Poland’s children rejoice as homework is banned. The rest of the world watches on for results

Ola Kozak is celebrating. The 11-year-old, who loves music and drawing, expects to have more free time for her hobbies after Poland ’s government ordered strict limits on the amount of homework in the lower grades.

“I am happy,” said the fifth grader, who lives in a Warsaw suburb with her parents and younger siblings. The lilac-colored walls in her bedroom are covered in her art, and on her desk she keeps a framed picture she drew of Kurt Cobain.

“Most people in my class in the morning would copy the work off someone who had done the homework or would copy it from the internet. So it didn’t make sense,” she said.

The government of Prime Minister Donald Tusk enacted the ban against required homework this month amid a broad discussion about the need to modernise Poland's education system, which critics say puts too much emphasis on rote learning and homework, and not enough on critical thinking and creativity.

Under the decree, teachers are no longer to give required homework to kids in the first to third grades. In grades four to eight, homework is now optional and doesn't count towards a grade.

Not everyone likes the change – and even Ola’s parents are divided.

“If there is something that will make students enjoy school more, then it will probably be good both for the students and for the school,” said her father, Pawel Kozak.

His wife, Magda Kozak, was skeptical. “I am not pleased, because (homework) is a way to consolidate what was learned,” she said. “It helps stay on top of what the child has really learned and what’s going on at school.”

Debates over the proper amount of homework are common around the globe. While some studies have shown little benefit to homework for young learners, other experts say it can help them learn how to develop study habits and academic concepts.

The rest of the world will be watching Poland’s results closely.

Poland's educational system has undergone a number of controversial overhauls. Almost every new government has tried to make changes — something many teachers and parents say has left them confused and discouraged. For example, after communism was thrown off, middle schools were introduced. Then under the last government, the previous system was brought back. More controversy came in recent years when ultra-conservative views were pushed in new textbooks.

For years, teachers have been fleeing the system due to low wages and political pressure. The current government is trying to increase teacher salaries and has promised other changes that teachers approve of.

But Sławomir Broniarz, the head of the Polish Teachers' Union, said that while he recognized the need to ease burdens on students, the new homework rules are another case of change imposed from above without adequate consultation with educators.

“In general, the teachers think that this happened too quickly, too hastily,” he said.

He argued that removing homework could widen the educational gaps between kids who have strong support at home and those from poorer families with less support and lower expectations. Instead, he urged wider changes to the entire curriculum.

The homework rules gained impetus in the runup to parliamentary elections last year, when a 14-year-old boy, Maciek Matuszewski, stood up at a campaign rally and told Tusk before a national audience that children “had no time to rest.” The boy said their rights were being violated with so much homework on weekends and so many tests on Mondays.

Tusk has since featured Matuszewski in social media videos and made him the face of the sudden change.

Education Minister Barbara Nowacka said she was prompted by research on children’s mental health. Of the various stresses children face, she said, "the one that could be removed fastest was the burden of homework.”

Pasi Sahlberg, a prominent Finnish educator and author, said the value of homework depends on what it is and how it is linked to overall learning. The need for homework can be “very individual and contextual.”

“We need to trust our teachers to decide what is good for each child,” Sahlberg said.

In South Korea, homework limits were set for elementary schools in 2017 amid concerns that kids were under too much pressure. However, teenagers in the education-obsessed country often cram long into the night and get tutoring to meet the requirements of demanding school and university admission tests.

In the US, teachers and parents decide for themselves how much homework to assign. Some elementary schools have done away with homework entirely to give children more time to play, participate in activities and spend time with families.

A guideline circulated by teachers unions in the US recommends about 10 minutes of homework per grade. So, 10 minutes in first grade, 20 minutes in second grade and so on.

The COVID-19 pandemic and a crisis around youth mental health have complicated debates around homework. In the US, extended school closures in some places were accompanied by steep losses in learning, which were often addressed with tutoring and other interventions paid for with federal pandemic relief money. At the same time, increased attention to student wellbeing led some teachers to consider alternate approaches including reduced or optional homework.

It's important for children to learn that mastering something "usually requires practice, a lot of practice,” said Sahlberg, in Finland. If reducing homework leads kids and parents to think school expectations for excellence will be lowered, “things will go wrong.”

JACK: Okay.

Yep, over here in Poland, kids are here living the dream. Homework is now banned for students in years 1 to 3 and for students in years 4 to 8, it's optional and won't count towards grades.

OLA: I am happy because this homework, I did not like it too much and it didn't really make much sense because most people in my class, in the morning would copy it from someone who has done the homework.

JUILAN: It's a little bit uncool that there is no more homework. But when there is no homework, that's also rather cool.

The Polish government decided to make the big move. After a moment that went viral at a campaign rally in the lead up to the parliamentary elections were a 14-year-old decided to make a stand for all Polish kids.

MACIEK, PRIMARY SCHOOL STUDENT: This is a general problem of Polish schools that children's rights are being violated. For example, the right to take some rest. There is homework to be done during weekends, tests on Mondays, and so much homework is given us that we find no time for rest.

A lot of people agreed with Maciek. Before the ban, Polish kids spent around 1.7 hours per day on homework, which is more than a lot of other countries, and some experts questioned whether or not it was doing any good.

BARBARA NOWACKA, POLISH EDUCATION MINISTER: When I read research regarding the mental health of children, their overload with learning, the reasons of depression, of tensions, stress, or loss of interest in learning, one of the factors, the one that could be removed fastest, was the burden of homework.

Some studies have shown that while homework can be handy for high school students in primary school it doesn't necessarily help you learn and it takes up time that could be better spent doing things like hanging out with friends, playing sport, or doing other creative stuff.

STUDENT: I don't mind it but I still feel like it's a waste of time.

STUDENT: Because you could do everything else? Like you could do exercise? You could, like, play games.

On the flipside, fans of homework say, it can be a good way of making sure all the stuff you've learnt at school sticks in your head, and getting your parents involved in your learning. It can also teach you how to work independently, and to help you get ready for high school and university.

STUDENT: You can research more, and you have more time to catch up.

STUDENT: My grades have gone up a lot because of doing homework.

Some parents and teachers in Poland aren't on board with the ban, which they say happened too quickly and without enough consultation. So, could something like this happen here? Well, right now it's not on the cards and it's up to schools to decide their own homework policies. Unless of course…

Countries with less homework and why more countries should follow them: It may sound counter intuitive but studies are showing that less homework might be the right way to go in better learning. 

In an ideal world, students are entitled to an evening of some revision, rest and entertainment after a whole day of study. In many school systems, however, kids are assigned tons of assignments to handle in their free time in a bid to improve their grasp of themes and keep them occupied in books.

As much as the intentions are good, more homework only keeps children drowned in books and does little in achieving the latter. A testament to this, countries with fewer homework policies have better statistics of students that join campus and even lesser dropouts.

A testament to the benefits of fewer time commitment to homework, educational systems in powerhouses like Finland and USA have adopted the policies championing for least homework with the US recommending at most 10 minutes of assignment in any unit per night.

    1. Finland

On top of the list of countries giving less assignment is Finland. Apart from boasting of short school terms and extended holidays, the country limits the homework load to 2.8 hours total of homework per week.

Despite their educational system, Finland manages to rank among the top countries in math and science innovations and also with a smaller drop-out rate. Due to their approach on education, students feel a lesser burden imposed on them thus embracing learning.

    2. South Korea

Like the former, South Korea limits its homework duration per week to a maximum of 2.9 hours. By reducing the burden on students, the country boasts of more educated persons per level of education and even lesser dropout rates.

Unlike other countries, South Korea majors on continuous assessments which excel at testing the understanding of students as opposed to daily homework.

     3. Japan

Among the leading countries in technology and science is Japan . Although it has the highest amount of hours for homework per week than its counterparts at 3.8 hours, the numbers are way low than the average.

Even better, the Japanese system of study trains students to gather information from social media platforms thus honing their research and creativity skills. By limiting the amounts of homework, students get to spend quality time with parents thus giving them a platform to instill morals and gain perspective for the upcoming classes.

Reasons why more countries should reduce the homework load on students

    1. By assigning more homework to students, the level of anxiety increases thus leading to low motivation in school work. As such, the productivity and attitude of kids towards education is lowered which in turn leads to more dropout rates and lesser grades.

    2. With alarming rates of obesity and immorality in kids, less homework creates more parent-kid time and allows kids to engage in more co-curricular activities. As such, parents get a chance to instill moral character in kids and also involve kids in sports and exercise.

    3. Time off books allows kids to relax their mind thus increasing the ability to grasp more concepts hence getting the most from every session.

Apart from denying students a change for co-curricular activities, students are also deprived of social time which in turn leads to less time for parents to instill morals in children and also spikes anxiety levels in kids.

Whether more homework is helpful or not is a debatable issue. However, the burden on students leads to daunting effects. Given that academic frontiers assign lesser homework; it shows the need for change in lesser ranking countries.

The uniqueness of the Finnish education model is encapsulated in its values of neither giving homework to students every day nor conducting regular tests and exams. Instead, it is listening to what the kids want and treating them as independent thinkers of society.

In Finland, the aim is to let students be happy and respect themselves and others.

Goodbye Standardised Exams

There is absolutely no program of nationwide standard testing, such as in India or the U.S, where those exams are the decisive points of one's admission to higher education like Board Examinations or Common Entrance Tests.

In an event organised by Shiksha Sanskriti Utthan Nyas, RSS Chief Mohan Bhagwat remarked, "It is because they teach their children to face life struggles and not score in an examination," reported The Print .

Students in Finland are graded based on individual performance and evaluation criteria decided by their teachers themselves. Overall progress is tracked by their government's Ministry of Education, where they sample groups of students across schools in Finland.

Value-Based Education

They are primarily focused on making school a safe and equal space as children learn from the environment.

All Finland schools have offered since the 1980s free school meals, access to healthcare, a focus on mental health through psychological counselling for everyone and guidance sessions for each student to understand their wants and needs.

Education in Finland is not about marks or ranks but about creating an atmosphere of social equality, harmony and happiness for the students to ease learning experiences.

Most of the students spend half an hour at home after school to work on their studies. They mostly get everything done in the duration of the school timings as they only have a few classes every day. They are given several 15 -20 minutes breaks to eat, do recreational activities, relax, and do other work. There is no regiment in school or a rigid timetable, thus, causing less stress as given in the World Economic Forum .

Everyone Is Equal - Cooperate, Not Compete

The schools do not put pressure on ranking students, schools, or competitions, and they believe that a real winner doesn't compete; they help others come up to their level to make everyone on par.

Even though individualism is promoted during evaluation based on every student's needs, collectivity and fostering cooperation among students and teachers are deemed crucial.

While most schools worldwide believe in Charles Darwin's survival of the fittest, Finland follows the opposite but still comes out at the top.

Student-Oriented Model

The school teachers believe in a simple thumb rule; students are children who need to be happy when they attend school to learn and give their best. Focus is put upon teaching students to be critical thinkers of what they know, engage in society, and decide for themselves what they want.

In various schools, playgrounds are created by children's input as the architect talks to the children about what they want or what they feel like playing before setting up the playground.

Compared To The Indian Education Model

Firstly, Finnish children enrol in schools at the age of six rather than in India, where the school age is usually three or four years old. Their childhood is free from constricting education or forced work, and they are given free rein over how they socialise and participate in society.

Secondly, all schools in Finland are free of tuition fees as there are no private schools. Thus, education is not treated as a business. Even tuition outside schools is not allowed or needed, leaving no scope for commodifying education, unlike in India, where multiple coaching centres and private schools require exorbitant fees.

Thirdly, the school hours in Finland do not start early morning at 6 am, or 7 am as done in India. Finland schools begin from 9.30 am as research in World Economic Forum has indicated that schools starting at an early age is detrimental to their health and maturation. The school ends by mostly 2 pm.

Lastly, there is no homework or surprise test given to students in Finland. Teachers believe that the time wasted on assignments can be used to perform hobbies, art, sports, or cooking. This can teach life lessons and have a therapeutic stress-relieving effect on children. Indian schools tend to give a lot of homework to prove their commitment to studying and constantly revise what they learn in school.

Delhi Govt's Focus On Education

The Delhi model of education transformed under the Aam Aadmi Party's (AAP) tenure in the capital. In line with the Finnish model, Delhi government schools have adopted 'Happiness Classes' to ensure students' mental wellness through courses on mindfulness, problem-solving, social and emotional relationships, etc., from 1st to 8th classes.

Delhi government also introduced 'Entrepreneurial Mindset Classes' in 2019 to instil business and critical thinking skills among students of 9th to 12th classes. The practical approach in this class is indicated in the 'Business Blasters', a competition started by the Delhi government to encourage students to come up with start-up ideas and students were provided with ₹1000. Approximately 51,000 students participated in the first edition of the competition, according to Citizen Matters .

Through these endeavours, India is steadily investing in creating human resources that can get employment and generate employment for themselves.

India is at its demographic dividend stage; more than half of its population is within the working-age group of 14 to 60 years. Education is an essential factor in utilising this considerable advantage to grow economically and socially. Finland's education model is how India can strive closer to its goal and progress as a nation.

Study: Homework Matters More in Certain Countries

Homework is reinforcing the achievement gap between the rich and the poor, say authors of a new study.

Homework Matters, Depending on Your Country

For years, researchers have been trying to figure out just how important homework is to student achievement. Back in 2009, the Organization for Economic Cooperation and Development looked at homework hours around the world and found that there wasn’t much of a connection between how much homework students of a particular country do and how well their students score on tests.

Some top achieving countries, like Singapore, assign their students lots of homework. But Finland, for example, succeeds without much homework. On average, Finnish students do only about three hours of homework a week, yet in 2012 they scored sixth highest in the world in reading and 12th highest in math on the OECD’s international test, known as PISA or Programme for International Student Assessment.

But now, five years after the earlier homework study, OECD researchers have drilled down deeper into homework patterns, and they’re finding that homework does play an important role in student achievement within each country . Specifically, they found that homework hours vary by socioeconomic status. Higher income 15-year-olds tend to do more homework than lower income 15-year-olds in almost all of the 38 countries studied by the OECD*. Furthermore, the kids who are doing more homework also tend to get higher test scores. So the authors conclude that homework is reinforcing the achievement gap between the rich and the poor.

It’s not just that poor kids are more likely to skip their homework, or don’t have a quiet place at home to complete it. It’s also the case that schools serving poor kids often don’t assign as much homework as schools for the rich, especially private schools, explained Francesca Borgonovi, one of the authors of the study, titled “ Does Homework Perpetuate Inequities in Education? ”

“When you look within countries at students who are learning in the same educational system and they do more homework, then those students do much better,” said Borgonovi. “There is an advantage for putting extra hours in homework.”

A stark example of this rich-poor homework gap is in Singapore. Students in the top quarter of the socio-economic spectrum spend about 11 hours on homework a week, 3 hours more than low-income students in the bottom quarter of the socio-economic spectrum. Each extra hour of homework was associated with 18 more points on the PISA math exam. So three hours adds up to more than 50 points. That’s huge. To put that in perspective, if you added 50 points to the average U.S. math score, we’d be a top 10 nation instead of number 36.

A key factor is what Borgonovi said about “learning in the same educational system.” Some school systems are designed to rely on homework, perhaps using independent study as a substitute for what could otherwise be learned in school. “If you are prepared to change the system, that’s great,” said Borgonovi. “But until you do so, if the system is based on homework, then you should do more of it.”

“Does Homework Perpetuate Inequities in Education?” OECD

Students in Shanghai, a region in China that now leads the world in PISA test scores, do a whopping 14 hours of homework a week, on average. Wealthier students there do 16 hours. Poorer students do just under 11 hours. Interestingly, however, there was no association between the extra homework hours that the wealthier Shanghai kids put in and their PISA test scores. Perhaps that’s because there are diminishing marginal returns to homework after 11 hours of it!

Indeed, most countries around the world have been reducing the amount of homework assigned. Back in 2003, the average time spent on homework worldwide was about six hours a week. In 2012 that shrank to about five hours.

But the United States has been bucking this trend. The typical 15-year-old here does six hours a week, virtually unchanged from a decade ago and possibly rising. Wealthier students typically do eight hours of homework a week, about three hours more than low income students. But unlike in most countries, where more homework is associated with higher PISA test scores, that’s not the case here.

“For the United States, we don’t have homework reinforcing inequality,” Borgonovi said.

Another team of researchers, Ozkan Eren and Daniel J. Henderson, found mixed results for how effective homework is in the United States, in a 2011 study, “ Are we wasting our children’s time by giving them more homework? “ published in the Economics of Education Review. For math, there were huge benefits for the 25,000 eighth graders they studied. But not for English, science or history. And the math boost was much stronger for white students than for blacks. In other words, when a typical black student did more homework, his math test scores didn’t go up as much.

That’s perhaps a clue that even if you could magically get low-income children in other countries to do as much homework as their high-income peers, as the OECD researchers are suggesting, you might not raise their PISA test scores very much.

Indeed, Borgonovi isn’t really advocating for more homework. She says that high quality teachers and instruction are much more important to student outcomes than homework is. To be sure, some amount of homework is good, Borgonovi said, to teach kids how to plan ahead, set goals and work independently. But more than four hours of homework a week, she said, isn’t very beneficial.

“It would be better to redesign the system to have less homework,” said Borgonovi. “But that is hard to do.”

Reformers in the Progressive Era (from the 1890s to 1920s) depicted homework as a “sin” that deprived children of their playtime . Many critics voice similar concerns today.

Yet there are many parents who feel that from early on, children need to do homework if they are to succeed in an increasingly competitive academic culture. School administrators and policy makers have also weighed in, proposing various policies on homework .

So, does homework help or hinder kids?

For the last 10 years, my colleagues and I have been investigating international patterns in homework using databases like the Trends in Mathematics and Science Study (TIMSS) . If we step back from the heated debates about homework and look at how homework is used around the world, we find the highest homework loads are associated with countries that have lower incomes and higher social inequality.

Does homework result in academic success?

Let’s first look at the global trends on homework.

Undoubtedly, homework is a global phenomenon ; students from all 59 countries that participated in the 2007 Trends in Math and Science Study (TIMSS) reported getting homework. Worldwide, only less than 7% of fourth graders said they did no homework.

TIMSS is one of the few data sets that allow us to compare many nations on how much homework is given (and done). And the data show extreme variation.

For example, in some nations, like Algeria, Kuwait and Morocco, more than one in five fourth graders reported high levels of homework. In Japan, less than 3% of students indicated they did more than four hours of homework on a normal school night.

TIMSS data can also help to dispel some common stereotypes. For instance, in East Asia, Hong Kong, Taiwan and Japan – countries that had the top rankings on TIMSS average math achievement – reported rates of heavy homework that were below the international mean.

In the Netherlands, nearly one out of five fourth graders reported doing no homework on an average school night, even though Dutch fourth graders put their country in the top 10 in terms of average math scores in 2007.

Going by TIMSS data, the US is neither “ A Nation at Rest” as some have claimed, nor a nation straining under excessive homework load . Fourth and eighth grade US students fall in the middle of the 59 countries in the TIMSS data set, although only 12% of US fourth graders reported high math homework loads compared to an international average of 21%.

So, is homework related to high academic success?

At a national level, the answer is clearly no. Worldwide, homework is not associated with high national levels of academic achievement .

But, the TIMSS can’t be used to determine if homework is actually helping or hurting academic performance overall , it can help us see how much homework students are doing, and what conditions are associated with higher national levels of homework.

We have typically found that the highest homework loads are associated with countries that have lower incomes and higher levels of social inequality – not hallmarks that most countries would want to emulate.

Impact of homework on kids

TIMSS data also show us how even elementary school kids are being burdened with large amounts of homework.

Almost 10% of fourth graders worldwide (one in 10 children) reported spending multiple hours on homework each night. Globally, one in five fourth graders report 30 minutes or more of homework in math three to four times a week.

These reports of large homework loads should worry parents, teachers and policymakers alike.

Empirical studies have linked excessive homework to sleep disruption , indicating a negative relationship between the amount of homework, perceived stress and physical health.

What constitutes excessive amounts of homework varies by age, and may also be affected by cultural or family expectations. Young adolescents in middle school, or teenagers in high school, can study for longer duration than elementary school children.

But for elementary school students, even 30 minutes of homework a night, if combined with other sources of academic stress, can have a negative impact . Researchers in China have linked homework of two or more hours per night with sleep disruption .

Even though some cultures may normalize long periods of studying for elementary age children, there is no evidence to support that this level of homework has clear academic benefits . Also, when parents and children conflict over homework, and strong negative emotions are created, homework can actually have a negative association with academic achievement.

Should there be “no homework” policies?

Administrators and policymakers have not been reluctant to wade into the debates on homework and to formulate policies . France’s president, Francois Hollande, even proposed that homework be banned because it may have inegaliatarian effects.

However, “zero-tolerance” homework policies for schools, or nations, are likely to create as many problems as they solve because of the wide variation of homework effects. Contrary to what Hollande said, research suggests that homework is not a likely source of social class differences in academic achievement .

Homework, in fact, is an important component of education for students in the middle and upper grades of schooling.

Policymakers and researchers should look more closely at the connection between poverty, inequality and higher levels of homework. Rather than seeing homework as a “solution,” policymakers should question what facets of their educational system might impel students, teachers and parents to increase homework loads.

At the classroom level, in setting homework, teachers need to communicate with their peers and with parents to assure that the homework assigned overall for a grade is not burdensome, and that it is indeed having a positive effect.

Perhaps, teachers can opt for a more individualized approach to homework. If teachers are careful in selecting their assignments – weighing the student’s age, family situation and need for skill development – then homework can be tailored in ways that improve the chance of maximum positive impact for any given student.

I strongly suspect that when teachers face conditions such as pressure to meet arbitrary achievement goals, lack of planning time or little autonomy over curriculum, homework becomes an easy option to make up what could not be covered in class.

Whatever the reason, the fact is a significant percentage of elementary school children around the world are struggling with large homework loads. That alone could have long-term negative consequences for their academic success.

The verdict is in, and when it comes to homework, it appears that less is more. Research shows that several of the countries scoring top in the world for education, surprisingly dole out the least amount of homework to their students.

South Korea leads the world in education, and on average, students receive less than 3 hours of homework per week.

On the other hand, the United States leads the charge with the most money spent on education per student and students receive a significantly greater amount of homework, but clocks in at number 17 in the world for education. So, why the disparity?

Let’s take a look at this infographic to see how homework and different types of education systems factor into academic rankings around the world.

What Country Has No Homework

Homework can be a lifelong nightmare for students, while others find it to be a necessary part of the educative process. Nonetheless, some countries have abolished the requirement of homework, while others have adopted it.

Overview of Homework in Different Countries

The opinion on homework is controversial. In some cases, students develop a sense of responsibility, organization, and improved grades by doing homework.

On the other hand, too much or too little homework can be a source of stress for students and parents, detracting from the quality of life. The amount of homework assigned and the amount of hours spent on it greatly vary from country to country. Students in Asian countries, like Japan, South Korea, and China, are amongst those who spend the most time on homework.

On the other hand, countries such as Finland and Denmark assign less homework, but still allow students to get enough practice on their academic skills to excel in exams.

History of Homework in Finland

Finland is a country located in the Nordic region known for its educational advancements and standards. During the eighties, Finland started an education reform. Since then, the country has abolished mandatory homework and included the practice of less is more into their school system.

Rather than assigning students hours of homework, teachers prefer to give more meaningful and creative tasks and projects. No longer must students worry about homework, as students can dedicate their time to leisure and extra-curricular activities while having the same grade level as students in countries where homework is mandatory.

Finns have a culture of knowing how to read, rather than what to read, and classroom activities and short exercises provide enough practice for students.

The Effects of Abolishing Homework

The decision to abolish homework has proved to be a successful and beneficial plan for the future of Finland. Students have more time to have a balanced life and to pursue activities, such as music, team sports, and part-time jobs.

Also, the decision gives more time and space to students to focus more on their studies and projects. For example, Finland implements a philosophy known as de-emphasis of testing. This means that the focus is not entirely placed on top results, but rather in the acquisition of knowledge.

Therefore, instead of focusing solely on grades, the emphasis is placed on learning how to think and how to learn.

International Recognition of Finland’s System

Finland has a universal, publicly funded educational system that is completely free and voluntary for students between the ages of 6 and 1 Other countries, such as Sweden and Denmark, follow the Finnish system and accomplishment of de-emphasizing on the testing and exam scores.

The policy of no-homework has even been recognized internationally. Books, such as The World’s Best Education System by Melinda Schawacher, and Pasi Silander’s book, The Education Revolution in Finland have given Finland’s system credit.

Criticisms of Abolishing Homework

Although Finland has achieved success with its system and educational advancements, there still remain some critics to the decision to abolish homework. For example, opponents argue that students are not compelled to sit down and study and that this decision allows students to succumb to distraction.

Moreover, some may argue that students develop better time management skills when managing their own time and dedicating it to homework; this way, they learn how to structure their studies and better manage their academic life.

Alternative Homework Policies

Not all countries are ready or willing to completely abolish homework. Therefore, other policy suggestions have been made to reduce the amount of homework assigned.

For example, in the United States, the Homework Policy Council suggests limiting homework to 10 minutes per grade level. In Brazil, the Justa Causa movement urges for the reduction of homework for primary school students. Also, in some countries, parents have started movements to reduce the number of hours spent on homework.

The Pros and Cons of Homework

Overall, some students receive beneficial results from doing homework while others find it to be a stressful obligation. Homework has both pros and cons, as it allows students to acquire more knowledge and practice, as well as improve their grades, but it also has shortcomings, as it takes away from the quality of life and social life of students.

The education system ultimately needs to address the needs of the students and address the proper amount and type of homework. Too much or too little homework can be a source of stress.

In conclusion, Finland has revolutionized the use of less is more in the educational system by abolishing homework. This decision has proven to be beneficial for Finland’s students, as they can dedicate their time to leisure and have more potential to excel academically.

The decision to abolish homework has also been recognized worldwide, as other countries have followed the Finnish system with similar results. Nonetheless, other countries have adopted alternative homework policies in order to prevent the burden of too much homework on students. Finland’s no-homework policy has pros and cons, from allowing the students to dedicate their free time to other activities, to not allowing the students to better manage their own learning process.

Despite the criticism, the decision to abolish homework has been a success for the Finnish; therefore, it is worth considering for other countries as well.

Do you like doing homework? Do you think it has benefited you educationally?

Has homework ever helped you practice a difficult skill — in math, for example — until you mastered it? Has it helped you learn new concepts in history or science? Has it helped to teach you life skills, such as independence and responsibility? Or, have you had a more negative experience with homework? Does it stress you out, numb your brain from busywork or actually make you fall behind in your classes?

In “ The Movement to End Homework Is Wrong, ” published in July, the Times Opinion writer Jay Caspian Kang argues that homework may be imperfect, but it still serves an important purpose in school. The essay begins:

Do students really need to do their homework? As a parent and a former teacher, I have been pondering this question for quite a long time. The teacher side of me can acknowledge that there were assignments I gave out to my students that probably had little to no academic value. But I also imagine that some of my students never would have done their basic reading if they hadn’t been trained to complete expected assignments, which would have made the task of teaching an English class nearly impossible. As a parent, I would rather my daughter not get stuck doing the sort of pointless homework I would occasionally assign, but I also think there’s a lot of value in saying, “Hey, a lot of work you’re going to end up doing in your life is pointless, so why not just get used to it?” I certainly am not the only person wondering about the value of homework. Recently, the sociologist Jessica McCrory Calarco and the mathematics education scholars Ilana Horn and Grace Chen published a paper, “ You Need to Be More Responsible: The Myth of Meritocracy and Teachers’ Accounts of Homework Inequalities .” They argued that while there’s some evidence that homework might help students learn, it also exacerbates inequalities and reinforces what they call the “meritocratic” narrative that says kids who do well in school do so because of “individual competence, effort and responsibility.” The authors believe this meritocratic narrative is a myth and that homework — math homework in particular — further entrenches the myth in the minds of teachers and their students. Calarco, Horn and Chen write, “Research has highlighted inequalities in students’ homework production and linked those inequalities to differences in students’ home lives and in the support students’ families can provide.”

Mr. Kang argues:

But there’s a defense of homework that doesn’t really have much to do with class mobility, equality or any sense of reinforcing the notion of meritocracy. It’s one that became quite clear to me when I was a teacher: Kids need to learn how to practice things. Homework, in many cases, is the only ritualized thing they have to do every day. Even if we could perfectly equalize opportunity in school and empower all students not to be encumbered by the weight of their socioeconomic status or ethnicity, I’m not sure what good it would do if the kids didn’t know how to do something relentlessly, over and over again, until they perfected it. Most teachers know that type of progress is very difficult to achieve inside the classroom, regardless of a student’s background, which is why, I imagine, Calarco, Horn and Chen found that most teachers weren’t thinking in a structural inequalities frame. Holistic ideas of education, in which learning is emphasized and students can explore concepts and ideas, are largely for the types of kids who don’t need to worry about class mobility. A defense of rote practice through homework might seem revanchist at this moment, but if we truly believe that schools should teach children lessons that fall outside the meritocracy, I can’t think of one that matters more than the simple satisfaction of mastering something that you were once bad at. That takes homework and the acknowledgment that sometimes a student can get a question wrong and, with proper instruction, eventually get it right.

Should homework be banned?

Social media has sparked into life about whether children should be given homework - should students be freed from this daily chore? Dr Gerald Letendre, a professor of education at Pennsylvania State University, investigates.

We’ve all done it: pretended to leave an essay at home, or stayed up until 2am to finish a piece of coursework we’ve been ignoring for weeks. Homework, for some people, is seen as a chore that’s ‘wrecking kids’ or ‘killing parents’, while others think it is an essential part of a well-rounded education. The problem is far from new: public debates about homework have been raging since at least the early-1900s, and recently spilled over into a Twitter feud between Gary Lineker and Piers Morgan.

Ironically, the conversation surrounding homework often ignores the scientific ‘homework’ that researchers have carried out. Many detailed studies have been conducted, and can guide parents, teachers and administrators to make sensible decisions about how much work should be completed by students outside of the classroom.

So why does homework stir up such strong emotions? One reason is that, by its very nature, it is an intrusion of schoolwork into family life. I carried out a study in 2005, and found that the amount of time that children and adolescents spend in school, from nursery right up to the end of compulsory education, has greatly increased over the last century . This means that more of a child’s time is taken up with education, so family time is reduced. This increases pressure on the boundary between the family and the school.

Plus, the amount of homework that students receive appears to be increasing, especially in the early years when parents are keen for their children to play with friends and spend time with the family.

Finally, success in school has become increasingly important to success in life. Parents can use homework to promote, or exercise control over, their child’s academic trajectory, and hopefully ensure their future educational success. But this often leaves parents conflicted – they want their children to be successful in school, but they don’t want them to be stressed or upset because of an unmanageable workload.

However, the issue isn’t simply down to the opinions of parents, children and their teachers – governments also like to get involved. In the autumn of 2012, French president François Hollande hit world headlines after making a comment about banning homework, ostensibly because it promoted inequality. The Chinese government has also toyed with a ban, because of concerns about excessive academic pressure being put on children.

The problem is, some politicians and national administrators regard regulatory policy in education as a solution for a wide array of social, economic and political issues, perhaps without considering the consequences for students and parents.

Does homework work?

Homework seems to generally have a positive effect for high school students, according to an extensive range of empirical literature. For example, Duke University’s Prof Harris Cooper carried out a meta-analysis using data from US schools, covering a period from 1987 to 2003. He found that homework offered a general beneficial impact on test scores and improvements in attitude, with a greater effect seen in older students. But dig deeper into the issue and a complex set of factors quickly emerges, related to how much homework students do, and exactly how they feel about it.

In 2009, Prof Ulrich Trautwein and his team at the University of Tübingen found that in order to establish whether homework is having any effect, researchers must take into account the differences both between and within classes . For example, a teacher may assign a good deal of homework to a lower-level class, producing an association between more homework and lower levels of achievement. Yet, within the same class, individual students may vary significantly in how much homework improves their baseline performance. Plus, there is the fact that some students are simply more efficient at completing their homework than others, and it becomes quite difficult to pinpoint just what type of homework, and how much of it, will affect overall academic performance.

Gender is also a major factor. For example, a study of US high school students carried out by Prof Gary Natriello in the 1980s revealed that girls devote more time to homework than boys, while a follow-up study found that US girls tend to spend more time on mathematics homework than boys. Another study, this time of African-American students in the US, found that eighth grade (ages 13-14) girls were more likely to successfully manage both their tasks and emotions around schoolwork, and were more likely to finish homework.

So why do girls seem to respond more positively to homework? One possible answer proposed by Eunsook Hong of the University of Nevada in 2011 is that teachers tend to rate girls’ habits and attitudes towards work more favourably than boys’. This perception could potentially set up a positive feedback loop between teacher expectations and the children’s capacity for academic work based on gender, resulting in girls outperforming boys. All of this makes it particularly difficult to determine the extent to which homework is helping, though it is clear that simply increasing the time spent on assignments does not directly correspond to a universal increase in learning.

Can homework cause damage?

The lack of empirical data supporting homework in the early years of education, along with an emerging trend to assign more work to this age range, appears to be fuelling parental concerns about potential negative effects. But, aside from anecdotes of increased tension in the household, is there any evidence of this? Can doing too much homework actually damage children?

Evidence suggests extreme amounts of homework can indeed have serious effects on students’ health and well-being. A Chinese study carried out in 2010 found a link between excessive homework and sleep disruption: children who had less homework had better routines and more stable sleep schedules. A Canadian study carried out in 2015 by Isabelle Michaud found that high levels of homework were associated with a greater risk of obesity among boys, if they were already feeling stressed about school in general.

It is also worth noting that too much homework can create negative effects that may undermine any positives. These negative consequences may not only affect the child, but also could also pile on the stress for the whole family, according to a recent study by Robert Pressman of the New England Centre for Pediatric Psychology. Parents were particularly affected when their perception of their own capacity to assist their children decreased.

What then, is the tipping point, and when does homework simply become too much for parents and children? Guidelines typically suggest that children in the first grade (six years old) should have no more that 10 minutes per night, and that this amount should increase by 10 minutes per school year. However, cultural norms may greatly affect what constitutes too much.

A study of children aged between 8 and 10 in Quebec defined high levels of homework as more than 30 minutes a night, but a study in China of children aged 5 to 11 deemed that two or more hours per night was excessive. It is therefore difficult to create a clear standard for what constitutes as too much homework, because cultural differences, school-related stress, and negative emotions within the family all appear to interact with how homework affects children.

Should we stop setting homework?

In my opinion, even though there are potential risks of negative effects, homework should not be banned. Small amounts, assigned with specific learning goals in mind and with proper parental support, can help to improve students’ performance. While some studies have generally found little evidence that homework has a positive effect on young children overall, a 2008 study by Norwegian researcher Marte Rønning found that even some very young children do receive some benefit. So simply banning homework would mean that any particularly gifted or motivated pupils would not be able to benefit from increased study. However, at the earliest ages, very little homework should be assigned. The decisions about how much and what type are best left to teachers and parents.

As a parent, it is important to clarify what goals your child’s teacher has for homework assignments. Teachers can assign work for different reasons – as an academic drill to foster better study habits, and unfortunately, as a punishment. The goals for each assignment should be made clear, and should encourage positive engagement with academic routines.

Parents should inform the teachers of how long the homework is taking, as teachers often incorrectly estimate the amount of time needed to complete an assignment, and how it is affecting household routines. For young children, positive teacher support and feedback is critical in establishing a student’s positive perception of homework and other academic routines. Teachers and parents need to be vigilant and ensure that homework routines do not start to generate patterns of negative interaction that erode students’ motivation.

Likewise, any positive effects of homework are dependent on several complex interactive factors, including the child’s personal motivation, the type of assignment, parental support and teacher goals. Creating an overarching policy to address every single situation is not realistic, and so homework policies tend to be fixated on the time the homework takes to complete. But rather than focusing on this, everyone would be better off if schools worked on fostering stronger communication between parents, teachers and students, allowing them to respond more sensitively to the child’s emotional and academic needs.

Is it time to get rid of homework? Mental health experts weigh in

It's no secret that kids hate homework. And as students grapple with an ongoing pandemic that has had a wide-range of mental health impacts, is it time schools start listening to their pleas over workloads?

Some teachers are turning to social media to take a stand against homework .

Tiktok user @misguided.teacher says he doesn't assign it because the "whole premise of homework is flawed."

For starters, he says he can't grade work on "even playing fields" when students' home environments can be vastly different.

"Even students who go home to a peaceful house, do they really want to spend their time on busy work? Because typically that's what a lot of homework is, it's busy work," he says in the video that has garnered 1.6 million likes. "You only get one year to be 7, you only got one year to be 10, you only get one year to be 16, 18."

Mental health experts agree heavy work loads have the potential do more harm than good for students, especially when taking into account the impacts of the pandemic. But they also say the answer may not be to eliminate homework altogether.

Emmy Kang, mental health counselor at Humantold, says studies have shown heavy workloads can be "detrimental" for students and cause a "big impact on their mental, physical and emotional health."

"More than half of students say that homework is their primary source of stress, and we know what stress can do on our bodies," she says, adding that staying up late to finish assignments also leads to disrupted sleep and exhaustion.

Cynthia Catchings, a licensed clinical social worker and therapist at Talkspace, says heavy workloads can also cause serious mental health problems in the long run, like anxiety and depression.

And for all the distress homework causes, it's not as useful as many may think, says Dr. Nicholas Kardaras, a psychologist and CEO of Omega Recovery treatment center.

"The research shows that there's really limited benefit of homework for elementary age students, that really the school work should be contained in the classroom," he says.

For older students, Kang says homework benefits plateau at about two hours per night.

"Most students, especially at these high-achieving schools, they're doing a minimum of three hours, and it's taking away time from their friends from their families, their extracurricular activities. And these are all very important things for a person's mental and emotional health."

Catchings, who also taught third to 12th graders for 12 years, says she's seen the positive effects of a no homework policy while working with students abroad.

"Not having homework was something that I always admired from the French students (and) the French schools, because that was helping the students to really have the time off and really disconnect from school ," she says.

The answer may not be to eliminate homework completely, but to be more mindful of the type of work students go home with, suggests Kang, who was a high-school teacher for 10 years.

"I don't think (we) should scrap homework, I think we should scrap meaningless, purposeless busy work-type homework. That's something that needs to be scrapped entirely," she says, encouraging teachers to be thoughtful and consider the amount of time it would take for students to complete assignments.

The pandemic made the conversation around homework more crucial

Mindfulness surrounding homework is especially important in the context of the last two years. Many students will be struggling with mental health issues that were brought on or worsened by the pandemic, making heavy workloads even harder to balance.

"COVID was just a disaster in terms of the lack of structure. Everything just deteriorated," Kardaras says, pointing to an increase in cognitive issues and decrease in attention spans among students. "School acts as an anchor for a lot of children, as a stabilizing force, and that disappeared."

But even if students transition back to the structure of in-person classes, Kardaras suspects students may still struggle after two school years of shifted schedules and disrupted sleeping habits.

"We've seen adults struggling to go back to in-person work environments from remote work environments. That effect is amplified with children because children have less resources to be able to cope with those transitions than adults do," he explains.

'Get organized' ahead of back-to-school

In order to make the transition back to in-person school easier, Kang encourages students to "get good sleep, exercise regularly (and) eat a healthy diet."

To help manage workloads, she suggests students "get organized."

"There's so much mental clutter up there when you're disorganized... sitting down and planning out their study schedules can really help manage their time," she says.

Breaking assignments up can also make things easier to tackle.

"I know that heavy workloads can be stressful, but if you sit down and you break down that studying into smaller chunks, they're much more manageable."

If workloads are still too much, Kang encourages students to advocate for themselves.

"They should tell their teachers when a homework assignment just took too much time or if it was too difficult for them to do on their own," she says. "It's good to speak up and ask those questions. Respectfully, of course, because these are your teachers. But still, I think sometimes teachers themselves need this feedback from their students."

'Why I believe homework should be banned', by one primary school student

As the discussion around state exams through the Covid-19 shutdown continues, a separate debate about the very need for homework itself rumbles on. Over the years, many have argued that homework for students in busy modern-day family structures is no longer workable.

This year, the Green Party sought to open a discussion about the banning of homework in future. Here, primary school pupil Misha McEnaney, a fifth class student from Dublin, outlines why he believes homework is more of a hindrance than a help.

IRISH CHILDREN SPEND around 274.5 hours on homework in a year. Is it a waste of time? Generally speaking, homework does not improve academic performance among children, although it may improve academic skills among older students especially lower-achieving kids. Homework also creates stress among students who could be doing other things.

I think it is a waste of time. Here’s why I think so. 

Many students think homework is extremely boring and hard so it increases our stress levels. You might fight with your family or friends and that gives the impression you are angry and irritated when often it’s just because your homework is increasing your stress.

Also, a study by scholar Denise Pope at Stanford shows that out of 4,300 students at high-performance schools, 60% stated that their homework was their primary source of stress.

Movement is more important

I believe that homework eliminates time when you could be exercising, playing sports, carrying out hobbies, reading etc. So when your friends are playing outside or something exciting or important is happening you can’t go out because you’re stuck inside doing your homework. 

Homework messes up your sleep cycles and it causes you to be more tired. After school when you’re tired from working you still have to do your homework, so you don’t deliver your full concentration and that makes your performance not as acceptable as it should be. This can cause your grade to go down and so that defeats the whole point of education to become better and smarter. 

A study from teenink.com shows that students perform best in school when they receive 10–12 hours of sleep each night, while only 15% of teenagers in America reported themselves sleeping eight hours or more on school nights, according to the national sleep foundation of America. Sleep disruption is very bad for our health.

Teacher trust

If you’re completely booked up for the day doing sports or other activities you have no time to do your homework. Your teachers start to trust you less and less and this develops a bad view of you when it’s not entirely your fault. 

It’s also repetitive so you’re doing the same work at school and there’s no effectiveness, it’s not going in. So all that homework becomes a waste because you have already completed it at school. You can also easily get distracted.

Homework takes away revision time for tests and that can affect the test scores. That develops a bad reputation for the student and for the school. The parents then assume that the teaching at the school is bad and they might move school. So the kid might lose friends and over time the school becomes less liked and popular.

All because there is too much homework. 

Bad for the mood

If you don’t sleep enough it can cause mood swings which can affect students’ performance and relationships. To think we can stop all of this by just banning homework makes me wonder why schools still give out homework at all.

People who believe that homework should not be banned have reasonable points and arguments. They believe that doing homework at home can be better for the students and they would receive higher results. 

They also think the parents of the students will have an idea of what type of work they are doing in the classroom, at what scale the student is doing their work and how the student is doing that work. There is absolutely no reason why parents shouldn’t know what the student’s work is like. 

Some people believe that homework boosts interaction between a student and his or her teacher. Homework might develop their presentation skills. They believe that homework is “a remedy against weaknesses”. These can all be done at school. They believe it teaches the students responsibility because they have to make sure that they do their work and not lose it or destroy it. 

They think the students learn much more new information as well as in school. So people think it teaches the students important life skills. They also think it keeps the students busy and entertained. I would argue that these should all be the responsibility of parents, not school.

A shift in the debate

The Green Party in Ireland has promised to explore the banning of homework for primary school children. They also vow to review primary and secondary schools curriculum “to meet the needs of the 21st century”. Catherine Martin, deputy leader of the Green Party, said that “the phasing out of homework is something that definitely should be explored”. 

“This isn’t new, this has been on our policy for the past several years. And I think we really need to have a conversation on how best to develop the creative juices of our children, or really change how we do homework, homework could be, ‘go home and draw a picture of something that means a lot to you’,” she said.

“They’re so young, especially up to the age of seven or eight, it’s a conversation that we need to have”. 

She used the example of Loreto Primary School in Rathfarnham, Dublin, which is currently trialling a “no-homework” programme for all classes except sixth. Ms Martin said that they had found the pilot scheme “amazing” and children were spending a lot more time with their families as a result. 

Mental health considerations

Psychotherapist Mary McHugh believes that we are reducing children’s natural “curious, imaginative and creative” tendencies by “pressuring them to conform”. 

“Our children from the age of three, are being trained to sit still and from five upwards, it’s expected that this is the norm.” McHugh also says that “stress is showing up at an alarming scale and we’re still applying more pressure academically younger and younger”. 

Let’s look at Finland. In Finland, there is no homework in all schools. Finland agrees that there should be no homework because it increases stress, it wastes time etc. Finnish students regularly top the charts on global education metric systems.

Some 93% of Finnish students graduate from secondary school compared to 75% in the USA and 78% in Canada. About two in every three students in Finland go to college which is the highest rate in Europe. The students’ test scores dominate everyone else.  These are the scores for the PISA test (Program for International Student Assessment) 2006.  There are other reasons why Finland’s education system is so good but no homework is definitely an important one. 

Homework increases stress levels among students. It replaces time for hobbies and sports. It messes up your sleep. It can’t always be done and that causes trouble. It’s repetitive. You can develop health problems from lack of sleep.

It takes away time for studying and also when you don’t get enough sleep you can get mood swings and that can affect performance and relationships. There are reasonable arguments for why people who believe that homework shouldn’t be banned are wrong.

We have seen that the Green Party also thinks that homework should be banned and that some schools have already trialled it. We have looked at Finland banning homework and we have seen the impact it has made compared to other countries. This is why I think homework should be banned, not just in my school but in all schools.

  • Countries Who Spend the Most Time Doing Homework

Homework levels across the world vary greatly by country.

Homework is an important aspect of the education system and is often dreaded by the majority of students all over the world. Although many teachers and educational scholars believe homework improves education performance, many critics and students disagree and believe there is no correlation between homework and improving test scores.

The Organization for Economic Cooperation and Development (OECD) is an intergovernmental organization. With headquarters in Paris, the organization was formed for the purpose of stimulating global trade and economic progress among member states. In 2009, the OECD conducted a detailed study to establish the number of hours allocated for doing homework by students around the world and conducted the research in 38 member countries. The test subjects for the study were 15 year old high school students in countries that used PISA exams in their education systems. The results showed that in Shanghai, China the students had the highest number of hours of homework with 13.8 hours per week. Russia followed, where students had an average of 9.7 hours of homework per week. Finland had the least amount of homework hours with 2.8 hours per week, followed closely by South Korea with 2.9 hours. Among all the countries tested, the average homework time was 4.9 hours per week.

Interpretation of the data

Although students from Finland spent the least amount of hours on their homework per week, they performed relatively well on tests which discredits the notion of correlation between the number of hours spent on homework with exam performance. Shanghai teenagers who spent the highest number of hours doing their homework also produced excellent performances in the school tests, while students from some regions such as Macao, Japan, and Singapore increased the score by 17 points per additional hour of homework. The data showed a close relation between the economic backgrounds of students and the number of hours they invested in their homework. Students from affluent backgrounds spent fewer hours doing homework when compared to their less privileged counterparts, most likely due to access to private tutors and homeschooling. In some countries such as Singapore, students from wealthy families invested more time doing their homework than less privileged students and received better results in exams.

Decline in number of hours

Subsequent studies conducted by the OECD in 2012 showed a decrease in the average number hours per week spent by students. Slovakia displayed a drop of four hours per week while Russia declined three hours per week. A few countries including the United States showed no change. The dramatic decline of hours spent doing homework has been attributed to teenager’s increased use of the internet and social media platforms.

The country’s favourite leader has given hope to a new generation of students that the bane of their afterschool evenings could be scrapped.

President Michal D Higgins has called for homework to be banned.

President Higgins argues that this would make time for young people to engage in more creative pursuits outside school hours.

The former Arts Minister believes that school activities should end at the school gate.

He was speaking to RTE’s news2day current affairs and news programme for children on the occasion of the programme’s 20th birthday.

When asked what his opinion of homework President Higgins said: “I think myself, really that the time at home, and the time in the school is an educational experience and it should get finished at the school and people should be able to use their time for other creative things.”

To mark the show’s two decades on air, students from St Kevin’s National School, Littleton, County Tipperary put questions from RTÉ news2day viewers to President Higgins at Áras an Uachtaráin.

In a wide-ranging interview, the children asked the President questions like, what was your favourite sport when you were in school?

When you were nine years old what did you want to be?

And when did you decide you wanted to be President?

The students also asked the President about his dogs, his official trips abroad, his favourite subject in school, differences between now and when he was a child and his favourite book. The President also spoke to the children about his love of handball and the importance of friendship in their lives.

RTÉ news2day will broadcast some of the President’s interview as part of Friday afternoon’s birthday celebrations at 4.20pm on RTÉ2 and RTÉ News channel and the full interview will be available later on Friday evening on the RTÉ Player.

In a message to the children of Ireland and the viewers of RTÉ news2day, President Michael D. Higgins gave this advice: “To stay curious about everything and I think it’s important to make sure you don’t miss the joy of sharing information.

“And I think an important thing is friendship and to make sure that there’s no one left without friendship and that people belong. And we will all do individual things... but I think friendships that you make will in fact always be great memories and that is so important.

“And also have the courage to stand your own ground and let other children be allowed the space of standing their ground too because none of us are the same.

“We’re all unique but at the same time we have a lot going for us.”

President Higgins also encouraged the children of Ireland to speak the Irish language.

He encouraged them to speak Irish in a fun way and to feel free to use whatever bits of the language that they have.

41 countries ban religion-related groups; Jehovah’s Witnesses, Baha’is among the most commonly targeted

Government restrictions on religion take many forms around the world. Particularly restrictive governments often limit religious expression by banning certain groups – including entire faiths, social movements or political organizations that have ties to religion.

In fact, 41 countries – or around a fifth (21%) of those evaluated – banned at least one religion-related group in 2019, according to a Pew Research Center analysis of laws and policies in effect in 198 countries in 2019, the most recent year for which comprehensive data is available. Jehovah’s Witnesses and Baha’is were among the most frequently banned groups.

The Middle East-North Africa region had the highest share of countries (55%, or 11 out of 20 countries in the region) with bans on religion-related groups in 2019. Asia and the Pacific – the largest region in the study, with 50 nations – had the greatest number of countries with bans (17 out of 50 countries, or 34% of the region). Sub-Saharan Africa had eight countries with bans (representing about 17% of the 48 states in the region), Europe had three (or about 7% of the region’s 45 countries) and the Americas had two nations with such bans in place (representing about 6% of the region’s 35 countries).

Pew Research Center analyzes government bans on religious groups, spiritual practices or movements, and political groups with ties to religion as part of an annual series that measures the extent to which governments and societies around the world impinge on religious beliefs and practices.

The analysis is based on factual information about laws, policies and actions coded from a set of publicly available sources, including the U.S. Department of State’s annual reports on international religious freedom, annual reports from the U.S. Commission on International Religious Freedom, reports and databases from a variety of European and UN bodies, and several independent, nongovernmental organizations. The study does not include bans on groups that are formally designated as foreign terrorist organizations by the U.S. State Department or banned groups within a country that have been shown to engage in systematic violence.

The  most recent report  in this annual series, “ Globally, Social Hostilities Related to Religion Decline in 2019, While Government Restrictions Remain at Highest Levels ,” is part of the Pew-Templeton Global Religious Futures project, which analyzes religious change and its impact on societies around the world. To measure global restrictions on religion in 2019 – the most recent year for which data is available – the study rates 198 countries and territories by their levels of government restrictions on religion and social hostilities involving religion using a consistent methodology. The latest study, the 12th annual, is based on the same 10-point indexes used in the previous studies.

  • The  Government Restrictions Index   (GRI) measures government laws, policies and actions that restrict religious beliefs and practices. The GRI comprises 20 measures of restrictions, including efforts by governments to ban particular faiths, prohibit conversion, limit preaching or give preferential treatment to one or more religious groups.
  • The  Social Hostilities Index (SHI)  measures acts of religious hostility by private individuals, organizations or groups in society. This includes religion-related armed conflict or terrorism, mob or sectarian violence, harassment over attire for religious reasons, or other religion-related intimidation or abuse. The SHI includes 13 measures of social hostilities.

This analysis is based on the Center’s most recent restrictions on religion report , which examines the extent to which governments and societies impinge on religious groups and practices. Data is collected from a wide range of sources , including the U.S. Department of State’s International Religious Freedom reports. For the purposes of this analysis, the term “banned” refers to official prohibitions that prevent a group from legally operating in a country.

Many of the groups listed as “banned” in the sources consulted also count as “banned” in this analysis. However, some are not counted, including those that the U.S. State Department labels “ foreign terrorist organizations ” or those that have been shown to engage in systematic violence. (While authorities often cite security concerns, such as a group’s alleged links to violence, as a reason for imposing a ban, some governments use security concerns to target groups or people that pose a political threat, or they label religious groups as being “deviant” or a “cult” when these groups do not adhere to what the authorities deem to be acceptable religious practices. Those types of bans are included in this analysis.)

In some cases, governments may restrict or target specific groups within their borders but not formally ban them ; these groups are not counted as banned. The source documents also may not cover every religion-related ban in the world or capture every country in which a group is banned.

The Center’s annual restrictions on religion study also examines other types of government limits on religious activity, such as laws that curtail the religious activity of allowed groups; official actions and policies that favor certain groups over others; and harassment of certain groups or individuals that can amount to physical violence. Based on the extent of these restrictions, the report sorts countries into categories ranging from “very high” to “low” levels of government restrictions .

Among the 41 nations that banned religion-related groups in 2019, 21 also had “very high” government restrictions on religion, accounting for 91% of the countries in the report with “very high” government restrictions on religion.

Commonly banned groups

Three groups faced bans in multiple countries in 2019: Jehovah’s Witnesses , who identify as Christian but differ from other Christians in some ways ; Baha’is , a faith originating in Iran that preaches human unity and the continuity of all religions; and Ahmadis , a group with roots in India that derives tenets from Islamic teachings.

Jehovah’s Witnesses were banned in eight countries spanning the Asia-Pacific region, Europe and the Middle East-North Africa region. In Russia, for example, a 2017 decision by the nation’s Supreme Court banned Jehovah’s Witnesses, criminalizing their activities as being “extremist.” In 2019, hundreds of Jehovah’s Witnesses in Russia faced detentions, travel restrictions, investigations and raids on their homes.

Baha’is were banned in six countries in the Asia-Pacific and Middle East-North Africa regions in 2019. In Iran, Baha’is faced multiple restrictions and were barred from certain types of work, especially in the food industry, because they were considered “unclean.” Members of the faith also were blocked from government jobs, higher education institutions and receiving national pensions. They could not inherit property or have their marriages fully recognized.

Egypt has had long-standing bans on both Baha’is and Jehovah’s Witnesses , denying them benefits and the ability to perform routine tasks – such as banking or registering for school – that are afforded to recognized groups. In 2019, Baha’i marriages were not legally recognized, and the country prohibited adherents from designating their religious affiliation on national identity cards. Baha’is and Jehovah’s Witnesses in the country were not permitted to have places of worship or import religious literature. Members of these groups reported that the Egyptian government allowed them to practice their faith in private in small numbers, but that authorities prevented them from holding public religious gatherings.

Ahmadis, meanwhile, were banned in four countries in 2019, according to the sources used in this study. Pakistan had laws that prohibited Ahmadis from calling themselves Muslims and banned them from preaching or proselytizing. Ahmadi community leaders in Pakistan reported that 11 individuals were charged for practicing their faith and that six of them were arrested on blasphemy charges. According to Ahmadi leaders, some Pakistani government agencies also used a 2018 court decision to deny Ahmadis national identity cards.

In Brunei, all three groups – Jehovah’s Witnesses, Baha’is and Ahmadis – were banned in 2019 as they were considered “deviant.”

Types of bans and enforcement levels

In some countries, only certain registered religious groups are officially recognized, and it is illegal to adhere to any other religious faith.

In Eritrea, only four religious groups are officially recognized: the Eritrean Orthodox Church, Sunni Islam, the Roman Catholic Church and the Evangelical Lutheran Church of Eritrea. Other religious groups cannot register and are treated as illegal. For instance, the government only permits Sunni Islam and bans all other practices of Islam .

Uzbekistan criminalizes activities by unregistered religious groups, which are considered to be “illegal,” and designates certain Islamic groups to be extremist and therefore “prohibited.”  Members and organizers of illegal religious groups can be imprisoned up to five years, and those in prohibited groups can be jailed for up to 20 years. As of 2019, authorities in Uzbekistan had criminalized membership in 22 religious organizations, citing threats to the government’s secular authority and the need to prevent “incitement of interreligious instability and hatred,” according to the U.S. State Department.

Although the government of Uzbekistan announced the closure of a prison known for incarcerating and torturing religious prisoners, thousands were still being held in 2019 on “fabricated” charges for extremism or membership in banned groups, according to the U.S. Commission on International Religious Freedom. Despite these ongoing issues, the government made other notable moves to reduce restrictions, such as enforcing a prohibition on raids on religious communities.

Meanwhile, the Chinese government criminalizes groups that it considers to be “cult organizations. ” These include the Falun Gong movement and several Christian groups, which face detentions and “disappearances,” and in some cases torture and death, according to the U.S. State Department. In 2019, several reports also detailed the forcible extraction of organs from religious prisoners – mainly from Falun Gong practitioners – that for years were conducted for the country’s organ transplant system.

In some countries, practices considered to be part of folk or indigenous religions are outlawed. In Cameroon , Central African Republic and Tanzania , for example, practicing witchcraft is illegal.

In many countries, repercussions for membership in banned religious groups can include detention, raids and seizure of property. But a few countries may formally ban groups yet tolerate them in practice. In Jamaica, for example, the country still has colonial-era laws that criminalized the Afro-Caribbean religious practices of Obeah and Myalism , but they are not enforced. While the Bahamas also outlaws Obeah practices , the penalties are not always enforced there either.

In some countries, governments cite security as a rationale for banning political or social groups with religious affiliations. Sometimes the groups are opposition movements to parties currently in power.

In Morocco, a social movement with Islamic roots called the Justice and Charity Organization is banned . The group rejects King Mohamed VI’s spiritual authority and, although unregistered, is able to operate and hold events and demonstrations with some interference from the government.

In Bahrain, a Sunni-governed country where Shiite leaders have faced routine detention and harassment, the government banned the largely Shiite Al-Wefaq political opposition party in 2016. In 2014, the country had also banned the Islamic Ulema Council, a group of Shiite clerics.

These are the countries where TikTok is already banned

As a TikTok ban moved closer Wednesday, TikTok creators like Caleb Simpson are planning for what’s next. Simpson is known for his home tour series where he approaches a person on the street or celebrity and asks for a tour of their home. He said a third of his income comes from the app, where he has more than 8 million followers. For creators like Simpson, the ban would more than impact their livelihood, the app is also where many creators have built relationships and created memories.

LONDON (AP) — TikTok is in the crosshairs of authorities in the U.S., where new law threatens a nationwide ban unless its China-based parent ByteDance divests. It would be the biggest blow yet to the popular video-sharing app, which has faced various restrictions around the world.

TikTok is already banned in a handful of countries and from government-issued devices in a number of others, due to official worries that the app poses privacy and cybersecurity concerns.

Those fears are reflected in the U.S. law, which is the culmination of long-held bipartisan fears in Washington that China’s communist leaders could force ByteDance to hand over U.S. user data, or influence Americans by suppressing or promoting certain content. TikTok has long maintained that it doesn’t share data with the Chinese government and its CEO has taken a defiant stance, vowing to fight back.

Here are the places that have partial or total bans on TikTok:

AFGHANISTAN

TikTok has been banned since 2022, along with videogame PUBG, after the country’s Taliban leadership decided to forbid access on the grounds of protecting young people from “being misled.”

TikTok is not allowed on devices issued by the Australian federal government. Attorney-General Mark Dreyfus said he made the decision after getting advice from the country’s intelligence and security agencies.

The National Security Council decided last month to indefinitely ban TikTok from devices owned or paid for by the federal government. The ban was issued on a temporary basis last year on worries about cybersecurity, privacy and misinformation. Prime Minister Alexander de Croo said it was based on warnings from the country’s state security service and cybersecurity center.

Devices issued by the federal government are forbidden from using TikTok. Officials cited an “unacceptable” risk to privacy and security and said the app would be removed from devices and employees blocked from downloading it.

TikTok has never been available in mainland China , a fact that CEO Shou Chew has mentioned in testimony to U.S. lawmakers. ByteDance instead offers Chinese users Douyin, a similar video-sharing app that follows Beijing’s strict censorship rules. TikTok also ceased operations in Hong Kong after a sweeping Chinese national security law took effect.

Denmark’s Defense Ministry banned its employees from having TikTok on their work phones, ordering staffers who have installed it to remove the app from devices as soon as possible. The ministry said the reasons for the ban included both “weighty security considerations” as well as “very limited work-related need to use the app.”

EUROPEAN UNION

The European Parliament, European Commission and the EU Council, the 27-member bloc’s three main institutions, have imposed bans on TikTok on staff devices. Under the European Parliament’s ban, lawmakers and staff were also advised to remove the TikTok app from their personal devices.

“Recreational” use of TikTok and other social media apps like Twitter and Instagram on government employees’ phones has been banned because of worries about insufficient data security measures. The French government didn’t name specific apps but noted the decision came after other governments took measures targeting TikTok.

India imposed a nationwide ban on TikTok and dozens of other Chinese apps like messaging app WeChat in 2020 over privacy and security concerns. The ban came shortly after a clash between Indian and Chinese troops at a disputed Himalayan border killed 20 Indian soldiers and injured dozens. The companies were given a chance to respond to questions on privacy and security requirements but the ban was made permanent in 2021.

TikTok isn’t entirely banned in the sprawling, populous Southeast Asian nation, only its online retail function, after the authorities clamped down on e-commerce transactions carried out on social media platforms in a bid to protect small businesses.

Foreign Minister Edgars Rinkevics tweeted that he deleted his TikTok account and that the app is also prohibited from official foreign ministry smartphones.

NETHERLANDS

The Dutch central government banned apps including TikTok from employee work phones citing data security concerns. A government statement did not name TikTok specifically but said civil servants are discouraged from having apps “from countries with an offensive cyber program against the Netherlands and/or Dutch interests installed and used on their mobile work devices.”

The Himalayan country imposed a nationwide ban on TikTok, saying it was disrupting “social harmony” and goodwill and blaming it for a “flow of indecent materials.” Authorities ordered the telecom company to block access to the app.

NEW ZEALAND

Lawmakers in New Zealand and staff at the nation’s Parliament are prohibited from having the TikTok app on their work phones, following advice from government cybersecurity experts. The app was removed from all devices with access to the parliamentary network, although officials can make special arrangements for anybody who needs TikTok to perform their democratic duties.

The Norwegian parliament banned Tiktok on work devices after the country’s Justice Ministry warned the app shouldn’t be installed on phones issued to government employees. The Parliament’s speaker said TikTok shouldn’t be on devices that have access to the assembly’s systems and should be removed as quickly as possible. The country’s capital Oslo and second largest city Bergen also urged municipal employees to remove TikTok from their work phones.

Pakistani authorities have temporarily banned TikTok at least four times since 2020, citing concerns that the app promotes immoral content.

The government ordered telecom companies to block access to TikTok, along with messaging app Telegram and gambling platform 1XBET. Officials said they were concerned that the platforms could spread extremist content, nude images and other material seen as offensive to Somali culture and Islam.

Taiwan imposed a public sector ban on TikTok after the FBI warned that the app posed a national security risk. Government devices, including mobile phones, tablets and desktop computers, are not allowed to use Chinese-made software, which includes apps like TikTok, its Chinese equivalent Douyin, or Xiaohongshu, a Chinese lifestyle content app.

UNITED KINGDOM

British authorities banned TikTok from mobile phones used by government ministers and civil servants. Officials said the ban was a “precautionary move” on security grounds and doesn’t apply to personal devices. The British Parliament followed up by banning TikTok from all official devices and the “wider parliamentary network.” The semi-autonomous Scottish government and London City Hall also banned TikTok from staff devices. The BBC urged staff to delete TikTok from corporate devices unless they’re using it for editorial and marketing reasons.

UNITED STATES

U.S. authorities ordered government agencies to delete TikTok from federal devices and systems over data security concerns. More than half of the 50 U.S. states also have banned the app from official devices, as have Congress and the U.S. armed forces. Montana’s efforts to bring in a state-wide ban failed, as did a proposal in Virginia to block kids from using it.

O n Wednesday, Joe Biden signed into law  a bill that could lead to TikTok being banned in the U.S. if ByteDance, the app’s Chinese-owned parent company, does not sell it within a year. Lawmakers are increasingly worried that the app could pose national security concerns to the U.S. if the  Chinese government were to access data collected by the app. 

TikTok’s CEO, Shou Zi Chew, spoke in front of Congress in January of this year, defending the platform’s position. “We have not been asked for any data by the Chinese government and we have never provided,” he testified . 

Nevertheless, despite the CEO’s assurances, many governments around the world remain unconvinced, and have instituted their own TikTok bans and restrictions.

Here are all the countries that have banned or partially banned the app:

Afghanistan

The Taliban government banned TikTok in April 2022 , saying that the application was “misleading youths.”

Armenia reportedly temporarily blocked TikTok for multiple days during border clashes with Azerbaijan in September 2022.

TikTok was banned from Australian government devices in April 2023, but is still allowed on devices belonging to the general public.

Austria has banned TikTok from all government employee devices as of May 2023 . 

Azerbaijan blocked TikTok temporarily during border clashes with Armenia in September 2022. The application was blocked again one year later due to “anti-terrorist measures” according to Armenian local media . It was restored again on October 1, 2023 . 

In August 2021, a Bangladeshi court ordered the government to remove TikTok and several other apps from the country’s app store in order to "save children and adolescents from moral and social degradation." The application was later allowed to return , providing its content moderation was in line with Bangladesh’s cultural sensibilities. 

In March 2024, the Belgian government announced that it was banning the app from all government devices . “The safety of our information must prevail,” said Belgian Prime Minister Alexander De Croo. TikTok is still available on non-government affiliated devices. 

Canada banned TikTok from all government-issued mobile devices in February 2023. “I suspect that as the government takes the significant step of telling all federal employees that they can no longer use TikTok on their work phones, many Canadians from business to private individuals will reflect on the security of their own data and perhaps make choices,” Prime Minister Justin Trudeau said when the ban was announced .

China itself does not permit the international version of TikTok to be used on the mainland. Instead, users must download Douyin, the Chinese version of TikTok which is subject to censorship from the Chinese Communist Party . 

Denmark’s Ministry of Defense banned the app from its employees’ work phones in March 2023. The country’s main public service broadcaster also instituted special protocols that mean journalists need special approval in order to use the app for reporting purposes following a warning from Denmark’s Center for Cybersecurity. 

TikTok was banned from the work phones of state officials in Estonia in March 2023. 

European Union

The three main institutions that make up the E.U.–the European Parliament, European Commission and the E.U. Council–have all banned TikTok from employees’ work phones. Employees are also advised to remove the app from their personal devices . 

France has banned several social media application s from government employees’ phones including Twitter, Instagram, and TikTok as of March 2023.

India is one of a handful of countries that has completely banned TikTok , including on citizens’ personal devices. The ban was implemented in July 2020 after a border clash between China and India left 20 Indian soldiers dead. The two countries have had an ongoing centuries over their border that occasionally turns violent. In the aftermath of the 2020 border clash, some Indians called for a boycott of Chinese goods, and India’s information technology ministry put out a statement claiming that certain mobile applications were “stealing and surreptitiously transmitting users’ data.” After the ban, many creators migrated to YouTube Shorts and Instagram Reels .

Indonesia banned TikTok Shop , a portion of the application that allows creators to sell products to their audiences, in October 2023 for violating the country’s e–commerce laws. 

The Islamic Republic bans TikTok along with other internationally popular social media platforms including X and Facebook.

TikTok was banned from government devices in Ireland in April 2023. 

TikTok has been banned in the Kingdom of Jordan since December 2022 , after a police officer was killed during a protest and videos of the event flooded social media. 

The small, formerly Soviet country banned Tiktok in August 2023 , arguing that the application was harmful to the development of children. 

The app is prohibited on work phones in Latvia’s Foreign Ministry as of March 2023. 

Tiktok is blocked from government-provided cell phones along with all other non-government applications in Malta. 

The Netherlands

The Dutch government banned the app from employees’ work phones in March 2023. The relationship between Amsterdam and Beijing has soured in the last year after a Dutch intelligence agency called China “the biggest threat to the Dutch economic security,” per Bloomberg . 

Nepal banned TikTok for all its citizens in November 2023, saying the app was “detrimental to social harmony.”

New Zealand

Lawmakers and parliament employees in New Zealand were prohibited from having TikTok on their work phones as of March 2024. However, exceptions can be made if a lawmaker believes TikTok is necessary for their democratic duties, per the AP . The ban does not apply to employees in other branches of the government. 

North Korea

North Korea restricts most of its citizens from accessing the internet . A few websites and apps are permitted for the privileged elite to visit, but TikTok is not among them. 

The Norwegian parliament banned TikTok from employees’ work devices in March 2023. Municipal employees in the cities of Oslo and Bergen have also been encouraged to remove the app from their devices. “Norwegian intelligence services single out Russia and China as the main risk factors for Norway's security interests," said Justice Minister Emilie Enger Mehl in a statement, per EuroNews . 

Pakistan has banned TikTok temporarily at least four times. However, the application was restored in November 2021 , and has reportedly been available in the country since then. 

Currently, Russians are restricted in terms of what they can view on TikTok, and viewers primarily only see videos made by Russian creators . This month, it has been reported that the Russian government intends to ban TikTok in order to encourage citizens to use domestic social media platforms, instead.

Senegal instituted a total ban of the application in August after an opposition candidate was accused of using the platform to spread “hateful and subversive messages.” The government of Senegal has refused to reinstate the app unless a mechanism is developed that allows the government to remove specific accounts. 

In August 2023, the Somali government announced that it was banning TikTok, Telegram, and the online betting website 1XBet. Minister of Communications Jama Hassan Khalif said that the apps were used for dangerous propaganda. “The Minister of Communications orders internet companies to stop the aforementioned applications, which terrorists and immoral groups use to spread constant horrific images and misinformation to the public," the minister said in a statement, per Reuters .

Taiwan banned all government devices from using Chinese-made software , including TikTok, in December 2022 after a warning from the FBI. 

United Kingdom

In March 2023, the U.K. banned all government employees from using TikTok on government provided mobile devices. “Given the particular risk around government devices, which may contain sensitive information, it is both prudent and proportionate to restrict the use of certain apps, particularly when it comes to apps where a large amount of data can be stored and accessed,” Cabinet Office minister Oliver Dowden told parliament.

United States

Congress and the armed forces have banned TikTok from all of their employees’ devices. Approximately half of all states ban the app on state-owned devices , and the Federal government similarly banned the app from employees’ devices in March 2023. 

TikTok has been unavailable in Uzbekistan since July 2021, after the authorities said the app was not compliant with the country’s personal data protection laws.
