In conclusion, although a disadvantage of the internet and cell phones is the lack of face-to-face conversation, they have improved the way we can stay in contact with loved ones and exchange ideas with new people. Overall then, this is a positive development for society.

Bans may help protect classroom focus, but districts need to stay mindful of students’ sense of connection, experts say

Students around the world are being separated from their phones.

In 2020, the National Center for Education Statistics reported that 77 percent of U.S. schools had moved to prohibit cellphones for nonacademic purposes. In September 2018, French lawmakers outlawed cellphone use for schoolchildren under the age of 15. In China, phones were banned country-wide for schoolchildren last year.

Supporters of these initiatives have cited links between smartphone use and bullying and social isolation and the need to keep students focused on schoolwork.

But some Harvard experts say instructors and administrators should consider learning how to teach with tech instead of against it, in part because so many students are still coping with academic and social disruptions caused by the pandemic. At home, many young people were free to choose how and when to use their phones during learning hours. Now, they face a school environment seeking to take away their main source of connection.

“Returning back to in-person, I think it was hard to break the habit,” said Victor Pereira, a lecturer on education and co-chair of the Teaching and Teaching Leadership Program at the Graduate School of Education.

Through their students, he and others with experience both in the classroom and in clinical settings have seen interactions with technology blossom into important social connections that defy a one-size-fits-all mindset. “Schools have been coming back, trying to figure out, how do we readjust our expectations?” Pereira added.

It’s a hard question, especially in the face of research suggesting that the mere presence of a smartphone can undercut learning .

Michael Rich , an associate professor of pediatrics at Harvard Medical School and an associate professor of social and behavioral sciences at the Harvard T.H. Chan School of Public Health, says that phones and school don’t mix: Students can’t meaningfully absorb information while also texting, scrolling, or watching YouTube videos.

“The human brain is incapable of thinking more than one thing at a time,” he said. “And so what we think of as multitasking is actually rapid-switch-tasking. And the problem with that is that switch-tasking may cover a lot of ground in terms of different subjects, but it doesn’t go deeply into any of them.”

Pereira’s approach is to step back — and to ask whether a student who can’t resist the phone is a signal that the teacher needs to work harder on making a connection. “Two things I try to share with my new teachers are, one, why is that student on the phone? What’s triggering getting on your cell phone versus jumping into our class discussion, or whatever it may be? And then that leads to the second part, which is essentially classroom management.

“Design better learning activities, design learning activities where you consider how all of your students might want to engage and what their interests are,” he said. He added that allowing phones to be accessible can enrich lessons and provide opportunities to use technology for school-related purposes.

Mesfin Awoke Bekalu, a research scientist in the Lee Kum Sheung Center for Health and Happiness at the Chan School, argues that more flexible classroom policies can create opportunities for teaching tech-literacy and self-regulation.

“There is a huge, growing body of literature showing that social media platforms are particularly helpful for people who need resources or who need support of some kind, beyond their proximate environment,” he said. A study he co-authored by Rachel McCloud and Vish Viswanath for the Lee Kum Sheung Center for Health and Happiness shows that this is especially true for marginalized groups such as students of color and LGBTQ students. But the findings do not support a free-rein policy, Bekalu stressed.

In the end, Rich, who noted the particular challenges faced by his patients with attention-deficit disorders and other neurological conditions, favors a classroom-by-classroom strategy. “It can be managed in a very local way,” he said, adding: “It’s important for parents, teachers, and the kids to remember what they are doing at any point in time and focus on that. It’s really only in mono-tasking that we do very well at things.”

Mobile phones, which were invented a few decades ago, have become important communication devices utilized by society members of all ages. One age group that has made persistent use of mobile phones is teenagers. Teenagers’ overuse of phones has had a marked effect on their school lives. This paper will address the negative impacts that mobile phones are having on teenagers’ school life.

Mobile phones impose financial pressures on teenagers since these devices act as status symbol objects. Campbell (2005) confirms that most teenagers have the desire to upgrade their phones in order to fit in with their peers.

Since most teenagers do not have a source of income, they have to rely on their families to buy them phones and pay the phone bills. This raises issues of financial disputes and some teenagers end up stealing money from their parents to spend on their phones.

Teenagers use mobile phones to aid in cheating during exams. Students use their cell phones to communicate with each other during exams and therefore obtain answers to the test questions. Students can also cheat by getting answers from their phone memory or the internet.

Campbell (2005) documents that while teenagers have always engaged in cheating; mobile phones have increased the level of sophistication in cheating and decreased the chances of the misconduct being detected by the teacher.

The Use of Mobile Phones in Schools

The use of cell phones in schools by students has become a fiercely debatable topic that concerns all segments of society, including students, parents, teachers, scholars, and officials. People who mostly advocate for using mobile phones consider that these devices are beneficial in providing safety and seamless connection of pupils with parents and are useful for education overall. Nevertheless, I hold to the firm conviction that the use of cell phones should be banned or maximum restricted in schools since, in most cases, they disrupt the learning process and notably impair student’s performance. Thus, in this essay, I will present valid arguments supported by statistics, credible opinions, and facts, which prove the harm of using gadgets in educational premises.

The first argument is that mobile phones disrupt the learning process by causing interruptions and distractions of students’ attention from classroom activities. It is evident that any educational material requires intense mental concentration from individuals to be adequately comprehended and memorized. This aspect is fundamental in further student’s performance and progress since one missing or misunderstood item makes it impossible to master the whole topic or even subject successfully. Moreover, because of this, students become increasingly uninterested, bored, and sometimes contemptuous towards a particular subject. Thus, the primary task and responsibility of every school or educational establishment are to create a conducive environment that promotes the learning process and helps students attain excellent outcomes.

In this context, the students who have gadgets during school classes are usually inclined to use them for communication in social networks and viewing pictures and videos on the Internet, which produces unwanted distractions. Additionally, a constant risk exists that pupils can watch embarrassing videos or content of pornographic nature via smartphones, which corrupts the students’ morals and even makes them incapable of perceiving useful, educational information. As Danielle Einstein, a clinical psychologist from the University of Sydney, asserts, the overall situation is complicated because these devices provoke dopamine release leading to strong psychological addiction (Heizer). Furthermore, Henderson, a journalist for The Independent , describes a phenomenon called phantom vibrations that occur as a result of “learned bodily behavior” (Henderson). Namely, even the slightest vibration can make an individual feel like the phone vibrates, although, in fact, vibrations were absent. Numerous phone calls from outsiders, that is, parents, relatives, and friends, also cause interruptions in learning the material taught by the teacher.

Besides, many scholars have confirmed via experiments that the presence of mobile phones in school disrupts the learning process. For example, two researchers from Western Carolina University, Lawson and Henderson, conducted the study involving 120 first-year students, which demonstrated that students who were texting during lectures obtained considerably less score regarding comprehension and performance (Lawson and Henderson 121). This study only confirmed the results of the previous similar research indicating that “texting can reduce comprehension of class material at a rate of 10–20%” (Lawson and Henderson 119). It is worth noting that these results were related to comparatively simple material.

The second argument that can be advanced against the gadgets’ use is that they can adversely affect the individual’s cognitive capabilities that are vital for students’ performance and studying. For example, the recent research performed by Ward et al. concluded that even the close location of a smartphone near the user, for instance, on the desk, can worsen cognitive capacity and fluid intelligence (140). Moreover, cognitive damage is directly proportional to the dependence from a smartphone. The research indicates that “the presence of students’ mobile devices in educational environments may undermine both learning and test performance” (Ward et al. 151). It should be mentioned that the study consisted of two experiments that involved 520 and 275 smartphone users, respectively.

The third argument is connected with cheating since many students tend to use smartphones while taking a test or even an exam. For example, according to a Pew Research Center study, 35 percent of pupils use their phones to complete tests or assignments, and 65 percent of teens reported that they see how smartphones were used by others (Morin). Overall, in the educational environment, not only does cheating make it impossible to evaluate students correctly and rightly but also allows them not to prepare for exams appropriately. This has adverse consequences for their performance and the ability to master the necessary knowledge.

Another issue that gains the increasing alert among pedagogues and parents is that cell phones can promote cyberbullying that implies threats, harassments, humiliation, or torments by means of technology. Cyberbullying can be executed through social media sites or other websites and text messages or emails. Besides, this phenomenon has various forms, including impersonation, that is, fake accounts, trolling, flaming, namely, posting derogatory comments, cyberstalking, trickery, and denigration, that is, posting gossip and rumors about someone. According to the survey conducted by the Cyberbullying Research Center in 2016, around 34 percent of middle and high school students have experienced cyberbullying; some of them cyberbullied several times (McCullum). It should be specified that cyberbullying leads to significant negative outcomes and can cause depression, anxiety, feelings of isolation, low self-esteem, loss of interest in studies, and even using alcohol and drugs. Moreover, this type of bullying is difficult for teachers to track and stop.

The last argument is correlated with disconnection from face-to-face communication and a decrease in the students’ participation in outside and social activities. Working together and leading in-person discussions about a particular topic is an indispensable part of education. Moreover, involvement in sports and social activities play an essential role in the psychological and physical development of children and adolescents. With the excessive use of gadgets, many teens tend to avoid traditional, alive conversations and outside games and prefer to communicate using smartphones, play digital games, and hang on the Internet. In this regard, secondary schools in the UK began establishing stricter rules regarding cell phones, prohibiting using them in school premises individuals under sixteen years of age (Hymas). This measure has resulted in the fact that students become more active, alert, and sociable in the school setting.

To summarize, in this essay, I have advanced valid and persuasive arguments against the use of mobile phones in schools, maintained by statistics, credible opinions, and facts. These arguments include the disruption of the learning process, the adverse effect on the individual’s cognitive capabilities, cheating, cyberbullying, and disconnection from face-to-face communication. For example, the disruption of the learning process caused by possible distractions related to phone calls or communication in social networks while cyberbullying is accompanied by threats, harassments, humiliation, or torments using technology. In conclusion, as Nick Gibb, a British politician, said, “Every hour spent online and on a smartphone is an hour less talking to family, and it’s an hour less exercise, and it’s an hour less sleep” (Austin). Thus, people, especially teachers, students, and parents, should be aware of the harm of using mobile phones in schools to prevent unfortunate consequences concerning students’ performance, education, their mental health, overall.

Cell phones are (almost) standard issue to the people in our society, causing us to stop and ponder the question, “What did we ever do before they came along?” Just as there are varieties of phones, ranging from the ordinary to the extra terrestrial, so are there different types of cell phone users. The four most prominent ones are described in this brief essay.

First, there is the Inattentive User . The people in this group rarely use their cell phones. When it is not turned off it is missing somewhere. Since it is seldom used to make outgoing calls, it receives only a few wrong numbers from telemarketers. This group is represented by older people who cling to land line phones, lamenting modern conveniences in favor of days that were “good” and “old.”

The second group is the Intermittent User group. Its cell phone habits revolve around making, rather than receiving calls. When group members are out and about, they enjoy the expediency of phoning others. When it comes to receiving calls, whoever, the “Intermittents” would rather not answer. After all, they are probably driving and do not wish to be disturbed.

The third group is the Insouciant User Group. Itinerant cell phone people roam towns and country sides with cell phones that are every bit as ubiquitous as they. They would no more leave home without their cell phone than they would forsake their pocketbook or car keys. If their phone is not used for some purpose every 15 minutes, something is wrong. Their phone is with them. They are not alone.

The final group is the Invincible User cartel. This group would rather text than talk. They spend most of their waking moments staring into the abyss that is their phone screen. They are able to perform a variety of simultaneous functions, like texting, talking, reading, checking directions, driving, babysitting, and running through a drive-thru restaurant. Caution: People in this group may lose the ability to communicate in person.

One School Leader Banned Cellphones, the Other Embraced Them. What Worked?

Many educators will tell you that cellphones are a source of serious academic, mental health, and behavioral problems for students. And school leaders are struggling to figure out how to deal with the cellphone problem, especially as younger and younger students get their own devices.

Developing a workable school cellphone policy is no easy task as major constituents are often at odds: teachers may want them gone while students want unfettered access to them. Parents are often divided, with some wanting to minimize distractions in class while others like the security of being able to reach their kids during the school day.

In response to these challenges, Education Week reached out to two school leaders, one in a school that requires students to lock their phones up all day, and the other in a school that encourages students to use their phones for learning in class. Both leaders claim that their approaches are working.

A middle school ban because cellphones were ‘the ultimate distraction’

Charles Longshore is the assistant principal of Dothan Preparatory Academy in Dothan, Ala. His school serves 1,200 7th and 8th grade students.

Longshore said that while he sees academic value in cellphones, he also sees that life has placed a lot of hurdles in front of his students, and that cellphones had become another one getting in the way of learning.

“We often have kids who are 7th graders who are functioning academically at 2nd and 3rd grade levels and we’re trying to jump them [ahead academically],” he said.

Cellphones weren’t just a distraction in Dothan classrooms—they were seriously undermining the school’s climate, said Longshore. Students were arguing more, and Longshore said increasing amounts of his time was spent managing discipline referrals.

A particular thorn in Dothan administrators’ sides was an anonymous Instagram account that had been created to spread school rumors, he said.

“We were never able to figure out who created it, Instagram would not help us, we appealed to them to take it down and they never would,” he said. “It was students saying, ‘so and so did this,’ or ‘so and so did that,’ or has this condition. And they would post pictures. They might be like, ‘look at what she’s wearing!’ [snapping] a picture of them in gym. Is it feasible for us to stop and check 150 kids in P.E. to see who took the photo?”

Problems that arise from cellphones and social media are difficult to police, Longshore said. It’s often one student’s word against another, or one student’s complaint against an anonymous person who posted something online.

Longshore said that adolescents have unique developmental struggles that made the situation in his school untenable.

“Self-management is one of our biggest concerns—I think COVID had a lot to do with that,” he said. “Not having that structure, I think played a role. But our population being in that rough transitional phase in their lives in general, what their minds are going through, their bodies are going through, socially what they are going through, [cellphones] were the ultimate distraction.”

That’s why administrators at Dothan decided to bar students from using cellphones during the school day, starting this school year. Students place their cellphones in individual lockboxes in their homerooms at the beginning of the day. Their homeroom teacher keeps the key to each lockbox. Students return to their homeroom for the last class period and retrieve their phones a few minutes before the final bell. That way, Longshore said, students have their phones for afterschool activities and to walk home—which makes parents more comfortable.

There are caveats to the policy, said Longshore. A few students with special needs, like those with diabetes who use their phones to monitor their blood sugar levels, can keep their devices throughout the day.

The majority of parents support the policy now and students have come to accept it, said Longshore.

The biggest challenge with the cellphone policy came before it was enacted, Longshore said. When they announced it last summer, there was pushback and a lot of misinformation—but it was nothing a couple of community forums couldn’t smooth over, he said.

The results have been extremely promising, Longshore said. He can see tangible improvements to the school’s climate. Behavioral referrals have gone down by about 20 percent. And he believes he will see improvements in students’ academic performance as well, once state test results are released.

Longshore doesn’t think Dothan’s cellphone policy is the answer for every school. High school students, for example, may be mature enough to manage their own cellphone use, and having the devices in class could be beneficial for some classroom assignments.

But for his middle schoolers, Longshore believes this policy is the right one.

A high school that encourages students to use cellphones as learning tools

In Douglass County, Colo., Chris Page is the principal of Highlands Ranch High School, which serves about 1,400 students.

In his school, students are allowed to use their phones throughout the day and are even encouraged to do so. Page had tried banning cellphones at one point, he said, but that lasted for only about a month.

“There are 100,000 ways that kids use their cellphones and the other half of this is that it’s hard to tell a kid not to use their cellphone when the adult in front of them has to use theirs,” he said. “We decided we just weren’t going to fight that fight anymore.”

Page encourages teachers to use students’ cellphones as tools in their teaching. The school provides periodic professional development throughout the year to teachers on how they can leverage the devices in their instruction—whether it be to have students look up additional information in class, access materials, use online calculators, or make videos for class projects. From science teachers to music teachers, cellphones present a lot of helpful opportunities for educators, Page said.

“We use it in our choir. Our choir teacher now makes it a recommendation that the kids have to find their pitch on their own without using the piano, [...] they use their phone to play a G or B cord for them,” Page said. “It’s allowed us a little more freedom in our teaching space. In our school we have two outdoor classrooms, so it’s given us more freedom to teach in better, more unique spaces instead of trapped [in] the classroom with all of the Chromebooks because that’s the only technology we have.”

The cellphone policy isn’t a total free-for-all, Page emphasized. Even though teachers are encouraged to find uses for students’ cellphones, they ultimately have the authority to make the rules for their own classrooms and can tell students to put away their phones at any time, Page said.

If kids use their phones inappropriately—such as a student ignoring a teacher who has asked for the phone to be put away—they get two warnings before the teacher is allowed to confiscate the phone. Students can retrieve it from Page’s office later.

The school is also using more technology that requires students to have cellphones, said Page.

School administrators also frequently communicate important information to students on social media—for instance, all updates regarding this year’s prom are posted on the school’s Instagram account. Page even hosted a schoolwide scavenger hunt this year where he dropped clues on Instagram.

And the school is adopting digital ID badges which will require students to use their phones, Page said. The pandemic changed his school’s relationships with technology.

“Just like most people in the country, technology became so much of a necessity,” Page said. “When COVID hit, [after] our dive into technology, we chose not to come out of the pool, and we decided to keep utilizing the technology in our classrooms.”

Overall, Page said the policy has been working well, even with some of the challenges it creates—such as kids constantly reaching out to their parents during the school day instead of taking their issues to the school counselor. The school also has to have a supply of iPads on hand for those students who forget their phones so they can still participate in class activities.

And, Page admits, cellphones can still cause distractions—he used an example of a student ordering lunch from Uber Eats during class.

But he said the school hasn’t descended into anarchy either. Only about 10 times a year, Page estimates, do students get their cellphones taken away from them.

The way Page sees it is that cellphones are here to stay and it’s the job of a high school to teach students how to use them productively.

“We are in the business of preparing kids for the next step,” he said. “There aren’t many college campuses that have no cellphones whatsoever. It’s about responsible use, and we have a duty to teach kids about responsible use.”

Smartphones Can Now Last 7 Years. Here’s How to Keep Them Working.

Google and Samsung used to update smartphone software for only three years. That has changed.

Every smartphone has an expiration date. That day arrives when the software updates stop coming and you start missing out on new apps and security protections. With most phones, this used to happen after about only three years.

But things are finally starting to change. The new number is seven.

I first noticed this shift when I reviewed Google’s $700 Pixel 8 smartphone in October. Google told me that it had committed to provide software updates for the phone for seven years, up from three years for its previous Pixels, because it was the right thing to do.

I was skeptical that this would become a trend. But this year, Samsung, the most profitable Android phone maker, set a similar software timeline for its $800 Galaxy S24 smartphone . Then Google said it would do the same for its $500 Pixel 8A, the budget version of the Pixel 8, which arrived in stores this week.

Both companies said they had expanded their software support to make their phones last longer. This is a change from how companies used to talk about phones. Not long ago, tech giants unveiled new devices that encouraged people to upgrade every two years. But in the last few years, smartphone sales have slowed down worldwide as their improvements have become more marginal . Nowadays, people want their phones to endure.

Samsung and Google, the two most influential Android device makers, are playing catch-up with Apple, which has traditionally provided software updates for iPhones for roughly seven years. These moves will make phones last much longer and give people more flexibility to decide when it’s time to upgrade.

Google said in a statement that it had expanded its software commitment for the Pixel 8A because it wanted customers to feel confident in Pixel phones. And Samsung said it would deliver seven years of software updates, which increase security and reliability, for all its Galaxy flagship phones from now on.

Here’s what to know about why this is happening and what you can do to make your phone last longer.

Why is this happening?

In the past, Android phone makers said the technical process of providing software updates was very complicated, so to stay profitable, they dropped support after a few years. But tech companies are now under intense external pressure to invest in making their devices last longer.

In 2021, the Federal Trade Commission announced that it would ramp up law enforcement against tech companies that made it difficult to fix and maintain their products. That accelerated the “right to repair” movement, a piece of proposed legislation that required companies to provide the parts, tools and software to extend the lives of their products. In the last few years, states including California, New York, Minnesota and Oregon have enacted such legislation.

Google announced its new commitment for smartphones after it was pressured to make a similar move for its laptops. In September, the company agreed to expand software support for its Chromebook to 10 years , up from eight years, in response to a grass-roots campaign that highlighted how short-lived Google laptops were causing budget crunches in schools .

Nathan Proctor, a director at U.S. PIRG, a nonprofit largely funded by small donors that led the Chromebook campaign, said the new standard of seven years of support for smartphones would have a profound effect.

“It’s a huge win for the environment,” he said. “I want to see more of it.”

What else do I need to do?

Software updates are one big part of what keeps a phone working well, but there are other steps to lengthen smartphone lives, similar to maintaining a car. They include:

Replace the phone battery every two years

The lithium-ion batteries in phones have a finite life. After about two years, the amount of charge they can hold diminishes, and it’s wise to replace the battery.

Replacing a smartphone battery isn’t easy, so it’s best to get help from a professional. To find repair shops that service Pixel and Galaxy phones, you can contact Google and Samsung on their websites. You could also look up a reputable shop nearby with a review site like Yelp or Google Reviews. It typically costs about $100 to replace a battery.

For iPhones, customers can schedule a battery replacement appointment at an Apple retail store through the company’s website . But in my experience, repair centers at Apple Stores are a gamble.

I recently booked an appointment to replace my iPhone 14’s battery at the Apple Store in Emeryville, Calif. When I arrived, the employee said the battery was out of stock, and the nearest store that carried it was a 40-minute drive away.

This was frustratingly inefficient — the Apple site should not have let me book an appointment at a store that didn’t have the battery. Apple said in a statement that when a part needed for repair was not available, a retail employee would find the nearest store to complete the repair or order the replacement part and do the repair when the part arrived.

Instead, I booked an appointment at a local repair shop.

Smartphones are still mostly made of glass, so to make a phone last seven years, it’s wise to invest in a high-quality case. A screen protector is an extra safeguard, though many won’t enjoy how it distorts the picture quality of the screen. Our sister site that reviews products, Wirecutter, recommends cases from brands like Smartish, Spigen and Mujjo, or cases from the phone makers themselves.

Unless you’re very accident prone, I recommend against buying extended warranties because their costs can exceed the cost of a repair.

Smartphones have very few moving parts, so there’s little we have to do to physically maintain them. But most of us neglect cleaning the parts that we rarely look at: charging ports and speaker holes.

Over time, those holes are clogged up with dirt, pocket lint and makeup. That built-up debris can make a phone take longer to charge or a phone call more difficult to hear.

“It’s the belly button lint of cellphones,” said Kyle Wiens, the chief executive of iFixit, a site that publishes instructions and sells parts to repair electronics.

Fortunately, he added, you don’t need a fancy tool. Just use a toothpick to dig out the gunk.

Should this change how I buy phones?

I always recommend buying a product based on the here and now — what it can do for you today, as opposed to what companies say it will do in the future. You should continue to buy a phone based on this principle.

Plenty of people will choose to upgrade sooner for other reasons, like getting a new feature such as a better camera or a longer-lasting battery.

But those who just want to buy a phone that lasts as long as possible should pick one that will be economical to repair when things break. Mr. Wiens said Google’s Pixel phones, whose parts are affordable, fit this criterion. Owners of those phones will now have longer-lasting software to keep up with the hardware.

It’s hard to believe there is any debate at this point around students using their cellphones in school.

Every month brings new evidence of phones’ damaging effects on kids’ developing brains and mental health. Schools and districts across the country are prohibiting their use in class and seeing an upturn in student performance when they do.

Last year, Florida became the first state requiring all public schools to ban student cellphone use during classes. Utah Gov. Spencer Cox hasn’t gone that far, but he is urging the state’s Board of Education to lay down rules removing cellphones from classrooms.

Yet Washington, where adults are wringing their hands over sagging student scores, has backed away from anything so strict. Rep. Stephanie McClintock, R-Vancouver, attempted to pass legislation asking the Office of the Superintendent of Public Instruction to conduct a mere pilot study on the effects of banning cellphones. Her bill never made it to the floor. (Office of the Superintendent of Public Instruction plans to offer guidance anyway, according to a spokesperson.)

Fair enough. This a strong local-control state. But this is also a moment for real leadership, and so far, few local school boards are showing it.

The Peninsula School District is an exception. Parents began begging for help controlling student cellphone use after the pandemic because kids, quite clearly, are unable to limit themselves.

“I’m not a clinician but it appears to be an addiction — just a complete inability to break away,” said Kris Hagel, executive director of digital learning in the Peninsula schools, which serve Gig Harbor.

Peninsula High School finally instituted an experimental ban last spring. It was so successful the school board made it districtwide policy this year.

“We’ve seen nothing but positives,” said Peninsula School Board Vice President David Olson, who is running for state Superintendent of Public Instruction.

In the meantime, students themselves have expressed gratitude to the adults for taking charge. They hadn’t realized how distracted they were until their phones were gone.

Again, leadership. The school board in Gig Harbor anticipated blowback, but went ahead to do what felt educationally ethical. And the torrent of criticism never materialized.

Teachers, too, say they wish their districts would step up and take charge, rather than leaving it to each classroom to set rules. Before the pandemic, many educators wanted the autonomy to set their own policies, said Brooke Brown, Washington’s Teacher of the Year in 2021. No more.

It’s time for adults to step up and act like grown-ups. There are limits on all kinds of products that are clearly harmful to children — vape pens, cigarettes, booze. To leave classroom teachers and kids on their own with this obviously addictive technology is a dereliction of duty.

DeWine signs bill requiring schools to pass policies limiting students’ phone use

C OLUMBUS, Ohio – Gov. Mike DeWine signed legislation Wednesday compelling school boards to pass policies ensuring students’ cell phone use is “as limited as possible” during school hours.

Since March, DeWine has led a messaging crusade, pushing schools toward more restrictive technology policies. He has argued phones distract children from learning and socializing, while sapping at their mental wellness.

Both chambers of the Ohio General Assembly quickly responded, unanimously passing House Bill 250 . The legislation doesn’t set a statewide phone policy for schools. Rather, it requires each school board to pass a policy emphasizing that students’ phone use be “as limited as possible” during school while reducing phone-related distractions in school settings. It allows exceptions for “student learning or to monitor or address a health concern.”

Schools must adopt such a policy by July 2025. However, many already have such rules in place. Nearly 77% of U.S. schools banned the use of cell phones for non-academic purposes in 2020, up from 65% in 2015, according to the National Center for Education Statistics.

Ohio schools vary in their rules and enforcement around phones in schools . Some force students to keep them in lockers. Some allow them during non-class periods like breaks or lunch. Some require they be kept in magnetic, locking bags. Some leave it to teachers.

“Local school districts will create the policies that work best in their environments and for their students, but the core mission of this bill is clear: minimize screen time during school time,” DeWine said in a prepared statement released after the signing. “Not only is this time precious for the educational development of our children, but we also have a responsibility to safeguard our kids from the nonstop barrage of alerts from the internet and social media that have been proven to be damaging to their mental health.”

The new law was a legislative win for DeWine during what has at times been a tense relationship with Republicans who control the General Assembly. In the past several months, lawmakers overrode DeWine’s vetoes of one bill that prohibited transgender students from receiving gender affirming health care or participating in women’s sports, and another bill that strips cities and other local governments of their ability to enact and enforce tobacco rules stricter than those of the state.

A new law makes Ohio schools limit student phone use. Are central Ohio districts ready?

Gov. Mike DeWine signed a bill Wednesday requiring districts to make policies reducing student phone use. Are central Ohio districts prepared?

The new law, which passed the Ohio House last week, requires K-12 school districts to create a policy to reduce cellphone distractions and limit cellphone use as much as possible during school hours, The Dispatch previously reported. The Ohio Department of Education and Workforce would create a model policy for schools that don't choose to create their own.

DeWine and Lt. Gov. Jon Husted have made student cellphone and social media use a priority. On Wednesday, DeWine said at Karrer Middle School in the Dublin City Schools district that the bill he was signing ensures every school has a discussion about cellphone distractions in schools.“Cellphones in classrooms pose a significant challenge to learning, undermines instruction and exposes our kids to potential harmful content,” DeWine said.

John Marschhausen, Dublin City Schools superintendent, thanked the governor and lieutenant governor Wednesday for their work on cellphones, saying that they had taken action just a few months after holding a town hall with educators at Dublin City Schools in March.

"We know that cellphones in our schools are a distraction," Marschhausen said. "We know that cellphones in our school and the proliferation of social media have a negative impact on the students that we serve.”

Central Ohio districts feel OK under new state law

Some of the region's largest districts say they are confident that their policies address student cellphone use during the school day .

In the South-Western City School District, the fifth largest in the state, the board of education was actively working on updating their cellphone policy before the state gained an interest on the topic, according to spokesperson Evan Debo. On Monday, the board heard a first reading of a proposed policy that reduces cellphone use and limits use during school hours to when permission is given by a teacher or administrator .

"While the district has had existing policy that restricted student cellphone use, the amended policy brought forward on Monday enhances expectations and understanding regarding their limited use in schools," Debo said.

The board plans to go through a second public reading on the initiative vote June 10 before the new policy is fully adopted.

Olentangy Local Schools, the state's fourth-largest district, said that it does not believe legislation will have an impact on its district. While phones are not banned on school property, the policy for use is strict, according to spokesperson Amanda Beeman.

In elementary school, for example, cellphones can't be used on the playground and use is at the discretion of building administrators. At the high school and middle school levels, there may be more leniency at lunch or during downtime. Outside of the specific places and times when a phone is allowed to be used, it must be away or there may be discipline.

Columbus City Schools, the state's largest with over 45,000 students, told The Dispatch that the district "has policy in place that speaks clearly to personal communication devices." Under CCS policy, cellphones should be stowed during the instruction day, unless they are being used as part of the instruction.

Westerville City Schools said it contracts with a third-party group, Neola, to ensure all policies are compliant with state law. The district will review the new law, compare it to its policy and provide necessary updates, spokesperson Greg Viebranz said.

"The bottom line is that we're going to make sure we're compliant, whether that's possible through current policy or if we need to make necessary updates," Viebranz said.

Experts: Emerging science shows student phone use bad for learning

Many existing studies give evidence that allowing phones in the classroom negatively impacts test scores and long-term learning retention, according to Harvard University . However, the research also notes that many bans are repealed due to student and parent unpopularity, and in urban districts, often because cell service remains the only method of connectivity for some students.

A 2021 U.S. Department of Education study of existing research found that while some studies have shown that cellphone use in a classroom can help prepare students for work and inspire innovation, others demonstrate a detrimental effect of being distracting from education, as well as a rise in problems like cheating and teen sexting.

Heather Hill, a professor in teacher learning at The Harvard Graduate School of Education and expert on education policy, said the literature that exists on cellphone usage in classrooms shows it has a negative effect on learning outcomes.

She said it is probably a good move by the state to increase student engagement and give teachers one less thing to manage while teaching.

“This is also backed up by what we hear from teachers, which is, when kids have their cell phones or they have their computers enabled to do texting, they’re just not fully engaged in class,” Hill said. “Classroom engagement is probably the number one predictor of actual learning.”
