What is reported speech?

“Reported speech” is when we talk about what somebody else said – for example:

  • Direct Speech: “I’ve been to London three times.”
  • Reported Speech: She said she’d been to London three times.

There are a lot of tricky little details to remember, but don’t worry, I’ll explain them and we’ll see lots of examples. The lesson will have three parts – we’ll start by looking at statements in reported speech, and then we’ll learn about some exceptions to the rules, and finally we’ll cover reported questions, requests, and commands.

Backshift of Verb Tenses in Reported Speech

When we use reported speech, we often change the verb tense backwards in time. This can be called “backshift.”

Here are some examples in different verb tenses:

Now that you know some of the reported speech rules about backshift, let’s learn some exceptions.

There are two situations in which we do NOT need to change the verb tense.

No backshift needed when the situation is still true

For example, if someone says “I have three children” (direct speech) then we would say “He said he has three children” because the situation continues to be true.

If I tell you “I live in the United States” (direct speech) then you could tell someone else “She said she lives in the United States” (that’s reported speech) because it is still true.

When the situation is still true, then we don’t need to backshift the verb.

He said he HAS three children

But when the situation is NOT still true, then we DO need to backshift the verb.

Imagine your friend says, “I have a headache.”

  • If you immediately go and talk to another friend, you could say, “She said she has a headache,” because the situation is still true
  • If you’re talking about that conversation a month after it happened, then you would say, “She said she had a headache,” because it’s no longer true.

No backshift needed when the situation is still in the future

We also don’t need to backshift to the verb when somebody said something about the future, and the event is still in the future.

Here’s an example:

  • On Monday, my friend said, “I ‘ll call you on Friday .”
  • “She said she ‘ll call me on Friday”, because Friday is still in the future from now.
  • It is also possible to say, “She said she ‘d (she would) call me on Friday.”
  • Both of them are correct, so the backshift in this case is optional.

Let’s look at a different situation:

  • On Monday, my friend said, “I ‘ll call you on Tuesday .”
  • “She said she ‘d  call me on Tuesday.” I must backshift because the event is NOT still in the future.

Quick review:

  • Normally in reported speech we backshift the verb, we put it in a verb tense that’s a little bit further in the past.
  • when the situation is still true
  • when the situation is still in the future

Reported Requests, Orders, and Questions

Those were the rules for reported statements, just regular sentences.

What about reported speech for questions, requests, and orders?

For reported requests, we use “asked (someone) to do something”:

  • “Please make a copy of this report.” (direct speech)
  • She asked me to make a copy of the report. (reported speech)

For reported orders, we use “told (someone) to do something:”

  • “Go to the bank.” (direct speech)
  • “He told me to go to the bank.” (reported speech)

The main verb stays in the infinitive with “to”:

  • She asked me to make a copy of the report. She asked me  make  a copy of the report.
  • He told me to go to the bank. He told me  go  to the bank.

For yes/no questions, we use “asked if” and “wanted to know if” in reported speech.

  • “Are you coming to the party?” (direct)
  • He asked if I was coming to the party. (reported)
  • “Did you turn off the TV?” (direct)
  • She wanted to know if I had turned off the TV.” (reported)

The main verb changes and back shifts according to the rules and exceptions we learned earlier.

Notice that we don’t use do/does/did in the reported question:

  • She wanted to know did I turn off the TV.
  • She wanted to know if I had turned off the TV.

For other questions that are not yes/no questions, we use asked/wanted to know (without “if”):

  • “When was the company founded?” (direct)
  • She asked when the company was founded.” (reported)
  • “What kind of car do you drive?” (direct)
  • He wanted to know what kind of car I drive. (reported)

Again, notice that we don’t use do/does/did in reported questions:

  • “Where does he work?”
  • She wanted to know  where does he work.
  • She wanted to know where he works.

Also, in questions with the verb “to be,” the word order changes in the reported question:

  • “Where were you born?” ([to be] + subject)
  • He asked where I was born. (subject + [to be])
  • He asked where was I born.

We use reported speech when we want to repeat what someone had previously said.

Let's look at the difference between direct speech and reported speech:

Direct Tomie said = ' I am tired.'

Reported Speech = 'Tomie said (that) she was tired.'

In reported speech we need to use the past tense form of the verb. In direct speech the present tense is used. As you can see, in the above sentence 'am' changes to 'was' when we use reported speech.

Here are some of the important verb changes we use when making reported speech:

am becomes was

Direct John: 'I am going.' Reported : 'John said that he was going.'

is becomes was

Direct John: 'She is tall.' Reported : 'John said that she was tall.'

do becomes did

Direct John: 'I always do my homework.' Reported : 'John said that he always did his homework.'

does becomes did

Direct John: 'My mother does the cleaning.' Reported : 'John said that his mother did the cleaning.'

have becomes had

Direct John: 'I have your number.' Reported : 'John said that he had my number.'

has becomes had

Direct John: 'He has caught a cold.' Reported : 'John said that he had caught a cold.'

go becomes went

Direct John: 'I go shopping on Sunday.' Reported : 'John said that he went shopping on Sunday.'

will becomes would

Direct John: 'I will call Frank.' Reported : 'John said that he would call Frank.'

can becomes could

Direct John: 'I can ride a horse.' Reported : 'John said that he could ride a horse.'

want becomes wanted

Direct John: 'I want a girlfriend.' Reported : 'John said that he wanted a girlfriend.'

When not to change the verb tense

When direct speech uses the past tense we do not need to make a change:

Direct John: 'I broke my arm.' Reported : 'John said that he broke his arm.'

It is also OK to change the past tense to the past perfect :

Direct John: 'I broke my arm.' Reported : 'John said that he had broken his arm.'

So far we have looked at using 'said' in reported speech . When a question is asked we do not use 'said'. Instead we use 'asked'. We also need to use an interrogative (wh- word) or if / whether. Take a look at the examples:

Direct John: 'What is your name?' Reported : 'John asked me what my name was.'

Direct John: ' Where does she live?' Reported : 'John asked me where she lived.'

questions using if / whether

Direct John: 'Does he play golf?' Reported : 'John asked if he played golf.' Reported : 'John asked whether he played golf.'

As we have seen, 'said' is used for statements and 'asked' is used for requests. We use 'told' for requests and 'to' before the clause:

Direct John: 'Go home' Reported : 'John told me to go.'

Direct John: 'Stop crying' Reported : 'John told me to stop crying.'

When someone gives us advice in direct speech we use 'suggested' or 'recommended' in reported speech:

Direct John: 'You should take a holiday' Reported : 'John suggested that I took a holiday.'

Direct John: 'You should take a holiday' Reported : 'John recommended that I took a holiday.'

For stronger language we can use 'insist' or 'demand':

Direct John: 'You must see a doctor.' Reported : 'John insisted that I saw a doctor.' Reported : 'John demanded that I saw a doctor.'

  • 'My brothers are taller than me.' He said that his brothers were taller than him. He told me that his brothers are tall than him. He said that brothers are taller than him. He said me his brothers were taller than him.
  • 'I will see you soon.' He said would see me soon. He asked if he would see me soon. He said he would see me soon. He said I will see me soon.
  • 'I have a cold.' She asked if I had a cold. She said had a cold. She said has a cold. She said that she had a cold.
  • 'I know the way.' He said he know the way. He said that he knew the way. He asked me the way. He told me he know the way.
  • 'He lost his phone.' He said he has loses his phone. He said he losts his phone. He said that lost his phone. He said that he had lost his phone.
  • 'Do you want a coffee?' He said if I wanted a coffee. He asked if I wants a coffee. He asked I wanted a coffee. He asked if I wanted a coffee.
  • 'Are you Simon?' She asked whether I Simon. She asked whether am simon. She asked whether I was Simon. She asked whether if I was Simon.
  • 'Why do you like Jazz?' She ask why I like Jazz. She asked why I liked Jazz. She asked if I like Jazz. She asked why I likes Jazz.
  • 'Bring your ball.' He told me to bring my ball. He tells me to bring my ball. He asked me if I brought my ball. He told me bring a ball.
  • 'You must come to my party.' She insisted that I came to her party. She said that I come to her party. She recommended that I come to her party. She asked me to come her party.

Reported speech

Reported speech is how we represent the speech of other people or what we ourselves say. There are two main types of reported speech: direct speech and indirect speech.

Direct speech repeats the exact words the person used, or how we remember their words:

Barbara said, “I didn’t realise it was midnight.”

In indirect speech, the original speaker’s words are changed.

Barbara said she hadn’t realised it was midnight .

In this example, I becomes she and the verb tense reflects the fact that time has passed since the words were spoken: didn’t realise becomes hadn’t realised .

Indirect speech focuses more on the content of what someone said rather than their exact words:

“I’m sorry,” said Mark. (direct)
Mark apologised . (indirect: report of a speech act)

In a similar way, we can report what people wrote or thought:

‘I will love you forever,’ he wrote, and then posted the note through Alice’s door. (direct report of what someone wrote)
He wrote that he would love her forever , and then posted the note through Alice’s door. (indirect report of what someone wrote)
I need a new direction in life , she thought. (direct report of someone’s thoughts)
She thought that she needed a new direction in life . (indirect report of someone’s thoughts)

Reported speech: reporting and reported clauses

Speech reports consist of two parts: the reporting clause and the reported clause. The reporting clause includes a verb such as say, tell, ask, reply, shout , usually in the past simple, and the reported clause includes what the original speaker said.

Reported speech: punctuation

Direct speech.

In direct speech we usually put a comma between the reporting clause and the reported clause. The words of the original speaker are enclosed in inverted commas, either single (‘…’) or double (“…”). If the reported clause comes first, we put the comma inside the inverted commas:

“ I couldn’t sleep last night, ” he said.
Rita said, ‘ I don’t need you any more. ’

If the direct speech is a question or exclamation, we use a question mark or exclamation mark, not a comma:

‘Is there a reason for this ? ’ she asked.
“I hate you ! ” he shouted.

We sometimes use a colon (:) between the reporting clause and the reported clause when the reporting clause is first:

The officer replied: ‘It is not possible to see the General. He’s busy.’

Punctuation

Indirect speech

In indirect speech it is more common for the reporting clause to come first. When the reporting clause is first, we don’t put a comma between the reporting clause and the reported clause. When the reporting clause comes after the reported clause, we use a comma to separate the two parts:

She told me they had left her without any money.
Not: She told me, they had left her without any money .
Nobody had gone in or out during the previous hour, he informed us.

We don’t use question marks or exclamation marks in indirect reports of questions and exclamations:

He asked me why I was so upset.
Not: He asked me why I was so upset?

Reported speech: reporting verbs

Say and tell.

We can use say and tell to report statements in direct speech, but say is more common. We don’t always mention the person being spoken to with say , but if we do mention them, we use a prepositional phrase with to ( to me, to Lorna ):

‘I’ll give you a ring tomorrow,’ she said .
‘Try to stay calm,’ she said to us in a low voice.
Not: ‘Try to stay calm,’ she said us in a low voice .

With tell , we always mention the person being spoken to; we use an indirect object (underlined):

‘Enjoy yourselves,’ he told them .
Not: ‘Enjoy yourselves,’ he told .

In indirect speech, say and tell are both common as reporting verbs. We don’t use an indirect object with say , but we always use an indirect object (underlined) with tell :

He said he was moving to New Zealand.
Not: He said me he was moving to New Zealand .
He told me he was moving to New Zealand.
Not: He told he was moving to New Zealand .

We use say , but not tell , to report questions:

‘Are you going now?’ she said .
Not: ‘Are you going now?’ she told me .

We use say , not tell , to report greetings, congratulations and other wishes:

‘Happy birthday!’ she said .
Not: Happy birthday!’ she told me .
Everyone said good luck to me as I went into the interview.
Not: Everyone told me good luck …

Say or tell ?

Other reporting verbs

The reporting verbs in this list are more common in indirect reports, in both speaking and writing:

Simon admitted that he had forgotten to email Andrea.
Louis always maintains that there is royal blood in his family.
The builder pointed out that the roof was in very poor condition.

Most of the verbs in the list are used in direct speech reports in written texts such as novels and newspaper reports. In ordinary conversation, we don’t use them in direct speech. The reporting clause usually comes second, but can sometimes come first:

‘Who is that person?’ she asked .
‘It was my fault,’ he confessed .
‘There is no cause for alarm,’ the Minister insisted .

Sophie:  Mmm, it’s so nice to be chilling out at home after all that running around.

Ollie: Oh, yeah, travelling to glamorous places for a living must be such a drag!

Ollie: Mum, you can be so childish sometimes. Hey, I wonder how Daisy’s getting on in her job interview.

Sophie: Oh, yes, she said she was having it at four o’clock, so it’ll have finished by now. That’ll be her ... yes. Hi, love. How did it go?

Daisy: Well, good I think, but I don’t really know. They said they’d phone later and let me know.

Sophie: What kind of thing did they ask you?

Daisy: They asked if I had any experience with people, so I told them about helping at the school fair and visiting old people at the home, that sort of stuff. But I think they meant work experience.

Sophie: I’m sure what you said was impressive. They can’t expect you to have had much work experience at your age.

Daisy:  And then they asked me what acting I had done, so I told them that I’d had a main part in the school play, and I showed them a bit of the video, so that was cool.

Sophie:  Great!

Daisy: Oh, and they also asked if I spoke any foreign languages.

Sophie: Languages?

Daisy: Yeah, because I might have to talk to tourists, you know.

Sophie: Oh, right, of course.

Daisy: So that was it really. They showed me the costume I’ll be wearing if I get the job. Sending it over ...

Ollie: Hey, sis, I heard that Brad Pitt started out as a giant chicken too! This could be your big break!

Daisy: Ha, ha, very funny.

Sophie: Take no notice, darling. I’m sure you’ll be a marvellous chicken.

We use reported speech when we want to tell someone what someone said. We usually use a reporting verb (e.g. say, tell, ask, etc.) and then change the tense of what was actually said in direct speech.

So, direct speech is what someone actually says? Like 'I want to know about reported speech'?

Yes, and you report it with a reporting verb.

He said he wanted to know about reported speech.

I said, I want and you changed it to he wanted .

Exactly. Verbs in the present simple change to the past simple; the present continuous changes to the past continuous; the present perfect changes to the past perfect; can changes to could ; will changes to would ; etc.

She said she was having the interview at four o’clock. (Direct speech: ' I’m having the interview at four o’clock.') They said they’d phone later and let me know. (Direct speech: ' We’ll phone later and let you know.')

OK, in that last example, you changed you to me too.

Yes, apart from changing the tense of the verb, you also have to think about changing other things, like pronouns and adverbs of time and place.

'We went yesterday.'  > She said they had been the day before. 'I’ll come tomorrow.' >  He said he’d come the next day.

I see, but what if you’re reporting something on the same day, like 'We went yesterday'?

Well, then you would leave the time reference as 'yesterday'. You have to use your common sense. For example, if someone is saying something which is true now or always, you wouldn’t change the tense.

'Dogs can’t eat chocolate.' > She said that dogs can’t eat chocolate. 'My hair grows really slowly.' >  He told me that his hair grows really slowly.

What about reporting questions?

We often use ask + if/whether , then change the tenses as with statements. In reported questions we don’t use question forms after the reporting verb.

'Do you have any experience working with people?' They asked if I had any experience working with people. 'What acting have you done?' They asked me what acting I had done .

Is there anything else I need to know about reported speech?

One thing that sometimes causes problems is imperative sentences.

You mean like 'Sit down, please' or 'Don’t go!'?

Exactly. Sentences that start with a verb in direct speech need a to + infinitive in reported speech.

She told him to be good. (Direct speech: 'Be good!') He told them not to forget. (Direct speech: 'Please don’t forget.')

OK. Can I also say 'He asked me to sit down'?

Yes. You could say 'He told me to …' or 'He asked me to …' depending on how it was said.

OK, I see. Are there any more reporting verbs?

Yes, there are lots of other reporting verbs like promise , remind , warn , advise , recommend , encourage which you can choose, depending on the situation. But say , tell and ask are the most common.

When do we use reported speech?

Some common situations where reported speech is used include: News reports: Journalists often use reported speech to quote what someone said in an interview or press conference. Business and professional communication: In professional settings, reported speech can be used to summarize what was discussed in a meeting or to report feedback from a customer. Conversational English: In everyday conversations, reported speech is used to relate what someone else said. For example, "She told me that she was running late." Narration: In written narratives or storytelling, reported speech can be used to convey what a character said or thought.

How to make reported speech?

1. Change the pronouns and adverbs of time and place: In reported speech, you need to change the pronouns, adverbs of time and place to reflect the new speaker or point of view. Here's an example: Direct speech: "I'm going to the store now," she said. Reported speech: She said she was going to the store then. In this example, the pronoun "I" is changed to "she" and the adverb "now" is changed to "then." 2. Change the tense: In reported speech, you usually need to change the tense of the verb to reflect the change from direct to indirect speech. Here's an example: Direct speech: "I will meet you at the park tomorrow," he said. Reported speech: He said he would meet me at the park the next day. In this example, the present tense "will" is changed to the past tense "would." 3. Change reporting verbs: In reported speech, you can use different reporting verbs such as "say," "tell," "ask," or "inquire" depending on the context of the speech. How do I change the pronouns and adverbs in reported speech?

Generally, the first person pronouns (I, me, my, mine, we, us, our, ours) are changed according to the subject of the reporting verb, while the second and third person pronouns (you, your, yours, he, him, his, she, her, hers, it, its, they, them, their, theirs) are changed according to the object of the reporting verb. For example: Direct speech: "I love chocolate." Reported speech: She said she loved chocolate. Direct speech: "You should study harder." Reported speech: He advised me to study harder. Direct speech: "She is reading a book." Reported speech: They noticed that she was reading a book. 2. Changing Adverbs: In reported speech, the adverbs and adverbial phrases that indicate time or place may need to be changed to reflect the perspective of the new speaker. For example: Direct speech: "I'm going to the cinema tonight." Reported speech: She said she was going to the cinema that night. Direct speech: "He is here." Reported speech: She said he was there. How do I change the tense in reported speech?

In reported speech, the tense of the reported verb usually changes to reflect the change from direct to indirect speech. Here are some guidelines on how to change the tense in reported speech: Present simple in direct speech changes to past simple in reported speech. For example: Direct speech: "I like pizza." Reported speech: She said she liked pizza. Present continuous in direct speech changes to past continuous in reported speech. For example: Direct speech: "I am studying for my exam." How to use reported speech to report questions and commands?

1. Reporting Questions: When reporting questions, you need to use an introductory phrase such as "asked" or "wondered" followed by the question word (if applicable), subject, and verb. You also need to change the word order to make it a statement. Here's an example: Direct speech: "What time is the meeting?" Reported speech: She asked what time the meeting was. Note that the question mark is not used in reported speech. 2. Reporting Commands: When reporting commands, you need to use an introductory phrase such as "ordered" or "told" followed by the person, to + infinitive, and any additional information. Here's an example: Direct speech: "Clean your room!" Reported speech: She ordered me to clean my room. Note that the exclamation mark is not used in reported speech. What is the difference between reported speech an indirect speech?

In reported or indirect speech, you are retelling or reporting what someone said using your own words. The tense of the reported speech is usually shifted back one tense from the tense used in the original statement. For example, if someone said, "I am going to the store," in reported speech you would say, "He/she said that he/she was going to the store." The main difference between reported speech and indirect speech is that reported speech usually refers to spoken language, while indirect speech can refer to both spoken and written language. Additionally, indirect speech is a broader term that includes reported speech as well as other ways of expressing what someone else has said, such as paraphrasing or summarizing.

Forming reported speech

  • Direct speech: “I’m not playing football.” Reported later: “He said that he wasn’t playing football.”
  • Direct speech: Jane: “I don’t like living here.” (Jane is referring to herself) Reported speech: Jane said (that) she didn’t like living here. (The pronoun she refers to Jane )
  • Direct speech: “I like this car.” Reported speech: He said (that) he liked that car.
  • Direct speech: “I went to Tokyo last week .” Reported speech: She said (that) she’d been to Tokyo the week before .

We use reported speech to tell someone what another person said:

Jim says to you:

“I don’t feel well.” “I can’t drive.” “My parents have gone on holiday.” “I’m going out now so you will have to wait until I get back.” “I’ll help you.”

Later, you tell your friend what Jim said:

Jim said (that) he didn’t feel well. He said (that) he couldn’t drive. He said (that) his parents had gone on holiday. He said (that) he was going out now so I would have to wait until he got back. He said that he would help me .

Hello, I’m not a teacher, I’m an ESL class student. So, I’m here to ask you guys a question about wich is still making me to be confused. I asked my teacher, ”if you say, ”I am a teacher”, should I make it a reported speech as ” she said she was a teacher?”. she answered that I needed to say ,” she said she is a teacher”. One more thing: I found a sentence in worksheet written , ”He told his birthday is next week”. Is it correct? I thought it had to be ” he told his birhday would be next week” So, is this modern English rule? Is that a difference? Can you pleeease, explain and help me to make sure to correct this hesitation.

Thanks for your questions.

1. “She said she was a teacher” and “She said she is a teacher” are both correct. Often we don’t change the tense if the fact that we are reporting is still true. So, if it is still true that she is a teacher, then she can report it with “She said she is a teacher” (see Additional point number 1 above).

2. “He told his birthday is next week”. First of all, if you use “told” then you must add a direct object, like this: “He told me his birthday is next week”.

Now, let’s look at the different ways we can use reported speech for this. If the person says “My birthday is next week” then we can report it like this: – He told me his birthday was next week – He told me his birthday is next week (it’s still true so we don’t need to change the tense)

If the person says “My birthday will be next week” then we can report it like this: – He told me his birthday would be next week.

I ask one of my students to introduce him/herself (name, age, hobbies)… and ask other students to take notes. When they are finished, I ask “What did he say?”

I tell students to think about what happened to them before they came to class. For example, “what did your mom, dad, husband, wife say to them? They write down the direct speech and then the reported speech.

I prepare cards with several questions in different tenses, such as:

“What were you doing yesterday at 6?” “How long have you been studying English?” “Will you do your homework for tomorrow?”

I put my students in pairs and ask them to interview each other using the questions on the cards. Once they’ve got their answers, they change partners and share everything they’ve learnt about the previous student.

Cut a dialogue into four parts. Paste it on four walls. Students work in pairs. One of them is the messenger and the other one is a receiver. The messenger runs to the walls and remembers the sentences, comes back and narrates the same to the receiver.

I did a “Find someone who…” mingling activity with my students and then divided the group into two teams. I asked a member from the first team to report one of the replies to a question they had asked. If their reply was correctly put into reported speech, they got a point for their team. I repeated the process until I had covered all the responses from the activity. The team with the most points won the game and was rewarded with cream eggs!

I put students in groups of three. Two in the group are a couple quarrelling, but who will not speak to each other. The middle man/woman receives information from one and uses reported speech to relay the message(s).

I put them all in a line and the student at the end whispers their sentence to the one beside them, this student then reports the sentence to the following student, and so on. The last student says the sentence aloud and we see if they did it correctly… it is like the “telefono descompuesto” in Spanish.

Reported Speech in English Grammar

Introduction

In English grammar, we use reported speech to say what another person has said. We can use their exact words with quotation marks , this is known as direct speech , or we can use indirect speech . In indirect speech , we change the tense and pronouns to show that some time has passed. Indirect speech is often introduced by a reporting verb or phrase such as ones below.

When turning direct speech into indirect speech, we need to pay attention to the following points:

  • changing the pronouns Example: He said, “ I saw a famous TV presenter.” He said (that) he had seen a famous TV presenter.
  • changing the information about time and place (see the table at the end of this page) Example: He said, “I saw a famous TV presenter here yesterday .” He said (that) he had seen a famous TV presenter there the day before .
  • changing the tense (backshift) Example: He said, “She was eating an ice-cream at the table where you are sitting .” He said (that) she had been eating an ice-cream at the table where I was sitting .

If the introductory clause is in the simple past (e.g. He said ), the tense has to be set back by one degree (see the table). The term for this in English is backshift .

The verbs could, should, would, might, must, needn’t, ought to, used to normally do not change.

If the introductory clause is in the simple present , however (e.g. He says ), then the tense remains unchanged, because the introductory clause already indicates that the statement is being immediately repeated (and not at a later point in time).

In some cases, however, we have to change the verb form.

When turning questions into indirect speech, we have to pay attention to the following points:

  • As in a declarative sentence, we have to change the pronouns, the time and place information, and set the tense back ( backshift ).
  • Instead of that , we use a question word. If there is no question word, we use whether / if instead. Example: She asked him, “ How often do you work?” → She asked him how often he worked. He asked me, “Do you know any famous people?” → He asked me if/whether I knew any famous people.
  • We put the subject before the verb in question sentences. (The subject goes after the auxiliary verb in normal questions.) Example: I asked him, “ Have you met any famous people before?” → I asked him if/whether he had met any famous people before.
  • We don’t use the auxiliary verb do for questions in indirect speech. Therefore, we sometimes have to conjugate the main verb (for third person singular or in the simple past ). Example: I asked him, “What do you want to tell me?” → I asked him what he wanted to tell me.
  • We put the verb directly after who or what in subject questions. Example: I asked him, “ Who is sitting here?” → I asked him who was sitting there.

We don’t just use indirect questions to report what another person has asked. We also use them to ask questions in a very polite manner.

When turning demands and requests into indirect speech, we only need to change the pronouns and the time and place information. We don’t have to pay attention to the tenses – we simply use an infinitive .

If it is a negative demand, then in indirect speech we use not + infinitive .

To express what someone should or can do in reported speech, we leave out the subject and the modal verb and instead we use the construction who/what/where/how + infinitive.

A Comprehensive Guide To Reported Speech In English

There are times when someone tells you something and you’ll have to report what they said to someone else.

How can you do this in English?

You’ll need to know how to use what's called reported speech in English and this is what you’ll learn in this blog post.

What Is Reported Speech In English?

Reported speech, also known as indirect speech, is a way of retelling what someone else has said without repeating their exact words. 

For example, let’s say you have a friend called Jon and one called Mary. Mary has organised a house party and has invited you and Jon. 

Jon, however, is not feeling well. He says to you, “Sorry but I cannot come to the party. I spent all day working outside under the rain and I feel ill today.” 

A few days after the party, you meet Sarah. She’s another one of your friends and she was at the party too, but she arrived late – a moment before you left. You only had time to say hello to each other. 

She asks you, “I saw you at the party but I didn’t see Jon. Where was he?”

When Sarah asks you, “Where was Jon?” you can say, 

“Jon said, ‘Sorry but I cannot come to the party. I spent all day working outside under the rain and I feel ill today’.”

However, it would be more natural to use indirect speech in this case. So you would say, “Jon said he couldn’t come to the party. He had spent all day working outside under the rain and he felt ill that day .”

Did you notice how the sentence changes in reported speech?

Here’s what happened:

  • “I” became “he”
  • “Cannot” became “couldn’t”
  • “Spent” became “had spent”
  • “I feel ill today” became “he felt ill on that day” 

Let’s take a closer look at how we form reported speech.

How To Form Reported Speech In English

To form reported speech, you might have to make a few changes to the original sentence that was spoken (or written). 

You may have to change pronouns, verb tenses, place and time expressions and, in the case of questions, the word order.

There are certain patterns to learn for reporting promises, agreements, orders, offers, requests, advice and suggestions.

Let’s have a look at all these cases one by one.

Reported Speech In English: Changing Verb Tenses

In general, when we use reported speech, the present tenses become past tenses.  

We do this because we are often reporting someone else’s words at a different time (Jon’s words were spoken 3 days before you reported them to Sarah).

Here’s an example:

Jenny (on Saturday evening) says,  “I don't like this place. I want to go home now.”(present tenses)

Matt (on Sunday morning) talks to James and says, “Jenny said that she didn't like the place, and she wanted to go home. (past tenses)

So this is how different verb tenses change:

Simple Present → Simple Past

DIRECT: I need money.

INDIRECT: She said she needed money.

Present Progressive → Past Progressive

DIRECT: My French is improving.

INDIRECT: He said his French was improving.

Present Perfect → Past Perfect

DIRECT: This has been an amazing holiday.

INDIRECT: She told me that it had been an amazing holiday.

What if there is a past simple form of the verb in direct speech? Well, in this case, it can stay the same in reported speech or you can change it to past perfect .

Past Simple → Past Simple Or Past Perfect

DIRECT: I didn’t go to work.

INDIRECT: Mary said that she didn’t go to work / Mary said that she hadn’t gone to work 

Past Perfect Tenses Do Not Change

DIRECT: I arrived late because I had missed the bus.

INDIRECT: He said he arrived (or had arrived) late because he had missed the bus.

Modal verbs like “can,” “may,” and “will” also change in reported speech.

Will → Would

DIRECT: The exam will be difficult.

INDIRECT: They said that the exam would be difficult.

Can → Could

DIRECT: I can’t be there.

INDIRECT: He told me he couldn’t be there.

May → Might

DIRECT: We may go there another time.

INDIRECT: They said they might go there another time.

However, past modal verbs don’t change (would, must, could, should, etc.) don’t change in reported speech.

DIRECT: It would be nice if we could go to Paris.

INDIRECT: He said it would be nice if we could go to Paris.

Here are some other examples:

So, in summary, 

  • am/is → were
  • do/does → did
  • have/has → had
  • had done → had done
  • will → would
  • can → could
  • may → might
  • could → could
  • would → would
  • like/love/buy/see → liked/loved/bought/saw or had liked/ had loved/had bought/had seen.

You make these verb tense shifts when you report the original words at a different time from when they were spoken. However, it is often also possible to keep the original speaker’s tenses when the situation is still the same.

For example, 

1. DIRECT: I am feeling sick.

   INDIRECT: She said she is feeling sick.

2. DIRECT: We have to leave now.

   INDIRECT: They said they have to leave now.

3. DIRECT: I will call you later.

   INDIRECT: He said he will call me later.

4. DIRECT: She is not coming to the party.

   INDIRECT: He said she is not coming to the party.

5. DIRECT: They are working on a new project.

   INDIRECT: She said they are working on a new project.

What about conditional sentences? How do they change in reported speech?

Sentences with “if” and “would” are usually unchanged.

DIRECT: It would be best if we went there early.

INDIRECT: He said it would be best if they went there early.

But conditional sentences used to describe unreal situations (e.g. second conditional or third conditional sentences) can change like this:

DIRECT: If I had more money I would buy a new car.

INDIRECT: She said if she had had more money, she would have bought a new car OR She said if she had more money, she would buy a new car.

Reported Speech In English: Changing Pronouns

In reported speech, because you’re reporting someone else’s words, there’s a change of speaker so this may mean a change of pronoun.

An example:

Jenny says,  “I don't like this place. I want to go home now.”

Matt says, “Jenny said that she didn't like the place, and she wanted to go home.” 

In this example, Jenny says “I” to refer to herself but Matt, talking about what Jenny said, uses “she”.

So the sentence in reported speech becomes:

  • Jenny said that she didn’t like . . . ( not Jenny said that I didn’t like . . .)

Some other examples:

   INDIRECT: He said he had been studying for hours.

2. DIRECT: I don’t like that movie.

   INDIRECT: She said she didn’t like that movie.

3. DIRECT: He doesn't like coffee.

   INDIRECT: She said he doesn't like coffee.

4. DIRECT: We have a new car.

   INDIRECT: They told me they had a new car.

5. DIRECT: We are going on vacation next week.

    INDIRECT: They said they are going on vacation next week.

Reported Speech In English: Place And Time Expressions

When you’re reporting someone’s words, there is often a change of place and time.  This may mean that you will need to change or remove words that are used to refer to places and time like “here,” “this,” “now,” “today,” “next,” “last,” “yesterday,” “tomorrow,” and so on. 

Check the differences in the following sentences:

DIRECT: I'll be back next month.

INDIRECT: She said she would be back the next month , but I never saw her again.

DIRECT: Emma got her degree last Tuesday.

INDIRECT: He said Emma had got her degree the Tuesday before.

DIRECT: I had an argument with my mother-in-law yesterday .

INDIRECT: He said he’d had an argument with his mother-in-law the day before .

INDIRECT: They said they were going to have an amazing party the next day.

DIRECT: Meet me here at 10 am.

INDIRECT: He told me to meet him there at 10 am.

DIRECT: This restaurant is really good.

DIRECT: I'm going to the gym now.

INDIRECT: He said he was going to the gym at that time.

DIRECT: Today is my birthday.

INDIRECT: She told me that it was her birthday that day .

DIRECT: I'm leaving for Europe next week.

INDIRECT: She said she was leaving for Europe the following week.

Reported Speech In English: Word Order In Questions

What if you have to report a question? For example, how would you report the following questions?

  • Where’s Mark?
  • When are you going to visit your grandmother?
  • What do I need to buy for the celebration?
  • Where are your best friend and his wife staying?
  • Do you like coffee?
  • Can you sing?
  • Who’s your best friend?
  • What time do you usually wake up?
  • What would you do if you won the lottery?
  • Do you ever read nonfiction books?

In reported questions, the subject normally comes before the verb and auxiliary “do” is not used.

So, here is what happens when you're reporting a question:

DIRECT: Where’s Mark?

INDIRECT: I asked where Mark was. 

DIRECT: When are you going to visit your grandmother?

INDIRECT: He wanted to know when I was going to visit my grandmother.

DIRECT: What do I need to buy for the celebration?

INDIRECT: She asked what she needed to buy for the celebration.

DIRECT: Where are your best friend and his wife staying?

INDIRECT: I asked where his best friend and his wife were staying.

INDIRECT: She asked me if I ever read nonfiction books.

You might have noticed that question marks are not used in reported questions and you don’t use “say” or “tell” either.

When you’re reporting these, you can use the following verbs + an infinitive:

DIRECT SPEECH: I’ll always love you.

PROMISE IN INDIRECT SPEECH: She promised to love me.

DIRECT SPEECH: OK, let’s go to the pub.

INDIRECT SPEECH: He agreed to come to the pub with me.

INDIRECT SPEECH: They told me to sit down OR they ordered me to sit down.

DIRECT SPEECH: I can go to the post office for you.

INDIRECT SPEECH: She offered to go to the post office.

DIRECT SPEECH: Could I please have the documentation by tomorrow evening?

INDIRECT SPEECH: She requested to have the documentation by the following evening.

DIRECT SPEECH: You should think twice before giving him your phone number.

INDIRECT SPEECH: She advised me to think twice before giving him my phone number.

Reported Speech in English: What It is and How to Use It

Sometimes we may wish to report the words of others. In fact, this is quite a regular occurrence in any language.

There are two ways to do this: reported (indirect) speech, and direct speech.

Here’s how they work.

Direct speech

As the name would suggest, direct speech is when you directly report the words of another person.

“I’ll see you at the meeting on Wednesday,” he said.

Direct speech can always be identified in written speech through the use of speech marks (sometimes known as quotation marks). Please note that single or double marks can be used depending on the habit of the individual user.

Direct speech is the easier of the two options because it does not involve any grammatical or structural changes to the original sentence.

Reported (indirect) speech

Reported speech involves grammatical, and sometimes structural, changes.

Here is an example of the same sentence as above but this time delivered in reported speech.

“I’ll see you at the meeting on Wednesday,” he said. (direct speech)

He said (that) he would see me at the meeting today. (reported/indirect speech)

Aa can be seen, considerable changes have been made to the original sentence. First of all, the speech marks have been removed. Next, we must consider the verb tense used. Fortunately, the rules covering this are written in stone:

As can be seen from the above table, the original verb tense must be adapted accordingly. Let us look at the original examples once more:

The verb tense in the original, direct speech sentence (‘will’) has been adapted to ‘would’ as necessary. This reflects the difference in time between when the comment was originally made, and when it was reported.

This fact is made most obviously clear when the present tense is adapted to the past, as follows:

“I want to talk to you,” she said.

She said that she wanted to talk to me.

As is dictated, ‘want’ has become wanted’ because the request is now clearly in the past.

Please note that, on some occasions, adapting the present tense to the past tense may not be necessary. For example:

“I like pizza,” she said.

She said she likes/liked pizza.

Because we can assume the state to still be true, the present tense is also correct in the reported sentence. 

Other changes

Let us look once more at the original pair of sentences:

As well as the verb tense, both the subject and object have been adapted, and so has the time expression.

Of course, these amendments are all relative. Who was talking to who, and what is the time relationship between when the original sentence was communicated, and when it was reported? Always bear in mind these considerations when using reported speech.

Reported questions

Questions are a little bit different, and must be adapted in their own unique way. Generally speaking, there are two types of questions, and each must be considered separately.

  • “What is your name?” he asked.
  • “Do you like pizza?” she asked.

The first question is an ‘information’ question, requiring some kind of specific detail in the answer. The second question, meanwhile, is quite simply a ‘yes/no’ question, where detail is optional.

Here are the changes that must be made to each question in reported (indirect) speech

  • He asked me what my name was/is.
  • She asked me if I liked pizza.

In the ‘information’ question, the original sentence must be restructured so it is now no longer a question, but an affirmative statement. That is because, when reported, it is no longer a question. The verb tense should also be adapted as per the rules with all reported speech transitions.

In the ‘yes/no’ question, the sentence must also be adapted, with the word ‘if’ (or ‘whether’) replacing the auxiliary. Again, the verb tense must be changed accordingly.

Reporting verbs

In the examples in this article we have included the classic reporting verbs ‘said’ and ‘asked’. ‘Tell’ is another classic.

In truth, these verbs are incredibly uninformative. In reality, they tell us nothing about the emotion or feeling of what was communicated.

Therefore, it is better to run through the many options of reporting verbs we have at our disposal to select an option which best describes the sentiment of the words. Of course, in formal or business English you may want to stay with the neutral words of ‘say’, ‘ask’ and ‘tell’, but to be a little more descriptive, why not check out some of these options:

“Reported speech” might sound fancy, but it isn’t that complicated.

It’s just how you talk about what someone said.

Luckily, it’s pretty simple to learn the basics in English, beginning with the two types of reported speech: direct (reporting the exact words someone said) and indirect (reporting what someone said without using their exact words ).

Direct speech refers to the exact words that a person says. You can “report” direct speech in a few different ways.

To see how this works, let’s pretend that I (Elisabeth) told some people that I liked green onions.

Here are some different ways that those people could explain what I said:

Direct speech: “I like green onions,” Elisabeth said.

Direct speech: “I like green onions,” she told me. — In this sentence, we replace my name (Elisabeth) with the pronoun she.

In all of these examples, the part that was said is between quotation marks and is followed by a noun (“she” or “Elisabeth”) and a verb. Each of these verbs (“to say,” “to tell [someone],” “to explain”) are ways to describe someone talking. You can use any verb that refers to speech in this way.

You can also put the noun and verb before what was said.

Direct speech: Elisabeth said, “I like spaghetti.”

The example above would be much more likely to be said out loud than the first set of examples.

Here’s a conversation that might happen between two people:

1: Did you ask her if she liked coffee?

2: Yeah, I asked her.

1: What did she say?

2. She said, “Yeah, I like coffee.” ( Direct speech )

Usually, reporting of direct speech is something you see in writing. It doesn’t happen as often when people are talking to each other. 

Direct reported speech often happens in the past. However, there are all kinds of stories, including journalism pieces, profiles and fiction, where you might see speech reported in the present as well.

This is sometimes done when the author of the piece wants you to feel that you’re experiencing events in the present moment.

For example, a profile of Kristen Stewart in Vanity Fair  has a funny moment that describes how the actress isn’t a very good swimmer:

Direct speech: “I don’t want to enter the water, ever,” she says. “If everyone’s going in the ocean, I’m like, no.”

Here, the speech is reported as though it’s in the present tense (“she says”) instead of in the past (“she said”).

In writing of all kinds, direct reported speech is often split into two or more parts, as it is above.

Here’s an example from Lewis Carroll’s “ Alice’s Adventures in Wonderland ,” where the speech is even more split up:

Direct speech: “I won’t indeed!” said Alice, in a great hurry to change the subject of conversation. “Are you—are you fond—of—of dogs?” The Mouse did not answer, so Alice went on eagerly: “There is such a nice little dog near our house I should like to show you!”

Reporting indirect speech is what happens when you explain what someone said without using their exact words.

Let’s start with an example of direct reported speech like those used above.

Direct speech: Elisabeth said, “I like coffee.”

As indirect reported speech, it looks like this:

Indirect speech: Elisabeth said she liked coffee.

You can see that the subject (“I”) has been changed to “she,” to show who is being spoken about. If I’m reporting the direct speech of someone else, and this person says “I,” I’d repeat their sentence exactly as they said it. If I’m reporting this person’s speech indirectly to someone else, however, I’d speak about them in the third person—using “she,” “he” or “they.”

You may also notice that the tense changes here: If “I like coffee” is what she said, this can become “She liked coffee” in indirect speech.

However, you might just as often hear someone say something like, “She said she likes coffee.” Since people’s likes and preferences tend to change over time and not right away, it makes sense to keep them in the present tense.

Indirect speech often uses the word “that” before what was said:

Indirect speech: She said that she liked coffee.

There’s no real difference between “She said she liked coffee” and “She said that she liked coffee.” However, using “that” can help make the different parts of the sentence clearer.

Let’s look at a few other examples:

Indirect speech: I said I was going outside today.

Indirect speech: They told me that they wanted to order pizza.

Indirect speech: He mentioned it was raining.

Indirect speech: She said that her father was coming over for dinner.

You can see an example of reporting indirect speech in the funny video “ Cell Phone Crashing .” In this video, a traveler in an airport sits down next to another traveler talking on his cell phone. The first traveler pretends to be talking to someone on his phone, but he appears to be responding to the second traveler’s conversation, which leads to this exchange:

Woman: “Are you answering what I’m saying?”

Man “No, no… I’m on the phone with somebody, sorry. I don’t mean to be rude.” (Direct speech)

Woman: “What was that?”

Man: “I just said I was on the phone with somebody.” (Indirect speech)

When reporting questions in indirect speech, you can use words like “whether” or “if” with verbs that show questioning, such as “to ask” or “to wonder.”

Direct speech: She asked, “Is that a new restaurant?”

Indirect speech: She asked if that was a new restaurant. 

In any case where you’re reporting a question, you can say that someone was “wondering” or “wanted to know” something. Notice that these verbs don’t directly show that someone asked a question. They don’t describe an action that happened at a single point in time. But you can usually assume that someone was wondering or wanted to know what they asked.

Indirect speech: She was wondering if that was a new restaurant.

Indirect speech: She wanted to know whether that was a new restaurant.

It can be tricky to know how to use tenses when reporting indirect speech. Let’s break it down, tense by tense.

Sometimes, indirect speech “ backshifts ,” or moves one tense further back into the past. We already saw this in the example from above:

Direct speech: She said, “I like coffee.”

Indirect speech: She said she liked coffee.

Also as mentioned above, backshifting doesn’t always happen. This might seem confusing, but it isn’t that difficult to understand once you start using reported speech regularly.

What tense you use in indirect reported speech often just depends on when what you’re reporting happened or was true.

Let’s look at some examples of how direct speech in certain tenses commonly changes (or doesn’t) when it’s reported as indirect speech.

Direct speech: I said, “I play video games.”

Indirect speech: I said that I played video games (simple past) or I said that I play video games  (simple present).

Backshifting into the past or staying in the present here can change the meaning slightly. If you use the first example, it’s unclear whether or not you still play video games; all we know is that you said you played them in the past.

If you use the second example, though, you probably still play video games (unless you were lying for some reason).

However, the difference in meaning is so small, you can use either one and you won’t have a problem.

Direct speech: I said, “I’m playing video games.”

Indirect speech: I said that I was playing video games (past continuous) or I said that I’m playing video games (present continuous).

In this case, you’d likely use the first example if you were telling a story about something that happened in the past.

You could use the second example to repeat or stress what you just said. For example:

Hey, want to go for a walk?

Direct speech: No, I’m playing video games.

But it’s such a nice day!

Indirect speech: I said that I’m playing video games!

Direct speech: Marie said, “I have read that book.”

Indirect speech: Marie said that she had read that book (past perfect) or Marie said that she has read that book (present perfect).

The past perfect is used a lot in writing and other kinds of narration. This is because it helps point out an exact moment in time when something was true.

The past perfect isn’t quite as useful in conversation, where people are usually more interested in what’s true now. So, in a lot of cases, people would use the second example above when speaking.

Direct speech: She said, “I have been watching that show.”

Indirect speech: She said that she had been watching that show (past perfect continuous) or She said that she has been watching that show (present perfect continuous).

These examples are similar to the others above. You could use the first example whether or not this person was still watching the show, but if you used the second example, it’d probably seem like you either knew or guessed that she was still watching it.

Direct speech: You told me, “I charged my phone.”

Indirect speech: You told me that you had charged your phone (past perfect) or You told me that you charged your phone (simple past).

Here, most people would probably just use the second example, because it’s simpler, and gets across the same meaning.

Direct speech: You told me, “I was charging my phone.”

Indirect speech: You told me that you had been charging your phone (past perfect continuous) or You told me that you were charging your phone (past continuous).

Here, the difference is between whether you had been charging your phone before or were charging your phone at the time. However, a lot of people would still use the second example in either situation.

Direct speech: They explained, “We had bathed the cat on Wednesday.”

Indirect speech: They explained that they had bathed the cat on Wednesday. (past perfect)

Once we start reporting the past perfect tenses, we don’t backshift because there are no tenses to backshift to.

So in this case, it’s simple. The tense stays exactly as is. However, many people might simplify even more and use the simple past, saying, “They explained that they bathed the cat on Wednesday.”

Direct speech: They said, “The cat had been going outside and getting dirty for a long time!”

Indirect speech: They said that the cat had been going outside and getting dirty for a long time. (past perfect continuous)

Again, we don’t shift the tense back here; we leave it like it is. And again, a lot of people would report this speech as, “They said the cat was going outside and getting dirty for a long time.” It’s just a simpler way to say almost the same thing.

Direct speech: I told you, “I will be here no matter what.”

Indirect speech: I told you that I would be here no matter what. (present conditional)

At this point, we don’t just have to think about tenses, but grammatical mood, too. However, the idea is still pretty simple. We use the conditional (with “would”) to show that at the time the words were spoken, the future was uncertain.

In this case, you could also say, “I told you that I will be here no matter what,” but only if you “being here” is still something that you expect to happen in the future.

What matters here is what’s intended. Since this example shows a person reporting their own speech, it’s more likely that they’d want to stress the truth of their own intention, and so they might be more likely to use “will” than “would.”

But if you were reporting someone else’s words, you might be more likely to say something like, “She told me that she would be here no matter what.”

Direct speech: I said, “I’ll be waiting for your call.”

Indirect speech: I said that I would be waiting for your call. (conditional continuous)

These are similar to the above examples, but apply to a continuous or ongoing action.

Direct speech: She said, “I will have learned a lot about myself.”

Indirect speech: She said that she would have learned a lot about herself (conditional perfect) or She said that she will have learned a lot about herself (future perfect).

In this case, using the conditional (as in the first example) suggests that maybe a certain event didn’t happen, or something didn’t turn out as expected.

However, that might not always be the case, especially if this was a sentence that was written in an article or a work of fiction. The second example, however, suggests that the future that’s being talked about still hasn’t happened yet.

Direct speech: She said, “By next Tuesday, I will have been staying inside every day for the past month.”

Indirect speech: She said that by next Tuesday, she would have been staying inside every day for the past month (perfect continuous conditional) or She said that by next Tuesday, she will have been staying inside every day for the past month (past perfect continuous).

Again, in this case, the first example might suggest that the event didn’t happen. Maybe the person didn’t stay inside until next Tuesday! However, this could also just be a way of explaining that at the time she said this in the past, it was uncertain whether she really would stay inside for as long as she thought.

The second example, on the other hand, would only be used if next Tuesday hadn’t happened yet.

  • The first thing you have to keep in mind is that you need not use any quotation marks as you are not using the exact words of the speaker.
  • You can use the following formula to construct a sentence in the reported speech.
  • You can use verbs like said, asked, requested, ordered, complained, exclaimed, screamed, told, etc. If you are just reporting a declarative sentence , you can use verbs like told, said, etc. followed by ‘that’ and end the sentence with a full stop . When you are reporting interrogative sentences, you can use the verbs – enquired, inquired, asked, etc. and remove the question mark . In case you are reporting imperative sentences , you can use verbs like requested, commanded, pleaded, ordered, etc. If you are reporting exclamatory sentences , you can use the verb exclaimed and remove the exclamation mark . Remember that the structure of the sentences also changes accordingly.
  • Furthermore, keep in mind that the sentence structure , tense , pronouns , modal verbs , some specific adverbs of place and adverbs of time change when a sentence is transformed into indirect/reported speech.

One of the most common mistakes when becoming familiar with this type of grammar is not knowing the difference between direct speech and reported speech and the changes related to these types of sentences.

Reported Speech

The reported speech reproduces the words of another person by adapting certain temporal and local references of the original speech to the situation of the speaker, for example, personal pronouns, demonstratives, verb tenses, and adverbs of place or time.

It is characterized by introducing the message that is reproduced with a speaking verb followed by conjunctions that or if. The speaking verb reveals the intention of the speaker to convey what another person has said.

The most frequent speaking verbs are: say, affirm , count, explain, ask, warn, suggest, order, etc.

Direct Speech vs. Reported Speech

Both are the two different ways to transmit what someone has said.

With direct speech, the message is reproduced as we have heard it, in quotes and after a color meanwhile with reported speech the message is reproduced with our words, without commas but using that or if after the verb.

Different Types of Sentences

  • Reported statements : use that before the statement and the reporting verb said or told.
  • Reported questions : use reported verbs like asked, requested, or wanted to know and omit the question mark. Remember that the order in reported questions changes. In the case of yes-no questions use whether or if.
  • Reported requests or commands : use to or not to before the sentence and use verbs like asked, told, ordered, urged, advised, and begged.

2. The introductory sentence

If you use Reported Speech there are mostly two main differences.

The introductory sentence in Reported Speech can be in the Present or in the Past .

If the introductory sentences is in the Simple Present, there is no backshift of tenses.

Direct Speech:

  • Susan, “ Mary work s in an office.”

Reported Speech:

  • Introductory sentence in the Simple Present → Susan says (that)* Mary work s in an office.
  • Introductory sentence in the Simple Past → Susan said (that)* Mary work ed in an office.

3. Change of persons/pronouns

If there is a pronoun in Direct Speech, it has possibly to be changed in Reported Speech, depending on the siutation.

  • Direct Speech → Susan, “I work in an office.”
  • Reported Speech → Susan said (that)* she worked in an office.

4. Backshift of tenses

If there is backshift of tenses in Reported Speech, the tenses are shifted the following way.

  • Direct Speech → Peter, “ I work in the garden.”
  • Reported Speech → Peter said (that)* he work ed in the garden.

5. Conversion of expressions of time and place

If there is an expression of time/place in the sentence, it may be changed, depending on the situation.

  • Direct Speech → Peter, “I worked in the garden yesterday .”
  • Reported Speech → Peter said (that) he had worked in the garden the day before .

6. Additional information

In some cases backshift of tenses is not necessary, e.g. when statements are still true. Backshift of tenses is never wrong.

  • John, “My brother is at Leipzig university.”
  • John said (that) his brother was at Leipzig university. or
  • John said (that) his brother is at Leipzig university.

How to Use 'Say' and 'Tell'

With support from the Bipartisan Infrastructure Law, CHIPS and Science Act, and Inflation Reduction Act, these investments are creating new American jobs in manufacturing and clean energy and helping communities that have been left behind make a comeback.   As President Biden says, American workers and businesses can outcompete anyone—as long as they have fair competition. But for too long, China’s government has used unfair, non-market practices. China’s forced technology transfers and intellectual property theft have contributed to its control of 70, 80, and even 90 percent of global production for the critical inputs necessary for our technologies, infrastructure, energy, and health care—creating unacceptable risks to America’s supply chains and economic security. Furthermore, these same non-market policies and practices contribute to China’s growing overcapacity and export surges that threaten to significantly harm American workers, businesses, and communities.   Today’s actions to counter China’s unfair trade practices are carefully targeted at strategic sectors—the same sectors where the United States is making historic investments under President Biden to create and sustain good-paying jobs—unlike recent proposals by Congressional Republicans that would threaten jobs and raise costs across the board. The previous administration’s trade deal with China  failed  to increase American exports or boost American manufacturing as it had promised. Under President Biden’s Investing in America agenda, nearly 800,000 manufacturing jobs have been created and new factory construction has doubled after both fell under the previous administration, and the trade deficit with China is the lowest in a decade—lower than any year under the last administration.   We will continue to work with our partners around the world to strengthen cooperation to address shared concerns about China’s unfair practices—rather than undermining our alliances or applying indiscriminate 10 percent tariffs that raise prices on all imports from all countries, regardless whether they are engaged in unfair trade. The Biden-Harris Administration recognizes the benefits for our workers and businesses from strong alliances and a rules-based international trade system based on fair competition.   Following an in-depth review by the United States Trade Representative, President Biden is taking action to protect American workers and American companies from China’s unfair trade practices. To encourage China to eliminate its unfair trade practices regarding technology transfer, intellectual property, and innovation, the President is directing increases in tariffs across strategic sectors such as steel and aluminum, semiconductors, electric vehicles, batteries, critical minerals, solar cells, ship-to-shore cranes, and medical products.   Steel and Aluminum   The tariff rate on certain steel and aluminum products under Section 301 will increase from 0–7.5% to 25% in 2024.   Steel is a vital sector for the American economy, and American companies are leading the future of clean steel. Recently, the Biden-Harris Administration announced $6 billion for 33 clean manufacturing projects including for steel and aluminum, including the first new primary aluminum smelter in four decades, made possible by the Bipartisan Infrastructure Law and the Inflation Reduction Act. These investments will make the United States one of the first nations in the world to convert clean hydrogen into clean steel, bolstering the U.S. steel industry’s competitiveness as the world’s cleanest major steel producer.   American workers continue to face unfair competition from China’s non-market overcapacity in steel and aluminum, which are among the world’s most carbon intensive. China’s policies and subsidies for their domestic steel and aluminum industries mean high-quality, low-emissions U.S. products are undercut by artificially low-priced Chinese alternatives produced with higher emissions. Today’s actions will shield the U.S. steel and aluminum industries from China’s unfair trade practices.   Semiconductors   The tariff rate on semiconductors will increase from 25% to 50% by 2025.   China’s policies in the legacy semiconductor sector have led to growing market share and rapid capacity expansion that risks driving out investment by market-driven firms. Over the next three to five years, China is expected to account for almost half of all new capacity coming online to manufacture certain legacy semiconductor wafers. During the pandemic, disruptions to the supply chain, including legacy chips, led to price spikes in a wide variety of products, including automobiles, consumer appliances, and medical devices, underscoring the risks of overreliance on a few markets.   Through the CHIPS and Science Act, President Biden is making a nearly $53 billion investment in American semiconductor manufacturing capacity, research, innovation, and workforce. This will help counteract decades of disinvestment and offshoring that has reduced the United States’ capacity to manufacture semiconductors domestically. The CHIPS and Science Act includes $39 billion in direct incentives to build, modernize, and expand semiconductor manufacturing fabrication facilities as well as a 25% investment tax credit for semiconductor companies. Raising the tariff rate on semiconductors is an important initial step to promote the sustainability of these investments.   Electric Vehicles (EVs)   The tariff rate on electric vehicles under Section 301 will increase from 25% to 100% in 2024.   With extensive subsidies and non-market practices leading to substantial risks of overcapacity, China’s exports of EVs grew by 70% from 2022 to 2023—jeopardizing productive investments elsewhere. A 100% tariff rate on EVs will protect American manufacturers from China’s unfair trade practices.   This action advances President Biden’s vision of ensuring the future of the auto industry will be made in America by American workers. As part of the President’s Investing in America agenda, the Administration is incentivizing the development of a robust EV market through business tax credits for manufacturing of batteries and production of critical minerals, consumer tax credits for EV adoption, smart standards, federal investments in EV charging infrastructure, and grants to supply EV and battery manufacturing. The increase in the tariff rate on electric vehicles will protect these investments and jobs from unfairly priced Chinese imports.   Batteries, Battery Components and Parts, and Critical Minerals   The tariff rate on lithium-ion EV batteries will increase from 7.5%% to 25% in 2024, while the tariff rate on lithium-ion non-EV batteries will increase from 7.5% to 25% in 2026. The tariff rate on battery parts will increase from 7.5% to 25% in 2024.   The tariff rate on natural graphite and permanent magnets will increase from zero to 25% in 2026. The tariff rate for certain other critical minerals will increase from zero to 25% in 2024.   Despite rapid and recent progress in U.S. onshoring, China currently controls over 80 percent of certain segments of the EV battery supply chain, particularly upstream nodes such as critical minerals mining, processing, and refining. Concentration of critical minerals mining and refining capacity in China leaves our supply chains vulnerable and our national security and clean energy goals at risk. In order to improve U.S. and global resiliency in these supply chains, President Biden has invested across the U.S. battery supply chain to build a sufficient domestic industrial base. Through the Bipartisan Infrastructure Law, the Defense Production Act, and the Inflation Reduction Act, the Biden-Harris Administration has invested nearly $20 billion in grants and loans to expand domestic production capacity of advanced batteries and battery materials. The Inflation Reduction Act also contains manufacturing tax credits to incentivize investment in battery and battery material production in the United States. The President has also established the American Battery Materials Initiative, which will mobilize an all-of-government approach to secure a dependable, robust supply chain for batteries and their inputs.   Solar Cells   The tariff rate on solar cells (whether or not assembled into modules) will increase from 25% to 50% in 2024.   The tariff increase will protect against China’s policy-driven overcapacity that depresses prices and inhibits the development of solar capacity outside of China. China has used unfair practices to dominate upwards of 80 to 90% of certain parts of the global solar supply chain, and is trying to maintain that status quo. Chinese policies and nonmarket practices are flooding global markets with artificially cheap solar modules and panels, undermining investment in solar manufacturing outside of China.   The Biden-Harris Administration has made historic investments in the U.S. solar supply chain, building on early U.S. government-enabled research and development that helped create solar cell technologies. The Inflation Reduction Act provides supply-side tax incentives for solar components, including polysilicon, wafers, cells, modules, and backsheet material, as well as tax credits and grant and loan programs supporting deployment of utility-scale and residential solar energy projects. As a result of President Biden’s Investing in America agenda, solar manufacturers have already announced nearly $17 billion in planned investment under his Administration—an 8-fold increase in U.S. manufacturing capacity, enough to supply panels for millions of homes each year by 2030.   Ship-to-Shore Cranes   The tariff rate on ship-to-shore cranes will increase from 0% to 25% in 2024.   The Administration continues to deliver for the American people by rebuilding the United States’ industrial capacity to produce port cranes with trusted partners. A 25% tariff rate on ship-to-shore cranes will help protect U.S. manufacturers from China’s unfair trade practices that have led to excessive concentration in the market. Port cranes are essential pieces of infrastructure that enable the continuous movement and flow of critical goods to, from, and within the United States, and the Administration is taking action to mitigate risks that could disrupt American supply chains. This action also builds off of ongoing work to invest in U.S. port infrastructure through the President’s Investing in America Agenda. This port security initiative includes bringing port crane manufacturing capabilities back to the United States to support U.S. supply chain security and encourages ports across the country and around the world to use trusted vendors when sourcing cranes or other heavy equipment.   Medical Products   The tariff rates on syringes and needles will increase from 0% to 50% in 2024. For certain personal protective equipment (PPE), including certain respirators and face masks, the tariff rates will increase from 0–7.5% to 25% in 2024. Tariffs on rubber medical and surgical gloves will increase from 7.5% to 25% in 2026.   These tariff rate increases will help support and sustain a strong domestic industrial base for medical supplies that were essential to the COVID-19 pandemic response, and continue to be used daily in every hospital across the country to deliver essential care. The federal government and the private sector have made substantial investments to build domestic manufacturing for these and other medical products to ensure American health care workers and patients have access to critical medical products when they need them. American businesses are now struggling to compete with underpriced Chinese-made supplies dumped on the market, sometimes of such poor quality that they may raise safety concerns for health care workers and patients.   Today’s announcement reflects President Biden’s commitment to always have the back of American workers. When faced with anticompetitive, unfair practices from abroad, the President will deploy any and all tools necessary to protect American workers and industry.

TikTok and its parent company on Tuesday filed a legal challenge against the United States over a law that President Biden signed last month outlawing the app nationwide unless it finds a buyer within a year.

In the petition filed in the Court of Appeals for the District of Columbia Circuit, the company said the legislation exceeds the bounds of the constitution and suppresses the speech of millions of Americans.

"Banning TikTok is so obviously unconstitutional, in fact, that even the Act's sponsors recognized that reality, and therefore have tried mightily to depict the law not as a ban at all, but merely a regulation of TikTok's ownership," according to the filing.

The law, passed through Congress at lightning speed, which caught many inside TikTok off guard, is intended to force TikTok to be sold to a non-Chinese company in nine months, with the possibility of a three month extension if a possible sale is in play.

Yet lawyers for TikTok say the law offers the company a false choice, since fully divesting from its parent company, ByteDance, is "simply not possible: not commercially, not technologically, not legally," the challenge states. "And certainly not on the 270-day timeline required by the Act."

Anupam Chander, a law professor at Georgetown University who specializes in technology regulations, said if TikTok loses this legal fight, it will likely shut down in the U.S.

"The problem for TikTok is that they have a parent company that has these obligation in China, but they're trying to live by free speech rules by the United States," Chander said in an interview. "The question is whether American courts will believe that that's even possible."

Lawmakers in Washington have long been suspicious of TikTok, fearing its Chinese owner could use the popular app to spy on Americans or spread dangerous disinformation.

But in the company's legal petition, lawyers for TikTok say invoking "national security" does not give the government a free pass to violate the First Amendment, especially, TikTok, argues, when no public evidence has been presented of the Chinese government using the app as a weapon against Americans.

Constitutional scholars say there are few ways for the government to restrict speech in a way that would survive a legal challenge. One of those ways is if the government can demonstrate a national security risk. Also key, legal experts say, is the government showing the speech suppression was the least restrictive option on the table.

TikTok said Congress ignored less restrictive ways of addressing the government's national security concerns.

"If Congress can do this, it can circumvent the First Amendment by invoking national security and ordering the publisher of any individual newspaper or website to sell to avoid being shut down," the filing states. "And for TikTok, any such divestiture would disconnect Americans from the rest of the global community."

Since more than 90% of TikTok's users are outside of America, Georgetown's Chander said selling the U.S.-based app to a different owner would cannibalize its own business.

"You can't really create a TikTok U.S., while having a different company manage TikTok Canada," Chander said in an interview. "What you're doing essentially is creating a rival between two TikToks," he said. " It may be better to take your marbles out of the United States and hope to make money outside of the U.S., rather than sell it at a fire-sale price."

TikTok critics call app a 'spy balloon on your phone'

The filing sets off what could be the most important battle for TikTok. It has been fending off legal challenges to its existence since former President Trump first sought to ban the app through an executive order in the summer of 2020. That effort was blocked by federal courts.

Since then, Democrats and Republicans have shown a rare moment of unity around calls to pressure TikTok to sever its ties with ByteDance, the Beijing-based tech giant that owns the video-streaming app.

Trump's Ban On TikTok Suffers Another Legal Setback

Congress has never before passed legislation that could outright ban a wildly popular social media app, a gesture the U.S. government has criticized authoritarian nations for doing.

In the case of TikTok, however, lawmakers have called the app a "spy balloon on your phone," emphasizing how the Chinese government could gain access to the personal data of U.S. citizens.

Worries also persist in Washington that Beijing could influence the views of Americans by dictating what videos are boosted on the platform. That concern has only become heightened seven months before a presidential election.

Yet the fears so far indeed remain hypothetical.

There is no publicly available example of the Chinese government attempting to use TikTok as an espionage or data collection tool. And no proof that the Chinese government has ever had a hand over what TikTok's 170 million American users see every day on the app.

TikTok says it offers U.S. a plan that would shut app down if it violated agreement

TikTok, for its part, says it has invested $2 billion on a plan, dubbed Project Texas, to separate its U.S. operation from its Chinese parent company. It deleted all of Americans' data from foreign servers and relocated all of the data to servers on U.S. soil overseen by the Austin-based tech company Oracle.

While the plan was intended to build trust with U.S. lawmakers and users, reports surfaced showing that data was still moving between staff in California and Beijing.

In the filing on Tuesday, TikTok said it submitted an agreement to the Committee on Foreign Investment in the United States, which has been probing the app for five years, that would allow the U.S. to suspend TikTok if it violated terms set forth in a national security plan.

But, lawyers for TikTok say, the deal was swept aside, "in favor of the politically expedient and punitive approach," the petition states.

Mnuchin claims he will place a bid to buy TikTok, even though app is not for sale

Despite the new law giving TikTok the ultimatum of selling or being shut down, there are many questions around how the app could even be bought by another company or group of investors.

Former Treasury Secretary Steven Mnuchin told NPR on Monday, he is planning to assemble a group of investors to try to purchase TikTok without the app's algorithm.

Mnuchin, who declined to answer additional questions, said in between sessions at the Milken Institute Global Conference in Los Angeles that the proposal to buy the app is still in the works, but he would not say when it would be formally submitted.

One major obstacle in any possible sale of TikTok is a glaring problem: The app is not for sale.

Despite the new law in the U.S., ByteDance says it does not intend to let go of the service. Furthermore, winning the support of China would be necessary, and officials in Beijing are adamantly against any forced sale.

In 2020, amid the Trump administration's clamp down on the app, China added "content-recommendation algorithms" to its export-control list, effectively adding new regulations over how TikTok's all-powerful algorithm could ever be sold.

ByteDance, not TikTok, developed and controls the algorithm that determines what millions see on the app every day. The technology has become the envy of Silicon Valley, and no U.S. tech company has been able dislodge TikTok's firm hold on the short-form video market. Experts say key to its success is its highly engaging and hyper-personalized video-ranking algorithm.

The algorithm, which involves millions of lines of software code developed by thousands of engineers over many years, cannot be easily transferred to the U.S., even if China did allow it, TikTok's challenge states.

Lawyers for TikTok argue that "any severance [of the algorithm] would leave TikTok without access to the recommendation engine that has created a unique style and community that cannot be replicated on any other platform today."

Russia could step up its offensive, President Volodymyr Zelenskyy has warned, saying its operation in Kharkiv is potentially only the "first wave" in a summer assault. 

Mr Zelenskyy renewed his calls for allies to send more air defence and fighter jets on Friday in an interview with the AFP news agency.

He said Ukraine only had a quarter of what it needed in terms of air defence to protect its skies. 

He played down Russia's gains, but warned that Moscow was advancing. 

"We have to be sober and understand that they are going deeper into our territory. Not vice versa. And that's still their advantage."

On Friday,  Mr Zelenskyy said the situation in Kharkiv had "stabilised", adding Russian forces' "deepest point of their advance" was 10 km.

Russian forces have captured the village of Starytsia in Ukraine's Kharkiv region, Russia's defence ministry says. 

Russian troops are continuing to advance in the area, it added. 

On Friday, the defence ministry said it had taken control of 12 settlements in Kharkiv in a week. 

Russia launched an offensive in the Kharkiv area on 10 May, heaping pressure on to Ukraine's stretched forces.

A 33-year-old man has died in hospital after a reported Russian airstrike on Friday, officials say, bringing the total number of dead to four. 

Regional governor Oleh Syniehubov said 16 people are still in hospital after the attack on Kharkiv, with two in a serious condition. 

A shell dating back to the 1940s exploded in the basement of a military academy in St. Petersburg on Friday, injuring seven Russian servicemen.

Russian military officials confirmed the incident but did not give an update on the conditions of those injured at the Budyonny Military Academy of Communications.

The academy trains soldiers serving in the army's signal corps.

The explosion happened while the basement was being cleaned and rubbish moved, according to reports in Russian media. 

The explosion was caused by a 76mm shell dating to the 1941-45 period, the Interfax news agency reported the region's military command as saying.

It was not clear why this ammunition was stored at the academy.

Ukrainian soldiers were forced to communicate only by radio and phone when intense Russian jamming disrupted their satellite internet connection, according to a report by the Washington Post.

The Ukrainian brigade in northern Kharkiv lost connection to drone and communications systems as Russian forces began their incursion on 10 May, the newspaper reported. 

It is reportedly the first time that Russian electronic warfare has completely knocked out the Ukrainian Starlink connection since the start of the war. 

A Ukrainian soldier told the Washington Post the disruptions prevented Ukrainian forces from conducting basic reconnaissance.

The Institute for the Study of War (ISW) said it was "notable" Russian forces were able to achieve such a widespread effect and said they may have waited to deploy a new electronic warfare adaptation during the beginning of the operation. 

Ukraine's military claims it has shot down all 13 drones it says Russia launched overnight from Primorsko-Akhtarsk and Kursk. 

The Ukrainian Air Force said that, along with missile units of the Armed Forces, it intercepted the drones over Kharkiv, Poltava, Vinnytsia, Mykolaiv, and Dnipropetrovsk regions. 

One person has been killed and another injured in a Ukrainian drone attack in Russia's Kursk region, acting regional governor Alexei Smirnov said.

It comes after a resident in the southern Russian region of Belgarod was killed by a drone while gardening on Friday (see our 7.43am post). 

Russian forces launched drone attacks on two energy facilities in Ukraine overnight, according to the country's grid operator Ukrenergo.

There were no casualties and power was not cut off to customers, the company wrote on Telegram. 

One of the attacks was in the central region of Poltava, Filipp Pronin, head of the regional military administration, said on Telegram. 

The other damaged facility is in the east of the country, Ukrenergo said. 

For context: Russia has increased its attacks on Ukrainian energy systems in recent months.

Sky News analysis of data from Ukrenergo shows in March 2024, an average of 889,000 Ukrainians were without power on any given day - the highest number since the war began in February 2022.

Ukraine's second largest city of Kharkiv has come under intensifying attacks in recent weeks. 

An airstrike on Friday killed three people and injured 31 more, while at least two more people were injured in separate attacks on the region.

A close ally of Vladimir Putin has said the EU "does not tolerate" free speech after the bloc banned four more Russian media outlets (see our 7.50am post). 

"The EU leadership can only talk about freedom of speech, but in fact it does not tolerate it," said Vyacheslav Volodin, the speaker of the State Duma.

"They block any alternative point of view, destroy freedom of speech, violate the right to free dissemination and receipt of information." 

Russia warned the EU's decision will result in a harsh response against Western media in Moscow, but has yet to say which media organisations it will affect.

OpenAI debuts GPT-4o ‘omni’ model now powering ChatGPT

OpenAI announced a new flagship generative AI model on Monday that they call GPT-4o — the “o” stands for “omni,” referring to the model’s ability to handle text, speech, and video. GPT-4o is set to roll out “iteratively” across the company’s developer and consumer-facing products over the next few weeks.

OpenAI CTO Mira Murati said that GPT-4o provides “GPT-4-level” intelligence but improves on GPT-4’s capabilities across multiple modalities and media.

“GPT-4o reasons across voice, text and vision,” Murati said during a streamed presentation at OpenAI’s offices in San Francisco on Monday. “And this is incredibly important, because we’re looking at the future of interaction between ourselves and machines.”

GPT-4 Turbo , OpenAI’s previous “leading “most advanced” model, was trained on a combination of images and text and could analyze images and text to accomplish tasks like extracting text from images or even describing the content of those images. But GPT-4o adds speech to the mix.

What does this enable? A variety of things.

GPT-4o greatly improves the experience in OpenAI’s AI-powered chatbot, ChatGPT . The platform has long offered a voice mode that transcribes the chatbot’s responses using a text-to-speech model, but GPT-4o supercharges this, allowing users to interact with ChatGPT more like an assistant. 

For example, users can ask the GPT-4o-powered ChatGPT a question and interrupt ChatGPT while it’s answering. The model delivers “real-time” responsiveness, OpenAI says, and can even pick up on nuances in a user’s voice, in response generating voices in “a range of different emotive styles” (including singing). 

GPT-4o also upgrades ChatGPT’s vision capabilities. Given a photo — or a desktop screen — ChatGPT can now quickly answer related questions, from topics ranging from “What’s going on in this software code?” to “What brand of shirt is this person wearing?”

These features will evolve further in the future, Murati says. While today GPT-4o can look at a picture of a menu in a different language and translate it, in the future, the model could allow ChatGPT to, for instance, “watch” a live sports game and explain the rules to you.

“We know that these models are getting more and more complex, but we want the experience of interaction to actually become more natural, easy, and for you not to focus on the UI at all, but just focus on the collaboration with ChatGPT,” Murati said. “For the past couple of years, we’ve been very focused on improving the intelligence of these models … But this is the first time that we are really making a huge step forward when it comes to the ease of use.”

GPT-4o is more multilingual as well, OpenAI claims, with enhanced performance in around 50 languages. And in OpenAI’s API and Microsoft’s Azure OpenAI Service , GPT-4o is twice as fast as, half the price of and has higher rate limits than GPT-4 Turbo, the company says.

At present, voice isn’t a part of the GPT-4o API for all customers. OpenAI, citing the risk of misuse, says that it plans to first launch support for GPT-4o’s new audio capabilities to “a small group of trusted partners” in the coming weeks.

GPT-4o is available in the free tier of ChatGPT starting today and to subscribers to OpenAI’s premium ChatGPT Plus and Team plans with “5x higher” message limits. (OpenAI notes that ChatGPT will automatically switch to GPT-3.5 , an older and less capable model, when users hit the rate limit.) The improved ChatGPT voice experience underpinned by GPT-4o will arrive in alpha for Plus users in the next month or so, alongside enterprise-focused options .

In related news, OpenAI announced that it’s releasing a refreshed ChatGPT UI on the web with a new, “more conversational” home screen and message layout, and a desktop version of ChatGPT for macOS that lets users ask questions via a keyboard shortcut or take and discuss screenshots. ChatGPT Plus users will get access to the app first, starting today, and a Windows version will arrive later in the year.

Elsewhere, the GPT Store , OpenAI’s library of and creation tools for third-party chatbots built on its AI models, is now available to users of ChatGPT’s free tier. And free users can take advantage of ChatGPT features that were formerly paywalled, like a memory capability that allows ChatGPT to “remember” preferences for future interactions, upload files and photos, and search the web for answers to timely questions.

The Possible Collapse of the U.S. Home Insurance System

A times investigation found climate change may now be a concern for every homeowner in the country..

Today, my colleague, Christopher Flavelle, on a “Times” investigation into one of the least known and most consequential effects of climate change — insurance — and why it may now be a concern for every homeowner in the country.

It’s Wednesday, May 15.

So, Chris, you and I talked a while ago about how climate change was really wreaking havoc in the insurance market in Florida. You’ve just done an investigation that takes a look into the insurance markets more broadly and more deeply. Tell us about it.

Yeah, so I cover climate change, in particular the way climate shocks affect different parts of American life. And insurance has become a really big part of that coverage. And Florida is a great example. As hurricanes have gotten worse and more frequent, insurers are paying out more and more money to rebuild people’s homes. And that’s driving up insurance costs and ultimately driving up the cost of owning a home in Florida.

So we’re already seeing that climate impact on the housing market in Florida. My colleagues and I started to think, well, could it be that that kind of disruption is also happening in other states, not just in the obvious coastal states but maybe even through the middle of the US? So we set out to find out just how much it is happening, how much that Florida turmoil has, in fact, become really a contagion that is spreading across the country.

So how did you go about reporting this? I mean, where did you start?

All we knew at the start of this was that there was reason to think this might be a problem. If you just look at how the federal government tracks disasters around the country, there’s been a big increase almost every year in the number and severity of all kinds of disasters around the country. So we thought, OK, it’s worth trying to find out, what does that mean for insurers?

The problem is getting data on the insurance industry is actually really hard. There’s no federal regulation. There’s no government agency you can go to that holds this data. If you talk to the insurers directly, they tend to be a little reluctant to share information about what they’re going through. So we weren’t sure where to go until, finally, we realized the best people to ask are the people whose job it is to gauge the financial health of insurance companies.

Those are rating agencies. In particular, there’s one rating company called AM Best, whose whole purpose is to tell investors how healthy an insurance company is.

Whoa. So this is way down in the nuts and bolts of the US insurance industry.

Right. This is a part of the broader economy that most people would never experience. But we asked them to do something special for us. We said, hey, can you help us find the one number that would tell us reporters just how healthy or unhealthy this insurance market is state by state over time? And it turns out, there is just such a number. It’s called a combined ratio.

OK, plain English?

Plain English, it is the ratio of revenue to costs, how much money these guys take in for homeowner’s insurance and how much they pay out in costs and losses. You want your revenue to be higher than your costs. If not, you’re in trouble.

So what did you find out?

Well, we got that number for every state, going back more than a decade. And what it showed us was our suspicions were right. This market turmoil that we were seeing in Florida and California has indeed been spreading across the country. And in fact, it turns out that in 18 states, last year, the homeowner’s insurance market lost money. And that’s a big jump from 5 or 10 years ago and spells real trouble for insurance and for homeowners and for almost every part of the economy.

So the contagion was real.

Right. This is our first window showing us just how far that contagion had spread. And one of the really striking things about this data was it showed the contagion had spread to places that I wouldn’t have thought of as especially prone to climate shocks — for example, a lot of the Midwest, a lot of the Southeast. In fact, if you think of a map of the country, there was no state between Pennsylvania and the Dakotas that didn’t lose money on homeowner’s insurance last year.

So just huge parts of the middle of the US have become unprofitable for homeowner’s insurance. This market is starting to buckle under the cost of climate change.

And this is all happening really fast. When we did the Florida episode two years ago, it was a completely new phenomenon and really only in Florida. And now it’s everywhere.

Yeah. And that’s exactly what’s so striking here. The rate at which this is becoming, again, a contagion and spreading across the country is just demolishing the expectations of anyone I’ve spoken to. No one thought that this problem would affect so much of the US so quickly.

So in these states, these new places that the contagion has spread to, what exactly is happening that’s causing the insurance companies to fold up shop?

Yeah. Something really particular is happening in a lot of these states. And it’s worth noting how it’s surprised everyone. And what that is, is formally unimportant weather events, like hailstorms or windstorms, those didn’t used to be the kind of thing that would scare insurance companies. Obviously, a big problem if it destroys your home or damages your home. But for insurers, it wasn’t going to wipe them out financially.

Right. It wasn’t just a complete and utter wipeout that the company would then have to pony up a lot of money for.

Exactly. And insurers call them secondary perils, sort of a belittling term, something other than a big deal, like a hurricane.

These minor league weather events.

Right. But those are becoming so frequent and so much more intense that they can cause existential threats for insurance companies. And insurers are now fleeing states not because of hurricanes but because those former things that were small are now big. Hailstorms, wildfires in some places, previous annoyances are becoming real threats to insurers.

Chris, what’s the big picture on what insurers are actually facing? What’s happening out there numbers-wise?

This is a huge threat. In terms of the number of states where this industry is losing money, it’s more than doubled from 10 years ago to basically a third of the country. The amount they’re losing is enormous. In some states, insurers are paying out $1.25 or even $1.50 for every dollar they bring in, in revenue, which is totally unsustainable.

And the result is insurers are making changes. They are pulling back from these markets. They’re hiking premiums. And often, they’re just dropping customers. And that’s where this becomes real, not just for people who surf balance sheets and trade in the stock market. This is becoming real for homeowners around the country, who all of a sudden increasingly can’t get insurance.

So, Chris, what’s the actual implication? I mean, what happens when people in a state can’t get insurance for their homes?

Getting insurance for a home is crucial if you want to sell or buy a home. Most people can’t buy a home without a mortgage. And banks won’t issue a mortgage without home insurance. So if you’ve got a home that insurance company doesn’t want to cover, you got a real problem. You need to find insurance, or that home becomes very close to unsellable.

And as you get fewer buyers, the price goes down. So this doesn’t just hurt people who are paying for these insurance premiums. It hurts people who want to sell their homes. It even could hurt, at some point, whole local economies. If home values fall, governments take in less tax revenue. That means less money for schools and police. It also means people who get hit by disasters and have to rebuild their homes all of a sudden can’t, because their insurance isn’t available anymore. It’s hard to overstate just how big a deal this is.

And is that actually happening, Chris? I mean, are housing markets being dragged down because of this problem with the insurance markets right now?

Anecdotally, we’ve got reports that in places like Florida and Louisiana and maybe in parts of California, the difficulty of getting insurance, the crazy high cost of insurance is starting to depress demand because not everyone can afford to pay these really high costs, even if they have insurance. But what we wanted to focus on with this story was also, OK, we know where this goes eventually. But where is it beginning? What are the places that are just starting to feel these shocks from the insurance market?

And so I called around and asked insurance agents, who are the front lines of this. They’re the ones who are struggling to find insurance for homeowners. And I said, hey, is there one place that I should go if I want to understand what it looks like to homeowners when all of a sudden insurance becomes really expensive or you can’t even find it? And those insurance agents told me, if you want to see what this looks like in real life, go to a little town called Marshalltown in the middle of Iowa.

So, Chris, you went to Marshalltown, Iowa. What did you find?

Even before I got to Marshalltown, I had some idea I was in the right spot. When I landed in Des Moines and went to rent a car, the nice woman at the desk who rented me a car, she said, what are you doing here? I said, I’m here to write a story about people in Iowa who can’t get insurance because of storms. She said, oh, yeah, I know all about that. That’s a big problem here.

Even the rental car lady.

Even the rental car lady knew something was going on. And so I got into my rental car and drove about an hour northeast of Des Moines, through some rolling hills, to this lovely little town of Marshalltown. Marshalltown is a really cute, little Midwestern town with old homes and a beautiful courthouse in the town square. And when I drove through, I couldn’t help noticing all the roofs looked new.

What does that tell you?

Turns out Marshalltown, despite being a pastoral image of Midwestern easy living, was hit by two really bad disasters in recent years — first, a devastating tornado in 2018 and then, in 2020, what’s called a derecho, a straight-line wind event that’s also just enormously damaging. And the result was lots of homes in this small town got severely damaged in a short period of time. And so when you drive down, you see all these new roofs that give you the sense that something’s going on.

So climate had come to Marshalltown?

Exactly. A place that had previously seemed maybe safe from climate change, if there is such a thing, all of a sudden was not. So I found an insurance agent in Marshalltown —

We talked to other agents but haven’t talked to many homeowners.

— named Bobby Shomo. And he invited me to his office early one morning and said, come meet some people. And so I parked on a quiet street outside of his office, across the street from the courthouse, which also had a new roof, and went into his conference room and met a procession of clients who all had versions of the same horror story.

It was more — well more of double.

A huge reduction in coverage with a huge price increase.

Some people had faced big premium hikes.

I’m just a little, small business owner. So every little bit I do feel.

They had so much trouble with their insurance company.

I was with IMT Insurance forever. And then when I moved in 2020, Bobby said they won’t insure a pool.

Some people had gotten dropped.

Where we used to see carriers canceling someone for frequency of three or four or five claims, it’s one or two now.

Some people couldn’t get the coverage they needed. But it was versions of the same tale, which is all of a sudden, having homeowner’s insurance in Marshalltown was really difficult. But I wanted to see if it was bigger than just Marshalltown. So the next day, I got back in my car and drove east to Cedar Rapids, where I met another person having a version of the same problem, a guy named Dave Langston.

Tell me about Dave.

Dave lives in a handsome, modest, little townhouse on a quiet cul-de-sac on a hill at the edge of Cedar Rapids. He’s the president of his homeowners association. There’s 17 homes on this little street. And this is just as far as you could get from a danger zone. It looks as safe as could be. But in January, they got a letter from the company that insures him and his neighbors, saying his policy was being canceled, even though it wasn’t as though they’d just been hit by some giant storm.

So then what was the reason they gave?

They didn’t give a reason. And I think people might not realize, insurers don’t have to give a reason. Insurance policies are year to year. And if your insurance company decides that you’re too much of a risk or your neighborhood is too much of a risk or your state is too much of a risk, they can just leave. They can send you a letter saying, forget it. We’re canceling your insurance. There’s almost no protection people have.

And in this case, the reason was that this insurance company was losing too much money in Iowa and didn’t want to keep on writing homeowner’s insurance in the state. That was the situation that Dave shared with tens of thousands of people across the state that were all getting similar letters.

What made Dave’s situation a little more challenging was that he couldn’t get new insurance. He tried for months through agent after agent after agent. And every company told him the same thing. We won’t cover you. Even though these homes are perfectly safe in a safe part of the state, nobody would say yes. And it took them until basically two days before their insurance policy was going to run out until they finally found new coverage that was far more expensive and far more bare-bones than what they’d had.

But at least it was something.

It was something. But the problem was it wasn’t that good. Under this new policy, if Dave’s street got hit by another big windstorm, the damage from that storm and fixing that damage would wipe out all the savings set aside by these homeowners. The deductible would be crushingly high — $120,000 — to replace those roofs if the worst happened because the insurance money just wouldn’t cover anywhere close to the cost of rebuilding.

He said to me, we didn’t do anything wrong. This is just what insurance looks like today. And today, it’s us in Cedar Rapids. Everyone, though, is going to face a situation like this eventually. And Dave is right. I talked to insurance agents around the country. And they confirmed for me that this kind of a shift towards a new type of insurance, insurance that’s more expensive and doesn’t cover as much and makes it harder to rebuild after a big disaster, it’s becoming more and more common around the country.

So, Chris, if Dave and the people you spoke to in Iowa were really evidence that your hunch was right, that the problem is spreading and rapidly, what are the possible fixes here?

The fix that people seem most hopeful about is this idea that, what if you could reduce the risk and cause there to be less damage in the first place? So what some states are doing is they’re trying to encourage homeowners to spend more money on hardening their home or adding a new roof or, if it’s a wildfire zone, cut back the vegetation, things that can reduce your risk of having really serious losses. And to help pay for that, they’re telling insurers, you’ve got to offer a discount to people who do that.

And everyone who works in this field says, in theory, that’s the right approach. The problem is, number one, hardening a home costs a fantastic amount of money. So doing this at scale is hugely expensive. Number two, it takes a long time to actually get enough homes hardened in this way that you can make a real dent for insurance companies. We’re talking about years or probably decades before that has a real effect, if it ever works.

OK. So that sounds not particularly realistic, given the urgency and the timeline we’re on here. So what else are people looking at?

Option number two is the government gets involved. And instead of most Americans buying home insurance from a private company, they start buying it from government programs that are designed to make sure that people, even in risky places, can still buy insurance. That would be just a gargantuan undertaking. The idea of the government providing homeowner’s insurance because private companies can’t or won’t would lead to one of the biggest government programs that exists, if we could even do it.

So huge change, like the federal government actually trying to write these markets by itself by providing homeowner’s insurance. But is that really feasible?

Well, in some areas, we’re actually already doing it. The government already provides flood insurance because for decades, most private insurers have not wanted to cover flood. It’s too risky. It’s too expensive. But that change, with governments taking over that role, creates a new problem of its own because the government providing flood insurance that you otherwise couldn’t get means people have been building and building in flood-prone areas because they know they can get that guaranteed flood insurance.

Interesting. So that’s a huge new downside. The government would be incentivizing people to move to places that they shouldn’t be.

That’s right. But there’s even one more problem with that approach of using the government to try to solve this problem, which is these costs keep growing. The number of billion-dollar disasters the US experiences every year keeps going up. And at some point, even if the government pays the cost through some sort of subsidized insurance, what happens when that cost is so great that we can no longer afford to pay it? That’s the really hard question that no official can answer.

So that’s pretty doomsday, Chris. Are we looking at the end of insurance?

I think it’s fair to say that we’re looking at the end of insurance as we know it, the end of insurance that means most Americans can rest assured that if they get hit by a disaster, their insurance company will provide enough money they can rebuild. That idea might be going away. And what it shows is maybe the threat of climate change isn’t quite what we thought.

Maybe instead of climate change wrecking communities in the form of a big storm or a wildfire or a flood, maybe even before those things happen, climate change can wreck communities by something as seemingly mundane and even boring as insurance. Maybe the harbinger of doom is not a giant storm but an anodyne letter from your insurance company, saying, we’re sorry to inform you we can no longer cover your home.

Maybe the future of climate change is best seen not by poring over weather data from NOAA but by poring over spreadsheets from rating firms, showing the profitability from insurance companies, and how bit by bit, that money that they’re losing around the country tells its own story. And the story is these shocks are actually already here.

On Tuesday, the United Nations has reclassified the number of women and children killed in Gaza, saying that it does not have enough identifying information to know exactly how many of the total dead are women and children. The UN now estimates that about 5,000 women and about 8,000 children have been killed, figures that are about half of what it was previously citing. The UN says the numbers dropped because it is using a more conservative estimate while waiting for information on about 10,000 other dead Gazans who have not yet been identified.

And Mike Johnson, the Speaker of the House, gave a press conference outside the court in Lower Manhattan, where Michael Cohen, the former fixer for Donald Trump, was testifying for a second day, answering questions from Trump’s lawyers. Trump is bound by a gag order. So Johnson joined other stand-ins for the former president to discredit the proceedings. Johnson, one of the most important Republicans in the country, attacked Cohen but also the trial itself, calling it a sham and political theater.
