My colleagues in the Union Cabinet Shri Ravi Shankar Prasad ji, Shri Sanjay Dhotre ji, all my colleagues, brothers and sisters associated with Digital India with different initiatives! Many congratulations to all of you on the completion of six years of the Digital India campaign!

This day is dedicated to India’s potential, resolve and limitless possibilities of the future. This day reminds us of our huge leap in the digital space as a nation in just 5-6 years.

It is the dream of the country to take India forward on the digital path at a rapid pace so that the life of every citizen becomes easier.  All of us are working day and night in realizing this dream. If there is a passion for innovation on one hand, there is also a passion to adopt those innovations rapidly on the other. Therefore, Digital India is the resolve of India. Digital India is the instrument for AatmaNirbhar Bharat and is also a manifestation of a strong India emerging in the 21 st  century.

Following the principle of Minimum Government – Maximum Governance, bridging the gap between the government and people, system and facilities, problems and solutions, eliminating the difficulties and increasing the convenience of the general public, was the need of the hour. And, therefore, Digital India is a great means of ensuring facilities for the common citizens and their empowerment.

A great example of how Digital India has made this possible is DigiLocker. Keeping school certificates, college degrees, driving licenses, passports, Aadhaar or any other documents has always been a major concern for people.  Many a times, important identity cards of people get destroyed in flood, earthquake, tsunami, or fire. But now all the documents from the 10th, 12th, college, university mark sheets can be stored in DigiLocker easily. In the midst of Corona, colleges in many cities are carrying out verification of school certificates for admission with the help of DigiLocker.

Now the procedures have not only become convenient but faster due to Digital India be it applying for driving license or birth certificate, paying electricity or water bill, filing income tax return and many such services. And all these services are available to people at the CSC centres in villages. Digital India has also simplified the process of delivery of ration to the poor.

It is the power of Digital India that the resolution of One Nation, One Ration Card is being fulfilled. Now migrating to another state does not require a fresh ration card.  One ration card is valid in the entire country. The families of workers who go to other states for work stand to benefit the most. I just had a conversation with one such colleague.

Recently, the esteemed Supreme Court has also given a very important decision related to this. There were some states which did not accept the One Nation, One Ration Card scheme. Now the Supreme Court has ordered those states to implement it immediately. I also hail the Supreme Court for this decision, because the scheme is for the poor and laborers and those who have to migrate for work. And such work gets priority if there is sensitivity.

Digital India is strongly paving for the resolve of AatmaNirbhar Bharat. Digital India is connecting even those people with the system who never imagined it. I have spoken to some beneficiaries now. They were proudly sharing their experiences regarding the change in their life due to digital solutions.

Could street vendors imagine they would become part of the banking system and would also get easy and cheap loans from banks? But it is becoming possible with the SVANidhi scheme. We often hear the news of disputes and insecurity related to houses and land in villages. But now drone mapping of village lands is being done under the Svamitva scheme. Villagers are getting legal documents of their houses digitally. Crores of fellow citizens of the country are now benefiting from the platforms developed for online education and delivering medicine.

Digital India is playing an important role in ensuring health facilities in remote areas. Someone from Bihar just told me how eSanjeevani came to the rescue of his grandmother in this difficult time. Our priority is that everyone should get good and health facilities on time. An effective platform under the National Digital Health Mission is currently underway for this purpose.

The digital solutions developed by India during the Corona period are also a topic of discussion and attraction all over the world today. One of the world’s largest digital contact tracing apps, Aarogya Setu, has helped a lot in preventing corona infection. Several countries are showing interest in India’s COWIN app for vaccination. They also want to take advantage of this scheme in their country. Having such a monitoring tool for the process of vaccination is proof of our technical proficiency.

We have realized how Digital India has smoothened our work style during the Covid times. Today we find somebody is working from the mountains or from the homestays developed in the villages. Imagine, what would have been the situation in the Corona period had there been no digital connection? Some people see Digital India is only for the poor. But this campaign has also changed the lives of the middle class and youth.

What would have happened to our millennials if there was no technology? Their daily routine would have been greatly affected had there been no cheap smartphones, internet and data. Therefore, Digital India means opportunity for all, facility for all and participation of all. Digital India means everyone’s access to the government machinery. Digital India means a transparent, non-discriminatory system and an attack on corruption. Digital India means saving time, labor and money. Digital India means faster and full profit. Digital India means Minimum Government, Maximum Governance.

Another special feature of the Digital India campaign is that a lot of emphasis has been laid on both the scale and speed of the infrastructure.  About 2.5 lakh Common Service Centers have provided Internet services in the villages of the country where it was once considered very difficult. Under the Bharat-Net scheme, work is going on a mission mode to provide broadband internet to villages.

Under the PM-WANI scheme, access points are being created across the country where broadband-WIFI-internet can be available at a bare minimum cost. This will greatly help the young peers and the children of our poor families in accessing online education. Plans are underway to make cheap tablets and other digital devices available in the country. The facility of the PLI scheme is being extended to the electronics companies of the country and the world in this regard.

It is a matter of pride for every Indian that India has emerged as one of the world’s leading digital economies. In the last 6-7 years, about Rs 17 lakh crore has been directly transferred to the bank accounts of the people under different schemes. We all have also seen the impact of the Digital India campaign during the Corona period. At a time when the developed countries were unable to send aid amounts to their citizens due to the lockdown, India was transferring thousands of crores of rupees directly into the bank accounts of the people. In this one-and-a-half years period of Corona, India has deposited about 7 lakh crore rupees to people’s bank accounts through DBT under various schemes. Business transactions worth about five lakh crore rupees take place every month in India through BHIM UPI.

Digital transactions have also brought an unprecedented change in the lives of farmers. Under the PM Kisan Samman Nidhi, Rs 1 lakh 35 crore has been deposited directly into the bank accounts of more than 10 crore farmer families. Digital India has also realized the spirit of One Nation, One MSP. This year, about 85,000 crore rupees has directly reached the bank accounts of the farmers following the record purchase of wheat. Till now, farmers of the country have made transactions worth more than 1.35 lakh crore rupees through the e-NAM portal.

One Nation, One Card will prove to be of great use as a single medium of payment for transport and other facilities across the country. With the advent of FASTag, the commute has become easier, cheaper and there is saving of time as well. Similarly, GST and eWay Bills have ensured both convenience and transparency in trade and business in the country. Just yesterday, GST has completed four years. Despite the Corona period, the GST revenue has been crossing the one lakh crore rupee mark continuously for the last eight months. Today more than 1.28 crore registered entrepreneurs are taking advantage of this. At the same time, government procurement from Govt e-Marketplace i.e. GeM has increased transparency and provided opportunities to small traders.

This decade is going to greatly enhance India’s capabilities in digital technology and its share in the global digital economy. That’s why top experts are looking at this decade as India’s Techade. It is estimated that dozens of technology companies in India will join the unicorn club in the next few years. The collective power of data and the demographic dividend will result in tremendous opportunities.

The 5G technology is going to make a big difference in every aspect of life all over the world. India is also geared up for this. Today, when the world is talking about Industry 4.0, India is a big partner in it. India is also aware of its responsibility as a data powerhouse. Therefore, continuous work is going on regarding every necessary provision for data protection.  Just a few days ago, an international ranking related to cyber security has been released. India has been included in the top-10 countries of the world in the ITU-Global Cyber ​​Security Index of more than 180 countries. Our ranking was 47 th  till a year ago.

I have full faith in the youth of India and in their ability. I am sure that our youth will continue to take digital empowerment to new heights. We have to keep trying together. With this desire that we will be successful in making this decade India’s Techade, I wish you all the very best again!

Its goals include the integration of services across departments and jurisdictions, making available the services in real-time from online platforms, achieving Universal digital literacy and making accessible Universal digital resources.

Digital India Initiative will provide each citizen with the basic services that have been lacking until now. The initiative touches essential areas such as healthcare, education, electricity, accessibility to food and water, crop booking, reporting crime etc. Under this initiative, the government plans to drastically improve internet connectivity throughout the country. As a result, free wifi connections have been provided at public places such as Airports, Railway Stations, Bus Terminals etc.

The government of India has initiated many schemes under the Digital India Initiative. Some of the schemes are listed below.

  • BharatNet- It was initially launched in 2011 as the  National  Optical  Fibre  Network  (NOFN)  program. By expanding the current fibre optic infrastructure towards the villages, the initiative hopes to connect all 250,000 village panchayats in the country, spanning over 625,000 villages.
  • Ayushman Bharat Digital Health Mission- One of the goals of the Ayushman Bharat Digital Health Mission is to create a record of certified hospitals, clinics, doctors, physicians, nurses and chemists. The preparation of these records will also help in avoiding forgery by fake medical institutions.
  • Aadhar- In its World Development Report 2016, the World Bank recognised the use of Aadhar cards as a digital ID for implementing direct cash transfer programmes, resulting in savings through diminished leakage and increased efficiency in public spending. Furthermore, transactions are directly paid to the recipients in their bank accounts through the Aadhaar Payment Bridge to make sure the advantages of the programmes reach the intended recipients.
  • DigiLocker- The Indian government set up the Digital Locker to provide access to government services as well as personal cloud storage. Individuals can view their own e-documents from any place and at any time using this platform. Furthermore, since all papers are stored in the cloud, they are easy to access.

On 11 December 2023, the Indian Prime Minister launched the Viksit Bharat @2047 scheme via a video conferencing platform. In this video conference, he declared the formal launch of this scheme along with its four pillars: Yuva (Youth), Garib (Poor), Mahila (Women) and Kisan (Framers).

Viksit Bharat represents a blueprint for India’s development. It aims to achieve the ‘India Great’ target by the year 2047; which was termed as ‘Amrit Kaal’. To achieve the Viksit Bharat objectives, the Indian Prime Minister aims to enable every Indian citizen to participate in the country’s development at their own level. PM Modi’s vision is strong and sustainable, where every individual will be offered decent living standards and an opportunity to serve their mother country. 

The government is encouraging investors to invest in India for advanced economic growth in the subsequent years. The sub-schemes launched under this mission show the government’s dedication to creating a favourable environment for economic growth and business development.

The government is constantly encouraging the youth to actively participate in the government’s schemes and engage in entrepreneurial activities. With schemes like Startup India, Made in India, and Digital India, more and more people are encouraged to participate in the government’s plans for India’s development.

India is currently ranked #5 in economic development in the world, where the nominal GDP is approximately USD 4 Trillion. However, the Indian government is planning to secure the 3rd spot in economic development by surpassing Japan and Germany.

When India invited delegates attending the G20 summit in September 2023 to dinner with “ the President of Bharat ,” rather than “the President of India,” it may have looked to the world like a simple case of postcolonial course correction.

The word “India” is, after all, an exonym – a placename given by outsiders. In this case, the name came from the British, who ruled the subcontinent from 1858 to 1947, a violent period of colonialism that later came to be called “the British Raj.”

“Bharat,” on the other hand, is the word for “India” in Hindi, by far the most spoken language in the nation . Alongside English, Hindi is one of two languages used in the Indian Constitution , with versions written in each language.

“Bharat” may, therefore, look like a well-reasoned and uncontroversial replacement for a term anointed long ago by outsiders – something akin to how Eswatini , Zimbabwe and Burkina Faso updated their countries’ names from the colonial designations “Swaziland,” “Rhodesia” and “Upper Volta,” respectively.

But the use of “Bharat” has elicited outcry from the political opposition, some Muslims, and Hindu conservatives in the south, reflecting ongoing tensions in India between language, religion and politics.

Two different language families

My book with fellow linguist Julie Tetel Andresen , “ Languages in the World: How History, Culture, and Politics Shape Language ,” covers the language history and politics of India.

Hindi is the most-spoken language in India, but its use is largely relegated to a part of the country that linguists refer to as “ the Hindi belt ,” a massive region in northern, central and eastern India where Hindi is the official or primary language.

Around 1500 B.C.E., a group of outsiders from Central Asia – known now as the Indo-Aryans – began migrating and settling in what is now northern India. They spoke a language that would eventually become Sanskrit . As groups of these speakers separated from one another and spread out over northern India, their spoken Sanskrit changed over time, becoming distinctive.

Most of the languages spoken in northern India today – Hindi, Punjabi, Bengali and Gujarati, among many others – derive from this history.

But the Aryans were not the first group to inhabit the Indian subcontinent. Another group, the Dravidians, was already living in the region at the time of the Aryan migrations. They may have been the original inhabitants of the Indus-Valley Civilization in northern India . Over the millennia, the Dravidians migrated to the southern part of the subcontinent, while the Aryans fanned out across the north.

Today, Dravidians number about 250 million people . Dravidian languages , such as Tamil , Telugu and Malayalam , have no historical relationship and virtually no linguistic similarities to the Indo-Aryan languages of the north.

Dravidians spurn Hindi

By the time the Raj ended in 1947, English had been established as the language of the elites and was used in education and government. As the new nation of India took shape, Mahatma Gandhi advocated for a single Indian language to unite the diverse regions and for many years championed Hindi, which was already widely spoken in the north .

But after independence, opposition to Hindi grew in the Dravidian-speaking south, where English was the favored lingua franca. For Tamils and other Dravidian groups, Hindi was associated with the Brahmin caste, whom many felt marginalized Dravidian languages and culture .

For many people in the south, Hindi came to be seen as a language as foreign as English. To keep tensions from spilling over, the first prime minister of India, Jawaharlal Nehru, supported verbiage in the constitution adopted in 1950 allowing for the continued use of English in government for a limited period.

Violence nevertheless continued in the south for years around what was seen as the unfair promotion of Hindi . It abated only when Indira Gandhi – Nehru’s daughter and the third prime minister of India – pushed to codify English , alongside Hindi, as an official language in the constitution.

Today, the Indian Constitution recognizes 22 official languages .

Nationalists push for one official language

The Partition of India in 1947 – corresponding to the dissolution of the Raj – led to the creation of Pakistan, which was set up to aggregate the majority Muslim regions from the colonial state. An independent India was set up to include the majority non-Muslim regions.

Today, roughly 97% of Pakistan’s population is Muslim . In India, Hindus make up about 80% of the population, while Muslims make up about 14% – more than 200 million people.

This is where modern domestic politics come into play.

“ Hindutva ” is a brand of far-right Hindu nationalism that emerged in the 20th century in response to colonial rule but gained its biggest following under the leadership of Prime Minister Narendra Modi and his Bharatiya Janta Party , or the BJP.

As a political ideology, Hindu nationalism should be distinguished from Hinduism, a religion. It advances policies that seek to promote Hindu supremacy and are widely considered anti-Muslim .

One such policy is the promotion of Hindi as the sole official language of India. Speaking in 2022 at a Parliamentary Official Language Committee meeting, BJP Home Minister Amit Shah said , “When citizens of states speak other languages, communicate with each other, it should be in the language of India.”

To Shah, the “language of India” and Hindi were one and the same.

Suppressing Urdu

Muslims in India speak the languages of their communities – Hindi among them – as do Hindus, Sikhs, Jains and Christians.

However, making Hindi the national language could be viewed as one part of a broader political project that can be characterized as anti-Muslim. That’s why the political opposition is against using “ Bharat ,” even though many Muslims are themselves Hindi speakers.

These politics become even clearer in the context of the BJP’s attempts to limit the use of Urdu – a language with a high degree of mutual intelligibility to Hindi – in Indian public life .

Although Urdu and Hindi are remarkably similar, their differences take on outsized religious and national significance.

Whereas Hindi is written in the Devanagari script, which has strong cultural associations with Hinduism, Urdu is written in the Perso-Arabic script, which has strong associations with Islam. Whereas Hindi draws on Sanskrit for new words, Urdu draws on Persian and Arabic, again emphasizing associations to Islam. And whereas Hindi predominates in India, Urdu is the official language of Pakistan , along with English.

Thus the appearance of “Bharat” in official government correspondence may reopen old wounds for Muslims – and even for conservative Hindus in the Dravidian-speaking south who might otherwise support Modi and the BJP.

Although an official name change is unlikely in the immediate future, “Bharat” will likely continue to serve as a rallying cry for right-wing nationalists.

To them, the conciliatory language politics of Nehru and Indira Gandhi are a thing of the past .

Even after India was liberated from British rule in 1947, India was dependent on another with few resources. But today’s India is becoming self-reliant in every field.

An economic package of Rs 20 lakh crores has been announced by Prime Minister Narendra Modi under the Aatmnirbhat Bharat Abhiyan in May 2020 to prevent possible deterioration in the economy during the Covid 19 global Pandemic and to turn the disaster into an opportunity.

To address the Coronavirus outbreak and subsequent lockdown in India which has led to the economic slowdown, a self-reliant India Mission is launched.

Aatm Nirbhar Bharat Abhiyan was announced with the aim to make India self-reliant and also provided a stimulus for the economy that has been hit badly by the covid-19 pandemic . This package is estimated to be 10 percent of GDP .

This economic package will cater to the needs of various sections including small businesses, textile industry, domestic industry, laborers, MSMEs. With this, the Prime Minister said that the time has come to make India self-reliant. For this, he called for using local products, promoting and making them global. For this, he gave the Slogan “ Vocal for Local “.

This Aatmnirbhar mission will be implemented in two phases, in the first phase, it will consider all the necessary areas such as medicine, textiles, electronics, plastics, and toys where local manufacturing and exports will be promoted.

  • Economy: An economy that ensures a big leap in the place of incremental change.
  • Technology: To promote such infrastructure that becomes the identity of the modern.
  • Infrastructure: It is based on 21st-century technology-driven systems.
  • Vibrant Demography: Vibrant Demography, which is the source of our energy for a self-reliant India.
  • Demand: It will utilize the full potential of India’s demand-supply chain.

  Aatm Nirbhar Bharat Campaign is an important mission for the economic revival and progress of the Indian economy under lockdown. The Indian economy has great potential to achieve self-sufficiency, but this requires proper implementation of government-made laws and proper allocation of government-allocated funds.

There is a great potential to develop not only in urban but also in rural areas if appropriate policies are formulated and implemented. The government should provide all facilities to develop areas that have the capability to take innovative steps.

There are many benefits to being a self-reliant nation. Not only industries will grow but also unemployment will be eliminated. This will ensure that the poverty rate will decline and the nation’s economy will strengthen up.

India’s self-reliance will benefit the entire country and every citizen of the country. The first advantage will be that we will not have to depend on other countries for the things we need.

The Aatmnirbhar Bharat Abhiyan package aims to make local products global and help Indian companies compete in global supply chains. A reduction in imports will save foreign exchange. We can earn more and more foreign exchange by exporting additional goods.

Additional Rs 40,000 crore was allotted for MGNREGA to provide employment to the returned migrants. The shelter will be provided to migrants by the government. More health institutions and labs will be established.

Space exploration to be opened for the private sector. This will benefit the Indian Space industry. Thirty thousand crores special liquidity facility is announced for stressed Non-banking Finance Companies . Ninety thousand crores liquidity plan is announced to provide loans for power discoms.

Some important steps to be taken in the direction of Aatmnirbhar Bharat Abhiyan:-

  • There is a need to improve the quality of products in order to establish their products globally.
  • India needs to focus on its basic infrastructure.
  • India needs to focus on willpower, inclusion, investment, innovation.
  • The challenges are increasing even more in the 21st century. Therefore, India may need more structural reforms in the future towards the creation of a new India.
  • The main criticism for the Atmanibhar Bharat campaign package is that it is similar to the “ Make in India Campaign” . Critics argue that the same plan has been given a different name.
  • Most of these fundings are allocated in the same way as the general budget. Therefore, the inclusion of them in special packages is associated with criticism.
  • This package may not be enough to revive the economy.
  • Urban employment has been ignored in this package.

Thus, there are challenges before Aatmnirbhar Bharat Abhiyan , but its targeted approach promotes inclusive growth, which includes all aspects of development, which meet the criteria such as equality, to be ready to diagnose the problems faced. It also includes aspects like empowerment of citizens, which is the capital to build a better India.

Due to the Coronavirus epidemic, the trade of goods and migration of people was disrupted and, as a result, many countries began preparing for future epidemics to diversify supply chains and make themselves Aatmnirbhar. Therefore, the Government of India has a great need to transform India into a self-reliant country. But this may not be enough to revive the economy and rebuild the livelihoods affected by the epidemic.

  • Upper Middle-Income Economies: These are between $4,466 and $13,845 per capita GNI.
  • Lower Middle-Income Economies: These are between $1,136 and $4,465 per capita GNI..

  • Presently, India is a lower-middle income category. 
  • To become a high-income economy, it needs to cross the barrier of per capita GNI of $13,846 by 2047.

  • As per the latest report of the International Monetary Fund (IMF) on India (2023): India is in a very bright spot despite gloomy global conditions.
  • A Journey of a $2 trillion Economy: As per World Bank estimates, India took 67 years, from 1947 to 2014, to become a $2 trillion economy. 
  • A Journey of a $4 trillion Economy: It is expecting that India will add another $2 trillion to become a $4 trillion economy by 2024.

To achieve the dream of Viksit Bharat by 2047, India needs to continuously work upon human development through quality education and skill formation, coupled with liberal market policies, investments and innovations. However, the only warning is that there is no Covid type disease outbreak, or a major war, natural calamity, or political upheaval.

On 12th May 2020, while addressing the country amid coronavirus pandemic, Prime Minister Narendra Modi announced the Atmanirbhar Bharat or self-sufficient India concept. He stated that the current state of the world has made us realize self-sufficiency is the only path for development. For many, this concept seemed covalent and put them in a tizzy.

So, the literal meaning is self-independence, where India needs to make sure that the 21st century belongs to it. COVID-19 has provided an excellent opportunity to prove our mettle in a world who is like a family. Rural India was left on its devices when the lockdown was imposed. Their challenges were different than in urban areas. The people who migrated to the cities for the job was left for starving, which coerced them to return to their homes.

Since India is an agrarian economy, availability of labour and machines, fear of police and lack of family labour caused significant hurdles in the harvest of several crops. Furthermore, they faced challenges in threshing, storage, transportation, closure of markets and mandis. Rubber and tea plantations in Kerala and Assam suffered a considerable loss due to the halt in farm operations.

The restricted mobility has obstructed the sales of vegetables and fruits. In such situations, the idea of Atmanirbhar Bharat seems futile. The intended objective of this concept is two-fold. First, for the poor people, interim measures like liquidity and direct cash transfer are released, which will act as shock absorbers. Second, the plan is to bring reforms in the growth-critical sector to make it globally attractive.

When these measures are applied, then it will revive the economic activity and create opportunities in micro, small, agriculture and medium sectors. Also, it will bring substantial growth in power, coal, defence, aviation and mining. The scheme formulated is a one-step towards the one nation one market and help India emerge as the food factory of the world.

The MGNREGA may help the distressed migrants in villages due to the infusion of 40,000 crore. For finance-starved sector, Rs 3 lakh crore has been provided as a collateral-free loan facility. As the MSME (micro, small and medium enterprise) is the largest employment generating sector, this plan would ensure their sustenance and thereby help in India comparative advantage.

Moreover, the newly launched PM e-vidya programme will secure schools, colleges and universities as it will assist them in conducting online courses without further loss in teaching. The expenditure on health will be increased by ramping up health and wellness centres in rural and urban places. A sum of rupees 3 lakh 10 crores is to be provided to dairy, animal husbandry and fisheries.
