• Add up to four 2-digit numbers

What’s the Right Amount of Homework?

Decades of research show that homework has some benefits, especially for students in middle and high school—but there are risks to assigning too much.

Many teachers and parents believe that homework helps students build study skills and review concepts learned in class. Others see homework as disruptive and unnecessary, leading to burnout and turning kids off to school. Decades of research show that the issue is more nuanced and complex than most people think: Homework is beneficial, but only to a degree. Students in high school gain the most, while younger kids benefit much less.

The National PTA and the National Education Association support the “ 10-minute homework guideline ”—a nightly 10 minutes of homework per grade level. But many teachers and parents are quick to point out that what matters is the quality of the homework assigned and how well it meets students’ needs, not the amount of time spent on it.

The guideline doesn’t account for students who may need to spend more—or less—time on assignments. In class, teachers can make adjustments to support struggling students, but at home, an assignment that takes one student 30 minutes to complete may take another twice as much time—often for reasons beyond their control. And homework can widen the achievement gap, putting students from low-income households and students with learning disabilities at a disadvantage.

However, the 10-minute guideline is useful in setting a limit: When kids spend too much time on homework, there are real consequences to consider.

Small Benefits for Elementary Students

As young children begin school, the focus should be on cultivating a love of learning, and assigning too much homework can undermine that goal. And young students often don’t have the study skills to benefit fully from homework, so it may be a poor use of time (Cooper, 1989 ; Cooper et al., 2006 ; Marzano & Pickering, 2007 ). A more effective activity may be nightly reading, especially if parents are involved. The benefits of reading are clear: If students aren’t proficient readers by the end of third grade, they’re less likely to succeed academically and graduate from high school (Fiester, 2013 ).

For second-grade teacher Jacqueline Fiorentino, the minor benefits of homework did not outweigh the potential drawback of turning young children against school at an early age, so she experimented with dropping mandatory homework. “Something surprising happened: They started doing more work at home,” Fiorentino writes . “This inspiring group of 8-year-olds used their newfound free time to explore subjects and topics of interest to them.” She encouraged her students to read at home and offered optional homework to extend classroom lessons and help them review material.

Moderate Benefits for Middle School Students

As students mature and develop the study skills necessary to delve deeply into a topic—and to retain what they learn—they also benefit more from homework. Nightly assignments can help prepare them for scholarly work, and research shows that homework can have moderate benefits for middle school students (Cooper et al., 2006 ). Recent research also shows that online math homework, which can be designed to adapt to students’ levels of understanding, can significantly boost test scores (Roschelle et al., 2016 ).

There are risks to assigning too much, however: A 2015 study found that when middle school students were assigned more than 90 to 100 minutes of daily homework, their math and science test scores began to decline (Fernández-Alonso, Suárez-Álvarez, & Muñiz, 2015 ). Crossing that upper limit can drain student motivation and focus. The researchers recommend that “homework should present a certain level of challenge or difficulty, without being so challenging that it discourages effort.” Teachers should avoid low-effort, repetitive assignments, and assign homework “with the aim of instilling work habits and promoting autonomous, self-directed learning.”

In other words, it’s the quality of homework that matters, not the quantity. Brian Sztabnik, a veteran middle and high school English teacher, suggests that teachers take a step back and ask themselves these five questions :

• How long will it take to complete?
• Have all learners been considered?
• Will an assignment encourage future success?
• Will an assignment place material in a context the classroom cannot?
• Does an assignment offer support when a teacher is not there?

More Benefits for High School Students, but Risks as Well

By the time they reach high school, students should be well on their way to becoming independent learners, so homework does provide a boost to learning at this age, as long as it isn’t overwhelming (Cooper et al., 2006 ; Marzano & Pickering, 2007 ). When students spend too much time on homework—more than two hours each night—it takes up valuable time to rest and spend time with family and friends. A 2013 study found that high school students can experience serious mental and physical health problems, from higher stress levels to sleep deprivation, when assigned too much homework (Galloway, Conner, & Pope, 2013 ).

Homework in high school should always relate to the lesson and be doable without any assistance, and feedback should be clear and explicit.

Teachers should also keep in mind that not all students have equal opportunities to finish their homework at home, so incomplete homework may not be a true reflection of their learning—it may be more a result of issues they face outside of school. They may be hindered by issues such as lack of a quiet space at home, resources such as a computer or broadband connectivity, or parental support (OECD, 2014 ). In such cases, giving low homework scores may be unfair.

Since the quantities of time discussed here are totals, teachers in middle and high school should be aware of how much homework other teachers are assigning. It may seem reasonable to assign 30 minutes of daily homework, but across six subjects, that’s three hours—far above a reasonable amount even for a high school senior. Psychologist Maurice Elias sees this as a common mistake: Individual teachers create homework policies that in aggregate can overwhelm students. He suggests that teachers work together to develop a school-wide homework policy and make it a key topic of back-to-school night and the first parent-teacher conferences of the school year.

Parents Play a Key Role

Homework can be a powerful tool to help parents become more involved in their child’s learning (Walker et al., 2004 ). It can provide insights into a child’s strengths and interests, and can also encourage conversations about a child’s life at school. If a parent has positive attitudes toward homework, their children are more likely to share those same values, promoting academic success.

But it’s also possible for parents to be overbearing, putting too much emphasis on test scores or grades, which can be disruptive for children (Madjar, Shklar, & Moshe, 2015 ). Parents should avoid being overly intrusive or controlling—students report feeling less motivated to learn when they don’t have enough space and autonomy to do their homework (Orkin, May, & Wolf, 2017 ; Patall, Cooper, & Robinson, 2008 ; Silinskas & Kikas, 2017 ). So while homework can encourage parents to be more involved with their kids, it’s important to not make it a source of conflict.

Second grade teacher Stacey S. shares, “I give my kiddos about 10 minutes to complete morning math problems. Then I choose a student to come up to ‘teach’ the first problem by sharing strategies and solutions. That student asks if everyone agrees or disagrees and chooses another student for the next problem, if everyone agrees. If there is disagreement with his answer, they discuss alternatives. The students are in charge for the first 30–45 minutes of the day! My favorite time of the day!”

After researching and learning about a topic, have students use an A-B-C format to share knowledge they have learned.

Digital tools make adding thoughts to a personal word wall easy. Ask each student to add words they do not know from books they are reading. Have students look up the meaning in a dictionary or ask a peer to help them define the word and add a picture or voice recording.

What can your students teach others? Procedural writing is an excellent way for students to become experts in a topic and feel confident about their ability to share the information with others.

40. Become the masked reader

Take a clue from the Masked Singer television show to make reading fluency practice less stressful and way more fun.

This is especially helpful for ELLs and struggling readers since they can practice, record, delete, and try again to produce their best work. Their work can also remain completely private if the reader is not unmasked.

41. Make safety PSAs

Public service announcements are a great way to get students to back up claims with evidence and practice argument writing without conflict.

2nd Grade Homework

• The general rule is 10 minutes of homework for every grade level.  That would be 20 minutes for 2 nd grade.  I don’t include reading at home when I’m talking about homework.  So I expect 20 minutes (or so) of homework and 20 minutes of at-home reading.
• I only assign homework Monday-Thursday (again reading is not included in this).
• No parent assignments.   If it’s a project that parents are going to have to orchestrate it’s not helping the kids.
• The kids should be able to complete it as independently as possible.  I love the idea that parents sit with their children and help them finish their work each night, but with many families at our school that never happens.
• Nothing on the homework is new material.  If I haven’t taught it, it doesn’t belong on a homework page.  The purpose is to reinforce what’s already been taught and to show parents what’s happening in class.  If a child is struggling on the homework (with content that should have been mastered) it’s a sign to parents and me that the child needs some support.
• I don’t do a lot of worksheets in class.  This homework gives my students exposure to the format of many end-of-year test questions.
• If they come to school without their homework, they finish it during morning recess.  They almost always finish it with at least 5 minutes to spare, so I know the assignments don’t take longer than 10-15 minutes.

But what does the research say?  Harris Copper, a psychology and neuroscience professor at Duke University and the nation’s leading expert on homework (what a boring job!), reviewed 100+ homework related studies from the past decade.

His findings?  Well, apparently homework in the elementary grades does little to help student achievement.  Kids who do their homework aren’t necessarily going to outperform their non-homework doing classmates.  In high school, it’s a different scenario, but for the little ones it isn’t that crucial.

“However, we support assigning homework to younger elementary-school children due to its potential long-term developmental impact,” Dr. Cooper says, “It helps elementary students develop proper study skills which, in turn, influence grades.”

And from Cathy Vatterott (former teacher, associate professor of education at the University of Missouri—St Louis, and author of Rethinking Homework) we find that the value of homework is in “reinforcing or practicing skills already learned and giving (teachers) feedback to check for understanding.”

Alright, well I’m not totally out in left field.  So what do I do?

On Monday 3 things go home:

• Timed 1 minute fluency story (more about this here ).  This is the only homework that can’t be done without a parent or older sibling helping.  If it doesn’t come back to school at the end of the week, there is no consequence for the student because this is a parent that has dropped the ball, not the child.
• Spelling practice (read about it here ).  To be completed a little at a time or all on Thursday night.  If this doesn’t come back to school on Friday morning, they must practice their spelling words 2 times during morning recess (it takes less than 5 minutes).
• What we call a “half-sheet” because it’s a half-sheet.  Clever, right?  🙂   It’s a half-sheet of paper with language arts practice on one side and math on the other.  Some of my coworkers send all 3 half-sheets on Monday and give them the week to do it.  I send them one at a time and expect it back the next day.

We do 3 half-sheets a week (or less if it’s a short week).  I don’t send it home on Thursdays so they have time to finish up the spelling practice.

There are 5 main strands for language arts.

The emphasis is on practicing vowel sounds, but there are also some consonant skills.  The sequence of phonics skills aligns with our morning work book practice.

Comprehension

Covering topics from the common core like contractions, plurals, past tense, etc.  I also toss in some sight word review if it will fit on the page.

Sometimes the students are composing the writing.

A lot of times students are asked to edit writing because that’s a big part of our end-of-year test and no matter how much writing we do in-class, the transfer of skills to the test format doesn’t happen automatically.

This strand is pretty eclectic.  There’s practice with compound words and synonyms.  There’s also some word analogies, glossary practice, and collective noun review.  Sometimes they learn new words (using a modified Frayer model graphic organizer).

These 5 language art strands cycle through every 5 days of the homework.  It’s the same with math.

Place Value

This is huge in the 2 nd grade common core for a reason.  A firm understanding of our base-10 system and how to use it to understand and solve problems is essential for more complex mathematics.  ESSENTIAL!

In the homework pages, the sequence of these skills follows the outline from Singapore math and the Learning Trajectories .  Are you familiar with the Trajectories?  A fabulous book!  Assuming you have $45 to spend (!!) it will change the way you teach math.

Anyway, the place value pages build on those ideas.  There’s practice of building numbers within ten.  Working with ones and tens, making numbers with hundreds, and using place value patterns to problem solve.

What you won’t find are any pages with problems like this:

I debated this for a while.  I used to have problems like that.  But here’s why I decided against it.

The common core says this for 2 nd grade:

Add and subtract within 1000, using concrete models or drawings and strategies based on place value, properties of operations, and/or the relationship between addition and subtraction…

It says nothing about using the algorithm.  And while the algorithm (step-by-step adding the ones , regrouping a ten if necessary, adding the tens, etc.) isn’t the enemy, teaching it too early stops the development of deeper thinking.

So when students see problems written like this:

And, more importantly, when parents see problems written like that, the reaction is to follow the algorithm regardless of a student’s readiness or understanding.   I found that when I sent home problems like that, all of the amazing, creative thinking and problem solving perseverance that I’d nurtured like a rare orchid was crushed under the booted foot of, “Look what my mom showed me!”   No longer were they interested in how the solved the problem or why their strategy worked.  They just wanted to follow the steps and be done.

So, no more.

• Recognize what they’ve mastered and
• Figure out how to master the rest.  Strategies, strategies, strategies!  All those great strategies we’ve learned in class (doubles +1, make a ten, etc.) get practiced here.

Problem Solving

Each problem solving page has 3 problems and plenty of work room.  Topics cover addition, subtraction (1 and 2-step problems), comparisons, multiplication, division, money, and writing their own story problems.

Even though there aren’t any 3-digit addition pages, there are plenty of story problems using 2 and 3-digit numbers.  Why?

Well, using larger numbers helps students solidify their base-10 understanding.  If they have to decompose 186 into 100+80+6 in order to figure out a problem, you can bet they’re really thinking about the numbers and how place value can help them find the answer.  Also, in a problem solving format, students are more likely to solve it in a way that makes sense rather than following meaningless steps.

Students get a chance to practice tally charts, bar graphs, pictographs, line graphs, data tables, and line plots.

I hadn’t done much with line plots before they were in the core.  I really enjoyed making some up for these homework pages.

This is where you’ll find questions about telling time, counting coins, even and odd, greater than/less than, geometry, even more place value, measurement, and fractions.

Business files class-action suit against Dali managers in bridge collapse

A small business in Baltimore became the first private entity to file a lawsuit against the owner and the manager of the container ship that crashed into the Francis Scott Key Bridge a month ago, a disaster that killed six people, destroyed a major roadway and crippled business in the Port of Baltimore.

The lawsuit was filed in U.S. District Court in Maryland on Thursday by a team of attorneys representing American Publishing LLC, an enterprise owned by a woman and her husband, who claim in court documents that their April profits plummeted as a direct result of the Key Bridge collapse.

The suit, filed as a class action, seeks to include all other businesses or individuals who were affected by the disaster.

Roy Mason, one of the lead attorneys on the case, said in an interview that class — if certified — could include thousands of affected businesses in the region.

Mason called the story of American Publishing and its owners, Karen and Charles Austin, a “harbinger.”

“It’s like the community has been stunned by what happened,” Mason said.

The class-action suit alleges that the Dali’s owner, Grace Ocean Private Ltd., and manager, Synergy Marine Pte Ltd., knowingly allowed an “unseaworthy” vessel to leave the port — a decision that American Publishing’s attorneys say negates the argument the companies made weeks ago that their monetary liability for the collapse should be limited to $43.6 million.

A spokesperson for Synergy Marine and Grace Ocean did not immediately respond to a request for comment.

The filings come amid a flurry of legal activity in recent weeks, as the FBI and the U.S. attorney’s office in Maryland opened a criminal probe and maritime attorneys began teaming up with civil and government lawyers to seek accountability in court for the March 26 crash.

Earlier this week, attorneys representing Baltimore Mayor Brandon Scott (D) and the City Council — on behalf of the city’s residents — said in court documents also filed in Maryland’s federal court that the bridge’s collapse was caused by “negligence of the vessel’s crew and shoreside management.”

Thus far, the city and American Publishing are the only two entities to have responded in court to the joint petition filed by Grace Ocean and Synergy Marine in early April. But more activity is expected in the coming weeks and months.

Maryland Attorney General Anthony G. Brown (D) said in a statement Wednesday that his office has been “preparing for litigation” and appointed a special assistant attorney general to lead the effort. Brown said the office has been working with maritime attorneys on an interim basis until a permanent outside legal team is selected next week.

Brown toured the wreckage Wednesday as a team of maritime experts working for his office boarded the Dali to examine its damage and contents for about 10 hours, according to a statement from his office.

For the past month, the crew of the Dali, which is predominantly Indian and Sri Lankan, has remained aboard the massive container ship as investigators from the National Transportation Safety Board, the Coast Guard and the FBI have searched the vessel and conducted interviews.

The NTSB probe began immediately after the crash, and officials have said the agency expects to release a preliminary report on its independent probe in early May.

Baltimore bridge collapse

Separately, the FBI obtained a search warrant and boarded the ship on April 15, according to a statement from the U.S. Justice Department. Federal authorities have not said what they were searching for on the vessel, but in a statement Thursday, a faith-based advocacy organization called the Seamen’s Church Institute said that the FBI confiscated the crew’s cellphones as part of its ongoing investigation.

Even a month after the crash, much remains unknown about the Dali’s crew. The Seamen’s Church Institute said in its statement that staff members with the organization were able to board the ship in early April and that it has since dispatched a chaplain team with fluency in Hindi and Tamil. The chaplains worked with the Coast Guard to obtain replacement phones for the crew to mitigate their “sense of isolation” and to enable “communication with loved ones,” the SCI statement said.

Andrew Middleton, director of the local chapter of Apostleship of the Sea, said an inspector with the ITF Seafarers union and a representative from a Sri Lankan union were in Baltimore on Wednesday.

At least one surviving victim of the Key Bridge collapse, Julio Adrian Cervantes Suarez, and the families of two of the dead, Alejandro Hernandez Fuentes and José López, have retained their own attorneys from Stewart Miller Simmons Trial Attorneys and Kreindler & Kreindler, though they have not yet filed anything in court. Fuentes and López died after they fell into the Patapsco River. Cervantes, who also fell into the frigid waters, is the only person to survive the fall.

Thursday’s class-action filing cited the same Associated Press article mentioned in Baltimore City’s claim, in which someone identified as a “person with knowledge of the situation” told the publication that alarms on the Dali’s refrigerated containers sounded while the ship was docked in Baltimore.

Neither filing detailed any other evidence to support negligence claims.

Attorneys for the Austins wrote in the filings that their publishing business saw an 84 percent decrease in income when comparing April 2023 with April 2024. American Publishing has been operating since 2007, producing an Armed Forces Directory for local military families and a cybersecurity magazine that relies heavily on collaboration and advertising of local businesses that were also affected by the collapse, according to court documents.

The 2024 NFL Draft saw an unprecedented four quarterbacks taken in the top 10 and six taken in the top 12 as the talent pool was stacked heading into the new season. 

As those rookies get acclimated to their new teams, a group of highly talented quarterbacks await their turn in the 2025 NFL Draft .

College football is set to have another talented group of quarterbacks potentially hit the NFL Draft next year, but they must first cement their draft stock during the 2024-2025 collegiate campaign. 

Who are some top options to watch? Let’s break them down, starting with one who received tons of national spotlight despite a poor team record last season.

Shedeur Sanders – Colorado 

Sanders, the son of Buffaloes head coach Deion Sanders, has already solidified himself as one of the most intriguing quarterback prospects ahead of the 2025 Draft.

He’s mobile, he’s confident passing in the pocket, he’s accurate, he’s strong both in his arm and his legs. Sanders possesses the qualities teams want to see in a potential franchise man. 

He decided to forgo the draft this year, opting to run it back with his father at Colorado, where they had a putrid season despite starting 3-0. They finished 4-8 on the season (1-8 in Pac-12 play) in Sanders’ first season with the Buffaloes.

The 6-foot-2-inch, 215-pound signal-caller had 3,230 yards with 27 touchdowns and just three interceptions over 11 games last season, passing for a 69.3% completion rate on 430 attempts. 

Sanders possesses NFL pedigree, considering his father’s Hall of Fame achievements, and evaluators are looking to see what he can do in year 2, when he will hopefully have a better offensive line that doesn’t force him to scramble too much and force throws into areas where he shouldn’t.

Quinn Ewers – Texas

He led the Longhorns to a College Football Playoff appearance last season, eventually falling to Michael Penix Jr., the No. 8 overall pick in this year’s draft, and the Washington Huskies. 

Ewers was another player who could’ve gone out into the NFL, but he decided to stay with head coach Steve Sarkisian and see if they can make it to the national title game this time. 

Armed with tremendous talent at wide receiver, including Kansas City Chiefs first-round pick Xavier Worthy, Ewers’ second year at Texas saw 3,479 yards with 22 touchdowns and six interceptions over 12 games. It was a significant improvement from his 2,177 yards and 15 touchdowns over 10 games in 2022. 

Ewers, a strong pocket passer, and Sarkisian, a quarterback guru, will continue working together to see if he can fulfill the rating as the top player and quarterback in his high school class. Footwork and deep-ball accuracy will be areas to watch for Ewers in 2024. 

Carson Beck – Georgia

Beck and the Bulldogs appeared on their way to repeat as national champions last season before losing to Alabama in the SEC Championship Game, which ultimately left them without a spot in the College Football Playoff.

Beck returns to Georgia and head coach Kirby Smart for a fifth season after finally getting the chance to be the team’s full-time starter. He had 3,941 yards with 24 touchdowns and six interceptions with a 72.4% completion rate.

He has the prototypical quarterback build at 6 feet 4 inches tall and 215 pounds, and his play shows a traditional pocket passer who can deliver the ball anywhere thanks to precise mechanics and the ability to feel and navigate pressure.

Experience is the big kicker for Beck, which is why he’s returning this season. It’s in 2024-2025 when Beck can solidify a first-round selection with more solid play for the Bulldogs.

Jalen Milroe – Alabama

Kalen DeBoer heads from Washington to Alabama, where he shoulders tons of expectations after taking over the Crimson Tide program from Nick Saban, who surprisingly retired after a College Football Playoff run last year.

But what helps DeBoer and his offensive mind is having Milroe return as quarterback for Alabama, where he could elevate his draft stock just like Penix did when he joined the Huskies two years ago.

Milroe had 2,834 yards with 23 passing touchdowns while also rushing for 531 yards and 12 touchdowns on his way to falling just short of the national title game.

The expectation is Milroe will unlock another level of play under DeBoer in 2024. NFL teams will want to see more of what Milroe worked on this spring: progressions and pocket presence before taking off with his signature elusive abilities.

A Heisman Trophy might be in Milroe’s future if he can continue developing toward the first-round talent many expect him to be. 

Cam Ward – Miami

The Hurricanes’ program decided to keep Ward from entering the draft this year. Ward was a star at Washington State this past season, throwing for 3,726 yards with 25 touchdowns and seven interceptions with a 66.6% completion rate. This came after he totaled 23 touchdowns and 3,232 yards in 2022.

Ward’s experience was also seen at FCS school Immaculate Word, which brings him to his fifth collegiate season in Miami, where he could raise his draft stock.

This is expected to be Ward’s toughest task yet with the Hurricanes while playing in the ACC. And while he isn’t considered first-round talent, that can all change just like Michigan’s J.J. McCarthy did on his way to a national title last season.

Biden administration plans to drastically change federal rules on marijuana

The Biden administration is poised to make a landmark change to the federal government's position on marijuana with a proposed plan that would no longer consider marijuana among the most dangerous and addictive substances . 

In what would be the biggest change in marijuana policy the federal government has taken since pot was first outlawed, the Drug Enforcement Administration will take public comments on a plan to recategorize marijuana under the Controlled Substances Act, according to a source familiar with the process. The news was first reported by The Associated Press .

The Department of Justice will send its recommendation to reclassify marijuana from a Schedule I drug to a Schedule III drug to the White House Office of Management and Budget, according to the source, who was not authorized to speak publicly. The Justice Department is expected to transmit the recommendation today, the source said.

The plan wouldn't legalize marijuana at the federal level outright, but it would reclassify it from a Schedule I drug – believed highly dangerous, addictive and without medical use – to a Schedule III drug that can be lawfully prescribed as medication. Marijuana has been a Schedule I drug since the Controlled Substances Act was signed in 1970.

“It is significant for these federal agencies, and the DEA and FDA in particular, to acknowledge publicly for the first time what many patients and advocates have known for decades: that cannabis is a safe and effective therapeutic agent for tens of millions of Americans," said Paul Armentano, deputy director of the National Organization for the Reform of Marijuana Laws, or NORML, which advocates for cannabis to be removed altogether from the list of controlled substances.

This bureaucratic move is only a small step toward what advocates hope will be full legalization of the drug. However, the new proposed classification does not fully address the inconsistencies between federal restrictions and the laws in a growing number of states that have authorized medical and recreational use of pot. 

Twenty-four states and Washington, D.C., have legalized the recreational use of marijuana, and 14 other states authorize it for medical use, according to the Pew Research Center .

“Rescheduling the cannabis plant to Schedule III fails to adequately address this conflict, as existing state legalization laws – both adult use and medical – will continue to be in conflict with federal regulations, thereby perpetuating the existing divide between state and federal marijuana policies," Armentano said in a statement.

The federal proposal to reschedule marijuana would have broad support among voters. A nationwide survey last fall commissioned by the Coalition for Cannabis Rescheduling Reform found nearly 60% of likely voters supported rescheduling, with 65% of younger voters 18 to 25 favoring it, the highest of any demographic group polled. Overall, the number of Americans who think marijuana should be legal reached a record high at 70%, according to a Gallup poll in the fall.

For decades, marijuana has been listed under the Controlled Substances Act as a Schedule I drug, alongside heroin, LSD and ecstasy. The act categorizes drugs based on their potential for abuse, addiction and medical use. Schedule I drugs are outlawed under federal law level and deemed to be without accepted medical use. 

In 2022, President Joe Biden directed the Department of Health and Human Services to conduct a review of how marijuana is classified; and last year HHS recommended it be rescheduled to Schedule III, alongside drugs like Tylenol with codeine and anabolic steroids. The Justice Department did its own analysis and reached the same conclusion, the source said.

The proposal will undergo a public review period; the source did not say when the proposed rule would be open to public comment.

Rep. Andy Harris, R-Md., has previously criticized federal efforts to change Marijuana's classification . Harris was a physician at the Johns Hopkins Hospital, according to his online biography .

"Removing restrictions on an addictive gateway drug like Marijuana is a dangerous mistake. Numerous studies, including a recent and reputable study published by JAMA, points to the negative impact recreational marijuana has on the body and brain," Harris said in a Tuesday social media post on X, formerly known as Twitter.

Experts previously told USA TODAY that marijuana’s placement on Schedule I was not based on credible scientific evidence of its perils, but once it was listed, researchers and advocates faced a heavy burden trying to prove it shouldn’t face such stiff restrictions. 

What exactly does rescheduling cannabis mean?

Placing marijuana in Schedule III puts it on par with drugs, such as ketamine, testosterone, anabolic steroids or Tylenol with codeine, that have “moderate to low potential for physical and psychological dependence,” according to the DEA.

Schedule III drugs can be legally prescribed by licensed health care providers and dispensed by licensed pharmacies. Rescheduling could also help resolve a massive federal tax burden that has been placed on cannabis companies – which were effectively seen as drug traffickers for tax purposes.

But rescheduling marijuana doesn’t make it legal to use recreationally, and it doesn’t change much about current state cannabis programs, said Jay Wexler, who teaches a seminar about marijuana laws at Boston University. It would still a controlled substance even with the new announcement

Wexler and other policy experts and advocates say rescheduling is not a solution, but it could be a sign the federal government is catching up with public opinion and consensus in the medical field that there are therapeutic benefits to marijuana, along with some risks.

"Rescheduling is a step forward, but it is not nearly enough. And there's no reason to keep cannabis in the Controlled Substances Act,” Wexler previously told USA TODAY.

What are the possible risks of marijuana?

Because of its classification, marijuana has been hard to study. But the move to reschedule marijuana is due in large part to its lower public health risk, federal scientists have said.

In a leaked HHS document , officials wrote to the DEA to support lowering its classification to Schedule III. Its risk for addiction was lower than other drugs and it had medical benefits, unlike Schedule I and II drugs, HHS researchers said. 

Still, scientists said, users develop moderate to low physical dependence on it, and there is some risk of psychological dependence. However, they noted, the withdrawal symptoms are “relatively mild” compared with alcohol. Marijuana is more comparable to tobacco, they said.

There are no known deaths from a marijuana overdose, according to the National Institute on Drug Abuse , or NIDA. But it does affect physical and mental health.

Marijuana can cause permanent IQ loss for people who begin using it at a young age, the institute said. Additionally, long-term use has been associated with temporary paranoia and hallucinations, and it can exacerbate symptoms with disorders such as schizophrenia, NIDA said.

Marijuana smoke has a similar health impact to tobacco smoke. NIDA found people who smoke marijuana frequently develop issues with breathing, akin to tobacco smokers. 

Smoking cannabis, the most common way to consume the drug, may have additional risks because of particulate matter a person inhales, according to a recent study in the Journal of the American Heart Association . Researchers noted cannabis smoke isn’t all that different than tobacco smoke, the only difference being the added effect of the psychoactive drug THC in marijuana rather than nicotine in tobacco.

Respiratory issues include daily cough, phlegm and a higher risk of lung infections, however, the institute said it’s unclear if marijuana causes a greater risk of lung cancer. 

Smoking marijuana also increases heart rate, which can increase the chance of heart attack, especially among older people and people with heart conditions. The Heart Association journal study linked increased cannabis use with an increased risk of heart attack and stroke. 

“Despite common use, little is known about the risks of cannabis use and, in particular, the cardiovascular disease risks,” the study’s lead author, Abra Jeffers, a data analyst at Boston’s Massachusetts General Hospital, said in a statement. “The perceptions of the harmfulness of smoking cannabis are decreasing, and people have not considered cannabis use dangerous to their health. However, previous research suggested that cannabis could be associated with cardiovascular disease.” She noted that smoking cannabis, which is the predominant way it is used, could pose other risks because it involves inhaling particulate matter.

In the study published in late February, researchers examined Centers for Disease Control and Prevention survey data of over 400,000 adults from 2016 to 2020, looking at self-reported cannabis use with cardiovascular outcomes, such as heart disease, heart attacks and strokes. 

People who used marijuana daily had a 25% higher chance of having a heart attack and a 42% higher chance of stroke than those who didn’t use it at all.

Proposal reflects potential for health benefits

The cannabis plant has been used for medicinal purposes for centuries if not millennia. It appears to help with treating pain , insomnia, anxiety, and glaucoma, among other health conditions. Still, evidence is mixed and more research into its health benefits is needed, researchers at Johns Hopkins Bloomberg School of Public Health said in August.

While the FDA hasn’t approved the cannabis plant for any medical use, federal regulators have approved several drugs containing cannabinoids, or substances such as THC or CBD found in the cannabis plant, according to the National Institutes of Health .

These include Epidiolex, a purified form of CBD ingested orally, that is FDA-approved to treat seizures associated with two severe forms of epilepsy. Marinol and Syndros both contain synthetic THC and are used to treat nausea and vomiting caused by chemotherapy. Nabilone, another synthetic similar to THC, is approved as the brand name drug Cesamet for people with HIV/AIDS who experiencing weight loss and appetite loss.

A 2017 federal report found cannabis or cannabinoids were more likely to reduce pain symptoms for patients with chronic pain. Additionally, there is some evidence that cannabis is effective in treating symptoms of multiple sclerosis, particularly addressing the stiff or rigid muscles caused by the disease. One cannabinoid drug, nabiximol, a mouth spray that has both THC and CBD, has been approved in several countries but not in the U.S. Under the brand name Sativex, it has shown pain relief for people with cancer or multiple sclerosis.

Other research has examined cannabis’ uses to treat post-traumatic stress disorder, but the NIH said the evidence is mixed.

Class 4A: Silo 13, Dale 4

Silo will always decline to dim its confidence on the bright stage.

The most significant moments exemplify the Rebels' fearlessness — so much so that they capped off their season on a 13-game win streak while battling through district, regional and state tournament action.

Silo remained assertive on Tuesday, capturing its first-ever slowpitch state championship.

"In the offseason, I think we knew that we had a strong chance to win it all," Silo head coach Mike Lawless said. "We didn't start off playing great, but we just kept our focus on doing what needed to be done to get a step better every week."

Silo outlasted its long-time rival Dale 13-4 for a Class 4A state title after defeating Oktaha and Pocola in the first two rounds.

Dale jumped out to a 4-2 lead in the third inning following back-to-back home runs from Teague Muncy and Heartly Synder. However, those runs would be the final time that the Pirates would cross home plate. 

The Rebels then scored 11 points unanswered runs for the run-rule win. Silo sophomore Connie Tubby drove in five runs, including a three-run home run in the sixth inning. 

Silo kept the bats hot for the remainder of the sixth inning and finished the night with 17 total hits.

"Our mindset since we got into the month of April has been to make history," Tubby said. "The feeling is unreal. I feel like after we fell short in fastpitch, it made us really want to win and slowpitch. To see it all pay off is just hard to put into words."

The win gives the Rebels its third state championship in softball, winning two fastpitch titles in 2019 and 2021.

Lawless knew Silo had a tough road heading into the postseason but says his trust in the group led him to believe that it would have nothing to worry about in the end.

"What we do for kids is try to change their lives," Lawless said. "Investing in their beliefs and motivating them are the meaningful things that we try to do to get the best out of them. Everyone was pushed to their best these past few weeks, and it's beautiful to see the results."

Class 5A: Tecumseh 9, Washington 6

Perry Wilson turned to hug his assistant coaches while grinning ear to ear. 

Players expected the display of emotion by the Savages' 28-year head coach. Next, a sea of fans donning black and yellow roared with approval simultaneously as the team hopped around in celebratory fashion.

For the first time in program history, Tecumseh is the Class 5A slowpitch state champion.

"This is a feeling I'll never forget," Wilson said following Tecumseh's 9-6 win over Washington. "I've been to 23 state tournaments and eight finals, so finally getting one means the world to me. This says a lot about our program and how we have such a great group of girls. It took each and every one of us to do it."

Trailing by three runs in the bottom of the fifth inning, Tecumseh kicked into high gear.

The Savages broke the game open in their next inning, erupting to score six runs. Junior shortstop Katie Overstreet spearheaded the much-needed spark for Tecumseh during the stretch. She hit two home runs on the day while scoring twice after being walked.

Overstreet feels her efforts helped "break the curse" surrounding the Tecumseh program.

"We didn't like coming here twice before and finishing as runner-ups," Overstreet said. "I think our comeback was just inevitable. We're fighting every ending, and it's bound to happen. We've prayed that this would happen, and I truly believe that it was all God."

Above all, Tecumseh's run is a testament to the adversity endured throughout Wilson's tenure.

The Savages spent 15 years battling with the heavyweights of Class 6A before dropping down to Class 5A. In that time, the program inched closer toward championships, or what Wilson calls the "pinnacle of success" in Oklahoma high school softball.

Wilson is hungry for more now.

"This trophy just builds our program, and I think it's going to make us even stronger next year," Wilson said. "I couldn't appreciate these girls more for their togetherness and approach to the game every single day. It means the world to them and me."

Class 6A: Mustang 14, Southmoore 3

Eden Anderson strived for vengeance as she prepared for a state tournament run.

She sought to relive the troubling times as motivation, never forgetting Mustang's three regular-season losses. Moore and Choctaw refunded their early-season wins over the Broncos in the quarterfinals and semifinals of the Class 6A tournament. 

Yet, one opposition remained. Anderson took the plate and completed her cycle, embracing her disdain for Southmoore with a game-changing grand slam in the bottom of the fourth.

"I just really wanted my redemption," Anderson said following Mustang's 14-3 win over Southmoore for a second straight title. "I saw each game as its own kind of revenge game after losing to those teams early this year. And to just see how we all approached the day and winning another title, I'm so proud of all the things we did this year."

Anderson's home run was the nail in the coffin. The Southern Nazarene signee's hit sent fans into a frenzy, catapulting Mustang to a seven-run lead. 

With the win, the Broncos became the first Class 6A team to capture back-to-back slowpitch titles since Westmoore in 2003.

"The mindset today was to just play with our hearts on the line," Broncos sophomore Alexis Kierstead said. "I know if they walk Eden, I'm going to hit her in and vice versa. None of this would be possible without having strong confidence in each other like we always do."

Kierstead initiated Mustang's dominant efforts with a grand slam of her own in the third inning for a three-run lead. Then, a walk-off, three-run home run from senior Shaye Rowe triggered the run rule in the fifth inning to secure the win.

Mustang started its season struggling. Frustrations rose as a 2-2 start stifled expectations shortly. But soon after spring break, the Broncos sparked a 15-game win streak and dropped just one game to end the season.

Head coach Lacy Darity views the early season bounce back as a testament to her team's toughness.

"Our girls battled through adversity all year, so it's great to see them rewarded for their work," Darity said. "I want them to leave a legacy here that'll be special and for future classes to aspire to be. I couldn't be more proud of them for representing this school with their play all season long. It's been a pleasure to coach them."

Dallas Cowboys’ 2024 Draft Class Ranked 10th Best by The Athletic's Dane Brugler

The Cowboys addressed the trenches with their early picks. Tyler Guyton (OT) at #29, Marshawn Kneeland (Edge) at #56, and Cooper Beebe (OG) at #73 were all highly ranked by Brugler. Tyler Guyton was 27th, Marshawn Kneeland was 32nd and Cooper Beebe was 38th overall on his final overall rankings.

Brugler also emphasizes that the Cowboys recognized the need for a pass rusher, which was somewhat of an underrated need. Marshawn Kneeland’s power versus the run and untapped pass rush ability stood out for Brugler. His potential impact on the defense contributed significantly to the positive ranking.

The Cowboys’ draft class has a mix of immediate contributors and long-term prospects. While the absence of a running back surprised some, their overall selections earned them a respectable ranking in the 2024 NFL Draft, according to Brugler.
