Emergencies at Work: Key Points
- Every workplace should have an emergency action plan
- The plan should cover:
- What to do in different emergencies
- Where shelters and meeting places are
- Evacuation routes
- Emergency equipment and alert systems
- Who’s in charge
- Procedures to follow when someone is injured
- The workplace should provide for practice drills
- Workers should be trained on everything in the plan.
Introduction
- Fires and explosions kill more than 200 and injure more than 5,000 workers each year!
- Tragic workplace fires have happened and can be prevented
- Other kinds of emergencies (e.g. explosions, earthquakes, bomb threats, toxic vapors, storms, etc) can also endanger workers.
- OSHA requires employers to provide :
- proper exits,
- fire fighting equipment,
- employee training to prevent fire deaths and injuries in the workplace.
- An exit route is a continuous and unobstructed path from any point within a workplace to a place of safety
- includes refuge area
- Exit routes have three parts:
- Exit access
- Exit (door)
- Exit discharge
Basic Requirements
- Exit Routes must:
- Be permanent
- Have enough exits for a quick escape
- Exits must be separated by fire-resistant materials
- Openings into an exit must be:
- limited to those necessary to allow access to the exit or to the exit discharge
- protected by an approved self-closing fire door that remains closed or automatically closes in an emergency
Exit Discharge Requirements
- An exit discharge must lead directly to safe space
- Outside, street, walkway, refuge area, public way, or open space with access to the outside
- The safe space must be large enough to accommodate everyone likely to use the exit
- Exit stairs that continue beyond where the exit discharge is located must have some effective means clearly indicating the discharge
Exit Doors Must Be Unlocked
- Everyone must be able to open exit doors from the inside at all times
- without keys, tools, or special knowledge
- may be locked from the inside only in mental, penal, or correctional facilities where there is constant supervision
- Device such as a panic bar that locks only from the outside is permitted
- Must be free of any device or alarm that could restrict emergency use if the device or alarm fails

Minimize Danger to Employees
- Exit routes must be:
- Free and unobstructed
- Free of explosive or highly flammable materials
- Arranged so that employees will not have to travel toward a high hazard area, unless it is shielded
- Emergency safeguards must be in working order at all times
- sprinkler systems, alarm systems, fire doors, exit lighting, etc.

Exit Marking
- Each exit must be clearly visible and marked with an “Exit” sign
- Each exit must be free of decorations or signs that obscure the visibility of the door
- The line-of-sight to an exit sign must clearly be visible
Exit Marking (cont’d)
- If the direction of exit travel is not immediately apparent, signs must be posted indicating the direction to the nearest exit
- Doors along an exit route that could be mistaken for an exit must be marked “Not an Exit”, or be identified by a sign indicating its actual use (e.g. closet)
Importance of Safe Exit Routes
- Factors that may interfere with safe escape include:
- Poor visibility
- Lack of information
- Misinformation
- These factors frequently cause more injuries and fatalities than the hazard itself
- Be prepared

REPORTING EMERGENCIES • CALL Campus Safety and Security: 510-723-6666 • CALL 9-1-1 • BE CALM and identify yourself. • IDENTIFY YOUR LOCATION, Identify the location of the incident and describe as clearly as possible the nature of the problem (crime, fire, disaster, medical emergency) • REMAIN ON THE LINE, The dispatcher will be sending proper emergency personnel to the scene. (Police Officer – Ambulance – Fire Department). The dispatcher will then advise you when all of the proper information has been obtained. FIRE AND SMOKE • CALL Campus Safety and Security: 510-723-6666 • When you smell smoke or if you see smoke coming from the ventilation system or if a fire alarm sounds. • Leave the room and close the doors to offices. • Sound the building’s evacuation alarm (manual pull stations) • Evacuate the building, go to assembly areas (parking lots, 150 feet away from the buildings) • Notify police or firefighters if you believe someone may be trapped inside the building CHABOT-LAS POSITAS COMMUNITY COLLEGE DISTRICT

EVACUATION PROCEDURES • Be aware of all the marked exits from your area and building. Know two paths out of buildings. • When the building evacuation alarm is sounded or when you are ordered to leave by your supervisor/manager or an administrator, walk quickly to the nearest marked exit and ask others to do the same. • Assist/direct people with physical disabilities to the exits • Outside, proceed to a clear area that is at least 150 feet away from the buildings Keep driveways to the building clear for emergency vehicles. EVACUATION PROCEDURES continued • To the best of your ability, and without re-entering the building, assist administrators in their attempt to determine that everyone has evacuated safely. • Take roll of employees/students • If an Incident Command Post or an Emergency Operations Center may be set up near the emergency site. Keep clear of the incident command post/EOC unless you have important information to report. • DO NOT RETURN TO A BUILDING UNTIL YOU ARE TOLD TO DO SO ORUNTIL THE ‘ALL CLEAR’ HAS BEEN ANNOUNCED CHABOT-LAS POSITAS COMMUNITY COLLEGE DISTRICT
SHELTER-IN-PLACE/LOCK DOWN In some emergency situations it is safer to seek shelter than it is to evacuate. Sheltering-in-place is often the appropriate choice for dynamic, threatening, and quickly changing conditions as a result of criminal activity or a hazardous materials incident. SHELTER-IN-PLACE PROCEDURES • Remain Calm • Avoid becoming directly involved in the situation • Quickly assess the situation, identify hazards • If you are outdoors, immediately move indoors. • CALL Campus Safety and Security: 510-723-6666 • Close and lock (or barricade) all doors and windows. • Move everyone as far from potential threat areas as possible. • Take cover behind heavy furnishings or structures. SHELTER-IN-PLACE PROCEDURES • Do not open doors unless instructed to do so by recognized staff or positively identified public safety personnel. • Alert others in the building • If possible shut ventilation • Seal large gaps in doors and windows with clothes, plastic etc… • Listen to a portable radio for news (KCBS 740AM) and Emergency Alert System updates. Follow all instructions provided by public safety personnel. • Remain sheltered until public safety personnel have determined that it is safe to leave. CHABOT-LAS POSITAS COMMUNITY COLLEGE DISTRICT
EARTHQUAKE • Before an Earthquake: Be Preparedwith a family emergency plan and emergency supplies (3 days of food and water), flashlight w/batteries etc. http://www.ci.livermore.ca.us/LPFD/pdfs/family_preparedness_guide.pdf • During an Earthquake Seek Cover; If you are indoors, stay there-get under a desk or table away from glass and heavy objects. If you are outdoors, move to an open area away from falling hazards, Avoid utility lines – they may be energized. Be ready for more shaking! • After the Quake Stay calm and evaluate your surroundings. Evacuate as necessary. Move to an evacuation assembly area. Regroup and take roll. HAZARD COMMUNICATIONS PROGRAM • Know what chemicals are used and stored in your work area. • i.e. Printer toner • Know proper handling and waste removal procedures. • Know where MSDS (Material Safety Data Sheets) for the chemicals that are located in your area • Report any chemical spills/leaks to Campus Safety 723-6666 and your supervisor CHABOT-LAS POSITAS COMMUNITY COLLEGE DISTRICT

OSHA to hold training event to help improve federal worker safety, health

WASHINGTON – The Occupational Safety and Health Administration will host a free three-day training event from Aug. 6-8 to educate federal agency safety and health personnel on how to provide safe and healthful workplaces for federal employees. The event will be held in Arlington Heights, Illinois.
In collaboration with the agency's Office of Federal Agency Programs, the OSHA Training Institute will conduct a series of in-person and online half-day seminars on safety and health-related topics, including the following:
- Verbal de-escalation techniques.
- Control of hazardous energy, or lockout.
- Forklift operation and material handling
- Electrical safety.
- Fire protection.
- Emergency preparedness in the federal workplace.
- Scaffolding in construction overview.
- Bloodborne pathogens.
- Effective respiratory protection programs.
- Exposure to silica dust or quartz dust.
Open to federal employees, the event will be held at the institute at 2020 South Arlington Heights Road. Participation is free-of-charge to federal employees. Registration begins June 10 and ends July 19 . For assistance, contact OTI Student Services .
