journal”, as mandatory for a PhD.

PhD regulations of 2016 had said that PhD scholars “must publish at least one (1) research paper in a refereed journal and make two paper presentations in conferences/seminars before the submission of the dissertation/thesis for adjudication”.

Talking about this, UGC chairperson Professor M. Jagadesh Kumar said, “Publication of research papers in peer-reviewed journals may not be mandatory anymore, but it does not mean PhD scholars should stop doing that altogether.”

He added: “Focussing on high-quality research will lead to publications in good journals, even if it is not mandatory. It will add value when they apply for employment or post-doctoral opportunities.”

Part-time PhD allowed with clause 

For a PhD, individual institutions can also hold their own entrance tests to admit students, the new rules state. The candidate then need not write the National Eligibility Test (NET) or similar exams. The “entrance test shall consist of 50 percent research methodology and 50 percent subject specific,” the rules say.

The commission was  planning on reserving 40 percent seats for students who qualified through NET, but that clause did not make it in the final notification as there was no consensus.

Apart from this, the commission has also allowed candidates to pursue a PhD through part-time mode, “provided all conditions are fulfilled”.

As per the rules, the institute will require a “No Objection Certificate (NOC)” from the appropriate authority in the organisation where the candidate is employed.

The NOC should clearly mention that she is permitted to pursue studies on a part-time basis. “His/her official duties permit him/her to devote sufficient time for research; if required, he/she will be relieved from the duty to complete the course work,” the new rules say.

The regulations are applicable with immediate effect from the date of notification. Any PhD registered after 1 July, 2009 shall be governed by the regulations of 2009 or 2016, the notification further adds.

NEW DELHI: The University Grants Commission (UGC) is considering starting part-time PhD programmes for working professionals, the Indian Express report. This will be in tune with the system followed by the Indian Institutes of Technology (IITs).

UGC chairman Mamidala Jagadesh Kumar told the Indian Express that these programmes are offered by the top universities in the world and are also common in IITs. The UGC draft regulations on PhD might include provision on these part-time programmes, as per the report.

The eligibility criteria for the part-time PhD programmes are likely to be similar to full-time programmes, as per the report. In order to study in these programmes, the working professionals will have to produce a No Objection Certificate (NOC) from their organizations, the report said.

The UGC chairman reportedly said that those students will have to complete coursework requirements during the first and second semester of the course. They can initially attend classes on campus if they are living in the same city as university and resume their work without residing on the campus, he said.

“Such part-time PhD programmes are very useful to professionals who cannot take long leave for doing PhD,” Kumar further said.

Savitribai Jyotirao Phule Fellowship for Single Girl Child

Dr. s. radhakrishnan post-doctoral fellowship, dr. d. s. kothari research grant for newly recruited faculty members, research grant for in-service faculty members, savitribai jyotirao phule fellowship for single girl child eligibility details.

(i) Any single girl child of her parents pursuing Ph.D. in any stream/subject in recognised Universities/Colleges/ Institutes is eligible to apply under the scheme.

(ii) The scheme is applicable to such a single girl child who has registered herself in regular, full-time Ph. D. program.

(iii) Admission to Ph.D. Course in part-time/distance mode is not covered under the scheme. A scholar is not eligible for fellowship if the research is intended/pursued through open/ part-time distance education mode or part-time mode.

(iv) Girl students up to the age of 40 years for general category and 45 years for the reserved categories i.e. SC/ST/OBC and PWD (Persons with Disabilities) as on the last date of submission of online application are eligible.

(v) Both the scholar receiving the fellowship and the institution concerned, where the scholar is pursuing her Ph.D are responsible to ensure that the terms and conditions of these schemes are followed properly and only the eligible candidates get the fellowship.

Fellowship for Superannuated Faculty Members Eligibility Details

(i) Faculty members at the level of Professors/Associate professors (who are going to superannuate within six months or already superannuated) from the following institutions are eligible to apply under the schemes::

  • Universities (including constituent and affiliated colleges/institutions) included under Section 2(f) of UGC Act, 1956 and having valid accreditation from NAAC.
  • Deemed to be Universities under Section 3 of the UGC Act 1956 and having valid accreditation from NAAC.
  • Institutions fully funded by Central or State Governments and empowered to award Degrees.
  • Institutions of National Importance.

(ii) Age: up to 67 years

(iii) The applicant must have successfully supervised the Ph.D. dissertations of 10 full time candidates, 3 of whom having received their degrees during the preceding 10 years.

(iv) The applicant must have handled, as Principal Investigator, at least 3 sponsored research projects funded by national / international agencies.

(v) The applicant shall not hold any administrative responsibility during tenure of the fellowship which would be from the date of superannuation.

Dr. S. Radhakrishnan Post-Doctoral Fellowship Eligibility Details

a. Only the unemployed candidates who have been awarded the Ph.D. degree in the relevant subject/discipline of Sciences, Engineering and Technology, Humanities and Social Sciences including languages are eligible to apply. (Provisional Certificate may be accepted in case the degree is not awarded). Persons already in regular service are not eligible to apply.

b. Candidates should be below 35 years of age (as on the date/last date of application). There shall be age relaxation for SC/ST/OBC (Non Creamy Layer)/Women/PWD (Persons with Disabilities) and Transgender for 5 years.

c. If selected candidate is availing any other fellowship/remuneration, he/she will have to resign from the same before accepting the UGC Post-Doctoral Fellowship.

d. Those candidates who have already availed any kind of Post-Doctoral Fellowship from UGC need not apply under the scheme.

e. General category candidates having minimum 55% of marks or equivalent percentage converted from CGPA score at Post graduate level are eligible to apply. A relaxation of 5% of marks is allowed for reserved categories (SC/ST/OBC (Non Creamy Layer)/ PWD (Persons with Disabilities) and Transgender).

f. It is necessary that the candidate identifies a Mentor/Supervisor (affiliated to University/Institute wherein Post-Doctoral Fellowship is tenable) for his/her post-doctoral research work and obtain his/her consent for the mentorship.

Research Grant for In-Service Faculty Members Eligibility Details

(i) Faculty members regularly appointed and working the following institutions are eligible to apply under the schemes:

(ii) Age: up to 50 years. (Faculty above 50 years of age is not eligible to apply).

(iii) The applicant should have a minimum 10 years of service left in the University from the date of submission of his / her application.

(iv) The applicant must have successfully supervised Ph.D. dissertation of 5 full-time candidates

(v) The applicant must have successfully completed at least 2 sponsored research projects funded by national / international government or private agencies.

Dr. D. S. Kothari Research Grant for Newly Recruited Faculty Members Eligibility Details

(ii) All teachers who are newly appointed at the level of Assistant Professor against permanent posts in university shall be eligible to receive financial support under the scheme.

(iii) The Assistant professor should possess Ph.D. degree with minimum five (5) research papers to his / her credit, published in journals of international repute.

(iv) The Assistant Professor should apply for the grant within a period of two years from the date of joining the post in the Department / University.

ADMISSION REQUIREMENTS FOR PART TIME PHD

The criteria for obtaining part-time PhD admissions are:

  • Master’s degree with a specialization relevant to the field with at least 55 per cent marks. There is a 5% concession in marks for reserved category students.
  • Exams that qualify for entrance to the national level, such as GATE, NET and so on or institutional level.
  • A solid academic record and research potential
  • Work experience relevant to the job of 2-3 years may be required in certain institutions. But it is not mandatory for all.
