What is a cover letter?

A cover letter is a document sent with your CV/resume which provides additional information on your skills and experience. It is the first form of communication between yourself and a prospective employer, so it is important to make the cover letter as interesting and enticing as possible.

What does the cover letter usually consist of?

A cover letter usually provides detailed information on why you are qualified for the job you are applying for. Good cover letters explain the reasons for your interest in the specific job and identify your most relevant and recent skills or experiences.

An effective cover letter can mean the difference between being invited for an interview, or not. So it is very important to make it stand out.

What types of cover letters are there?

  • An application letter – in response to a job opening.
  • A prospecting letter – which enquires about possible openings.
  • A networking letter – which requests information and possibly assistance in your job search.

Can I send out the same cover letter to all potential employers?

No, you should not. Ideally, you should tailor-make your cover letter for each job or company you are contacting. This takes more time, but will be worth your while.

Is there a format which I should use, however?

Yes, there is a basic format. All cover letters should consist of:

  • Your contact information
  • Your potential employer’s contact information
  • A salutation/greeting (for example: Dear Mr Jones)
  • The body of the cover letter (letting the employer know what position you are applying for, what qualifications you have and what relevant experience)
  • A conclusion (thanking the potential employer for considering you for the position)
  • A complimentary close (for example: Respectfully yours)
  • Your signature

Must I put all my CV details in the cover letter?

No, the cover letter is a more short, personal letter which pulls out the highlights of your CV, especially details relevant to the job being advertised.

What should I include in my cover letter?

  • Keep it short and simple, but make sure you have all the relevant details.
  • Highlight your skills and experience that suit the job.
  • Pair key words in the job advertisement to match your capabilities.
  • Make sure your grammar and spelling are correct.
  • Make sure you have all the important details, such as your contact details, in the cover letter.
  • Research the company your are applying to, so you can demonstrate knowledge of their goals, missions etc.
  • Use polite language.
  • Check for any mistakes before sending. If possible, as a friend or colleague to help you check. Also ask if they find the letter appealing/enticing.

What should I avoid in my cover letter?

  • Avoid mentioning your salary requirements, unless requested.
  • Don’t use a light, casual or humorous tone, this is not appropriate.
  • Do not enclose photographs.
  • Don’t exaggerate or make up details about your work experience or skills.
  • Do not say you are applying because you are looking for better work than what you have – this may suggest you are a job hopper.
  • Do not run down your current employment – this suggests disloyalty.
  • Do not ramble – keep your cover letter short and to the point.
  • Avoid spelling and grammar mistakes.
  • Try not to only focus on your abilities – think of what would be best for the company you are applying to.
  • Don’t forget to attach your CV to the cover letter!

Visa Application

How to Apply for a Visa on IremboGov

This service allows one to apply for a visa online. In Rwanda, an entry visa can be applied online or upon arrival for people coming from anywhere in the world. Visa upon arrival can be applied for at the Kigali International Airport and all land borders. This service is provided by the Directorate General of Immigration and Emigration (DGIE). 

The service’s processing time is 7 days and the price depends on the type of visa. 

Prerequisites: 

Applicants with or without an account can apply for this service. 

Applicants should have a Nationality and Document Type.

Attachments differ depending on the “Visa Type.” Common attachments are Application letter, Copy of passport biodata page, and Photo with white background.

Transit Visas : These visas are for people transiting through Rwanda for different reasons.

Visitors Visas : These visas are for people visiting Rwanda. This category has a wide range of visa types that applicants can apply for.

JOB TITLE : TAX ACCOUNT RECONCILIATION OFFICER ( 20 POSITIONS )

Objective :

Under supervision of the Project Manager, the Tax Account Reconciliation Officer will reconcile and update the Taxpayers Account of public institutions and private companies.

Essential tasks and responsibility:

  • Collect payment orders of public institutions.
  • Reconcile and update payment orders including suspense accounts for public institutions.
  • Capture and update audit results, appeals, amicable, courts, waivers decision from Minister and credit notes not or wrongly recorded in system.
  •  Identify suspense account unidentified.
  • Execute any other task assigned by the Supervisor

Qualifications, Skills and Competencies:

1. Bachelor’s degree in Accounting, Finance & Economics and Statistic.

2. A minimum of one (1) year proven experience from previous employer in Tax Account Reconciliation or related field.

3. Excellent knowledge in data analyst.

4. Excellent knowledge of Word and Excel.

5. Creative mindset.

6. Ability to multitask and work in a team.

7. Ability to meet work schedules and deadlines.

8. Excellent knowledge of Kinyarwanda, French and/or English both written and verbal.

MOH’s Clinical Staff Recruitment Goes Digital

The Ministry of Health has embarked on a new electronic system to recruit all healthcare providers in the clinical facilities. 

Dubbed, “Clinical Staff Application Management System”, the electronic system allows clinicians associated with any healthcare professional council including nurses, midwives and anesthesiologists, among others, to apply for jobs posted by the Ministry of Health. 

This new system will also allow healthcare practitioners  to search  for job transfers  between  health facilities.  Launched in early 2023, the system is expected  to simplify the process of  job  applications. Health professionals will avoid the hassle of traveling to the Ministry to submit their applications, saving them time and money, while the HR team at MOH will be relieved from working on   a paper-based job application review process, which is proved to be inefficient. 

 Zachee Iyakaremye, the Permanent Secretary of the Ministry of Health, commenting on the newly launched initiative noted the importance of this system by emphasizing on some of the issues that the portal will be able to address.  

“We had a lot of health facilities in need of staff, and on the other side, a lot of healthcare providers who are unemployed, so the system is going to help us match both the job seeker and the job provider,”. 

PS Zachee also clarified that the portal is different from the e-recruitment portal of the Ministry of Labor and Public Service. He mentioned that the general recruitment portal entails passing through the regular recruitment process such as taking examinations and interviews whereas through the clinical staff portal eligible candidates will be offered jobs based on first come first serve basis.

The principle here is to serve the applicant who came first as long as they are eligible for the new or transfer role. Integrating digital technology into the health systems and management is sought to tackle challenges that exist within the health sector.

The labor law no. 22/2002 of 09/07/2002 regulates employment and labor issues in Rwanda. The law provides for the protection of employees, general conditions of employment, trade unions and employer organizations as well as health, safety and environment. Rwanda prides itself in having a flexible labor policy with a multi lingual work force. Labor is affordable and productivity has been steadily growing. With recruitment agencies available to facilitate the recruitment process, accessing quality human resource has been made simpler

All people wishing to enter Rwanda must possess a valid passport or other internationally recognized travel documents, which, in principle, contains a visa corresponding to his/her purpose of entry into Rwanda obtained in advance from the nearest Rwandan embassy abroad.

Visa is required by all visitors to Rwanda excluding nationals of the United States of America, Canada, United Kingdom, Germany, Sweden, Hong Kong, Mauritius, South Africa, Kenya, Uganda, Tanzania, Democratic Republic of Congo and Burundi.

At the point of entry, a 15 days temporary permit is granted. Persons living far from Rwandan Embassies or diplomatic mission can apply for entry facility at www.migration.gov.rw.

Validity and Duration: Valid for 90 days Renewable once with justification. Multiple entries Issued within two days of submitting all required documents

This process involves simultaneously obtaining the certificate of incorporation (business registration), Tax Identification Number (tax registration) and the Social Security registration for employee pension submission.

TAX OFFICER (15 POSITIONS) Objective

Under the supervision of a Tax Audit Team Leader, a Tax Officer performs office and field audits of selected taxpayers accounts and provide information to taxpayers to facilitate compliance.

Main duties and responsibilities 1. Performs office audits of tax accounts of individual and simple (individual, non-individual) Enterprises by: • Obtaining cases assigned from tax system; • Obtaining taxpayers account details from tax systems; • Obtaining all relevant documents from filling room; • Reviewing account detail and analyzing compliance to the tax legislation; • Contracting taxpayers by phone or letter to obtain additional information; • Instructing notices reassessment; • Recording audit cases steps in tax systems; • Producing audit report for audit supervision. 2. Provides information to taxpayers to promote good public relations and improve understanding of tax laws, regulations and procedures by: • Explaining tax tables and methods of computation; • Providing instructions on the use of forms; • Assisting in the interpretation of tax laws.

Qualifications, Skills and competencies

✓ Bachelor’s degree in Finance, Accounting, Management specialized in Finance and Accounting; ✓ Possession of level 11 professional qualification in ACCA, CPA will be an added advantage; ✓ Ability to interpret and apply financial rules and regulations; ✓ Ability to follow specific procedures; ✓ Ability to maintain accurate records; ✓ Ability to make mathematical calculations; ✓ Excellent command of written and verbal Kinyarwanda, English or French, good analytical skills and ability to write reports with no mistakes. ✓ Strong ability to organize and prioritize workloads, meet deadlines and targets; ✓ Computer literacy in word excel and FMIS; ✓ Ability to work as team member.

Rwanda Impact Evaluation Coordinator - Terms of Reference

1.            Summary

DIME seeks two consultants to manage a growing program of impact evaluation work with the Ministry of Agriculture in Rwanda (MINAGRI). The DIME/MINAGRI collaboration takes a sector-wide approach and includes a variety of impact evaluations designed to understand the constraints farmers face. We are evaluating large-scale infrastructural investments in irrigation and feeder roads. The positions will focus on impact evaluation work associated with the Land Husbandry, Water Harvesting and Hillside Irrigation (LWH) project, which aims to increase productivity and commercialization on the hillsides in Rwanda. The positions offer the opportunity to work hand-in-hand with policymakers at MINAGRI to generate and incorporate evidence in policy decisions, and be directly involved with scaling up "what works".

In order to support the portfolio, DIME is seeking two consultants – a Kigali-based Field Coordinator and an Research Assistant who splits time between Washington DC and Kigali.

The Field Coordinator (FC) will coordinate DIME’s portfolio of impact evaluations with the Ministry of Agriculture in Rwanda, with a specific focus on an impact evaluation of the irrigation component of LWH. S/he will work on the research design, implementation and analysis related to the ongoing impact evaluations, and support capacity development for evidence-based policy-making on the client side. The FC’s main responsibility is to coordinate and supervise the implementation of the impact evaluation studies in the field, working closely with the project implementation team and delivering training to the clients as needed. S/he will also be involved in analytical aspects of the impact evaluations.

The Research Assistant (RA) will coordinate the rolling out a survey later this calendar year, focusing on efficient survey design and programming, enumerator training/data collection, and data analysis. The RA will work closely with both the DC-based research team, and the Kigali-based survey firm. Although the position is DC-based, extended travel to Kigali can be expected, especially during survey design and training phases. Effectively, about half the length of the assignment will be based in DC, and half in Kigali. Given the discrete nature of the exercise (designing and rolling out this one survey), the RA consultancy can be expected to be shorter than the FC position – whose tasks are crucial to DIME’s long-term strategic partnership with MINAGRI.

2.                Program Description

D evelopment Impact Evaluation (DIME)  is a global program housed in the  World Bank's Development Research Group (DECRG) . Its purpose is to increase the use of impact evaluation (IE) in the design and implementation of public policy and increase institutional capacity and motivation for evidence-based policy. By linking researchers to policymakers and feeding results back into policies, DIME fosters systematic use of evidence which informs adoption, mid-course corrections, and scale-up of policies. DIME builds capacity while forming a wider community practice, through workshops and clinics with operational staff and government clients, joint research teams, active field coordination, as well as research products such as seminars, papers, and policy briefs.

3.                Tasks

Both consultants are expected to manage and work with a team of interns, local consultants, students, and survey firms to complete these assignments.

Duties include:

·        Work closely with DIME, a PI at the University of California – Berkely, and MINAGRI on the implementation of an impact evaluation on irrigation and governance of water resources

·        Oversee all aspects of survey work for the DIME/MINAGRI portfolio. Tasks include but are not limited to: programming data collection instruments in SurveyCTO or Stata, planning and facilitating training of field staff, supervising field work, and ensuring high quality data through field data protocols, careful checks of logical consistency and response, data cleaning

·        Database management, integrating the project team’s monitoring data, administrative data from local government, and the household survey data

·        Build capacity for data collection and analysis within MINAGRI

4.                Deliverables

·        Protocols for high quality data collection

·        Finalized household survey questionnaires, programmed in SurveyCTO

·        Documentation and supervision of household surveys

·        Deliver training courses on statistical analysis of micro data for GoR officials as demanded

·        Manuals for training of survey enumerators and supervisors

·        Documentation of support role in organizing surveys and routine monitoring reports on data collection and the roll out of the interventions

·        Clean household survey data files with accompanying Stata do-files and documentation

·        Reports and policy briefs with accompanying Stata do-files and documentation

5.                Skills Required

Given the difference in the roles of the FC and RA, the importance of the following skills will be weighted differently for each position. However, it is unlikely that a successful candidate for one position is completely unqualified for the other – given how much the overall aims of the assignments overlap.

·        Academic specialization: At least a Master’s degree in economics, public policy or related field with strong quantitative research skills is essential, preferably with a concentration in development economics, impact evaluation and applied micro-econometrics. 

·        Experience:  The candidate must have demonstrated ability to manage high-level partnerships with government officials, strong project management skills candidate must have field experience and technical expertise in impact evaluation and econometric analysis (including proficiency in STATA), and experience working with governments to implement impact evaluations. Ideally, the candidate will have some teaching experience.

·        Capacity Building Skills: Demonstrated ability and experience in  designing and deliver training and capacity building activities

·        Language: Superior written and oral communications skills in English are essential; working knowledge of French and/or Kinyarwanda is a distinct advantage.

·        Interpersonal skills: Demonstrated ability to work effectively and sensitively in teams and with government counterparts.

·        Technical/Computer Skills: Strong SurveyCTO and STATA skills with demonstrated previous experience using both – preferably in an Impact Evaluation

6.                Contract Details

Both roles will be a Short Term Consultancy (STC) position with DECIE.

The FC will be based in Kigali, Rwanda, with frequent travel to field sites in Rwanda. A minimum 1-year commitment is required, with opportunities for extension.

The RA will split time between Washington, DC and Kigali, Rwanda. This will be a 6 month assignment. There may be a possibility for extension.

When you apply for a mortgage, the lender will review information such as your credit history, employment, income, assets, investments, and outstanding debts. But your financial statements, credit report, and tax returns don’t always tell the full story about your financial situation.

A letter of explanation helps clarify any information that might give a lender pause. Learn more about when you might need a letter of explanation for a mortgage application and how to write the letter.

A letter of explanation, sometimes referred to as an LOX or LOE by mortgage underwriters, is similar to a cover letter for a job application. Just as a cover letter expands on the details in your resume, a mortgage letter of explanation further explains your financial documents. For example, you might need to explain that last year’s income wasn’t typical because you took a sabbatical, or that you missed a payment due to a healthcare emergency.  

“A letter of explanation is not a standard or defaulted requirement for a mortgage application,” said Shmuel Shayowitz, president and chief lending officer at Approved Funding, a licensed mortgage bank and direct lender. However, your mortgage lender may request one if your financial information needs clarification. If you’re applying for a government-backed loan, the agency that insures the loan may also require a letter of explanation in certain situations. 

Even if it’s not required, it can’t hurt to include a letter of explanation with your mortgage application. “The default for some processors and underwriters is to assume the worst or to err on the side of caution when something is unclear or complicated,” Shayowitz said. “Being proactive with explanation letters can go a long way in helping a loan processor and mortgage underwriter understand something that might be confusing.”

In particular, the following situations merit the inclusion of a letter of explanation. 

Erratic Income or Gaps in Employment

Most lenders look for a consistent and reliable income that ensures you can keep up with your mortgage payments. If you were unemployed or did not receive income for more than a month over the last two years, you should include a letter of explanation that details the reason you weren’t working, such as:

  • Childbirth or caring for another family member
  • Pursuing further education
  • Being laid off
  • Being self-employed or working in a seasonal industry
  • Going out of business or downsizing

If you were able to make regular payments on your debts and support yourself with savings during that time, be sure to mention that in the letter.

Issues on Your Credit Report

If your credit report shows red flags, like missed payments or defaults, bankruptcies , or foreclosures , it’s essential to include a letter of explanation noting what happened and why it’s not likely to reoccur. You’ll also want to include the date of the event, the name of your creditor, and the account number associated with the delinquent debt.

No Rental or Mortgage Payment History

If you have been living with a friend or family member rather than making monthly housing payments for your own place, the homeowner you live with will need to write a letter of explanation. The homeowner should explain that they haven’t charged you rent and include the dates you lived on their property before signing the letter. 

Profits or Losses From Farming

If you filed Schedule F with your tax return because you earned or lost income from a farm property, you’re required to include a letter of explanation. Include the address of the farm and clearly state that it is not located on the property you’re buying with the mortgage. 

Large Deposits or Withdrawals

If you received a large deposit to your bank account, the lender might think you accepted a gift or a loan from a family member and wonder if your income is sufficient without additional help. A large withdrawal may also indicate to the lender that you’re having financial troubles. There are other reasons for large bank transactions, however. For example, you may have received a bonus from your employer, liquidated investments at an opportune time, or withdrawn funds for a home renovation. Include a letter of explanation that shows why the atypical transaction occurred. 

Possible Occupancy Questions

Lenders underwrite vacation homes and investment properties differently from primary residences. It’s illegal to misrepresent your occupancy intentions. If you’re applying for a primary residence mortgage for a property located far from your employer, or if you’re applying for a second home mortgage for a property in close proximity to your primary residence, the lender may think you intend to use it as a rental property. 

If you think the lender may have questions about how you intend to use the property, include a letter of explanation.  

Address Discrepancies

If any of your documents show a different address, you should include a letter of explanation with a reason for the discrepancy to assure the lender you’re not a victim of identity theft.  

“Your explanation letter should be specific, precise, and well-communicated,” said Shayowitz. Avoid general statements about your ability to manage your finances and speak to a specific issue. 

For example, if you missed a payment, explain why it happened, point to your otherwise positive payment history, and state when you brought your account back up to date. A statement like “I make every effort to stay on top of my payments” is too vague because it won’t provide the lender with the details they need to make an approval decision. 

You may need to attach supporting documentation as well. For example, if you’re buying a home far away from work, you might want to include a letter from your employer that shows your remote work arrangement. If you took out a large withdrawal to pay for landscaping in order to prep your home for sale, include a receipt from the landscaping company. If you missed a payment due to being hospitalized, include medical records. 

You’ll also want to include the following elements:

  • Your name, address, and phone number
  • The lender’s name, address, and phone number
  • The mortgage application number
  • Your explanation, which should refer to the attached documents that support it
  • Your signature and the date

My employer approved FMLA-protected leave on 02/14/2023. I have attached the approval letter from my employer, which grants up to 12 weeks of leave. 

During my period of unpaid leave, I relied on sufficient reserves in my savings account as well as my husband’s income to cover my expenses. I didn’t miss any payments on my credit cards or auto loan. I returned to work on 04/11/2023. In the following months, I made several deposits into my Capital One savings account to replenish my reserves.

How Do You Start a Letter of Explanation?

At the top of the letter, include the date, the name of the lender, the lender’s address, and your loan application number. In the next line, write “Re: (Your Name)’s Mortgage Application.” Address the letter to “To Whom It May Concern,” and note which issue you are addressing in the first sentence. 

What If Your Mortgage Letter of Explanation Is Rejected?

If your letter of explanation is rejected, you have a few options. If the information you provided wasn’t sufficient, you can write a more detailed letter and include supporting documentation. You can also try applying for a mortgage from a different lender. If you’re struggling to get approved , you may need to resolve whatever problem you’re explaining in the letter before trying again. 

How Long Should a Letter of Explanation Be?

A letter of explanation only needs to be long enough to convey the details of the issue you’re explaining. For example, if you missed a payment, you should include the date of the missed payment, the reason you missed it, and how you’ve remedied or plan to remedy the issue. A few sentences may suffice, or your letter may run longer if it’s a complex situation and you need to reference supporting documents. 

Is a Letter of Explanation Necessary?

A letter of explanation is not always necessary. If there are no red flags in your financial history, you may be approved without a letter of explanation. But if there are issues that might raise concerns, you’ll want to include a letter of explanation. You’ll also need to write a letter of explanation if the lender requests one, or if it’s required by the government agency backing the mortgage. For example, for all FHA-approved mortgages , the Department of Housing and Urban Development (HUD) requires a letter of explanation from borrowers who have collection accounts or judgments.

A letter of explanation can help your mortgage application process, especially if you have had financial issues you want to clarify. A good letter will address the specific issues and explain why they are not likely to reoccur. Consider consulting a real estate professional for more guidance in writing a letter of explanation that fits your needs.
