Graduate Student Financial Well Being Considered, New Solutions to be Implemented

Apr 12, 2023

At Georgia Tech, students are our top priority. Amid a constantly evolving economic backdrop, Tech has maintained its mantle of being student-centered by making recent efforts and strides to improve graduate student financial health.

Within the past three years, significant changes have been implemented to improve the financial condition of graduate students enrolled at Georgia Tech. At the request of President Cabrera, in 2019, the Executive Vice Presidents of Georgia Tech appointed a working group chaired by the vice provost of Graduate Education and Faculty Development (GEFD) and comprised of a representative from GEFD, representatives from the Finance and Planning Office and from the Office of the Executive Vice President for Research, as well as the Graduate Student Government Association (GSGA) members, representatives from an Institute Faculty governance committee (SAFAC), and other leaders in graduate education across campus. Their charge was to propose recommendations to strategically improve the financial condition of graduate students.

The top recommendation from the working group was to increase the minimum stipend levels, which would have a large impact on the most financially vulnerable students. The other top recommendations were to have a mechanism for reviewing stipend rates annually campus-wide for possible incremental increases and to advocate for a reduction in fees.

Since then, the Office of Graduate Education has been leading efforts to implement recommendations from the study’s findings and to introduce further efforts that will improve the financial circumstances of graduate students.

As fy023 nears an end, we are happy to report that the following responses to the previously listed recommendations have been met:

Graduate Student Stipend Policy Updates:

The Graduate Student Stipend policy sets the minimum stipend for graduate research and teaching assistants across the Institute and describes processes and responsibilities for setting stipends at or above the minimum.

The minimum Ph.D. stipend rate has been raised from $1,483 per month in 2019 to $2,235 per month starting in Fall 2023, an increase of 50%. During this same time period, the minimum stipend rate paid to master’s students has been raised from $978 per month to $1,155 per month, an increase of 18%.

A recent modification to the policy gives a process to review stipends annually and a means for setting a campus-wide minimum percent increase to stipends as warranted, to keep up with the increasing costs that graduate students face, and to avoid extended periods of stagnation. For next year, GRA/GTA stipend rates will need to be raised by a minimum of three percent over the previous year’s rate. Many academic units have already announced their stipend raises at or above the three percent minimum for the upcoming year, and all programs will need to comply with this minimum increase in rates by January 2024.

Elimination of Mandatory Special Institutional Fees:

The working group’s third recommendation was addressed when the University System of Georgia eliminated the Special Institutional Fee, which went into effect in the fall 2022 semester. This action amounts to a savings of $344 per graduate student, per semester.

Covid Disruption GRA Funding relief:

The working group that reviewed graduate student financial well-being completed its work in January of 2020. But Covid imposed many additional financial, physical, and mental stresses on graduate students. The impact of Covid on Ph.D. students included the loss of research resources and access to research facilities, loss of ability to collaborate with colleagues, personal and home situations, and diversion from research work. The transition to online and hybrid courses caused many Ph.D. students to work as GTAs instead of GRAs. Because of Covid, Many Ph.D. students faced productivity challenges that caused delays in their research which resulted in delays in finishing their degree program.

The Institute provided $432k in the 2020-2021 academic school year to support 68 graduate students whose normal GRA funding had expired and who were delayed a semester in graduation due to Covid. The success of that program led to the Institute allocating approximately $10.3M through Higher Education Emergency Relief Funding III (HEERF III) to fund GRAs who needed to extend their time to complete their degrees due to Covid-related delays between 2020 and 2022. Almost 600 Ph.D. students were funded as GRAs from this grant during the 2021-2022 academic year.

These efforts demonstrate our unrelenting dedication to supporting the overall well-being of our graduate students. We are proud to continue to explore more ways to enhance the financial condition of graduate students who choose to further their education at our institution.

GATE 2024 Scholarship: Important Points and Rules

Before submitting a scholarship application, students must be aware of all scholarship details and be aware of all relevant information. Here are a few essential topics for candidates to consider:

  • Students who have completed their postgraduate studies are not eligible for this grant. It is solely for individuals seeking admission to AICTE-approved engineering post-graduation courses for the first time.
  • If a candidate re-qualifies for the GATE exam and then applies for admission to their chosen course or institute for the second time, If they have already obtained a scholarship from the AICTE during their first try at admission, they would be unable to apply for the GATE scholarship. If these students have already obtained a scholarship from a centrally funded university, such as IITs, IIITs, or NITs, they will be ineligible for the award.
  • The candidates will be required to work 8 to 10 hours per week on teaching and research activities as assigned by the Institute, which may include tutorials, laboratory classes, laboratory development and maintenance, assistance in faculty members' research and development activities, maintenance and operation of computers and other central facilities, library assistance, and so on.
  • The scholarship money will not be deposited to the students' accounts in full right once. Every month, it will be added to the list. This is due to the fact that the scholarship is based on the candidate's outstanding academic performance. It is also to ensure that the student follows the Institute or University's laws and regulations and standards, or the scholarship would be revoked.
  • As previously stated, the scholarship will be available for 24 months or the duration of the course they are enrolled in. The scholarship will end when the candidate's course is completed or two years have passed, whichever comes first. Under no circumstances will students be allowed extensions.
  • All details on the procedure and mode of payment for the scholarship to be awarded to the candidates will be published in advertisements in some of the main Hindi and English media from time to time. A copy of these advertisements will be available on the web portal as well. The AICTE will be in charge of deciding on the method of payment and the procedure. The authorities may also share this information only on the website, so candidates should visit it frequently.
  • Any type of wrongdoing on the part of the student will result in the GATE scholarship being revoked at any moment. Students must adhere to the code of conduct, which prohibits them from engaging in ragging and/or misbehaving on campus or in locations under the Institute's or University's control.
  • The value of this scholarship for postgraduate students is subject to vary based on a decision made by the Department of Higher Resource Development (MHRD), New Delhi, with permission from the AICTE council's Executive Committee. The MHRD will continue to send out alerts about any changes or developments in the scholarship rates regularly.

GATE 2024 Scholarship- FAQs

Ques. What are the requirements for receiving a PG Scholarship?

Ans. Full-time GATE-certified students enrolled to AICTE authorized Master of Technology, Master of Engineering, Master of Architecture & Master of Pharmacy courses at AICTE approved Institutions and AICTE approved University Departments are eligible for the Post Graduate Scholarship.

Ques. Is a student still eligible for a GATE scholarship if they have already received a scholarship from their state government or the federal government?

Ans. No. If a candidate has previously received a scholarship from the Central Government or their State Government, they are no longer eligible for the AICTE GATE Scholarship. Students who get any form of stipend or pay are also ineligible for this scholarship.

Ques. Is it possible for the student to modify the branch of the Savings Bank account used for the GATE scholarship or to open a new bank account for the scholarship amount?

Ans. No, to ensure a seamless transfer of the scholarship amount to the bank account, the bank account should not be changed throughout the course. Changing the account's branch or starting a new account will cause problems with the GATE scholarship disbursement, which will have an impact on the candidate's course.

Ques. Where can candidates and institutes find information on the proposed GATE Scholarship grant rates for their reference?

Ans. The proposal for the GATE scholarship grant rates is published in significant English and Hindi publications for public consumption. All of the procedure's details, as well as the guidelines, are detailed in the advertisement, and students and institutes are encouraged to follow them. If someone forgets to examine the newspaper ads, a copy will be available on the AICTE's web portal's bulletin.

Ques. What is the procedure for applying for the GATE scholarship online?

Ans. Students should go to AICTE's official website, aicte-india.org, to apply for the GATE scholarship grant online. They will discover direct links here that will take them to the page where they must enter the essential information, such as the student ID, institute ID & other pertinent information. Then, as requested, they must upload scanned copies of the documents. Following that, the Institute will verify the information before granting it to the students.

Ques. Is it possible to get the GATE scholarship amount after it has been approved using a joint account with a family member?

Ans. No, to earn the GATE scholarship, students must present a personal Savings Bank account number. Joint accounts of any kind will be disqualified from consideration.

Ques. Is it possible to modify the category after applying for a GATE Scholarship?

Ans. No, only the category that the candidate selected at the time of application would be taken into account when determining GATE Scholarship Eligibility.

Ques. How can a candidate or an institute alter or delete data that was input incorrectly during the entire process while applying for a GATE scholarship?

Ans. If the student or the institute enters incorrect data on the online portal during the application submission and verification procedure, they can file a complaint with the Helpdesk service by sending an email. This email should include files containing scanned copies of the documents, which will aid the AICTE in resolving the problem.

Ques. Is it necessary to upload the data from an Aadhaar card?

Ans. Yes, scholarships must be Aadhaar seeded and paid through the Aadhaar Payment Gateway, according to a Department of Higher Education announcement. As a result, the bank account must be Aadhaar-enabled.

Ques. Is there a cut-off date for the GATE Scholarship?

Ans. While there is a cut-off mark for GATE Counseling, there is none for GATE Scholarship.

  • Current Scholars

Each year Gates Cambridge offers c.80 full-cost scholarships to outstanding applicants from countries outside the UK to pursue a postgraduate degree in any subject available at the University of Cambridge. Approximately two-thirds of these awards will be offered to PhD students, with approximately 25 awards available in the US round and 55 available in the International round.

The selection criteria are:

outstanding intellectual ability

reasons for choice of course

a commitment to improving the lives of others

leadership potential

There are approximately 250 Scholars from c. 50 countries studying in Cambridge at any one time who pursue the full range of subjects available at the University and are spread across its departments and Colleges, as well as forming their own distinctive community.

There is also a community of more than 1,700 Gates Cambridge Scholar Alumni spread across the world.

The Gates Cambridge mission is to build a global network of future leaders committed to improving the lives of others. It aims to achieve this mission by selecting outstanding scholars, providing them with financial and non-financial support at one of the world’s leading universities and facilitating community building at and beyond Cambridge.

The Gates Cambridge Scholarship programme was established in October 2000 by an historic  donation of US$210m from the Bill and Melinda Gates Foundation to the University of Cambridge. The first class of scholars came into residence in October 2001. Since then, the Trust has awarded over 2,000 scholarships to scholars from more than 100 countries.

A Gates Cambridge Scholarship covers the full cost of studying at Cambridge. It also provides additional, discretionary funding.

Core components

the University Composition Fee at the appropriate rate*

a maintenance allowance for a single student (£20,000 for 12 months at the 2023-24 rate; pro rata for courses shorter than 12 months) – for PhD scholars the award is for up to 4 years

one economy single airfare at both the beginning and end of the course

inbound visa costs & the cost of the Immigration Health Surcharge

* The University Composition Fee varies for different types of students; applicants should see the Graduate Studies prospectus for full details about precise amounts. Where a student has been successful in gaining a fee award from public authorities (such as the UKRI ) they should accept this award and the Trust will not pay their fee or may share their fee and maintenance costs.

Discretionary components

The Trust also considers applications for several types of additional funding on a discretionary basis:

Academic development funding – from up to £500 to up to £2,000, dependent on the length of your course, to attend conferences and courses.

Dependent Children Allowance – up to £11,604 for one child and up to £16,548 for two or more children (2023-24 rate). No funding is provided for a partner.

Fieldwork – you may apply to keep up to your normal maintenance allowance while on fieldwork as part of your PhD (the Trust does not fund other fieldwork costs as these should be funded by the University Composition Fee).

Maternity/Paternity funding – should you require it, you may apply to intermit your studies for up to 6 months and continue to receive your maintenance allowance during this time

Hardship funding – for unforeseen difficulties facing the scholar

Receiving a salary or substantial other scholarship?

If you are receiving a salary from an employer or have another substantial scholarship, the Trust reserves the right to reduce or not pay the standard maintenance allowance. You should let the Trust know ASAP if you are awarded any funding towards your degree at Cambridge.

What is not covered?

Most costs are covered by the Scholarship but Gates Cambridge does not cover bench fees or the costs of scientific equipment or similar academic resources. The Trust expects such core course costs to be covered by the academic department at Cambridge.
