PROVISION OF ASSISTANCE IN CRISIS SITUATION

ABOUT THE SERVICE:

The Office of the Municipal Social Welfare & Development provides  limited financial assistance to individuals and families whose resources are inadequate to meet their needs.

Situations covered by the services are as follow ( limited assistance)

REQUIREMENTS:

  • Photocopy of Death Certificate  ( Burial assistance )

  • Recent Medical Prescription signed by the physician ( Medical Assistance )

SECURING SOCIAL CASE STUDY REPORT

Social Worker conducts Case Study for indigent clients to avail assistance  from the Philippine Charity Sweepstakes Office and other agencies  or  institutions. (DOJ, DOH,   DSWD)

SITUATION COVERED:

  • Victims of natural  disaster (vehicular accidents are not included in case referral to PCSO)
  • Hospitalization needs such as medicines (maintenance not included) , laboratory, surgical operation, hospital bills and restorative devices.
  • Special Cases (CICL, Abused, A bandoned victims Women and Children)

SECURING CERTIFICATE OF INDIGENCY

A Certificate of Indigency is required by the Public Attorney’s Office (PAO) for free legal assistance to indigents. Likewise it is a common requirement in availing assistance from any government and private offices.

AVAILING DAY CARE SERVICES

The DSWD through the Local Social Welfare Development recognizes the importance of education in shaping future of individuals in the community as a whole.

Day Care Service provides early childhood care and development activities from Monday to Friday to the future leaders of the community, the children.

The MSWD of Pilar manages 73Day Care Centers in the 49 barangays,

. Currently, 2, 260  pupils are enrolled, under direct supervision of 94 Child Development Workers

The MSWD promotes care and protection of Women & children through the implementation of RA 7610  and R.A 9262 Care and protection of  Women and children/minors which include rescue of victim, individual family counselling, referral for medical/ medico legal assistance, and assist during investigation at the PNP and medical examination, filing of case court hearing proceedings.

PROMOTING WELFARE OF SOCIALLY DISADVANTAGED WOMEN

ABOUT THE SERVICES:

The MSWD implements RA9262 to promote welfare of women, prevent and eradicate all forms of abuse. Services include rescue of victim, individual and family counselling, mediation/ reconciliation, assist in securing medical/medico-legal services and report to the PNP, provision of temporary shelter referral for temporary care and custody, and file in court.

PROVISION OF SOLO PARENT IDENTIFICATION CARD

The DSWD being the led agency in the implementation of Solo Parent Welfare Act (RA 8972), advocates the implementation of comprehensive programs for Solo Parents in the local government units through the MSWD.

Benefits include livelihood services, employment – related benefits (parental leave, flexible work schedule), psychological services, educational services, health services, housing services.

The Municipal Social Welfare and Development of Ragay shall provide strengthened social protection policies and programs toward women and family empowerment, child development and protection, active youth participation, mitigation and management of victims of calamities and disaster, enhancement Person with Disability and elderly.

SERVICE PLEDGES

The Municipal Social Welfare Office are committed to provide the highest possible performance and pledges to achieve the following:

  • AICS (Aid to Individual in Crisis Situation) – is part of the DSWD’s protective services for the poor, margenalized and vulnerable/ disadvantage individuals. The AICS has been implemented by the DSWD for decades as part of its Technical Assistance and Resource Augmentation support to LGUs and other partners. The Local Government Unit of Ragay provides Medical , Burial ,Educational ,Transportation and Emergency Shelter Assistance to persons or families in crisis situation under AICS program provided they present the following Documents/ Requirements.

APPLICATION PROCESS OR REQUIRMENTS OF ANY ISSUANCE:

  • Medical Assistance Requirements:

1.Original Medical Certificate( Out-patient) Clinical Abstract ( Confined patient )

*There must be a diagnosis.

* Must have Doctor’s full name, license number and signature

2.Prescription of medicine and/or Laboratory request

*Must have Doctor’s full name, license number and signature

3.Barangay Certificate of Indigency

* Named after the one processing the documents.

* The Certificate must indicate the relationship to beneficiary.

*Must have no erasures, The signature of the Barangay Captain must be original. If the Brgy. Captain is on official leave,The Brgy. Kagawad will do together with his full name and position.

* must have a Barangay Logo / Dry Seal.

Note: The Date of certificate of indigency must not precede the date of consultation or confinement period of the patient  to the doctor.

4.Valid ID of patient (if 18 y.o and above)

Note: Availing Medical Assistance is allowed only once a year.Only Those special cases such as Cancer patient and Dialysis patient can repeat the request for medical assistance within one year.

  • Steps in Processing AICS  Assistance involve:

1.The individual in crisis situation or her/his relative may come to the office of the MSWDO for Interview and Assessment.

* client provides the necessary documents/ information needed.

2.The MSWDO staff will Screen / examine the  documents gathered .

*Records client’s data and proceed with the interview and assessment  of the Social Worker  to determine the appropriate assistance.

*Social Worker  Prepares the Social Case Study Report ( If Necessary)

3.The Municipal Social Welfare Officer Evaluates and recommends the necessary assistance for the  approval of the Local Chief Executive.

4.The Local Chief Executive signs and approves on the AICS  assistance upon evaluation and recommendation.

5.The client proceeds to the Municipal Treasurer’s Office to sign acknowledgement for the release of financial assistance .

Note: Only the clients with complete documents will be catered. Minors cannot be interviewed.

  • PMC (Pre- Marriage Counselling) – Pre-Marriage Counselling (PMC) is one of the major requirements in getting marriage license. This activity promotes premarital education which gave the couples an idea on marriage and what is all about and the responsibilities along with it. Couples with premarital education reported higher levels of marital satisfaction and experienced a decline in the likelihood of separation over years.

SECURING PRE MARRIAGE COUNSELING CERTIFICATE

To give value on marriage, MSWD Office conducts Pre-marriage counselling to future couples every Thursday of the month at 1:00 PM

The Municipal Social Welfare and Development  Office  with diverse function on Social welfare concerns is vested to address the needs of the socially Disadvantaged sector in the Society, much of the  Social Welfare services are concentrated in consultative advisory concerns like Psychosocial intervention on counselling, stress debriefing, Family life Education such as Marriage counselling and Responsible Parenthood ( RPM) . Moreover, MSWDO provides immediate responds to cases of individuals, Child, Youth, Families in crisis situation and provides  services such as rescue and protection, direct financial and material assistance and referral to other agency.With the increased visibility and importance of the Temporary Shelter for the VAWC victims, The  Crisis Center building was established in year 2016 through the joint effort  of DSWD V  KALAHI CIDSS   and the Local Government Unit of Ragay .It is  located at Poblacion Ilaod this Municipality. The  Center serves as Temporary  residential care to target clients- Women and Girls who are victims of abuse and in need of immediate protection for a specific period of time while appropriate interventions are undertaken for proper disposition of the client. From the time they are admitted, These clients are provided with basic needs and various helping interventions.The operation of this center is  under direct supervision of The LGU as the principal implementing unit thru The Municipal Social Welfare and Development Office.

 VISION, MISSION, VALUES AND OBJECTIVES

I.VISION: Every person has the right to be safe, empowered and free from all forms of gender based/domestic  violence and abuse.

II.MISSION:       

1.Advocate in the promotion of rights and social protection of Girls and Women with especial needs in the Municipality og Ragay Camarines Sur.

2.To recognize the need to protect the family and its members particularly women and children from violence and threats to thier personal safety and security.

3.To provide temporary shelter to the VAW victims and abused children who are in need of immediate costudy for thier safety and protection.

III.VALUES:

In carrying out our vission and mission we ensure that:

  • Girls and Women with special needs get the appropriate help they need.
  • Girls and Women are protected by timely and effective approaches and interventions.
  • Girls and Women are heard with utmost  recognition of thier sense of individuality.
  • Girls and Women are respected and valued based on thier inherent worth and dignity as aperson.

  •  Referrals and linkages to other line agencies for clients to avail the appropriate services intended to meet alleviate client’s present condition.

IV.GENERAL OBJECTIVES: The Center aims to provide  temporary shelter and relevant psycho social and other services to individuals with especial needs while appropriate intervention   is determined  for thier rehabilitation , continous upliftment and normal functioning.

Our work is intended to:

  • Provide holistic and integrated approach to protect clients from abuse. Neglect, exploitation,and abandonement.
  • Respect that our clients are capable with the rights and needs to make her own choice and decision as she is being helped.
  • Help and extend services to our clients based on our worker’s professional knowledge, skills and attitude of human behavior and social environment.
  • Advocate information dissemination campaign on children and women with special needs their rights and priveleges.
  • Provide a range of available and accessible resources to which the client can reach  out to her current disfunctioning.

V.Target Clientele:

  • Women in especially difficult circumstances (WEDC)VAW victim with in the municipality.
  • Children/ Girls who are victims of abuse particularly rape cases / in need of temporary costudy for shelter, safety  and protection.

PROGRAMS AND SERVICES:

  • TEMPORARY RESIDENTIAL CARE- The center will provide a short term placement/ protective custody to clients  in need of special protection, these are girls and women who are victims of abuses who continued stay in their homes would be detrimental on thier safety. The typical length of stay  is a maximum of 3 days . After the days period, they will be referred to other agency, Gos /NGOs for appropriate services or they will be  re-united back to their immediate families or relatives who can ensure thier safety.
  • RESCUE OPERATION- Prompt response to cases needing immediate rescue in coordination with the women desk enforces of the PNP and other agencies as necessary.
  • PSYCHOSOCIAL SERVICES- Includes intake interview, counselling , self enhancement skills development Critical incident stress debriefing, anger and stress management , information education campaigns and discharge planning.
  • MATERIAL/ FINANCIAL ASSITANCE:

Food/ financial transportation assistance to Clients under protective custody.

  • REFERRAL NETWORK/SERVICES- referral or networking with other concerned agencies/barangay officials/VAW desk  and access to needed services such as health, Police assistance , Legal and others.
  • AFTER CARE SERVICES- Home visit for the monitoring of the appropriateness of services. Avaluation of the success of intervention, case termination if in case termination if in case goals have been achieved.

ADMISSION PROCEDURE/IMPLEMENTING RULES AND REGULATION:

  • Initial Intake interview will be conducted by the social workers/MSWDO, This is to gather information about the client and establish any information and/ or circumstances of her present dysfunctioning to determine if further evaluation is needed. The social worker shall use prescribed forms like General Intake Sheet and admission slip.
  • In case the victim survivor is in state of shock and trauma upon intake. Interview shall be postponed and will resume only until such time the clientexpresses readiness. The worker must be sensitive in dealing with clients and shall also assure the client of her security from time to time.
  • The pre admission conference will be conducted with the worker ,her companion and or referring party.
  • The client. Her companion,and/or referring party must comply what has been agreed upon during the free admission conference.
  • Leveling of expectation and orientations of the programs and services, house rules of the center shall be conducted by the social workers while the house parents shall be responsible for their home life concern.
  • Initial assessment of the case shall be prepared by the social worker which is necessary for the appropraite planning. This involves the collection of necessary information and its analysis and interpretation inorder to reach an understanding of the client’sproblem and social context in which it exist.
  • The client will stay at the center for a maximum of 3 days.
  • The social worker of the case will administer pre-discharge slip of the client if and when the ultimate goal and other helping plans for the client have been already achieved.
  • The case at the center will be treated with confidentiality.
  • The center will only accept the target clients ( WOMEN AND CHILDREN PARTICULARLY GIRLS) whose case happened with in the municipality of Ragay.

ADMISSION CRITERIA:

  • Walk In (Direct client)

The client initiates the contact. She Youth/ child  and  a woman who comes personally to a social welfare agency for help. She is in need of some intervention  from a professionally trained person as she is incapable of performing her tasks at present due to some factors within oneself or the invironment.

  • Referral  Indirect Client)

a.The client is referred to the worker or agency by some interested or concerned party like other government agencies, non- government agency, concerned citizens,church based organizations and barangay officials.

Gender equality refers to equal rights, responsibilities and opportunities that all persons should enjoy, regardless of whether one is born male and female.

  • PWUD’s (Person who Used Drugs)-

KALIPI (Kapisanan ng Liping Pilipina, Inc.) – offers livelihood projects such as cattle & Hog Dispersal and Bigasan. It has also livelihood training such as massage therapy and personality enhancement training (nail care and hair cut). It has 1234 kalipi members and 35 brgys active out of 38 brgys. Women’s month celebration (March).

  • Child Development Teacher -Day Care Service Program is the first step in nurturing one’s talents, skills, abilities and intelligence. Thus, the Local Government Unit of Ragay supports the DSWD Day Care Service Program. For this year, there are fifty-two (52) Child Development Centers and fifty-three (53) Child Development Workers (CDW) formerly called Day Care Workers.
  • Day Care Feeding Program- Supplementary feeding program is the provision of food in addition to the regular meals, to target as part of the DSWD’s contribution to the Early Childhood Care and Development program of the government.
  • Special Program – (Disaster Seminars/Trainings)- it aims to encourage an exchange of experience and knowledge and the creation of networks amongst the disaster managers. It also aims to improve coordination of disaster response and the quality and availability of disaster management tools.
  • AICS (Assistance to Individual in Crisis Situation) – One of the programs of the Department of Social Welfare and Development Office is the Assistance to Individual in Crisis Situation (AICS). The program aims to uplift the morale of the clients who are in need. AICS provides assistance for medical, burial, educational, food and transportation and emergency shelter.
  • PMC (Pre- Marriage Counselling)- Pre-Marriage Counselling (PMC) is one of the major requirements in getting marriage license. This activity promotes premarital education which gave the couples an idea on marriage and what is all about and the responsibilities along with it. Couples with premarital education reported higher levels of marital satisfaction and experienced a decline in the likelihood of separation over years.
  • Senior Citizen- The Senior Citizens Affair of Ragay Camarines Sur is the one of the large and active Peoples Organization in the Municipality of Ragay It is with most advantage that the implementation of Senior Citizen Programs supported by LGU-RAGAY. It has 4462 senior citizen members and offers ID and medical booklet.
  • KALAHI Cidds- otherwise known as the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services, is one of the poverty alleviation programs of the Philippine Government being implemented by the DSWD. It uses the community-driven development (CDD) approach, a globally recognized strategy for achieving service delivery, poverty reduction, and good governance outcomes. It started in 2003, its scale-up was approved on 18 January 2013 by the National Economic Development Authority (NEDA) Board, which was headed by President Benigno Aquino III.
  • 4P’s (Pantawid Pamilya Pilipino Program)- is a human development measure of the national government that provides conditional cash grants to the poorest of the poor, to improve the health, nutrition, and the education of children aged 0-18. It has 3,450 members.

WHO IS CONSIDERED SOLO PARENT?

According to RA 8972, you are considered solo parent if you are:

  • A woman who has given birth (and has decided to keep and raise the child) as a result of rape and other crimes against chastity even without a final conviction of the offender.
  • A parent left with the sole responsibility of parenthood due to:
  • Death of spouse
  • A court or church declaration of annulment or nullity of marriage and he or she is entrusted with the children custody
  • A medical practitioner certifies the physical and/or mental incapacity of spouse
  • Spouse serving a sentence for a criminal conviction for at least one (1) year
  • An unmarried parent who has decided to keep his or her child or children instead of giving them to a welfare institution or other caregivers
  • Any other person solely providing parental care and support to a child or children
  • Any family member who assumes the responsibility of providing parental care and support in place of the head of the family as a result of
  • Prolonged absence,
  • Disappearance,
  • Abandonment,
  • Death of the parents or solo parent

Children – refers to those living with and dependent upon the solo parent for support who are unmarried, unemployed and not more than eighteen (18) years old or even above 18 years old but are incapable of self-support because of mental and/or physical defect or disability

Prepare the following requirements and then submit these to the attending focal person at the municipal social welfare development office

The Repulic Act No. 7277.  An act providing for the rehabilittation , self- development and self reliance of disbaled persons and their integration into the meanstream of society and for other purposes This act shall be known and cited as the “ Magna Carts for Disabled Person”.  The Republic Act No. 10754 providing the Persons with Disablity the opportuninty to participate fully into the mainstream of society by granting them at least 20% discount and exemption from the value added tax on the sale of certain goods and services.  WOMEN AND CHILDREN PROTECTION DESK

The PNP-WCPD shall have the following duties and functions:

  • Upon the receipt of complaint, the WCPD officer shall conduct appropriate investigation which includes, but is not limited to, taking the formal statement of the victim-survivor and collecting other evidence necessary for the filing of the case;
  • Immediately after taking the essential elements of information during the course of investigation, the WCPD officer shall refer the victim-survivor to the nearest PNP Crime Laboratory and/or hospital or any medical facilities for appropriate medico-legal examination. It shall be the WCPD officer’s duty to ensure that as far as possible, the examining physician must be of the same gender as the victim-survivor, especially in sexual violence cases;
  • Except in the case of a child who is a victim-survivor of the Act, by which other existing laws require immediate presence of the unoffending parent or guardian and social worker, only persons expressly authorized by the victim-survivor shall be allowed by the WCPD officer inside a room where police investigation as well as the medical/physical examination are being conducted in private;
  • Ensure the confidentiality of identity of the victim-survivor and all other parties directly involved with the case under investigation. For this purpose, the WCPD officer must maintain a separate blotter on crimes committed under the Act. Under no circumstances shall any police officer allow media access to information concerning VAWC reported to PNP;
  • After the conduct of police investigation, the WCPD officer shall refer the victim-survivor to the social worker of the LGU, any available DSWD shelters, NGO’s and other service providers for psychosocial intervention and other rehabilitation programs;
  • The WCPD officer shall forward complaint sheet or the investigation report, together with the relevant evidence, including the formal statements of witnesses and result of medico-legal examination, to the prosecutor for filing of appropriate criminal action;
  • If victim-survivor is found to have manifestations of the battered woman syndrome is validated by past police records and testimonies from witnesses in interest, the WCPD officer shall inform the punong barangay, the local social worker, or the concerned NGO’s, local professional or civic groups in the area for appropriate psychiatric and psychological evaluation which may form part of the evidence to be presented in court;
  • Respond, with the assistance of other police personnel, barangay officials, and other parties in interest, to a call for emergency assistance to ensure immediate protection of the victim-survivor by entering the dwelling if necessary whether or not a protection order has been issued;
  • In case where the perpetrator is armed or in possession of deadly weapon in plain view, cause the confiscation thereof with the assistance of other police personnel;
  • Effect the arrest of the perpetrator by virtue of a warrant issued by the court pursuant to existing laws. In the event that any crime under the Act has been committed, is being committed or about to be committed, or that any police officer has personal knowledge of the fact indicating the commission of such time, it shall be his or her provided the offender shall be proceeded in accordance with section 5, Rules 113 of the Rules of Court;
  • Except when the victim-survivor is deemed more secure to stay in their place of residence, in which case the perpetrator has been removed by virtue of protection order issued by the barangay or the court, the WCPD officer or any designated police officer shall provide assistance to help facilitate the transfer of the victim-survivor to a safe place of her own choice, including the removal of some of the victim-survivor’s personal belongings;
  • Monitor and follow up any case in violation of the Act that has been filed in court. In this regard, the WCPD officer must maintain a periodic assessment report of all cases reported to the police in violation of the Act; and
  • Participate in multidisciplinary mechanisms to help address the protection needs of the victim-survivor of VAWC.
