If the link is offline, then this mostly likely means there are no upcoming schedules yet. Check from time to time until the link becomes online. The link is usually available about 2 weeks before your scheduled exam.
Read the instructions carefully and properly fill out the form with your personal details.
When you reach the part that requires you to put your middle initial, online put the letter in. Make sure you don’t put periods in this portion. For example, you only need S for Santos and DJ for De Jesus.

So, what is the Civil Service Exam?

The Civil Service Exam is an eligibility test created by the Civil Service Commission. The Civil Service Exam comes in two different forms: The one for professionals and the other one is for sub-professionals. The exam is also available for taking in two different ways, either through the Paper and Pencil Test (PPT) or thr Computer Assisted Test (CAT).

In terms of scope, this eligibility exam covers the following subject matters:

English and Filipino vocabulary

Reading comprehension
Logic and analogy
Numerical reasoning
Clerical reasoning, functions, and procedures
Philippine Constitution, especially the Code of Conduct and Ethical Standards for Public Officials and Employees.

Why should you take the Civil Service Exam?

Passing the Civil Service Exam is your ticket to more job opportunities, especially if you haven’t completed your Bachelor’s, Master’s, or even Doctor’s degree. It opens more doors will open for you career-wise, especially if you are interested in working for the government.

Once you pass the Civil Service Exams, it automatically makes you eligible to work in government agencies like GSIS, SSS, BIR, DSWD and DPWH. That said, being a civil service eligible person allows you to see how and branch out into different career paths. For some people, it opens the doors to heroic and noble jobs like working in the PNP, AFP, and Bureau of Fire Protection (BFP). Taking the Civil Service Exam

Once you decide to take the Civil Service Exam, there are a few things that you need to prepare and be mindful of.

To make it easier for you, we rounded up the list of requirements and everything else that you’ll ever need, up until the day you take the exam, in one complete guide to taking the Civil Service Exam.

Qualification

Before you can take the Civil Service Exam, here are some things that you need to satisfy first:

All applicants must be Filipino citizens;
at least 18 years old on the date of filing of application;
Has good moral character;
Have not been convicted by final judgment of an offense or crime involving moral turpitude, or disgraceful or immoral conduct, dishonesty, examination irregularity, drunkenness, or addiction to drugs;
Have not been dishonorably discharged from military service or dismissed for cause from any civilian position in the government; and
Have not taken the same level of Career Service Examination, either through PPT or CSC Computerized Examination (CSC COMEX), within three months before the date of examination.

Note that pregnant women are allowed to take the CSE-PPT, but only if the applications were from those who are, at most, 6 months on the way on the day of the exam due. This is to reduce the risk that the strenuous pre-exam to post-exam activities may have for pregnant women.

Documentary Requirements

For applicants looking to take the Civil Service Exam, some documentary requirements will need to be prepared. To apply for the exam, the applicants must submit:

A fully accomplished application form (CS Form No. 100), which may be downloaded from the CSC website at www.csc.gov.ph, and printed on legal size bond paper;
Four (4) identical passport size ID pictures with name tag; and
Original and photocopy of any of the accepted ID cards , preferably valid or not expired on the date of filing of application.
an examination fee of PHP500.

Some things to remember:

Applicants without date of birth in their ID cards must present an original and photocopy of their birth certificate issued by the Philippine Statistics Authority or the Local Civil Registry .
For applicants holding dual citizenship as well as those recognized as citizens of the Philippines under Sec 1, Article IV of the 1987 Philippine Constitution, must present an original and photocopy of their Identification Certificate issued by the Bureau of Immigration.

Applicants must submit the requirements at the CSC RO, or any of its FOs with jurisdiction over the testing center where they wish to take the exam.

New CSC rules for taking the exam in 2021

In view of the restrictions this 2021, the CSC has introduced the following changes in the conduct of the CSE-PPT:

Only 50% occupancy per testing room is allowed to ensure adequate space for physical distancing.
Examinees with special needs (e.g., pregnant women, persons with disability, elderly), along with examinees with comorbidities are assigned in separate room/s.
Examinees are required to pre-accomplish a Health Declaration Form (to be posted on the CSC website for downloading and printing) the day before the exam. The form will include a temperature reading which will be written only upon going through thermal scanning at the school/testing venue main entrance on exam day.

Note that those examinees who did not pre-accomplished the Health Declaration Form shall be required to accomplish the form at the designated area near the entrance.

Examinees are also required to register an account with StaySafe.PH, a contract tracing app. They are strongly encouraged to update their StaySafe.PH health status every day, within 14 days before and 14 days after the exam date.
The Orientation/Briefing prior to the test proper has been removed. Instead, the CSC will release an “Examinee’s Guide” approximately 1 to 2 weeks before exam day. This guide will contain comprehensive information on the conduct of the examination, including guidelines and procedures to be observed before exam day, on exam day, and after exam day, as well as all the health and safety protocols to be observed. It shall be the responsibility of each and every examinee to access and be able to understand thoroughly the Examinee’s Guide.
Examinees are required to wear face masks and face shields and practice physical distancing at all times during physical filing of application and on the day of exam.
Examinees must bring the Health Declaration Form on the exam day, along with no more than 100 mL of alcohol/hand sanitizer. These are required along with the standard exam requirements like valid ID card, birth certificate (for those without date of birth on their ID card), and black ballpen/s.
Examinees are also still allowed to bring water or beverage, provided that they are in a transparent container, along with candies or biscuits.
A Health Monitoring Team will be present on the day of the exam to monitor the observance of health and safety protocols. The team is on charge of handling any case of examinees or examiners who would manifest any COVID-19 symptoms on the day of exam.

How to Know your Online School and Room Assignment (ONSA) for the Civil Service Commission (CSC) Exam

Once the application is filed, examinees will need to check the Online School and Room Assignment (ONSA) page on the Civil Service Commission’s official website for information on the school assignments, as well as the assigned room for the exams.

In this guide, we’ve listed a detailed procedure below on how you can find your room and school assignments through the ONSA. To do this, the applicant must:

1. Go to the Civil Service Commission’s official website.

2. Then, click the ONSA option on the right side of the screen.

3. Once you reach the page and the link appears to be offline, then it only means that there are no upcoming schedules available yet.

Note that you will have to keep revisiting the site from time to time to check if the latest schedules have been posted. Take note that the link for the soonest scheduled exam will be available at least 2 weeks before the exam.

If schedules are available, the applicant must read the directions carefully before filling out the form with their personal information.
In the section where you have to put your middle initial, make sure to type it in with no periods.
Then, fill out space with your birthday in the format MM/DD/YYYY.
Once done, review the form to ensure that the details are accurate, including the exam type.
Then, Press the button to create your room.
Once done, the applicant will need to print the ONSA and carry it on the examination day.

CSC Regional Field Office Inquiries

For any concerns regarding the creation of the ONSA account, it is advisable to check your room assignment and schedule at the nearest CSC Regional/Field Office at least one week before the selected Civil Service examination day.

Note that the applicants for the Civil Service Exam are allowed to request for transfer of testing center, but it jas to be done no later than five (5) working days after the deadline of filing of application.

To request for transfer of testing center, the applicant must submit a written request to the CSC RO/FO where the application was filed, along with the reason for the transfer of testing center, along with supporting evidence and a copy of the Application Receipt.

Select the date of examination (August 20, 2023).

2023 Civil Service Exam Schedule

CSE-PPT aims to establish a Register of Eligibles (RoE) from which certification and appointment to first and second-level positions in the civil service.

This is with exception to those involving the practice of profession and/or covered by special laws, provided the eligibles meet the qualifications and other requirements of the positions.

Additionally, passers of Bar and Board exams may opt not to take the Civil Service Exam as they are already considered exempted pursuant to Republic Act 1080.

In preparation for the upcoming exam, examinees can visit the assigned school/testing venue before the examination day to be familiar with the location.

Gates of testing venues will close at 7:30 A.M. Latecomers will not be admitted.
Cellular phones or similar gadgets, calculators, wristwatches, books, and other forms of printed materials are not allowed inside the examination premises.
Examinees shall adhere to the attire set by the Civil Service Commission. Proper attire shall be worn on the day of exams.

March 2024 CSE Online Notice of School Assignment (ONSA) is now Available!

The Online Notice of School Assignment (ONSA) is a documentation or notice that specifies the testing venue or school assignment of an examinee who is scheduled to take the Civil Service Examination.

Testing Centers/School Assignments

Examinees’ testing venue or school assignment for the August 2023 CSE-PPT for Professional and SubProfessional levels may be generated using ONSA or the Online Notice of School Assignment. The CSC Regional Offices (ROs) though may also initiate/utilize individual approaches in disseminating information on school assignments of their respective examinees. Examinees may check the availability of ONSA, through the CSC Website at www.csc.gov.ph, a week before the exam.

To use ONSA, examinees should encode/fill in the required data in the corresponding data fields accurately, following the indicated format. Examinees may opt to have a print-out of their Notice of School Assignment using ONSA for their personal reference, but, this is not mandatory and is not a requirement.

If examinees cannot access the ONSA and/or still do not know their school assignment one week before the examination day, they should INQUIRE DIRECTLY with the CSC Regional/Field Office concerned. A complete directory of CSC regional/field offices nationwide is available at the CSC Website.

Important Reminders

1. Wearing of FACE MASKS shall be OPTIONALNOLUNTARY. However, as a matter of prerogative, there may be CSC Regional Offices that may require the wearing of face masks. On the other hand, the following individuals are still recommended1 to wear face mask: (i) elderly; (ii) individuals with comorbidities; (iii) immunocompromised individuals; (iv) pregnant women; (v) unvaccinated individuals; and (vi) symptomatic individuals.

2. NO I.D. CARD/DOCUMENT, NO EXAM.

3. Be at the testing venue not later than 6:30 a.m., or as required by the CSC Regional/Field Offices concerned.

4. GATES OF TESTING VENUES SHALL BE CLOSED TO EXAMINEES AT EXACTLY 7:45 A.M. Examinees who arrive later than 7:45 a.m. shall NOT be admitted to take the exam.

5. If feasible, VISIT AND CONDUCT AN OCULAR INSPECTION of the assigned school/testing venue at least one day before the examination day to be familiar with the school location and its route/direction, the available means of public transport, and the time and motion requirement of travelling from point of origin to the school/testing venue. DO NOT SOLELY RELY ON GPS NAVIGATION/ROUTE/DIRECTION APP TO LEAD YOU TO YOUR TESTING VENUE ON EXAMINATION DAY

6. Wear proper attire on examination day, preferably plain white shirt/tops. Examinees wearing SLEEVELESS SHIRT/BLOUSE, SHORTS/SHORT PANTS, TOKONG PANTS, RIPPED JEANS, and SLIPPERS will NOT be ALLOWED to enter the exam venue. Also, long hair must be tied.

7. Bringing of cellular phones, including smart phones/watches and pens/eyeglasses with built-in camera, and any other gadgets/electronic devices, including those that may facilitate video/audio recording of any test material/form, or part/portion/phase of the conduct of the exam, and all other similar items, IN EXAMINEE’S SEAT IS NOT ALLOWED. Prior to occupying the assigned seat, examinees shall be required to deposit said items and all other personal belongings in the designated area. Examinees are encouraged to use transparent bag.

8. Use of any aid in answering the test (such as calculators; watch calculators; tablets; books, dictionaries and other forms of printed materials; and any other similar materials/items/gadgets) is NOT allowed.

9. Bringing of the test booklet outside of the testing room/venue is strictly prohibited. The examination or test results of those found violating this rule shall be cancelled.

Examinees’ Guide

A link to the Examinee’s Guide in Taking CSE-PPT is also available through the ONSA. Examinees are strongly advised to access this link, read thoroughly, and understand fully the examinee’s guide to be familiar with the examination process.

Serving as the orientation/briefing material of examinees, the Examinee’s Guide contains comprehensive information on the conduct of the examination to include guidelines and procedures to be observed before and during exam day,among other concerns.

The Examinee’s Guide is intended for the exclusive use of examinees. Thus, examinees are advised NOT to re-distribute their copy of the guide on their Facebook Page, or any other communication platforms.

Things to Bring on Exam Day

1. I.D. CARD (Original) – preferably the same I.D. card presented during the filing of exam application. In case of loss or unavailability, the examinee must present any of the other accepted I.D. cards for civil service exam (see Annex A), which is preferably valid, i.e., not expired on exam day.

Photocopy only of I.D. card, or cellphone photo of I.D., shall not be accepted.
All other I.D. cards not included in the list of accepted I.D. cards/documents for civil service exam shall not be accepted.
As a last resort, expired I.D. card may be presented for admission on examination day, provided that, the expiry date of the I. D card is within the preceding months of the year reckoning the date of examination (or from 01 January 2023 to 25 March 2023).
If I.D. card has no date of birth, examinees should also bring their original Birth Certificate issued by the Philippine Statistics Authority, or the Local Civil Registry.

2. CERTIFICATE OF CONSENT/RELEASE/WAIVER (only if not submitted during the filing of exam application), see Annex B

3. BLACK BALL PEN/s

Examinees must bring their own ball pen/s.
Borrowing of ball pen/s shall not be allowed to prevent cross-contamination.
Only black ball pen shall be used in the examination.
Pencils and any other kinds of pen such as gel pen, sign pen, fountain pen, friction pen, etc. including other colors of ball pen are not allowed.

Also, examinees may opt to bring water in clear/transparent container, and/or candies/biscuits, which shall be inspected by the Room Examiner/Proctor. However, drinking/eating may only be done outside the testing room, one at a time, and only upon the approval of the Room Examiner. Hence, water containers should be placed inside examinees’ bag and brought out only when drinking/eating.

The Civil Service Commission (CSC) is releasing the official list of passers for all regions in the March 2024 Civil Service Exam Exam (CSC-PPT) within 60 days after the exams.

CSC advised examinees to directly coordinate with the CSC Regional Office for other concerns like verification of examinee number and further examination result-related matters.

Civil Service Eligibility

Career Service Professional Eligibility is the second appropriate level for first- and second-level government positions that do not involve the practice of the profession and are not covered by other laws.

Meanwhile, Sub-Professional Eligibility is only appropriate for first-level government positions that do not involve the practice of the profession and are not covered by other laws.

The CSE-PPT examination aims to establish a Register of Eligibles (RoE) from which certification and appointment to first and second-level positions in the civil service, except those involving the practice of the profession and are covered by special laws, shall be made, provided the eligibles meet the qualifications and other requirements of the positions.

The e-NOA and its enhanced version, the e-NOAv2, are specially designed to provide fast, accurate, and paperless notice of school and room assignments to examinees taking the Career Service Commission (CSC) examinations in Region 2 (ROII). This application, which was exclusively developed and used in CSC ROII, aims to lessen the costly and tedious task of manually preparing, sorting, and mailing school and room assignment notice to career service examinees.

Background and Problem

The Civil Service Commission, in its mandate to ensure that appointments in the civil service shall be made according to merit and fitness, administers the nationwide CSE-PPT twice a year. Before the inception of the e-NOA in 2013, the CSC ROII received an average of 10,000 examination applications in one examination period or an average of 20,000 examination applications for the whole year. During those times, the ESD manually sends notices of school and room assignments to examinees through snail mail. Considering the large number of applications, preparing, sorting, and mailing the individual notice of school and room assignments was an ordeal for the Division, which was then manned by only five staff. The time spent by the staff in doing these tasks has affected their efficiency in performing the more important aspects of exam administration. Moreover, it was observed that thousands of mails have been “returned to sender” as the addressees have either moved places or did not provide the correct mailing address, thereby affecting the number of examinee attendance.

Solution and Impact

The e-NOAv2 offers the CS examinees the easiest, fastest, and cheapest way to obtain their school and room assignments for the CS exam. All examinees, including those in remote areas without internet connectivity, can obtain information about their school and room assignments through the automatic sending of NOA. If the examinees changed their contact number or did not receive the NOA, they can simply request NOA through the CSC regional and field offices’ hotlines, to which the action officers may reply using the eNOAv2.

The e-NOAv2 works by installing the application on the laptop or desktop computer, android device, or mobile phone of all field offices and ESD personnel in the region so that they can be able to quickly disseminate the NOA in their respective jurisdiction or reply to queries on school and room assignment any time. Also, during the actual examination day, all testing centers are equipped with a pre-installed e-NOAv2 application to facilitate the quick search of room assignments of examinees, if needed.

The CSC ROII has observed a considerable decrease in exam administration costs. The cost of mailing allotted for each examinee was ten pesos. Hence, with 10,000 examinees, the Office saves more than Php 100,000 for mailing services using e-NOA. The e-NOAv2 has contributed to the environment by ensuring zero waste. The CSC ROII has also observed a boost in productivity from ESD staff since the tedious task of manual NOA preparation has been removed.

Furthermore, the CSC ROII communicated with its clients clearly and effectively, ensuring an error-free NOA because of limited human intervention. More importantly, it has facilitated locating school and room assignments on the part of the examinees as they receive their NOA at least a week before the examination day, giving them ample time to visit the school before the test. Moreover, the e-NOAv2 has an added feature that uses Google Maps to help examinees locate their school assignments.

Considering that almost everyone already possesses mobile phones, the CSC ROII has recognized that the e-NOA/e-NOAv2 is the most efficient and effective way to reach its examinees. As a result of the fast and reliable information given to examinees on their school and room assignments, the ESD has observed a remarkable improvement in the number of absent examinees during the examination day.

The e-NOA, then later the e-NOAv2, is a distinct practice identifiable to CSC ROII. Because of its perceived advantages and impact, the Examination, Recruitment, and Placement Office (ERPO) of the CSC Central Office and the other Regional Offices have acknowledged the usefulness and efficiency of the e-NOA/e-NOAv2 in improving exam administration. As such, the proponent of the innovation, Mr. Anthony Jay L. Barruga, has been repeatedly invited during learning interventions at the CSC Central Office to share about the e-NOA and requested for possible replication of the application to be used by the other regional offices. Because of these innovations, Mr. Barruga was recognized and conferred the CSC PRAISE Gawad Kahusayan Award in 2015, and the CSC ROII PRAISE Most Outstanding Dependability Award in 2018. He was again awarded the CSC PRAISE Gawad Kahusayan in 2019 for the e-NOAv2.

Aiming to improve the innovation continuously, Mr. Barruga gathers feedback and studies the possibilities of upgrading the features of the current e-NOAv2. As an added new feature, the e-NOAv2 functions as a web-based application wherein information dissemination may be done through e-mail. Further, the e-NOAv2 is now incorporated in the Examination Application Information System (EAISY 2013), a system used in encoding examination applications and serves as a database of information of registered examinees.

Assignments: why you need to serve a notice of assignment

It's the day of completion; security is taken, assignments are completed and funds move. Everyone breathes a sigh of relief. At this point, no-one wants to create unnecessary paperwork - not even the lawyers! Notices of assignment are, in some circumstances, optional. However, in other transactions they could be crucial to a lender's enforcement strategy. In the article below, we have given you the facts you need to consider when deciding whether or not you need to serve notice of assignment.

What issues are there with serving notice of assignment?

Assignments are useful tools for adding flexibility to banking transactions. They enable the transfer of one party's rights under a contract to a new party (for example, the right to receive an income stream or a debt) and allow security to be taken over intangible assets which might be unsuitable targets for a fixed charge. A lender's security net will often include assignments over contracts (such as insurance or material contracts), intellectual property rights, investments or receivables.

An assignment can be a legal assignment or an equitable assignment. If a legal assignment is required, the assignment must comply with a set of formalities set out in s136 of the Law of Property Act 1925, which include the requirement to give notice to the contract counterparty.

The main difference between legal and equitable assignments (other than the formalities required to create them) is that with a legal assignment, the assignee can usually bring an action against the contract counterparty in its own name following assignment. However, with an equitable assignment, the assignee will usually be required to join in proceedings with the assignor (unless the assignee has been granted specific powers to circumvent that). That may be problematic if the assignor is no longer available or interested in participating.

Why should we serve a notice of assignment?

The legal status of the assignment may affect the credit scoring that can be given to a particular class of assets. It may also affect a lender's ability to effect part of its exit strategy if that strategy requires the lender to be able to deal directly with the contract counterparty.

The case of General Nutrition Investment Company (GNIC) v Holland and Barrett International Ltd and another (H&B) provides an example of an equitable assignee being unable to deal directly with a contract counterparty as a result of a failure to provide a notice of assignment.

The case concerned the assignment of a trade mark licence to GNIC . The other party to the licence agreement was H&B. H&B had not received notice of the assignment. GNIC tried to terminate the licence agreement for breach by serving a notice of termination. H&B disputed the termination. By this point in time the original licensor had been dissolved and so was unable to assist.

At a hearing of preliminary issues, the High Court held that the notices of termination served by GNIC , as an equitable assignee, were invalid, because no notice of the assignment had been given to the licensee. Although only a High Court decision, this follows a Court of Appeal decision in the Warner Bros Records Inc v Rollgreen Ltd case, which was decided in the context of the attempt to exercise an option.

In both cases, an equitable assignee attempted to exercise a contractual right that would change the contractual relationship between the parties (i.e. by terminating the contractual relationship or exercising an option to extend the term of a licence). The judge in GNIC felt that "in each case, the counterparty (the recipient of the relevant notice) is entitled to see that the potential change in his contractual position is brought about by a person who is entitled, and whom he can see to be entitled, to bring about that change".

In a security context, this could hamper the ability of a lender to maximise the value of the secured assets but yet is a constraint that, in most transactions, could be easily avoided.

Why not serve notice?

Sometimes it's just not necessary or desirable. For example:

If security is being taken over a large number of low value receivables or contracts, the time and cost involved in giving notice may be disproportionate to the additional value gained by obtaining a legal rather than an equitable assignment.
If enforcement action were required, the equitable assignee typically has the option to join in the assignor to any proceedings (if it could not be waived by the court) and provision could be made in the assignment deed for the assignor to assist in such situations. Powers of attorney are also typically granted so that a lender can bring an action in the assignor's name.
Enforcement is often not considered to be a significant issue given that the vast majority of assignees will never need to bring claims against the contract counterparty.

Care should however, be taken in all circumstances where the underlying contract contains a ban on assignment, as the contract counterparty would not have to recognise an assignment that is made in contravention of that ban. Furthermore, that contravention in itself may trigger termination and/or other rights in the assigned contract, that could affect the value of any underlying security.

What about acknowledgements of notices?

A simple acknowledgement of service of notice is simply evidence of the notice having been received. However, these documents often contain commitments or assurances by the contract counterparty which increase their value to the assignee.

Best practice for serving notice of assignment

Each transaction is different and the weighting given to each element of the security package will depend upon the nature of the debt and the borrower's business. The service of a notice of assignment may be a necessity or an optional extra. In each case, the question of whether to serve notice is best considered with your advisers at the start of a transaction to allow time for the lender's priorities to be highlighted to the borrowers and captured within the documents.

Release: opm issues final rule to reinforce and clarify protections for nonpartisan career civil service.

Washington, D.C. – The U.S. Office of Personnel Management (OPM) today announced a final rule that clarifies and reinforces long-standing protections and merit system principles for career civil servants.

“Career federal employees deliver critical services for Americans in every community,” said OPM Director Kiran Ahuja. “This final rule honors our 2.2 million career civil servants, helping ensure that people are hired and fired based on merit and that they can carry out their duties based on their expertise and not political loyalty. The Biden-Harris Administration is deeply committed to the federal workforce, as these professionals are vital to our national security, our health, our economic prosperity, and much more.”

“Nonpartisan civil servants make sure our food is safe and our water is clean. They protect us from national security threats, care for veterans, and support our seniors,” said OPM Deputy Director Rob Shriver . “This final rule builds on three years of the Biden-Harris Administration’s efforts to strengthen federal agencies and the federal workforce.”

“The Biden-Harris Administration knows that career civil servants are the backbone of the federal workforce and should be able to provide the expertise and experience necessary for the critical functioning of the federal government,” said White House Office of Management and Budget Deputy Director for Management Jason Miller . “As part of the President’s Management Agenda, it is a clear policy of the United States government to protect, empower, and rebuild the career federal workforce, and this final rule does just that.”

In the first week of the Biden-Harris Administration, President Biden revoked an Executive Order issued by the previous Administration that risked altering our country’s long-standing merit-based civil service system, by creating new excepted service schedule, known as “Schedule F,” and directing agencies to move potentially large swathes of career employees into this new excepted service status. This attempt would have stripped career civil servants of their civil service protections that ensure that decisions to hire and fire are based on merit, not political considerations.

The final rule advances these important policy goals by:

Clarifying that the status and civil service protections an employee has accrued cannot be taken away by an involuntary move from the competitive service to the excepted service, or from one excepted service schedule to another. Once a career civil servant earns protections, that employee retains them unless waived voluntarily.
Clarifying that the phrase “confidential, policy determining, policymaking, or policy-advocating” positions—a term of art to describe positions that lack civil service protections—means noncareer, political appointments. This rule prevents that exception from being misapplied to career civil servants.
Establishing procedural requirements for moving positions from the competitive service to the excepted service and within the excepted service. This change both creates transparency and establishes an appeals process for federal employees when any such movement is involuntary and characterized as stripping employees of their civil service protections.

OPM issued the final rule after reviewing and responding to more than 4,000 comments submitted by the public in an open and transparent policy-making process. The final rule was posted for Public Inspection on Thursday, April 4 and will be published in the Federal Register on Tuesday, April 9.

*Please note the position is currently pending jurisdictional classification by New York State Civil Service and will be filled on temporary basis.

TYPICAL WORK ACTIVITIES: • Assists Chief of PROMIS/PCMS Bureau in daily operation of Erie County DA IT infrastructure; • Acts as liaison and manager between ADAs and numerous body camera vendors utilized by police agencies; • Prepares and authenticates body camera or other audio and video evidence for use in investigation and trial; • Reviews, designs and implements forms, procedures and agency interactions in regard to evaluating the present and future needs of PROMIS/PCMS; • Plans, coordinates and monitors the installation of network cabling and telecommunications wiring; • Diagnoses and troubleshoots data communications problems, taking appropriate correction action and documenting same; • Assists with the writing and maintenance of procedural documents; • Maintains inventory of all technology equipment; • Migrates current criminal justice systems to latest versions; • Meets with administrative, professional and technical staff to review recommendations, responsibilities and goals of PROMIS/PCMS; • Provides day to day training on the operation and capabilities of PROMIS/PCMS and other audio and video software; • Works with consultants and vendors to resolve equipment problems.

PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of inter-relationship and specific roles and functions of the diverse elements of the criminal justice system; Thorough knowledge of the techniques and procedures involved in the prosecution of criminal cases; Thorough knowledge of automated data processing uses and capabilities; Thorough knowledge of information systems development, design and utilization and data retrieval, analysis and display; Skill in training staff and producing training aides and guides; Ability to detect, analyze and resolve problems and information systems; Ability to assist in the planning and development of agency objectives, programs and goals; Ability to prepare accurate and concise reports; Ability to supervise a professional and clerical staff; Sound professional judgment; Initiative and resourcefulness; Dependability; Physically capable of performing the essential functions of the position with or without reasonable accommodation.

MINIMUM QUALIFICATIONS: A) Possession of Bachelor’s degree and four (4) years experience in information technology and administration, at least two (2) years of which were directly related to the general management, development, and implementation of data processing information systems in the criminal justice, healthcare, municipal government, customer service or related field.; or B) Possession of Master’s degree and three (3) years experience in information technology and administration, at least two (2) years of which were directly related to the general management, development, and implementation of data processing information systems in the criminal justice, healthcare, municipal government, customer service or related field.; or C) An equivalent combination of training and experience as defined by the limits of (A) and (B). NOTE: Verifiable part-time and/or volunteer experience will be pro-rated toward meeting full-time experience requirements.
